Trump’s conduct imperils America

Ms. Towler is spot on in “The ‘Unbelievable’ Saga of Donald Trump.” What perplexes and alarms me is why so many people cannot grasp the concept of “if you elect a clown, it is inevitable a circus will emerge.” Unfortunately, while this circus is entertaining to most of Trump’s followers, it is profoundly affecting our country’s well being. A recent poll indicated that 94 to 96 percent of his base still believe he is honest and is doing a great job. Did they forget when he lied to them about Mexico paying for the wall? How about his promise to repeal and replace Obama Care on his first day in office? If his Trumpcare ever passes, according to the latest CBO report, 23 million people will be without health insurance and another 1.5 million will hit the unemployment roles. Thankfully, the appellate court affirmed that his “Muslim ban” is unconstitutional. For the sake of our already great country, I pray that he continues on his losing streak. I was serving honorably in the US Marine Corps when Nixon was disgracefully removed from the White House. I believe there are many similarities between Nixon and Trump. Both subscribed to the divideand-conquer concept. Both attempted to suppress the media from reporting the facts. Both appear to suffer from profound character flaws and disorders. I believe Trump’s ongoing conduct and past campaign actions and words will lead to Articles of Impeachment. I believe when the Independent 2 CITY

Counsel concludes his investigation, Trump will be charged with obstruction of justice and collusion with a foreign enemy of the United States. I hope when this day arrives, Congressional members can put country before party. It is a sad indictment of the US when NATO allies such as the UK and Israel cannot trust us with classified intelligence because of Trump’s reckless divulging of highly classified information to the Russians in the Oval Office. This lack of trust and not sharing information with our intelligence community places all American lives in grave peril, regardless of our political affiliations. WALT SIMONI

Texters face small penalty

People who text while they are driving know that what they are doing is extremely dangerous and illegal, and yet they are all smiles as they continue to do it. They realize there are no serious consequences to their actions – even if the police enforce the law against it. In fact, these people are criminals, making our roads and highways perilous to themselves and the rest of us. There seems to be no other choice than to make this persistent offense a misdemeanor, complete with revocation of the drivers license and two mandatory weekends in jail. CATHERINE STARKWEATHER

The UR’s bold commitment to a city high school So much depressing news is coming out of Washington that it was a relief to attend an event last week and leave with a bit of optimism about a local problem. The source of the optimism was a talk by UCLA Professor Pedro Noguera at East High School. Noguera’s topic – America’s failure to invest enough in overcoming poverty’s effects on school children – was important, and he’s an inspiring speaker. But equally important was who brought Noguera here: His talk was part of his two-day visit to East, sponsored by the University of Rochester’s Warner School of Education. Several years ago, academic achievement at East had gotten so bad that the state ordered the school district to find a way to improve it or shut it down. School board President Van White turned to the university’s Warner School, which is now managing the operation of the school – with the intense involvement of UR President Joel Seligman. I haven’t seen a major community leader step this firmly to the side of Rochester’s public schools since the night in the late 1960’s when I watched Xerox President Joe Wilson address a highly emotional school board meeting, adding his voice, and his clout, to those urging the integration of Rochester’s schools. At the heart of the integration movement was concern over the growing isolation of the city’s poorest children into schools where nearly every other child was also poor. And, of course, black or Hispanic. The concentration of the city’s poverty was having a terrible impact, on neighborhoods, on families, and on children. Since then, the number of people in poverty has grown. And so has the impact – on children and on city schools. Despite abundant evidence, the broad public still refuses to recognize that concentrated poverty is the reason for the schools’ low achievement and graduation rates. Instead, the school district gets the blame. Teachers, schools, children, parents: all can do a better job. But they are facing an enormous challenge, and that challenge is the concentrated poverty and its effects. Schools cannot overcome those effects by themselves. That’s part of Pedro Noguera’s message, it is something that the president of

