elcome to the October 2009 edition of Road Today and thanks for your continued interest in the award-winning magazine for the changing trucking industry. Inside you will find the latest developments and updates related to the trucking industry plus all regular features like Trucking Quotient Quiz, Road Safety Tips, Entertainment, Health Column, Kids Corner, and much more. The ongoing strike by the United Steelworkers, which represents more than 500 employees who work in Ontario Drive Test Centres against Serco DES, which operates the test centres under a 10-year contract from the Government of Ontario awarded in 2003, is now into its second month. The continuation of the strike is not just an inconvenience for the trucking industry but to all first time drivers and new immigrants as well. We would like to encourage both sides to get back to bargaining table and settle the issues at the earliest to set the things in order. Ontario’s new law prohibiting the use of hand-held cell phones and other hand held communications and entertainment devices while driving is expected to come into effect by end of October. Once the new law is in place, drivers who text, type, email, dial or chat using any hand-held

device will face fines of up to $500 upon conviction. Hands-free use will still be permitted but please remember that hands free isn't accident free. Driving is a task that requires your full attention every time you get behind the wheel. As a driver, you must always remember to reduce driver distractions and focus on the driving task. Your first responsibility is road safety! This fall and winter, there will be two types of flu viruses circulating–seasonal flu viruses and the new H1N1 flu virus. The Health Column on Page 43 by Dr Christopher Singh talks about the common symptoms and simple precautions to stay healthy. Please have a look, as we want all of you to stay healthy. OTA Calls on Both Sides in License Examiners’ Strike to Start Talking Again

DriveTest strike continues, no signs of settlement
T
he strike by the United Steelworkers, which represents more than 500 employees who work in Ontario Drive Test centres against Serco DES, which operates the test centres under a 10-year contract from the Government of Ontario awarded in 2003, is now into its second month. A government-appointed mediator is in place, but the two sides have not spoken since mid of September. The employees have showed their frustration with the lack of progress by picketing outside Serco DES Inc., which owns DriveTest, at 5000 Yonge St., near Sheppard Ave. A spokesperson for the United Steelworkers Union said job security, wages and a company plan to reduce the number of full-time positions and replace them with part-timers remain key points in the dispute. The strike began on August 21. In 2003, Serco signed a 10-year, $114-million deal with the Ontario government to run the province's driver testing system. The company conducts written and practical tests for new drivers and for motorists aged 80 and over at 55 DriveTest locations across the province. This is the first strike since driver testing was privatized in Ontario.
he Ontario Trucking Association is calling upon both sides in the strike by Ontario Drive Test examiners to get back to the bargaining table. Speaking on behalf of OTA, its president David Bradley said “our members are encouraging the two parties to get back to bargaining. This thing can’t be solved if they aren’t talking.” He said the continuation of the strike is not just an inconvenience for the trucking industry. It has created concerns over the ability of cross-border truck drivers whose licences have expired to retain their FAST (Free and Secure Trade) designation. While the Ministry of Transportation has issued a letter stating that it is extending the validity period of valid driver’s licences that expire during the strike and the Canada Border Services Agency recently announced that expired driver’s licenses for FAST clients will be accepted until December 31, 2009, official confirmation that the US Customs and Border Protection agency will follow the same policy has yet to be received. Bradley also said that the strike is impeding people who have paid good money – both their own and the taxpayers’ – from getting their Class A designation. “Some of these people have recently been displaced from other industries due to the tough economic times, are on EI and are trying for a fresh start in trucking. When the economy comes on stream, which we are all hoping it is, there will be a need for these people to be able to step in and do a job. They can’t even begin to get the experience they need if they are unable to get their licenses because of the strike.” Moreover, Bradley said the strike is having a significant impact on many of the truck driving schools that the industry depends on to provide the entry level training to new commercial drivers. “People from the training schools are being laid off and if any of the training companies fail this too will impair the industry’s supply of labour.”

t a recent THSAO (Transportation Health and Safety Association of Ontario) Fleet Safety Council meeting, Ron Flowers (from the Enforcement & Intelligence Division) of the Canadian Border Services Agency (CBSA) presented the Partners in Protection (PIP) program. This initiative is a Canada Border Services Agency (CBSA) program that works with companies to enhance border and trade chain security, combat organized crime and terrorism as well detecting and preventing contraband smuggling. It is a voluntary program with no membership fee that aims to secure the trade chain, one partnership at a time. PIP members receive the following benefits: • If they are Customs Self Assessment (CSA) program participants, they are eligible to apply to the FAST program to be able to use designated FAST lanes to cross the border into Canada • They can improve their security levels • They can access CBSA expertise (the CBSA can assess their security measures, address vulnerabilities and provide

