Intu Properties, which owns shopping centres in nearby Watford and Milton Keynes, previously had concerns over Luton Town Football Club’s plan, which will fund the Power Court development, including a new 17,500-capacity stadium for the Hatters.
Intu, the biggest retail property landlord in the UK, wrote to Luton Borough Council two years ago after the proposals were first unveiled and again in May, raising “issues” over the plans.
But since then an independent retail impact assessment has concluded that any potential impact from Newlands Park would be minimal on both The Mall shopping centre in Luton and other retail destinations in neighbouring towns and counties.
Capital and Regional, owners of The Mall, continue to oppose Newlands Park, but a letter to the council from Intu’s agents Lichfields, says that, subject to the nonpoaching agreement being put in place, “Intu is prepared to withdraw its previous submissions made in relation to these proposals”. #saveourtown chairman Nigel Green said: “It seems common sense has prevailed. Let’s just hope it sparks an outbreak and that others follow suit.

“Part of Newlands Park and Power Court’s attractiveness for our town is that they will keep more Luton spend in Luton. It currently leaks to places like Intu’s two shopping centres in Watford and Milton Keynes, but if they can see that their business will not be harmed by the plans for Luton, then it makes Capital and Regional’s objection look even more absurd. Lutonians – their customers – want these developments, businesses want these developments so, increasingly, C&R’s continued stance is only enhancing the perception that they’re acting entirely selfishly. “We again urge C&R to stop blocking a bright new future for Luton. Sky viewers get the message
THE #saveourtown group attracted the attention of the nation on Saturday when Sky Sports featured the campaign live on TV during Luton Town’s 3-2 League One defeat at Barnsley.
The independent volunteer-led campaign continues to raise awareness of the benefits of the Hatters’ Newlands Park and Power Court proposals – a planning decision on which has been delayed for more than two years due to objections from Capital and Regional, the owners of The Mall shopping centre. After a banner was stretched across the away end at the Tykes’ Oakwell stadium, cameras focused on the message during the 69th minute of the match. Commentator Gary Weaver also explained the campaign to viewers, saying: “Part of Luton’s grand plan to rub shoulders with the top level of English football again is to build a new stadium at Power Court. They see it as vital if they are to make it and keep themselves in the Championship.
“There are two projects linked with the new stadium. Fans are hopeful of getting the green light. Likewise the town and what it will do for the town. They are hopeful of receiving news before the end of the calendar year. “It will be a new stadium with a capacity of 17,500 fans. If it were happening right now, if they were in there, Luton say they would be making an extra £100,000 a month, at this moment in time.
“They are waiting for a couple more months, maybe, to get the green light on both projects. They have been looking to move away from Kenilworth Road for over six decades now.” As well as the stadium, the developments will include a 1,800-capacity music venue, bars, restaurants, high-end retail, leisure and community facilities, offices, hotels and more, which would provide an annual £250million boost to the local economy and 10,000 jobs.

