The Volunteers of Chattahoochee Hills
The City of Chattahoochee Hills was founded on Volunteer effort—and Volunteers continue to be critical to the success of the City. From the work that was done in the community before the City was even formed (which eventually allowed us to develop our protective zoning) to all the work done by the Chatt Hills Organizing Committee to research and set up the City itself, the City has always relied on volunteerism. And the community that is now Chattahoochee Hills has ongoing volunteer efforts that long predate the City; from Community Brickworks and all that those folks do, to the many outreach and support activities our local churches engage in, volunteers make so many vital aspects of our City run. Of course, our amazing staff does all of the day-to-day work of the City in an incredibly efficient, productive, and thoughtful way, but it’s a small staff with a limited budget. Our City is full of needs and opportunities, and our volunteers’ efforts are what make many of the special “extras” in the City possible. Did you know, for example, that Cochran Mill Park was bought from Fulton County as a result of a community fundraising drive (that hundreds of your neighbors participated in), and donated to the City (along with several years of operating funds) in the early years when the City didn’t have the wherewithal to purchase or operate the park itself? The park was in rough shape when the City took over, but volunteer efforts (driven in great part by Diana Wilson, the chair of our volunteer Park Commission), supported by our local MTBA chapter, have led to a massive revitalization and expansion of the trail system and the repair of the amazing old bridge that connects the two sides of the park. Cochran Mill is now the most popular park south of I-20, and the parking fees that our out-of-town guests pay help

fund our Public Works team’s efforts, which have added working bathrooms, camp sites, and so much more. A wonderful, virtuous circle enabled by volunteerism. Our Parks, Historic, and Planning and Zoning Commissions are all full of smart, capable folks who are volunteering their time and talent to make the City a better place. Bob Simpson is among the longest serving of those volunteers. I worked alongside of him (and over 100 other neighbors) on the Chatt Hills Organizing Committee, which researched and created the City back in 2007. Bob then served as our first City Manager–without pay–standing up our Police and Fire Departments during his tenure. He’s been involved in so much of our City’s foundation, so many of the efforts to make the City better. He just retired from his long subsequent service as the Chair of the Planning and Zoning Commission, where he led the improvement and enforcement of our amazing and unique zoning. I’ve always relied on him for advice (and will continue to!) but want to say THANK YOU to him for his exemplary and often unrecognized service to Chattahoochee Hills. There is so much more; the good news for me is that I can fill this space with praise of volunteers forever (and one day I may just do that!). I also want to take a moment to reflect on the volunteers that we are remembering this weekend. Memorial Day commemorates the brave men and women who have made the ultimate sacrifice in service of their country. Be sure to take a quiet moment to reflect on that gift after enjoying this past holiday weekend with your family. Be well and be safe. Mayor Tom Reed

Here's A Peek At Future Plans For Bouchaert Farm Kelsie Barton | March 29, 2021 | Courtesy of The Atlantan Lifestyle We asked the team behind the Idyllic 8,000-acre Bouchaert Farm, which has popped up in epic Marvel blockbusters and provided an enchanting backdrop for music festivals, what's next for the Chattahoochee Hills Property—and turns out, there are even bigger things in store for this rural retreat. Bouckaert Farm has portrayed the rolling hills of Wakanda in Black Panther and the setting for Tony Stark’s lakeside funeral in Avengers: Endgame. But the Chattahoochee Hills property is not some fantastical world— though it certainly feels like an escape. Soon, Atlantans will be able to experience the allure of this popular film and music festival site and full-time equestrian event facility in person, with plans for transforming the pastoral paradise into a premier destination well underway. Located just 20 minutes southwest of Hartsfield-Jackson Atlanta International Airport, the massive stretch of
farmland has been nurtured for several decades by a team led by Carl Bouckaert, a Belgian native and Olympic equestrian. The Bouckaerts discovered the property in 1988 and were instantly attracted to its natural beauty and its value. They continued to buy more and more of the land, ultimately amassing over 8,000 acres, with 10 miles of river frontage along the Chattahoochee making it especially desirable. The family knew their acquisition would be valuable to the community one day, and recall discussing the possibilities with farmers and other prominent landowners in the area. “We came up with an interesting vision for what we want Chattahoochee Hills to be—a destination of live, work, play with lots of green space rather than just more urban sprawl,” Bouckaert shares. To achieve this ideal, the Bouckaert Farm management team began meeting with planners to conceptualize a vibrant mixed-use community on the picturesque property

