DEVELOPERS BLAMED FOR LACK OF PROGRESS ON HOUSE BUILDING

COUNCIL DENIES LAND BANKING ACCUSATIONS CENTRAL Beds Council is under fire by a green charity for ‘landbanking’.

The Council for the Protection of Rural England says that the council has bought land for development and then sat on it. In June 2014, CBC gave planning permission for a huge development of 5,125 houses to be built on a 262 hectare site in Houghton Regis called Houghton Regis North Site 1.

5,125 homes is equivalent to a new town almost 30 per cent larger than the town of Ampthill. It is the largest single housing development site anywhere in Bedfordshire. Four years later and hardly a brick has been laid on this site despite CBC stating, as a reason for planning permission being given on agricultural land in the Green Belt, that residents were “in desperate need of new homes”. Now, quietly and without any detailed explanation of the reasons to support their decision,

the council has stated that it does not see that any development will take place on this hugely valuable site until 2023/2024 – up to 10 years after planning permission was given! A spokesperson for CPRE Bedfordshire said: “We are extremely concerned with this decision. “This development has been described as a Strategic Site in CBC’s Local Plan 2035 which has just been submitted to the Government for approval. “We have written to the Leader of CBC asking for full details of their decision, how and why it was taken and by whom, and if planning permissions will now be withdrawn from the developers concerned.

“Developers are continually saying that they can build more homes if they are given planning permissions – this case proves CPRE’s argument that developers are refusing to build-out permissions they already have in order to keep house prices high. “In this case, it seems to us that CBC is complicit with developers in holding back development.

“Residents of Central Bedfordshire deserve to know what’s going on!” A spokeswoman for Central Beds Council said: “The term land banking means stockpiling parcels of land for future sale or development by land holders. “We fail to see how this term can be applied to us, given that our role is not as a landowner but as a planning authority. “ We are delighted that at recent appeals, the Planning Inspector has agreed that we do have a five-year land supply. “ The wider issue of when houses will be built on sites already granted planning permission is a problem for all local planning authorities, and one that they currently have little control over. “Central Bedfordshire Council continues to push the government to grant additional powers to hold developers and housebuilders to account. “In the meantime, we use mechanisms such as S106 legal clauses if they don’t start to build their houses within an agreed period. We are pleased to say that our approach means that we have one of the fastest number of new homes being built in this region.”

group campaigning for the town’s regeneration, in response to a letter published by a local newspaper from a reader opposing plans for a new football stadium at Power Court and a mixed use development at Newlands Park. “We can correct misconceptions and inaccuracies all day long, but it would be nice if people actually read the plans before writing into the

with non-local parked vehicles.” And Mr Ferroli added: “Stadiums should be on the edge of town and shopping centres should be shopping centres.” But #saveourtown said the town centre has already been destroyed by the presence of a shopping centre that shuts by 6pm, making Luton a ghost town at night. “It would be nice if objectors could explain that for starters, instead of insinuating that Luton Town Football Club supporters will cause mayhem,” said the group. “Good luck to shops, clubs and pubs who see 17,500 people coming into the centre of town and think, ‘I don’t want any of their money’ and instead shut their doors. “And what evidence is there that high Town, Round Green and St Annes etc will become no-go areas on match days? “What evidence is there that surrounding areas will be ‘littered with non-local parked vehicles’? There are parking restrictions all over the town centre these days while the Power Court

stadium will be slap bang in the middle of two train stations and right next to a bus station.” #saveourtown asked Mr Ferroli if he had tried to drive in Bury Park and Dallow Road on non-match days as he will find it congested then as well. “More to the point, we’ve actually been to Bury Park twice in the last two months to speak with businesses about the two developments and they are in favour of them because they understand the regeneration possibilities that will come their way through the release of land for much-needed community use,” the campaigners added.

“More than 11,000 people wrote in to support these developments when they were first consulted on two years ago. They knew then and know now that football stadiums do not work on the edge of towns, and that there will still be a shopping centre in the centre of Luton, complemented by Power Court.” A big announcement about the #saveourtown campaign is due to be made on Friday (August 3), and this week a well-known face on our TV

Awards for fantastic children and young people

ThERE were double winners of the young Person of the year Award at this year’s Central Bedfordshire Looked After Children and Care Leavers Achievement event.

