Funding up for grabs to improve facilities in towns and villages

A FUND to support the development of public facilities throughout the district is now open for the fifth year.
The Community Facilities Fund, (CFF), was set up by East Northamptonshire Council using money it receives from central government as new homes are created in the district. This ‘New Homes Bonus’ is based on the number of properties added to the Council Tax base each year. It includes new builds and empty properties being brought back into use. Constituted community groups including voluntary organisations and charities, as well as town and parish councils can bid for grants of up to £50,000 for capital projects which aim to enhance the district and benefit the whole community. Previous projects have included building and construction work,(such as Benefield Cricket Club, which received £18,900 to improve its facilities), as well as purchasing
large items of equipment, (like Raunds Town Council, granted £20,000 for a bandstand). Councillor Steven North, Leader of East Northamptonshire Council, said: “As new homes are built, the demand on community facilities often increases, so it makes sense to use some of the money we get from central government to help develop these projects. “Last year 12 community groups benefitted from this fund, including Rockingham Forest Trust and Denford Church. “Over the next couple of years, we will see new facilities take shape. “We hope that all of them will make an important contribution to local people’s health and wellbeing, with an increase in active recreation. “Now another round of funding is open and we’re looking forward to seeing what our local communities bid for to help make East Northamptonshire an even better place In the last round, Bulwick Village Centre was awarded £4,500 for
improvements to the centre. Colin Deans, who helped lead the project, is very pleased with the new facilities. He said: “The project is now completed and has gone extremely well. “Villagers are very impressed with the outcome. “The funding has made a significant difference to the Village Centre. “New young families are now using the Centre, with baby changing facilities for parties.” For details about the process and eligibility, residents can go to www.eastnorthamptonshire.gov.uk/cff All applications must have a minimum of 25% match funding. EAST Northamptonshire Council has acquired a key strategic site in the centre of Rushden as part of its bid to generate income in the face of further cuts in government funding. The purchase of the town centre site, occupied by the retailers Wilko and Iceland, is part of the council’s new Enterprising East Northants initiative, which is seeking to drive economic growth across the district. Leader of the Council, Steven North said:
“This is a win win situation; not only are we reducing the burden on local council tax payers by securing ongoing rental income, but we’re now well-placed, as landowners, to lead and drive forward projects that will reinvigorate Rushden town centre.” There are plans to hold regular meetings to improve relationships with all businesses on the site as the basis for improving trade. She said the overall plan is to use the site

and existing businesses as a catalyst for revitalising Rushden town centre in order to take advantage of the potential additional trade offered by the increased footfall associated with Rushden Lakes. She said the site was bought for £3.7m. The net income is about £270k per annum which is a much better return than the bank interest the council currently receives at about 0.4 per cent.
Talented street dancers beat European competition to land top prizes
DANCERS from the county and members of the region’s premier dance school, Dancevybz, have beaten dancers from across Europe to claim top spots in individual categories at the 2017 UDO European Street Dance Championships Germany at the end of May 2017. Elodie Card, (below), aged 12, of Stanwick, claimed first place in the U14 novice solos category and 2nd place with her team Frenzy in the U18 intermediate team category. Other dancers from the school also took European titles. Bella Gibson, nine, was named European Champion in the U10
intermediate solos category, and with her partner, Tom Skoines, also nine, took first place in the U10 intermediate duos competition. Emily Wyatt, aged 10, took first prize in the U12 novice solos category. George Gibson, six, claimed third prize in the U8 novice solos category and with his partner Alva Mossop, also six, took third place in the U8 novice duos category. Tom Skoines took fifth place in the U10 intermediate solos category, while senior dancer Jack Skoines, 13, came fifth in the U16 advanced solos category, and Jack Jordan, aged 14, took sixth spot on the podium in the U16 intermedi-
ate solos category. Two other teams from the school also achieved top 10 positions with U14 novice team LilVybz claiming sixth place and U18 advanced team Outlawed ranking seventh. Dancevybz founder Stephanie Massey said: “Our achievements at this year ’s European Championships show just how far and fast our dancers and the school are progressing. “We are not just Bedfordshire’s premier street dance school but now also one of the UK’s most successful. “I’m incredibly proud of all the dancers that competed, and of the way in which they represented the county and our country, but also of
the commitment, hard work and passion of our teachers, without whom none of this would be possible.”
Quiz team boosts funding

