Paris and the politicization of climate

The president has made a promise to the US coal industry: “It’s coming back; you better believe it’s coming back!” Coal is not coming back. His decision to leave the Paris Climate Accord won’t change that. And while climate change will continue to be a problem despite the Accord, rather than being a part of something that starts to push the needle in the right direction, rather than participate in a plan that was basically written around US involvement, the president has chosen an easy domestic political victory. His action was designed to pander to people in his base, who simply want to thumb their noses at the “elites” whenever possible and at any cost. There are costs for inaction on climate change, and they aren’t just for environmentalists. Everyone will suffer. Everyone will suffer from sea-level rise, ocean acidification, plant and animal extinction, and rising temperatures. Your kids will suffer from volatile weather patterns, sickening air quality, global crop failures and famine, droughts, and floods. But at least they’ll have coal to shovel and burn. Why is this even a political issue? There are fewer than 70,000 jobs in the coal industry, compared to more than 340,000 jobs in wind and solar. Renewables represent the fastest growing energy sector, and the president’s assertion that leaving the agreement is good for the economy is false. During Obama’s

tenure, US carbon emissions decreased while the economy strengthened, and both GDP and employment increased. During the last presidential and vice presidential debates, not a single question was raised on the topic of climate change. Not from the perspective of environmentalism, when the air and water are becoming toxic around us. Not from the perspective of the economy, when the US has the opportunity to be a leader and innovator in the Green technology boom. And not from the perspective of national security, when we witness sea levels starting to threaten coastal habitation and populations of people being displaced. If we really can’t even escape the politicization of the obvious and observable, then perhaps Trump’s decision to leave the Paris Climate Accord will finally put sustainability on the ticket in 2020. Social Security still threatened

A very important recent news item, which did not appear in very many US newspapers, is that President Trump’s budget director, Mick Mulvaney, tried to convince Trump to include big cuts to Social Security retirement benefits into his proposed 2018 budget. Fortunately for millions and millions of us seniors, Trump said “no.” We should all be concerned about this, and we need to make all Americans aware of this danger. Mulvaney is well known for having said that he believes that Social Security is a “Ponzi scheme,” that it is “unconstitutional,” and that it should be abolished. There are many other “conservatives” in 2017 America who oppose Social Security. These people will not stop trying to cut our benefits. I am not a big fan of Trump, but I do appreciate him for standing firm (thus far) on this vital issue. STEW EPSTEIN

Schools can’t do it all – no matter what we think “What we know,” Pedro Noguera told an audience of teachers, parents, and community members at East High School recently, “is that when poverty is concentrated, schools almost always fail.” Almost always fail. Almost every one of Rochester’s public schools has a high-poverty student population. And most of the students in most of those schools are struggling academically. And yet many of the non-poor in the Greater Rochester area – elected officials, business leaders, average citizens – blame the schools: the teachers, the principals, the superintendent, the school board. And so, the importance of Pedro Noguera’s message, and his visit. Noguera, who is an education professor at UCLA and the author of numerous articles and books on urban education, spent a couple of days in Rochester earlier this month, talking with the staff at East High and giving an evening talk focusing on concentrated poverty’s impact on urban schools. He was brought here by the University of Rochester’s Warner School of Education, which is managing the school. Among the few public officials in the audience was City Councilmember Elaine Spaull. Talking with me about Noguera’s speech the next day, Spaull said she wished every elected official in the county had been there. Me, too. Because until the broad community recognizes that the primary problem is poverty – not teachers, principals, superintendents, or school board members – the problem will get worse. Dealing with Rochester’s extreme, concentrated poverty won’t be easy, and it sure won’t be cheap. It will take extra resources – education and non-education resources. Reading teachers, smaller classes, revised curriculum, teacher training. Social workers, health-care professionals, you name it. Because concentrated poverty has a terrible impact, on neighborhoods and on the physical and mental health of adults and children in those neighborhoods. An abundance of research says that’s the case. Ignoring the impact of poverty is no less ignorant and irresponsible than ignoring the impact of climate change. We don’t give schools money to address the problems that concentrated poverty causes, Noguera said: “We keep thinking that schools can solve the problem of poverty by themselves.”

“We’re expecting schools and teachers to be counselors, to take on jobs that they’re not trained to do,” he said. “And we blame the teachers and the schools.” And when a school fails, “then we say: Just get rid of it.” Or the state threatens to take over the school – as if, Noguera said, state officials know what needs to be done but they’re holding back, just waiting, and watching children fail. “This is an American problem, rooted in our history,” Noguera said, “rooted in the structure of our society.” Canada doesn’t have this problem, he said. “Cross the border, and you’ll find that Canada has figured it out.” Cross the river from Detroit and go to Windsor, Noguera said, “and you’ll find a stable, thriving black community.” “There has been a deliberate disinvestment in urban schools in this country,” Noguera said. And it’s not as if we don’t have enough money. Within a year after Katrina, New Orleans’ Superdome was back in operation, Noguera noted. “The Lower Ninth Ward didn’t get a school open for 10 years. Why? Because we love football more than we love children.” “Belle Glade, Florida, produced more National Football League players in the last 40 years than any other place,” Noguera said, “because we care about football.” Belle Glade could produce more engineers than other places – if we cared more about engineers. “We have to stop pretending that we’ve done all we can,” Noguera said. “We haven’t. MCC increases students’ tuition

Monroe Community College’s instate students will see a tuition hike of $180 when school starts in the fall. Students who enter and remain full-time students and maintain a minimum 2.0 grade-point average would not have a tuition increase in their second year.