The annual ceremony celebrates the achievements of children and young people in the care of the council and there were more than 300 awards nominees from staff and foster carers for this year’s awards at the the local authority’s Priory house offices in Chicksands. This year, a Summer Ball theme was chosen by the Children in Care Council, which is made up of chil-

dren and young people who are or have been in the care of Central Bedfordshire Council. Its members work with the local authority’s Corporate Parenting Panel to improve services for looked-after children in the area. At the event, which was also attended by council staff, carers and social workers, children and young people were recognised for reasons including, educational achievements, raising aspirations, personal development, showing courage and resilience, overcoming personal challenges and sports and community contributions. The two winners of the young

Person of the year award, were Connor and Jasmine. Connor achieved great success in securing an apprenticeship with Bosch, while studying for his GCSEs. Jasmine was selected for her confidence and commitment to improving the lives of other children in care, and for winning five medals in her recent gymnastics club competition. Cllr Steve Dixon, Executive Member for Families, Education and Children, said: “It was great to see so many young people at such a fun awards ceremony and to see them being rewarded for their achievements. “Central Bedfordshire Council is

committed to helping young people in our care to get the best possible start in life and to help them develop the skills they will need to be independent once they leave our care. I hope they all go on to achieve great things.” Children in Care Council member, Claire, said: “I enjoyed getting the chance to see other young people smiling as they won their awards. My favourite part has to be either Kim singing ‘This Is Me’ or going for a ride in the limo. “I loved being given the chance to speak in front of more people as it upped my confidence and made me believe in myself a bit more.”

The Bedford-based company, which celebrated its 50th anniversary last year and which is the ‘go to’ store for customer service helped Steven Portman who went on to make a special report about his experiences which was screened on ITV Anglia on Tuesday, July 31, 2018. Steven explained that having suffered a stroke as a child he found it difficult in adult life to find a job as he was seen as disabled. Via the EvenBreak organisation he found a way in to work and as part of the process he ended up making a film screened on the regional news programme about his experiences. Woman sexually assaulted in Mill Street, Luton THE police are asking witnesses to contact them after a woman was sexually assaulted in Luton. Between 1 and 2am on Friday, July 27, 2018, a woman was in Mill Street, when she was approached by a man who tried to start a conversation. He pulled her into an adjacent alleyway and began to sexually assault her.

The woman’s phone then rang, which distracted the attacker, and the woman was able to run away and seek help. The man is described as Asian, chubby, approximately 5’5”, aged in his 30s, with mid-length straight black hair and some facial hair. He was wearing dark coloured cotton trousers. Detective Constable Nicky Robinson said:

“I’d like to reassure the public we are taking this shocking incident extremely seriously and we have a number of officers working hard to identify the man responsible, as well as providing the victim with support.” Anyone with information is asked to contact police on 101 quoting reference number 440 of 27 July or call Crimestoppers, anonymously, on 0800 555 111.

Appeal following assault in car park BEDFORDShIRE Police are appealing for information following an assault in Leighton Buzzard in the early hours of Friday, July 28, 2018). The assault happened just after midnight in the car park of McDonald’s, in Billington Road. Officers are urging witnesses to come forward and have also issued a CCTV image of a man that they would like to speak to in connection with the incident. 2020’s plans for New represent a threat to LOCAL campaign group #saveourtown have rubbished Capital & Regional’s ‘false claims’ about an independent Retail Impact Assessment of Luton Town FC’s relocation plans. Nigel Green spokesperson for Save Our Town said, “The article published on July 17th is quite transparently an attempt at spin which extracts very selective quotes from a whole series of complex and lengthy, balanced reports. The independent reports absolutely do not prove any harmful impact on the town centre; they are actually the very opposite and this type of crude false reporting of the facts has to be challenged. “White young Green (WyG), the Council’s retail adviser quotes a range of possible town centre impacts from 1.1 per cent to a worst case of 7.9 per cent in their September 2017 report. however, they also state that this assumption ignores the wider

benefits that the 2020 schemes can deliver of over £250m a year to the local economy, over 10,000 jobs and the thousands of new residents and commercial tenants in the town centre itself. “And, as Lutonians, we also know there would be a huge feelgood factor and sense of renewed pride in our town if, instead of the current eyesore of Power Court, we have an award-winning architectural development at the heart of the town centre together with the River Lea being brought to life there, alongside a stadium, shops, bars, restaurants and a fantastic music venue, similar in capacity (1,800) to Shepherd’s Bush Empire in London, which will give Luton the power to attract major artists. “The tiny possible impacts identified above can be reduced still further if the Council and 2020 put in place strict legal agreements on the type of