that would be made up of commercial and residential spaces, and anchored by a luxury resort. “Everybody can’t believe when they get introduced to the property that there are 8,000 acres and a green-field situation like this so close to the Atlanta airport—so close to, frankly, downtown Atlanta. And it’s beautiful,” says Charles Adams, senior director of development for the property and a former vice president for Walt Disney Imagineering. “So far, we’re not having too hard of a time finding people who are interested in joining the party, and that’s exciting.” More immediately, the on-site HorseMansion (@horsemansion), a regal-meets-rustic building with exposed beams and stunning chandeliers, is set to become Atlanta’s newest in-demand venue for weddings, corporate functions, and charity events. Grady Health Foundation’s VeloCity ride/ run/walk event ran May 1, the first organized event to be held there. For those drawn to the bucolic scenery that Bouckaert Farm offers, “One of the things we’re looking at is the creation of a group of ‘farmettes,’” says Bouckaert. “This will be an incredible escape for many Atlantans who are looking for peace and nature within the metropolitan area.” The plots of land will range in size from 10 acres to 100 acres each, and will be available for anyone to purchase. Adds Adams, “They’ll be able to certainly build a home, but they might also have a farm; they might have some 4

But it’s also for the person who just wants to grow their own meals in their backyard and benefit from being really close to a lot of things in Atlanta but feeling like they’re a world away.” The options for its use are seemingly as endless as the property itself, but what’s certain is that the future of the farm involves preserving its rural heritage while sharing it with as many people as possible. “The key to having full satisfaction of something special is to be able to share it; otherwise, it means nothing,” says Bouckaert. “There is just an incredible satisfaction to feeling that one is able to create nice experiences in other people’s lives, and that is what we’re after.”

