Hudak talks plans to cut red tape

SIU Continues Death Investigation in Peel

The Special Investigations Unit (SIU) is continuing its investigation into the circumstances surrounding the death of a man in Peel Region early Sunday morning. On Sunday July 24, 2011 at 2:15 a.m. Peel Regional Police (PRP) officers interacted with 53-yearold Keith Prescod of Toronto near the Pearson International Airport on the ramp to Terminal 3. Mr. Prescod was restrained and went into medical distress. He was taken to the William Osler Health Centre, Etobicoke General Hospital where he was pronounced deceased. A post mortem was conducted in Toronto and the results of this exam will be forthcoming to SIU investigators sometime in the future. Anyone who may have information regarding this case is asked to contact the Unit at 416-622-1886 or 1-800-787-8529 extension 1886. The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault.

Crime rate falls to lowest level since 1973 Canada’s crime rate is the lowest in nearly 40 years, according to Statistics Canada, as the volume of crime dropped five per cent in 2010 from the year before. The agency said that Canadian police services reported nearly 2.1 million Criminal Code incidents in 2010, about 77,000 fewer than in 2009. The police-reported crime rate measures the overall volume of crime. The Crime Severity Index, which measures the severity of crime, also fell six per cent and reached its lowest point (82.7) since 1998. Police reported just over 437,000 violent incidents in 2010, about 7,200 fewer than in the previous year.

5 face Brampton kidnapping charges Five men face kidnapping and extortion charges after police rescued a teen from the trunk of a car following a bungled kidnapping incident. Peel Regional Police said they were investigating a reported kidnapping when they stopped a car early Monday morning in the area of Sandalwood Parkway and Bramalea Road in Brampton. Police believed the occupants of the vehicle were involved in a kidnapping incident earlier in the day and searched the vehicle, discovering the victim in the trunk of the car. It is alleged the incident was the result of an unpaid drug debt. The vic-

tim, a 17-year-old male from Brampton, suffered minor injuries. Peter Connolly, 26, Neshaul Latchman, 28, David Connolly, 19 and Theodore Van Boort, 19, — all from Brampton — face kidnapping, extortion, assault with a weapon and possession for the purpose of trafficking charges. Phabian Campbell, 19, from Toronto, has been charged with kidnapping, extortion, assault with a weapon, possession for the purpose of trafficking and two counts of assault with intent to resist arrest. Canadians’ Tips Making a Difference in Search for Suspected War Criminals

The Canadian public’s tips and information have led to the capture of a second individual suspected of being complicit in war crimes or crimes against humanity. This update follows July 21st announcement where Public Safety Minister Vic Toews, Minister of Citizenship, Immigration, and Multiculturalism, Jason Kenney, and Luc Portelance, President of the Canada Border Services Agency (CBSA) asked Canadians to help in identifying 30 individuals accused of being complicit in war crimes or crimes against humanity, and who are thought to be

hiding out in locations across Canada The Government reports that the Canada Border Services Agency (CBSA) Border Watch Line as well as law enforcement partners across the country has tips pouring in, resulting in the apprehension of a second individual named on the web site. Arshad Muhammad from Pakistan is now in CBSA custody. “The help that Canadians are providing to Canada Border Services is proving to be beyond what we had expected”, said Public Safety Minister Vic Toews. “Those who have been involved in war crimes or crimes

against humanity will find no haven on our shores; they will be located, and they will face the consequences,” concluded Minister Toews. The Ministers thank the public for their assistance and ask that they continue to look at the CBSA web site for updates. Members of the public are reminded that they should not take action to apprehend the individuals listed on the website. Any information should be reported to the CBSA Border Watch Line at 1-888502-9060 and continue to send in any tips as to the whereabouts of these wanted individuals.