the University of Rochester seems to have understood and taken to heart. Significantly, he has put the resources and the name of the university to work at East High School. In his talk, Noguera paid tribute to that. Not many universities in this country are doing what the UR is doing, he said. “A university has staked its reputation on getting this school” to where it needs to be, he said. “That is something that is not typical.” “I hope,” he said, “that it would become a model.” Seligman has continued to be personally involved in the East partnership, and in his brief remarks before Noguera spoke, Seligman said it has been “a real education” for him. “The issues are complex,” he said, “and they’re hard.” He emphasized “how much perseverance, how much patience is required” to be successful in an urban school effort like this one. And Seligman was clear: the UR is in this for the long haul. “This is the second year” of the East-UR partnership, he said. “We have many years to go.” “We are committed to East High School,” he said, “because we are the University of Rochester.” That attitude, exhibited by the head of one of the most important institutions in the region, is worth spreading to every college and university president and every corporate CEO in the area. On its own, the UR can’t work miracles. But it has clout in the community. It can set the tone. It can inspire. It can insist that other community leaders join it. Seligman’s message at East – and his enthusiastic reception of the message Noguera delivered – gives me hope that he’ll help the UR do just that. Kodak Tower seeks tenants

A dramatically smaller Eastman Kodak has started promoting its iconic headquarters building on State Street as a business complex that can serve multiple tenants. Tenants could use many of the Tower’s amenities, such as its conference rooms, auditorium, fitness center, and recording studio. Kodak is using only a fraction of the 19-story structure.

Barnhart files ethics complaint

Rachel Barnhart, one of two Democrats challenging incumbent Lovely Warren for mayor, filed ethics complaints with the state Joint Committee on Public Ethics. Barnhart charges that Warren’s former chief of staff, Jeremy Cooney, is illegally lobbying on behalf of Uber and that Warren showed favoritism for Uber in permitting the company to use City Hall for a job fair.

Warren seeks city traffic agency

Rochester Mayor Lovely Warren asked City Council to send a home-rule message supporting state legislation authorizing a city traffic-violation agency. Currently, motorists charged with traffic violations in the city have to appear before a state DMV violations bureau. There, they can’t plea bargain for lesser charges and lower fines as they could if the violation occurred in the suburbs and they appeared before a town or village court.

Fighting Trump’s Paris pullout President Donald Trump’s declaration that he’s pulling the United States out of the Paris climate agreement shouldn’t surprise anyone, given his open hostility toward the pact and the scientific facts of climate change.

Spencerport recognized for efficiency

The Village of Spencerport became the first community in the Finger Lakes region to get a Clean Energy Community designation from the NYSERDA, the New York State Energy and Research Development Authority. The village has taken steps to reduce its energy use by installing more efficient street lights, installing electric vehicle charging stations, adopting the state’s unified solar permit, and benchmarking village facilities’ energy use, according to NYSERDA. The village has also installed a solar power system and LED lighting at its offices and added hybrid vehicles to its fleet.

But that hasn’t made his posturing any less aggravating, especially since he just crushed America’s chance to lead the rest of the world on climate action. “I think that message to the rest of the world that the US is not in this is, well, deeply disappointing,” says Abigail McHugh-Grifa, co-leader of the Rochester People’s Climate Coalition. Across the country, climate activists, local and state officials, and businesses subsequently vowed to make up for federal inaction on climate change, just as they have been doing for years. For example, local climate activists and the City of Rochester worked together on strategies to cut government and private sector emission in the city 40 percent by 2030. City Council approved the climate action plan on May 23. Local clean energy advocate Susan Spencer founded ROCSPOT in 2015 to help boost the amount of solar

installed on homes in the city and to provide city residents with greater access to solar electricity. Trump’s move sends the wrong message, she says, but it also shows the importance of building a clean energy economy from the ground up. “Companies like ROCspot, we are now going to be the leaders,” Spencer says. Also in response to Trump’s action, Governor Andrew Cuomo pledged to speed up $1.5 billion in state investments meant to bolster renewables and related job training. He also joined with the governors of California and Washington to form a coalition of states committed to meeting – and likely exceeding – US commitments under the Paris agreement. And Mayor Lovely Warren was one of 211 mayors from across the country that pledged to work toward the Paris agreement’s goals.

