Mayor supports Road Victims Trust

Open letter to Mayor Dave and Borough Councillors

CoUnCILLoRs this is an important issue. It concerns the ‘Asset transfer’ to the southfields Community Centre Committee. We, the committee feel extremely vunerable financially to the proposed transfer to our committee.

the Community Centre building was originally a sports pavillion and had its use transfered to a community centre. A ‘Condition survey’ was carried out by nps property Consultants in march 2017, it concluded that over £207,000 needs to be spent on the centre over a five year period. the most important issues mentioned in that report were labelled as D1-2 , C1-3, and Health and safety matters, the Council officer, margaret Birtells has assessed the urgent repairs as £21,000 appoximately. As a former surveyor myself, I have estimated these to be in excess of £48,000. these repairs and updates have not to date been

tHe mayor of Kempston, Cllr Carl meader has given his full backing to a local charity that supports all persons affected by a road death, by making them his Charity of the Year. this year marks the 25th anniversary of the Road Victims trust – a registered charity based in Kempston, Bedfordshire that supports all persons affected by a road death across Bedfordshire, Cambridgeshire and Hertfordshire. each year the trust supports over 550 people by way of free emotional and practical support. Unique service Level Agreements with the police Forces of the three counties, means that every fatality on the road is referred to the trust. the trust offers free regular, weekly emotional and practical support for individuals and families in their own homes for as long as is useful, including the

legal and coronial procedures that follow. Carl is pictured with Katie Holmes, an RVt Ambassador, who has received the services of the RVt following the death of her husband Garry in may 2015. Katie said: “to have been personally supported by the Road Victims trust, was a lifeline. carried out and no programme given to us for the works to begin. this Committee feels we are being ignored by the Borough Council, which is dragging its feet over this matter. It might be relevant to mention, that, we the Committee of southfields Community Centre have been forced over 30 years to pay for numerous repairs to this building which at this moment in time is still owned by Bedford Borough Council and they have overseen the neglect for many years. the Condition survey has identified the present state of deterioration – which has resulted in the high costs to rectify the fabric of the building. We are worried that Bedford Borough Council has not given us assurances that they are committed to carrying out these repairs over the five year period specified.

the Centre is well used and bookings are bouyant. the committee members have worked hard to make the centre work for our community, but we are apprehensive that once we sign the legal documents we will be saddled with these costly repairs which are not our responsibility. We are so worried about this matter that we have taken this unprecedented step of contacting you all, with the hope that you as councillors can discuss this matter and allay our fears. We cannot in all honesty commit ourselves to the transfer of assets with this huge financial burden hanging over our heads. With no committment from the Borough Council, we are of the veiw that you are expecting us to carry out work that the council has neglected to do over the years. surely this cannot be right? Peter C. ‘Age is just number when you’ve put the work in’

Kempston’s town Clerk, Carol Urwin, last month completed the London marathon in a time of five hours, 27 minutes and 44 seconds, which was a personal best for her. Carol has completed the mK marathon twice previously but this was her first and hopefully not the last London marathon she will compete in. Her training had been going well up until a couple of months ago when a niggle in her knee became unbearable. It was so bad that she thought she may have to give up her dream of competing. But after lots of visits to a physiotherapist it appeared that the problem was in her hip. After much manipulation, massages, exercises and support from the ladies in her running group (transition Coaching) she made the marathon start line. she was running in support of the Bedford Hospitals Charity trust and so far she has raised over £2000. However it’s not too

APPOINTMENT TO FACE TOWN CENTRE CHALLENGE

I think most people are suffering from election fatigue at the moment, but looking back to the recent mayoral election, I am hugely grateful to have been re-elected for a fourth term. I want to thank everyone for their support, and also to assure everyone that the hard work on behalf of everyone across the Borough, whoever they voted for, got back underway immediately. many new Councillors have been elected, and I look forward to working with them and all councillors in the four years to come. I held discussions with representatives and individuals from each council group in the days following the elections, in order to establish and consolidate good working relationships. the first announcement of the new term was the creation of a new Climate Change Cabinet Committee. this will involve all parties and will have an important role as we strive to maintain and accelerate the progress we’ve made in cutting carbon, while aiming for zero carbon by 2030. the next key announcement was the composition of my new Cabinet. this features Liberal Democrat, Labour and Independent Councillors, representing over two-thirds of the seats won across Bedford Borough in the local elections. All of the Cabinet members have a track record as Councillors, and it’s crucial that we hit the ground running in the task of continuing to save services, create jobs and protect our environment. the portfolios include a new town centres brief, reflecting the particular, growing challenges for all UK town centres and which need a strong, effective response. With his passion and commitment to our towns Cllr Henry Vann, who also takes on planning matters, will help to deliver that, in partnership with local businesses and others. In common with the rest of the incredibly strong Cabinet team, I look forward to working with him to get the best for our communities.

