Our green mountains and broad valleys serve as the backdrop for friendly communities that residents are proud to call home. In 2015, Niche.com ranked State College the best town in Pennsylvania based on factors like ease of commute, education, and outdoor activities. We have caring small-town physicians plus stateof-the-art hospitals and health-care facilities. We have direct flights each day to and from major air hubs, and we have east-west (I-80) and north-south (I-99) interstate highway connections. Most of the county is served by five school districts, each one regularly beating state averages in test scores and graduation rates. Parents also can choose smaller private schools or charter schools. Several business and technical schools help make sure our employers can draw from a skilled and educated workforce. Here in Centre County, we have 158,742 residents, 107,000 Penn State football seats, 46,848 Penn State students, 3,464 guest rooms, more than 160 houses of worship, and six state parks. We have small-town friendliness and big-city cultural opportunities. While in Centre County, you can fish for trout, see a Broadwaycaliber show, visit Amish country, view art exhibits, go downhill skiing, see a concert by a top-name performer, or explore our heritage at numerous historical sites. What is the CBICC?

The Chamber of Business & Industry of Centre County is the chamber of commerce that represents all of Centre County. The CBICC’s membership comprises businesses of all sizes – from sole proprietors to companies with more than 500 employees – and represents all sectors of the business community, including many nonprofit agencies. The Chamber’s role is to unify the voice of its diverse membership to help promote the well-being and growth of commerce, business, and industry while striving to maintain a high quality of life in Centre County.

How can I join the CBICC?

Joining the Chamber is simple. Businesses that are interested in joining the Chamber are welcome to call (814) 234-1829 anytime to speak with a staff member directly about the many benefits of Chamber membership. The Chamber provides a number of ways to help new members make connections…and make the most out of their membership. Chamber Ambassadors are the goodwill arm of the CBICC. Ambassadors are available at Business After Hours and other Chamber events to help new members make introductions. Ambassadors also call on new members to answer questions and offer helpful information. In addition, the CBICC periodically holds information sessions for new members or existing members who want to get reacquainted with all the benefits of Chamber membership. Volunteering at Chamber functions is another great way to meet business and community leaders who make up the Chamber membership. A newly created Small Business Committee focuses on the specific needs of that segment of the business community, while the Chamber's young professionals group — CBICC Connect — is cultivating the next generation of business and community leaders.

What role does the CBICC play with regard to economic development?

Some of these partners include the Pennsylvania Association of Chamber Professionals, the Association of Chamber of Commerce Executives, and the Pennsylvania Chamber of Business and Industry. The Chamber works closely with the I-99 Innovation Corridor, which encompasses Centre, Blair, and Bedford counties, and Focus Central Pennsylvania, in order to promote economic growth across the region. The Chamber also has enhanced its partnership with the state Department of Community and Economic Development and other statewide economic development partners in order to attract new wealth and business investment to Centre County and the surrounding region. In May 2015, the CBICC and Penn State University signed a memorandum of agreement to work collaboratively on economic and entrepreneurial development initiatives.n

The CBICC is the designated economic development agency in Centre County. The Centre County Industrial Development Corporation is the CBICC’s legal entity for business financing. The CCIDC receives grants from various federal, state, and local agencies to support its industrial development activities. Under the banner of the Centre County Economic Development Partnership, the CBICC is working with community partners to strengthen the private-sector economy (See page 28 for more information).

Penn State

From the Mountains to the Valleys Those of us lucky enough to live, work, or play in Centre County consider ourselves just that — lucky. No matter where we are in this vast county, we’re close to beautiful, unspoiled mountains that offer endless opportunities to explore nature. Our fertile valleys are dotted with both modern farms and old-fashioned Amish homesteads. We can choose to live in the country, in a quiet village, or in a bustling community. We have the convenience of shopping centers and downtown areas, plus mind-expanding opportunities for theater, music, and discussion. We enjoy the good things in life…most of which are right here in Centre County. We’re at the geographic center of Pennsylvania, hence the name Centre County (the exact center of the state is near Aaronsburg or Fisherman’s Paradise, depending on which definition you use). About a third of our land is publicly owned by the Bureau of Forestry, Game Commission, Fish Commission, Department of Correction, or Penn State. If you look at a map of Centre County (like the one on pages 20-21), you’ll see lots of green for state parks and state forest land. We’re so close