District failing special education

A report commissioned by the Rochester school district called its special education programs “profoundly broken.” Among the report’s findings: there has been a sharp increase in the number of special education referrals during the last three years, teachers and administrators are overwhelmed by regulatory paperwork, and young black male students are disproportionately referred to special education for behavioral problems.

Lower Falls site led to freedom

The National Park Service included Kelsey’s Landing, north of the Lower Falls near Maplewood Park, as an official site in the National Underground Railroad Network. Escaped slaves often boarded cargo ships at the Landing, bound for Canada and eventual freedom.

Rochester gets energy honors

News

The state certified Rochester as a Climate Smart Community, recognizing efforts to cut energy use and carbon emissions. The governor’s office cited efforts to make government buildings more efficient, Rochester’s bike infrastructure plan, and the Public Market expansion. The state also designated Rochester as a Clean Energy Community, citing the installation of public electric vehicle charging stations and its efforts and partnerships to boost solar power.

Rochester district eyes a neighborhood school

The Rochester school district is considering converting School 17 into a strictly neighborhood school. If that happens, this would be the first time in about 15 years that a city school would draw students solely from its immediate neighborhood. (The boundaries haven’t been determined yet.)

Landfills taking fracking waste

A report by Environmental Advocates of New York said 608,646 tons of fracking waste from Pennsylvania were sent to New York landfills between 2011 and March 2017. That’s up from the 460,000 tons it tracked for a 2015 report. New York banned high-volume hydraulic fracturing, but the State Department of Environmental Conservation has allowed New York landfills to accept fracking waste from out-ofstate wells. Senator Brad Hoylman and Assemblymember David Buchwald, both Democrats, have introduced legislation to ban the waste from New York landfills.

The school board will discuss the possibility at its June 15 meeting and will likely vote on the conversion in a special meeting sometime in July. School 17, a prekindergarten through Grade 8 school in northwest Rochester, would be exempt from the district’s school-choice policy, which divides the district into three geographical zones. Families are supposed to choose from schools in the zone in which they live. The state has designated School 17 as a “receivership,” or lowperforming, school. Making School 17 a neighborhood school could help the district improve student achievement, says Superintendent Barbara DeaneWilliams. If parents don’t want their children to go to the school, she will consider exceptions on a case-bycase basis, she says. The district isn’t considering converting any other schools

to neighborhood schools at this time. Board member Willa Powell says she opposes a conversion of School 17. She says she’s not against neighborhood schools but that there’s no reason to carve out exclusions to the district’s school-choice policy. Deane-Williams is conducting a study on the policy, which has been controversial. Many residents have pushed for a return to neighborhood schools. But it’s not that simple; many schools don’t have enough children in their neighborhoods to fill them and others have too many. Powell intends to propose that Deane-Williams’ study include consideration of a regional school, similar to what the Great Schools for All group has promoted. The school would draw students about equally from the city and suburbs.


Currently, when a civilian files a complaint about the actions of a Rochester police officer, that complaint is investigated by the Police Standards Section of the Rochester Police Department. The Civilian Review Board reviews the findings, but it can’t investigate the complaint.

Police-review leaders want change Leaders of the Center for Dispute Settlement, which operates Rochester’s current police oversight process, believe the process needs major improvements. And they say they would support having a neutral, trained, outside investigator or agency handle investigations of civilian complaints against police involving shootings or personal injuries. This is significant, because City Council is currently reviewing the police oversight process. Spurring Council’s work: controversy around the treatment of Rochester teenager Rickey Bryant last summer and an April report criticizing the oversight process, prepared for two citizens group, Enough Is Enough and the Coalition for Police Reform. Bryant says officers responding to a crime report knocked him from his bike and beat him, seriously injuring him. Bryant wasn’t subsequently charged. City Council has subpoenaed records related to Bryant’s case, and it’s reviewing them now. This is the first time in the history of the civilian review process that Council has used its subpoena power. As part of its broader look at police oversight, Council president Loretta Scott and Public Safety Chair Adam McFadden

want Council to hire the Center for Governmental Research to study the review process. A vote on their request is on the agenda for Council’s June 20 meeting. Currently, when a civilian files a complaint about the actions of a Rochester police officer, that complaint is investigated by officers in the Police Standards Section of the Rochester Police Department. The police chief then reviews the complaint and the PSS investigation and decides whether or not to uphold the complaint. The PSS investigations are then reviewed by the Civilian Review Board, trained civilians who serve on panels operated by the Center for Dispute Settlement. But the Civilian Review Board can’t perform investigations on its own. It simply reviews the PSS investigations. The chief’s findings are the official ones, not those of the Review Board. In recommendations to Rochester Mayor Lovely Warren and City Council in October, Sherry Walker-Cowart, then president and CEO of the Center for Dispute Settlement, and Frank Liberti, who now holds those positions, listed eight changes they believe should be made. Among them: that the Civilian

