The greater State College community came together recently to break the Guiness World Record for most lighted ice luminaries — 5,226 of them.
Our picturesque mountains and broad valleys serve as the backdrop for friendly communities that residents are proud to call home. From bustling State College to Victorian Bellefonte, our larger towns are centers of commerce and culture. From colonial Boalsburg to lakeside Howard, each of our quaint villages serves as a gathering place for residents of towns and nearby rural areas. Our unemployment rate is consistently one of the lowest in the state, and we’ve earned a growing reputation as an incubator of high-tech companies, thanks partly to research and development coming out of Penn State University. In 2015, Niche.com ranked State College the best town in Pennsylvania based on factors like ease of commute, education, and outdoor activities. We have state-of-the-art hospitals and health-care facilities plus caring small-town physicians. We have direct flights each day to and from major air hubs, and we have east-west (I-80) and north-south (I-99) interstate highway connections.
Most of the county is served by five school districts, each one regularly beating state averages in test scores and graduation rates. Parents also can choose smaller private schools or charter schools. Several business and technical schools help make sure our employers can draw from a skilled and educated workforce. Here in Centre County, we have 160,527 residents, 107,000 Penn State football seats, 47,261 Penn State students, 3,629 guest rooms, more than 160 houses of worship, and six state parks. From the Mountains to the Valleys Those of us lucky enough to live, work, or play in Centre County consider ourselves just that — lucky. No matter where we are in this vast county, we’re close to beautiful, unspoiled mountains that offer endless opportunities to explore nature. Our fertile valleys are dotted with both modern farms and old-fashioned Amish homesteads. We can choose to live in the country, in a quiet village, or in a bustling community. We have the convenience of shopping centers and downtown areas, plus mind-expanding opportunities for theater, music, and discussion. We enjoy the good things in life…most of which are right here in Centre County. We’re at the geographic center of Pennsylvania, hence the name Centre County (the exact center of the state is near Aaronsburg or Fisherman’s Paradise, depending on which definition you use). About a third of our land is publicly owned by the Bureau of Forestry, Game Commission, Fish Commission, Department of Correction, or Penn State. If you look at a map of Centre County (like the one on pages 20-21), you’ll see lots of green for state parks and state forest land. We’re so close
to nature that stepping into a suburban backyard can send a groundhog scurrying for cover, and every so often we have to shoo a bear cub back up the mountain. We have fresh air and fresh water in nearly limitless amounts. During the Industrial Revolution of the 1800s, abundant natural resources — including timber, natural gas, coal, and some of the purest limestone in America — helped local valleys develop into major mining, lumber, and iron-making centers. Eventually, the supply of timber for charcoal was exhausted. In 1855, The Farmers’ High School was chartered in what would become State College as a state-subsidized school for sons of farmers. Little did local residents realize that this school would grow to become The Pennsylvania State University and replace iron-making as the area’s prime economic force, as well as a center for cultural activity and cutting-edge research. Today, the region’s world-class research, strong tradition in manufacturing, skilled workforce, and strategic location add up to a prime destination for business location. The CBICC joins with the Altoona-Blair County Development Corporation and the Bedford County Development Association to promote economic development along the I-99 Corridor through the three counties. The I-99 Corridor is home to innovative precision manufacturers, life science firms, technology companies, and materials-related industries. It’s all part of our commitment to work together as a region, as well as to strengthen local communities. n

Allegheny Plateau The northwestern half of Centre County, the Allegheny Plateau, is a forested high plateau divided by deep valleys and fast-moving streams. Despite the richness of its timber stands and the early discovery of coal, the plateau’s rugged foothills north of Bald Eagle Creek discouraged westward-bound settlement and remained sparsely settled throughout much of the nineteenth century.

Ridge and Valley The southeastern Ridge and Valley half of Centre County, made up of forested sandstone ridges and gently rolling limestone valleys, is framed by Bald Eagle Ridge to the north and the Seven Mountains to the south. The eastern slope is cut by Spring Creek and its tributaries, and the western slope by Spruce Creek. The discovery of high-quality iron ore brought settlement to this region, as did the richness of its agricultural land.