Canadians save too little for children’s schooling, TD says Most Canadians say saving for their children’s education is one of their most important financial goals, but only one in three has any hope of contributing financially to their kids’ schooling, according to a new poll released last week. TD Canada Trust’s 2011 education and finances survey suggests that 93 per cent of Canadians cited helping their

sons and daughters get a post-secondary education was a top financial priority. However, only 33 per cent said they are able to save enough cash to pay more than 10 per cent of the costs of this higher education. TD Canada Trust said soaring college and university tuition was one factor for the poor savings performance. The survey did find

that younger parents did a much better job than their older counterparts at preparing for their children’s post-secondary education. More than 70 per cent of parents with toddler-aged children have begun saving for their post-high school training. Ottawa has helped this process in recent years by establishing registered education savings

plans, financial vehicles which allow cash to accumulate on a tax-free basis for educational purposes years down the road. TD polled a representative sample of 640 Canadian parents of children aged under 18 years through an online survey conducted between June 10-20, 2011. Reprinted with permission from CBC.ca

NAIROBI - Can Africa build a better toilet? The Bill & Melinda Gates Foundation announced in Rwanda last week that it is giving $42 million in grants to encourage innovation in the capture, storage and repurposing of waste as an energy resource. More than 2.6 billion people around the world don’t have access to safe sanitation. Instead of using toilets connected to sewer lines, many of the world’s poor leave their waste on the ground or in a ditch or pit. Gates Foundation official Frank Rijsberman said that before the end of 2011 the foundation hopes to have 50 to 60 groups working on ideas for the next generation of toilets, which should run without water or electricity and not be attached to a sewer system.

Ottawa targets 1,800 in citizenship crackdown Ottawa intends to revoke the citizenship of 1,800 people it believes obtained their status through fraudulent means, Immigration Minister Jason Kenney says. The decision to revoke citizenship is rare, and a large-scale crackdown such as this one appears to be unprecedented. Fewer than 70 citizenships have ever been revoked since the Citizenship Act was passed in 1949. The people were identified through investigations conducted across the country by police and the Citizenship and Immigration Department. People identified by the investigations will receive letters informing them of the government’s decision. Most of the 1,800 individuals are believed to be living outside Canada, Kenney told reporters in Toronto.

The minister said the move sends a “very clear message” to anyone who thinks of abusing Canada’s citizenship system. “We are in the process of notifying them that we will revoke their citizenship because Canadian citizenship is not for sale,” Kenney said. The decision can be contested in Federal Court, which can be a long process. If individuals choose not to contest the decision, the federal cabinet will order their passports be voided and citizenship revoked. But even that doesn’t necessarily mean the individual will face deportation. If citizenship is revoked, the individual returns to whatever status he or she held before gaining it, such as permanent residency, which requires a

separate process to revoke, the CBC’s Meagan Fitzpatrick reported from Ottawa. 10-year travel visa announced Canada is also creating a new visa for frequent visitors, valid for 10 years with limitless entrances to the country, Kenney announced. The visas will let people come to Canada for up to six months at a time, and as many times as they want, over the 10-year period. The new permit is expected to appeal to travellers who come to Canada frequently on business or to visit family. Kenney, who made the announcement in a speech to the Economic Club of Canada in Toronto, said the move creates a “more responsive and flexible” processing system to deal with more applications.

Multiple-entry visas are already recommended for parents and grandparents with sponsorships being processed. But the ministry says it could now be extended to other clientele, such as business visitors. Reprinted with permission from CBC.ca

Godhra train carnage: 11 get death, 20 to serve life term

Ahmedabad - Eleven convicts in the Godhra train burning case were handed down death sentence while 20 others were given life imprisonment by a special court in the 2002 incident that left 59 ‘kar sevaks’ dead and triggered riots which claimed over 1,200 lives in Gujarat. Considering the case as “rarest of rare”, Special Judge PR Patel pronounced death penalty for 11 out of the 31 convicted in the case while 20 others were sentenced to life imprisonment. “The court after looking into their active role in the conspiracy and setting afire of the S6 coach of Sabarmati Express train near Godhra gave death penalty to 11 persons,” public prosecutor JM Panchal said. The court also slapped punishment on them under various other sections, which will be concurrent with their life term. The prosecution had sought death sentence for all the 31 convicts, saying that it was a heinous act. On February 22, the court had convicted all the 31 while accepting the prosecution’s contention that there was a conspiracy behind the incident and convicted 31 under various sections of the IPC like 302 (murder), 307 (attempt to murder) and 120-B (criminal conspiracy). They were also convicted under IPC Section 147, 148 (rioting with deadly weapons), 323, 324,325,326 (causing hurt), 153A (promoting enmity between different groups on religious grounds), various sections of the Indian Railways Act, Prevention of Damages to Public Property Act and Bombay Police Act. The court had acquitted 63 others in the coach burning incident that happened near Godhra railway station. Defence counsel IM Munshi said the convicts will definitely appeal against the punishment

