Luton man jailed for ABH and making threats to kill

A Luton man has been sentenced to three years in prison, and has had an indefinite restraining order imposed upon him, after being found guilty of actual bodily harm (ABH) and making threats to kill. Henry Barnett, 49, of Connaught Road, Luton, was sentenced on Monday, Ju;y 23, 2018 at Luton Crown Court, for a savage attack on a woman at his home. on Sunday, December10, 2017, police were called to reports of a woman being beaten in the street and dragged into a house. Police attended the address and arrested Barnett. During the attack which took place in the bathroom of the property, the victim was punched in the face several times, causing her to lose a tooth, and had her hair pulled out. Barnett repeatedly held a shower head to her nose and mouth, restricting her breathing. He threatened her with a 12” kitchen knife, and told her that he would kill her. Detective Constable nicky Robinson, from Bedfordshire Police’s Emerald team, said: “We hope this sentencing will encourage other victims of violence to come forward and wish to send a strong message of reassurance to others that help and support is available.”

A GROUP campaigning to make Luton a better place has hit back at claims that “strongarm tactics” are being used to promote two major developments in the town.

About 80,000 leaflets are currently being delivered by #saveourtown in support of Luton town Football Club’s plans for a new stadium at Power Court and a mixed use scheme to fund it at newlands Park at M1 Junction 10. the leaflets are being posted through letterboxes by campaign volunteers following generous crowdfunding donations from Lutonians. But in a letter published in local paper the Luton news, reader Richard Groom, who received one of the circulars, wrote: “Surely this should be a planning matter through democratically elected councillors and not influenced by this kind of populist campaigning. “the leaflet gives the impression that the Mall (the Luton shopping centre opposing newlands Park) are black knights while the developers of Power Court plus J10 are knights in shining armour.” Mr Groom added that while there are probably few objections to Power Court it is “indefensible” to link this with the newlands Park development using “you can’t have

one without the other kind of strongarm tactics”. He wrote: “Luton town planners and the council should not be influenced by stuff like this.” But in a strongly worded response, also published by the Luton news, nigel Green, chairman of #saveourtown, pointed out that his group is a community campaign completely independent of Luton town FC. “As a group we wholeheartedly believe that the two developments are a once-in-a-lifetime opportunity to transform Luton town centre and provide the town with much-needed investment, jobs, opportunities and facilities,” said Mr Green. “the proposals are exciting and ambitious and, as Lutonians, our aim is to ensure that as many people know about them as possible.” Mr Groom claimed in his letter that “commercial interests should probably override all others” and that if Power Court can’t be devel-

oped as a standalone project they could turn it into “a city centre park that would certainly benefit the people of Luton they care so much about”. But Mr Green asked when commercial interests “become more important than the will of the people?” He added: “More than 11,000 people wrote letters of support – a uK planning record – when these two proposals were consulted on two years ago. “We are campaigning so their voices are not forgotten, as well as thousands of #saveourtown supporters, including elected councillors, all of whom want these developments approved so that we can have a Luton we deserve. “to claim that Power Court should become a ‘city centre park’ is firstly ignorant of the fact that we live in a town and that, within its centre, we already have Stockwood Park and Wardown Park. “they are both beautiful, wellloved and serve the people of Luton incredibly well.

Four years jail for More support services attempted robbery for rough sleepers in with imitation gun Bedford Borough Craig Langley, 27, of Alamein Avenue, was sentenced at Luton Crown Court on tuesday July 24, 2018, after pleading guilty to attempted robbery and possession of an imitation firearm. the court heard that on Friday, April 13, 2018, Langley ordered a taxi from Bedford to Kempston and, upon arrival at his destination, demanded the taxi driver give him money, threatening to shoot him if he didn’t comply. Langley produced what appeared to be a black hand pistol, which he pointed to the taxi driver’s head. the driver explained he didn’t have any money to hand over and Langley left the vehicle empty handed. He was sentenced to four years’ imprisonment for the attempted robbery and 30 months for the imitation firearm offence, to run concurrently. Detective Constable Aroop nandre said: “this sentence goes to show how seriously the courts take imitation firearms being used to

threaten and intimidate. We are pleased Langley will be unable to cause any further harm to the public. “the taxi driver found himself in a vulnerable position and feared for his safety when he saw the firearm aimed at his head. He was understandably shaken following this ordeal and it took him sometime to deal with the shock before he came to the police. I cannot speak highly enough of the victim’s bravery in coming forward.”

