Introduction The Department of Urbanism of the TU Delft and the Chair of Spatial Planning and Strategy organised the seventh edition of the Summer School Planning and Design for the Just City between 11 and 22 July 2022.

The Summer School Planning and Design for the Just City combines spatial planning, urban design and environmental technology to tackle issues of spatial justice, sustainability, climate adaptation and water management in urban transitions to sustainability. It invites students to put SPATIAL JUSTICE at the centre of urban development and to understand the theories and practices that bring
together spatial justice and sustainability, and to apply the knowledge acquired in the elaboration of a vision and a spatial strategy and design for an area in the city of The Hague in The Netherlands. The Summer School focuses on the UN Sustainable Development Goals (SDGs) and The New Urban Agenda, launched in Quito in 2016, as well as the European Green Deal as frameworks

Why a Summer School for the Just City?
The aim of the Summer School is to explore the Dutch tradition of planning and design with water and the integration of spatial justice and sustainability into urban development that supports a fair transition to sustainability.
Social justice is undoubtedly one of the greatest challenges of our times, as rampant inequality erodes the fabric of our societies everywhere, undermining trust in governments and institutions, leading to violence and extremism, and eating at the very core of democracy.
The Summer School is led by the schools of Architecture and Built Environment (BK) and Technology, Policy and Management (TPM) of the Delft University of Technology, in collaboration with national and international partners, including the City of The Hague, the Dutch Ministry of Infrastructure and the Environment, the Dutch Delta Programme, ARCADIS, the City of Delft and others private and public partners. This school includes site visits, talks with professionals and academics and a short studio-based exercise, where students and teachers explore possibilities through the elaboration of a spatial vision, the design of a spatial strategy and spatial interventions in the city of the Hague, located in one of the most important Urbanised Delta Regions of the world.
Growing inequality is a threat to the sustainability of our cities, especially when sustainability is understood in its three fundamental dimensions (social, economic, and environmental). We understand social sustainability as the political and social structures that underscore environmental and economic sustainability. Without social sustainability, overall sustainability is impossible to achieve. As we live in complex societies, social and political support for sustainability is crucial for coordination, regulation, and accountability, which are necessary parts of the governance of sustainability. Social sustainability is underexplored in sustainability studies and the absence of this dimensions in most sustainability study programs means there is an enormous gap to be filled. Among the many sustainability challenges faced by our cities today, water justice via

responsible water management is one of the most pressing. Issues include the provision of fresh water and sanitation to growing urban populations in the Global South, the preservation of natural water environments, pollution and contamination of water sources, flood risk management and last, but certainly not least, tackling the consequences of climate change [1] (ICPR, 2013). Therefore, we believe that every city must be planned and designed “from the ground up”, that is to say, taking into account its particular geography and water resources. And this is why we have this school. The Netherlands has a long and rich tradition of bringing together water management and urban development. Initially a country built on swamps and marshes, threatened continuously by the sea and flooding from its rivers, with a large portion of its territory below sea level, the Netherlands is known today as a reference for outstanding achievement in combining water management, excellent urban design, and planning. Building on territorial conditions that even the Romans considered inferior forced the Dutch into vision building, cooperation and carrying out urban plans collectively as early as the sixteenth century.[2] The Netherlands is a leader in engineering and in technological solutions for dealing

with water issues, particularly flood risk management. Much has been achieved in reclaiming and protecting land, but in face of continuing environmental threats and climate change this battle to contain flood risks is now seen as futile. This means that rather than fighting the water, the Dutch now seek to work with the water system in order to create more sustainable and prosperous cities and regions. This paradigm shift has produced new approaches towards safety and urban development. In order to promote safety from flooding from the sea and rivers, a “MultiLayer Safety Approach” was introduced. Here, there are three levels of safety advocated. The first is protection, the second is adaption and the third is retraction. Another crucial policy that represents this paradigm shift is the “Room for the River” programme, which enables rivers to cope with huge amounts of water flow and limits the risk of flooding. This programme is reversing some of the past engineering works to allow rivers to flood large areas of land in times of risk, in order to protect the rest of the country. Rijkswaterstaat (the Dutch Agency for Public Works and Water Management) is using the “Room for the River” programme to improve the overall environmental quality of the Delta and to prepare for climate change [3]. Moreover, the Delta Programme, coordi-
nated by an independent Delta Programme Commissioner, is the government agency in charge of coordinating the country’s policy on flood risk management, spatial adaptation and freshwater supply in the Netherlands, drawn up in an annual Delta Plan. At the urban scale, Dutch municipalities have produced Water Plans that do not constrain themselves to technical solutions for dealing with rainwater, but are looking for durable and resilient spatial solutions that can be incorporated into the planning and design of urban environments, such as water squares, parks and underground water storage. These water management policies and measures have consequences for how cities and regions are designed and managed. They imply different ways of occupying the land and managing territories, different ways of planning and design, and require new adaptive ways of co-habitation with water bodies. But how can all those things be designed and implemented in a modern planning framework, where spatial justice, participation, accountability, efficiency and economic feasibility are key elements? Through the elaboration of a vision and an urban plan, we will conceive a spatial strategy that effectively integrates the technology of water management and urban development in a case study in The Netherlands.