Rochester, get ready to ride share If all goes according to plan, Uber and Lyft will take to Rochester’s streets starting June 29. That’s the date ride sharing will become legal in New York, capping a multi-year legislative and public relations saga. Uber and Lyft have made it clear that they expect to have drivers on Rochester’s streets that day, picking up passengers who’ve punched the pertinent info into either company’s app. Both companies say they’ve already recruited a few thousand Upstate drivers; neither has released a specific count by city or by the broader region. According to a city spokesperson, Uber drew about 250 people to a job fair at Rochester City Hall May 31. Lyft representatives say the company plans to hold recruitment events in the coming days or weeks. In other words, the rubber is finally meeting the road for Upstate ride sharing. Nobody really knows where this modern take on the taxi industry is headed with its frantic, workaholic, tech start-up culture and its brash, entrepreneurial corporate mentality. But Rochester’s now along for the ride. Ride sharing supporters talk about the industry’s potential to create jobs and boost economic activity. Mayor Lovely Warren, an ardent supporter, says that increasingly, ride sharing is something millennials and business people demand – especially those coming in from out of town or who court clients and talent from other places. In short, ride sharing will help Rochester compete with other cities, Warren says. “To be able to provide these options, not only for job opportunities but also for those that are looking for ways to get around safely, is something we want to be able to offer our citizens, and we’re thankful that the state has given us the ability to do that,” Warren says. Visit Rochester CEO Don Jeffries, who spoke during a roundtable on Uber that City Hall held the same day as the job fair, also believes ride sharing will help the city compete. When his organization bids to bring various large meetings and conferences to Rochester, he said, one of the first questions it has to answer is whether Uber and Lyft are available in the city. 6 CITY

an investigation into sexual harassment complaints, and it ordered another 30 workers into training. And neither Uber nor Lyft has ever turned a profit, though Lyft is closer, according to media reports. As ride sharing speeds forward, Rochester and New York State are going to have to deal with some critical issues. These are matters of fairness that in some instances will affect people’s jobs and in others will determine whether some residents can even access the new transportation services. Uber’s Android app, shown here, recently teased that the service was on its way to Rochester.

State lawmakers and regulators punted on

“We’re automatically at a disadvantage,” Jeffries said. But ride sharing also comes with some problems and, in the case of Uber, some baggage. Uber has been accused of treating its drivers poorly; they’re independent contractors and not employees. It’s dealing with a few scandals, too: it just fired 20 corporate employees as the result of

any requirement for drivers to serve people with disabilities, particularly those who are not able-bodied. Instead, the law set up a task force, which will provide transportation network companies with recommendations for making their services more accessible. Ericka Jones, systems advocate with the Center for Disability Rights, says the state has a history of forming these sorts of boards, but it doesn’t always listen to

As ride sharing speeds forward, Rochester and New York State are going to have to deal with some critical issues. the disability community and often don’t result in substantial change. “If I could make a broader plea to the community, I would just ask them to look at the bigger picture here,” Jones says. “Why would we support exclusion in our community when we already have that in so many other portions of the community?” Uber and Lyft do reach out to the deaf and blind communities, and they instruct drivers to accommodate people with walkers, folding wheelchairs, and scooters under threat of contract termination if they don’t.


The drivers are also supposed to accept riders with service animals, though a growing number of news articles detail instances where those riders have been rejected. And potential riders with motorized wheelchairs may have difficulty accessing Uber or Lyft rides, Jones says. “That’s creating a hierarchy and a divide in our community,” Jones says. Drivers in some cities with ride sharing have outfitted their vehicles to be more accessible. Jones rode in one during a visit to Washington, D.C., she says: a minivan or SUV with an automatic ramp installed in it, so riders could wheel up through the rear gate, she says. In Philadelphia, Uber offers drivers incentivized leases on modified minivans as a way to boost its service to riders with wheelchairs. Jones says she’d like to see the companies offer some sort of incentive for accessible vehicles in New York. “There are solutions, and they’re not terribly costly,” she says.