A green vision for the High Falls district The area on the west side of Rochester’s High Falls got its start as a cluster of mills, running off the power provided by the Genesee River, but over the years it’s assumed other identities. In the 1990’s, for example, city leaders tried to repurpose it as an entertainment district. High Falls has since transitioned into a mixed-use neighborhood with apartments, offices, Frontier Field, WXXI, restaurants, and Monroe Community College’s new city campus, which opens this fall. But people haven’t stopped thinking about High Falls’ potential, and another long-term vision for its future has emerged. Greentopia, the nonprofit that used to run a sustainability-oriented festival in the neighborhood, is championing High Falls as a potential ecodistrict. In simple terms, ecodistricts are neighborhoods that emphasize environmentally conscious development, programs, and services, as well as reducing their waste, energy consumption, and contributions to climate change. Greentopia is working with Highland Planning, a local consulting firm, to develop a plan for the ecodistrict, a draft of which they’ll discuss during a public meeting on Thursday, June 15. The meeting will take place from 5 to 8 p.m. at Made on State, 510 State Street, and will include an opportunity for members

of the public to give input. Public buy-in is crucial for the plan to work, since it wouldn’t be a government initiative, says Rachel Walsh, ecodistrict coordinator for Greentopia. The plan wouldn’t alter High Falls’ current path. Instead, it lays out a framework for making the area a more vibrant, livable, healthy, and environmentally friendly neighborhood, says M. Andre Primus, a planner with Highland Planning. And it sets goals for doing that, such as diverting 90 percent of the district’s waste from landfills, he says. “It’s supposed to be community-based and ground-up,” Greentopia’s Walsh says. The plan is divided into focus areas, such as transportation and mobility or energy management. It incorporates or builds on some initiatives that are already under way, such as the city’s bike-sharing program and efforts by both the Genesee Brewery and MCC to lessen their environmental impacts. But it also contains short- and long-term project and strategy recommendations, says Primus. The long-term recommendations, which are generally the most attention-grabbing, include a call for improved public access to the Genesee River gorge and the waterfall itself. But the plan also suggests a district-wide microgrid powered by clean energy, ultra-

energy-efficient housing, bike infrastructure, and accessibility improvements, Walsh and Primus say. Many of the short-term recommendations can be done without major government approvals, Primus says. They include upgrading buildings to make them more energy efficient and setting up a neighborhood sharing economy through swap events, Primus says. The plan also includes guidelines for setting up the group that would guide the ecodistrict effort. Representatives from the city, Monroe Community College, Reconnect Rochester, the Community Design Center of Rochester, the Rochester People’s Climate Coalition, and Foodlink have had a hand in the draft plan.

Vacuum Oil clean-up plan released The former Vacuum Oil facility along the Genesee River has long frustrated Plymouth-Exchange neighborhood residents and community leaders. But the shell that looms over the end of Flint Street could be coming down. The owner of 5 and 15 Flint Street, DHD Ventures, has worked with the State Department of Environmental Conservation to develop a cleanup strategy for the site. The DEC has released that proposed framework for public review and is accepting comments through July 10. The DEC is also holding a public information meeting on the plan at 6 p.m. on Tuesday, June 13, at Carlson Commons, 70 Coretta Scott Crossing, near Ford Street. Under the plan, the developer will demolish all buildings on the site, including the former Vacuum Oil refinery, which has been out of operation since 1935. It’ll also excavate contaminated soil and take it off-site for disposal and pump all water that accumulates in the excavated areas into storage tanks and, ultimately, treatment. The site has significant petroleum, petroleum-related chemical, heavy metal, PCB, and volatile organic compound pollution. The site is part of the state’s brownfield program, which means the developer will be eligible for tax credits once the pollution cleanup is complete.

The non-retiring Carlos Carballada Carlos Carballada is kind of an enigma. Many people have never heard of him and couldn’t pick him out in a lineup. But in the worlds of commercial banking, city government, and education, he’s much more than well known: the 82-year old Carballada is a deeply admired elder statesman. Carballada’s success is a bit challenging to explain, partly because he’s so unpretentious. But Carballada’s accomplishments and his commitment to Rochester are almost immeasurable and go back decades. He held top positions in three of the area’s most prominent banks and was elected chairman of the New York Bankers Association. In the late 1970’s, he 6 CITY

was elected to the New York State Board of Regents and was later named chancellor, a post he held from 1991 to 1994. When former mayor Robert Duffy first took office, he turned to Carballada, making him his commissioner of economic development and a member of what Duffy called his dream team.