CTHRC Unveils Professional Development Programs for Coaches, Mentors, Assessors
T
hose who coach, mentor and assess Canada’s truck drivers now have the opportunity to enhance their own skills, thanks to the release of three new professional development programs by the Canadian Trucking Human Resources Council (CTHRC). “With this additional professional development of their own, coaches, mentors and assessors will be able to enhance the guidance offered to drivers throughout Canada’s trucking industry,” explains CTHRC Executive Director Linda Gauthier. A coach is a company driver who has been assigned to work with a newly trained driver over a short period of time, offering in-cab training to further develop skills and apply company policies and procedures. A mentor, meanwhile, is a company driver assigned to share their knowledge and experience with a newly hired experienced driver over a longer period of time. An assessor is responsible for assessing the skill levels of newly trained and newly hired drivers, providing hiring recommendations as well as feedback on additional training needs. Each of the three professional development programs includes a module on Personal Attributes and a module on Communication Skills. The programs also include modules that have been customized to reflect the unique roles of coaches, mentors and assessors. The Coach Program includes four unique modules: Personalize Coaching; Prepare Trainees for the Trucking Lifestyle; Reinforce Policies, Procedures and Regulations; and Reinforce Over-the-Road Skills. The Mentor Program includes a dedicated Mentor module that will help protégés to develop problem-solving skills, while assessing their risks and offering encouragement. And the Assessor Program includes an Assess Driver module that addresses pre-employment screening, skills assessments and road tests.

Business Unites In Alliance For Sales Tax Reform
A
non-partisan coalition of leaders from the business community has formed to demonstrate the broad-based support for sales tax reform in Ontario. The Smart Taxation Alliance includes the Ontario Chamber of Commerce, AGS Automotive Systems, Canadian Chamber of Commerce, Canadian Council of Chief Executives, Canadian Manufacturer’s & Exporters Ontario, Certified General Accountants of Ontario, Ontario Road Builders Association, Ontario Trucking Association, Retail Council of Canada, TD Bank Financial Group, and the Toronto Board of Trade. The coalition endorses the planned harmonization of the provincial sales tax with the federal GST as the most important measure available to stimulate economic recovery, noting that British Columbia’s Finance Minister described the move to a harmonized tax as a way not to lose competitiveness with Ontario in the attraction of jobs during the critical time of economic recovery. A report published by TD Economics notes that the implementation of HST in Ontario will reduce business costs in the billions, which in turn, will be passed on to consumers in the form of lower prices. It also points out that concerns of a large overall increase in consumer prices is overblown, and that it will not have an enduring effect on the inflation rate. Ultimately the report concludes the tax reform will serve the long term interests for Ontario. Kenworth Introduces T470 Body Builder Manual
K
enworth Truck Company has produced a Kenworth T470 Body Builder Manual to help support body builder installations on the new T470 truck model. The Kenworth T470, which recently went into production, is for snowplow, dump, mixer, winch, refuse, and other heavy front-axle vocational and municipal applications. The Kenworth T470 Body Builder Manual features detailed information on vehicle dimensions, ride heights, suspension layouts, ground and power take-off (PTO) clearances, and frame layouts available for the T470. The T470 manual contains sections on safety and compliance, dimensions, body mounting, frame modifications, electrical system and routings. The Kenworth T470 has a gross vehicle rating (GVW) ranging from a heavy Class 7 vehicle at 33,000 lbs. up to a light Class 8 truck at 68,000 lbs. The new model features a 9-liter Cummins ISL engine with 345 hp and 1,150 lb-ft of torque, and a range of manual and automatic transmissions. The vehicle offers full parent rail extensions, delivering maximum resistance to bending moment (RBM) from one end of the rail to the other. Front axles are rated from 12,000 to 22,000 lbs., single rear axles from 21,000 to 26,000 lbs., and tandem rear axles from 40,000 to 46,000 lbs. Thermo King Launches Cellular Version of TracKing Asset Tracking and Management