Four Seasons in Centre County
In Centre County we enjoy the best of all seasons. Our winters, typically cold with moderate snowfall, usually yield six snowstorms, each with more than four inches of snow. Our springs generally start around the first of April as the first warm southwest wind moves in across the valley. Summers are beautiful with warm and moderately humid days. We usually have a spell of hot weather in mid-July. But many here believe the fall season is our best, as deciduous trees turn magnificent colors and the days trend sunny and mild. Avg. Avg. Location Centre County is conveniently located in the center of Pennsylvania, surrounded by beautiful countryside and yet close to major Eastern cities. • We’re less than 200 miles from Philadelphia and Pittsburgh, and less than 100 miles from the state capital, Harrisburg. • The county is a day’s drive or less from four of the country’s 10 largest metropolitan areas — New York City,
Washington/Baltimore, Philadelphia/Wilmington/Atlantic City, and Boston — as well as Cleveland, Norfolk/Virginia Beach, Columbus, Providence/Fall River, Hartford, and Buffalo/ Niagara Falls.

Economic Development University/Community Collaboration Translates Into Economic Development Opportunities In 2015, Penn State University and the Chamber of Business & Industry of Centre County signed a formal memorandum of agreement to work collaboratively on entrepreneurial and economic development. By signing the MOA, the university and the CBICC each pledged to execute specific goals designed to promote economic and entrepreneurial development in Centre County and Central Pennsylvania. The MOA recognizes that much can be accomplished for the long-term betterment of the county and the region by a strong relationship between the business and academic communities, in which both work collaboratively to drive growth. The agreement cemented a partnership that is serving as an important catalyst for

A recent success story was the 2016 announcement by Penn State, CBICC, and officials from U.K.-based Morgan Advanced Materials of the location of a Carbon Science Centre of Excellence in Centre County – a multi-million-dollar investment aimed at creating a world-class research facility and a range of highly skilled research jobs over the next few years. The project is the first global industrial partnership formed through Invent Penn State (see sidebar). Under the banner of the Centre County Economic Development Partnership, the CBICC represented the collective community throughout the dialogue with Penn State and Morgan, working closely with local elected officials. “The Center of Excellence is a tremendous opportunity that can serve as a building block for future business investment opportunities,” CBICC President and CEO Vern Squire notes, adding that Morgan officials are collaborating with the university/CBICC to recruit additional companies to join Morgan at its Innovation Park facility. This would result in additional job opportunities in the region. KCF Technologies Inc. In many ways, KCF Technologies is just like countless other companies that originated in Happy Valley: It spun out of Penn State University, employed some engineers, and started its journey with a mix of consulting and government-sponsored research. There, however, KCF took a different path. “Many companies like ours never get beyond the governmentfunded research stage,” explains Dr. Jeremy Frank, president. “Our company, on the other hand, has successfully commercialized an extraordinarily high percentage of its research projects.” Its most recent product line, SmartDiagnostics®, is an “industrial Internet of things” solution that eliminates downtime and optimizes mechanical systems in industries such as paper and pulp, oil and gas, automotive, and chemical manufacturing. In the last three years, KCF has quadrupled its staff and is among the fastest growing technology companies in North America. In 2017, the company projects it will document more than $100 million in savings for its American manufacturing customers, with many of those savings coming from Fortune 500 companies that are desperate to stay competitive in a global marketplace. “We are so grateful for the support we’ve received from others in Happy Valley, especially Ben Franklin Technology Partners and the Shale Gas Innovation and Commercialization Center,” Frank says. “I know firsthand that the resources available in Happy Valley rival those in Silicon Valley, and we’re living proof that this community can produce worldclass organizations.”
Dolce Vita Desserts On March 17, 2017, owner Mary Hilliard opened the doors to Dolce Vita Desserts’ newly expanded location at 2490 Commercial Blvd. in State College. The delicious cupcakes, cookies, brownies, wedding/specialty cakes, and other treats that she previously created in her little shop on Pike Street in Lemont are now handcrafted with the same care in a 4,000-square-foot building. Hilliard has a mathematics degree from Penn State, but it was a passion for baking that influenced her successful career path as professional baker and business owner. She learned the skill of baking from scratch from her mother, using recipes passed down from her grandmothers. When she baked Christmas cookies for neighbors in 2006, the response was tremendous. So, she created a website and began making baked goods to order. She rented kitchen space at several commercial kitchens before opening her first storefront in 2011. At the Commercial Boulevard facility, Hilliard and a team of 10 employees continue to bake the desserts Dolce Vita customers love. An expanded menu includes fresh roasted coffee, tea, and breakfast items such as muffins and biscotti, with indoor seating for enjoying baked goods onsite. Hilliard hopes to eventually serve pie year round as well. The new shop also offers a party room for birthday parties or cake decorating classes, and an event rental room for business meetings, showers, or other special occasions.

