Art in Bloom returns to Rockford Art Museum: Art in Bloom returns for the ninth year with an imaginative display of live florals and other organic materials by local designers based on pieces from our Permanent Collection. Art in Bloom is on view Thursday, April 10th through Sunday, April 13th from 10 AM to 5 PM. This year we have 20 florist teams creating 23 designs. Tickets to view Art in Bloom are $10 ($5 for RAM members) and are available to purchase at the door. A first look at this year’s designs will take place at the ticketed Preview Party happening Wednesday, April 9th from 6-8 PM at the museum. This event includes heavy hors d’oeuvres and wine from Abreo and provides attendees the opportunity to speak directly with the designers. Tickets are $55 and must be purchased in advance for the Preview Party at rockfordartmuseum.org/event/art-in-bloompreview-party-2025/. A very limited number of tickets are still available. In wrapping up our edible landscaping series, now is a focus on fruit. One of the benefits of landscaping with tree fruits, small fruits, and shrubs is their perennial nature and ability to provide sometimes height and structure. Most of these fruits also start the season with spring bloom. By incorporating fruit trees, shrubs, and vines into the home landscape, you can enjoy both beauty and bounty from the same space. Whether it’s a blooming cherry tree in spring or a vine heavy with hardy kiwi in late summer, edible landscaping with fruit can be a key cornerstone to your growing areas. When it comes to tree fruits, size and

variety matter. Dwarf and semi-dwarf trees are ideal for backyard gardens, with mature heights of 10 to 16 feet, making them manageable for pruning and harvest. Apples are a popular choice, but they require at least two varieties that flower simultaneously for successful cross-pollination. Disease-resistant varieties are also recommended to ensure long-term productivity. Pears are another option, though they may face challenges like fireblight. Tart cherries stand out as the most reliable fruit tree in Northern Illinois—requiring only one tree to produce. Cultivars like ‘North Star’ and ‘Montmorency’ are widely recommended though you will find bush cherries like ‘Carmine Jewel’, ‘Crimson

Passion’, ‘Cupid’, ‘Juliet’, ‘Romeo’, and ‘Valentine’. While peaches, plums, and apricots may be tempting, their erratic flowering habits make them a bit of a gamble in colder climates.

For those with limited space, there are some container fruit options. Figs like ‘Chicago Hardy’ and passionfruit vines can thrive in pots on a patio or balcony. You’ll also find container options for blackberries and raspberries. I’ve grown a fig trees for years in a container, bringing it inside during the winter.

Small fruits and fruiting shrubs are excellent additions to edible landscapes, offering vivid colors, pollinator-friendly flowers, and reliable harvests. Blueberries can work but need very acidic soil, usually

below 5. Raspberries, blackberries, and strawberries are great for beginners, with container-friendly and everbearing varieties available. Hardy kiwis, although more labor-intensive, produce fruit on long vines and require both male and female plants to yield fruit.

Shrubs like honeyberries (also known as haskaps) are gaining popularity as a blueberry alternative. Flowering in late April and ready to harvest by Memorial Day, honeyberries like ‘Blue Velvet’ and ‘Boreal Beast’ provide great fall color to the garden. Other fruiting shrubs such as serviceberry, aronia, American elderberry, and black currants could be good choices too.

Staff cuts at NOAA could limit weather forecasts

The National Oceanic and Atmospheric Administration made the news when it was targeted for budget cuts with staff reductions. According to its web page it has multiple responsibilities including weather forecasts and severe storm warnings and covers topics from climate to fisheries management, coastal restorations and supporting marine commerce.

In March of this year the Environmental Law and Policy Center posted a 16 minute video interview featuring Howard Learner and retired WGN’s retired Chief Meteorologist Tom Skilling regarding the importance of the weather forecasting service to the public by NOAA. This public service provides many benefits as well as saving lives and limiting property damage across the nation.

This article is based on the video and highlights some key concepts presented in the video. NOAA is the organization that issues storm warnings for the entire nation. whether hurricanes, tornadoes, heavy rains, floods, strong winds,

droughts, fire danger, heat waves and winter storms. The organization collects the raw national data 24 hours per day, seven days a week, 365 weeks of the year and makes it available to the public.