Daimler Trucks North America Adds $9,000 Surcharge for 2010 Cummins ISX15 Engine and SCR Emissions Technology
D
aimler Trucks North America will offer customers their choice in EPA 2010-compliant engines and emissions technologies from both Detroit Diesel and Cummins. A $9,000 surcharge will be added to vehicles with Cummins ISX15 engine and emissions technology. Providing both Cummins and Detroit Diesel BlueTec as SCR emissions technology options positions Daimler Trucks North America with the best engine lineup in North America for 2010 and beyond. As previously announced in August 2009, vehicles equipped with Detroit Diesel BlueTec emissions technology and DD15 and DD16 big bore engines, as well as the mid-bore DD13, will be offered at the same $9,000 surcharge per vehicle. A surcharge of $7,300 will be added for the Cummins ISC8.3 engine, and $6,700 will be added to the price of vehicles equipped with Cummins ISB6.7 engines. The surcharges reflect costs associated with adding selective catalytic reduction (SCR) which has been proven to significantly improve fuel economy compared to EPA 2007 engines while reducing long-term operating costs and meeting the stringent, near-zero emission standards set by the U.S. Environmental Protection Agency (EPA) that take effect January 1, 2010. SCR is an emissions technology that treats NOx emissions downstream in the exhaust so that the engine can be tuned to run more efficiently and economically. SCR technology consists of an after-treatment catalyst system that allows engine exhaust to be treated with a nonhazardous fluid known as diesel exhaust fluid (DEF) that reduces harmful NOx into simple nitrogen and water.
Peterbilt announces availability of natural gas powered aerodynamic and vocational vehicles

eterbilt Motors Company has announced that the company is taking immediate orders for the production of its vocational and aerodynamic vehicles powered by compressed and liquefied natural gas (NG). The Model 365 and Model 384 will be offered with the Cummins Westport ISL G and built at Peterbilt’s truck manufacturing facility in Denton, Texas. “Our Models 365 and 384 are examples of Peterbilt’s commitment to delivering products that will reduce harmful emissions and provide the performance and overall value our customers need,” said Bill Jackson, Peterbilt General Manager and PACCAR Vice President. “These two NG powered platforms join Peterbilt’s three medium duty hybrid electric vehicles currently in production to offer the widest range of environmental friendly options to our customers.” The Peterbilt Model 365 NG features innovative solutions to improve ride and handling, enhance weight distribution as well as maximize performance and profitability without sacrificing overall efficiency. The Model 365 NG is equipped with the powerful ISL G providing a 320 horsepower rating and 1,000 lb-ft of torque.The Model 365 has a 115” BBC, and is available in both set-forward and set-back axle configurations and sets the standard for quality, durability, productivity and environmental responsibility. Cummins Westport’s ISL G natural gas engine for heavy-duty Class 8 trucks allows trucking fleets to move to lower cost, domestically available natural gas and/or biogas while offering industry-leading emissions, including lower greenhouse gas emissions, than comparable diesel engines. Based on the Cummins ISL diesel engine with cooled EGR, the NG version integrates robust diesel components into an engine specifically designed for alternative fuels and offers similar horsepower, torque, and efficiency as the base diesel engine it is replacing. The engine is certified to the toughest global emissions standards and meets U.S. EPA and CARB 2010 emissions standards today. The Cummins Westport ISL G engine can be fuelled by either a compressed natural gas (CNG) or liquefied natural gas (LNG) - both are cost effective, low carbon, and low emissions fuel - and is available with a 320 horsepower rating and a 1,000 lb-ft torque rating for heavy-duty port, freight and vocational applications. CNG or LNG fuel tanks can be configured to suit customer applications and range requirements.

Navistar and Caterpillar Announce Global Truck Joint Venture
N
avistar International Corporation and Caterpillar Inc. have closed a joint venture transaction resulting in a new company, NC2 Global LLC, to serve the global commercial truck market. Navistar and Caterpillar first announced plans to form a joint venture in June 2008 and have identified the leadership team of the new entity that will establish its headquarters in the Chicago area. “Together, Navistar and Caterpillar have moved this project from concept to reality in little more than one year,” says Al Saltiel, president of NC2. Saltiel brings a wide range of global distribution and marketing experience to NC2. As vice president of Marketing and head of Navistar’s marketing efforts since 2004, Saltiel was responsible for all brand, product and pricing strategy. Prior to joining Navistar, he held key senior marketing positions at Sony Electronics, Jaguar, and Ford’s Premier Automotive Group. Bob Iacullo has been named chief financial officer for NC2. Formerly Business Resource Manager for Caterpillar’s Infrastructure Product Development Division, Iacullo also held several executive positions in finance at Motorola. “NC2 will produce and market a full line of commercial onhighway trucks for markets outside of North America,” says Saltiel. “Customers will benefit from the unparalleled depth and scope of support provided by Navistar and Caterpillar’s global dealers.” Navistar and Caterpillar each have named three people to
NC2’s board of directors. Caterpillar Group President Doug Oberhelman will serve as Chairman of the Board, and Navistar Truck Group President Dee Kapur has been named lead director from Navistar. “The formation of this joint venture represents a long-term strategic decision,” Oberhelman says. “Despite the current challenges facing the global economy, both Caterpillar and Navistar are dedicating the right people and investing significant resources to ensure NC2’s long-term success in the global on-highway truck market.” NC2 Global Manufacturing and Distribution Venture As previously announced, the 50/50 joint venture will develop, manufacture, and distribute commercial trucks with an initial focus on markets including Australia, Brazil, China, Russia, South Africa, and Turkey. NC2’s product line will feature both conventional and cab-over truck designs and will be sold under both the CAT and International (Navistar) brands. North American Venture Separately, Navistar and Caterpillar continue to work on design and development of a new proprietary, purpose-built, heavy-duty CAT vocational truck for the North American market. The trucks, manufactured in Navistar’s Garland, Texas facility, will be sold and serviced through the CAT North American Dealer network. Caterpillar vocational trucks are scheduled for full production in mid 2011.