County lines – tackling drugs and cuckooing AWARENESS is starting to grow about county lines drug dealing and cuckooing, which is having an impact in Bedfordshire and other areas across the country. The behaviour is simple. Drug dealers, often from major cities such as London, will move into new areas like Bedfordshire to sell their products. The link from London to their new base in Bedfordshire is known as the ‘county drug line’. Often, these dealers will take advantage of and exploit vulnerable housing tenants, taking over their home and using it as a base for their criminal operation. This is known as ‘cuckooing’. These gangs are often violent and extremely intimidating. Not only do they exploit vulnerable people for their base, but they also target children and recruit them into their criminal network. We know of children not even in their teens yet who have been targeted by older dealers to start dealing drugs. These organised crime groups can
often have links to other forms of exploitation such as human trafficking, modern slavery and child sexual exploitation. While the county lines model is associated with major cities, we now know of gangs in Bedfordshire that have adopted this tactic, going to areas such as Berkshire, Norfolk and Suffolk and establishing their own supply lines. This mixture of exploitation and vulnerability is a key reason ourselves and our partners are working to get a grip on county lines, and organised crime groups more generally. More than 20 people have been arrested as part of Operation Nola, our new crackdown on county lines, since it was launched in June. A number of vulnerable people at risk of cuckooing have also been safe-
guarded as part of this operation. Every month senior officers meet with agencies such as social services, housing teams and charities such as Unseen to coordinate our work in tackling things like county lines and modern slavery. It is crucial that professionals across Bedfordshire are working together to address this threat. The public can be the eyes and ears across the county, help the police respond to the threats faced by children and vulnerable people and protect them from exploitation. The signs of someone being cuckooed may not be obvious. It could be that you have not seen your neighbour for a long time, or perhaps there are more and more people coming and going than before. Their home could have become very messy, or it may even be that there are loads more takeaway boxes around than you would expect. Likewise, there are signs to spot children and young people involved
in county lines. They might have more than one phone, particularly older and cheaper handsets. They might have large amounts of cash or luxury items like expensive clothes, trainers and jewellery. It is also worth keeping an eye out for items associated with drug dealing, such as bags, cling film, rubber bands, digital scales, Vaseline and baby wipes. Language is also important. Slang words such as G-pack, traphouse, bando, nittys and boodge are all part of a county lines dealer’s vocabulary. The police are asking you to report your suspicions that someone is being exploited to tehm. You can visit the online reporting centre or call 101, quoting Operation Nola. Traffic cops ‘remember the fallen’ with fleet of poppies
Fly tipper fined over £2400 A LOCAL man has been fined over £2,400, after an extensive investigation into two fly-tipping incidents in Kensworth. Thomas Tyler was found guilty of failing in his duty of care in the correct disposal of waste at Luton Magistrates’ Court. Mr Tyler, who also lives in Kensworth, had previously denied dumping the waste. The large quantity of fly-tipped waste was made up of a carpet, several mattresses, building materials, PVC windows, bathroom units, building insulation, a gas boiler, and black sacks. These were found dumped on a farmer’s land on Watling Street and on Clayhall Road in Kensworth. Mr Tyler had collected waste from two separate properties for
money. Despite being paid, on both occasions he failed to ensure that the waste was transferred to a legal waste disposal site or to a legal waste carrier. This failure in Mr Tyler’s duty of care led to the waste then being fly-tipped by an unknown third party. After he failed to attend his first court case in December, a warrant was issued for his arrest. Mr Tyler finally attended court on 26 September 2018 and pleaded guilty to two charges*. Mr Tyler was fined £200, ordered to pay a £30 victim surcharge, as well as costs of £1,530 to Central Bedfordshire Council and £660 compensation to the farmer to cover the costs of clearing the waste from the farmland.
THE Beds, Cambs and Hert Road Policing Unit will feature a poppy on all of their marked patrol vehicles in the build-up to the centennial Remembrance Sunday. The idea was put forward by PC Mark Fairclough and Joint Protective Services ACC Paul Fullwood, both of whom served with HM forces before joining the police. PC Fairclough said: “I was pleased to receive such tremendous support for this idea to remember our fallen service personnel and show our respects for the ultimate sacrifice they made. “I did not want to force this idea on anyone, but have received positive
feedback from every officer I have spoken to”. The poppy will feature on the vehicles to commemorate the centenary of the end of World War One on 11 November, 1918. ACC Fullwood, who leads the units under the BCH Joint Protective Services command, including the RPU, said: “I am proud to support the centennial Remembrance Day with this gesture. “This is certainly not a glorification of war. We will be supporting the Royal British Legion poppy appeal as we show our respects on this momentous anniversary.”
Four people safeguarded during county lines operation FOUR vulnerable people at risk of cuckooing were safeguarded as part of a week of action cracking down on county lines drug dealing. Four people were also arrested as part of the week of action, which included three warrants at addresses in Bedford. A significant amount of
cash and drugs were also seized during the operation. Those arrested were two men aged 42 and 38, a 35-year-old woman and a 17-year-old boy, all from Bedford. All four have been released under investigation.