awarded to them. Fol l o w ing the Godhra train burning incident on February 27, 2002, large scale c o m munal violence h a d broken out in var ious parts of Gujarat in which over 1,200 persons, mainly belonging to the minority community, died. Disagreeing with the judgment, Munshi said, “The court has not believed the first theory which said that the inflammable substance was poured from outside. The court has agreed to the second theory that the accused persons had entered the coach by cutting the vestibule between the S-6 and S-7 coaches and poured the petrol in it.” He said the case of conspiracy had come forth almost four months after the incident. On February 22, the court had accepted the theory of criminal conspiracy behind the burning

of the S-6 coach of Sabarmati Express carrying ‘kar sevaks’ returning from Ayodhya based on scientific evidence, statement of witnesses and circumstantial and documentary evidence placed on record. The trial conducted inside the Sabarmati Central Jail here began in June 2009 with the framing of charges against 94 accused in the carnage. In all, 253 witnesses were examined during the trial and over 1,500 documentary evidences were presented before the court by the Gujarat police. There were a total of 134 accused in the case, out of which 14 were released due to lack of evidence, five were juvenile, five died during proceedings of over nine years and 16 are absconding.

India repatriates 91 Pakistani prisoners Firming up confidence building measures, India repatriated 91 Pakistani prisoners, including 87 fishermen, at the Amritsar-Wagah Border on Tuesday on the eve of crucial talks between the Foreign Ministers of both the nations in New Delhi. All the prisoners crossed the international border on the basis of ‘Emergency Travel Certificate’ issued by the Pakistan High Commission in the national capital, officials said. While, the 87 fishermen, arrested for illegally entering India’s territorial waters, were released from Gujarat’s Jamnagar jail, one was freed from a Haryana prison and two were from Amritsar central jail. Another prisoner Mohammad Raheel, who was in Sangrur jail in Punjab, was arrested from Jammu and Kashmir for suspected involvement in terrorist activities, they said. Sonia, Hasina vow to root out terrorism

Congress President Sonia Gandhi on Monday lauded Bangladesh’s efforts to root out terrorism in the region and vowed to work with Prime Minister Sheikh Hasina to thwart the scourge. Sonia Gandhi praised Bangladesh initiatives to combat terrorism and uproot militancy but said the countries in South Asia need to join their hands to thwart its

India attracts $25 bn FDI in 2010, slips to 14th spot: UN report India slipped to 14th spot in the list of countries that attracted the highest foreign direct investment last year, with inflows declining by about USD 10 billion to USD 25 billion, says a UN report. India is ranked way below neighboring China, which saw FDI inflows to the tune of USD 106 billion in 2010. The ‘World Investment Report 2011’ released by UNCTAD said that India attracted FDI worth USD 25 billion last year, much lower than the inflows of USD 36 billion seen in 2009.

Norway suspect ordered held, warns of 2 more cells

The man who has confessed to carrying out a bombing and shooting spree that left 93 people dead in Norway will be held for at least eight weeks, half of that in complete isolation, after a closed hearing in which he said his terror network had two other cells.

Anders Behring Breivik pleaded not guilty to one of the deadliest modern mass killings in peacetime, saying he wanted to save Norway and Europe from a Muslim takeover and send a strong signal, but was not trying to kill as many as possible, Judge Kim Heger said after a closed court hearing. Breivik could tamper with evidence if released, and will be held for at least another two months without access to visitors, mail or media, the judge said. Breivik made clear in an Internet manifesto that he planned to turn his court appearance into theatre, preparing a speech for his appearance in court even before launching the attacks, and then requesting an open hearing in which he would wear a uniform. Both of those requests were denied.

