HAUS The Finnish Institute of Public Management Ltd. Estonian project partners are the Estonian School of Diplomacy (ESD), the e-Governance Academy (EGA), and the Center for Development and Training of Public Service (ATAK).

Project objectives The overall objective of the Participatory Democracy, Open Governance & Efficient eGovernment Services project (PADOS) is to enhance the transparency and openness of the decision-making and governance in six EU Eastern Partnership (EaP) countries namely Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine, and to support democratic governance. The project will be divided into three components that support the overall objectives of the PADOS project:

The Eastern Partnership (EaP) aims at tightening the relationship between the EU and the Eastern Partners by deepening their political co-operation and economic integration. The EaP offers deeper integration with the EU structures by encouraging and supporting the partner countries in their political, institutional and eco-

nomic reforms based on EU standards, as well as facilitating trade and increasing mobility between the EU and the partner states. The EaP is a part of the European Neighbourhood Policy (ENP), which covers the EU’s neighbours in the East and South.

However, the EaP goes beyond the original ENP package as it deepens bilateral co-operation, and introduces new mechanisms for regional co-operation.

Finland has actively supported the Eastern Partnership not only at the political level but also by initiating capacity building activities, mutual learning platforms and training events. In 2012 and 2013, Finland

organized together with Estonia seminars for the EaP countries and supported a comparative study on Open Governance and Data Security in Eastern Partnership Countries.

The PADOS project will continue this work by providing institution building and public administration support to Eastern Partnership countries under Platform 1.

The Platform aims to promote democratic principles, good governance and stability by improving key sectors of governance.

The project will start in January 2015 and will be finalised by the end of the year.

Beneficiary-driven approach The project will start with fact-finding missions to each of the EaP countries where beneficiaries and other stakeholders will express their needs of development in each project component and specify these areas of developments by the natures of problems identified. The idea behind this tailored approach is to guarantee that the PADOS project is genuinely customer/beneficiary driven and that measures and activities match with the local needs.

Gender equality, reduction of inequality and climate sustainability are the cross-cutting objectives of Finland’s development policy and development cooperation. These principles are also embedded in the components of the PADOS project, since the project itself is participatory, action oriented and aims to introduce democratic values and ideas of open governance to EaP countries.