“When I got elected, Carlos was one of the top three people I reached out to,” Duffy says. “I wanted to build a team that had strengths that I didn’t have. I remember interviewing him, and he asked, ‘What makes you think I know anything about economic development?’ But I knew that what Carlos has probably forgotten about business, most of us will never learn.” Carballada was even Rochester’s mayor, though briefly: After Duffy decided to join Andrew Cuomo’s gubernatorial race and run for lieutenant governor, he appointed Tom Richards to take over as mayor. Richards, however, was forced

to resign so he could run for mayor in a special election without violating the Hatch Act. So he, too, turned to Carballada and made him acting mayor. In a span of about three rather strange weeks, Rochester had as many mayors, and Carballada was one of them. At the time, radio host and columnist Bob Lonsberry referred to him as a “footnote in Rochester history.” But that was hardly true; Carballada provided reassurance to a city hall and a public dizzied by what they were seeing in a time of general uncertainty. The country was still reeling from one of the worst


financial crises in decades, and Rochester, like much of Upstate New York, seemed to be stuck in a chronic malaise. “He has what some people refer to as the common touch, a quiet wisdom,” says Richards. “He was good at what he did, but not just because he could apply rigorous financial analysis. He could also get people to do things that needed to be done.” Carballada also has had an uncanny ability to navigate his way through multiple administrations relatively immune to the politics that accompanied them. “You have a certain amount of partisanship in politics, and image really matters to some people,” Richards says. “He never got into any of that, and I think that’s why so many people trust him.” After Lovely Warren won election as mayor and Carballada left City Hall, he was asked to head RIT’s Center for Urban Entrepreneurship to help get it started. And then last year, he was pulled back, this time by Warren to serve temporarily as deputy mayor for retiring Leonard Redon. Warren has since chosen former police chief Cedric Alexander to fill the job permanently. Carballada is continuing at City Hall through the end of June to support Alexander. Rochester wasn’t in the headlines

during the Great Recession like Phoenix, Las Vegas, and Detroit, where home foreclosures were engulfing whole neighborhoods, but this city faced its own problems. The Big Three – Kodak, Xerox, and Bausch and Lomb – were periodically shedding employees. And downtown was suffering from 30 years of decline. While city leaders around the country were busy conjuring up ways to convince corporate honchos to relocate their operations, Carballada advised Duffy to concentrate instead on those businesses already in the city. If they had a solid lead for an out-of-town business, they would certainly follow up on it. But getting businesses in Ohio or Pennsylvania to move here wasn’t a magic bullet for reviving the downtown economy, Carballada says. “My first priority was to keep what we had,” he says. “We have to see if we can help them grow right here, make more money, hire more people, and pay more taxes.” Carballada drew up a list of businesses in the city, and he got Duffy to agree to go out on what were essentially meet-and-greets. “I asked him if we could devote at least three afternoons a week, and he did,” Carballada says. “It caused an unbelievable reaction. Many of them could have packed up and gone anywhere they wanted. We wanted them above all to stay here. It was personal for us.” Duffy says he couldn’t have done this without Carballada. There’s no indication that it won’t happen, but moving from the announcement into implementation requires collaboration between multiple private and public agencies, which takes time. “I think all of us want to see the proof to that premise, that it is going to be the way it has been portrayed,” Carballada says. “It’s a lot easier talking about something like this, something of this scale, [than] actually doing it.” But he also offers a word of caution: “We should make sure that we are holding our officials to the fire about this issue,” says Carballada. “We should be constantly reminding them of the great announcements and enthusiasm and projections.” Clearly, one of Carballada’s biggest

worries about Rochester’s future is its public schools. Education is a long-time passion of his. As vice chancellor on the Board of Regents, Carballada, a banker at the time, was a strong proponent of giving parents public money in the form of vouchers that could be used at private and parochial schools. “I tried to introduce a test case for vouchers,” he says, “but at that time the powers that be didn’t agree.” Carballada insists that he is not advocating for school choice as much as he is a proponent of giving parents the ability to remove their children from failing schools. “For a long time, the children in many of our cities, including Rochester, have not received the educational opportunities they deserve,” he says. “That is our biggest responsibility in this life. In my judgment, the system of education that doesn’t give children hope and opportunities can lead them to what I call a life of financial slavery.” When speaking to parent groups, Carballada stresses the importance of reading and being in school with a minimum 95 percent attendance rate. He also encourages parents to mobilize and to be active in their schools because parent engagement drives improvement. Parents should focus their attention on helping students learn, and not on administrative matters. “Focus on education and not on the issues between adults, which in my view often have nothing do with the children,” he says. But he also says it’s unfair to encourage parents to take responsibility and advocate for their child’s future, and then deny them access to high-performing schools. continues on page 8 rochestercitynewspaper.com