Vehicle targeted twice by arsonists InFoRMAtIon is being sought after two arson attacks on the same vehicle in Luton. the first incident happened in the early hours of thursday, July 12, 2018 in Whitefield Avenue.

A car parked on a residential driveway was deliberately set alight between 2am and 2.30am. the same vehicle was then set alight in the same location just after midnight on Wednesday, 18 July.

BEDFORD Borough Council has announced a range of additional services to support rough sleepers. the Council consistently works with partners and the third sector to provide support to those who are rough sleeping, from the Rough Sleeper outreach which goes out to try to engage people into accepting support, to Clarence House which opened recently to provide supported housing for the most vulnerable people with complex needs. this additional funding will allow the Council, working with the third sector, to employ six additional support workers to provide both outreach support and ongoing support once people are housed. It will also fund a Rough Sleeper Coordinator post, to ensure that the Council, third sector and other stakeholders work in collaboration to deliver the most effective and efficient service, providing maximum impact in relation to those rough sleeping. As well as this support, thirtytwo additional units of accommodation will be provided with this funding and four units of accommodation for those who have no recourse to public funds. Finally, this funding will enable more beds to be provided over the winter in addition to the Council’s work with the Salvation Army to provide emergency beds as part of

the Severe Weather Provision during the coldest winter spells. this additional support has been made possible following a successful bid for £307,000 from Government to provide support for those rough sleeping, and to help them get into accommodation. Sam Price, Homeless InterAgency officer for Bedford (pictured above), said: “Working with both statutory and voluntary services on the front line of homelessness, I welcome the news of additional funding and services. I look forward to continuing to build upon the strong relationships I have made with all partners. our shared goal is to end rough sleeping in Bedford.”

Petrol station closed for selling illegal fuel

Successful day of action in Luton sees vehicles seized and drugs found

A POSITIVE day of action in Luton on Wednesday, July 18, 2018, saw 13 vehicles stopped and 12 large bags of suspected cannabis plants found. Bedfordshire Police worked with partners from Luton Council and HM Revenue and Customs for operation Kore, a day of action aimed at tackling illegal waste disposal, unregisters traders, license matters and traffic offences. A total of 13 vehicles were stopped for a variety of reasons, including one for speeding – later to discover the driver had no license, three for waste removal permit checks and trading standard issues and one for illegal tyres. of the 13 stopped, two vehicles were seized, one for being dangerously overloaded with waste and one for illegal fuel. Following an investigation into the fuel, it was discovered a petrol station in Luton had been selling illegal fuel and has been closed down by trading Standards for further enquiries. During the last job of the day, Luton Council alerted the force about a fly-tipping incident, on arrival officers found 12 laundry bags filled

with what is believed to be cannabis cuttings and remains of a cannabis factory that had been cleared out. temporary Sergeant Richard Cunningham said: “this is a great example of partners working together to tackle issues in Luton. We will not tolerate such crimes in Bedfordshire and we will continue to work together to tackle illegal activity. “As well as stopping cars we also visited a number of addresses in the area to talk to residents about the work we have been doing, this was well received by the public.” Cllr Aslam Khan, portfolio holder for Safer, Stronger Communities at Luton Council, said: “the council takes a very strong stance against any form of antisocial behaviour and when possible, will always seek to bring action against offenders. I hope the results of this successful operation send out a powerful message to anyone considering flouting the law. Such activity will not be tolerated in Luton.”

Kempston knife attack A MAn was wounded during an incident in Kempston. Emergency services were called at around 6pm on Friday (20 July) to reports of an altercation in the park near the one Stop shop in Hillgrounds Road, Kempston. A man was standing talking with friends when an unknown offender hit him on the back of the head with

a knife and he sustained a deep laceration. He also suffered a stab wound to his abdomen, and required hospital treatment for his injuries. the offender ran off down an alleyway into a nearby housing estate. the police would like to hear from anyone who has any information about this attack.