Mack Celebrates Opening of New World Headquarters in Greensboro

ack Trucks, Inc. recently celebrated the grand opening of the new Mack World Headquarters on National Service Road in Greensboro. The company marked the establishment of its new base of operations with a celebration that included a display of modern and antique Mack trucks, tours of the new headquarters, presentations on Mack’s history and accomplishments, and contests for employees. And since no celebration of Mack is complete without the company’s world famous mascot, an eight foot tall gold statue of the Mack Bulldog poised in front of the new headquarters was also unveiled. The event also marked the official opening of the Mack Shop located in the new headquarters and open to the general public. The store sells officially licensed Mack merchandise. Mack moved its headquarters to Greensboro as part of a restructuring plan designed to improve organizational efficiency and competitiveness. As a Volvo Group company, many of the corporate support functions Mack relies on such as human resources, information technology, financial services and logistics are already based in Greensboro, where they support other Group companies in North America. The Volvo Group’s roots in Greensboro go back to 1981. “Establishing Mack World Headquarters here in Greensboro alongside our support organizations will make us a more efficient, agile, and cost-effective organization in almost every aspect of our business, from product development to aftermarket support,” said Dennis Slagle, Mack president and CEO. Mack’s World Headquarters houses executive offices, as well as sales, marketing, international operations, dealer operations and other departments. Other functions, including technical and customer support, are located in nearby facilities on the Greensboro campus. A crucial reaction to these trends has been the emergence of a new breed of organization, the high-performance organization, HPO. The new economy is competitive, global, digital, Net-centric, and knowledge based. HPOs in this economy are ones with leadership that understands new developments, set high moral standards, unlock the full productive potential of human capital, and embraces opportunities for creativity and innovation in the very organization of work itself. My Rant on the Border and Free Trade By Fred Watkin

ood day everyone – now that the kids are back in school and summer has worked its way past us, the realities of work come back to the forefront. This month I wanted to write a bit about the border and labour issues. At some point or another, they are going to impact each one of us. On top of ever changing government regulations and policies, the trucking industry has had to respond to changes in its operating and market environments. Increased operating costs through fuel, road taxes, tolls, insurance etc, are all dinging the bottom line for both fleet operators and owner operators, as well as a continuing shortage of qualified drivers. These changes created challenges that have contributed to changes in the way trucking firms and their drivers operate. When the Free Trade Agreement (FTA) was touted many years ago, the overall goal was to remove the tariffs between Canada, the United States and Mexico, and to ensure free flow of goods throughout North America. The FTA and subsequently NAFTA have had a large impact on the Canadian trucking industry. One of the reasons for creating a free trade agreement in the first place is to increase trade and the flow of goods between countries. In Canada, the dollar value of exports to the US and Mexico increased by 87% from 1993 to 2002; an increase of $100 billion to the US alone. This has been a boon for the trucking industry because about 70% of all trade between Canada and the US travels by truck (Transport Canada 2001). Free trade made it easier for all carriers to move between Canada and the U.S. It was now possible for Canadian firms to expand into new markets and take advantage of new opportunities. On the other hand free trade and deregulation also made it possible and desirable for U.S. trucking firms to compete in Canada. Increased competition from U.S. firms, among other factors, has contributed to a significant number of business closures and consolidations by Canadian trucking companies competing in the cross-border market, particularly in the LTL sector where there is a high 22