retail that goes at Newlands Park. The intention is clearly for it to be a high-end designer offer that is just not in The Mall at the moment. Capital & Regional quote little sections of the Graham Chase expert report and give a very misleading picture of what he actually says: • Paragraph 15.10 – Newlands Park as a high-End retail facility will be differentiated from Luton town centre but will be complementary to it and together they will maximise trading and expenditure within the catchment and clawback leakage to other centres; • Paragraph 15.15 – The crossover of demand between Luton Town Centre and Newlands Park is de minimis (i.e. virtually non-existent); • Paragraph 15.21.4 – The delivery of Newlands Park is not likely to negatively influence the commercial decision of any retailers on the ‘Permitted User’ list to locate in

Luton or Dunstable town centres. “Capital & Regional’s comments on supposed notable impacts on St Albans and harpenden are also wildly out of context. WyG’s calculations on possible impact on these two centres is 1.4 per cent for St Albans and 1.6 per cent for harpenden. We all know full well how rich and successful both towns are and the very fact that Luton might bring a small amount of money back into the borough is not a reason to deny Luton its own chance for major investment and regeneration. “yet again, Capital & Regional appear to get their numbers wrong by claiming that the Newlands Park development is 805,000 square feet. For clarity, the comparison retail elements of the Junction 10 development – the use C&R are clearly trying to defend – is less than 300,000 square feet net, with much less again for the leisure element and

wlands Park do not o Luton town centre restaurants. This is written in black and white in the planning applications and will be a floorspace figure that 2020 will simply not be permitted to build beyond. It’s astonishing that Capital & Regional don’t see that spreading such obviously false claims belittles what little credibility they may have left. “In terms of local and national planning policy, again, Capital & Regional are being entirely misleading. The new Luton Local Plan adopted in November 2017 explicitly states that the two planning applications should be determined by Luton Borough Council without reservation and the outcomes then inserted into the Local Plan. Meanwhile, national planning policy is all about creating jobs, delivering new homes and bringing about regeneration – all of which the 2020 plans achieve.” Additionally, Capital & Regional also claim that 2020 have declined to

meet them and that they have offered funding solutions for a new football stadium, presumably in a meeting they appear to be claiming they haven’t had. To clarify this position #saveourtown contacted Gary Sweet. The CEO of Luton Town said: “We did indeed meet two representatives of Capital & Regional earlier this year after they claimed we had again refused to meet them, despite the fact that we have had well over a dozen meetings with officers of the company since our plans were revealed. This was independently chaired by a senior officer at Luton Council and was supposed to have been completely confidential so it’s disappointing to read that they are attempting to make people believe we haven’t met, but I’m more disappointed they are claiming they are trying to help with funding a new stadium – from a confidential meeting.”

Capital & Regional were also quoted to claim that they have offered to work with 2020 to help make the stadium proposals a success in return for finding alternative solutions at Newlands Park. Sweet also clarified this position, adding: “Whilst I feel uncomfortable discussing matters of confidential nature, given that this confidence has been broken it is only fair I am able to correct this position. What they say is correct but only part of the story. Indeed, they did offer to help with funding solutions but none of their funding proposals were from them, indeed, it was, by and large, all public money which we are already aware of and would not be dependent upon changing what is the perfect scheme for Luton. “One of things that we’re proud of is that we are managing these entire projects – creating many thousands of jobs for people in Luton and

Bedfordshire, bringing hundreds of millions of pounds annually to the Luton and Bedfordshire economy and changing the face of Luton in one swoop – all without a penny from the public purse and we want to keep it that way.”

Nigel Green, spokesperson for #saveourtown, said: “Ultimately, we think it is time to, yet again, call out Capital & Regional for what they are doing here in trying to delay and delay something that the town of Luton so desperately needs. We want the jobs, the regeneration and to highlight the progressive image these two key sites in the town brings – a view which is a view backed up by over 11,000 local residents. “In short, our message to Capital & Regional is stop peddling lies and misinformation and trying to delay a bright future for the town. You won’t succeed!”