This fits with Carballada’s business acumen: he sees parents and families as customers of the district, and the customer always comes first. Customer service has been a consistent

theme in his long career. Quality customer service is inexpensive to implement, he says, and when it’s done well it can be transformative, influencing perceptions and profitability. And in Carballada’s view there’s a kind of gestalt to it that begins with employees. “How do you engage people, and how do you get them motivated?” he says. “What is critical to understand about really good customer service is that you also need to service or help the employee. They’re connected. You can’t have one without the other.” When Carballada went to work for Duffy, he gave a lot of thought about how to improve Rochester and distinguish it from other cities, he says. Still new to city government, he saw that many cities struggle to varying degrees with the same problems: education, poverty, crime. What impact do city employees have on them? “With an organization of some 3,000 people, what if we as a group could collectively show our citizens that we’re not here to boss them and we’re not here to be after them about this or that – we’re here to help them?” 8 CITY

In a digital world that puts so much emphasis on hits, likes, and followers, Carballada insists that there’s still nothing comparable to harnessing the power of positive in-person experiences with customers. But some of his toughest skeptics were city employees, he says. During a meeting with the city’s building inspectors, he asked them to do a little basic math and tally how many people that they meet every year. The group estimated that together they had made more than 40,000 in-person contacts. “That’s almost one quarter of our population, and that was just one group of employees,” Carballada says. “Creating a different culture takes time. It takes time to help people understand that what they’re doing is important.” And now? “Retirement” isn’t a word

Carballada typically uses. Maybe that’s because he doesn’t get the chance before someone calls him asking for his help. “I want to stay involved with the city,” he says. “I have a number of people who have given me recommendations of what I should do, but I need some time to think.” It won’t be sitting down and doing nothing, though, he says; “You have to stay active if you want to be relevant.”

When waffle kingpin Adam Gold heard that the former Water Street Music Hall was available, he got on the blower with a quickness. Roughly seven months later and Funk ‘N Waffles — Gold’s eclectic venue featuring live music and a kitchen serving up a large selection of sweet and savory waffles — was here. But this wasn’t Gold’s first rodeo. He has another location at Armory Square in Syracuse. Syracuse; where it all began. Gold and his neighbor and best friend, Kyle Corea, were attending Syracuse University, where Gold was studying to get his undergraduate degree in film. In 2006, their junior year, Gold and Corea started a little business.

“We started throwing house parties,” Gold says. “And my band, Sweaty Pants, would perform. We’d come up with concoctions and Kyle would make waffles during the performance. They were eating to the beat and there was this funky waffle-y smell coming around. It was pretty exciting. “Soon, we were doing it every weekend. Eventually we entered a business plan competition our senior year. Even though we were studying film, we had this business plan, and we did really well in the competition. We were like, ‘We should try it.’” So they decided to stick around Syracuse and open up Funk ‘N Waffles’ first location in the Marshall Street neighborhood, near Syracuse University, to host “music and crazy waffles.” That was 10 and a half years ago. Funk ‘N Waffles opened its second location, the one in Armory Square, in 2014. And the original location near the university just closed last February, right as the business announced it would expand to Rochester.