OUR COMMUNITY A Reintroduction to the Varner House: Historic Commission Explores New City Park Property By Amber Lightsey
The Chattahoochee Hills Historic Commission is currently investigating a promising City property known as the Varner House. It is named after John Henley Varner, the first postmaster of what was then called County Line, who, along with his wife Mary, bought the property in 1826. The City recently acquired the riverfront property, which lies on Campbellton-Redwine Road, just north of the Coweta County line above Hutcheson Ferry Road, creating the opportunity to develop a public park along the river. Members of the Historic Commission are working to document all that can be discovered about the property, which features the Varner house itself, the remaining landscape and garden elements, over 50 acres of fields and forest, and a family cemetery overlooking the Chattahoochee River, which forms the western boundary. To passers-by, the house presents as a modest white farmhouse with early twentieth-century features, set at an angle to Campbellton-Redwine Road. Records and local lore passed down by family and others suggests the possibility of an early 19th-century frame or log structure beneath the façade. However, a 1930s-era reworking of the antebellum home reoriented the former vernacular hall-parlor structure, turning the entry away from the road to face the south, toward what is today the slender remains of an old formal garden. Through our ongoing study of the landscape, we are learning more about the Varner house garden. Several notable plant species continue to thrive today, in particular an array of Daffodil varieties, English bluebells, Canna lilies, and a unique Banana shrub. Through interviews with relatives and longtime residents, we have uncovered more about the spring daffodils, likely planted by Eva Varner Abercrombie (fourth generation Varner) and her daughterin-law Berma Jarrard Abercrombie. A prize-winning gardener and member of the Daffodil Society, Berma collected daffodils from all over the world and judged flower shows at the Botanical Gardens for many years. On nearby “boot hill,” the family cemetery, thought to be one of the most elaborate in the area, features markers going back to the early 1800s, and among the graves of
family who held the land over generations, there rests a civil-war veteran. The cemetery on the knoll provides a scenic view down to the river, the former site of the Varner ferry, and on a ridge nearby, trenches dug into the old cotton terracing, thought to remain from the Civil War, once offered a commanding view of the ferry site and river bend. Recently, Historic Commission members hiking the woods located enormous rafts of daffodils growing wild amid gathered stones, indicating the location of a lost structure. Upon interviewing descendants and friends, it was discovered that the Varner family used to close up the main house in summer and spend days at their cabin closer to the river, which had a large stone fireplace and daffodils planted all around. Further, we’ve learned that early twentieth-century resident Mable Mansfield (fifth generation Varner) and sisterin-law and neighbor, Berma Abercrombie, lodged soldiers on leave at their cabins while hosting for the U.S.O. during World War II. This is confirmed by a guestbook still in possession of an Abercrombie heir. OUR COMMUNITY Dirty Sheets – As part of a grant for trail work in Cochran Mill Park, volunteers did some work on the gated portion of Upper Wooten Rd from the park’s boundary to Rico Park, making it more suitable for hiking, biking, and horseback riding. This likely encouraged curious mountain bike riders at Cochran Mill Park to venture onto the gravel roads in Chatt Hills. Local trail volunteer, Pete Edmundson, is credited for naming the gravel route, Dirty Sheets.
Bicycling the "Sheets" in Chatt Hills By Laurie Searle
Spring extends the daylight well into evening, offering both filtered shade and sunlit tree tops along a wooded section of gravel road. Three friends cycle at a conversational pace, enjoying each other’s company and the long stretch of flat road ahead. They round the hairpin-bend at the horse barn, then down-shift to a granny gear, now pushing hard to crest the hill. With a jolt of adrenaline, they surge to the top, leaving the cares of their day behind. The friends are a part of a growing number of bicyclists who have discovered the allure of our gravel roads and come to Chattahoochee Hills to ride the popular Dirty Sheets Bicycle Route and other Sheet Routes in the City. Riding the “Sheets” in Chatt Hills Silk Sheets - Chattahoochee Hills has long been known as a Mecca for bicycle riders. Sometime in the 80s, long before Chatt Hills became a city, bicyclists found their way to our paved roads through favorite rides shared in the Southern Bicycle League magazine. Nicknamed the Silk Sheets, the 25-mile route wound around our countryside in what would later become Georgia’s first Scenic Byway. There are several different stories on how this route got its name. Some say silk sheets refer to the smooth paved roads, while others say the name came before the roads were paved. 6
Park Sheets – Soon after Chattahoochee Hills incorporated as a city in 2007, its new parks commission set to work on planning improvements at Cochran Mill Park. It applied for and received a grant for trail maintenance equipment and together with SORBA (Southern Off-Road Bicycle Association), worked with volunteers to build 10 new miles of multi-use trails in the park. Each segment of the trail has a specific name, such as “Pete’s Single Track” and “Zack’s Glad Trail.” Homespun Sheets – It is also worth mentioning that long before there was a Dirty Sheets route, the local kids rode our country dirt roads on their old balloon-tire bikes. Meet Jim Little – Chief of Police and King of the Mountain In 2018, Jim Little answered an ad for the position of Chief of Police in Chattahoochee Hills. He had previously worked in Fulton County and thought he had seen it all, until arriving here. Then he wondered, “Where am I?” It wasn’t that Jim was lost; it was that he had found the best kept secret in the county--a small town with rural character and miles and miles of open space and farmland, unspoiled by urban sprawl--within 30 minutes of Atlanta. Jim accepted the position with the initial notion that he would work here for two years, then move to Florida where he and his wife had planned to retire. It wasn’t long before he changed his plans. He soon developed a strong bond with the city staff and a sense of camaraderie in their team approach of doing whatever is necessary to support one another. As he came to know the residents, his appreciation grew for their determination to preserve their rural culture and quality of life. But it was meeting up with the bicycling community