Personal Taxes in Centre County • All of our 35 municipalities assess an earned-income tax of 0.5 to 1.4 percent, plus 0.5 percent to 2.05 percent for the school district. • County homeowners pay a 7.84-mill real estate tax, plus one of the following rates to their resident school district: -Bald Eagle Area, 54.63 mills -Bellefonte Area, 48.4941 mills -Keystone Central, 44.69 mills -Penns Valley Area, 46.6986 mills -Philipsburg-Osceola Area, 52.08 mills -State College Area, 43.4730 mills -Tyrone Area, 24.8 mills • Additional real estate taxes range from zero mills in Rush Township to 15.33 mills in Philipsburg Borough. • The Commonwealth of Pennsylvania charges a 1 percent realty transfer tax (collected from the purchaser), and most municipalities charge another 1 percent (collected from the seller), the proceeds of which are shared between the school district and the municipality. • Pennsylvania has a 6 percent sales tax. Lifelong Learning to Build Strong Communities Across Centre County, education is a top priority, whether we’re talking about preschoolers, college students, or older adults. We’re home to a world-class university whose influence extends well beyond our borders, and parents and other citizens take an active role in guiding local school districts to educate our children according to our high standards. Centre County is the base for five well-respected school districts, as well as portions of Blair County’s Tyrone Area School District and Clinton County’s Keystone Central School District (including Liberty-Curtin Elementary School in northern Centre County). Each district works hard to make sure programs and facilities meet the needs of students; for example, the State College Area School District is undertaking a major renovation of its high school. Schlow Centre Region Library operates from downtown State College, while the Centre County Library system serves residents throughout the area. The American Philatelic Research Library welcomes stamp collectors from around the world to its headquarters in the historic Match Factory in Bellefonte. Centre County visitors and residents can also take advantage of Penn State’s extensive libraries. At the high school and postsecondary levels, several area schools help youths and adults lay the groundwork for lifelong careers while providing the skilled employees needed by area companies. The CBICC continues to partner with institutions such as the South Hills School of Business & Technology and the Central Pennsylvania Institute of Science & Technology on workforce development. CPI recently opened a new transportation training center and plans to expand its health sciences programs. The State College Area School District’s Career & Technical Center is gaining new facilities during the current high school renovation and expansion. Of course, no discussion of education in Centre County would be complete without mentioning The Pennsylvania State University. From humble beginnings more than 150 years ago, Penn State has grown into a world-class learning and research institution with 99,133 students at 23 locations across the Commonwealth plus the online World Campus, ranked No. 1 in 2016 by U.S. News and World Report for online bachelor’s degree programs. In Centre County, academic and scientific activity centers on the 5,548-acre University Park campus. In fall 2016, 47,261 students were enrolled at University Park. Comprehensive Care for Healthy Communities In health care, as in so many other parts of life, Centre County offers the best of both worlds: the friendly, caring attitude of small-town physicians and the state-of-the-art technology and treatment of big-city hospitals. Health-maintenance organizations, insurers, and medical facilities have joined to provide a comprehensive health-care system that serves patients around the region. Most county residents are pleased to find that they can get the quality care they need right here in the area through providers such as Mount Nittany Health, Geisinger Health System, and Penn State Health. In 2016, Centre County ranked as the fourth-healthiest county in Pennsylvania, according to a study by the University of Wisconsin Health Institute, and meets 16 Healthy People 2020 goals. Every three years, Mount Nittany Health conducts a community health needs assessment in partnership with the Centre Foundation, Centre County United Way, and Centre County Partnership for Community Health. The resulting implementation plan is used as a tool for informing strategy, funding, and action plans to improve the health and wellness of Centre County. Emergency medical personnel throughout the area work with regional trauma centers to make sure patients reach specially trained providers at a time when every second counts. Centre LifeLink EMS in State College is one of just seven services in Pennsylvania to be accredited by the Commission on Accreditation of Ambulance Services. Centre County is home to many large and small private medical practices respected for their work in a variety of specialties, as well as organizations providing home health care and other important services. Centre Volunteers in Medicine provides access to free medical care for eligible county residents who cannot afford health insurance. At the Center of It All With thousands of acres of mountains and unspoiled forests, Centre County seems far away from the hustle and bustle of the big city. Take a look at a map, though, and you’ll see that we’re close to all the action. We’re right in the middle of Pennsylvania and within a day’s drive of all major Northeastern cities, including New York, Boston, Philadelphia, Baltimore, and Washington, D.C. You can choose plane, train, or automobile for travel to Centre County, and everything from bus to bicycles once you’re here. Interstate 80, a major east-west route across the country, traverses the northern part of the county, allowing direct access eastbound to New York City and westbound to Chicago. Interstate 99 links the Pennsylvania Turnpike in the south with I-80 in Centre County, putting us in the major north-south growth corridor of Central Pennsylvania.