THE first stores opened at the long-awaited Rushden Lakes at the end of July - with work on the next phase already in the pipeline. Recycling prizes on offer in new food waste competition

RESIDENTS across East Northamptonshire are being urged to take part in a food waste incentive scheme that could win them top prizes. The recommendation comes from the new vice chairman of the Northants Waste Partnership, East Northamptonshire Council Leader, Steven North, who is keen to see residents benefit from all that the partnership has to offer. He said: “Thanks to the thousands of residents recycling their food waste, there has been a 15 per cent increase across the county in food waste capture rates since this initiative was launched in 2015, “The NWP is asking those who don’t recycle food waste to sign up to the ‘I’m in to win’ scheme and get started and those who already do, to make sure they are recycling all the food waste they can. A TEAM of Year 10 students from Manor School emerged triumphant after taking on a panel of experts in the annual Business Dragons event hosted by East Northamptonshire Council. The event saw four teams from local schools present their original business ideas to the panel. Manor pupils won the most orginal idea trophy for its product called the ‘Spready Stick’, a gluestick like device that enables easier and more efficient distribution of butter, chocolate spread and peanut butter on toast. The future plan is to offer an extended range of preserves such as jam, marmalade and honey. With a high profit margin and market research showing considerable interest in their product, the students were delighted to win the most original idea trophy, with one judge so impressed they suggested that they should go into production.

Children take a glimpse back into distant past

CHILDREN from Thrapston Primary School have been given a glimpse into the rich history of the town,after being invited to an archaeological dig which has shown that people have been living and working on the site for at least the last 3,000 years. The pupils went to the site of a forthcoming development by David Wilson Homes and Barratt Homes in Market Road, where they were shown around the excavation site by archaeologists. Since starting the excavation in April as part of plans for the construction of new homes, the team at Albion Archaeology uncovered evidence of Bronze Age fields, Iron Age pits, seven Roman buildings, together with medieval and post-medieval activity. The site also contains the remains of a mini-hillfort, an elite residence dated to the late Bronze Age/early Iron Age that will be preserved within the development. The children were able to see

the current investigations of this exceptional and rare monument. The budding archaeologists were taken around the development and given a tour of the site. They were also able to literally take history into their own hands, as they were given the chance to hold many of the artefacts, including bones, pottery and tools. Nicola Beasley, a Year 6 Teacher at Thrapston Primary School, said: “It was great fun to learn about Thrapston’s interesting and diverse history. “The children had a fantastic time learning how to recognise objects from different periods in history.” The earliest finds date from 3,500BC. Simon Mortimer, Director at CgMs Consulting, David Wilson Homes’ archaeological consultant, said: “Many of the children had walked through these fields without knowing what lay beneath their feet.

“Hopefully some of those visiting today will be inspired to take up the profession. “The mini-hillfort is a fantastic monument, that is being preserved and it was great for the children to have a rare view of this before it is sealed for future generations to investigate. “Future residents moving into their new homes will be following in the footsteps of many, many generations before them going back to the Bronze Age and probably earlier still.”
CAREER QUESTIONS
The children who visited the site engaged with the archaeologists and many of them asked questions about pursuing archaeology as a career and the work that they do. A number of the finds will be incorporated into the design of the development, including a large ring fort which is more than 2,000 years old.
John Dillon, Managing Director at David Wilson Homes South Midlands, said: “Building relationships with the local community is very important to us for any potential new housing development and we are delighted that we could give the children of Thrapston a glimpse into their town’s distant past.” Following the primary school visit, David Wilson Homes, CgMs and Albion Archaeology also invited along local residents in Thrapston to the site to view the finds. More than 80 people in the area turned up to learn more about the history of their town and speak with the archaeologists about what had been discovered. The upcoming development, called The Nurseries, is a brand new development that will bring a collection of three, four and five bedroom homes to the area. These are due to be launched in 2018.

