Stepping into a Winning Year Happy New Year to all! Here’s hoping everyone had a safe and happy holiday season!

If you’re like me, you’ve already hit the ground running.

Having time off is wonderful, especially when you know that when you return to work, there actually is work to do.

I’m extremely pleased with the newly revised look of FRSA’s magazine, Florida Roofing, and look forward to hearing from our readers and advertisers about the content, features and editorial. My thanks to Karen Edwards, Chair of the Public Relations and Marketing Committee and staff for taking on this endeavor.

The January issue of the magazine is the Buyers Guide issue. This is a great reference document to keep on hand year-round when looking for products and services. For the first time ever, we’ve limited listings to FRSA Associate members as a thanks for supporting us over the years.

Thanks to the advertisers who were on board with us as we completed our redesign. It’s through your support that we’re able to reach out to industry professionals and share valuable information – most of which is specific to Florida. I encourage readers to support our advertisers. They make so much of what FRSA does as an Association possible.

My thanks to the FRSA Self Insurers Fund trustees for the great dividend our company received in December! As a cost of doing business, the state of Florida requires that everyone have workers’ comp coverage and the cost for the roofing code 5551 is the same across the board no matter where you purchase your coverage. What isn’t the same are the dividends distributed back to those who have workers’ comp insurance through the SIF. In July and again in December, the SIF trustees gave a total dividend distribution of $5.75 million to their members. This certainly makes the rate paid per hour of workers’ comp coverage more affordable. Kind of like getting a discount for playing by the rules.

As mentioned in previous columns, my theme for this year is “Staying on Track for a Winning Future.” Convention posters were mailed in December to all members and supply houses.

I ask that you display the posters in a visible location in an effort to keep contractors and other professionals informed on the largest regional industry expo and convention. If you need more posters, please contact the FRSA offices (800-767-3772 ext. 100) and speak with Janette.

Term Limits in the Real World It may be a good time to reflect on the eight-year term limits that were adopted in Florida in 1992 by a constitutional amendment (i.e. adopted by Florida’s citizens, not the legislature).

Among the arguments in favor of term limits were (and probably still are): ■■ Eliminate the buildup of power created by longterm office holders ■■ Eliminate or reduce the campaign advantage of incumbents so new people can have a better shot at winning elections ■■ More regularly bring in new ideas and attitudes These arguments sounded great then and they still sound great to most voters. However, what was missing in the discussion is what would be the downside of term limits. Now that they have been in place for 23 years, we have a much better idea of the good and the bad about it all. The good: ■■ Term limits did in fact eliminate long lasting and strong power held by individual legislators.

Now for the bad results of term limits: ■■ There is now very intense, sometimes vicious, short-term power build up among a small number of legislators who spend much time and energy fighting among themselves for leadership control. These fights can be ugly, and any fighting takes away from what is supposed to be the real objective: governing.

■■ The campaign advantage that once belonged to individual politicians has shifted to legislative leadership, reducing improved chances for new people to be elected, AND causing an enormous increase in the amount of money needed to run a campaign because of fierce competition, with or without leadership influence.

■■ At the end of eight years, many legislators shift their campaign from the House to the Senate (or vice versa) and compete with other sitting legislators for a limited number of seats. This defeats the purpose of term limits. It also is just another way for legislators to spend time and money fighting among themselves to stay in office.

■■ The influence of heavy-hitting lobbyists has increased dramatically and, with that, there is little concern about passing legislation that is likely to hurt people because the impact will likely not be discovered and attributed to any individual legislator until after he or she is termed out.

It seems that, rather than change government so that it is more “for the people,” term limits have made it such that our politicians – even new ones – have less reason to listen to us and more reason to follow the wishes of leadership and a small handful of lobbyists.

OSHA’S Record-Keeping and Reporting Requirements Most roofing contractors are familiar with OSHA’s record-keeping and reporting requirements. Recently, however, OSHA expanded the list of severe injuries and illnesses that employers must report. This is a good opportunity for roofers to review their record-keeping and reporting requirements.

What must be recorded?

summary must be certified by a company executive. The summary must be posted no later than February 1 of the following year and must remain in place until April 30.

The forms must be kept for five years. During those five years, employers must update the 300 Log if any recordable injuries or illnesses are discovered that were not previously recorded or if any changes occur in the classification of the recorded injuries and illnesses. The 301 Report and 300-A Summary are not required to be updated. Do not send copies of the forms to OSHA unless asked to do so (note that there are current proposals which would require the digital transmission of 300 Logs to OSHA on a regular basis).