that put Jim on a new course. After starting his new job, Jim began riding his mountain bike on the gravel roads in Chatt Hills. He had been mountain biking since the 80s, so he was accustomed to off-road riding, but the gravel presented new challenges and rewards. He met up with other riders on the course who shared tips on technique and equipment, and before long, bicycling in Chatt Hills with his new friends became an obsession. “The people in the cycling community are the coolest part of it,” Jim said. “Plus, it’s a great way to escape from the daily worries and stress of work. On a bike, I can live for the here and now and not think about what’s happening at city hall.” Jim rides his bike as much as he can. He keeps it in his office at city hall for a quick ride on the Dirty Sheets after work. He comes back to Chatt Hills on the weekends to ride, and he rides with other groups on our Silk Sheets and beyond. He continually sets new goals and challenges for himself, which he keeps track of on a bicycle app called Strava. On December 29, 2020, he achieved the fast time of 1:12:19 (17mph) on the Dirty Sheets route ridden clockwise from city hall, and was awarded the Strava title of King of the Mountain! Jim says he’s at that golden moment in time when he loves his life. He attributes this to his family life, a great job, and his love for bicycling. So at least for now, he and his wife have scratched their plans to move to Florida and plan to stay put and embrace the moment.

OUR COMMUNITY Chatt Hills Barn Quilt Trail Honors the Heritage of Piney Woods Announcing the newest addition to the Chatt Hills Barn Quilt Trail: “Tree of Life” hosted by the Farmstead at Piney Woods, 8115 Piney Woods Church Rd, ChattHills, GA. Pepper and Gwen Bullock, and their good friends Ken Lemm and Alec Michaelides, were searching for a property with acreage when they discovered a hidden gem less than a mile from their homes in the Serenbe Community of Chattahoochee Hills. They purchased the 48-acre parcel located at the tail end of Piney Woods Church Rd and named it "Farmstead at Piney Woods" in honor of its heritage. When considering a barn quilt for their Farmstead, they asked for a pattern inspired by the name, Piney Woods. A vibrant tree was selected with a pine cone added in each corner. The pattern is named "Tree of Life," which aptly symbolizes the interconnection of life and personal growth. Embracing the Pioneering Spirit Pepper and Gwen Bullock are modern-day pioneers. Before moving to Chattahoochee Hills, they lived in Buckhead, the fourth largest commercial and residential district in the city of Atlanta, Georgia. But they longed for a simpler way of life and a more intentional way of living. When they learned of the new wellness community being built near the rural town of Palmetto (incorporated as Chatt Hills in 2007), they took a leap of faith and moved to Serenbe in 2005. In November 2006, their daughter Dallas followed, moving her young family to Serenbe. Dallas also embraced the pioneering spirit. She started the "Children's House at Serenbe" as an education option for the children in her community, and she helped others start "Camp Serenbe," a summer camp for children. Although her family moved back to Atlanta in May of 2011, the call of the country never left them. Two years ago, Dallas's son was accepted to a school in Chattanooga, Tennessee, so Dallas and her daughter moved into her parents' home in Serenbe. Soon after, Gwen and Pepper found this amazing piece of property with their good friends Ken Lemm and Alec Michaelides. The two couples purchased Piney Woods Farm from Ray Milam and were excited to offer Dallas the home on the 8
Pepper Bullock and granddaughter Sears Nevins property to rent. The first thing Dallas fell in love with on the property was the green barn; she just loved its color and how it blended in with the landscape. When she received an invitation to host a barn quilt on the green barn, she reached out to the owners and everyone was excited and on board. Chatt Hills has been the place of many life changing experiences for these pioneers. They look forward to what the future holds for their Farmstead at Piney Woods. A Win-Win For Chatt Hills Artist Co-Op and City Hall By Adrienne Anbinder
It seems only fitting that the Chatt Hills Artist Co-op would choose to give back to the community that has encouraged and supported them throughout this past pandemic year - and since its formation more than five years ago. The small but fierce Co-op, now a 501(c)(3), has grown to twenty members. From mixed media artisans to photographers, painters, and craftsmen, the Chatt Hills Gallery has received the attention of art curators and collectors city-wide with original art and rotating exhibits. “It’s amazing that our littlegallery-that-could has emerged from this past Covid-year stronger than ever!” said founder, Judy Walker. “Our talented group has only gotten better and better.” The ever-growing Co-op, with an eye toward the future, opened the popular Paint Space in 2019, which currently has a waiting list of enthusiastic students. The Paint Space, located in Serenbe, is run by gallery member, Malinda Lively-Arnold. She has seen firsthand how often art can heal. "This was especially true during this past difficult year," adds Malinda. Creating a 501(c)(3) in 2018 has opened several doors for the Chatt Hills Artist Co-op. By becoming a non-profit, they were able to receive welcome donations this past year through the creation of Still ~ A Project at Serenbe, a hardcover tribute to friends and neighbors in Serenbe.This successful endeavor allowed the gallery to donate to Community Brickworks in Chatt Hills. Now, this artist's Co-op, mostly made up of artists in the Chatt Hills area, are taking their team effort to City Hall. Through grants, they hope to renovate several rooms in the Chattahoochee Hills City Hall. This much-needed overhaul will bring more art and services to South Fulton County. “I look forward to teaching art in a newly renovated room at City Hall," said Malinda. “Having an additional space outside of Serenbe to teach art to the public, will enable many more Chatt Hills residents to explore their creativity." “This is a win-win for the Chatt Hills Artist Co-op and the city in which we live and work,” said Karin Slaton, jewelry designer and grant-writer for Community Brickworks. Karin and member Wanda Hughes will be writing the Co-op grants for this endeavor. OUR COMMUNITY Ted Wansley's Carving it Up! By Maribeth Wansley
After teaching high school sciences and coaching multiple sports for 29 years, Ted Wansley knew he wanted to take on interests and hobbies he didn’t have time for during the previous three decades. If you know Ted, then you know he has many, many interests and hobbies! These 4 years post-retirement have revealed a talent that he is running with – folk wood carving which is “caricature” in nature. Ted has completed a couple of commissioned pieces but mainly wants to challenge himself to see what he can carve next. His projects have included totem poles, figures on baseball bats, a large beaver & beer tab handles for Cochran Mill Brewing Company, and relief carvings. Not feeling challenged enough, Ted is now taking on his most ambitious project to date: carving a two thousand pound, 6’ tall poplar log into a butler. Ted sketched the butler on paper for different angles yet is free-handing on the wood using two different-sized chain saws, grinders, and a dremel-like tool. He will paint and preserve the wood. Ted anticipates the project taking 3 months. When Ted started this hobby, he used traditional carving tools, including carving knives, sandpaper, and gouges; then he slowly progressed to power tools. He works in a slow and steady manner, not wanting to push so hard that it becomes a chore. What will he come up with next?!