Gold has lofty plans with music and crazy waffles for the new location at 204 North Water Street: music every night emanating from one of two smaller stages on the restaurant side, and five to 10 bigger shows per month on the Music Hall side. A few concerts have happened since late May, but things have been building to a big show on Friday, June 9, with George Clinton and Parliament Funkadelic, Sophistafunk, Root Shock, and Subsoil. Since the word of Funk ‘N Waffles coming to town hit the street, Gold says his talent booker’s phone has been blowing up. Shows with Rebirth Brass Band (happening Thursday, June 8), the Honey Smugglers, Primate Fiasco, and Aaron Lipp and the Slack Tones are on the club’s schedule. But Gold still emphasizes the importance of the food. “If we’re open, we’re serving food,” he says. This bodes well for musicians getting off a gig or for insomniacs, especially with

Nick Tahou relinquishing its late-night hours. Some of the food Funk ‘N Waffles has on the menu has reached cult status. The restaurant’s chicken and waffles and its Jive Turkey — essentially Gold’s translation of a Thanksgiving meal —were featured on the show “Diners, Drive-Ins and Dives.” “It’s great for a late-night crowd,” Gold says. “I know I used to head to Mark’s Texas Hots after I finished a show here to get a chocolate milk and garbage plate.” And Gold has inadvertently tested the Rochester waters: Gold brought waffles to Rochester in the early-aughts when a then-up-and-coming Giant Panda Guerilla Dub Squad played its weekly residency at Water Street Music Hall. “We brought our own waffle irons and batter and made waffles on site,” he says. “I never dreamed we could do something like this. I’m really proud of what we’ve built. I’m really excited to be in Rochester.” rochestercitynewspaper.com

The Brothers Blue come bounding out of the gate on the band’s new album, “Big Eyed Rabbit,” and the careening swirl of old-time joy doesn’t let up for the entirety of its 13 cool, cool cuts. It is all kept fresh and smooth with a constant pop of the bluegrasscharged rhythm clutch. You’ll hear a lonesome salvo sandwiched between a set of irresistible waltzes, or followed up by an accelerated, flat-picked 2/4 beat on cuts like “Ain’t Nobody Gonna Miss Me When I’m Gone.” These are all storied tunes of bygone history made legendary by pickers and grinners like Lester Flatt. The production is period correct but not antiquated. Born partly out of necessity and a willingness to embrace the unconventional, Matt O’Brian and the Great Blue Herons is rapidly turning into an actual band. I know, I know; it happens all the time: musicians get together, have a concept, figure out who will play what, and get a gig to ride the lightning to fame. But what grew out of a rehearsal tool quickly took a different direction and became another band entirely. Better known as the drumming thunder in reggae giants Thunder Body, O’Brian was minding his own business when a friend in Ithaca gave him an old drum machine. “It’s really old,” O’Brian says. “It’s called an Ace Tone. It’s a cruise ship drum machine, a one-man wedding band type thing.” Often, Thunder Body would rehearse the horns — Benton Sillick, trumpet; Abe Nouri, trombone; and Luke Norris, tenor saxophone — alone with O’Brian marking time with the rhythmic chop of his resonator guitar. They liked what they heard. And when he was offered a solo gig at the Bug Jar, O’Brian pushed to have the horns involved. Initially, the drum machine was being used during rehearsal to learn the lines to the songs, O’Brian says, “but we never considered

it a band. Thievin’ Stephen asked if I could do the solo thing, and I said, ‘Can I do it with the horns?’” Two days before the gig, the group was rehearsing and they settled on the name, Matt O’Brian and the Great Blue Herons. But let’s not forget about the drum machine. “I put it through a couple of pedals,” O’Brian says. “It sounds like it’s under water.” But O’Brian assures, while this sounds like it could be some of the dub spice and marinade Thunder Body sprinkles liberally on its own sound, it isn’t. “I kinda know what I’m doing because of that,” he says. “But personally, I don’t think this music is in the reggae or dub vein at all. The drum machine is just there to keep it grooving. It’s got a really shitty hi-hat sound. I call it the ‘splash.’ It’s just a metronome really. It’s not like we were having trouble grooving or keeping time. That first gig, the soundman put it through a DI and it had this huge bass while I’m playing this rhythm on the guitar we call African thumb ‘n’ strum. There’re no noisy drums or heavy bass guitar.” Conversely the band doesn’t cross the street to avoid the dub and lets the music take what it needs. Seeing this band live doesn’t necessarily refute what O’Brian says about the sound, but the songs do come across a bit

