It is also hoped that some residents will open their gardens for viewing but a few more are needed if anyone would like to offer. During the week there will be performances from the MAINLINE BIG BAND, NICHOLAS MARTIN B.E.M, Concert Organist and musician, a COMEDY NIGHT with top-class comedians, an OOOMPAH/BAVARIAN EVENING and the ‘6 WEEK COMMUNITY SINGERS’ to name but a few. Dog owners will come under the spotlight as public asked for views

RESIDENTS and businesses in East Northamptonshire are being asked for their views on irresponsible dog owners. The council is seeking views on whether or not Public Space Protection Orders, (PSPOs), should be put in place to tackle irresponsible dog ownership and antisocial behaviour in the district. The consultation will run until Friday, June 16, and encourages comments on the terms of the PSPOs use, alternative options and thoughts against the proposals.

PSPOs were introduced in October 2014 by the Antisocial Behaviour, Crime and Policing Act 2014 and are designed to deal with a particular nuisance or problem in a particular area (a public space) that is detrimental to the local community’s quality of life,

by imposing conditions on the use of that area which apply to everyone. PSPOs also replace some of the powers currently being used in East Northamptonshire, including Dog Control Orders. The current requirements around Dog Control Orders can be included in a new PSPO to address irresponsible dog ownership. Dog Control Orders in East Northamptonshire currently cover the following behaviours: Failing to remove faeces Not keeping a dog on a lead Not putting, and keeping, a dog on a lead when directed to do so by an authorised officer Permitting a dog to enter land from which dogs are excluded. At present, the failure to remove faeces and failing to put and keep a dog on lead when directed to do so by an authorised

officer cover the entire district on any public land. The exclusion zone and dogs on leads orders are specific to certain areas where issues have been noted but also cover a number of sites across the district. For example, Hall Park, Rushden has a dogs on leads Dog Control Order in place. This means that if a dog is exercised in Hall Park it must be on a lead at all times. The only exemption is in the off-lead area.

All systems go as leisure plans take leap forward

THREE local leisure centres in East Northamptonshire, are now being operated by newly appointed Freedom Leisure, on behalf of East Northamptonshire Council. The new contract to manage The Pemberton Centre, The Nene Centre and Splash Leisure Pool started in April, when councillors Steven North and Rupert Reichhold met with Freedom Leisure’s mobilisation team, headed up by Operations Director Matt Hunt, at the Nene Centre. Freedom Leisure is an experienced operator of leisure facilities, with 72 other centres across the UK. As a not-for-profit, independent provident society the company is able to reinvest financial surpluses.

FUNDRAISERS have handed over a cheque for £1,400 to staff at the Oxford Trauma Unit, John Radcliffe Hospital. The majority of the money was raised during 2016 from regular quiz nights at Rushden Town Indoor Bowls Club to which some additional amounts from various donations were added. Being a training hospital the money will be put towards the purchase of mannequins or similar training equipment where nursing staff can practise inserting NG tubes - these tubes are not always easy to put in place – or for performing a tracheostomy procedure, another area where simulation is helpful.

RUSKIN Academy, an Education Fellowship Trust school, is “improving considerably” say Ofsted following the school’s latest inspection. The report, produced following a monitoring inspection known as a Secion 5, states “leaders and managers are taking effective action towards the removal of special measures” following the previous inspection of the school in Wellingborough last July. The report says the recently appointed Principal Angela Watts, who joined the school in September, is “improving the school considerably” and notes “a clear sense from everyone that the school is moving forward.”

Ruskin’s senior leaders are praised for putting in place a curriculum “that is helping pupils to learn more quickly and acquire greater skills” in core subjects.

Progress noted by inspectors

This is supported by school data which indicates “a clear, early improvement in pupils’ skills since the beginning of the academic year.” The inspector also noted “impressive improvement” in pupils’ use of vocabulary and “signs of better progress for pupils in mathematics.”

Mrs Watts said: “‘I am incredibly proud of the progress we have made at Ruskin Academy this academic year.”