the local taxi laws, and they hope that the city rolls back some regulations and fees, she says. Changes of that nature could help make the taxi industry more viable, she says. During the May roundtable at City Hall, Uber’s New York policy director Josh Gold told the drivers that ride sharing should help their business, since Uber’s often-stated goal is to lessen people’s reliance on personal car ownership. “You have people start to make

choices about whether or not they need, a family needs, that second car,” Gold said during an interview before the May 31 roundtable. “And you’ve got more people moving into downtowns without even purchasing a car, and that grows the pie for other modes of transportation, like the bus system, like bike sharing. It presents new opportunities for cities to think about pedestrian use, but also presents opportunities for taxi drivers.” But the local taxi drivers and their

allies don’t buy that argument. There aren’t enough customers in the city to support the taxis and potentially thousands of Uber and Lyft drivers, so someone is going to end up losing work, Sobczak says. And she fears it’ll be the professionals. “It is cheaper, but the thing of it is, you pay for what you get and you get what you pay for,” Sobczak says.

Taxi drivers and companies, as well

as their labor allies, say competition from Uber and Lyft isn’t their major concern. It’s that they aren’t competing on a level field. Rochester’s tax drivers have to abide by a strict city ordinance that restricts everything from the rates they can charge to the types and colors of vehicles they can drive. They have to be licensed by the city, and they have to pass a comprehensive criminal background check that includes fingerprinting. Between licensing fees and insurance, each driver faces about $5,000 a year in costs, not including things such as fuel and maintenance, says Shirley Sobczak, a Workers United Rochester Regional Joint Board organizer who’s advocated for Rochester taxi drivers. Under the state’s new laws, Uber and Lyft have to carry insurance that covers any in-service driver for up to $1.25 million. Drivers will need only a valid New York drivers’ license, and they won’t have to pay for any additional credential. They’ll also have to pass a criminal background check performed either by the ride sharing company or its contractor, but they won’t have to be fingerprinted. The regulations also require ride sharing apps to show any charges up-front. Sobczak and taxi representatives plan to meet with city officials to examine

He talked about the importance of teaching children in ways that excite them, that nurture their innate curiosity and interest in learning. And he talked about the importance of training. In our teachers colleges, “we don’t produce great teachers,” he said, “we produce great novices.” We don’t take the least experienced doctors and have them handle the most difficult medical cases, he said, but we often put the least experienced teachers in the schools with largest concentration of challenged students. There is no question that the Rochester school district’s administration, its teachers, and its principals need to improve. In a Democrat and Chronicle article last week, we learned of yet another example of unconscionable failures, this time in the district’s special education program. But this community can’t let such reports mask the root of the problem. And it can’t insist that the district fix its shortcomings without accepting responsibility to deal – in a meaningful way – with the problem of poverty. Following Noguera’s talk, a panel consisting of academics and an East High parent offered their reaction and their personal experience. In her remarks, East social studies teacher Gloribel Arvelo-Park painted a devastating picture of the career she has chosen. “We are struggling to do it all,” she said. “How do we help students at East who come with a third or fourth-grade level education, students who have to take exams four or five times? How do we deal with all of this? How do we sustain it?” “Some days,” she said, “I have 50 percent of my bilingual students show up. They have to babysit for Mom, who has to go to work. They have to find a job to help support a family.” “These are my challenges,” she said. “These are the challenges of my colleagues.” “I come ready every day to do everything,” she said. And: “We welcome any advice.” Struggling to do it all. If those of us outside of the school walls continue to insist that the district has to do it all, tens of thousands of children will continue to fail. That’s irresponsible, and it’s immoral. Rochester, Pedro Noguera said, needs civic leadership on this issue. “You have a university that has set an example,” he said, referring to the University of Rochester’s partnership at East. The other universities, the churches, businesses: all need to step up. Well, we’ll see whether they do. We’ll see.

Once summer hits, my wallet suddenly develops a sink hole. It’s beautiful outside, and it’s natural to want to do everything. Staying on budget, though, becomes nearly impossible, so when you’re strapped for cash but still want to go out and play, it raises a question: can $20 pay for a night out in Rochester? In this new series, CITY will test how far a cheap night out will take you in various Rochester neighborhoods. We’ll report back on where we went, what we drank, and how much we spent. Keep an eye out for more of these Cheap Drinks segments over the coming months. For the first entry of the series, we decided to check out Neighborhood of the Arts. NOTA has become more of a destination over the last few years with the addition of Three Heads Brewing, Nosh, and Fiamma Centro. With a plethora of places to sit outside in NOTA, it made sense to start early and enjoy the sunshine for happy hour.