Roofers with more than 10 employees must record a new case of a work-related injury or illness if it (a) results in any of the following: death, days away from work, restricted work or transfer to another job, medical treatment beyond first aid, or loss of consciousness; or (b) involves a significant injury or illness diagnosed by a physician or other licensed health care professional.

The recording requirement applies to applicable injuries or illnesses of all employees on payroll and any employees who are not on payroll but are supervised by the employer on a day-to-day basis.

or injury or is not informed that it was the result of a work-related incident until after the 8 hour or 24 hour reporting deadline, the employer must make the report within 8 or 24 hours (respectively) of being informed of the illness or injury or learning that the illness or injury was the result of a work-related incident.

Employers must report a fatality or inpatient hospitalization caused by a heart attack. The OSHA Area Office director will decide whether to investigate the event, depending on the circumstances of the heart attack.

Employers must report a fatality, inpatient hospitalization, amputation, or loss of an eye that results from a motor vehicle accident in a construction work zone.

In contrast, employers do not have to report such if the motor vehicle accident occurred on a public street or highway that is not a construction work zone. Similarly, employers do not have to report a fatality, inpatient hospitalization, amputation, or loss of an eye that occurs on a commercial or public transportation system.

It is important to remember that if a fatality, inpatient hospitalization, amputation, or loss of an eye occurs but does not meet the reporting requirements, the employer is still required to record the illness or injury pursuant to the recording requirements.

Employers must report to OSHA by either calling OSHA’s free and confidential number at 1-800-321OSHA (6742), calling the nearest OSHA Area Office during business hours, or completing the online form

on the OSHA website which is not currently available but should be soon. If the Area Office is closed, leaving a voicemail or sending a fax or email does not suffice; instead, you must call either the 800 number or utilize the online form.

In the first six months of the new reporting rule, OSHA received more than 5,000 reports of work-related deaths, inpatient hospitalizations, amputations, and losses of an eye. Around 40 percent of those reports led to OSHA investigations. By staying apprised of OSHA’s record-keeping and reporting requirements, roofing contractors can maintain safe workplaces and lessen the chance of an OSHA violation.

Field Study and Analytical Assessment of Sealed Attics FRSA Staff The Florida Building Commission, Oak Ridge National Laboratory, University of Florida College of Engineering and FRSA are working together on a field study and analytical assessment of sealed attics in the State of Florida.

The study, headed by Dr. William (Bill) Miller, Research Scientist, Energy and Transportation Science Division, Oak Ridge National Laboratory, Oak Ridge, TN and

by Dr. David O. Prevatt, University of Florida, College of Engineering, Engineering School of Sustainable Infrastructure & Environment, Gainesville, FL will be focused on the effects of moisture on roof sheathing.

Background

Over the past decade, FRSA and other industry professionals have continued to hear about sealed attics systems that were failing – some due to poor workmanship and others due to exposure to constant moisture buildup in the roof sheathing.

Pro and con discussions have occupied many a code and technical meeting, although actual proof of said failures are hard to come by. Not because they don’t exist, but because contractors fear being sued for the damages as a result of the failures. Damaged and unsafe wood decking, mold, and respiratory issues were just some of the concerns contractors faced.

Three years ago, FRSA invited Dr. Miller to attend an FRSA Code and Technical Committee meeting to discuss the damages contractors and other industry professionals were facing. Dr. Miller, who had done extensive research on sealed attic systems, delivered a

presentation outlining the results of his research.

This April, FRSA again invited Dr. Miller and Dr. Forrest Masters, Associate Professor of Civil and Coastal Engineering at UF to attend their Code and Technical Committee meeting. Both professors were able to share their findings on issues with sealed attic systems.

Dr. Miller and Mark Zehnal, CPRC, FRSA Director of Technical Services, prepared a tentative proposal which would allow ORNL and UF to work together and further research on sealed attic exposures. Dr. Miller presented the proposal to the Florida Building Commission (FBC) who agreed to fund the majority of the research. Zehnal then presented the proposal to the FRSA Educational and Research Foundation, who agreed to fund the remaining $40,000 with matching funds coming from the UF Earl Blank Endowment. Foundation Chair Mike Silvers, CPRC had been working with UF staff to rewrite the purpose of the UF endowment earnings, which will now be used for roofing and sheet metal industry-specific research.

ORNL has developed an exclusive experimental and analytical capability to measure and model the hygrothermal (the movement of heat and moisture through buildings) dynamics of sealed, semi-conditioned attics.

Dr. Prevatt completed a study for the FBC on the effect of moisture on the repetitive wetting and drying of roof sheathing.