THE East Northants Refugee Support Group is keen to point out that, despite the impression given by parts of the media, thousands of refugees of all ages continue to be in great need in many countries, including France, where many are now dispersed widely following the closure of ‘The Jungle’ near Calais last year. In particular many refugees from the Lebanon, Syria and Iraq are struggling to survive in the Dunkirk area, and many Africans are still in the Calais area. The situation has been made worse as a result of the camp in Grand Synthe near Dunkirk recently being burnt to the ground, with hundreds of vulnerable people again being displaced from their temporary accommodation. The local Mayor has confirmed that they will not be rebuilding the camp, but appealing to local cities to find them all homes. In the meantime, many people are living in woodlands and muddy areas and have lost everything. Two local groups are working hard to make a difference - the East Northants-based Helpful

Nabbed – fine for man who dumped building waste in country lane

A LONDON man who fly tipped in East Northamptonshire has been fined £717 at Northampton Magistrates’ Court. In October 2016, East Northamptonshire Council’s (ENC) waste officers found bags of builders’ waste left in a layby on the A427, just outside Upper Benefield. Evidence was discovered relating to a shop refurbishment in Leicester where it was traced to a building company in London who employed a sub contractor to carry out the works including the disposal of the waste. Contact was made with the sub contractor, Fabio Fortuna of London, who responded to a Section 108 notice stating that he was responsible for fly tipping in order to clean out his work van for the next day. On 28 March, Fortuna pleaded guilty to the offence and was ordered to pay a £237 fine, costs of £450 and a £30 victim surcharge. ENC’s Waste Manager, Charlotte Tompkins, said: “Our

laybys and roads are not for cleaning out litter and rubbish from our vehicles. “If you have waste from your work vehicle and you do not dispose of it properly then you are committing an offence. “Any waste material, whether that is the wrapping from your lunch or the materials or rubbish left over from a job must be disposed of properly.

Call for helpers to volunteer at sanctuary

HELP is needed at The Sanctuary Night Shelter in Rushden. The six-bed direct access night shelter offers a safe place for peopleto recover from homelessness. Volunteers work closely with each client to look at why they have become homeless and work with them to move on into appropriate accommodation, being either private rent, social housing, supported accommodation or returning home. It directs them to agencies which can help them with personal issues and it also helps them with some of their basic support needs. Currently it is short of volunteers to cover the ‘sleep in duty’ nightshift from 10pm to 9 am and the evening shift 6 pm to 10pm. Charity festival is sure to offer so much more than just musical fun

THE Foo Fighters won’t be headlining, Adele won’t be swearing from the stage and Kanye West certainly won’t be doing whatever Kanye West does, but when the tenth annual Daxtonbury Festival kicks off on the weekend of July 14 to 16 there will be a whole host of bands and DJ’s setting out to raise money to fight cancer and other diseases. The three-day, family friendly festival takes place in fields near to the village of Podington, just south of Rushden. Originally a ‘family and friends barbecue’ hosted by Dax Miller, the event has grown to become one of Bedfordshire’s best boutique music festivals following the death of Dax’s close friend, Chris Kelly, in 2009. Since that time Dax has used the festival as an opportunity to raise funds to fight the disease that had cost the life of his friend, whilst maintaining the spirit of laughter and fun which has always been the hallmark of the weekend. The team behind the festival remain committed to ensuring that

They all coped well with a challenging day.”

NORTHAMPTONSHIRE Com munity Foundation has awarded £1.2m to groups across the county in its most successful year to date. The Foundation has awarded up to £1.2m to 299 groups, charities and individuals on behalf of a range of donors across Northamptonshire. Grants Director and Deputy CEO of the Foundation, Rachel McGrath, said “I am delighted that the Foundation has had its most successful year yet in awarding grants to local community groups and charities on behalf of a range of donors. “We’d like to say a huge thank you to our generous donors for their kind support.” Funding from the Foundation has helped to support a variety of community projects across the county, this year, including those tackling issues such as poverty, social isolation, domestic violence and unemployment in the county. Phoenix Community Cinema was awarded £9,500 to provide affordable cinema screenings to rural areas in Northamptonshire, bringing isolated communities together for an evening of film.

Home Start Wellingborough and District were awarded £8,765 to develop their WISH project enabling fragile families to improve their sense of wellbeing, decrease isolation, increase self-esteem and improve health. Great Oxendon Village Hall was awarded £1,760 to provide maintenance work to the village hall to produce a good community space for all group activities. Citizens Advice Services Corby and Kettering (CASCK) were awarded £10,000 to provide a Personal Independence Payment Support service to disabled people who are applying for personal independence Payments (formally Disability Living Allowance). Sikh Community Centre and Youth Club was awarded £19,850 to develop their Mind, Body and Soul programme improving the emotional, physical and social wellbeing of vulnerable and isolated individuals in the community. Singing for Breathing, a singing group set up to help people diagnosed with Chronic Obstructive Pulmonary Disease (COPD), were awarded £3,000 to provide a transport service for their members during the winter.