like dub or reggae songs — or at least they do during breakdowns or bridges when the bass, keys, and the majority of the percussion breaks for a few measures only to come back in full force for drama and effect. “This is just for the songs to sound how they want,” O’Brian says, “to groove as they want. I feel people can hear the words of the song versus when you’ve got a 10-piece band just crushing it.” And this big little band has no specific concept. “That’s what made it so open,” Sillick says. “That’s what made it so fun. It just sounds cool. I don’t care that I’m playing rock ‘n’ roll without a drum kit, without a bass player. Actually, it frees you up a little bit. When the beat isn’t moving, we can stretch things a little bit more and know that the drum machine isn’t going to lose one.” “It never screws up,” O’Brian adds. “It really kind of gets you entranced. The horns sound regal. You’re just sitting in it, ‘Ah, it’s so refreshing.’ It’s real basic.” O’Brian says it’s ready for the studio. “No need at all to polish it or make it shine,” he says. “It’s ready to go.”

The Rebirth Brass Band originates from New Orleans’ Tremé neighborhood, founded in 1983 by Kermit Ruffins alongside brothers Keith and Phil Frazier. The modern second line brass ensemble has been dubbed “a New Orleans institution,” and for good reason: the band combines traditional a New Orleans jazz sound with hip-hop, funk and soul. ROCKABILLY | REVEREND HORTON HEAT

While some purists may balk at The Reverend Horton Heat’s sacri-licious blend of honky-tonk, rockabilly, and punk speed, this type of hybrid vigor is precisely what propelled the styles to what we know today. It’s one-part right, two-parts wrong. And regardless of genre, the Reverend is one of the baddest of the bad guitar players alive. His shows are a relentless display of what an upright bass, drums, and guitar can really do. It’s muscular and mean. Art would treat you in a particular way in a divided society. But I had the same habits as now: just meeting people quietly and asking people about their lives, not so much talking about your own unless people asked you directly. You’d take your time and then slowly someone invited you in. In many of your images, particularly those from “Cocaine True, Cocaine Blue,” you’re shockingly immersed in high-tension scenes. Did you have trouble gaining such access to these scenarios?

Magnum photographer Eugene Richards has been creating powerful, challenging images of some of the most overlooked people in America and beyond since 1968. His approach to storytelling also involves getting to know his subjects deeply. While his striking images provide a poignant look at racism, poverty, addiction, violence, cancer, family, aging, and wounded veterans, incorporating their stories into his many books of images broadens the picture. In collaboration with the Nelson-Atkins Museum of Art, the Eastman Museum, through October 22, is presenting the first retrospective of Richards’ important work in photography, and screenings of his short moving-picture films. A series of events surrounding the exhibit are also planned; for more information, visit eastman.org. Richards was born in 1944 in Dorchester, Massachusetts. After tearing up his draft card and sending it back, he joined Volunteers in Service to America, a government program that aimed to assuage extreme poverty, in 1968 and embarked on his social reportage photography. While based in eastern Arkansas, Richards cofounded a community newspaper, Many Voices, which reported on black political action and the Ku Klux Klan. Since then Richards has published

17 books of photography and created seven short films that provide intimate looks at a range of challenging themes. His images bring us into the room with addicts shooting up; into the emergency room while medical staff rush to save the lives of victims of violence; through the streets of Manhattan in the days after September 11; and along the journey of his first wife’s battle with breast cancer. CITY spoke with Richards in advance of his exhibition opening. An edited version of the conversation follows. It’s not a lot of fun, some of these situations. First off, you have to remind yourself that you’re doing a job, so that sort of forces you forward a little bit. In the drug world, it forced you forward, because you want people to keep talking about the damage done by drugs. There’s always, always people who don’t want you around. You have to find some sort of sympathetic way in, and then decide what your job is. It’s very seldom a pleasant process, you just grit your teeth and go. In a sense, your work serves to affirm the existences of people living a hard-scrabble life that aren’t our picture of America in the media. But how did you develop a faith in an audience for heavier subject matter among people who don’t have these experiences?

CITY: How would you describe your objectives as an artist and social documentarian? Eugene Richards: Going back, initially you don’t

have one. It sounds strange, I guess, but life sort of happens to you. My direction came when I was in college and having to confront the Vietnam War, trying to understand the nature of conflict and what our role is in it. Our responsibility. And I think out of that came questioning, and that’s carried on since then. Ultimately I think the objective, in one way or another, is keep the focus on issues of human responsibility and on people who don’t get much attention.