Working together, the ORNL/UF team will identify homes in Florida with sealed attics from which field demonstrations will yield defensible data for further formulation and benchmarking of a toolkit developed

by ORNL. A year of field data is needed to justify a decision for the continuation of work. If the work is deemed important, a continuing study using the computer toolkit (developed by ORNL) will be further benchmarked and exercised to show the FBC why some sealed attics work and why others do not work well and incur moisture buildup in the sheathing.

The goal of the project for Florida homes with sealed attics is to setup four field demonstrations for acquiring field data for homes in northern, central and southern Florida. The project will focus on homes that have the attic sheathing, gables, eaves and soffits sealed using open-cell spray polyurethane foam (ocSPF) or

closed-cell spray polyurethane foam (ccSPF) insulations.

Attics sealed with blown fiber insulations will also be considered in the study. The field data will be reduced and used to assess the potential of moisture storage in the foam which can lead to structural damage to the sheathing and indoor relative humidity levels exceeding prescription measures in the ASHRAE Standard 55.

Task – Setup and Complete One-Year Field Study on Four Home Demonstrations

■■ Install mini-data logger in attic complete with instrument and internet connection.

A key goal of this study is to document the thermal and hygrothermal performance of the sealed attics for the purpose of improving the cost effectiveness, durability, moisture resistance and efficiency of home construction. Results of the study will provide information for the Florida Building Commission to use in strengthening the Florida building code.

The FRSA has provided additional funds to allow the continuation of the field study past the end of the current fiscal year (June 30) as set by the FBC. Therefore, setup of the demonstrations is funded primarily by the FBC. However, a 6-month extension of the field study is funded by the FRSA for acquiring and reducing the field data. Blower door, guarded blower door and duct blaster tests will be conducted on the selected homes to document whole house, attic-to-outside, and living-to-attic air leakage as well as total duct leakage. Portable data loggers will be installed in the sealed attics. The loggers will continuously measure air temperature and relative humidity of the outdoor ambient, the indoor ambient and the attic. The roof sheathing temperature and humidity and roof sheathing moisture content will also be recorded continuously for the study.

Upgrading to the current ventilation code is the key. In addition to energy savings, lowering attic temperatures can also extend the life of the underlayment materials and asphalt shingles.

The ventilation code states "Enclosed attics and enclosed rafter spaces formed where ceilings are applied directly to the underside of roof rafters shall have cross ventilation for each separate space by ventilating openings protected against the entrance of rain or snow.�

This is optimally achieved by having intake and exhaust ventilators in attic spaces where the distance between the attic floor and the ridge is greater than 3 feet.

The Florida Building Code and the Florida Residential Code allow the ventilation to be reduced from 1/150 to 1/300 by using ventilators at the intake and exhaust positions to insure a good airflow and air changes in the attic. This assumes a proper balance. The code refers to net free vent area (NFVA) as the method of calculating ventilation in square inches. This works well as long as the balanced system has the same type of airflow (and/or restrictions). Unfortunately, there are many new soffit ventilating products being used today that

appear to have plenty of air hole/ spaces (slots and holes), however the restrictions of the intake ventilators at the soffit can ultimately choke the system and reduce the efficiency due to the improper balance (see photo below and on page 26). The soffit venting that seems to work the best is a screen soffit rather than aluminum or cement board products with small holes or slots.

Most exhaust ventilators on the market today use screening that promotes a higher airflow than Mike Fulton the intake vents on the structure. This imbalance can actually change the dynamics of the airflow in the attic where cooler air would be introduced through the upper ventilators and actually force the hot air down through the soffit venting. This has been proven with smoke tests in attic spaces. Also the other part of the equation is to have an uninterrupted/unrestricted airspace between the soffit vent and the actual attic space itself. This can be achieved with the use of baffles. It can also be choked in situations where people have added additional "blown in insulation" where the airspace between the attic and soffit vents are actually closed or clogged. Inspections of these can be somewhat difficult and usually not required and/or performed by the roofing contractor at the estimating phase, but could be an additional money maker and energy saver for the homeowner. By reducing the air temp in the attic, heat transfer to the air conditioning ducts (usually an R-4 to an R-8 value) can be reduced. It has been reported by homeowners and independent tests that energy costs may be reduced by 10-20 percent, when attic temps are reduced by 20-25 percent.

Homes have become tighter and therefore have exposed new issues where ventilation is not used properly. Over the years various builders have circumvented the intent of the code and found loopholes that allow them to eliminate exhaust venting. The 1/150 rule has been used where it probably shouldn't have been. This allows only soffit venting and does not allow adequate www.floridaroof.com | FLORIDA ROOFING

airflow to all rafter/truss spaces as intended. The heat build up in these attics is enormous.

