conclusions Top down approaches have provided a potential vision of the future with significant projects, a guide for investment and goals for government. However the path to delivery is uncertain and the number of players able to be involved varies which creates a feeling that ‘the recovery is being done to me’ Transitional projects are showing unique and tangible results and are giving Christchurch a new point of difference. Examples demonstrate that giving space for people to be creative and test ideas ‘can set the tone’ for creation of the new city and help them expand their own horizons. Finding the right levers to get small and medium businesses established in the ‘in-between’ (both time and space) has added both new social and economic value and has the potential to a make the city a much more interesting and attractive place.