capitalization requirement due to high infrastructure needs. The cross border transportation market has become a very important segment of Canadian trucking industry and will likely remain that way even as Canada increases its trade with Asia. The majority of growth in our Canadian trucking industry has been on the north-south routes rather than east-west. Nearly two thirds of Canadian for-hire carriers participate in cross-border movement. With the challenges inherent in cross-border shipping, the Canadian trucking industry needs to address them in order to remain competitive. One of the issues is that increased cross border activity has placed additional regulatory compliance burdens on Canadian carriers. Canadian carriers operating in the United States are subject to U.S. law not only while they are in the U.S. but while in Canada also. For example, U.S. law requires that all commercial drivers driving in the United States be subject to a drug testing and drug awareness program. Any Canadian carrier operating into the US therefore must establish a US DOT approved drug testing plan and require all drivers to be tested before they go into the U.S. Since September 11, 2001, border clearance procedures have increased and become more stringent. While this has always been an added cost and barrier to ROAD TODAY l OCT 2009
transportation between Canada and the U.S., these new procedures have built on the then primarily customs-related duties and focused more on increased scrutiny of driver qualifications and more intensive and more frequent inspections. These customs and security programs include: • C-TPAT: Customs-Trade Partnership Against Terrorism. This program offers expedited customs clearance of imports for companies whose facilities, processes, and supply chains are certified by Customs as being secured against terrorism. • FAST: "Free and Secure Trade" program. An initiative that pre-approves truckers for expedited clearance at the U.S.Canada border. Through this program registered drivers can be cleared with greater speed and certainty. • ACE: Automated Commercial Environment. New regulations in place require carriers to provide customs with electronic filing of inbound bills of lading 1 hour prior to arrival the shipment arriving at the border. U.S. border security measures for the foreseeable future will continue to have a major impact on Canadian carriers transporting goods into the U.S. Added to this mix there are also additional labour issues that relate to drivers. The border issues have impacted on the industry's driver shortage. Border
waits were always a concern, and many drivers do not want to deal with the difficulties associated with customs and the new border security requirements or adjust to new regulations and initiatives. With growing trade relations with the U.S. the demand for cross border shipments has increased and therefore the need for drivers has also increased. This means that there will be a continuing problem for the trucking industry to find qualified and willing cross border drivers. An interesting result of these stricter requirements is the levelling of the playing field. Carriers which comply with safety and driver regulations with respect to drugs, alcohol and criminal record checks generally complain that they are at a disadvantage in competing with carriers which do not fully comply with these requirements. Stricter enforcement of such regulations at border crossings will penalize carriers with less compliance by making these carriers endure more frequent and longer border processing times, pay penalties or be denied entry. Another important challenge facing carriers and truck drivers will be to try and transfer these increased border costs on to shippers. For competitive reasons many carriers are not directly charging shippers for the extra costs incurred as a result border processing and congestion delays. Consequently, drivers who have to spend extra time at the border are also not receiving added compensation. "According to labour surveys, wage-earning truckers worked an average of 47 hours per week in 2004 and 39% of them worked more than 50 hours per week. Truckers in for-hire trucking had an even longer workweek. It averaged 50 hours, and for one-quarter of the drivers it was 60 hours or more. In general, this finding is due to the fact that this segment includes a larger proportion of long-haul truckers." (Dube and Pilon, 2005). These figures may underestimate the actual hours worked by long-haul truckers. Since they represent the number of hours usually paid or contracted they tend to reflect the official number of hours entered in logbooks which often exclude much of time spent not driving. Waiting periods, mechanical inspections and customs inspections are typical examples of activities often entered in logbooks as rest periods. Built the RIGHT way…..from the ground up W
hen I met with Raj and Predeita Mahadeo at their business I was immediately struck with the honesty and sincerity of a couple who are good together in life and in work. They reflected what everyone should be like when it comes to running a successful business, in their case a service and repair business. Mississauga Bus Coach & Truck Repairs Inc. specializes in Engine and Transmission Rebuilding, Electronics and Diagnostics. They have grown rapidly in a few years from the humble but honest beginnings in 2004, just 5 years ago. That’s when Raj made the brave decision to start his own business in the engine electronic repair industry. This was not easy, but it was the right one. From the one ‘employee’, Raj himself, it has now grown to more than 15 employees today and no doubt will continue to grow. This posed a problem, 8,000 feet of the current space and 15 employees and all the trucks just wasn’t going to be enough. So they just moved from the previous 8,000 square feet of space to over 24,000 square feet of impressive office and repair area located at 1250 Midway Blvd. in
Mississauga. And if you want to imagine that, take 15 trucks AND 9 buses and put them in the repair area to be serviced and add to it the office, parts sales and tool room area in the front and you will have an idea. Outside there is ample additional space for parking trucks, buses and coaches. Why did they have to expand? Because of GROWTH, exponential growth, in an industry and at a time, when other companies are talking about downturns, layoffs and cost cutting. They have grown because over 10 municipalities and transit authorities in the area have awarded them contracts for the service and repair of their buses and coaches. For their valued customers they go above and beyond, by offering pick up and return to municipalities and transit authorities across the region. They are so happy to be able to be in their new facility in the hub of the trucking industry, in the 401 and Dixie Road area that they invited all their customers and industry members to come out to their open house on the 25th of September 2009. They were

