Time is of the essence as OTA is expecting to meet with the Ministers and the Premier in the next few weeks and the next Ontario budget is just around the corner. Please send your email messages as soon as possible and pass this call to action along to others in the industry with your encouragement to voice their opinions as well. The Government of Ontario is continuing

to crack down on auto insurance fraud to ensure insurance rates remain affordable while providing Ontario’s nine million drivers with optimal protection. New regulatory amendments have been introduced to help prevent auto insurance fraud and protect consumers. We hope that these initiatives will meet the desired objectives, including the reversal of rising premiums as a result of fraud and abuse of the system. BCTA Awarded $196,000 for Immigrant Driver Projects

T

he Immigrant Employment Council of BC has announced 11 projects, including one proposed by the BC Trucking Association (BCTA), to be funded under the $1.4 million Employer Innovation Fund (EIF) to assist employers, industry and business associations in developing initiatives and resources to integrate skilled immigrants into BC workplaces. BCTA has been awarded $196,000 to develop a professional driver vocational assessment tool aimed at immigrant applicants for driver positions and an employer licensing and training resource. The tool will be designed to assess job-readiness in terms of technical skills as well as with respect to communications, customer relations and other important qualities. The tool will be tested on 25 immigrants who are pre-screened and actively seeking employment in the trucking industry. The employer licensing and training resource will be a reference that outlines the licensing and testing requirements, training regime, and other factors that employers identify as important information in assessing the qualifications of applicants with non-Canadian licences and/or experience. BCTA will develop both projects over the next year for completion by March 2014. RT

ndian auto major Mahindra & Mahindra has completed the entire buyout of its stake in US-based Navistar in two joint ventures - Mahindra Navistar Automotives Ltd (MNAL) and Mahindra Navistar Engines Pvt Ltd (MNEPL). The deal has received regulatory approval in India and Mahindra has now taken complete ownership of operations and will continue to sell MNAL and MNEPL products. In December 2012, Navistar had announced its intention to exit the joint venture as part of its strategy to focus on strengthening North American core businesses. “Mahindra has been a valuable partner these last seven years and they are well quipped to move the MNAL and MNEPL businesses forward as the Indian market continues to develop,” said Troy Clarke, president and chief operating officer, Navistar. As part of the agreement inked by both the firms last year, Navistar would continue sourcing components from India while Mahindra would continue to provide engineering services to it. “The Navistar group will continue to support Mahindra through licence agreements and extend necessary support to MNAL and MNEPL for purpose of business continuity,” the companies said. Canada to Align Greenhouse Gas Emissions Measures with the US

eter Kent, Canada’s Environment Minister has announced final regulations to improve fuel efficiency and reduce greenhouse gas (GHG) emissions from new on-road heavy-duty vehicles and engines. This is another step to align the environmental regulations with the United States. “With these tough new measures, GHG emissions from 2018 model-year heavy-duty vehicles will be reduced by up to 23 per cent,” said Minister Kent. “The regulations will also lead to improved fuel efficiency. For example, a semi-truck operator driving a 2018 model-year vehicle will save up to $8,000 per year in fuel.” The Regulations will establish progressively more stringent standards for 2014 to 2018 model-year heavy-duty vehicles such as full-size pick-ups, semi-trucks, garbage trucks and buses. The Regulations will remain in full effect for all subsequent model-year vehicles, which will be required to adhere to the 2018 standard, and will result in GHG reductions of 19.1 megatonnes over the lifetime of the 2014-2018 modelyear vehicles. The announcement was made at the Mississauga terminal of Bison Transport and was attended by industry officials including David Bradley, CEO of the Canadian Trucking Alliance. RT

