PÉCS IF PL ACE MAT TERS The city of Pécs – being the Cultural Capital of Europe – will attract particular attention in 2010 from all corners of Europe (and the world). Pécs is preparing for this occasion with great impetus. Implementing grandiose development concepts, the city is offering a living space even more attractive mostly to the creative class than it is at present. Pécs is a pivotal centre of the Eastern region of Central Europe. The future Pécs is aiming for the reinforcement of its central role in the region and the establishment of the innovative, boiling economic pole.

The development project in the coming years are furnishing a predictable investment environment for investors. The city of Pécs, with the help of governmental and EU support, is implementing development projects such as the following: • building the EU corridor: a highway that connects the city to the international network, and the continuous expansion of the Pécs-Pogány international airport; • innovative development projects within the framework of the Pole Programme supported by the European Union and the Hungarian state; • the building of the large, new cultural district of the city within the framework of the Cultural Capital of Europe programme, as well as • the revitalisation of the downtown area and the rehabilitation of the public squares. The city is embarking on a course of a new, innovative development. Pécs will gain recognition as one of Europe’s cities endowed with high living standards in a Mediterranean atmosphere, which provides a prosperous home for the creative economy and tourism. The cit y of Mediterrane an atmosphere Pécs has a Mediterranean atmosphere in all respects: thanks to its agreeable submediterranean climate and its vivid cultural life, it is an attractive place to live and visit alike. This sunny city, situated on the Southern slopes of the Mecsek Mountains, and the surrounding unique natural environment offer a widely recognised life quality. Pécs, the largest city of the South-Transdanubian Region has arrived at a new, dynamic phase of its economic development. Based on innovation, culture and urban development, high-quality transition will be implemented.

TRADITION By building on the more than two thousand year old traditions, conscious urban development will create a 21st century urban environment with a rich past: today, monuments of the former Roman city Sopianae form part of the world heritage in a renewed environment, and Turkish buildings are the city’s symbols. Through a rehabilitation process unique in South Eastern Europe, the industrial buildings of the Zsolnay Factory will be turned into a cultural district where, in addition to its new cultural functions, Zsolnay products will continue to be manufactured. INTELLECTUAL CENTRE A successor of the first university to be founded in the Kingdom of Hungary in 1367, the country’s largest university is in Pécs today, where education and research are pursued on the largest range, with ever strengthening international cooperations. In the vivid intellectual environment generated by the university, cultural economy develops the most dynamically: wine and gastronomy festivals representing Pécs and its surroundings, the most prestigious theatre meeting of the country and international youth meetings give the city momentum. REGION CENTRE As the South Eastern gate of Europe, Pécs has been a true multicultural city for several centuries where various nations living together in peace and cooperating fruitfully have become a symbol of the city’s identity. Beyond that, as mutual cooperation is not only close within the city but with surrounding settlements and foreign twin cities as well, Pécs is becoming a real regional centre without borders and an administrative, ecclesiastic, scientific and cultural centre.

Pécs and its surroundings wish to become one of the definitive innovative culturaleconomic centre of the Alps-Adriatic Community. This is guaranteed by the Cultural Capital of Europe programme and the „Pécs, Pole of Life Quality” strategy developed within the framework of the New Hungary Development Plan. These strategic programmes are given priority by the city and have been incorporated in its mediumand long-term economic programme. In this manner, economic development becomes easy to schedule and predict as well as shows guidelines along which further developments may be connected to the renewing economy.

Pécs 2010 - Cultural Capital of Europe The culture of Pécs, dating back two thousand years, will obtain its deserved urban qualities: the downtown will be renewed and a new cultural district will be constructed through the implementation of five key projects. These complex developments guarantee further improvement of the level of life quality and the cultural life – vivid even now – will gain new momentum.