happy to have over 200 attend and take a tour of the expanded facilities. By all accounts, those who had never been there before were impressed. In addition, the personality of Raj, his dedication to client service and high level of care, was reflected through his staff of office employees and fully licensed and certified technicians. If you were not able to be there, be sure to contact them to drop in and visit their impressive facility. They are open 7 a.m. to 11 p.m. weekdays and 7 a.m. to 5 p.m. weekends. For those who have seen the new location, there was a noticeable empty and barren area at the front of the service area. Well this area will not be empty for long because in November they are welcoming the arrival of the DYNO! This state of the art equipment is often only seen on TV shows. Raj says it is the first one in a facility like this in Ontario. It is able to take a diesel engine and transmission and put it through its ‘paces’. That means they can actually simulate that engine and transmission ‘running down the road’ and be put under full loads as if 80,000 lbs is being hauled by it. If they test a power train on the DYNO they know it was tested! You can trust that. Again, this will set Mississauga Bus, Coach & Truck Repairs Inc. head and shoulders above other service and repair facilities in the transportation industry! PM announces expansion of border crossing facilities at Sault Ste. Marie International Bridge
T
ravelers who rely on the Sault Ste. Marie International Bridge will be able to count on reduced traffic congestion and improved border security thanks to a major expansion and redevelopment of the bridge’s Canadian Customs Plaza announcement made by Prime Minister Stephen Harper. “Our government believes that Sault Ste. Marie holds tremendous potential as a centre of expanding trade and commerce between Canada and the United States,” said the Prime Minister who was joined by Minister of Transport John Baird and Sault Ste. Marie Mayor John Rowswell. The Sault Ste. Marie International Bridge, which connects Ontario and Michigan, is a vital corridor for the region’s trade and tourism and is crucial to Northern Ontario’s economy. Approximately $1.8 billion in trade crosses the border here each year, 70 per cent of which are Canadian exports to the United States. It is also Canada’s tenth-busiest passenger crossing; in 2008 it handled over 1.5 million passenger vehicles. The Sault Bridge project includes the expansion and redesigning of the existing Canadian Port of Entry located within the bridge’s Customs Plaza. The project will include the construction of new commercial and travelers’ examination
facilities and a new inspection lane for buses. The project will also include new facilities designed to take advantage of the NEXUS and Free and Secure Trade (FAST) frequent traveler programs. The project is due to begin in the fall of 2009 and be completed by 2014. Work on the Plaza will be timed to minimize disruptions of existing bridge traffic. Federal funding for the expansion and redevelopment of the Canadian Customs Plaza is conditional on the project’s meeting all applicable federal eligibility requirements under the Gateways and Border Crossings Fund and adherence to all other federal requirements.

Hammer Down By Bruce Outridge
H
ammer Down! What does that mean to you? Most of us enjoy that term with many others such as “Git R Dun”, or “Gas on it” which have made our industry one with so much flavour. As most would guess it means to get going and in a hurry; but is that the only way to use it? Maybe in slang it is, but in the real world it may be a command, especially in the carpentry industry such as put your hammers down. That being said, I believe the phrase “Hammer Down” should mean to rest, to hammer down the truck, or shut it off. Think about it. When was the last time you really took some time off and recharged your batteries properly? Are you getting enough sleep during the week? Now, I am not talking about being off to change the oil on the truck or that week long vacation with your wife, four kids, and two dogs and your son’s pet snake. You know the one that got away from the campsite with total chaos for two days straight. No, I mean some time where you don’t think of anything but where you’ve been and where you’re going in life. It’s not easy; it takes a clear head, a comfortable space and the right attitude. It’s best done while doing a hobby or something you really enjoy doing. Now, I am not saying you need to take a month off or anything like that. Even a day will work, if it’s done right. Remember you’re taking stock in some serious areas of your life. That being said, this is a good idea even if you’re not planning on revising your whole life. Driving is a stressful job even in the best conditions. You need to be able to power
down to keep yourself at your best. There are great demands in trucking with time schedules, traffic, and family commitments among other things. Superior Propane Sponsors the Canadian Breast Cancer Foundation The new Superior Propane pink and white truck will deliver propane to customers in Ontario and a portion of all revenue generated from these deliveries will be donated to the Canadian Breast Cancer Foundation.