Canada’s Truck Drivers Say Lack of Quality Parking Affects Operations, Health

O

ver 60 per cent of truck drivers say they routinely have trouble finding parking or places to rest while operating in Canada; while an overwhelming majority report that facilities and basic amenities are lacking from public rest areas and service centres across the country. According to a Rest Area Research Project survey prepared for Transport Canada by Polytechnique Montreal – and in consultation with the Canadian Trucking Alliance – a majority of commercial drivers feel the supply of truck stops and rest areas is extremely low in Canada, particularly in northern Ontario, Southern B.C., large swaths of Alberta, and most large urban areas. Furthermore, drivers who have trouble finding a parking space say they must drive over their time limit to find one. And while better food, showers and washrooms were identified as essential, drivers also pointed to a need for adequate cell phone coverage, Internet connections and security at parking facilities. The survey, aimed at identifying locations where parking is lacking and how this shortage affects the work of drivers, found that 60.3 per cent of drivers surveyed have trouble finding parking en route while 48 per cent couldn’t find a place to stop near their final destination. This lack of parking impacts drivers’ behaviour as 49 per cent of drivers report going beyond their planned location to find parking, occasionally causing some of them to surpass their available hours of service. (Drivers indicated they want more flexibility to comply with regulations when they can’t find parking). The most popular ad-hoc parking locations are industrial properties, followed by shopping mall parking lots, vacant lots, roadside pullouts and weigh stations. lighting and drinking water are lacking. Drivers would like to have more public centres equipped with cell phone service in remote areas, food service, showers and Internet. Over 40 per cent of drivers also report that the operability of card lock outlets was unacceptable. Eighty-seven per cent of drivers say they are willing to pay for showers, but not parking unless there is better security at the location (28%). Seventy per cent of drivers say they will pay up to $30 per night for the services. Environmental Scan Meanwhile, a supplementary Transport Canada report – an Environmental Scan of Truck Stop Needs at Rest Areas – concluded that concluded the shortage is expected to increase over the next few years in Canada and the U.S. is a direct result of increasing truck traffic flows and general demand in trucking operations. Furthermore, increases in truck sizes have decreased space availability, particularly along corridors which allow trucks with multiple trailers, such as long combination vehicles (LCVs) According to the report, strategies to address truck parking issues should include: • Construction of additional truck parking spaces, where needed and financially feasible; • The development of national-level guidelines for the spacing and design of public truck parking facilities; • The use of ITS technologies to provide real-time information about the location and availability of truck parking spaces; • Development of public-private partnerships to share or reduce facility construction and maintenance costs, as well as cost-effective options to redesign and rehabilitate existing facilities; • Addressing truck stop and driver security concerns. CVSA Releases 2013 North American Standard Out-of-Service Criteria

T

he Commercial Vehicle Safety Alliance (CVSA) has announced that the 2013 North American Standard Out-of-Service Criteria Handbook and Pictorial (OOSC), which goes into effect on April 1st, 2013, is now available. The OOSC, the only official reference book of its kind for law enforcement and the motor carrier industry, is a valuable tool designed to improve commercial motor vehicle safety by promoting uniformity in compliance and enforcement throughout North America. CVSA has maintained, updated and published the North American Standard Out-of-Service Criteria annually for more than twenty years. This reference tool is designed to improve commercial motor vehicle safety through uniformity in compliance and enforcement throughout North America. It is heavily relied upon by highly qualified, specially trained and certified state, provincial, territorial and federal law enforcement personnel in identifying Critical Vehicle Inspection Item violations during a roadside inspection. These violations can prohibit a motor carrier or operator from driving or operating a commercial motor vehicle for a specified period of time or until the defective condition is corrected. The Commercial Vehicle Safety Alliance (CVSA) is an international not-for-profit organization composed of local, state, provincial, territorial and federal motor carrier safety officials and industry representatives from the United States, Canada and Mexico. Specifically, the 2013 North American Standard Out-of-Service Criteria Handbook and Pictorial includes… • Part I—Detail violations which place a driver out-of-service. • Part II—Outline the Critical Vehicle Inspection Items and provides direction to each commercial vehicle inspector in North America

identifying at what point a commercial motor vehicle can no longer be safety operated for fear of causing an accident or breakdown, due to its mechanical condition. • Part III—Provide guidance for unsafe hazardous materials transportation, including both conditions which fail to communicate a hazard and those which are themselves hazards. • Part IV—Establish criteria for placing a motor carrier out-of-service. I

n last month’s Speech from the Throne, the new government of Premier Kathlyn Wynne acknowledged the role that transportation infrastructure plays in the Ontario Economy. For those who are concerned about goods movement in particular it was heartening to hear the government’s commitment to “address the need for improvements to rural roads and bridges, suburban transit, and a solution to the gridlock that threatens to cripple the Greater Toronto and Hamilton Area.” The Southern Ontario Gateway Council, a transportation forum that represents all transportation modes, has been long advocating that transportation is about moving people AND goods. In our view, while there has been progress in recognizing the role of goods movement in the economy of Canada there still is insufficient attention to improving goods movement and trucking by ensuring that the highways and roads are seen as a priority and get a significant share of available government budgets. With the recent changes in government, SOGC plans to convey some strong real world messages about the growing problems that truckers and trucking companies are facing more and more every day. Government decision-makers and politicians need to hear first-hand about these situations and their consequences for jobs, businesses and the economy. SOGC would like to deliver these messages on your behalf. We need your support to tell these stories, so the Southern Ontario Gateway Council is asking trucking executives and truckers for specific examples of extreme situations in which