Pair jailed after viciously attacking grandfather and fracturing his spine TWO men from Luton have been sentenced to 26 years in prison, after attacking an 84-year-old man in his own home as he tried to defend his granddaughter.

Stephen Simons, 45, of Brook Street, and Roderick McDonald, 52, of toddington Road, were sentenced to 14 years and 12 years in jail respectively at Luton Crown Court on Friday, July 20, 2018, after being found guilty of burglary and grievous bodily harm at a trial earlier in July. on August 10, 2017, the victim was woken at around 5am by the sound of breaking glass and saw two masked men trying to get into his home. Despite noticing the victim, Simons and McDonald continued to force entry and, once successful, Simons slashed the victim’s hands with a knife. the pair then tried to force their way upstairs, where the victim’s 24year-old granddaughter had been sleeping having chosen to stay with her grandfather to support him following another burglary six weeks

earlier, during which jewellery intended for his 11 grandchildren was stolen. When he tried to stop them, Simons proceeded to head butt and kick the victim in the chest, causing him to sustain a fractured spine, bleeding on the brain and broken ribs which required four months of treatment. they then ransacked the house, where the victim had lived with his wife since 1965 until she passed away last year, but didn’t take anything. they left after the victim’s granddaughter, who was on the phone to the police, shouted at them to leave. Simons was identified by several members of the public who saw images taken from CCtV footage issued in a Bedfordshire Police appeal, after the victim’s son-in-law had installed the system following the previous burglary. McDonald was identified after leaving blood at the scene. Detective Constable Jason Wheeler said: “Firstly, I’d like to pay tribute to the victim, who was understandably distressed following the incident, but was still able to help

greatly with our investigation. He showed incredible bravery and strength throughout the incident and aftermath, as well as throughout the trial.

“We are both incredibly grateful for the assistance of the public, who came forward and identified Simons from the CCtV images we issued on our social media channels. We can’t tackle crime alone, and it was thanks to assistance from the public that we were able to bring the two men responsible to justice. “Bedfordshire Police has a specialist team dedicated to tackling burglary crime, which is a force priority. We would always encourage anyone with information on a specific incident to get in touch.”

In a statement read out in court by the victim’s granddaughter, she said: “My grandfather literally would have sacrificed his life to save me and protect his property, and that is something that he should never should have been forced to do, and it is something that I can never repay him for. It reinforced how much I love and respect him, and also demonstrated his bravery.”

Love Bedford is the symbol of town centre YOUNG visitors are being encouraged to take a closer look at Bedford through a “Symbol Spot” summer search sponsored by Love Bedford. The Bedford Business Improvement District (BID) which is funded by 500 businesses and supports 100s more, has helped finance the booklets which contain the Mini Map-Makers project run by Alice Gadney. www.minimapmakers.co.uk The books will take families on a tour of key points of interest in Bedford, and they will be learning how to navigate every step of the way. Christina Rowe, Director of the BedfordBID said: “Love Bedford is here to promote the town centre and we like to help those who are bringing newcomers into the town centre. We thought the Mini Map-Makers idea was great fun.” There are various stop-off points in the town centre - one being at the newlyopened St Cuthbert’s Arcade where Alice and Christina met up with Secret Garden, designer children’s clothes, business owner Natasha Trudgill. Natasha and nearly 20 other businesses are now trading from the new look setting and are looking forward

to welcoming families all summer long. Said Christina: “A trail such as this means we can help encourage footfall to some of the hidden gems of the town centre. St Cuthbert’s is now an up and coming area with cafes, bars and restaurants, and there are now new retailers in the Arcade too.” A trial of the trail was being undertaken in the first week with pupils from the Priory Primary School, which is within the BID town centre zone. Alice (who is known as Ahoy! Captain Alice by her young fans) is a professional cartographer who teaches students up to A Level, and has run a similar trail at the Marston Vale Forest. She said: “We have 70 businesses from the Nat West on the High Street to lots of independents taking part with symbols on their windows or premises. Pick-up points for the free books are Baby & Play and Rogan’s Books in Castle Quay, Gallone’s ice cream parlour in the Edwardian Arcade and the historic Goldings on the High Street. FORCE REFLECTS THE COMMUNITY