As energy costs in these structures soared, the door opened for sealed attic systems. These achieve lower energy costs by reducing AC duct heat transfer like the venting “scenarios� described above.

Sealed attics have become very popular in the past few years, seemingly saving homeowners money on their energy bills, but the jury is still out. Unfortunately, there have been several incidents where undetectable roof leaks have caused severe damage to roofing systems and ultimately structural damage. These are worst case where there is moisture/water buildup (trapped) at the trusses and decking.

Reports and analyses from Dr. William Miller at Oak Ridge National Laboratories have shown extremely high humidity in attic spaces where spray foam insulation is used, living spaces and/or humidity to be forced into living spaces where insulation is not used on the attic floor. This may have long term consequences and further studies are being performed.

There are a few things we do know: One, if the attic temperature is lowered, heat transfer from the attic to the air-conditioning ducts is reduced, therefore saving the homeowner upwards of 20 percent of their energy bill during the months of the year when air-conditioners run constantly. Two, the movement of air in the attic helps to eliminate the formation of any mold that might

form in an attic where air does not move or moves very slowly. And Three, a lower attic temperature can extend the life of the roof covering.

Attics using radiant barriers however appear to have benefit by allowing the heated attic space between the barrier and the deck to be evacuated through venting.

In summary, attic ventilation done properly has proven to be an excellent method of keeping attics cooler, reducing heat transfer to AC ducts in the attic space, extending life of underlayments and other roofing components, and reducing mold. However, it must be done correctly. Most ventilation manufacturers not only offer online calculators, but calculation analysis and technical support. Feel free to contact them.

Each year, the FRSA Educational Foundation seeks to create and present industry specific courses that not only educate, but engage the contractor in changes that affect their livelihood. Often these courses are code-based and involve changes to the previous code cycle.

As FRSA’s technical staff person, it’s up to me to create these courses and disseminate the information in the best way possible, making sure that the course material is understood by contractors and building inspectors alike. The goal is to have everyone on the same page.

The Construction Industry Licensing Board (CILB) regulates the courses and continuing education credit units (CEUs) a contractor is required to have every two years. This helps ensure that contractors stay up-to-date with what’s new in our industry.

The law mandates the required hours per annum to maintain the certification. For related contractor, inspector and home inspector licensing continuing education content requirements, please review the following.

Contractors (CILB) continuing education requirements: Even Numbered Years 14-hours of board-approved continuing education are required each biennium prior to the renewal period for both certified and registered contractors. Contractors are required to have at least one hour of each of the following: workplace safety, workers’ compensation, business practices, laws and rules, wind mitigation methods and one hour on Florida Building Code advanced modules. The remaining eight hours that are required are general credit hours and should be used for higher education. Consider taking another safety or advanced course and earn general credit hours for excess hours (just be careful not to take the same course in a two-year period).

Building Code Administrators and Inspectors Board (BCAIB) continuing education requirements: Odd Numbered Years License holders must complete 14-hours of continuing education during each biennium prior to the renewal date. Of the 14 required hours, a minimum of two hours must be in the area of accessibility, two hours in the area of Florida law and rules and a minimum of one hour in the area of ethics.

Home Inspectors Licensing Program (HILP) continuing education requirements: Even Numbered Years 14-hours of board-approved continuing education is required each biennium prior to the renewal period. At least two hours must be in wind mitigation for home inspectors.

For more specific licensing information please visit the Florida Department of Business & Professional Regulation website at http://www.myfloridalicense.com/dbpr/ Even though my CILB contractor licenses are inactive I still choose to attend classes each year so I won’t have to make up continuing education credits if I ever decide to reactive any of them. In 2012, Governor Scott approved changes for BCAIB and CILB licensees activating an inactive or delinquent license, requiring licensees to complete the continuing education requirements for the renewal cycle immediately preceding license reactivation.

I’ve had many licenses and I’m happy that some of the course credits are interchangeable between continuing education requirements of the different board certifications. This certainly makes it easier to take some of the required courses.

I’d like to share a proverb my father-in-law passed on to me and maybe you already know this one. Some years ago

he was a junior high school teacher in South Florida. His job was to keep adolescent students interested in reading, writing and arithmetic. Think back to when you were in junior high. I think we would all agree that would be a tough crowd to keep on track for nine months. When it comes to teaching he told me to remember, “It’s not what’s been taught, it’s what’s been caught.” Figure out what you want them to learn. That’s how I try to look at continuing education classes.

The FRSA director of technical services carries many other titles such as teacher, educator, or instructor, take your pick.