The Maeslantkering (“Maeslant barrier” in Dutch) is a storm surge barrier on the Nieuwe Waterweg, in South Holland, Netherlands. It was constructed from 1991 to 1997 as part of the Delta Works. It automatically closes when Rotterdam (especially the Port of Rotterdam) is threatened by floods (Wikipedia).
12:00 Kinderdijk To drain the polder, a system of 19 windmills was built around 1740. This group of mills is the largest concentration of old windmills in the Netherlands. The windmills of Kinderdijk are one of the best-known Dutch tourist sites. They have been a UNESCO World Heritage Site since 1997 (Wikipedia).

The SubSaharan Africa Scholarship
Esther Karanja Kenya Esther is a student of Architecture and Building Sciences at the University of Kenya. In 2020, she won the Sub-Saharan Africa Scholarship for which she ran against dozens of candidates. But in 2020, the Summer School was cancelled, thanks to the COVID-19 pandemic. Esther had to wait more than two years to come to TU Delft.
Starting in 2016, the Department of Urbanism of the TU Delft provides a full scholarship to students from Sub-Saharan Africa aged between 22 and 28 to participate in the Summer School. The scholarships cover travel costs, accommodation and daily costs during the Summer School (meals and transportation). Wee reward exceptionally motivated individuals with excellent communication skills, leadership qualities and capacity to work in a group in a collaborative way, who can demonstrate they will give a notable contribution to the Summer School and who can act as multipliers of the knowledge acquired at their home institutions. Africa is the fastest growing continent, and African sustainable urbanisation is a priority in the transition to sustainability. Summer School Planning & Design for the Just City 27 // 337
In Esther’s own words: “Growth, to me, is the acquiring of more informed and more accurately representative perspectives of the world around you and the circumstances within which, not only you as an individual, but the human race at large, exists. It is then the identification of a circumstance detrimental to this existence and your personal contribution to fixing it, that I believe creates a purpose. Architecture has become this purpose for me. It has evolved in my mind, over four years of study, from a mere understanding of design, to a means, an invaluable tool, to uplift society. The interrelationship between architecture and quite literally every aspect of our lives cannot be understated and I believe innovation in architecture and urban design, especially by new spatial planners, could provide simple, ingenious and cost-effective solutions to the problems that plague urban areas.”
The MOOC Rethink the City Best Student Scholarship
Fernanda Delmutte Brazil Fernanda Delmutte, a student of Environmental Management at Anhembi-Morumbi University in Sao Paulo, Brazil, was awarded the MOOC Rethink the City Best Student Scholarship to attend the Summer School. In order to be awarded the scholarship, Fernanda had an outstanding participation in the MOOC, commenting and interacting with hundreds of colleagues from all over the world. In Fernanda’s own words:
The MOOC Rethink the City is one of TU Delft’s most popular online courses, in which students learn about today’s urban challenges, focusing on pressing issues of developing countries. It debates the benefits associated with three different topics, going beyond traditional urban strategies and policies: 1. Spatial justice, 2. Housing Provision and Management, 3. Sustainable Urban Transitions. In 2022, The MOOC has sponsored a student to attend the Summer School.
“To achieve environmental, economic and social sustainability I believe that the best way is to start by promoting equity among citizens. Such equity should be provided by guaranteeing and promoting basic and social rights. In an egalitarian country dialogue tends to become more fluid, since, theoretically, everyone would have the opportunity to participate in the construction of public policies. I believe that equity is the starting point, because there is no way to ask the hungry citizen how to improve water quality or urban security. In this case, only a portion of the population makes the decisions and then comes the question: Society

Sameeah Ahmed-Arai South Africa In 2022, Sameeah from the Department of Engineering and the Built Environment / Humanities from University of Cape Town won the Sub-Saharan Africa Young Scholar scholarship, sponsored by the Delft Global Initiative. In Sameeah’s own words: “In the Global South, particularly African cities, the biggest barriers to sustainability right now are extreme inequality (which limits social sustainability), poor accountability for those in governance resulting in corruption (limiting economic sustainability) and reliance on non-renewable resources particularly as we lack infrastructure such a safe