US tells Syria to stop ‘deadly actions’ against protesters Renewing its charges that President Bashar al-Assad has lost legitimacy, the US has asked the Syrian government to immediately halt its “deadly actions” against protesters and release the detainees. “We urge President Assad’s government to immediately halt its deadly actions against peaceful protesters, to release the detainees, and to respect and act upon the clear demands of the Syrian people for a peaceful and democratic transition to democracy,” State Department spokesperson Victoria Nuland said. “This transition would be a positive step for Syria, the region, and the world,” she said, adding the US condemns the violence in Syria, particularly the brutality practiced by the Syrian government against its own citizens peaceful protesters and bystanders alike. “The behavior of Syria’s security forces, including other such barbaric shootings, widescale arrests of young men and boys, brutal torture, and other abuses of basic human rights, is reprehensible,” Nuland said in a

statement. “President Assad must understand that he is not indispensible and we believe he is the cause of Syria’s instability not the key to its stability. The regime should make no mistake that the world is watching and those responsible will be held accountable for their crimes,” she said, adding the violence will not suppress the legitimate demands of the Syrian people to exercise their rights and shape their own countrys future. “It is another clear sign that President Assad has lost legitimacy with the Syrian people, because he is unwilling to lead a democratic transition. The violence perpetrated against innocent civilians only contributes to instability, feeds sectarian tensions and increases the Syrian people’s distrust and anger at their government,” Nuland said. In some cities in Syria, people have been taking to the streets since March 15 to demand democratic changes amid a wave of protests across the Arab world.

Waterloo, Ont.-based Research in Motion plans to cut about 2,000 jobs, the company announced Monday. Once Canada’s high-tech darling, the BlackBerry maker is cutting about 11 per cent of its global workforce. After the jobs have been eliminated, RIM will employ 17,000 people worldwide. The company’s first-quarter profits plunged 10 per cent, its market share fell nearly five per cent in three months and its stock price dropped in half in 2011. Business analysts have speculated part of those losses can be attributed to RIM’s failure to keep up with its competitors in the communications market, such as Apple and Google. The late launch of its iPad-like tablet, the PlayBook, is considered a specific failure.

Jack Layton to take leave after new cancer found

NDP Leader Jack Layton stunned Canada’s political arena on Monday, announcing he is taking a temporary leave of absence to receive treatment after doctors discovered he has a new cancer. The surprise announcement comes just over two months after Layton led his party to record gains in the federal election and Official Opposition status in the House of Commons. Layton, speaking at times with a strained voice alongside his wife, NDP MP Olivia Chow, vowed to return to his position when Parliament resumes on Sept. 19. “I will beat this new cancer and I will be back in the House of Commons to defend the values and priorities of Canadian families,” he told reporters at a news conference in Toronto. Layton’s departure, however long,

creates a significant problem for the New Democrats, who have faced repeated questions about the experience levels of some of their new MPs in opposition to Prime Minister Stephen Harper’s Conservative majority government. Layton is considered the most popular federal leader among Canadians and is largely credited with his party’s unprecedented success in May’s general election, which saw the New Democrats become the second-largest party in the Commons, the Bloc Québécois decimated and the Liberals reduced to third-party status. Layton said the party executive would begin consulting with the NDP caucus to choose an interim leader until he returns to his duties. But in another surprise move, Layton recommended Nycole Turmel, the NDP’s national caucus chair and rookie MP for the Quebec riding of Hull-Aylmer, for the post. Layton, 61, who represents the Toronto-Danforth riding and has led the New Democrats since 2003, was diagnosed with prostate cancer in late 2009 and went public with it in February 2010. He also underwent hip surgery earlier this year and used a cane during the recent federal election campaign.