to nature that stepping into a suburban backyard can send a groundhog scurrying for cover, and every so often we have to shoo a bear cub back up the mountain. We have fresh air and fresh water in nearly limitless amounts. During the Industrial Revolution of the 1800s, abundant natural resources — including timber, natural gas, coal, and some of the purest limestone in America — helped local valleys develop into major mining, lumber, and iron-making centers. Eventually, the supply of timber for charcoal was exhausted. In 1855, The Farmers’ High School was chartered in what would become State College as a state-subsidized school for sons of farmers. Little did local residents realize that this school would grow to become The Pennsylvania State University and replace iron-making as the area’s prime economic force, as well as a center for cultural activity and cutting-edge research. Today, the region’s world-class research, strong tradition in manufacturing, skilled workforce, and strategic location add up to a prime destination for business location. The CBICC joins with the Altoona-Blair County Development Corporation and the Bedford County Development Association to promote economic development along the I-99 Corridor through the three counties. The new I-99 Corridor Economic Development annual magazine showcases the region’s site-selection advantages and the precision manufacturers, life science firms, technology companies, and materials-related industries that are located here. It’s all part of our commitment to work together as a region, as well as to strengthen local communities. n

Allegheny Plateau The northwestern half of Centre County, the Allegheny Plateau, is a forested high plateau divided by deep valleys and fast-moving streams. Despite the richness of its timber stands and the early discovery of coal, the plateau’s rugged foothills north of Bald Eagle Creek discouraged westward-bound settlement and remained sparsely settled throughout much of the nineteenth century.

Ridge and Valley The southeastern Ridge and Valley half of Centre County, made up of forested sandstone ridges and gently rolling limestone valleys, is framed by Bald Eagle Ridge to the north and the Seven Mountains to the south. The eastern slope is cut by Spring Creek and its tributaries, and the western slope by Spruce Creek. The discovery of high-quality iron ore brought settlement to this region, as did the richness of its agricultural land.

Four Seasons in Centre County

In Centre County we enjoy the best of all seasons. Our winters, typically cold with moderate snowfall, usually yield six snowstorms, each with more than four inches of snow. Our springs generally start around the first of April as the first warm southwest wind moves in across the valley. Summers are beautiful with warm and moderately humid days. We usually have a spell of hot weather in mid-July. But many here believe the fall season is our best, as deciduous trees turn magnificent colors and the days trend sunny and mild. Avg. Avg. Location Centre County is conveniently located in the center of Pennsylvania, surrounded by beautiful countryside and yet close to major Eastern cities. • We’re less than 200 miles from Philadelphia and Pittsburgh, and less than 100 miles from the state capital, Harrisburg. • The county is a day’s drive or less from four of the country’s 10 largest metropolitan areas — New York City,

Supporting Our Growing Economy Business always seems to do well in Centre County. Why is Centre County growing? For one thing, all the factors we talk about in each chapter of this guide add up to a quality of life that brings in new residents, keeps them here, and has them telling their friends and relatives what a great place it is to live. Research, development, and technological advancements coming out of Penn State and State College have worldwide impact. Because we are home to one of the nation’s leading research universities, it only makes sense that Centre County boasts a robust entrepreneurial ecosystem. The Chamber of Business & Industry of Centre County has a proud history of fostering business incubation and entrepreneurial development. In fact, some of Centre County’s most recognizable companies – Restek, Sound Technology, Videon, Salimetrics, Higher Ed Jobs, Schoolwires, Indigo Biosciences, Mission Critical Partners, and more – got their start in CBICC incubators. This component of the economic development equation has continued to evolve and strengthen thanks to the collaborative efforts of mentors including local entrepreneurs; economic development organizations such as the CBICC; government and community leaders; and Penn State. Early-stage collaboration hubs such as New Leaf and high-tech business launchers such as the TechCelerator@StateCollege have been important additions to the county’s entrepreneurial support network. Most recently, as part of Invent Penn State, the university began accepting applications from area entrepreneurs for seats in Happy Valley LaunchBox, a new no-cost business accelerator program with co-working space in downtown State College. The CBICC continues to evolve its entrepreneurial development mission as well, particularly as it pertains to the recent economic development agreement signed between Penn State and the CBICC . The university and the Chamber pledged to execute specific goals designed to promote economic and entrepreneurial development for Centre County and Central Pennsylvania. For its part, the CBICC will further nurture the entrepreneurial ecosystem through a specific focus on ensuring that developing companies have access to low-cost, affordable space as they progress from the initial collaboration and launch stage. The CBICC’s newly formed Business and Industry Partnership is focused on local business retention and expansion. For every business sector, the Chamber of Business & Industry of Centre County works to promote a positive climate, providing opportunities for future generations to raise their families in a wholesome atmosphere with high-quality employment opportunities. n