University Park Airport is a few minutes north of State College, with numerous flights each day by scheduled airlines Delta, United Airlines, and American Airlines. Passengers and crew on private and charter planes enjoy the comfort and convenience of the modern generalaviation terminal. The best part of flying from University Park Airport, though, is that you can be at the ticket counter two minutes after parking your car, and then it’s just a few more steps to the gates. It can’t get much easier than that. On the road, the Centre Area Transportation Authority (CATA) is a fixture in Centre County, providing over 7 million bus rides a year to Penn State students, senior citizens, office workers, and many more. Others take advantage of the CATACommute program, which arranges carpooling partners. CATA offers the state’s first full-fleet program of bike racks for riders who combine bicycle and bus trips, and the Centre Region has an ever-growing network of bike paths. The authority is expanding its bus maintenance, servicing, and storage facility to accommodate recent and future growth. Perhaps best of all, you can enjoy all this easy access and still feel like you’re getting away from it all in Centre County. ■

The Blue Loop travels clockwise around campus and downtown via College Avenue; the White Loop, counterclockwise around campus and downtown via Beaver Avenue; the Red Link, between west campus and Innovation Park via Curtin Road; and the Green Link, between campus and the university commuter parking lots via Curtin Road.

Regular one-way fares are $1.75. Children under 40 inches tall (accompanied by an adult) and seniors age 65 and older (with a free senior citizen transit I.D. card) travel fare-free. Individuals with disabilities pay half the regular fare by presenting a reduced fare I.D. card (obtained through CATA) or a valid U.S. Medicare Card. CATARide provides inexpensive curbto-curb transportation for senior citizens and people whose disabilities prevent their use of traditional fixed-route bus service. CATACommute service helps longdistance commuters find easy and economical ways to get to and from employment destinations via carpools and vanpools by using a Web-based, computerized program to match individuals from the surrounding communities who share the same commute. CATA offers a Guaranteed Ride Home program as a safety net for its Rideshare participants. Park & Ride provides inexpensive perimeter parking for downtown State College business employees. The service is a collaborative partnership between the Borough of State College, CATA, and Penn State. A Powerhouse for Recreational Opportunities When it comes to recreation in Centre County, it’s not just Big Ten sports that stand out. In addition to being a university athletics powerhouse, Centre County beckons hikers, runners, bikers, and paddlers with its scenic mountains, streams, and valleys. Thanks to Penn State, we can attend Broadway musicals, world-class ballet performances, and lectures by nationally known speakers. We browse among arts festival and urban flea market booths in the summer, and cheer on our football team in the fall. All year long, we can travel a “tasting trail” that showcases our robust craft beverage industry. In Happy Valley, boredom is not in our dictionary. Museums, theatres, and other attractions abound. Our largest art event is State College’s Central Pennsylvania Festival of the Arts, ranked No. 1 fine art and design show in America by Sunshine Artists magazine. With the People’s Choice Festival held simultaneously in Boalsburg, the two events turn Centre County into an oasis of the arts each July. Penn State’s Bryce Jordan Center (BJC) – the largest arena between Pittsburgh and Philadelphia, seating up to 16,000 – brings in such bigname entertainers as Paul McCartney, Kanye West, and Bruce Springsteen. Area concert-goers also were excited at the announcement of the first-ever concert at the university’s 107,000-seat Beaver Stadium; Happy Valley Jam’s superstar lineup