Fire crews battling a number of forest fires burning through northwestern Ontario are finally getting a break in the weather as cooler, wetter conditions reach the region. The Ministry of Natural Resources warned it will either take a lot of work or a lot more rain to make a difference in the fight. The underground blazes force firefighters to dig out the roots and other organic matter that is burning. Many evacuees are staying in school gymnasiums, college dormitories and hotels scattered across the province as

Allison Stuart, the provincial agency’s director, said teams are working on compiling a list so they can determine how many people are looking for loved ones. “The intent is to get families together so they can support each other in a really challenging time,” Stuart said. The communities of Cat Lake First Nation, Keewaywin First Nation, Koocheching First Nation and Sandy Lake First Nation have been fully evacuated and hosted by other communities for the time being. Tips for staying sun safe this summer (NC)—The days are longer and the temperatures are higher—and for many Canadians, the days of fun in the sun are in full swing! But for pharmacists across the country, it marks the beginning of summer skin care awareness. If there is no shade, create your own with an umbrella. • Wear a wide-brimmed hat and clothing that covers your arms and legs. • Wear sunglasses that provide UVA and UVB protection. • Apply sunscreen with SPF 15 or higher. Look for a broad-spectrum product that provides protection against both UVA and UVB rays. Choose a higher SPF if you will be spending longer periods of time outdoors, if you have fair skin, or if your doctor recommends it. • Pregnant women and women taking oral contraceptives may be at risk for darker pigmentation on the cheeks and forehead (“pregnancy mask”), and should use a sunscreen with SPF 30 that has both UVA and UVB protection. • Certain medications such as some antibiotics, anti-inflammatory drugs and diuretics, can also increase your skin’s sensitivity to UV rays—check with your pharmacist to ensure your medications won’t cause a reaction.

• Check the UV index daily and take appropriate precautions—on days that the UV is very high, try and stay in the shade or indoors. England beat India by 196 runs in first Test at Lord’s

England took a 1-0 lead in the four-Test series against India after winning by 196 runs on Monday, led by James Anderson’s five-wicket haul and three from Stuart Broad. Anderson took 5-65 as India, which began the fifth day on 80-1, collapsed in the evening session. Broad claimed 3-57. Suresh Raina led India’s rearguard action, making 78 from 136 balls with 10 fours. VVS Laxman scored 56, while Sachin Tendulkar was out for 12 in possibly his final match at Lord’s. Tendulkar fell an hour into the afternoon session, two balls after being reprieved when a delivery from Anderson hit the toe end of his bat and he was dropped by Andrew Strauss at first slip. However, to Strauss’s relief, Anderson removed Tendulkar by trap-

ping him plum lbw, ending an innings in which he had faced 38 balls and went 47 minutes without scoring. Before another run had been added, Raina was given not out by the third umpire in a reviewed stumping appeal by Matt Prior off Graeme Swann. Replays showed Raina’s toe may just have been in his crease and he was given the benefit of the doubt. Raina looked like he might help rescue India as he forged a 60-run partnership with MS Dhoni, until the Indian captain was caught behind off Chris Tremlett for 16 early in the evening session. Eoin Morgan dropped a simple chance to catch Harbhajan Singh on 11 off Broad, whose next delivery thundered into the batsman’s pads but he was ruled not out by Billy Bowden. Somdev rises to career-best 62nd place in ATP rankings

Indian tennis star Somdev Devvarman climbed six places in the latest ATP rankings to touch a careerbest 62nd position in the singles list. The 26-year-old, who took a break from the circuit after Wimbledon and was since then losing points, made it to the quarterfinals of last week’s Tour event in Atlanta, which helped him gain places. In the ATP doubles ranking, there was no change in the positions of Mahesh Bhupathi (5), Leander Paes (8) and Rohan Bopanna (10). The pair of Paes and Bhupathi is at number four in the team rankings, while

Bopanna and Aisam-ul-haq Qureshi remained at number six. In the WTA rankings, Sania Mirza jumped two places to be 62 in singles, while she maintained her 11th position in the doubles. Sania’s team ranking with Russian Elena Vesnina is also intact at number two in race to year-end championship. Sania-Elena pair have 4506 points in the list headed by Kveta Peschke and Katarina Srebotnik, who have 6865 points. The top-four pairs compete in the prestigious yearend championship.