Economic Development Penn State University, CBICC Pledge Collaboration on Local, Regional Economic Development Under an economic development partnership formalized between Penn State University and the Chamber of Business & Industry of Centre County, the two entities will work toward building a nurturing and collaborative environment in which professionals, entrepreneurs, and businesses of all sizes can thrive. The formal partnership followed Penn State’s launching of Invent Penn State – a statewide initiative to promote opportunities for partnerships and start-ups that will create jobs and help students and communities prosper. CBICC President and CEO Vern Squier said there is much that can be accomplished for the long-term betterment of the county and the region by a strong relationship between the business community and the academic community. The historic agreement cements a partnership that can serve as an important catalyst for business investment and job creation. By signing the memorandum of agreement, the university and the CBICC pledge to execute specific goals designed to promote economic and entrepreneurial development for Centre County and Central Pennsylvania. For its part, the university will partner with the Chamber in areas related to active business recruitment; the marketing of Centre County and the region as a business destination; the creation of a competitive economic development portfolio; efforts to leverage Penn State entrepreneurial initiatives into economic engines and foster commercialization locally and regionally; efforts to effect positive changes among local governments and agencies that enhance economic and workforce development; and the engagement of alumni and community members who hold an affinity for the university and the surrounding region in order to strengthen economic outcomes and academic opportunities. In 2016, the CBICC launched a new Business and Industry Partnership, which will focus on ensuring that Centre County businesses at all stages of operation and from all industry sectors have awareness of and access to information, services, resources, and connections necessary to support competitiveness and growth. The partnership comprises individuals from Centre County’s business, education, government, and financial sectors. This diverse expertise means that the committee will be well prepared to help address a broad range of business needs. State & Local Business Taxes Sales Tax

In most of the state, the sales and use tax is imposed at a rate of 6 percent on the retail sale, consumption, rental, or use of tangible personal property within Pennsylvania, on a limited number of business services relating to such property, and on the charge for a limited number of business services. Business exemptions exist for computer services, machinery, and equipment directly used in manufacturing, processing, farming, dairy farming, public utilities, mining, printing, photography, and photo finishing. Pennsylvania does not charge sales tax on food or clothing.

Property Taxes

The property tax burden on both residential and business property is average compared to other states. Pennsylvania’s real property tax is not imposed on machinery and equipment, business inventories, or personal property. Realty Transfer Tax

The Commonwealth of Pennsylvania charges a 1 percent realty transfer tax (collected from the purchaser), and most municipalities charge another 1 percent (collected from the seller), the proceeds of which are shared between the school district and the municipality.

Corporate Net Income Tax

(www.revenue.state.pa.us) The corporate net income tax of 9.99 percent is levied on federal taxable income, without the federal net operating loss deduction. In Pennsylvania, losses (up to certain thresholds) can be carried forward and deducted from profits for up to 20 subsequent tax periods. Certain entities are specifically excluded from the tax, including building and loan associations, banks, bank and trust companies, national banks, savings institutions, trust companies, and insurance and surety companies.

