Harper Government takes Prudent Action The Honourable Jim Flaherty, Minister of Finance, and the Honourable Christian Paradis, Minister of Natural Resources, today announced on January 17th, prudent adjustments to the rules for government-backed insured mortgages to support the long-term stability of Canada’s housing market and support hard-working Canadian families saving through home ownership. “Canada’s well-regulated housing sector has been an important strength that allowed us to avoid the mistakes of other countries and helped protect us from the worst of the recent global recession,” said Minister Flaherty. “The prudent measures announced today build on that advantage by encouraging hard-working Canadian families to save by investing in their homes and future.” “The economy continues to be our Government’s top priority,” continued Minister Paradis. “Our Government will continue to take the necessary actions to ensure stability and economic certainty in Canada’s housing market.” The new measures: • Reduce the maximum amortization period to 30 years from 35 years for new government-backed insured mortgages with loan-to-value ratios of more than 80 per cent. This will significantly reduce the total interest payments Canadian families make on their mortgages, allow Canadian families to build up equity in their homes more quickly, and help Canadians pay off their mortgages before they retire.
• Lower the maximum amount Canadians can borrow in refinancing their mortgages to 85 per cent from 90 per cent of the value of their homes. This will promote saving through home ownership and limit the repackaging of consumer debt into mortgages guaranteed by taxpayers. • Withdraw government insurance backing on lines of credit secured by homes, such as home equity lines of credit, or HELOCs. This will ensure that risks associated with consumer debt products used to borrow funds unrelated to house purchases are managed by the financial institutions and not borne by taxpayers. Our Government’s ongoing monitoring and sound underlying supervisory regime, along with the traditionally cautious approach taken by Canadian financial institutions to mortgage lending, have allowed Canada to maintain strong and secure housing and mortgage markets. The adjustments to the mortgage insurance guarantee framework will come into force on March 18, 2011. The withdrawal of government insurance backing on lines of credit secured by homes will come into force on April 18, 2011.

What should I expect on Moving Day?
Is Spring really the Best Time to Sell?
No matter how well you prepare, there will always be some things missed so knowing what might happen and what to expect helps ease the stress. Here are the top five things people are most likely to forget to do that have lead to some last minute scrambling on moving day: 1. Don't forget to save room for the moving truck. Whether you're hiring movers or moving yourself, you're going to need to ensure that there's a parking space for the moving truck. It's always a good idea to notify your neighbors of the move and that you'll be using the front parking spaces or the back alley or whatever space is best for your move. Remember, that if you're hiring a moving company, you'll need to make sure that the truck is parked close to both the old house, where you're moving from, and the new home, where you're moving to. If you don't block off enough parking space and the movers have to park down the street, you may be charged extra for what movers call a long carry. 2. Notify the neighbors. While this point has already been mentioned, it's worth mentioning again. Not only should neighbors be aware of the parking space you'll need, but also of any inconvenience they may encounter because of your move. If you're moving on a weekend, when neighbors are more likely to be home, it's good to let them know that you'll be using the sidewalk or the space out front or that more cars will be parked out front.
There is a common misconception that the best time for anyone to sell their home is in the spring. We’ve put together the following information: to show you how you can maximize your return by acting sooner, rather than later. Reason #1: Less competition. The winter months are traditionally slower times for new listings. April through June usually sees an increase of up to 70% in the number of new homes hitting the market! This means more choice for buyers and more competition for you. The more properties prospective purchasers have to choose from, the less likely they are to submit full price offers. Lower inventory also means a greater likelihood of competing offers, resulting in a higher sales price, and a higher net return on your sale.

Have cash on hand. Tipping the movers and having cash on hand for pizza or snacks or any last minute things that you might need will save you the trouble of having to dig for a credit card or running to the bank at the last minute. Most movers appreciate a cash tip so have it ready before they arrive and keep it somewhere that's easy to access after your move in is complete. 4. Remember to leave the keys behind. Before moving day, make sure you know what you're supposed to do with the house keys. If you're renting, make arrangements with your landlord; if you own your home, remember to check with the real estate agent or the new owners. Also collect all copies of the keys beforehand; from your children, spouse, friends or relatives. Have them ready for the new owners. And don't forget to have the keys to your new home ready when you arrive. Having movers wait to move you into a new space while you try to track down the keys, may cost you extra. 5. Have detailed driving directions to the new house. You may know how to get to your new home, but the movers might have a harder time. If you have detailed instructions, including where to park, the moving company will appreciate your organization. Also, friends and family who are helping you move will need to know where to go; the last thing you want to worry about is making sure that everyone is following you. People who are ready and willing to move don’t care if there is snow on the ground or that it gets dark early. They have made a decision to move and they want to move now. Reason #3: Interest rates are predicted to rise in 2011, quarter by quarter over the year. Buyers are anxious to get settled before any possible rate increases occur. Increases in rates
decrease the amount of mortgage a family can afford, cutting them out of certain price ranges. Buyers will be looking to maximize their purchasing power early in the year. What you Need to Know about Home Inspections
W
hen you purchase a home, it's often recommended that you have a home inspection done. In fact, a typical Agreement to Purchase Form will include a standard preprinted clause with respect to home inspections. This is one of the most common conditions in an offer to purchase a property. When real estate markets are extremely active and you really want a particular home, skipping the home inspection and not placing this kind of condition in an offer can be tempting. Before you make the decision, consider the benefits of a home inspection. If there is a Seller Property Information Statement (SPIS), you may receive a copy and have a general sense of comfort about the history of the property. However, you should keep in mind that the person selling the home may not be aware of property defects and that the information provided in the SPIS is based only on their personal knowledge. Similarly, the broker or salesperson
representing you in the transaction may have the experience to identify visually obvious defects, but underlying problems can exist. A qualified and experienced home inspector will examine the major systems in the home such as: * Electrical * Roofing * Plumbing * Heating/Air Conditioning * Foundation * Septic Systems Many home inspection companies encourage you to attend the inspection and ask the inspector questions during the process and about the results of the inspection. The decision is yours to make, but you will be better informed and able to assess whether or not you want to invest in any upgrades or repairs that might be needed. Septic System Inspections
O
ntario's Ministry of the Environment recommends that home buyers have a septic system inspected prior to finalizing a sale on a property. This condition may also be requested by your financial institution. A time of sale inspection may help protect you against future unexpected
costs. The inspection process might involve pumping the tank and examining the leaching bed for any signs of problems. A septic system inspection may be conducted by a licensed septic system installer, a licensed sewage hauler or a professional engineer.

The Cancer Assistance Program (CAP) was built on individual needs: the needs of cancer patients and their families, here in Hamilton and surrounding communities. CAP has been in service since 1993 and was a vision of Don Muir, a great Hamiltonian. CAP receives no government funding but relies on community support to ensure caring service for its cancer patients. CAP is a volunteerbased organization. CAP has provided assistance to thousands of patients in the community and has had an annual growth rate of more than 60%. Currently, CAP has over 2,500 equipment items on loan service. Funds through special events, bequests and memorial donations are handled with fiscal responsibility and accountability with thanks. Through Patient Service Programs, CAP is able to assist cancer patients and their families. The following are available upon request: transportation to clinic and medical appointments, supplementary diet, wigs and breast prostheses, available free of charge for as long as needed, on request.