features headliner Blake Shelton. Beaver Stadium is home to the 2016 Big Ten champion Nittany Lions, and fall football Saturdays bring a huge crowd of blue-and-white dressed fans to town. Other popular sports among Penn State fans include basketball at the Bryce Jordan Center, hockey at Pegula Ice Arena, volleyball at Rec Hall, and wrestling at Rec Hall and the BJC. Tussey Mountain Resort offers skiing in winter and a host of activities in warmer months. Other sports facilities include YMCAs in Bellefonte, State College, Penns Valley, and Philipsburg; outdoor swimming pools in Bellefonte, State College, and Millheim; and the Shaner Sports Complex off U.S. Route 322. Penn State features indoor and outdoor pools, tennis and basketball courts, racquetball rooms, running tracks, and an indoor ice-skating rink. Toftrees Resort is rated 4-1/2 stars by Golf Digest’s “Places to Play,” in addition to being rated one of the top golf conference center resorts in the country by Meetings and Conventions Magazine. With 145,000 acres of state forest land and almost 10,000 acres of state park land, it’s easy to head for the great outdoors in Centre County. Thousands of visitors come here each year for a chance at great fishing in our internationally known trout streams. In addition to great hiking trails, we’re also home to the Central PA Tasting Trail. Recreation & Tourism Licenses for Field & Stream Centre County is a mecca for hunting and fishing. General hunting licenses are $20.90 for resident adults, $101.90 for nonresident adults, and $13.90 for resident seniors. Youths ages 12 to 16 can buy junior licenses for $6.90 if they’ve completed hunter-safety classes. Additional licenses are needed for bear, antlerless deer, and certain other types of hunting. You can buy a license through the Pennsylvania Game Commission (570-398-4744; www.pgc. pa.gov) or at sporting-goods stores. If you’re 16 or older, you must have a license to fish in Pennsylvania. Licenses are $22.90 for residents, $11.90 for senior residents, and $52.90 for nonresidents. Visitors can buy a seven-day license for $34.90 or a three-day license for $26.90. If you’re fishing for trout or salmon, you’ll pay an extra $9.90. Licenses are sold through the Fish and Boat Commission (877-707-4085; fishandboat. com), county treasurer’s office, and sporting goods stores. Rates are subject to change.

Most decisions in State College and throughout the county, however, are made at the local borough or township level. Our populations are small enough that every adult can easily make his or her opinion known. The Chamber of Business & Industry of Centre County has a Municipal Managers Committee that brings together local government officials to collaboratively address issues that impact the local economy and local businesses. ■
Local Government Counties: The largest local governmental entity in Centre County is the county, run by an elected board of three commissioners. Cities: In Pennsylvania, at least 10,000 people have to live in one population base for it to be called a city. Pennsylvania has 57 cities, none of them in Centre County. State College is large enough to be a city, but residents have not voted to become one. Boroughs: A borough usually has a smaller population than a city. The largest of our 10 boroughs is State College. Boroughs are often governed by an elected council and mayor. Townships: Centre County has 25 townships, which generally encompass more square miles and fewer residents per square mile than boroughs do. Each township is governed by an elected board of supervisors. Our villages — such as Boalsburg and Lemont — are also governed by township officials. Regions: State College and five surrounding townships (College, Ferguson, Halfmoon, Harris, and Patton) are organized into the Centre Region Council of Governments. Most governing is still handled by the individual boroughs and townships, but the regional entities work together on issues like planning, libraries, police protection, trash collection, and parks.