IT OUGHT TO BE LOVELY…

PRIVATISATION IS FAILING AND COSTING US DEAR

‘It ought to be lovely to be old’ It ought to be lovely to be old To be full of the peace that comes from experience And wrinkled ripe fulfilment. D H Lawrence’s poem ‘It ought to be lovely to grow old’ from which those words come was read at the Lord Lieutenant’s service for Voluntary organisations at st mary’s Woburn on may 19th. this annual celebration of the diverse and dedicated voluntary contribution of so many in our county had as its theme this year ‘older people’. preparing for this service I took the opportunity to connect with some of those who work to support, empower and care for those of us who are older. A repeated theme from everyone was an emphasis on the priority of enabling people to retain control of their lives and their circumstances for as long as possible. It is the older woman who can retain pleasure in her garden because of the assistance of the person who maintains it from Age UK Bedfordshire; it is the older man who can feel secure because of simple adaptations installed by a handyman from Age Concern Luton. It is the person with dementia who can still manage at home because technology sourced by the borough adult services team prevents a hot-plate being left on or alerts family when they wander off. It is the plethora of voluntary and community organisations that befriend, care and enable. For many being old can be lovely. For some, however, it is not lovely. the impact of loneliness, absence from family, mental health issues, financial vulnerability and the reality of abuse, especially from those who are there to care, can be devastating. For some the impact of illness, forgetfulness and disablement is crushing. there is still much to do! But talk of ‘older people’ is not just about ‘them’. Whilst none of us willingly admit to be elderly, most of us will live to be ‘older’. In the words of Groucho marx: Anyone can get old. All you have to do is live long enough. As with all aspects of life ultimately what matters is that we treasure each person as precious in the sight of God what-ever their age. playing our part in creating a society where all are valued, is a priority. What can you do to make your contribution?

After five years of failure the Government has finally conceded that the part-privatised probation service is better off in state hands. Labour has announced a transformative policy to bring the national Grid back into public ownership, an ambitious scheme that would help tackle climate change and end fuel policy. these plans were of course met with snorts of derision by the Government who are ideologically opposed to anything that doesn’t generate a handsome profit for a private company. From Carillion’s collapse, to last year’s train timetable debacle which implicated not only the hapless Grayling but several train operating companies, to the inability of G4s even to handle basic security contracts, the same story is repeated over and over; these outsourced contracts prove to be inefficient, secretive – and ultimately a costly fiasco. And there are more disasters coming down the line. the ministry of Defence is pushing ahead with outsourcing its fire and rescue services despite a legal wrangle with controversial outsourcing firm serco over the awarding of the contract. It’s actually Capita who has been running the Fire service College since 2013, but they have had a number of high-profile contract failures in recent years. two years ago, Capita were stripped of a deal running the moD’s military estate after a damning report from the national Audit office. the firm’s contract recruiting soldiers for the British army was a failure while Capita’s ‘primary Care support’ contract with the nHs ended catastrophically after it was revealed that 48,000 women had not received cervical screening letters. It cannot be right that profits extracted from vital public services are used to line the pockets of shareholders when they could and should be reinvested in those services or used to reduce consumer bills. And it’s a scandal when the same firms that repeatedly fail to deliver – are allowed to re-tender their bids again and again. It’s time that the Government admitted that some things cannot and should not be run by the private sector.