Our history is rich and respected, and many communities and organizations are working hard to preserve their heritage. Bellefonte is known as a center of Victorian architecture and draws many visitors who stay in historical bed-and-breakfasts. Philipsburg is revitalizing its grand old homes and has earned National Historic Preservation status. Boalsburg has maintained its “diamond” as the center of the colonial village, marked with a fountain and quaint shops. Thanks to easy access via Interstate 99, new bedroom communities are springing up, particularly in Patton, Benner, and Spring townships. Also on the rise are retirement communities, due to the area’s growing reputation as a great place to retire. Many retirees move here from other parts of the country for the same reasons other age groups do – beautiful scenery, low crime, friendly neighbors, and four seasons of recreational and cultural opportunities. Personal Taxes in Centre County • All of our 35 municipalities assess an earned-income tax of 0.5 percent, plus 0.5 percent to 2.05 percent for the school district. • County homeowners pay a 7.84-mill real estate tax, plus one of the following rates to their resident school district: -Bald Eagle Area, 52.89 mills -Bellefonte Area, 48.0078 mills -Keystone Central, 44.22 mills -Penns Valley Area, 46.6986 mills -Philipsburg-Osceola Area, 51.49 mills -State College Area, 41.674 mills -Tyrone Area, 24.48 mills • Additional real estate taxes range from zero mills in Rush Township to 15.33 mills in Philipsburg Borough. • The Commonwealth of Pennsylvania charges a 1 percent realty transfer tax (collected from the purchaser), and most municipalities charge another 1 percent (collected from the seller), the proceeds of which are shared between the school district and the municipality. • Pennsylvania has a 6 percent sales tax. Centre County is the base for five well-respected school districts, as well as portions of Blair County’s Tyrone Area School District and Clinton County’s Keystone Central School District (including Liberty-Curtin Elementary School in northern Centre County). Each district works hard to make sure programs and facilities meet the needs of students; for example, the State College Area School District is undertaking a major renovation of its high school. Schlow Centre Region Library operates from downtown State College, while the Centre County Library system serves residents throughout the area. The American Philatelic Research Library welcomes stamp collectors from around the country to its headquarters in the historic Match Factory in Bellefonte. Centre County visitors and residents can also take advantage of Penn State’s extensive libraries. At the high school and postsecondary levels, several area schools help youths and adults lay the groundwork for lifelong careers while providing the skilled employees needed by area companies. The CBICC continues to partner with institutions such as the South Hills School of Business & Technology on workforce development. The Central Pennsylvania Institute of Science & Technology recently opened a new transportation training center and plans to expand its health sciences programs. The State College Area School District’s Career & Technical Center is gaining new facilities during the current high school renovation and expansion. Of course, no discussion of education in Centre County would be complete without mentioning The Pennsylvania State University. From humble beginnings more than 150 years ago, Penn State has grown into a world-class learning and research institution with 97,494 students at 23 locations across the Commonwealth plus the online World Campus, ranked No. 1 in 2016 by U.S. News and World Report for online bachelor’s degree programs. In Centre County, academic and scientific activity centers on the 5,548-acre University Park campus. In fall 2015, 46,848 students were enrolled at University Park. Penn State is an economic engine that provides a ready-made template for growth and the foundation for a highly educated workforce. The University adds to our area a richness of culture and pool of new ideas affecting everything we do. And, of course, Penn State’s sports teams give us something to cheer about. ■