n support of the Canadian Breast Cancer FoundationOntario Region, Superior Propane has introduced a new pink and white delivery truck into its fleet; a sharp contrast from all of its other bright yellow vehicles. This new pink and white truck is the first vehicle of its kind in the Canadian propane industry. It will deliver propane to Superior Propane customers in Ontario and a portion of all revenue generated from those deliveries will be donated back to the Canadian Breast Cancer Foundation. Each time this truck makes a delivery, customers will receive a note advising them that the propane they have just received is helping to create a future without breast cancer. In addition to making propane deliveries, this truck will also be displayed at various tradeshows and events throughout Ontario. By featuring the pink and white truck at tradeshows and events, and having breast health information on hand, Superior Propane aims to help raise awareness about the disease. New Bus Rapid Transit Service Moves Forward In Brampton

n September 18th in an outdoor groundbreaking ceremony, the Honourable Jim Flaherty, Canada's Minister of Finance, Linda Jeffrey, Parliamentary Assistant to the Ontario Minister of Transportation, and Brampton Mayor Susan Fennell launched the start of construction for Brampton's new bus rapid transit (BRT) service, and officially unveiled its new name — Züm. The day marked the one-year countdown to the launch of service along Queen Street. "Our government, under the leadership of Prime Minister Stephen Harper, invested in this project for several important reasons: to give residents in Brampton and its neighbouring communities more transit options, cut commute times and improve air quality," said Minister Flaherty. "With construction underway now, this project is helping stimulate the economy by getting the local community to work." On keeping a low profile of late:
My sister Radhika is in America. I was holidaying there with my family. Apart from that, I was very much here, working. We’ve started an NGO that’s focussing on women and children’s issues. Also, I’ve been busy with Bhojpuri films. My first movie that released there was a blockbuster. What a lot of people don’t know is that Bhojpuri films have a huge market in UP and Bihar. One film is directed by Saroj Khan. In the other film I’m working
on, Amitabh Bachchan and Hema Malini will make guest appearances. There’s also a Punjabi film that I’m doing. Till now, I have worked in nine different languages and I want to work in the remaining languages as well.
Rumours that a top south star finished her career there: Nothing of that sort happened. These were different kinds of rumours.
What went wrong down south?
I had the number one position for 12 years in the South Indian film industry. There comes a point when you want to move on and do something different. I wanted to do Hindi films which I am doing. Just that at times I feel Hindi movies are overrated. Maybe because they give national and international fame. But regional movies emphasise tradition and culture. My Bhojpuri movies always have a social message.
It’s just that at that time I took a break, went into art of living, started teaching it. When you are on top and quit, speculations arise. It was my wish. I wanted to do something else.
Allegations about underworld links that came up sometime ago: Allegations are just allegations. It’s all a part of life. One has to take them with a pinch of salt. If I’ve done no wrong, I have nothing to worry about. The law will takes its own course, if it has to.

2010 Federal Budget Critical to Ensuring Trucking Industry Able to Capitalize on Economic Recovery: CTA Recommendations to Standing Committee on Finance would also improve environment and safety
D
avid Bradley, CEO of the Canadian Trucking Alliance has called for the introduction of measures that would not only help ensure that economy, which he said is currently very fragile, recovers but that Canadian businesses including the trucking industry are able to capitalize on economic renewal when it comes. Bradley’s comments came before the House of Commons Standing Committee on Finance which is preparing its recommendations for the 2010 federal budget. “Trucking is an essential component of the supply chain and a key facilitator of Canada’s trade,” said Bradley. “Therefore the trucking industry has an important role to play in terms of economic renewal.” CTA’s primary goal for the 2010 budget is to establish partnerships with government and mechanisms to accelerate the re-equipping of the Canadian truck fleet when recovery does take hold. “The trucking industry cannot provide the service the economy demands, or further enhance its environmental and safety performance, unless it is able to invest in the latest equipment and technology,” he said. “But, the problem is that the industry is in
no position to replace its aging fleet with new equipment, at least not at the rate we need to, because the industry simply doesn’t have the capital and credit remains extremely tight.” In his testimony, Bradley reminded the committee that the current federal government had made a commitment to reduce federal excise tax on diesel fuel by 50% over four years. That has not as yet happened and CTA is proposing to work with government on an alternate approach that would allocate revenues from the excise tax to accelerating the investment in new smog-free heavy truck engines and the GHG-reducing technologies and devices identified in CTA’s enviroTruck initiative. Bradley said “similar incentives or rebates should also be considered for the latest proven safety enhancement technologies including electronic on-board recorders, and vehicle stability systems. Mandates for many of these devices are already being considered in the US and Canada. We need to be ready.”