In June, I was delighted to welcome Policing Minister nick Hurd to Bedfordshire Police HQ in Kempston for a national conference on diversity in policing as he congratulated Bedfordshire Police on the “shining example” they represent to policing as a whole through recent exemplary recruitment across minority communities. nick Hurd specifically thanked the Chief Constable and I for the particular emphasis we both put on increasing diversity in our Force and in policing as a whole, which has brought outstanding results, with 26-33% diversity across recruitment since I came into this role. It is a commitment made in my Police and Crime Plan and Jon Boutcher and I had talked at length about this as a joint priority for Bedfordshire Police before I even stood for election. It is not only the morally right thing to do, to reflect our communities in the make-up of the Force, but brings talents and skills to our policing that are absolutely critical, including speaking a range of languages and a knowledge of culture and community backgrounds. this does not mean for a single second that our other officers are not valued as highly but, as nick Hurd said, we need to recruit from the widest talent pool possible and policing has never done that, which is an absolute disgrace which has to be challenged and changed in 2018. It is absolutely clear that nick Hurd fully understands the very significant progress made by Bedfordshire Police in this area and he, quite rightly, points to the fact that no force should ignore the need to recruit across diversity even where, unlike ourselves, there are no significant black, Asian or other minority populations in the force area. this is a wider issue than that, to make sure that we recruit the best of the best from the widest pool and that is precisely what we are doing here in this county. Everyone who knows me knows that I am interested in being an effective PCC, not just being PC – politically correct. We need to have access to recruits across every race and culture and who bring their understanding of faiths, communities and multiple languages to policing.

Logistics Park development commences

LonDonMEtRIC Property Plc and Graftongate hosted a ceremony on 25 June 2018 at Bedford Link Logistics Park to mark the start of construction of three new logistics warehouses. the event was attended by Bedford Borough Council including its Mayor, Dave Hodgson, and Chief Executive, Phil Simpkins. the three warehouses of 106,000 sq. ft. 50,000 sq. ft. and 32,000 sq. ft. will be ready for occupation in early 2019. the buildings will represent the second phase of a wider development at the site to deliver c700,000 sq. ft. of modern logistic space and representing a total investment by LondonMetric of c£70 million. the first phase consisted of the delivery of the infrastructure to the site including a new road junction of the A428, which is now complete. the development is expected to create up toa 1,000 jobs across a range of roles and sectors. Houghton Regis man pleads guilty to sex charges A 72-year-old man from Houghton Regis has pleaded guilty to sexually touching two children under the age of 13. Alan Jones, of Bromley Gardens, appeared at Luton Crown

Luton community policing team marked numerous successes on the first day of targeted patrols and engagement in Ruthin Close, Luton, after a court last week decided to impose a Partial Closure order on the location. the force’s community team covering the area on Monday, July 23, 2018, carried out a targeted operation aiming to resolve issues raised by local residents, including drug use and dealing, littering and anti-social behaviour. the closure order, imposed by Luton Magistrates’ Court on Friday (20 July), was supported by local residents and prevents ‘unauthorised visitors’ entering the location and its

communal areas. Any breach of this order is an arrestable offence. officers from the local community team carried out proactive patrols and turned away 10 people who didn’t comply with the order’s conditions, arresting one person, and also recovered a stolen vehicle and found and secured one knife. Have your say on the farms estate CEntRAL Bedfordshire Council is consulting with the public on its draft Farms Estate Plan. the local authority manages around 4,700 acres of public farmland across the area, and is asking for feedback on its proposed approach to future management. A policy has been drafted to shape the way the local authority manages its farms estate over a 10year period. the farms are rented to 58 tenants across the Central Bedfordshire area, with a number of farms close to Flitwick, Maulden and Ampthill; to the east and south of Biggleswade and Sandy; and around Arlesey and Stotfold. Legislation means that local authorities have to provide chances for people with agricultural experience to farm. Alongside this, there are wider public benefits to the council owning the land. these include providing greater public access to the countryside; income for the council; greater control over the pace and type of development in rural areas; and encouraging initiatives to boost biodiversity and maintaining the look and feel of the countryside. Councillor Eugene Ghent, Executive Member for Assets, said: “Councils have owned farms for

