COUNCILLORS have improved further, revisions will provide an even better offer at complex will encourage more visitors to exciting plans for the Rushden Lakes Rushden Lakes, including an extra 1200 jobs Wellingborough wanting to take advantage of the town’s independent businesses. which is great news. development. Members on the planning management committee of East Northamptonshire Council have unanimously approved an amended application for Rushden Lakes that means more jobs, more cinema screens, more restaurants and more parking. Revised plans for the new retail and leisure site currently being built next to the A45 include two further cinema screens bringing the total to 14, three more restaurants (18 in total), three more retail units and an indoor trampoline facility and climbing wall. Councillors also approved an extra 461 parking spaces. Speakers at the meeting included the developers, LXB and representatives of local councils who presented their opinions to the committee. Members of the committee then discussed the revised plans before voting unanimously in favour of the amendments. Leader of East Northamptonshire Council, Steven North, said: “I welcome the decision of the planning management committee as these
“We’re very excited to see the site unfolding and can’t wait to have the park open and enjoyed by all.” Following the approval and owing to the scale of the proposed development, the matter will now be referred to the Secretary of State for Communities and Local Government, Sajid Javid, to consider whether to “call in” the application.
SET TO THRIVE
And town centre retailers in neighbouring Wellingborough can ‘thrive’ as neighbours of the £50m Rushden Lakes development, according to the new chairman of the town’s retail community. Chris Bailey will take over the reigns as chairman of the Wellingborough Business Improvement District from Mick Wilson. The owner of Bailey’s Travel, whose travel shops have been a feature in the county since 1988, believes the new shopping and leisure
Planning schemes like the Wellingborough North urban extension – including 3,000 houses, employment land and community – are also key to the long-term economic future of the area. He said: “There are many opportunities and Wellingborough has huge potential to develop over the forthcoming years. “The new Rushden Lakes development will bring more visitors to our end of the county, and this is Wellingborough’s opportunity to thrive as people will come to towns like Wellingborough to satisfy other needs not available at larger complexes. “I would like to say a huge thank you to Mick Wilson, the out-going chairman. He has been at the helm of the BID with incredible drive and enthusiasm and has motivated Wellingborough’s businesses through a difficult period of uncertainty. “I look forward to the future and what it may bring for the town.” REPORTER columnist Andy Mercer said: “Previous schemes have been opposed by Kettering, Corby, Northampton and Bedford. This one was no different. However, Wellingborough supported it so strongly it sent its leader to the meeting to ask the committee to approve the scheme. He said that it was a “once in a lifetime” opportunity for the area. The main change is the leisure terrace. Previously, this ran north-south, and sat across the western end of the car park. The new scheme adds around 1,200 extra jobs to the scheme. Given that more than 30,000 new homes are planned for North Northamptonshire, the region is going to need every one of those new jobs.” To read more from Mr Mercer turn to page 13.

A STRATEGY which protects a Northamptonshire nature site of European importance while allowing for future housing growth has been shortlisted for a prestigious national award. Drawn up by the North Northamptonshire Joint Planning Unit, (NNJPU), the approach will mitigate the impact of development on the Upper Valley Gravel Pits SPA, (Special Protection Area), which stretches along the River Nene between Northampton and Thrapston. This part of the county is key in delivering housing development in the North Northamptonshire Joint Core Strategy. And while housing will not actually be built on the site of natural significance, the proximity of development could potentially be a threat to wildlife through increased recreational use, such as dog walking. The unique approach of the strategy, which meant the area could be protected whilst allowing its continued use, helped it to reach the finals in the category for Excellence in Planning for the Natural Environment at the Royal Town Planning Institute’s, (RTPI), Awards for Planning Excellence 2017. The strategy was prepared by a group including East Northamptonshire Council, which has adopted the strategy as policy, the North Northamptonshire Joint Planning Unit, Natural England, Northamptonshire County Council and the Borough Council of Wellingborough. Andrew Longley, head of NNJPU, said: “This really was a team effort and we are very proud
our excellent work has been recognised through being shortlisted as finalists for these awards. “The NNJPU regularly delivers complex projects in partnership with private and public stakeholders with the aim of making North Northamptonshire a great place to live, work and invest in.” The strategy includes introducing measures such as increased fencing and screening and the rerouting of some paths. On-site wardens also offer increased protection to wildlife. The RTPI Awards are the most established and respected awards in the UK planning industry. Running for 40 years, they celebrate exceptional examples of planning and the contribution planners make to society.
FANTASTIC WORK
Ross Holdgate, Natural England Planning and Conservation Adviser, said: “It has been fantastic to work collaboratively with partners on this project, and really pleasing that Natural England’s contribution has helped deliver a piece of work that has gained the recognition of an RTPI award nomination.” Stephen Wilkinson, President of the Royal Town Planning Institute said: “The finalists represent some outstanding contributions to planning which are making a positive impact for the community and environment.” This year saw a nearly 40 per cent increase in entrants and the judges have shortlisted 90 finalists across 14 categories with an overall winner awarded the Silver Jubilee Cup at a ceremony in June.