How do you get people to look at it? Not very successfully. I think there is a very small space for the kind of things we’re talking about, in the media or in people’s attention span. And I think that’s because if you look at work like this or you read books, you find yourself not knowing what to do. More people live on the other side of the line than on the side that we’re part of. When you travel, even in this country, you see that there are more people having a tough time of it. I become very aware of that when I come home, because I live in a nice house in a nice neighborhood, but you never lose the fact that the bulk of people out there have a different kind of life. That’s the conflict. And you can’t preach that, especially now with so much media — people get irritated. But aside from getting irritated, they’re forgetting that it’s true, that incredible numbers of people have quite difficult lives. It’s a very hard time to try to express your feelings without putting massive guilt on other people. And that’s not the intention. The intention is to share lives.

In the beginning, how did you gain the trust of your subjects?

Has there been a particular response from your viewership that heartened you regarding your work?

My initial photography was of people who lived down in the Arkansas Delta, kind of a segregated place — not legally, but in fact. It was the year after Dr. King was killed. We were just trying to provide legal services and food. But when the camera time came it was very tenuous, and the people were very shy. You had to be careful you didn’t exploit your position, because people

The only thing that’s ever heartened me is the people in the pictures — that they’re okay about them and all the text. It doesn’t get any better than that, when people feel that you get it right. People can come after you, say you’re too graphic, too down, but the biggest excitement for me is when the subjects say the material is right. that he can trust is family, and soon grief, escalating paranoia, and ever-shifting power dynamics begin to cast doubts over the other family’s motivations and what they might be hiding. Kris Fenske’s menacing sound design keeps us on edge, while the stunning cinematography from Drew Daniels calls to mind the original “Blair Witch Project” in its ability to make night feel like honestto-God, pitch-black, terrifying night. With Daniels’ expert work, Shults demonstrates a remarkable ability to prey on our fears about what danger lies just beyond our sight. Sure, there are some easily-anticipated plot points, but really, there are only so many ways for survivalist thrillers of this type to play out. The film more than makes up for any familiarity with an expertly-crafted sense of dread and perfectly-pitched performances. Through it all, Shults keeps things grounded in real human emotion: facing the death of a loved one or the moment when one realizes your parents might not know everything after all. As in “Krisha,” Shults is fascinated by the limits of family bonds, probing situations where our familial connections can either provide the strength to soldier on or bring the entire world crashing down around us.

with a different (and decidedly more uplifting) tale of human and animal relations in “Megan Leavey.” The film focuses on the real-life story of Leavey (a wonderful Kate Mara), a wayward 20-something who finds redemption through the bond she forms with a bomb-sniffing military combat dog. As the film opens, Megan is adrift, still reeling from the death of her best friend and suffering under a strained relationship with her mother (Edie Falco) and stepdad (Will Patton). She barely sees her birth father (Bradley Whitford), and once she’s fired from her dead-end job, there’s little attaching Megan to her small town home. So Megan impulsively enlists in the Marines and heads toward a military base in the hopes of finding some sort of purpose. But Megan’s path still isn’t smooth, and it’s not until she meets Rex, a German Shepherd member of the Military Police K9 Unit, that things begin to fall into place. Megan finds a calling as we follow her and Rex through training and deployment to Iraq, where they make a formidable team until an injury separates them. As Megan struggles to re-enter society after returning home, she fights to be reunited with her canine companion. There’s plenty of opportunity for this material to turn saccharine, and though the film isn’t without its predictable patches, Cowperthwaite’s restraint and sure hand behind the camera allow the story’s genuine emotion to shine through. Troubling Airwaves

A country-and-western radio station in Benson, Arizona (near Tucson), owned by Paul Lotsof, has periodically run “public service announcements” about one of Lotsof’s pet peeves: the harsh sentences usually given to mere “collectors” of child pornography. Many, he believes, are non-dangerous, daydreaming hermits — but often imprisoned for long stretches. Thus, his PSAs publicize tips for avoiding the police, such as saving child porn only on an external computer drive (and hiding the drive securely). Despite recent community outrage (causing Lotsof to retire the announcements), he remains defiant that, since he personally avoids child porn, he is merely exercising a free-speech right.