decades, and they’re still important to us today. they allow us to control the growth of towns, and provide a source of income, food and employment. they also can be used to protect and conserve our natural environment and wildlife, and for greater access to the countryside. “We need a plan for our farmland to meet the challenges and opportunities over the next 10 years. our proposed approach is to have a more manageable smaller number of farms of a larger size, with more proactive management. “We will also be looking at buying more land, to ensure we have at least 2,000 hectares on our estate for future generations to benefit from.” there will be an eight-week public consultation process on the draft farms estate plan. the public can have their say online at www.centralbedfordshire.gov.uk/cons ultations. Paper copies are available from local libraries and leisure centres. The consultation runs until 5pm on 19 August. motoring Estoril track record broken by Honda Type ‘R’ HONDA has set a new 2min 01.84sec record for a frontwheel drive production car in the Civic Type R at the Estoril circuit in Portugal. The high-performance hatchback was driven by Honda WTCR driver, Tiago Monteiro. the iconic Estoril track is 4.2km long with two hairpins, a difficult chicane and a very long main straight, which means drivers experience an unusually broad range of speeds over one lap. It therefore rewards cars with a great breadth of ability, that combine fast acceleration with exceptional handling. the Civic type R proved to be superbly matched to the circuit, with its 320 PS VtEC tuRBo engine providing outstanding pace, and its sophisticated suspension and steering systems delivering fast, stable handling, as Monteiro powered his way to a new front-wheel drive lap record. Speaking about the benchmark time, tiago Monteiro said: “We came here with a goal to beat the existing lap record set by the previous car but you can never take anything for granted – I mean it’s a lap record so it’s no easy feat. You have to have supreme confidence in the car to attack around Estoril, and the new type R is just so powerful, smooth and confidence-inspiring. We beat the lap record, smashed the record actually.” Commenting on the type R itself, he added: “the type R is very stable and has very good braking efficiency and an amazing engine so it just feels like you are driving a race car – on the track it’s easy to forget that it’s a proper road car, but then you can drive it home.

I mean we’re talking about a totally different car in terms of design, aero, suspension, geometries, engine, but more than anything the feeling of driving the car.” the new benchmark time at Estoril is the fourth front-wheel drive lap record set by Honda in 2018. the Civic type R has also claimed record lap times at Silverstone,SpaFrancorchamps and Estoril. Young drivers not motorcyclist aware WItH the summer months bringing an increase in road users switching from four wheels to two, research from insurethebox, the global pioneer of telematics-based car insurance, reveals that 18.8% of young drivers almost never (or never) worry about the danger of failing to notice motorcyclists on the road. Less than half (47.5%) of drivers aged 18-24 always check for motorcyclists before opening their car door. According to government data, motorcyclists represent just 1% of total road traffic, but account for 19% of all road user deaths. And RoSPA data has identified that motorcyclist casualties are highly seasonal – fatalities and overall casualties peak during the summer months. For young, less-experienced drivers there are already numerous factors that require their attention

and concentration. But according to the insurethebox research, the risks facing motorcyclists aren’t as widely recognised by 18-24 year old drivers, as among other age groups. insurethebox asked motorists to identify the scenarios where a car would be most likely to collide with a motorcyclist. the top response was a right turn at a junction, however there was less awareness of this risk amongst 18-24 year olds (69.6%), than drivers of all ages (74.4%). Changing lanes came second, cited by 64.7% of young drivers and 65.4% of all drivers, followed by overtaking, acknowledged by 60.6% of 18-24 year olds compared to 62.5% of all drivers. one of the key dangers for motorcyclists is simply not being noticed by other drivers. insurethebox asked how often drivers worry about

failing to notice bikers. Just 18.8% of 18-24 year olds said they always worry about failing to notice a motorcyclist when driving, compared to 22.1% of all motorists. When it comes to the rules of the road, there also appears to be a lack of understanding about what motorcyclists can do, especially in busy traffic. over a quarter (26.2%) of 18-24 year-olds think motorcyclists should not safely filter through traffic. this could mean that they may not be checking their mirrors for vehicles on the inside left, as well as the outside right, when moving in slow traffic. Simon Rewell, Road Safety Manager at insurethebox, said: “With only 18.8% of young motorists saying they always worry about failing to notice a motorcyclist, the level of awareness of the risks for those using two wheels needs to improve.”
