The Board of Directors is unanimously recommending that the Covenants for Rose Hill Plantation be updated and amended to reflect the current conditions and needs of the Association. The proposed changes to the Covenants are important for the future effective administration and management of the community. Revenue realized from these changes can be used to amortize our debt. The ballot contains two covenant amendments that require a vote. The first is to amend the Covenants to increase the applicable transfer fee for improved and unimproved lots to be equal to the current annual assessment for improved lots. The second is to amend the Covenants to change the point at which the annual assessment rate increases for new construction, making it begin the following quarter after the installation of roof and windows, as opposed to increasing the following January 1st. A summary of these proposed revisions is included with the Ballot. In order for each of these proposed amendments to be approved pursuant to Section 12.1 of the Covenants, an affirmative vote of sixty percent (60%) of the total votes cast by a minimum of fifty percent (50%) of the property owners is required. The Board of Directors recommends the adoption of the increased transfer fee and the change in when the annual assessment rate increases for unimproved properties. In 2017, of the members who voted, 75-80% voted in favor of the amendments. However, the meeting quorum was not met and the amendments failed. This is why your vote is so important!!! This year, as we thank departing member Joe Fulliero for his four years of service, we would also like to recognize the addition of Mike Small and Tony LaMartina to the board. This past year they both have made significant contributions and brought positive energy to our deliberations. Mike Small is finishing his one year term and has decided to submit for re-election. In this letter we would like to take the opportunity to bring you up to date on the current state of Rose Hill’s Business Affairs and continued improvements; Page 2

Natural Disaster Fund: We continue to improve our financial position. We have restored and increased the Natural Disaster Reserve Fund balance which was nearly depleted following Hurricane Matthew. The fund balance as of this write is now approximately $280,000.00 and we intend to continue adding to this reserve each year. In addition we also maintain a standby borrowing line of $500,000 to be used specifically for a named storm in order to make sure we have adequate resources to deal with a real disaster. Replacement Reserve Fund Balance: At year-end our replacement reserve had $1,496,505 to be used towards planned improvements to buildings, drainage, and amenities in the course of 2018. We continue to add to the reserve all real estate transfer fees, plus 10% of each quarterly assessment from members and any year-end excess of operating revenues over operating expenses. Details of the spending and 7 year plan can be found on the website. We continue to show increasing levels of capital spending for improvements to the plantation infrastructure without a need for special assessing. We have completed the rebuild of the Colleton Point Gazebo and Dock complex with more improvements to follow. We continue to move forward with the Rose Hill Clubhouse renovation. Our contractor for the project, Beaufort Construction, completed the demolition this past December and reconstruction began in January with a fall 2018 completion date expected. We have a signed contract for the renovation of the North Side tennis courts which should be completed in May. We also continue to review Colleton Point Pavilion and our pool complexes as part of the renovation process necessary to maintain and improve that portion of our infrastructure. This past September we contracted with Stephens Golf Group led by Andy Stephens. He and his team have made remarkable progress in the very short term of their tenure. Architectural Review Process The Architectural Review Board exists so that Rose Hill Plantation can remain a special place to live. Anyone wishing to make external changes to their property must meet the ARB requirements for modifications and submit an application before initiating work.
The pools are scheduled to open on Sunday, April 1, 2018 so let’s hope the weather cooperates and starts warming up. Sweetwater Pools began repairs and replacement of equipment that was needed right after the first of the year at all three pools. The POA maintenance crew will be cleaning and setting up furniture over the next several weeks.

The clubhouse project is off to a great start. The mechanicals are scheduled to be installed in mid-March and the doors and windows are expected to arrive around the same time. The majority of the framing will be completed prior to the installation of the mechanicals and the wood for the decking has been ordered. If you haven’t had a chance to visit the new dock and gazebo at Colleton Point, please do so, you won’t be disappointed. The contractor did a great job rebuilding both structures and they look wonderful! The spring flowers at the front entrances are scheduled to be installed on Monday, April 9 which should brighten up the front entrances. Please take the time to complete the clubhouse restaurant survey which is included in this newsletter. We value your opinions and your feedback. This is your opportunity to be heard!

Caring Neighbors By Jane Phipps On Friday, Feb 9th, Caring Neighbors held their annual Valentines Gala and Silent Auction Fundraiser. Attendees enjoyed an evening of camaraderie, dining, and dancing to music provided by DJ, Billy Ball. In addition, we were very fortunate to have 28 auction items, services, or gift cards given to us by many generous people and area businesses. Some Rose Hill residents, knowing that they could not attend our gathering, made a cash donation, which we also greatly appreciated. The Board of Directors would like to extend a huge THANK YOU to all of you who contributed in any way. Because of your generosity, we are able to continue our mission of helping people in need. After some very chilly weather, temperatures finally rose and the Rosebuds and LGA members could return to playing golf on our much-improved course. Some of the ladies have been attending the clinics offered by DeWayne and Logan, our Rose Hill pros, whose lessons have focused on all aspects of the game. Thank you to both of them for helping us improve our skills. The Rosebuds (9 holers) have been invited to participate in up-coming exchanges at Palmetto Hall and Indigo Run while the LGA (18 holers) has an opportunity to play at Moss Creek, Fripp, and Dataw with the Coastal Carolina Ladies League.
Alzheimer’s and Dementia Seminar Caring Neighbors will be holding an informational seminar featuring Luisa Alcott of Agape Hospice on March 19th from 12:00 to 2:00 at Colleton Point. Luisa will be talking about Alzheimer’s and dementia and how her organization can be of assistance to the patient and caregivers in dealing with these illnesses. There is no cost for this event and a light lunch will be served to those in attendance. If you have questions, or would like to sign up, please contact Ginny Lee Chalmers at 843-227-2829.