Pécs 2015 – City of innovative economy By implementing the Pole Strategy thought out to develop innovative economy, Pécs will become a creative, dynamic city combining university research and development with leading economic companies. New research centres will be built upon the existing strong university base and Pécs will open up its gate to companies wishing to take part in innovation in three distinguished areas: • healthcare industry • environment industry • cultural economy

Renewal of public areas Downtown public space renewal is implemented from the West part towards the East, from the world heritage site through the main square, towards Eastern cultural district. 1. WHERE INVESTORS ARE EXPECTED: • It is required to construct hotels in the historical downtown in order to house, and serve tourists arriving in Pécs on a high level. • It is also required to adapt to increasing traffic and the conversion of the renewed downtown into a pedestrian zone and establish underground parking lots at the edge of the downtown.

Pécs Downtown, rich in historical monuments, will receive new momentum: its pedestrian zones will become more beautiful and ample, its public places will be renewed and districts near the Downtown and their connections with the centre will gain a new quality within the framework of a well thought-out urban development plan. Increase of available services forms an integral part of renewing the Downtown environment so it is required to construct high-quality hotels and operate underground parking lots at the edge of the downtown. One of the city’s major visual points, the Magasház (High House) awaits investors with a reinforced structure.

WHERE INVESTORS ARE EXPECTED: In order to operate this district in the long run, it is indispensable to establish services around the institutions, such as construction of hotels, commercial facilities and new flats near the conference centre and the Balokány City Park. The unique creative environment and touristic attraction to be created in the Zsolnay Cultural district will be an attractive investment target for industrial enterprises and trading and catering companies.

The most dynamic development area of Pécs is the so-called Cultural District where culture, education and leisure reinforce each other to create a new district, close to the downtown by revitalising the now mostly abandoned areas. The Cultural Year of 2010 will be a unique occasion whose events will start up the cultural institutions settling in the new Cultural Distrtict. Thanks to innovative economy politics, culture and research in tightened co-operation will be achieved in the Zsolnay Cultural District where, in addition to tourism-oriented exhibitions, the Faculty of Arts of the University of Pécs, the Pécs Digital-Animation Knowledge Centre and the Digital Media Research Institute will also be housed.

In addition to existing facilities, there are large green-field areas available for the construction of serving facilities and entertainment centres: • facilities serving as premises of economic organisations requiring large space, • entertainment centres • hotels related to the Expo Centre, • implementation of free-time (sports) facilities; • construction of apartment buildings.

Pécs Fair is a large open-air fair, traditionally the centre of commerce in the city and its region for decades. The new South-Western road around Pécs, finished in 2006, and the construction of the Expo-Center opened up new prospects in the Western part of the city. There is an opportunity to implement a Fair District where, in addition to its current actors (Pécs Fair, Pécs Plaza, Expo-Center Pécs), a district characterised by international fairs and festivals with a high number of visitors will be constructed with further buildings and serving facilities. This area, now situated along two roads connecting the two most intensively populated districts of Pécs (Kertváros of 60 thousand and Uránváros of 25 thousand) is an ideal place for facilities concerning a high number of public. In addition to its fair function, this district may in the future contain entertaining and free-time facilities (primarily a sports hall, sports fields, a swimming pool and an indoors ice hall), providing complex services to both city-dwellers and participants of events.

WHERE INVESTORS ARE EXPECTED: Those economic societies and developers are expected to accompany the existing, internationally recognised companies which are ready to proceed with medical, environmental and cultural industry development supported by the city or join innovative economy with new developments. Two major sites are offered for such investments: areas in the Industrial Park and in the former land of the barrack. Besides, on the land of the former barrack 50 hectares are offered for housing and green-field office-park constructions.

With its direct connection with the Pécs-Pogány airport and the motorway yet to be finished, the Pécs Industrial Park on 120 hectares gives the base of innovation even today. The land of the former A/1 barrack on 90 hectares to be revitalised and established as the Eastern gate of the city with mixed use related to industrial production. The two sites, to be connected by an office-park area, on 200 hectares altogether will become an innovation centre of the region, comprising complex functions and create further premises for 21st century innovative enterprises.