Row breaks out on the buses

A ROW over bus timetables has broken out. Passengers Alan Smith and Dave Stuttle hit out at Stagecoach and claimed the company was putting profit before service by discriminating against the elderly and disabled. In a statement to The Reporter they said: “We are very concerned Stagecoach has made one small but very significant alteration to the X50 service timetable. This service runs from Kettering to Bedford. The service in question is the weekday bus that leaves Kettering at 08.54. We join this at the Asda Petrol Station Stop in Rushden at 09.40, while friends have already boarded at the Green Dragon in Higham Ferrers at 09.31. We are all bus pass users and some of us rely on this service to connect with the X5 at Bedford. “Following the timetable change this bus will now arrive at the Green Dragon at 09.21 and then at the Asda stop at 09.28 preventing bus pass passengers from using it with out having to pay an extra cash fare to a stop, probably along the Bedford Road in Rushden, and then using their bus pass after 09.30hrs for the rest of the journey. “This small adjustment to one service time on the route has to be seen as discriminatory against elderly and disabled people by making them pay for a journey that has always been free or by making them travel later in the day thus reducing the time they can spend in Bedford and beyond. “There is also another problem created by this timetable change which will affect other passengers
boarding further along the route after 09.30 and the bus crews. When the 09.30s watershed is reached, at the next stop all those with bus passes already on board will have to leave their seats and go to the front of the bus to get another ticket using their bus pass. This will create a queue inside the bus as well as the queue of people at the stop trying to board the bus. “This can only cause delay to the service as well as a confused melee of people all trying to pay fares and get on or off the bus.” A spokesman for Stagecoach said he would be in touch with Mr Smith and Mr Stuttle and said: “I would advise you that Stagecoach Midlands has not altered the time of this service X50 journey just to ensure senior citizens boarding in Higham Ferrers and part of Rushden have to pay a fare rather than be able to use their English National Concessionary passes.

Charity thanks
RUSHDEN-based charity Zachary’s Shack participated in the annual Rotary Club Santa Sleigh collection in December 2016 and raised a total of £350 for funds. Organisers said a huge thanks to all the volunteers who came along to help ranging from just three-years-old. They also praised the aptly named “boogie Santa” Richard who danced his way round the whole circuit. ––––––––––––––––
“The real reason why the times of this journey have changed is because my company has received a number of complaints about its late operation and reliability in recent months and we have, therefore, retimed this trip to provide it with additional running time to help ensure that it arrives in Bedford on time. “The 08.42 service 50 ex Kettering has been given eight minutes additional running time, but this means Flats at old pet store it now runs between eight and nine minutes earlier THE former Pettifer’s pet shop in from all bus stops between Kettering and Wellingborough Road, Rushden, is Sharnbrook.” to be converted into six flats.