THE Elizabeth Groome Music Charity has teamed up with a Higham Ferrers School. The Ferrers School has a strong music department and for the first time this year has given all year seven students the opportunity to learn to play a musical instrument for free during their first term at the school. From the second term those who wish to carry on learning an instrument will need their parents to pay for the lessons. The charity has agreed to provide up to six bursaries per year to help students whose parents income falls below a set level and for whom the school is unable to get extra funding. In addition to this, the charity has also presented the school with two shields - one for the lower school and one for the upper school. These will be presented at the respective awards evenings to the students, one from each of the levels who have shown the most dedication.

THE University of the Third Age (U3A) movement is a unique and exciting organisation which provides life changing opportunities through various groups. Two of these groups are Singing for Fun and Cycling. Curse of the dreaded pothole and how you can help IN MY OPINION

THIS winter, potholes have plagued the county. The County Council fills around 40,000 per year, and yet, every winter, the cold, wet weather brings another crop. As roads age, tiny cracks appear in them, then water gets into the cracks and freezes. The ice then expands, which widens the cracks. Every freeze-thaw cycle widens the cracks a bit more. When the cracks are wide enough, pieces of road material break away, and hey presto! We have a pothole! So why don’t we renew the road surface before it gets too old, and the cracks get too wide? Years ago, we used to forecast future traffic levels, and then build enough highway capacity. Instead of roads getting overloaded and breaking up, we resurfaced the old roads, and built new ones. It was called “Predict and Provide”. Unfortunately, in 1998, the government abandoned this approach. Cutting carbon emissions was the priority. (They wanted to be “green”). They reduced

resurfacing of old roads, and cut construction of new ones. This, of course, led to overloaded roads and traffic jams, but it wasn’t an accident – it was the plan. Apparently, creating congestion was going to reduce our carbon emissions. A local highway engineer was deadly seriMORE than £3.5 million pounds is set to be invested in and around the Northamptonshire villages of Overstone and Moulton thanks to an upcoming development by David Wilson Homes, The funding, which totals £3,622,600, forms part of the planning agreement for the new development, located on The Avenue, and will be used to support services and improve facilities for both new and existing residents of the village. Among the contributions is £2.5m towards the new A43 bypass, nearly £600,000 towards secondary education and £90,000 towards a community centre.

Crazy or not, it was the excuse the government needed for what they already planned to do – divert funds away from the roads budget. In reality, the only way to cut the carbon footprint of Britain’s roads is with improved car engines. (That is now happening with the hybrid engine revolution.) As we approach the 2020s, we have a severe backlog of unbuilt and worn-out roads. The resultant shortage of road capacity will cause jams, frustration, extra pollution and yet more potholes. Tens of thousands of miles of roads need resurfacing, but even if the money could be found (which it can’t), there isn’t enough capacity in the construction industry. In the short and medium term, the solution is to focus on the priority potholes. Any that are dangerous or on busy roads must be filled first. As recently mentioned in the Rushden Reporter, council tax in East Northants has risen. I would like to make a general statement to register my disappointment and disagreement with this. A rise in prices should at least mean expansion or betterment of services (given the basic concepts of fair exchange of value), yet the services remain the same. They may of a high standard, but it's still the same services for now a higher price which is not fair exchange of value whereby economic concepts of risk and volatility do not (or should not) apply.

Taxes in East Northants should be going DOWN because of all the new (and major) developments going on in East Northants, especially Rushden. “keeping taxes down/no rise in taxes” was a major platform that Andy Mercer, Peter Bone, and others touted (not just in Conservative politics), with RR and others saying that the business rates of Rushden Lakes for example would offset any potential hikes in council taxes - which has now proven to be a lie (or misdirection at least), which has soured me to continue supporting them. Taxes should be the LAST thing to be raised, especially on such an

unfavourable tax such as council tax that is not means tested, nor calculated objectively upon percentage of estate value but rather judgement of what band the council puts you in. There should be an opt out function, or a vote, or consultation, or better yet all services be privatised (or at least hybridised) and I pay for the services I sign up for like they do in Switzerland instead of being forced to pay for a bundle of things arbitrarily based on the councils unwarranted evaluation of my property and services they feel I should have. THE Easter Bunny Blitz competition took place on Easter Monday at Rushden Chess Club. This was an opportunity for the youngsters in the club to compete against each other in fast moving chess against the clock. An additional bonus for competitors was the lure of chocolate Easter egg prizes. In the end it turned into a battle between Shabnavee Jeffrey and Oscar Childs with both players ending up in joint first position and Mathuran Jeffrey coming third. Breaking records