The Annual Meeting of Kempston Town Council took place on Tuesday, May 14, 2019. New members took their places for the first time alongside those who had been re-elected. The formalities began with the election of Cllr Carl Meader as the new Mayor of Kempston and Cllr Sam Blacklaws as the Deputy. Grateful thanks were given to the outgoing Mayor James Valentine for his hard work and dedication in carrying out his duties for the past two years. In mARCH, KCA received a visit from a team of five inspectors from the Challenge partners programme. Challenge partners came into school for three days and had a busy time observing lessons, meeting students, scrutinising books and questioning senior and middle leaders. For their final judgement, Challenge partners rated the school as ‘Good’ and highlighted ten areas of strength. these included “the school is very well led by the Headteacher, supported by committed senior and middle leadership teams”. they highlighted: “expectations of staff and pupils have been heightened and both now have a genuine pride in the school. teachers support and challenge in equal measure to ensure pupils get the very best experience of learning.” It was noticed that the exam results in 2018 were on average ‘half a grade’ higher than the previous year’s. the hard work which has gone on at KCA over the past two years has been recognised in the report and in particular the improvements in teaching and learning and the ‘forensic’ monitoring of student progress was noticed.

With regards behaviour, Challenge partners said: “pupils behave extremely well in lessons and are motivated and keen to learn.” there was praise for every aspect of KCA’s work, from the 6th Form to their support with senD and Disadvantaged students. perhaps most pleasing was that inspectors noticed that: “the reputation of the school is growing and increasing numbers of parents are choosing the school for their children.” Headteacher Joanne Young said, “I am delighted with the outcome of this Challenge partners visit. It is testament to the hard work and commitment from both staff and students. It has been a fantastic year for KCA so far, with the ofsted grade of 'Good' in the Autumn term.”

Super Heroes raise money for local charities

THE ‘Con Club’ in Kempston held a ‘Big Charity Event’ on Saturday, May 5, 2019. Think it’s a ‘Knock out’ and you’ll be spot on! Club members and friends had great fun and games in Addison Park dressed as Superheroes. As you can see from the photograph above, they certainly didn’t hang back – Con Club Steward Graham’s costume had shrunk in the wardrobe, so he declined to be photographed! They were raising money for two local charities: SANDS and FACES, who both support families with young children. The Bedford SANDS group are raising money for a children’s memorial garden in Bedford Crematorium and are planning for it to be ready in the autumn. They have the land, they just need a lot of money to complete it. Audra Timmins, senior management at the Con Club, had indicated she wouldn’t organise a charity event this year. She said she had done quite a few last year – remember the highly sought after Full Monty calendar? But she was persuaded to come out of early retirement for these two excellent charities, which have a special resonance with her. The final total raised on the day and with online donations reached a massive £4786.88. A presentation ceremony was held on Saturday, May 26, 2019, at the Con Club, where representatives of both charities attended and received their cheques.

BeDFoRD College Fashion and textile students hosted a programme of work experience activities at Bedford Library during the easter Holidays. the next generation of designers work within nationallyrecognised studios for creative arts based at the riverside setting at Bedford College. Lord-Lieutenant’s service of thanksgiving oVeR 400 people from across Bedfordshire come together at st mary’s Church, Woburn on sunday, may 19 2019 to celebrate the work of the Voluntary organisations in Bedfordshire. the theme for this year’s service was “older people”. Hm Lord-Lieutenant of Bedfordshire, Helen nellis, accompanied by her husband professor Joe nellis, and supported by the Vice Lord-Lieutenant, Colonel Chris sharwood-smith mBe and her seven LordLieutenant Cadets, welcomed their Graces the Duke and Duchess of Bedford, the Bishop of Bedford the Rt Rev Richard Atkinson oBe, High sheriff of Bedfordshire meryl Dolling, the mayor of Bedford, the Deputy Chief Fire officer, town mayors from across the county and representatives of countywide organisations and armed forces personnel. The End of Kempston?