First stop was Three Heads (186 Atlantic Avenue), which has a giant patio, complete with cornhole boards, and typically there’s a food truck parked outside. I ordered the Red Creek Sour (4.5 ABV) — most of the $5 beers are 16-ounce servings, with the exception of the higher ABV beers, which are served in 13-ounce glasses. You can also order any four 5-ounce samples for $8. Spent: $6 ($5 plus $1 tip) Money left: $14 Drink count: 1 Next up was Starry Nites Café (696 University Avenue) situated right where Atlantic and University Avenues meet. In addition to coffee, Starry Nites has a beer and wine selection, and I settled on a Dogfish Head SeaQuench Ale (4.9 ABV) which has now become my beer of the summer. (Sorry, Bud Light Lime; don’t you judge me, beer snobs.) It’s a sour ale with

lime peel, black limes, and sea salt, and it is refreshing as hell. The café has plenty of tables outside, and it’s a perfect spot for beer drinking and people watching. Spent: $5.50 ($4.50 plus $1 tip) Money left: $8.50 Drink count: 2

then ordering just the single Genny leaves you with $4.50 in your pocket to spare. The Bachelor Forum has outdoor seating as well as darts and a pool table. Spent: $9 ($8 plus $1 tip) Money left: $0 Drink count: 5

We headed across the street to The Bachelor Forum (670 University Avenue), the oldest gay-owned and operated bar in Rochester — and here’s where things got real. After being greeted by local drag goddess Poison Waters, who just happened to be sitting outside before a show, we went inside to order a drink. Realizing that my funds were quickly depleting, I ordered a Genny (4.5 ABV), and the bartender asked me if I wanted to do the “three for two” special; for a girl on a budget, this seemed like an obvious yes. However, it would put me 50 cents over my goal. Guys, obviously I did it, but if you want to stay under the $20 mark

With his project Bleachers, Antonoff finds influence in 80’s-style synth-pop and pushes it into anthemic territory — big, fun hits that will make you dance in your car, alone in your room, or at a party. Bleachers just released its second album, “Gone Now,” and if you listen to pop radio at all, you probably already know all the lyrics of “Don’t Take the Money” by heart. Local Americana band The Crooked North’s self-titled debut album is a rootsy tapestry of heartfelt songs that sound better with each subsequent listen. Mike Brown’s production is flawless, giving the music an added fullness and warmth that is paradoxically chill-inducing. The tender, balladeering track “Where We Are” showcases the resonant, lilting harmonies of husband and wife duo Ben and Rita Proctor (playing banjo and mandolin, respectively); and the uplifting everyman anthem “Till I Hit Water” finds guitarist Jon Itkin spitting grittier, countrified vocals over a backdrop of highly danceable bluegrass. If you wish Nickel Creek had stuck to the more traditional sounds from its early, self-titled album, the folksy, Itkin-fronted “River Colorado” and the wistful “Foolish Builder” (led by Ben Proctor) should satisfy. Devotees of Alison Krauss and Union Station will have plenty to sink their teeth into as well. The Crooked North will play a CD release party on Friday, June 16, at the Record Archive (33 1/3 Rockwood Street). Rochester singer-songwriter Jon Lewis has mastered the art of catchiness. Drenched in sunshine, “Exquisite Corpse” is an enjoyable set of smooth, mid-tempo rock and pop that defies you to keep your toes from tapping. Lewis’s laid-back voice is easy on the ears, characterized by the kind of heart-on-the-sleeve, indie sensitivity that make the vocals of Death Cab for Cutie’s Ben Gibbard so attractive. Lewis’s words seem to invite the listener to reconnect — with him, with friends nearby, with anyone who’s feeling the love — set to a dreamy soundtrack that will resonate with “classic rock” fans of the Neil Young variety. “Exquisite Corpse” is somewhat diminished by stylistic repetition. The first half of the album does little to differentiate itself from one song to the next. The album rewards the patient listener, however, and comes into its own with the sweetly seductive “All Nighter.” Other highlights include the rich, retro harmonies on “Window,” the subtle intensity on “Spotlights,” and the crunchy romance of “Take What You Need.” An album release show for “Exquisite Corpse” will be held at Abilene Bar and Lounge on Saturday, June 17. The Flood FOR THE BAND’S MUSIC, CHECK OUT THEFLOODBAND.COM

The Flood is a subtle blend of roots styles and genres that make up a multi-layered sound. It’s personal and specific to this Rochester quartet, yet they don’t know what to call it. Keyboardist Josh Massicot punts. “Americana,” he says without thinking twice. ”Well, we’re calling it Americana because we don’t know what else to call it. I know it means a lot of things to a lot of people.” Frankly speaking, naming a band and shoehorning it into a genre or style is a dying art … no, it’s a dead art, actually. The only thing that matters is how it sounds and how it arrived there. However, labeling The Flood Americana isn’t totally inaccurate. “Everybody is a Broken Heart” is the band’s new record and its second in what will hopefully be a string of storied releases. The sounds are traditional and well-balanced and lush, introspective, and pretty. The album’s opening track, “Angeline,” is a fantastic, bordering-onepic number, with the lyrics playing the part of a timeline guide and storyteller. Things then slide into an Allman Brothers Band-type jam on the 12 CITY JUNE 14-20, 2017