RUSHDEN Swimming Club has made club history in breaking the county record for the Open Female Freestyle Relay The final day of the Northamptonshire Amateur Swimming Associations’ (NASA) County Swimming Competition saw Rushden Swimming Club top off a successful Season at this year’s Long Course Counties by storming through the Open Female 4x50m Long Course Freestyle relay. They beat the record holders Northampton, to win gold and achieving a County record with an incredible time of 1:50:23. The previous County record set by Northampton Swimming Club in March 2014, also at Corby’s International pool, was 1:51:74. The team Molly Britchford 17, Amber Bales 15, Freya Cole 15 and Ciara Usher 14, swam some massive personal bests, beating Northampton, Wellingborough, Daventry Dolphins and Kettering Swimming Club to the top spot with the folowing times - Molly (28.62), Amber (27.54), Freya (27.27), Ciara (26.80). More than 50 swimmers represented Rushden in this year’s NASA County Championships at Corby’s International pool, held over three weekends throughout January and February. The team brought in a medal haul of 16 Gold, 33 Silver and 38 Bronze medals, plus three new regional qualifiers within their Junior Squad. Diamonds hope to shine as they move to their new home next

AFC Rushden & Diamonds will be playing their home games in Bedfordshire next season. Kempston Rovers FC have announced the two clubs have agreed a deal which will allow the Diamonds first team to play at Hillgrounds for the 2017/18 season. The agreement gives Diamonds the security of tenure at a ground which is appropriate to the club’s position in the National League System and will provide a home for the team while Rushden and Higham United’s Hayden Road is brought up to the required ground grading standard. AFC Rushden & Diamonds Chairman Ralph Burditt said: “Signing this agreement gives our club the stability which it needs to move forwards following a challenging period of time.

Summer tubs and hanging baskets

T’S May so time to get those patio pots and hanging baskets planted to enjoy all summer and it is very exciting. The plant breeders have been busy and so I am able to tell you about some amazing new varieties to delight you. With the fungus problem that occurred four years ago in Busy Lizzies we have been encouraged to plant Begonias instead. They perform very well in tubs and hanging baskets especially on a sunny or partly shaded patio and will sustain periods of drought. A really good new variety is Funky Pink which will give an outstanding display in hanging baskets. It is covered in masses of double pink flowers all season. For pots and shallow planters Begonia Nonstop Joy Yellow is a lovely compact variety with beautiful foliage. It is compact and grows to form a neat brightly coloured mound like a ray of sunshine in a pot on the patio. Petunias are well known for the continuous flowering display they give for the whole summer and into the autumn until the frosts come in November. We are familiar with the trailing Surfinia Petunias which if kept watered and fed with a liquid

plant food will trail down by one metre from the basket. There are now many vibrant colours to choose from but another group are the Fanfare Petunias. This group is more compact forming amazing cushions in tubs or hug the hanging basket giving a ball effect with a mass of flower. Petunia Amore Queen of Hearts is a stunning variety with yellow and red flowers with five striking rosy red hearts on each flower. It flowers its heart out from late spring until late autumn and cascades perfectly from a hanging basket. Another outstanding new variety is Petunia Night Sky. The flowers are deep purple blue with white speckles creating a clear night sky effect. Each flower is unique in patterning making an eye catching display. Osteospermums are tender perennial plants that are grown in the UK as summer bedding plants like geraniums and fuchsias. If you can protect them over winter you can propagate the following spring from cuttings. Osteospermum Rioja Red is compact and smothered in deep red daisy flowers from late spring to the first frosts in the autumn. Keep removing fading flowers to ensure continuous flowering.

These are impressive plants for the front of a border and patio pots. It also looks good in sunny herbaceous borders. Osteospermum Sunset, yellow and orange and O. Blue Sunrise yellow and pearly pink are two more single daisy varieties whereas O. Berry White and O. White Lemon have double flowers. Nemesia Plums and Custard is a stunning strong compact plant for tubs on a sunny patio or front of the border. Plant in good compost and this

Nemesia will flower all summer into the autumn. The flowers are bi colour deep violet and luscious buttery yellow and very sweetly scented. With the recent selective breeding of Nemesias there are now many lovely varieties. N. Amelia pale pink, N. Wisley Vanilla white, N. Easter Bonnet white and pale mauve and N. Mirabelle which is pale lilac in the paler shades and N. Bordeaux deep rose, N. Fleurie Blue purple blue and white and N. Raspberries and Cream white and deep rosy red the stronger colours. If you haven’t yet grown these bedding plants I recommend you give them a try. Cosmas Casanova is a new group of Cosmos. They are short compact much branching plants which work better in bedding schemes than earlier varieties. The foliage is very attractive fern like and bright green. The flowers are perfect single daisies in white, pink, red and violet all summer. Remove the flowers as they fade to keep the fresh flowers coming by cutting back to the first leaf. I am really looking forward to trying some of these exciting new varieties this summer and I hope you will too.