Will Kimbrough has spent a lifetime writing songs and performing them, along the way becoming a respected recording artist, producer, and musician. His latest album is I Like It Down Here and his next release is Spring Break, a solo acoustic record in the tradition of Folkways and Vanguard folk records. BRICKWORKS REPORT Chatt Hills Community Brickworks - May
The Brickworks Food Pantry served 120 clients through our food bank in April, thanks to our wonderful volunteers who have reorganized our pantry space to allow us to better serve those in need. The library has extended hours! We are open: Mon, Tues, and Thurs from 12 p.m. to 6 p.m. Needlepoint class is on Mondays at 1 p.m. in the library. Children’s Story Hour is on Tuesdays at 4 p.m. (Information on our upcoming birding class coming soon!) Also, we have new carpet and bookcases being installed in the next few weeks. You won’t recognize the place, so come see us!
Be on the lookout for new events coming! Happening early fall: A vet clinic for Chatt Hills residents for micro-chipping and rabies shots at City Hall, sponsored by Brickworks. OUR COMMUNITY Palmetto Downs - DRI #3202 By Laurie Searle
Palmetto Downs is a proposed mixed-use project in the City of Palmetto on a pair of sites totaling 188 acres at 8193 Wilkerson Mill Rd. The project proposes a total of 841 residential units and 15,000 SF of commercial use. The local trigger action is a rezoning. Expected build-out is 2030. Although it is not in the city of Chattahoochee Hills, this project qualifies as a "Development of Regional Impact" (DRI) by the Atlanta Regional Commission, and so our cities (and others in the region) have an opportunity to review the ARC reports and findings. OUR COMMUNITY Supporting Chatt Hills Blood Drive After the American Red Cross Presentation at the March city council meeting, the mayor and council expressed an interest in hosting a city blood drive. Camille worked with Susan Calderon, who is a resident and an American Red Cross representative, and Mayor Tom Reed to helped secure Chatt Hills for a blood drive location. City manager Robbie Rokovitz helped with the space and logistics. Thanks to this great teamwork, there were a total of 30 units collected with 32% being first time donors. Pictured here are Robbie Rokovitz and Delvina.
Local Landscapes Terraces are often seen in the Chatt Hills landscape, sometimes in the open but also overgrown with trees and brush. A legacy of the area’s agricultural history, these manmade formations leveled the ground and limited erosion, making arable fields of the region’s hill country. Cotton was once the primary crop planted on the terraces, but when the Boll Weevil arrived in the 1920s, small farmers either diversified their crops or abandoned farming altogether.