next cut, “Can’t Let Go.” Regardless of influence — implied or real — it all starts with principal songwriters Massicot and singerguitarist Eric Carlin. “Eric and I were working independently of each other,” Massicot says, “but then we started woodshedding some of our songs as a duo. They all started pretty simple, like cowboy songs.” The simple chording and nurturing gave way to songs of myriad groove, tone, and individuality. It was up to the band — Massicot, Carlin, bassist Justin Rister, and drummer Matt Bevan-Perkins — to decipher and mold it into what The Flood ultimately sounds like. “Because we all come from different backgrounds — the challenge of the band,” Massicot says, “is discovering how we can explore all these interests we have musically and start to sound like us and be cohesive as a whole.” According to Massicot, The Flood is constantly conscious of keeping the two melody instruments, keys and guitar, in check. “Eric and I are trying to write songs and still leave space for each other,” he says. “We love improvising, playing, and jamming. A lot of what was captured on the record — it’s all live tracked. We cut it over a weekend then we came in later and did the vocals and a few overdubs. The challenge for us in the studio was to get that sort of heightened awareness: listening to each other

but not becoming self-conscious.” “Everybody is a Broken Heart” producer Dave Drago (1809 Studios) did a bang-up job making the comfort apparent so the band could do its thing. Drago also put his foot down a couple times. Often a band will enter the studio with more songs than it needs, only to whittle it down to the absolute essential cuts. “We originally were going to have seven songs,” Massicot says. “And Dave said, ‘Fuck that. They’re all good.’ He felt as strongly about the songs as we did. All of them had been banging around for a while. And we had a few songs that were pretty green and we were like, ‘Let’s see what happens.’ “Eric and I come from two very different places as songwriters, and the band is great at taking songs I’ve written that might be in the Bruce Hornsby realm and throw them into a more of a rock, jam, aggressive place that I might not send them to. Eric’s got a thing for blues and guitar-riffed music, and it’s fun pushing him in the other direction, paring the songs down.” But above all, Massicot says, The Flood’s demands are small. “The songs we’re writing speak rather plainly,” he says. ”We just want to make art.”

Los Lobos is the epitome of a cultural melting pot. The band blends American roots music, rock, and blues with Latin styles, including cumbia and norteño, to create a broad-based sound of its own. Established in 1973, Los Lobos topped the charts a decade later with a cover of “La Bamba” while its other tunes, like “Wake Up Dolores,” completely hypnotize the ears. The band itself is remarkably intact, with nearly all of its members remaining from its original lineup. Los Lobos is a shoo-in for the Rock and Roll Hall of Fame, so this show is a must see.

During its all-too-brief initial run, Vekora was always one of the Rochester’s best-kept secrets. Its only full-length record, 2014’s “Vekora,” is a sprawling yet cohesive mission statement, blending The Appleseed Cast’s sense of atmosphere with the grandiosity of Brand New and Circa Survive. Vocalist Alexandra Wendt is an equally commanding and breathtaking presence on the album, sinking to sub-basement lows before rocketing up to soaring leads as the band cascades around her. If you missed Vekora the first time around, the band is marking its June 14 performance as a return show, and it’s working on a new album (check out the band’s Facebook page for a link to an Indiegogo funding campaign).

Rochester Brainery Gallery Coordinator Jason Barber continues his curation of women-centric shows this month with Brittany Williams’ “Ascension.” Not only is the solo show by a young woman artist, but it exclusively features gorgeous portraits of young black women. The show’s title refers to Williams’ rising star in the art world, but also alludes to the inspiring, optimistic tone in each of the portraits. Williams, who is 27, was featured in CITY’s 2014 Emerging Artists cover story, and was selected to be a muralist for WALL\ THERAPY’s 2015 summer festival, for which she created her first-ever mural at 488 Joseph 14 CITY JUNE 14 - 20, 2017

Avenue (this work, “Blooming Mind,” is represented in “Ascension” with a photograph and the concept sketch). She was part of a small group that traveled to Berlin in 2016 with WALL\THERAPY’s artist exchange, where she created another mural and took part in a group art show. She has since put up more murals around Rochester with the Roc Paint Division crew, a grassroots organization that employs Rochester youth to beautify different neighborhoods. “Ascension” includes 11 acrylic portraits and several sketches for some of the finished pieces, which showcase Williams’ deft draftsmanship. It’s always fascinating to get a peek into the preparatory process of any artist, but I’m not overstating it when I say Williams’ drawings are stand-alone works of art in their own right. Each of the paintings and sketches feature the head and sometimes shoulders of a black woman, with an emphasis on warm, radiant melanin over sculpture-worthy bone structures and the weightless architecture of hair flowing and floating free or artfully bound into tight braids and twists. While many of the portraits are straightforward, simply gorgeous renderings