£5.2M ENGINEERING CENTRE OPENS AT BEDFORD COLLEGE THE official opening of the Advanced Engineering and Construction Centre at Bedford College took place on Tuesday October 16, 2018.
Named the Buchanan Centre after the first woman member of the Institution of Civil Engineers Dorothy Donaldson Buchanan (1895-1957), the centre was declared open by Professor Helen Atkinson (pictured) of Cranfield University. Before cutting the ribbon Professor Helen Atkinson said: “People with technical skills really do matter to the economy, to help fulfil the requirements of industry. It is a priviledge to open this new building.” The Buchanan name reflects the choices of Bedford College in celebrating the best figures in modern technologies and education. The Brundtland Building, a showcase of eco-technologies, is named after Gro Harlem Brundtland a Director General of the World Health Organisation who pioneered sustainable development. The Stansfeld Building is after Margaret who established Bedford College of Physical Development and is considered a national pioneer of widening women’s opportunities.
Local Growth Minister, Jake Berry MP, said: “Our investment in this state of the art Advanced Engineering and Construction Centre at Bedford College demonstrates our commitment to improving skills and training for our young people, which is central to boosting economic growth across the UK and building a country that works for everyone. ‘Local Growth Funding worth £2.5 million will ensure that students have the skills and training required to go onto higher engineering and degree level training, supporting local manufacturing and the wider economy for years to come.’ Ian Pryce CEO of The Bedford College Group, said: “Bedford College has a proud history of preparing young people for careers in engineering. As the industry has evolved so have we and this new Advanced Engineering Centre will provide training opportunities for tomorrow’s technologies.” Hilary Chipping, Chief Executive, SEMLEP said: “Local businesses are demanding more highly-qualified engineers in relevant disciplines needed for the specialist engineering and manufacturing sectors we have in the area. The Buchanan Centre is in prime position to work closely with local employers to respond to their needs by giving students access to state-of-the-art equipment and training. SEMLEP is delighted to support the Bedford College Group with investment through our Local Growth Fund.” The Buchanan project has cost £5.2 Million from generous donations from public and private organisations, as well as the college’s own funds.
This includes £2.5m from SEMLEP’s Local Growth Fund. The Connolly Foundation of Bedfordshire which supports training in the construction industry has funded a virtual reality suite allowing students to “walk around” within design concepts. The Connolly Foundation also generously supports apprentices via the college.
HEFCE (Higher Education Funding Council England) gave a grant of £170K from the Catalyst Fund to develop a range of market-driven Higher Education (HE) engineering courses. This will expand the current Higher Education courses which include: Mechanical and Electrical Engineering, Sustainable Construction and Building Services and Construction.

Councillors approve new way forward to support children and young people CENTRAL Bedfordshire Council’s Executive has voted to extend the offer of its Children’s Centres by developing a new larger age range Family Service, as part of a wider plan to improve its support services for children and young people. Children’s Centres currently support 0-5-year olds, working mostly with very young children and their parents in the first two years after birth. This age range will be increased to working with up to 12year-olds, as part of a more holistic approach to the whole family – making sure the right support is available at the right time. The improvements to support services will ensure that localitybased services can be tailored more flexibly to the needs of the communities they serve, with five locality-based Family Services that will use a range of community buildings, as well as the existing Children’s Centres, none of which will close. The Youth Service will be developed to bring together many of the existing services for young people such as targeted youth work, working with young people who need more intensive support, as well as careers and information advice, and mentoring and independent visiting
(volunteer mentoring and support for children who are looked after by the Local Authority). Cllr Steve Dixon, Executive Member for Families, Education and Children, said: “This is good news for the children and families of Central Bedfordshire because it will mean a more efficient and joined up way of working for us, which will ensure that the maximum money possible goes into delivering better services with better outcomes for children, young people and families. “We know our Children’s Centres are valued, so they will continue to do what they do best, but by extending the age range we can support families for longer, which will help to give children and young people the best start in life. Families will also benefit from more accessible services in a wider range of venues and locations, improved facilities, a greater range of activities and a need for more resources to help address prevention and early intervention. “We will also begin measuring success by the positive outcomes we achieve for service users, rather than by the number of people that have accessed the services. This will mean services can be tailored to residents’ needs to ensure they are making a difference to people’s lives.”

Woman ‘critical’ after hit and run

THE police are appealing for witnesses after a woman was hit by a car yesterday Monday October 15. At approximately 4.10pm, emergency services were called to reports of a collision between a pedestrian and a car on Hitchin Road in Luton. The woman has been taken to hospital in a critical condition. Anyone with information is asked to contact us on 101 quoting Operation Galaxy.
WITNESSES are sought after a generator was stolen from a vehicle parked in Leighton Buzzard. At around 1pm on Thursday, October 11, the vehicle was parked on Duncombe Drive. A car parked up nearby, and four men got out and approached the mobile showroom. The men approached a power generator next to the vehicle, picked it up and put it in their car.