ost residents of Kempston will be aware of it’s ‘ends’, probably the most well known of which is Church end in which the parish Church of All saints can be found. Kempston has always been rich in ‘ends’ some of them with very old origins. In the days before the creation of the Urban District and Rural District in 1896 the old parish could claim over twenty ‘ends’ although boundary changes in the twentieth century resulted in the loss of at least three of them. not all of Kempston’s ends are identified on old maps and whilst, for example the map prepared by thomas moule and William smallinger in 1850 shows Bourne end, Box end, West end and Wood end, it fails to show Church end or any of the others in existence at the time. my mother could name and give the location of eighteen ends of which fourteen were still in common reference in my youth in the 1960s’. I was raised in Up end which was centred on the junction of st. Johns’ street, Bunyan Road and Woburn Road. the traffic island (or roundabout) that is now located at this junction occupies the site of a small historic green, long since lost. At the top of Bunyan Road where it joins Bedford Road the area was known as Gravel end and the evidence of gravel extraction which gave the area its name can be seen in the hollows

lying either side of ridges on which the roads were built. to the west of Gravel end along the High street lies Bell end, considered by many as the old centre of Kempston, its borders stretching from Up end to Church end. Bell end is thought by some to be named after the Bell ale house in Water Lane; the property is now a private residence. there is some disagreement over this however, as there is an alternative version in which the Ale house was named after an incident which resulted in a bell from the parish Church being misappropriated there. Wood end, where I now live, is one of the oldest of Kempston’s ends. It has a history going back to at least the seventeenth century when it was a hamlet comprising two farms (Wood end farm and tithe farm) and a few cottages. It remained small until well into the twentieth century. Housing needs after the second world war pushed its growth so that by 1959 it had some forty-five properties including the original two farms. now in 2019 there are seventy-eight. the ancient wood after which it is named stands on a spur of a boulder clay ridge and is one of the few semi natural woods left in the region. In former days it covered nearly a hundred acres and although it is now less than half that size it is still home to a variety of trees

including ash, oak and field maple. A walk through it in springtime offers delightful views of carpets of woodland flowers. Clay from this same belt was used to produce bricks and tiles at Wood end. some of the products can be seen in the older buildings in Wood end Road such as Rose Cottage. A brickfield is recorded to have been in operation by at least 1876 and is shown on a map of 1882. In its early days it was operated by a succession of Bedford builders, notably James Hull, James Warton and Henry Walker. production ceased around the time of the Great War and only the remains of the pit can now be found. this pit lies in the grounds of the first house in Wood end. It is partly filled in now but is nonetheless a quite extensive remnant of a hitherto thriving business. Coincidentally this area of Wood end became the site of Charles Henman’s Hand Laundry. He would collect and deliver laundry in large wicker baskets throughout Kempston and a photograph of his enterprise can be found in Victoria Walkers publication old Kempston. the cover of this booklet carries a photograph dated 1912 of my Great Uncle Alfred Worrall and his team of haymakers standing proudly in front of wagons piled high with fresh hay. Although his farmyard was in Bunyan Road Kempston he owned land at Wood end from which he harvested hay for his

dairy herd. part of this field, opposite the Cross Keys pub and restaurant, still exists as meadowland but there is now a row of houses on the side abutting Wood end Road. Another notable feature of Wood end lies on its border with Bourne end. An ancient lane, Dillock Lane (previously known as Dilwick) can be walked from Wood end, across the clay ridge, to West end. the lane itself is thought to have been part of a complex of drovers roads, many of which can now only be found on old maps or records. It originally led to the hamlet of Dilwick (now West end) via Crow end and on to Box end and the river Great ouse. At its highest point the lane ran alongside the old boundary of Kempston Wood now some hundred metres away. so, what are the names of these Kempston ends? Well, including those that were in the old parish we know of at least 19 namely: Astleywood end, Bell end, Bourne end, Bridge end, Brook end, Church end, Crow end, east end, Gravel end, Green end, Littleworth end, mill end, moor end, thistly end, Up end, West end, Wood end, and Kempston Hardwick which was considered an end before the boundary change. t’s JUne already and our Gardens are starting the summer show of colour. Behind the scenes the nurserymen have been busy with complicated breeding regimes to bring us even more new exciting plants to enjoy. Here are some that we at milton ernest Garden Centre think you should try. Dianthus is a hardy compact scented perennial plant that flowers continuously from June to september. they are easy to grow in well drained garden soil as a border edging plant or with multicompost and JI in containers in a light sunny place. Look out for Dianthus early Love which is dark pink and pink Kisses which is bright pink. petunias are popular bedding plants for any sunny aspect. they can be grown in borders, containers or hanging baskets to provide nonstop colour from June until october. they are pest free, tolerant of dry conditions and many trailing varieties especially do not need dead heading. petunia purple spotlight has a white edged lilac petal and deep purple throat. petunia suzie storm is vibrantly pinky Red with a darker centre while petunia pink mango is a gentler orange pink with a lime green centre. the hotter the summer the more flower these plants produce so feed occasionally with tomato food. Why do I recommend tomato feed because it is high in potash which promotes the plant to produce lots of flower. thunbergia is a tropical climbing plant that is easy to grow and will add height to any bedding display or grow in a large patio tub. provide a