of beautiful women, there’s an inescapable hint of the political in Williams’ focus on black hair — if only because in 2017 black people are still challenged in the classroom, workplace, and on the red carpet for proudly showing off natural hair or for wearing styles that, when sported by white people, are considered to be hot trends. Williams’ focus on manes, curls, braids, and locs is ongoing — her 2014 show, “Hair Don’t Lie,” combined two of her interests, hair and basketball, in a series of portraits on NBA players’ hair. In two untitled paintings, Williams’ subjects turn entirely away from the viewer, their braided and twisted hair becoming 100 percent the focus, and their solar skin is switched out for cool, shadowy steel tones set off by the acidic neon backgrounds. In each of these pieces, Williams has built up detailed studies from dark silhouettes with layer upon layer of increasingly light, fine brushstrokes. And the delicate contours of each painting are set in perfect contrast to the flat backgrounds and a simple golden hoop in each ear. Aside from these two works, Williams’ subjects more or less face the viewer or stare off to the side into some dreamy, private middle ground, each holding a contemplative, at-ease, powerful gaze. She underscores this point by titling her work accordingly with names like “Gaze” and “Solitude.” Many of the women are adorned stylishly with playful, retro squiggle patterns, or with two of Williams’ favorite symbols: flowers and Monarch butterflies. Floral details adorn or conceal, as in “Behind the Bliss,” in which a pair of doe eyes assess and dazzle the viewer from behind a burst of white roses and critically arched brows. Monarchs cover the mouth of one young woman in the yellow version of Williams’ “The Butterfly Effect” series, perhaps alluding to the powerful impact, for better or worse, of our words in this world. In the blue version, the bugs obscure the eyes of the subject, cramped beneath her glasses and turning her lenses into stained-glass windows. And in the red version, the butterflies emerge from beneath the subject’s shirt, as if emerging from her heart, and she turns her face to consider one that’s already taken wing off to the side. Williams’ inclusion of blossoms and butterflies as symbols of growth and transformation are reminiscent of her past works — where these details literally pour from the open heads of subjects or from behind their mask-like faces — but these fresh takes have a more polished impact. These new paintings are portraits of quiet, contemplative grace; youths with an underlying potency on the precipice of self-actualization. A closing reception for “Ascension” will take place on Friday, July 7, from 6 to 8 p.m.

ART | “WEAR ORANGE” Rochester Institute of Technology’s Gallery r joins the ranks of thousands of combined people, communities, and organizations across the country taking a stand against gun violence with the opening of “Wear Orange: Art to Action.” The exhibition is dedicated to National Gun Violence Awareness Month and features “The Mother’s Dream Quilt Project,” a series of quilts created by various communities in remembrance of victims of gun violence; “It Takes Us,” a photo series created by New York City artist Joe Quint that shares the stories of gun violence survivors; and memorials made by the Rochester Gay Alliance for the victims of the Pulse Orlando shootings. After the 2013 death of Hadiya Pendleton, a 15-year-old girl who was shot in the back in Chicago, New York was the first state in the nation to dedicate a full month to gun violence awareness. Friends and family chose the color orange because of its vibrancy and its use by hunters to protect themselves from harm. Rochester is one of eight municipalities in the state that supports the Wear Orange movement, and campuses like RIT are taking action for the change they wish to see: a nation free of gun violence. VIDEO GAMES | “THE OREGON TRAIL” DISPLAY The Strong National Museum of Play will explore the history of educational software and video games through one of its newest displays, “The Oregon Trail, MECC, and the Rise of Computer Learning.” In 1971, Minnesota student teacher Don Rawitsch created “The Oregon Trail,” a game of problem-solving and decision-making set in 1848, as an interactive way to teach students about pioneers’ struggles as they travelled 2,000 miles across the country by covered wagon. It was added to the Minnesota Educational Computing Corporation’s collection of software (MECC) in 1974 so that all schools across the state could use it, and became available to the public in 1985. MECC is a leading producer of educational games and produced “The Oregon Trail,” which became the most successful educational video game in history. The exhibit will feature original versions of “The Oregon Trail” and MECC artifacts including other educational games such as “Storybook Weaver” and “Word Muncher,” along with pictures and press clippings describing the company and its impact on educational games. DANCE | DANCES AT MUCCC 2017 The annual Dances at MuCCC festival has become a summer arts highlight and an intriguing, high-quality cross-section of what’s happening in the Rochester contemporary dance scene. This year, the fourth Dances at MuCCC festival will feature performances created by more than 20 choreographers across five nights, from Tuesday, June 20, through Saturday, June 24. The festival will begin with a new work by BIODANCE’S Missy Pfohl Smith, who has come to be known for her social justice-focused pieces. Tuesday’s program will also include a new work by Laurie MacFarlane, set to a score by Karsten Brooks and using props by Martha Schermerhorn. Among the many choreographers and companies presenting works during the festival are Hanlon Dance and Company; Rosalie Jones (the Founder and Artistic Director of Daystar Dance); visiting artist Norma Araiza showing works inspired by the traditions of the Yoemem people of Sonora, Mexico; New York City-based dancers Gina Bonati, Carly Cerasuolo, and Leigh Ann Kabatra; and alumni and current students of Rochester’s School of the Arts. cobbled together than Frankenstein’s monster (soon to be played by Javier Bardem, if things keep cruising along). At least eight films were announced before “The Mummy” this one was even released, and by the time the credits (PG-13), DIRECTED BY ALEX KURTZMAN roll, the knowledge that there’s seven more to come NOW PLAYING inspires nothing but dread. “The Mummy” opens with an extended prologue Universal Pictures may have jumped the gun by telling us the story of an ancient Egyptian princess, announcing long-term plans for its “Dark Universe,” Ahmanet (Sofia Boutella), whose thirst for power an interconnected series of films built around the led her to desperate acts. Alex Kurtzman doesn’t have the knack for directing Cruise’s humor that Doug Liman did, and despite its army of writers, the script’s attempts at comedy are inept at best. Unfortunately, Kurtzman isn’t much for staging coherent or interesting action, either. may think of the guy, there’s no denying that he commits 100 percent. I’m generally a fan of Johnson, but he feels miscast here, especially after his role takes a turn similar to that of Griffin Dunne’s in “American Werewolf in London.” Along with archaeologist Jenny Halsey (played by Annabelle Wallis, in a role whose sole purpose seems to be spouting exposition), Nick and Chris end up inadvertently awakening Ahmanet after stumbling upon her prison tomb beneath the deserts of Iraq. After a decently-staged plane crash sequence, Ahmanet is free to set into motion her nefarious but vaguely defined plan to reunite a special dagger and a fancy jewel in order to sacrifice Nick to create a vessel for Set to return, thereby unleashing Hell on Earth. It’s a whole thing. Nick and company eventually meet Dr. Henry Jekyll (Russell Crowe), who heads up an underground organization dedicated to fighting supernatural forces around the world (which he explains in one snooze-inducing, world-building info-dump). This character seems meant to be the lynchpin of the “Dark Universe” films, although putting Dr. Jekyll in charge of the world’s fight against evil seems … ill-advised. As a leader, he’s not exactly a beacon for rational decision-making (always of two minds about things, you see). At least Crowe appears to be having a bit of fun with the part. Boutella has a natural charisma that shines even through layers of prosthetic makeup (as previously demonstrated in “Star Trek Beyond”) and Ahmanet certainly looks impressive. But we never really get a sense of her as a character outside of an allencompassing evil. There was an opportunity to give