College merger revealed but after poor Ofsted showing led to action being taken
10 — REPORTER #1 MARCH 2017
BEDFORD College and Tresham College of Further and Higher Education have begun the process to officially merge. Students and staff at the colleges will continue as usual, and current courses will not be affected, however, with the combined efforts of both management teams and governing bodies, rapid improvements in quality and financial management will be seen at Tresham to bring significant benefits to the area. Bedford College Principal & Chief Executive for the past two decades, Ian Pryce CBE, said: “It is a pleasure to report that the Board of Tresham College has today unanimously chosen Bedford College as its preferred merger partner. “The merger creates one of the most exciting colleges in the UK, serving Bedfordshire and North Northamptonshire, with an income of nearly £60m and 15,000 students, including 1,900 apprentices and 1,000 students studying at University level. “It will generate exciting new opportunities for the communities, students, apprentices, employers and staff we serve. The combined college will have the size and scale to ensure strong support services and financial security.” “It is our joint intention that the

colleges should merge on August 1, subject to due diligence and consultation and recognise this is an ambitious timescale.” “Tresham is currently led by an expert and highly experienced former FE Principal, Ioan Morgan CBE. “I am particularly pleased that Ioan is to stay at Tresham along with other key senior interim staff to ensure the merger is implemented smoothly.”
SHARING VALUES
Mr Morgan, (pictured, above), said: “I am delighted we have found such a well-respected partner college that shares our values in Bedford College. “The future looks exciting for students and businesses both large and small who will benefit from local high quality provision that will be developed by combining
EDITORIAL: nick@rosettapublishing.com
expertise from both colleges.” By merging, the colleges will be able to develop new courses that support both the trades and more academic routes alongside offering a wide range of apprenticeships to meet local business needs. The merger between the colleges will provide a financially robust college which is fit to grow and adapt to suit the needs of the local area and high quality and diverse course provision for school leavers and a curriculum that meets the economic needs identified as part of the area based review. Jane Gardner, the Chair of Tresham Board of Governors commented: “I am pleased that we have decided to merge with Bedford, a consistently high performing college and this will result in a new college serving the needs of students and businesses in our region. “This merger aims to bring significant benefits to the area and for both the current and future students of both colleges.” Following a poor Ofsted inspection and subsequent intervention by the FE Commissioner at Tresham College it was felt that merger was the best solution to provide quality learning to current and new students.

Plenty of lettuces for everyone
IN MY OPINION
RECENTLY, “Fake News” has become “Big News”. However, in reality, it isn’t “News”; it’s “Olds”. During the Cold War, it was called “disinformation” and the KGB were masters at it. Fake stories and films were created and leaked in the West. Several prominent anti-Soviet politicians had their careers destroyed by fake tales. All that we are seeing today, is a return to the norm. Invented stories work best when they feed into an existing mindset. If people worry about something, and you spread a rumour that it’s true, then it gets traction. In the 1970’s, during a period of shortages, someone started a rumour that sugar was running out. It was total rubbish, but it caused a panic, and the supermarket shelves emptied while the gullible staggered home with shopping bags full of sugar.
Even crazier was the table salt panic. There was a rumour that the salt mines in Siberia were closed because of a strike. (A strike in the Soviet Union? Where the KGB routinely shot troublemakers? Duh…) In fact, the UK didn’t even import salt from Siberia, so it was madness on top of nonsense. Despite this, all the salt vanished from the shops within days. In the last couple of months, we seem to have gone through a similar phase. In particular, the media ran a story that there was a shortage of lettuces. Having seen the story, I went down to a local supermarket to check it out. There actually was a shortage – of lettuce buyers! A disgruntled shop worker was marking down lettuces to 10p, in the hope that he could sell them before closing time. I didn’t fancy his chances much. He had eleven boxes of them to shift – some shortage!

More than 3,000 properties experienced a loss of gas supply due to a fault on a piece of equipment which regulates the gas pressures to the town.

