‘U p in the air’ is an apt description of the situation when it comes to the opening of Philadelphia’s restaurants and bars after the worst of the covid-19 pandemic. For Fergie Carey, owner of four restaurant/bars in the city, including the famous Fergie’s Pub at 1214 Sansom Street, the lockdown has been a time to spend time with his family. “I have dinner with my family every night. We watch movies, we play games.” He describes his time away from the restaurant scene, especially Fergie’s Pub, as not bad at all. Still, having four restaurants floating in the sea of NonBeing, is worrisome. Fergie says he’s used much of the virus sabbatical to refurbish and redo all of the woodwork inside the pub. “We’ve had all the floors refinished and the stairs refinished and the bar top refinished. The place has never been as clean in 26 years. The wood looks amazing. People will come back, walk in and say, “Wow, look at this!”

Sporadic and individual acts of violence against Blacks are shocking and graphic, but the effects of the daily Systematic Racism must demand more attention & redress. The effects of the daily Systematic Racism suffered from the denial of education, healthcare, employment, investment, and mortgage financing causes a perinate state disability and poverty for Blacks through the nation. The dire conditions of Blacks in America will not change until the systems of disfranchisement (banks, mortgage; insurance; disinvestment and Redlining etc.) are dismantled and access to those pillars of community development are freely available and reparation for the centuries of “damages Paid”.

One of the most hidden and most despicable wellentrenched systems of exclusion is the multi – million dollar a year Global Auction Industry. The Sale of Cultural Treasures of African “Art” that were looted have been established as a whites only global industry. Both African Nations of individuals have been rendered impudent in having any cultural or scholarly authority, ownership or wright to participate in the art auction system.

Oversight Commission: The City will support City Council Legislation on the creation of an Independent Police Oversight Commission placed in the Home Rule Charter, which will be empowered to conduct contemporaneous, independent review of civilian complaints and use-of-force incidents. We will discuss specifics of the Commission with City Council.

New staff positions focused on misconduct, brutality, equity and other relevant issues:

The City will create a Deputy Inspector General focused on deterring, detecting, preventing, and eradicating waste, fraud, and abuse within law enforcement agencies. The Deputy Inspector General will also further review policies and practices of those agencies. Additionally, Commissioner Outlaw is working to build out her leadership team within the Department and has committed to hiring an Equity Manager, who will be charged to review all policies and practices of the Department through an equity lens. The Equity Manager will also assist with increasing diversity of new hires. This person will report directly to the Commissioner.

Transparency regarding Internal Affairs investigations and status of police

misconduct: The Police Department will issue a quarterly report on Internal Affairs activity that includes the number of complaints filed, the types of complaints, and the current status of those complaints. The City will continue working with advocates and government leaders to examine other ways to increase transparency around Internal Affairs. The Police Commissioner is reviewing all protocols related to the disciplinary process and the Police Board of Inquiry.

Establishing an early warning system for detecting problematic officer behavior:

Commissioner Outlaw is reviewing technology solutions to implement a system to track indicators for serious misconduct and to enable non-disciplinary remedial action.