you find yourself or your drivers. Specifically: • Give one or more examples of the worst delays your trucks have faced on Ontario highways, major roads or terminals. What were the causes (eg. major bottleneck in the highway/road/terminal system, accident, rush hour overload etc.)? What was the duration of the delay? What were the consequences of the delay (such as missed delivery deadlines, late penalties, wasted driver time, fewer deliveries per truck, drivers quitting in frustration, lost customers etc.. • What is the collective impact of these incidents on your operations and the survival of your business? • Are there other serious problems as a result of government decisions, inaction or policies? I

n an industry that values established brands, Centennial College’s School of Transportation has been Canada’s transportation training hub spanning five decades. Located in the east end of Toronto, Centennial’s Ashtonbee Campus is largely dedicated to providing students and apprentices with state-of-the-art mechanical labs filled with industry-standard equipment and late-model vehicles used as training aids. Centennial faculty are among the most highly skilled in the industry, many of them having worked in the trades for years before shifting to the academic field to teach the next generation of technicians. Programs are supported and reviewed by industry representatives to ensure they are relevant and of the highest quality. Corporate training partners include General Motors, Ford, Toyota, Honda/Acura, Volvo/Mack, Freightliner, Canadian Tire and Air Canada.

Preventing the Inevitable J

ohn had been having a bad month. A customer delay last week cost him two days of downtime, a backup in the shop left him at home longer than he should have been, and then earlier today a flat tire at the side of the highway. Any luckier and he may as well get a job packing groceries. His only positive thoughts were that he had three things happen to him and now maybe it was all over. “After all they say bad things come in threes!” All he wanted was a trip with no hassles, and to gain back some of the miles he had lost from the downtime. The flat tire had really cost him this trip and he didn’t have any more time to give. The company had policies in place for having a tire repaired and certain checks were to be done

to make sure things were secure, however John had had enough. He would do his best to check them when he stopped for fuel, but he had to keep moving, he could not afford to lose anymore precious miles or time. Things had begun to settle down and John was gaining ground. The weather was clearing and he seemed to be gaining back some time. As he began to calm down and focus on the rest of his trip he began to plan the rest of his trip in his mind. He would stop in the next hour or so and fuel, grab a quick bite and check that wheel that had been replaced. As the hour wound down John pulled into the truck stop, fueled and headed for the restaurant. Half hour later he pulled onto the highway, things were look-

ing good, but he kept wrestling with the fact that he had forgotten something. As he rolled down the road he had driven about 100 kilometres from his last stop when he heard a giant collision, looking in the mirror he found a multi car accident happening behind him. Wondering what had happened he was glad that he had missed that incident and rolled on. What surprised John next was the Police Officer pulling him over. He couldn’t figure out why until he got out of the truck. His wheel was missing! All that stood out from his inside dual tire was a bare axle, nothing more. His mind went through the incident in his mirror, the fuel stop and meal earlier, the earlier tire repair. He forgot to have the wheel checked and retorqued after

the tire repair, he meant to do that at the truck stop, but none of that mattered now. It would never make that girl in the car accident come back to life, if only he had taken the time! John couldn’t believe it, he had always been so careful. John is no longer driving, the thought of that girl missing due to his carelessness is too much to bare. He is now an advocate for the transportation industry and striving for safe measures across the industry. He knows what happens when things go wrong on the highway and you can’t deal with it. He now checks his car wheels every day. Regular inspections and proper preventive maintenance are essential in saving money, time, and, deadly mishaps on the road. RT

Canada strengthens vehicle safety standards

T

he Government of Canada has announced important safety regulations requiring new vehicles in Canada to include shoulder belts in the rear centre seat. “Ensuring the safety of Canadian families is very important to our government. That’s why our government is enhancing vehicle safety standards to better protect the travelling public,” said Denis Lebel, Minister of Transport, Infrastructure and Communities. “Making shoulder belts mandatory in the rear centre seat will reduce the number of deaths and serious injuries on our roads.” The amendments to the Motor Vehicle Safety Regulations include a significant update to Standard 208, Occupant Restraint Systems in Frontal Impact. In addition to introducing a mandatory requirement for lap and shoulder seat belts in the rear centre seat, these amendments will make vehicles safer by: • Requiring vehicle safety testing using female and child-sized dummies, in addition to the male testing dummies that were previously required; • Improving air bag deployment testing; and • Increasing the vehicle test speed to better protect occupants involved in serious frontal crashes. “While Health Canada’s regulations make child car seats in

Police, fire and ambulance personnel are often required to do their work on the shoulders of busy highways. For safety reasons, the law requires all drivers to slow down and proceed with caution when passing an emergency vehicle parked on the side of the highway with its lights activated. If the highway has more than one lane, the law also requires all drivers to move over leaving at least one lane between their vehicle and the parked emergency vehicle, if it can be done safely. Obeying this law will save lives! Violating it can result in a $2,000 fine and three demerit points.