The system relies on skilled pilots who fly into hurricanes to make measurements regarding the power of the storms, and determine the likely directions in which the storms will move. It needs talented personnel to make the computer modes used in making accurate weather forecasts possible.

The collected data is collected, processed and shared across the nation through 162 doppler radar storm sites distributed around the country. Since local conditions are impacted by global weather forces information is freely shared around the globe.

The storm warnings are also shared with local officials especially police and local first responders so they can both report on local conditions and respond quickly and appropriately to storms hitting their area. As citizens we receive the warnings through our radios, televisions, computers and cellular phones.

Tom Skilling points out that the cuts of 300 to 500 staff members of the National Weather Service by the current administration is being done without any explanation as to the criteria being used in making the cuts. The staff members being lost are highly trained and skilled personnel and their loss is likely to impact the quality of the service. If the rational for the cuts assumes that private interest can be found to take over the complex operation built over decades Skilling is doubtful.

It requires highly skilled technicians to service the doppler radar stations like the one in Romeoville, Illinois serving Chicago. It sits on top of a 100 foot tower with a 27 foot diameter doppler unit collecting data from the surrounding area. The large doppler is able to determine wind speeds within an approaching tornado. Skilling noted that the tornado destruction in Plainfield, Illinois in 1990 occurred before the current system was developed leaving its citizens unprepared for the storm.

In contrast the small rural community of Washington, Illinois, near Peoria had a

11 minute phone warning of an approaching powerful tornado with 190 mile per hour winds was headed their way. The short warning allowed citizens to quickly seek shelter. While some 1100 homes were destroyed a relatively small number of lives were lost or citizens injured. Given the increasing frequency and intensity of storms and their rising costs, they will have a major adverse impact on the economy. If the impacts of climate change intensify as predicted by scientists and the storm warning system deteriorates due to the loss of key technicians and scientists the public will suffer the consequences.

Both Learner and Skilling suggest citizens contact their congressional leaders and the White House to express their concerns about the importance of maintaining and improving the storm warning system and retaining the skilled personnel essential to the service.

The issue of receiving accurate and timely storm warnings are readily apparent to the public in contrast to some environmental issues which are far less conspicuous.

The skyrocketing cost of weightloss drugs has state Medicaid programs looking for a solution

States increasingly struggling to cover the rising cost of popular GLP-1 drugs like Wegovy, Ozempic and Zepbound are searching for ways to get out from under the budgetary squeeze that took them by surprise.

One solution some policymakers may try is restricting the number of people on Medicaid who can use the pricey diabetes drugs for weight-loss purposes.

Pennsylvania’s Medicaid coverage of the drugs is expected to cost $1.3 billion in 2025 — up from a fraction of that several years ago — and is contributing to projections of a multibillion-dollar budget deficit. The state is thinking about requiring Medicaid patients who want to use GLP-1s for weight loss to meet a certain number on the body-mass index or try diet and exercise programs or less expensive medications first.

“It is a medication that’s gotten a lot of hype and a lot of press, and has become very popular in its use and it is wildly expensive,” Dr. Val Arkoosh, Pennsylvania’s human services secretary, told a state House hearing in March.

At least 14 states already cover the cost of GLP-1 medications for obesity treatment for patients on Medicaid, the federal health care program for people with low incomes. Democrats and Republicans in at least a half-dozen other states floated bills this year to require the same coverage, according to an Associated Press analysis using the bill-tracking software Plural.

Some bills have stalled while others remain alive, including a proposal in Arkansas requiring GLP-1s to be covered under Medicaid when prescribed specifically for weight loss. Iowa lawmakers are thinking about ordering a cost-benefit analysis before making the commitment. Already, West Virginia and North Carolina ended programs in 2024 that provided coverage for state employees, citing cost concerns.

“It is very expensive,” said Jeffrey Beckham, the state budget director in Connecticut, where Medicaid coverage of the drugs for weight loss may be scrapped entirely. “Other states are coming to that conclusion, as well as some private carriers.”

