PHASE III Providing Helpful Assessments & Strategies Effectively

Consider this document as a means to identifying a vital need within our school, homes, and community. Let it be known, of the vast amount of resources available for our youth today, many needs are not being met. There is still an entire demographic of students who are drastically performing below the standards recognized by federal and state expectations. The state of our youth, specifically boys of color, are reflective of statistical data that indicate a parallel of low performing schools with high crime rates. While PHASE III focuses on the academic achievement of this demographic, we recognize there are extenuating circumstances such as, socio-economic status, parental nurturing, mentoring and advising, that contribute to a much larger influence on student learning and comprehension. Therefore, PHASE III is committing to the efforts to ensure all students an equitable learning opportunity. We believe students learn “uniquely.� We believe in the diversity of teaching and learning. We believe we can transform the educational paradigm.

While PHASE III possesses a myriad of resources for school, home, and community support, we have directed a part of our efforts to providing opportunities for young boys of color. It is our intent to be a proactive force within the communities in which young boys of color are becoming statistics. On a national scale, the information below is consistent, in relativity, to local communities in North Carolina. •

820,000 Black males in college vs. 1.6 million Black females in college

In 1980 there were 100,000 Black males involved in the penal system and presently today there are 1.5 million; 70% are drug related.

Black and Hispanic youth are 17% of the educational system, constitute 41% of Special Education, and only 3% of Gifted and Talented.

33% of Blacks and Hispanics are suspended from school each year.

In 1920, 90% of Blacks and Hispanics had their fathers present, in 1960, 80% and currently 32%

Black males are 84% of the NBA; 67% of the NFL, but only 1% of doctors, dentist, engineers, and teachers.

60% of urban school children do not graduate from high school; 40% of those who do, read only at a 4th grade level – Low literacy is the factor prison inmates have most in common.


The PHASE III Mission Our mission is to address a need for change in the way we educate by providing a collaborative voice to educators, children, parents and community through process education, planning and inspiration.

To build capacity and advocacy that supports a relative and culturally reflective learning environment for our youth in today’s classrooms.

To build a network of educators, youth, parents, and community that enhances the teaching and learning process to promote successful student outcomes. •

To ensure students are prepared for post-secondary education and/or the workforce with a strong competency of self-worth.

PHASE III is a Academic Achievement Focus Group committed to the uplift of quality education for all children. PHASE III’s flagship concentration was initially designed to address the great need for boys of color to achieve academically in school and become socially strengthened to independently perform good decision-making in and out of school. While that is still a primary focus of PHASE III, we have evolved to a more wholesome approach, emphasizing successful outcomes that encourage student mastery of instruction, teacher-student relations, mentoring, college advisory and placement, workforce development, leadership development, and coaching. Certified professionals execute our services. Each are equipped with the necessary training and experience to effectively produce quality service. It is our promise to ensure our clients are equipped with the necessary tools to fulfill the complete potential, specifically minority demographics. Our goals reflect the ability to reach each client through mentoring and coaching. With research and best practices as our foundation, we thrive to overcome and defeat challenges that our youth face in school and society each day. We aim to help them improve their overall academic motivation and performance. Underscoring our project is the belief that academic success is critical for life's success. For that reason, our program seeks to enhance the instruction youth receive in their school settings by empowering their instructional leaders professionally and intellectually.


We work collectively to manage all aspects of research and evaluation projects related to the implementation and impact of innovation in K-12 classrooms. Our team possesses extensive experience conducting research in school settings and providing technical assistance to school-level education stakeholders in the areas of evaluation and research. We maintain positive relationships with educators across the state which facilitate access to data, participants, and personnel necessary for conducting meaningful evaluation and research. Evaluation Plans for Grant Proposals: PHASE III is committed to working with national, state, and local education leaders to conduct rigorous evaluations of educational innovations such as schools, summer programs, and after school programs. We can work with your proposal writing team to provide an external evaluation plan aligned to requirements in grant Request for Proposals. Evaluation Technical Assistance & Training Services: PHASE III is committed to working with national, state, and local education leaders to build a capacity of other education organizations to plan and implement their own evaluations. We can create and deliver customized strategic planning and technical assistance for short-term evaluation services including developing specialized evaluation plans, identifying data sources, developing or identifying evaluation tools and instruments, providing suggestions and training on appropriate data analysis techniques, and assisting with data interpretation and writing results. Use of Evaluation Resources: PHASE III is committed to providing high quality evaluation tools and instruments to national, state, and local education leaders to conduct rigorous evaluations of educational innovations. Our evaluation instruments and tools provide examples and instructions on a vast variation of methods for evaluating educational innovations to help educators make informed decisions about program improvement and impact. Evaluation of After-School Programs: PHASE III is committed to working with national, state, and local Site Directors to strengthen accountability and identify the effectiveness of their after-school program. In addition, PHASE III is a trusted partner for program enhancement. We can create and deliver customized program anatomy and design useful tools for multiple data sources. We also provide technical assistance for short-term (up to 1 year) evaluation services including developing specialized evaluation plans, identifying data sources, developing or identifying evaluation tools and instruments, providing suggestions and training on appropriate data analysis techniques, and assisting with data interpretation and writing results.

As CEO of PHASE III, I felt it was most important to build a team that consisted of highly qualified professional educators and specialists who have dedicated a great deal of their professional careers to producing the most effective and beneficial support programs for our children. It allows us to obligate ourselves to help sculpt the minds of our youth into the productive citizens in our society. We guarantee to find the best route to make learning fun, relative, and interesting for each participant’s learning style while socially building him or her into the motivated and successful students they can be. THE PHASE III METHODOLOGY

STEP 1. Data Collection & Assessment Understanding the full-circle of an environment is vital to invoking change within the environment. Our consultants collaborate directly with you to review all information regarding the DNA of your organization. We collect information from the organizational structures, challenges, achievement trends, trending practices, and more, all to gain a better understanding of the best way forward.

We monitor progress from the inception of our partnership throughout the end of our shared term. We make adjustments as needed and you and your team are always apart of discussing that progress. In result, the PHASE III concept can be practiced long after the start of our relationship.

PHASE III’s consultants work with your organization to establish actionable and achievable goals and create a precise action plan that is detailed and mapped to your organizational needs.

STEP 3. Implementation Both rigor and flexibility are built into our methodology. We know that once plans meet reality, they rarely survive unchanged. Unlike other educational consulting firms, our execution is dynamic and able to adjust to circumstances, accounting for progress as the development plan unfold to ensure optimum results within the time allowed. The objective is to support and guide you so you can reach and/or succeed your goals as quickly and efficiently as possible, through close collaboration and focused support.

Our primary goal is to enhance the learning process for children. We focus on minority students and their achievement, not only racially, but as well as several demographics that are deemed underserved (ie: AIG Students).

OUR OUTREACH PHASE III works with Schools, Families, and Community Organizations as a means to support students while in school, at home, and during extracurricular activities. OUR OBLIGATION, THEIR NEED PHASE III has committed to the uplift of all students performing at their highest potential. It is our belief that standardized tests cannot be the sole indication of a student’s, nor teacher’s comprehensive capability. Therefore, PHASE III thrives to provide support in ways that highlight the totality of the teaching and learning process.