the character a bit more weight, and her backstory feints in that direction by showing how she was denied her rightful claim to her father’s kingdom simply for being a woman. I’ll try to avoid descending into spoiler territory, but with that in mind, the direction the film ultimately takes with her character is infuriating to say the least. Kurtzman attempts to make “The Mummy” feel as much like a horror movie (or at least horror adjacent) as possible, which is smart. Obviously it’s still a massive action movie, but with its foggy graveyards and cobwebbed crypts, it indulges in the iconography of the genre whenever it can. It’s a touch that distinguishes it from 1999’s “The Mummy,” which aimed more for an “Indiana Jones” style adventure. The film’s overall creature design is solid, but the choice to use mostly digital effects instead of practical makeup is definitely disappointing. Universal is taking a big swing with its “Dark Universe.” Every studio seems to be following the Marvel, connected-universe template, but what most seem to forget is that the studio didn’t immediately announce plans for a giant, connected universe of films, and instead allowed it develop over time. And made sure people actually wanted it in the first place. By immediately jumping all-in, “The Mummy” ends up feeling like nothing but a corporate product; one that’s just testing the waters before deciding exactly what it wants to be. You’d think that might have been worked out before the finished movie got tossed into theaters, but that’s not how Hollywood operates these days. As is, the film is one missed opportunity after another. But hey, with a start this rocky, there’s nowhere to go but up.

In the late 1800s, Charles J. (“C.J.”) Brown operated the Brown Brothers Continental Nursery, which specialized in fruit and ornamental trees. In 1894 Brown Brothers purchased land from Steven Corwin. C.J. Brown lived in a large house at the southeast corner of Winton Road and Corwin Road (the former Steven Corwin house). By 1914 C.J. Brown subdivided his nursery property by forming the Browncroft Realty Corporation, and developed 300 acres into residential lots on Browncroft Boulevard (south side only), Corwin Road, Windemere Road, Dorchester Road, Gramercy Park, Ramsey Park, Newcastle Road, Yarmouth Road and Beresford Road. C.J. Brown constructed streets and replaced plank sidewalks with cement sidewalks, installed sewer and utility lines, and landscaped the parkways. Browncroft Park was the centerpiece of the development, located south of C.J. Brown’s home in the block bounded by Winton Road, Dorchester Road, Ramsey Park, and Corwin Road.