Burglars get nearly 10 years in jail sentences FOUR men from Northamptonshire who stole tens of thousands of pounds worth of property from a home in Bromham have been given a total of nearly 10 years in custodial sentences. Patrick Connors, 27, of Greatmeadow, Northampton, received a three-year prison sentence, and will serve an additional six months for breaching a previous court order. Michael Connors, 45, of Crops Meadow, Blackthorn, was given a three-year prison sentence, while Michael Gilheaney, 19, of Askham Avenue, Wellingborough, will serve three years detention in a young offenders institute. A fourth man, Michael Patrick Connors, 18, of Maidencastle, Northampton, was given a two-year sentence, suspended for 18 months. Police have now recovered most of the property stolen during May’s burglary, which included a BMW car, a number of designer bags and clothes, aftershaves and more than £1,000 in cash. The homeowner, who wishes to remain anonymous, praised the work of our officers in the wake of the sentencing at Luton Crown Court. Improving support services

CENTRAL Bedfordshire Council is consulting on improving its support services for children and young people, including a proposal to develop a Family Service for 0-12 year olds. Since February, the Council has engaged with more than 1,000 people including service users, providers, stakeholders and other interested parties to develop locality-based support services to cater more flexibly for the needs of the communities they serve. The consultation focuses on: l Extending the offer of Children’s Centres (currently supporting 0-5 years old) to provide Family Services (0-12 years old). The core services and activities currently delivered by Children’s Centres will continue. l Maintaining a good quality and safe Supervised Contact Service so that children who are looked after by the Local Authority can have safe contact with their birth family, with a priority around making the sessions as close to the child as possible, to reduce travel times. l Developing one youth Service that includes targeted youth work (e.g. working with young people who need more intensive support) and to offer specific support, such as careers and information advice, mentoring and independent visiting (volunteer mentoring and support for children who are looked after by the Local Authority) Central Bedfordshire Council proposes to achieve this by having smarter services, with five localitybased Family Services that will use a range of community buildings, including existing Children’s Centres, one all-age, all-area Supervised Contact Service and one youth Service More joined up and efficient working will ensure more money goes into delivering better services for local people. To ensure they know the services are making a difference to people’s lives, Central Bedfordshire Council is proposing to measure their success by the outcomes for service users, rather than by measuring the number of people that have accessed the services. The consultation questionnaire can be found online at: www.centralbedfordshire.gov.uk/consultations. Paper copies will be available in Central Bedfordshire Council offices, Children’s Centres, libraries and leisure centres. All response should be received by 5pm on September 21, 2018, after which the consultation results will be published online and will go back to the Council’s Executive in October for a final decision.

JOOLS holland and his Rhythm & Blues Orchestra will play at Kimbolton Castle on Saturday 1st September 2018.

Set in the magnificent grounds of Kimbolton Castle, Jools and his Rhythm & Blues Orchestra along with some of his long time vocalists: Ruby Turner, Mabel Ray and Rosie Mae will perform for a guaranteed crowd pleasing show. The irrepressible Jools holland is best known for his energetic, piano-pounding performer of boogie-woogie, jazz, and R&B and as one of the U.K.’s most popular television presenters. Jools has been touring with his veritable musical army, the Rhythm & Blues Orchestra for more than 20 years. The current 19-piece Jools holland and his Rhythm & Blues Orchestra consists of pianist, organist, drummer, three female vocals, guitar, bass

guitar, two tenor saxophones, two alto saxophones, baritone saxophone, three trumpets, and three trombones. They play to audiences in excess of 300,000 each year, touring all over the world, including Australia, New Zealand, Singapore, France, holland, and Belgium. As ever Jools’s show always features a special guest in the middle of the show and for Kimbolton we are delighted to have Marc Almond. Marc was awarded an OBE this year for his services to arts and culture. Supporting Jools holland will be Jack Lukeman. hailing from Co. Kildare, Ireland, Jack is a multi-platinum recording artist, and has not only supported Jools holland before, but has also performed over the years supporting or alongside: U2, Ronnie Wood, Robert Plant and Jimmy Page, John Lee hooker, Elvis Costello, and Marianne Faithfull, and has appeared at venues such as

Olympia Paris, Royal Albert hall in London, and The Lincoln Center in NyC. Completing the support line up is up and coming singer songwriter Katie Kittermaster. Kimbolton Castle is set over 100 acres of mature Parkland and the concert will be hosted on the tree lined Mall offering a stunning backdrop of the castle itself. Used now as the centrepiece of Kimbolton School the Castle original dates from around the year 1200 it is most notable for being the family home of Catherine of Aragon from 1534. The Kimbolton Estate hosts many events over the year, most notably the annual fireworks display that attracts 10,000 guests.