Celebrations all round for little Jaxon and fundraising group as it celebrates hitting £100,000 landmark 14 — REPORTER #1 MARCH 2017
YOUNG Jaxon Timson required a bespoke cranial helmet to correct his head shape - nine months later his mother Kelly, reports the consultant and she are happy that he his head shape is now normal thanks to fundraising by The Swivel Club. This year the club is celebrating, having donated in excess of £100,000 to local individuals and good causes. Since the beginning of 2017 there has been several requests for help and support. The group looks at all requests and if they meet the criteria, a decision is made how that help can be provided. Just this past month it hase been able to help a local gentleman, whose diabetes condition now prevents him from leaving his home. He has been provided with a mobility scooter to enable him to continue a reasonable quality of life. Others helped include a husband and father of two who has had a catastrophic health incident, leaving him totally dependent on others and difficulties with speech and

expressing his needs. He and his wife have received support from the Swivel Club to help them through these difficult times. Another helped is a young local woman whose health and mobility problems have deteriorated and her family requested financial help to convert her car to enable wheelchair access. This is now in progress and should be completed within a few weeks and last year a day facility for people with head injuries had the misfortune to have their garden furniture vandalised. The replacements are now being sort ready for the spring. A spokesman said: “We are unable to help without the support of all those who turn up at our entertainment events at Rushden Bowls Club. “Make sure you check out the website www.swivelclub.org.uk to see this years events including Mud and Showaddywaddy, also how you can help with donations and raffle prizes.”

Man dumped fridge full of rotting food 16 — REPORTER #1 MARCH 2017
A FLY-tpper is paying the price after being found guilty of fly tipping a freezer full of rotting food in East Northamptonshire. During a house clearance in Warmington in March 2015, Nicholas Smith removed a freezer full of putrid food from the property but instead of disposing of it legally, he chose to dump it on the

verge of the road between Warmington and Fotheringhay. Following a tip-off from an eagle-eyed witness, the vehicle was traced by East Northamptonshire Council’s waste team through the DVLA and Nicholas Smith was contacted as the registered owner. At an interview under caution,
EDITORIAL: nick@rosettapublishing.com
Smith admitted fly-tipping the freezer which he described as “radioactive” and so nauseating that he had to condemn the van that it was carried in. When asked by council officers what he thought would happen to the dumped fridge, he responded: “I just thought someone would come and get it. I knew I shouldn’t have done it”. Smith then failed to attend court twice and so a warrant was issued for his arrest. East Northamptonshire Council was informed in December 2016 Smith is currently remanded in custody pending trial for other serious matters. He was presented in court in January 2017 where he pleaded guilty to fly tipping via video link. The district Judge was limited as to what penalty and costs he could impose as it would be unlikely costs would be recovered. He therefore, sentenced him to a further seven days custody, stating “this was the best outcome in the circumstances.” Leader of East Northamp tonshire Council, Steven North,
said: “We will, and do, pursue those who fly tip in our district. “Our waste enforcement team works tirelessly in an effort to bring these illegal dumpers before the courts. “They must not be allowed to have such total disregard for the environment and the communities where we live. “We see it as a very serious offence and so do the courts, as demonstrated through this tough sentence which I hope acts as a severe warning to anyone tempted to fly tip in the future.” To report fly tipping, visit www.east-northamptonshire. gov.uk/flytipping

MARCH IN THE GARDEN – by Milton Ernest Garden Centre
O matter how large or small your garden if you love food cooking and growing things what can be better than growing your own fresh Fruit, Veg and Herbs to supplement your diet and you can do it all in POTS. You can carefully select the varieties to grow to maximize the quality, flavours and yield and of course only grow the things you really like. Here are some tried and tested varieties to try. Last month in To Eat or Not To Eat we grew potatoes in pots. To recap you will need a 45cm tub or barrel for three tubers to produce a good crop of delicious new potatoes the recommended variety to use is Rocket. Put about 15cms of compost in the bottom of the barrel and the potatoes on top. Cover with compost and continue to add compost as the foliage grows until the barrel is full. Feed with Growmore and keep watered. Harvest in June. Sow Mixed Lettuce Leaves and Rocket Runaway in a trough approximately 45cms long and 15cms deep in Jacks Magic Compost. It is only about eight weeks before they are ready to eat so keep sowing small quantities every two weeks for a continuous supply. Courgette Buckingham Yellow and Cucumber Marketmore are very productive in pots. Keep the