The City of Chattahoochee Hills has relied on volunteers since before incorporation in 2007 and continues to do so in a big way. Most residents are unaware that the Mayor and Council are the city’s primary volunteers. These six individuals volunteer to run for their respective districts to represent the best interests of our citizens for a four-year term; however, the Mayor is elected at-large. Being an elected official, contrary to what people may think, is a full-time job, one for which there is no compensation other than a small stipend that most decline. The City also has several Boards and Commissions that have been created by the Mayor and Council to serve in an advisory role to help direct policy by making suggestions and recommendations to the elected policymakers and government management. This system of commissions is intended to be representative of, and responsive to, the Chattahoochee community at large. Chattahoochee Hills welcomes and accommodates the needs of citizens with the spirit of volunteerism where neighbors work together for the common good to build a strong and vibrant community. Chattahoochee Hills’ citizens are committed to community involvement and volunteerism and contribute their time and talents to make their city a better place in which to live and work. Appointments are made throughout the year and up-to-date membership rosters including new appointments, vacancies, meeting calendars, agendas and minutes are published routinely to the web site. The Planning Commission was seated on March 4, 2008 and operates as an advisory board to the City Council and shall consist of either five or seven members who shall serve one-year terms, which shall begin on April 1 and end on March 31 of the following year. The Planning Commission hears requests for re-zonings, variances, use permits, and proposed changes to the zoning ordinance and subdivision regulations. Problem of Abandoned and/or Lost dogs and cats Camille Lowe, Chatt Hills District 4 City Councilmember, is working with concerned citizens, city staff, the mayor and council, and members from Community Brickworks to address the growing problem of abandoned and/or lost dogs and cats in Chatt Hills. At a meeting this month, Chatt Hills resident Carol Novello facilitated a productive discussion among the group which included: Mayor Tom Reed, Councilmembers Camille Lowe, Ruby Foster, and Laurie Searle; City Manager Robbie Rokovitz, Police Chief Jim Little, Community Brickworks Board members Carla Carrabino and Lisa Remley, and invited guest from the Atlanta Humane Society. Several problems were identified along with potential short-term solutions, which will be further explored in follow-up meetings. The participants seemed encouraged that their collaboration would move the needle closer to better outcomes for the animals. This is just another example of our small city of Chattahoochee Hills “punching above its weight.”

City Government Burn Ban in Effect May 1 - Sept 30
The Georgia EPD imposes a ban on outdoor burning to comply with Federal Clean Air Regulations. During the summer months in Georgia, the ozone in the air we breathe can reach unhealthy levels. The Georgia EPD has identified open burning as a significant contributor of the pollutants that form ozone. Consequently, open burning in metro Atlanta and larger counties must be restricted during the summer months. Fulton County is included in the burn ban, which is in effect from May 1 through September 30 each year.

ChattCare is a "community paramedicine" program of the Chattahoochee Hills Fire Rescue Department to initiate proactive contact with “at risk” persons having emergent, terminal, or age-related health conditions. Co-directed by Dr. Chris Edens, Medical Director for the department, ChattCarehas four basic objectives: 1. Identify, contact and follow-up with "at risk" patients and/or specific residents to offer assistance 2. Provide regular monitoring of health conditions, vital signs, medication compliance and limited wound care 3. Interface with physicians to assist with coordination of further evaluation/care and transport, as required 4. Online Payments Now Available
Residents and visitors now have a way to make payments for permits, licenses, parking tickets and the like online through a portal known as Government Window. This is no cost to the City. But as with any online payment, there is a convenience fee that is paid to the vendor and not the City. This new service is available. In person during normal business hours is still available in which we only accept Visa. We will now be able to accept Visa, MasterCard, Discover and American Express for online payments.