trellis, wigwam or obelisk for support, a sunny place and humus rich soil and feed regularly with a liquid feed like tomato food. It will flower continuously then until the first frost. It can also be grown as a ground cover plant or trailing from a 40cm hanging basket. thunbergia Raspberry smoothie is a lovely soft pink and thunbergia susy Red orange is a glowing orange colour. Alstromerias are peruvian Lilies. they are semi hardy summer flowering perennials (like shrub Fuchsias) with tropical blooms that make lovely cut flowers. they are excellent additions to the herbaceous border and will grow well in tubs on the patio. this plant enjoys rich peaty compost, regular feeding with a liquid feed like tomato food and a sunny position. It is completely pest free. In winter protect the plants in the ground with bark or move pots to a sheltered place and wrap in green fleece. In the border pull the stem out after flowering to promote new suckering shoots at ground level. some lovely varieties are Alstroemeria Lilian which is rich sugary pink, Alstroemeria elaine orange a glowing orange and Alstroemeria Diana bright yellow and orange. Astrantias or pincushion plants are perennials that die back to ground level in winter and produce fresh new growth every spring. they are fast growing in rich humus soil in sun or partial shade and flower from June until september. they last a long time as a cut flower indoors. In the border they look good when planted with ornamental grasses. some good

varieties to look for are Astrantia Roma which is lovely shades of pink with a deeper pink centre, Astrantia Venice with pinky lilac flowers with green towards the centre and Astrantia snow star glistening white and green. Boulevard Clematis are climbers that have been bred to grow in small spaces or large pots. they are easy to grow with a busy habit and will flower from the top to the bottom of the plant throughout the summer months. Remove the flower heads as they fade to encourage more flowers. In late winter trim back to any strong new growth removing any dead shoots. Use a good moisture retaining compost when planting Clematis and feed every two weeks with a high potash feed like clematis or tomato feed. Clematis olympia has large lilac blue flowers from may to september, Clematis Bernadine has pearly white petals with a cream bar in the centre and Clematis nubia is a strong red with a darker red centre. enjoy these new additions to your summer Garden show.

As we ease into June we should be able to enjoy our gardens more. most of the sowing and growing and potting on should now be pretty much done so we can relax a bit. there shouldnít be any serious frosts now so that leaves a bit of weeding and watering and cutting the grass. Hopefully we should also be close to harvesting some of the fruits of our earlier labours. new potatoes, broad beans and early peas are with luck just about ready and possibly some baby carrots to accompany them. All that is left is a leg of lamb and some mint sauce to make the perfect lunch. When it comes to enjoying the garden I like to think that I am in an ideal situation. I am fortunate enough to look after a large rural garden. It has about half an acre of informal garden which like any good rural garden has evolved as much as been planned. every so often we acquire something new and inevitably there has to be some reorganisation more often than not but the overall effect is very pleasing. We also have a couple of acres of woodland next to the garden which means we have a prodigious

amount of wildlife. some of the creatures are not as welcome as others as we have regular visits from muntjac deer and a resident family of Badgers we can do nothing about. squirrels are not really a problem as most years we find one or two walnut seedlings they had forgotten. the birds are my favourites and we have a wide range. Five kinds of tits visit on a sort of regular basis and we also get nuthatches, tree creepers, goldcrests, woodpeckers and lots of robins, wrens, blackbirds, thrushes, swallows and most of the other common garden birds. Buzzards and kites are not uncommon but they just fly over head looking for their dinner. When they do however the crows get agitated and mob them to stop them taking the chicks from the nests. there is also a by product to this garden which I consider to be a bonus. We have horses which means I have access to as much horses byproduct as I desire for my garden, my allotment and the garden I look after. spread liberally round the shrubs and roses as a mulch in late autumn gives the weather and the birds plenty of to incorporate it into the ground to improve the soil and feed the plants.