Comprehensive Care for Healthy Communities In health care, as in so many other parts of life, Centre County offers the best of both worlds: the friendly, caring attitude of small-town physicians and the state-of-the-art technology and treatment of bigcity hospitals. Health-maintenance organizations, insurers, and medical facilities have joined to provide a comprehensive health-care system that serves patients from around the region. In 2015, Centre County ranked as the second-healthiest county in Pennsylvania, according to a study by the University of Wisconsin Population Health Institute. Most county residents are pleased to find that they can get the quality care they need right here in the area through providers such as Mount Nittany Medical Center, our primary hospital, although we also have acess to regional care through Geisinger Health System, Penn State Milton S. Hershey Medical Center, and UPMC Altoona. Our major medical facilities are always working to provide the best care possible. For example, Geisinger Health Systems recently doubled the size of its Gray’s Woods medical center with a new ambulatory surgery center. Mount Nittany Health instituted a new Lung Nodule Program, aimed at improving outcomes for lung cancer, and added 3D mammography to its digital imaging capabilities. Emergency medical personnel throughout the county work with regional trauma centers to make sure patients reach specially trained providers at a time when every second counts. Centre LifeLink EMS in State College is one of just seven services in Pennsylvania to be accredited by the Commission on Accreditation of Ambulance Services. Centre County is home to many large and small private medical practices respected for their work in a variety of specialties. Centre Volunteers in Medicine provides access to free medical care for eligible county residents who cannot afford health insurance. Centre County residents can take comfort in knowing that, whatever medical need might arise, caring experts are available close to home. n

At the Center of It All With thousands of acres of mountains and unspoiled forests, Centre County seems far away from the hustle and bustle of the big city. Take a look at a map, though, and you’ll see that we’re close to all the action. We’re right in the middle of Pennsylvania and within a day’s drive of all major Northeastern cities, including New York, Boston, Philadelphia, Baltimore, and Washington, D.C. You can choose plane, train, or automobile for travel to Centre County, and everything from bus to bicycles once you’re here. Interstate 80, a major east-west route across the country, traverses the northern part of the county, allowing direct access eastbound to New York City and westbound to Chicago. Interstate 99 links the Pennsylvania Turnpike in the south with I-80 in Centre County, putting us in the major north-south growth corridor of Central Pennsylvania.

University Park Airport is a few minutes north of State College, with numerous flights each day by scheduled airlines Delta, United Airlines, and American Airlines. Passengers and crew on private and charter planes enjoy the comfort and convenience of the modern generalaviation terminal. The best part of flying from University Park Airport, though, is that you can be at the ticket counter two minutes after parking your car, and then it’s just a few more steps to the gates. It can’t get much easier than that. On the road, the Centre Area Transportation Authority (CATA) is a fixture in Centre County, providing over 7 million bus rides a year to Penn State students, senior citizens, office workers, and many more. Others take advantage of the CATACommute program, which arranges carpooling partners. CATA offers the state’s first full-fleet program of bike racks for riders who combine bicycle and bus trips, and the Centre Region has an ever-growing network of bike paths. The authority is expanding its bus maintenance, servicing, and storage facility to accommodate recent and future growth. Perhaps best of all, you can enjoy all this easy access and still feel like you’re getting away from it all in Centre County. ■

Regular one-way fares are $1.75. Children under 40 inches tall (accompanied by an adult) and seniors age 65 and older (with a free senior citizen transit I.D. card) travel fare-free. Individuals with disabilities pay half the regular fare by presenting a reduced fare I.D. card (obtained through CATA) or a valid U.S. Medicare Card. CATARide provides inexpensive curbto-curb transportation for senior citizens and people whose disabilities prevent their use of traditional fixed-route bus service. CATACommute service helps longdistance commuters find easy and economical ways to get to and from employment destinations via carpools and vanpools by using a Web-based, computerized program to match individuals from the surrounding communities who share the same commute. CATA offers a Guaranteed Ride Home program as a safety net for its Rideshare participants. Park & Ride provides inexpensive perimeter parking for downtown State College business employees. In addition to distilleries and breweries, Centre County also offers plenty of opportunities to taste products - such as Tait Farm fruit shrubs and spreads produced from local harvests, whether at the actual farms or in restaurants.