Kenworth T680 Named ATD Heavy Duty Commercial Truck of the Year

T

he aerodynamic Kenworth T680 with the PACCAR MX-13 engine was named the 2013 Heavy Duty Commercial Truck of the Year by the American Truck Dealers (ATD) at the annual ATD Convention and Expo in Orlando, Florida. “Kenworth is very pleased to earn the tremendous honor of being the 2013 ATD Heavy Duty Commercial Truck of the Year,” said Gary Moore, Kenworth general manager and PACCAR vice president. The Kenworth T680 is available in

76” sleeper and day cab configurations and is standard with the PACCAR MX-13 engine rated up to 500 hp and 1850 lb.-ft. of torque. The stamped aluminum cab is robotically assembled at Kenworth factories and has been eagerly embraced by customers and dealers. The Kenworth T680 has earned the Environmental Protection Agency (EPA) SmartWay award and is the most aerodynamic truck in Kenworth’s 90-year history. Roll Stability Control now Available on Western Star Trucks

ABS-integrated Meritor WABCO system prevents risk of vehicle rollover

W

estern Star trucks, Inc. has announced that Meritor’s WABCO Roll Stability Control System (RSC) is now available on Western Star 4700, 4800 and 4900 truck models equipped with Meritor’s anti-lock braking system (ABS). Ideal for onhighway and vocational applications, RSC assists drivers in maintaining vehicle control by monitoring road conditions and automatically intervening when a rollover risk is detected. When the RSC system senses an impending slide or roll-over, it slows truck speed by reducing engine torque

and engaging the engine retarder while automatically applying drive axle and trailer brakes. Once the risk has passed, the RSC system resumes normal vehicle operation, allowing the driver to regain control of the truck. Sacroiliitis T

he sacroiliac joints are located at the bottom of the spine where it joins to the pelvic bones. These joints play an important role in the movement of the lower limb. Just like most joints in our body, the sacroiliac joints can be injured. When injury occurs to these joints a condition called sacroiliitis may develop. Sacroiliitis simply means inflammation of the sacroiliac joints. The symptoms of sacroiliitis vary from person to person however, most patients complain of lower back or buttock pain which may extend down one or both legs and groins. These symptoms may be aggravated by prolonged sitting and standing. This is especially important for professional truck drivers as they spend many hours sitting behind the wheel. The prolonged sitting as well as the constant bouncing from the truck seems to increase or even cause the sacroiliitis. Other factors such as stair climbing, running or standing on one leg may also increase the

intensity of the symptoms. There are many possible causes of sacroiliitis. The most common cause of this condition is a traumatic injury such as a car accident or a slip or fall. In this case, the joint and surrounding soft tissues may be injured. Arthritis or wear and tear can also occur in the sacroiliac joints which may lead to inflammation. Other conditions such as

pregnancy or infection may also lead to sacroiliac joint irritation and subsequently inflammation. The diagnosis of sacroiliitis is usually arrived at after conducting a detailed medical history and physical examination. During the examination, the doctor will perform several orthopedic tests which are designed to put stress on different structures in your lower back and pelvis. In addition, your doctor will palpate the

soft tissues and bones in the surrounding area in order to pin point the location of the pain. If necessary, your doctor may request an x-ray or MRI to better visualize the injury site. The treatment of sacroiliitis really depends on the severity of the symptoms as well as the underlying cause of the condition. Over the counter pain relievers, muscle relaxants and anti-inflammatory medications are usually the first line treatment. If this is unsuccessful, physical therapy, chiropractic care and massage therapy may be recommended. A corticosteroid injection directly into the joint to reduce the inflammation may also be suggested by your doctor. Finally, if all other forms of treatment do not relieve the pain and inflammation, your doctor may recommend a joint fusion in which the two bones of the sacroiliac joint are surgically fused together. What I recommend to my patients who are suffering with sacroiliitis is to first of all rest the joints in order to give them a chance to heal.

Next a combination of ice application and over the counter pain relievers may be used as needed. It is important to consult with your doctor or pharmacist before taking any new medications in order to avoid unwanted drug interactions. The good news is that most cases, sacroiliitis will resolve with in three to six weeks. I also recommend that professional truck drivers try to get out of their trucks and walk around as much as possible. This practice significantly reduces the chances of developing sacroiliitis.