Piling work starts on Luton DART RESIDENTS and nearby businesses are advised that two phases of essential sheet piling works are due to begin shortly on the pioneering £225m Luton DART fast transit project. The Luton DART will be an automated 2.1km system, seamlessly linking London Luton Airport with Luton Airport Parkway mainline station in well
under four minutes, and is due to open in 2021. The first phase of the piling works was scheduled to start on Wednesday 17 October, next to the main airport terminal, for six weeks. Operational hours will be restricted to daytimes, Monday to Friday, from 7.30am to 6pm. Passengers using the airport’s drop-off zone will experience
intermittent construction noise on their route to the terminal while these works progress. Some background noise could be experienced by residents within 750m of the terminal but this will be contained and in line with the tightly-controlled planning conditions. The second phase of piling will be very close to the airport’s taxiway, and therefore will have to be done at night for operational and safety reasons. To reduce any noise impact, a number of measures have been adopted – including a quieter method of vibrating the panels into place. The noise experienced by residents within 750m will be minimal as a result, and well within the planning conditions. This work will begin on 29 October for six weeks, and will initially take place from Monday to Friday evenings, from 10pm until 5.30am, intermittently throughout the night. Additional night time piling activity will also take place over the weekends of 9/10 and 16/17 November to take advantage of an airport closure. A senior representative of lead contractor VolkerFitzpatrick-Kier will be on-site during all night time piling in order to supervise the works. Constant noise monitoring will take place throughout the period and a manned 24 hour helpline has been released for residents to contact in the event that there is any disturbance that needs to be reported. Councillor Andy Malcolm, chair of London Luton Airport Ltd (LLAL), Luton Council’s airport company, said: “The
Luton DART is a very exciting scheme which will provide a step-change in rail access to London Luton Airport, and is delivering significant local business opportunities during construction. “We appreciate that night working will not be ideal for residents and we are therefore doing everything possible to complete the programme as quietly and as quickly possible to minimise any disruption caused. “For this reason it has been decided that we will vibrate the sheet piles into the ground, rather than ‘hammering’ them, which we anticipate will significantly reduce the impacts which may be experienced. “I would like to thank residents in advance for their patience and understanding during this period of works.” The project forms part of Luton’s £1.5 billion Investment Framework to transform the town and secure long-term economic growth, and in early 2018 our airport company London Luton Airport Ltd (LLAL) awarded contracts for the civil engineering works to a VolkerFitzpatrickKier (VFK) joint venture to design and construct two stations, a gateway bridge, viaduct and tunnels. Additional excavation and service diversion works will take place on the nights of 9 and 10 November and 16 and 17 November, however it is not expected that there will be any noise disruption from these activities. Grand theft auto in Broom
THE police are appealing for witnesses after 10 cars were stolen from a private barn in High Street in Broom, Biggleswade. The cars were stolen at approximately 10am on Friday, October 12, 2018 The offenders posed as staff from a recovery company, all wearing high-visibility jackets with ‘recovery’ written on them. They have been seen to come back numerous times to the owner’s barn and used three trucks to remove vehicles from the property. We believe this was a scam during which the offenders successfully deceived any potential witnesses by pretending to be legitimate car recovery company. “We are keen to speak to anyone who might have seen the theft in progress or who has been offered one of the cars for sale. “Additionally we would like to issue a warning to remain vigilant and always check the credentials of a car removal company and report any suspicious behaviour to the police.”

Headlining the Jim Marshall Auditorium at The Stables, Wavendon, Milton Keynes, this month is Danni Nicholls. The November 10 concert will be her first time headlining the venue’s main stage. Danni, a former pupil of Mark Rutherford School Bedford, describes her music as ‘Americana’. So what exactly is Americana? “It’s a melting pot of American roots styles” says Danni who goes on to quote Jed Hilly, CEO of the Americana Music Association who says you’ll know Americana “if you can taste the dirt through your ears,”. One of Danni’s biggest musical influences is her grandmother, who has always had a love of country and rock n roll “I was brought up on this stuff; Patsy Cline, Johnny Cash, Elvis. I have mixed some other genres and influences in to create my own sound”.