Although I find this aspect of my job rewarding, sometimes this task can be intimidating as you try and incorporate as much pertinent information as possible into a two- or three-hour seminar. Attendees are often overwhelmed with information, data and handouts distributed during a seminar. How can you ensure that attendees are getting the information they need?

Are they following along? Are they asking questions when they’re confused?

Although more often than not the information presented during continuing education courses is the retelling of current or past information, I find there is always a nugget of knowledge to be gained. And, hard as we may try to liven up a topic, there are some subjects that by their nature are just boring.

Our challenge as instructors and students alike is to focus on what is important to the topic being discussed and make that our emphasis. Not always easy, I know.

FRSA Shining Star Award In 2013, FRSA held the first annual S.T.A.R. Awards – the Spotlight Trophy for the Advancement of Roofing – an event highlighting industry projects throughout Florida.

Under the leadership of then president-elect Rob Springer, CPRC, FRSA’s Convention Committee established categories and project criteria, submission and judging guidelines, and promotional material. The first S.T.A.R. Award presentation took place during the 2013 Convention and Expo.

FRSA leadership expected interest in the S.T.A.R. Awards to gradually grow, but were astonished with the results for the first year, not only in terms of submissions, but in the number of attendees who attended the S.T.A.R. Awards dinner.

FRSA members submitted their roofing projects completed during the previous year, along with an application

detailing the project, and in-progress and completion photos for placement in one of six categories.

Project submission required a description including tear-off (if applicable), preparation, design work, installation, problem solving and any other information that might be unique to the job, such as safety requirements or field fabrication.

Categories for submission included: Sustainable, Community Service, Steep Slope, Low Slope, Specialty Metal, and Unique.

A panel of three industry professionals was established to review the submitted projects. Judging criteria included, but was not limited to: aesthetics, size, completion time, special circumstances, unique project design, complexity of project, workmanship, teamwork, testimonials, and creative problem solving.

The judges selected three projects in each of the six categories to receive either first, second or third place S.T.A.R. Awards.

In 2015, the Convention Committee added a new category to recognize one overall outstanding project to receive the Shining Star Award, which recognizes the best overall roofing project of all the S.T.A.R. Award submissions.

Adam Purdy, CPRC President, Edwards Roofing Co., Inc., Pensacola Adam currently serves as chair for the FRSA Membership Committee, as a member of the Codes & Regulatory Compliance Committee, the Governmental Affairs Committee, the Young Professionals Council, as a Trustee on the Educational & Research Foundation and the Endowment Board of Governors, the Worker Training Subcommittee and as a director on FRSA’s Board.

How did you get started in the roofing industry?

I started working at Edwards the summer before I went to college. I always spent time each summer in Florida visiting my family and as soon as I was old enough, my uncle, Bob Purdy, put me to work. I am now the 4th generation owner of Edwards Roofing Co., Inc. that was established in 1935.

What’s your favorite part of the job?

I really have two things that come to my mind when asked this question: 1) The people in this industry, and 2) being able to provide a solution for clients that actually helps them and is something they need.

What’s the most unusual roofing project that you’ve been a part of?

The most unusual project I can remember is installing a roof on a building that was inside of another building. The owner had concerns of interior water lines bursting and therefore built another structure inside the main building and had us install another roof over the offices. Most of our work is really pretty normal and boring, thank goodness!

What do you consider a waste of time?

Jobsite schedule meetings for General Contractors. You sit there for two hours listening to each subcontractor lie about completion times to the GC; a complete waste of time.

What’s your favorite vacation?

My favorite vacation has been going on the Disney Cruise with my family. Great accommodations, food, entertainment and NO cooking or cleaning!

What would be your dream job?

I think I would love to design and build boats.

If you could spend time with three people (living or not), who would they be and why?

Jesus, that’s a given. Lewis and Clark (I know its two people, but you can’t split them up), I would love to hear the adventure stories from them. John Bogle, the founder of Vanguard.

What do you personally find most rewarding about being involved with FRSA? The relationships that I have built over the years. The people in this industry, especially the members and employees of FRSA, are top notch people that I have gained incredible knowledge from. I have gained so much more from FRSA than I believe I will ever be able to contribute back to the Association. Also, the dividends from the FRSA-SIF are nice as well!

What advice would you give to someone interested in joining the roofing industry?

I would tell them that the roofing industry is an incredible industry that will NEVER go away, people cannot go without a roof. Join the FRSA and get involved in the industry, and finally, that the Panhandle is a terrible place to start a roofing company so go somewhere else.

What would surprise others to learn about you?

Tracy and I adopted our 7-year-old son George when he was 4 years old and by the time you read this, we will have given birth to twins, a boy and a girl.