Overall Medicaid spending on GLP-1 drugs — before partial rebates from drug manufacturers — jumped from $577.3

million in 2019 to $3.9 billion in 2023, according to a November report from KFF, a nonprofit that researches health care issues. The number of prescriptions for the drugs increased by more than 400% during that same time period. The average annual cost per patient for a GLP-1 drug is $12,000, according to a Peterson-KFF tracker.

About half of Americans “strongly” or “somewhat” favor having Medicare and Medicaid cover weight-loss drugs for people who have obesity, a recent AP-NORC poll showed, with about 2 in 10 opposed the idea and about one-quarter with a neutral view.

But Medicare does not cover GLP-1s, and the Trump administration said Friday that wouldn’t put into place a proposed rule by presidential predecessor Joe Biden to cover the medications under Medicare’s Part D prescription drug coverage. Biden’s proposal was expensive: It would have included coverage for all state- and federally funded Medicaid programs, costing taxpayers as much as $35 billion over next decade.

States that do provide coverage have tried to manage costs by putting prescribing limits on the GLP-1s. There’s also some evidence that if Medicaid patients lose weight with the drugs, they’ll be healthier and less expensive to cover, said Tracy Zvenyach of Obesity Action, an advocacy group that urges states to provide coverage.

Zvenyach also stressed how it’s unclear whether patients will need to regularly take these drugs for the rest of their lives — a key cost concern raised by public officials. “Someone may have to be on treatment for over the course of their lifetime,” she said. “But we don’t know exactly what that regimen would look like.”

About 40% of adults in the U.S. have obesity, according to the U.S. Centers for Disease Control and Prevention. Obesity can cause hypertension, Type 2 diabetes and high cholesterol, which lead to greater risks of things like stroke and heart attacks.

Dr. Adam Raphael Rom, a physician at Greater Philadelphia Health Action, a network of health centers in the city, said most of his patients who take GLP-1s are covered by Medicaid and some are non-diabetics who use it for weight loss.

“I had one patient tell me that it’s like, changed her relationship to food,” Rom

said. “I’ve had patients lose like 20, 40, 60 pounds.”

But obesity experts have told The Associated Press that as many as 1 in 5 people may not lose the amount of weight that others have seen come off. And in a recent survey of state Medicaid directors conducted by KFF, a health policy research organization, they said cost and potential side effects are among their concerns.

The debate over coverage coincides with rising Medicaid budgets and the prospect of losing federal funding — with congressional Republicans considering siphoning as much as $880 billion from Medicaid over the next decade.

Connecticut is facing a $290 million Medicaid account deficit, and Democratic Gov. Ned Lamont proposed doing away with a 2023 requirement that Medicaid cover GLP-1s for severe obesity, though the state has never fully abided by the law due to the cost.

Starting June 14, though, state Medicaid patients will be required to have a Type 2 diabetes diagnosis to get the drugs covered. Lamont also is pushing for the state to cover two less expensive oral medications approved by the FDA for weight loss, as well as nutrition counseling.

Sarah Makowicki, 42, tried the other medications and said she suffered serious side effects. The graduate student and statehouse intern is working on a bill that would restore the full GLP-1 coverage for her and others.

Sara Lamontagne, a transgender woman with a disability who is on Medicaid, said she regained weight when her coverage for GLP-1 medication was cut off in the past. She said she went from 260 pounds to over 300, heavier than she had ever been.

“So, it’s a horrible game to be played, to be going back and and forth,” said Lamontagne, whose attempts to appeal the state’s recent denial of her Ozempic prescription refill have been unsuccessful.

Makowicki said GLP-1 drugs combined with weight-loss surgery helped her change her life: She’s had knee-replacement surgery and lost over 200 pounds.

“I am a different person from what I was five years ago,” Makowicki said. “Not only in my physical space, but also mentally.”

The Birds of Prey exhibit is very special and unique to the Northern Illinois and Southern Wisconsin area. This captivating exhibit features up-close views of raptors and is one of the few accessible tree houses in Illinois. Visitors are welcome to observe, take pictures, and ask questions yearround, or come see the birds get fed every Saturday at 1 p.m. Atwood Center is also open to the public every Saturday from 10 a.m. - 2 p.m. and houses reptiles for viewing inside the facility. Atwood Park boasts 334 acres of diverse natural area, including forest, marsh, and prairieland.