Steve Robblee Wins Lucas Oil Sportsman Cup By Jamie Maudsley
S
teve Robblee needed to only take a green flag at Flamboro Speedway to capture his second Lucas Oil Sportsman Cup presented by Benson Auto Parts championship. He did that, and much more in the final round of the series. The night started off with qualifying, and Josh Wood set the fastest time on the session, with Shawn McGlynn second, Dave Connelly third, with fourth going to Jay Doerr, making just his second attempt in the series. Robblee almost didn’t make the green, as he hit the wall in qualifying, bending two rims and a right front shock. When the green dropped on the first 50-lapper Wood took command of the race, leading the opening laps easily before Doerr and Robblee started putting pressure on Josh. On lap 21, Wood slid high out of four and the duo struck, taking first and second. Doerr led Robblee until lap 40 when he had to head to the infield with the bottom of his car on fire. This would turn the lead over to Robblee, with Doerr being done for the night. Wood tried to pressure Robblee, but had to be very careful to protect second spot from pressure in the form of Brennan Didero and Matt Robblee. Wood would hold them off for second in the final 10 laps, while Steve Robblee went on to capture his seventh feature win of the 14 that make up the campaign. Didero would hold off Matt Robblee for fourth, with Cole Weber founding out the top-five. Robblee spoke about winning the race, and locking up his second series championship, “I messed up in qualifying and hit the wall, but we were able to get the car back together. It feels good to win another Sportsman championship. I think there are some pretty good teams running this series.” For Robblee in addition to his second Lucas Oil Sportsman Title, he was also able to capture his ninth Delaware Speedway Late Model crown, the JBM Leasing Triple Crown of events at Delaware, the NASCAR Whelen All-American Series Ontario Championship and currently sits fifth in the NASCAR Weekly
Racing Series National Championship. He reflected on his banner campaign, “We had a lot of luck this year, and had good cars. I think it’s pretty neat that we were able to do all that and finish in the top-five against guys from all over North America that race professionally. We just do it for fun.” The field would start straight up for the second 50-lapper, putting Steve on the pole, but his run to his first sweep of the season would come to a halt on lap nine when the transmission went on his car. Wood took over and paced the field without any competition until the halfway point of the race when Weber shuffled Didero out of line for second along with Matt Robblee and started to shave the gap that Wood had established. Weber reeled in Wood, and a lap 41 yellow would put Weber alongside of Wood for the restart, but Josh was able to hold serve on the restart. The yellow flew again on lap 44 giving Weber one more crack and it, and after a thrilling battle, Weber took control. Shawn McGlynn fought back from a spin earlier in the event to finish second, with Wood holding on to finish third. Didero and Brown rounded out the top-five. Matt Robblee was able to hold onto second in the point standings, by just three markers over Didero. Connelly finished fourth, with rookie Weber in fifth.

he Government of Canada has announced a $1-million pilot initiative to encourage the use of fuel-efficient technologies for heavy-duty trucks. The initiative will partially fund successful applicants, up to $100,000, who install SmartWaySM certified technologies to increase fuel efficiency. “While this is a step in the right direction, the industry is still looking for a coordinated, dedicated program of rebates and appropriate tax treatments for all the aerodynamic technologies available to the industry,” says CEO David Bradley. The CTA has long promoted the application of rebates and tax incentives to encourage industry to invest in enviroTruck technologies to improve the fuel efficiency and environmental performance of commercial vehicles. "While there have been small programs here and there, what is lacking is a cohesive, targeted plan to achieve meaningful emissions reductions and improved fuel efficiency for industry that these technologies can make happen," adds Mr. Bradley. “Society’s environmental goals and the economic goals of the industry have never been more aligned.”