“HIGH HOUSE” PROJECT

Nearly all of the most important architectural monuments of Pécs are tower-like: the TV tower, the Cathedral, the tower of the City Hall and the nearly 80-m-high silhouette of the High House. Each citizen of Pécs is somehow related to this house through the character, height and particular history of the building. 1. Its central situation and the vicinity of the Western university campus, primarily that of the Faculty of Medicine offers unique investment opportunities. 2. The objective of the city is to operate the administration system of the City of Pécs, the county seat and the region centre in a joint institution, which could ideally be effected in the High House. 3. Through conversion of the 250 flats, each holding one or one and a half bedroom, the building will become suitable to receive the following functions as well: • high-quality offices, establishment of luxurious flats, hotel floors moreover, according to the settlement plan: • educational (university and student hostel), social, health-care-related functions It is a prerequisite of investments to provide an appropriate number of car parks, which may be established on Megyeri Square, lying south to the building, or in an underground parking lot, to be constructed at the northern side on Steinmetz Square. The building was statically reinforced through a municipality investment of several million HUF, carried out in 2002-03, which enabled a building engineering system to be implemented for any permissible function. The objective of the City of Pécs is to sell the entire building provided that any of the above functions is implemented.

It is the task of the Digital Media Research Institute (DMKI) to help – based on a DVB-T, DVB-H technical system created on an experimental frequency - develop relevant contents and feasible business models, examine impacts of digitalisation on society and help its positive utilisation through its related research.

Currently, this is the only frequency in Hungary on which digital broadcasting can be started immediately.

The Design Centre – making use of its knowledge of the Central European market and the researcher base of the University – can be a partner for enterprises aiming for a place in the EU in the production and maketing of competitive products. There is a possibility to establish an institute that is unique and without rivals in Central Europe. With the support of the Ministry of Culture in Denmark, the Danish Arts Agency and the Danish Cultural Institute, a professional co-operation can ensue between Zsolnay Cultural District, the Design Centre and the Design Centre in Coppenhagen, as well as numerous further Danish organisations. • Design Centre and agency Its goal is the creation of new, innovative products and services, or the improvement of the competitiveness of existing ones. • Consulting services The Design Centre can always assist its partners with up-to-date information and continuous research. • Research The designers are one of the best-organised communities, who are seeking answers through its global network to the economic and social challenges of the 21st century.

PÉCS EAST - THE EASTERN BASE OF INNOVATION

The Pécs Industrial Park is the new economical, logistics and innovation centre of the region, which, in cooperation with the city and the University of Pécs, makes significant efforts – in addition to maintaining and developing industrial activities – to further develop into a scientific-technological park. As a next step of encouraging research and innovative processes, the multifunctional Pécs Health Industry Innovation Centre will be built in the Pécs Industrial Park in a cooperation of University of Pécs, Pécs-Baranya Chamber of Commerce & Industry, Pécs Industrial Park Economy Development Corp., Biotechnological Innovation Base and the Centre for Innovation & Technology Development Public Company. The construction of PEIK will partly be financed from EU funds, but the main aim of the Municipality is to implement it in a co-operation of Universities from Pécs and Kaposvár, and incorporate private fund.

REUTILISATION OF THE BARRACK

The former A/1 Artillery Barrack, as an Eastern gate of Pécs, plays a distinguished role in the urban strategy of Pécs, relying on complex innovation economy development. The area, in total 90 hectares, is divided in three main development subareas: • An area of 29 hectares, designated for flat construction, in the direct neighbourhood of the green park area along the Szabolcs Stream • An area of 40 hectares, designated for industrial development, reser ved for the settlement of production units of international large companies and R&D bases operating in compliance with the innovation economic objectives of Pécs. This area, not built up and ser ving as the extension area of a sand mine, has good traffic connections: primarily with the highway 6 and the road leading to the airport • A green-area office park of 21 hectares: on one hand, by rehabilitating the former barrack building, on the other hand by building up in low density the zone connecting the residential and industrial zones, there is an opportunity to implement a green-area office park unique in the region. In this manner, the residential, office zones and production activities reflecting a new quality of life help the operation of each other and may become the most dynamically developing area of Pécs.

This airport, owned by the Municipality, has undergone significant development recently as a 1500-m-ng, 31-mide asphalt-covered runway was constructed starting from April 2003 and the lighting and navigation system of the airport was completed in 2004. As the new reception building – built between autumn 2005 and spring 2006 – was finished and delivered, the Airport received international scheduled flights, thereby indicating that it forms part of the network of worldwide air traffic.