plants watered and fed with tomato food and cut as soon as the fruits mature for crops throughout the summer. Excellent for oriental cooks is Pak Choi Green Revolution it matures quickly and there is no wastage as we wilt the whole vegetable in sesame oil for about fiur minutes. Another brilliant cropper is Climbing bean Cobra. Grow in a large pot making a wigwam of bamboo canes Plant two seeds to each cane and harvest when the pods are about 12cms long and very thin for great flavour. Tomatoes, Peppers and Chillies are all brilliant for pot culture. Start the seeds on a sunny windowsill in seed compost in March and only plant in the final place after the last frost. All these vegetables like a sunny place, regular tomato food and water but give great rewards. Sub Arctic Plenty is an excellent small tomato and Alicante is large. Both set well in cooler climates. King of the North a large variety of Salad Pepper also cooks well and Prairie Fire is a hot small Chillie. Herbs grown in pots are fantastic because
MARCH 2017 REPORTER #1 — 23 they can be on a sunny kitchen windowsill or outside the back door, so convenient when finishing a dish or serving. I always have Basil Aroma and Coriander Cliantro growing on my kitchen sink windowsill, so easy to water them there. Outside the backdoor are Parsley, Sage, Rosemary and Thyme (you can sing it if you want) Oregano and Chives. These plants will grow for at least a couple of seasons if you plant using John Innes Compost and feed with a slow release fertilizer. Keep harvesting herbs and if they are growing faster than you use them put on trays to dry, freeze or microwave for winter use. To grow Strawberries and Raspberries in pots choose a glazed, plastic or fibre glass container not terracotta which dries out too quickly. Any good compost like Westland JI with Multicompost is suitable and the container should be raised on bricks or pot feet to give good drainage. Any variety of Strawberry will do well but at the moment there is only one Raspberry, Ruby Beauty. Blueberries are the easiest crop and highest yielding of all fruit to grow. They need acidic soils so ericaceous compost with added mycorrhizal compound. So from Pot to Pot all so delicious and fresh and all your own grown.

FOOTBALL – DIAMONDS
Diamonds shine on as new ground deal is revealed AFC Rushden & Diamonds have a new ground. Club members have been voting to decide upon the Club’s new home for the 2017/18 season and beyond. From the three available options, Hayden Road, the home of Rushden & Higham United, was selected by the Membership, receiving over 94 per cent of votes cast. A Diamonds spokesman said: “AFC Rushden & Diamonds would like to place on record our special thanks to the other Clubs involved in the vote, Kempston Rovers and Northampton Sileby Rangers, for the time and effort which they have spent in working with us over the previous weeks and months.” Chairman Ralph Burditt said “I am real-
ly pleased that the members have been so united in their decision. “It is a very exciting time for the club and we can’t wait to start working closely with Rushden & Higham United. PREPARATION TO DO “To have the opportunity to play within one of the towns which the club represents is fantastic, although there is obviously a lot of work to do in order to prepare Hayden Road for the new season. “In order to complete the work within a reasonable time frame, we will need to rely once again on volunteer effort from our supporters and I know that they won’t let us down.” In order to comply with ground grading regulations, the club is required to have a
ground share agreement at a ground graded D or above in place by March 31. The spokesman said: “Hayden Road does not currently hold this grade and, therefore, discussions have already commenced with some of the clubs who have expressed an interest in hosting AFC R&D for a short time while we work on Hayden Road and the outcome will be announced in due course.” AFC Rushden & Diamonds will also soon launch a fundraising campaign to assist with covering the cost of the upcoming move to Rushden. Anyone interested in volunteering either to help with this or with some of the practical aspects of the move can register their interest in doing so by emailing: membership@afcdiamonds.com