“Boredom” Is Not in Our Dictionary Once you visit Centre County, you’ll find out why we’re never bored. We’re surrounded by scenic mountains, streams, and valleys that invite us to hike, run, paddle, and pedal. Thanks to Penn State, we can attend Broadway musicals, world-class ballet performances, and lectures by nationally known speakers. We browse among arts festival booths in the summer and cheer on our football team in the fall. No wonder our area is affectionately known as Happy Valley. Museums, theatres, and other attractions abound. Our largest art event is State College’s Central Pennsylvania Festival of the Arts, ranked No. 1 fine art and design show in America by Sunshine Artists magazine. With the People’s Choice Festival held simultaneously in Boalsburg, the two events turn Centre County into an oasis of the arts each July. Penn State’s Bryce Jordan Center (BJC) — the largest arena between Pittsburgh and Philadelphia, seating up to 16,000 and attracting more than 750,000 people a year — brings in such big-name entertainers as Garth Brooks, Paul McCartney, and Luke Bryan. The BJC is

also home court for the Nittany Lion and Lady Lion basketball teams. We take our football seriously here, from our high schools to Penn State’s Nittany Lions. It’s a stirring sight to see 107,000 people, most dressed in blue and white, pour into Beaver Stadium on a football Saturday. But football’s not the only game in town. Fans cheer on numerous Penn State athletic teams, including basketball, wrestling, hockey, soccer, and volleyball. Tussey Mountain Resort offers skiing in winter and a host of activities in warmer months. Other sports facilities include YMCAs in Bellefonte, State College, Penns Valley, and Philipsburg; outdoor swimming pools in Bellefonte, State College, and Millheim; and the Shaner Sports Complex off U.S. Route 322. Penn State features indoor and outdoor pools, tennis and basketball courts, racquetball rooms, running tracks, and an indoor ice-skating rink. Toftrees Resort is rated 4-1/2 stars by Golf Digest’s “Places to Play,” in addition to being rated one of the top golf conference center resorts in the country by Meetings and Conventions Magazine. Centre Region Parks and Recreation manages park land totaling more than 900 acres. The new Oak Hall Regional Park opened in 2015, and planning is under way for the Whitehall Road Regional Park. With 145,000 acres of state forest land and almost 10,000 acres of state park land, it’s easy to head for the great outdoors in Centre County. Thousands of visitors come here each year for a chance at great fishing in our internationally known trout streams. Devoted hunters save a vacation day for the first day of antlered deer season the Monday after Thanksgiving. Recreation & Tourism Licenses for Field & Stream Centre County is a mecca for hunting and fishing. General hunting licenses are $20.70 for resident adults, $101.70 for nonresident adults, and $13.70 for resident seniors. Youths ages 12 to 16 can buy junior licenses for $6.70 if they’ve completed hunter-safety classes. Additional licenses are needed for bear, antlerless deer, and certain other types of hunting. You can buy a license through the Pennsylvania Game Commission (570-398-4744; www.pgc. state.pa.us) or at sporting-goods stores. If you’re 16 or older, you must have a license to fish in Pennsylvania. Licenses are $22.70 for residents, $11.70 for senior residents, and $52.70 for nonresidents. Visitors can buy a seven-day license for $34.70 or a three-day license for $26.70. If you’re fishing for trout or salmon, you’ll pay an extra $9.70. Licenses are sold through the Fish and Boat Commission (877-707-4085; www.fish.state. pa.us), county treasurer’s office, and sporting goods stores. Rates are subject to change.

Working Together for Thriving Communities We have a county government that looks to the needs of the county as a whole. In the State College area, the borough and several townships have banded together as the Centre Region to make decisions of regional importance. Most decisions in State College and throughout the county, however, are made at the local borough or township level. Our populations are small enough that every adult can easily make his or her opinion known. The Chamber of Business & Industry of Centre County has a Business Environment Committee that takes a proactive role in strengthening relationships with local government officials while advocating regarding key legislative and regulatory issues that impact the local economy and local businesses. ■

Local Government Counties: The largest local governmental entity in Centre County is the county, run by an elected board of three commissioners. Cities: In Pennsylvania, at least 10,000 people have to live in one population base for it to be called a city. Pennsylvania has 57 cities, none of them in Centre County. State College is large enough to be a city, but residents have not voted to become one. Boroughs: A borough usually has a smaller population than a city. The largest of our 10 boroughs is State College. Boroughs are often governed by an elected council and mayor. Townships: Centre County has 25 townships, which generally encompass more square miles and fewer residents per square mile than boroughs do. Each township is governed by an elected board of supervisors. Our villages — such as Boalsburg and Lemont — are also governed by township officials.
