What to do?
Reward change – don’t penalise proponents of future reference sites.
It is not a bad outcome if word gets out that you built or approved a landmark innovative development.
Why mandate car infrastructure oversupply which severely restricts the markets ability to diversify?
Make good places easy to build – make bad places hard to build.