Lakes project marks decades of council work

FOR decades, ENC has been trying to regenerate Rushden. Towns like Corby received hundreds of millions of pounds of public money, while Rushden received next to nothing. The local politicians realised that neither the EU nor the government was going to help Rushden. ENC has a budget of less than £10m and Rushden Town Council less than £1million, yet Rushden needs well over £100million to regenerate it. With those options closed down, all that was left was the private sector. The problem was that Rushden had little to attract the private sector. The town was barely mentioned on maps; the local workforce largely commuted out of the area; the High Street was tired; the local retail spend was low. What Rushden could offer was excellent road links, some brown field sites, but above all, proactive local politicians who would be partners and allies. Rushden Lakes was the end result, but it’s been a long journey. Initially, the developers envisaged a
retail park, with pleasant views over the lakes. The local politicians had a different vision – they saw a retail and leisure park, supporting wildlife and a tourism industry. Convincing the developers of the value of a leisure complex (including multiscreen cinema) was key. Demonstrating the demand for leisure and the synergy between retail and leisure was essential. This wasn’t terribly easy - selling a business plan to a commercial organisation isn’t a standard feature of the job description of a councillor! However, it’s all been worth it. Rushden Lakes is now emerging as the most innovative and exciting developments. It will enhance the lives of those who will work, shop, or just have fun. It is ‘green’ and ultra wildlife friendly, yet very attractive to businesses. Equally importantly, the businesses will make money and therefore continue to invest. Officers, supported by the Gambling Commission, visited five betting shops and one adult gaming centre in the district. After they had assessed that the premises were safe the young people went in, walked around and attempted to play a machine. Staff at all five establishments asked at entry to see ID from the youngsters and then politely explained why they could not allow them in. Councillor Glenvil Green wood-Smith, chairman of the council’s licensing committee, said: This was an excellent result for the council and local businesses as we work closely with our establishments to ensure they are clear on the regulations and provide ongoing training for their staff to identify and challenge underage visitors. “It’s vital we continue to work together to protect young people from potential harm by gambling and this operation has shown positive strides in this area of our work. Thank you to all those involved, especially our young testers who were extremely helpful and enjoyed the experience.”

In total he played six games winning four and losing two. The two lost games were against Grandmasters so it was a very impressive performance. Overall Hugh tied for 16th place along with several other players including top Grandmaster David Howell.
PRIDE IN ACHIEVEMENTS
The Secretary of Rushden Chess Club said: “The club is very proud of Hugh and his achievement in this prestigious competition”. Meanwhile, the 15th International Braille Chess Association (IBCA) Olympiad
took place. Followers of chess will be aware of the name Chris Ross. Chris is the top player for Northampton team Chess Mates and has regularly played against Rushden’s Hugh Murphy in the Silver King League. Chris is a Candidate Master and has been blind since the age of eight. He recently represented the United Kingdom in the 15th IBCA Olympiad held in Macedonia. The exhibition offers an insight into the life of Enzo Ferrari, unique cars and rarely seen documents. It offers a behind-the-scenes look at the design, manufacturing and engineering of one of the most iconic car brands on the planet. The Design Museum in London announces Ferrari: Under the Skin, a major exhibition revealing the fascinating history of the brand. The show, created in collaboration with Ferrari, celebrates 70 years of precision design, from the launch of the first Ferrari car in 1947 to the latest car production. artefacts and original documents provide an unprecedented study of automotive design. Key exhibits include rare personal memorabilia and archival material relating to Enzo Ferrari’s life, early cars, wind tunnel models and hand-sculpted models in both clay and wood. Dedicated displays will explore the design development, engineering and manufacturing of Ferrari together with the company’s phenomenal attention to detail in every element of the cars’ design. The exhibition will also present Ferrari’s racing heritage, the ongoing quest for innovation as well as the glamour of their well-known clientele. The exhibition pays tribute to Enzo Ferrari and his passion for racing which ultimately gave rise to the brand. The son of a manufacturer in Modena, he became a racing driver in 1919 and competed for Alfa Romeo. In 1947, Enzo Ferrari launched his own car – a new, complex 12cylinder engine designed entirely with performance in mind – a bold move in post-war Italy. His cars soon started to win races and attract a clientele of wealthy and famous patrons, which in turn built the reputation for the brand. Andrew Nahum, curator of Ferrari: Under the Skin commented: ‘Ferrari’s story has been one of the great adventures of the industrial age. It also
represents an absorbing case study in design and development.