Raiders 3 Northampton 2 WITH the season not having gone Raiders way this game was always going to be interesting. The height and hitting power of the Raiders versus the defence and mobility of Northampton. It was Northampton with a more settled side which started the stonger - Kev Smith spreading the ball across the net so as Kamil, Luke, Taro and Howard were facing either a one on one block or at worse an open two man block. The Raiders were keeping themselves in it with some good power hitting from George and Christian. But is was the silly errors, second ball confusion and missed serves that finally cost them the set. Darren Bates made some controversial substitutions in set two getting his two power hitters to set. What they lacked in finesse they more than made up for with their block. The scores were close until against some hard serving from

Pav put Northampton’s normally solid serve reception under pressure and reaped a 10 point hall. Match all square. Set three saw more close rallies but this time it was Northampton who were to reek havoc on the Raiders serve reception snatching 11 points in three rotations. 2-1 Northampton Raiders rang the changes again is set four with Rob coming back on to set and they stormed into a big lead 16-5 on the back of heavy serving from Christian. Was the lead too big? Did they switch off? Perhaps, sloppy digging from the Raiders opened the door but not wide enough to let Northampton back in, so two sets all. So down to a one set shoot out. Hits, blocks, pickups quick rallies saw Raiders take the lead Northampton claw it back. Net touch rotation fault 14-12 Time out Northampton. Rebels 3 GNG Beds 2 THE Rebels arrived at the Trinity Centre not knowing what to expect from Beds. The hosts won the toss and elected to serve and caught the Rebels cold. Rafal Niemcuk and H Wood dumping and hitting the ball making the most of the confusion in the restructured Rebels backcourt pulled out a 19-13 lead. Kierran Bates stepped up to the service line and things started to change. Putting the ball into GNG’s court gave the Rebels the chance to score and score they did. GNG called two timeouts in an effort to stop the rot but to no avail a 10 point turnaround. With Karsten and Oliver hitting and blocking the Rebels took the set 25-21. Rebels kept the same line up
for set two and got off to a good start but were pegged back with a number of missed pick ups in backcourt. The scores were close until a five point burst on Karsten’s serve created some breathing space. Tight rallies followed but the homeside were unable to close the gap. 25-20 to the Rebels. Piotr came on from Dorka for Rebels in set three and the change in setting style took the hitters a while to adjust. GNG failed to capitalise on this and the rallies remained close as did the scores. It was three consecutive brace points serves that took the Rebels through to the set 25-20 and the game 3-0. This was a good squad effort from the Rebels and they worked hard for the win. Some of hitting, setting and pickups in this game wouldn’t have been out of place in division 1, with the only major difference would be lack of big blocks. Noted players Evee Bozsoki and J Malecevs.

now to pursue experimenting with new mediums and styles, whilst Tamsin is currently creating a series of whimsical ink drawings to accompany a soon to be published poetry book. The historic college and medieval garden will be open FREE of charge between 9am-5pm on the Saturday and 10am-4pm on Sunday. All visitors are most welcome. Disabled access is limited to the ground floor and gardens, though there is no onsite parking. There are however nearby FREE car parks and on-street spaces to the rear of the college in Saffron Road. As an added attraction to the town, Higham Ferrers will be enjoying a large ‘Farmers Market’ on the Saturday morning, complimenting the many interesting independent shops, as well as a popular monthly ‘Craft & Vintage Fair’ in the Town Band Club. The Ladykillers Sharnbrook Mill Theatre
7.30pm Monday 13th to Saturday 18th March
A band of hapless criminals face their worst nightmare: a little old lady! With a brand-new, sparkling script, The Ladykillers is a black comedy, adapted from the celebrated Ealing film by Father Ted writer, Graham Linehan, brought to you by the award winning Sharnbrook Mill Theatre Trust. Set in 1950’s London,
Mrs Wilberforce is a sweet, innocent little old lady, who rents out her lopsided house to a group of amateur musicians, who aren’t all that they seem! They’re actually a band of criminal misfits, who will stop at nothing to cover up their crimes. With only her pet parrot, General Gordon, to help her, Mrs Wilberforce is left alone with five desperate men. But who will be forced to face the music? www.sharnbrookmilltheatre.co.uk