There is a lot going on at TLC. Exciting times as the weather improves, with more tennis programs for all to enjoy. We have recently added our ball machine clinic which gives players the opportunity to groove their strokes without worrying about playing points. A variety of skills from baseline ground strokes to transitioning to the net game are all worked on during the 1.5 hr class twice a week: Mondays 10:00am -11:30am and Thursday 6:00pm 7:30pm. Another new and exciting program is the Footwork clinic covering the footwork patterns used by the pro players to move around the court effortlessly and be in position to play every shot. We hold this clinic on Thursday’s 1:00pm -2:30pm. Come on out and join us. We love our 10 and under tennis program here at Tennisclub of the Low Country. Our program caters to ages 4-10 and is continuing to see tremendous growth. Our Mini Shots program is designed to introduce 4 and 5-year olds to the game of tennis in a fun and exciting setting. We also have a Red Ball program that focuses on further developing the tennis skills of those ages 6 to 10. Our programs run Monday-Thursday afternoons and Saturday mornings. If you are interested in getting your kids involved in a fun
sport that they can play the rest of their lives, now is the time! Come see us at TLC and we will take good care of you. We are hosting a Free kid’s fun day Friday March 16 from 4-5:30pm at TLC! Tennis games, obstacle course relays and pizza following. Ages 6-11. Several of our juniors in Rose Hill have been competing in many local and regional events with great results. Congratulations to Brooke Bibee, Delaney Brown, Isabelle Traywick, Collin Anfinson. They will have a busy spring and we look forward to our summer camps which will run the month of July. The club has a very active adult program and many teams are competing in the USTA leagues. It is a busy spring, and we are enjoying being back out on the courts after the very cold start to the year. Watch the website and the weekly emails for more information. Weekly adult clinics, social play and special events for all levels are available for TLC members and non-members to join in the fun. Private lessons with one of our seasoned certified tennis professionals may be scheduled at your convenience. As Spring arrives so do more guests and house parties. Just a few notes to assist with Security and making Rose Hill more secure. 1. If you are having a party with more than 4 guests, it would be helpful to your guests and yourself if you email or drop off a list of the guests’ names. This will make it where no one has to wait while the officer is on a long call and will help expedite getting cars through the gate. 2. Be prepared to have your gate code, address, the guests last name and for how long you need the pass. When the officer must wait for these answers we are holding up traffic and the phone line. 3. Please instruct your guests where to park and if your street is not wide enough for emergency vehicles have parking on one side. We will be more than happy to help you with your parking plan. Also, if your RV/boat will remain at your house overnight, you must get a pass at the Security Gate. If the RV/boat will be in Rose Hill more than 24 hours, you must contact the POA office to make arrangements. Please help Security Help you with your Security needs.
Captain Linda Gant We would like to start showcasing our Security Staff… one Security Officer at a time. We begin with an Officer that has been a part of the Rose Hill team since 2015. Please meet Captain Linda Gant. Most of you already know Linda. She greets the residents with a big smile and her vivacious personality. She was recently promoted to Captain of Security and is a true asset to Rose Hill. She is a mother of three children and a grandmother. In her free time she loves spending time with her family.

Rose Hill Golf Club - The Stephens Group Hopefully the last few weeks is indication we are off the winter weather roller coaster! A little variation is nice, but I doubt many folks have a snow shovel handy. The golf course made it through just fine and is showing signs of having a stellar growing season! All we need now is a little more sun and temperatures at night consistently above 50 degrees to really see the golf course start to pop. The recipe is very simple as it just requires the right touch, expertise, hard work and Mother Nature taking care of us the right way! Judging from comments and reviews, I think everyone would agree that the progress made the last six months has been remarkable. As we move forward into the growing season the hard work of The Golf Maintenance Staff will become visible to not just players, but to all residents and guests at Rose Hill. Once the major bunker renovation (thanks Rose Hill POA!) is complete, the big projects are done for a while and the focus will then become getting the course in tournament condition. We say “tournament condition” because if we strive for that goal we will no doubt hit all the smaller goals along the way. The driving range and practice holes will certainly receive more attention as we hope to improve ease of use and maintenance. These areas are extremely important to the future of Rose Hill as we hope to have many junior golf and new player events that utilize these facilities. We have big goals and lofty expectations for Rose Hill and while there may be stumbles along the way, hard work and commitment always wins in the end! The new clubhouse is really coming together and the Staff is excited about the new Golf Shop! Now until we move into the new building space will be limited in terms of merchandise, but if you are in the market for new equipment make sure to speak to Andy as he can order most anything you need. One new addition since the first of the year is our new beverage cart. This has been a huge hit and will be a course staple as we go forward. If you have any questions about the progress of the course, golf facilities or golf in general please don’t hesitate to ask any of the Golf Shop Staff. As we move closer to our goals we will be adding things along the way. Sometimes they will be big and other times they may be small, but we will always try to move forward. Obviously with the golf community setting the course is an integral part of your daily lives. With that said we hope you enjoy the front row seat! Thanks! The Rose Hill Golf Staff
