es, I thought that headline would grab your attention. Translated from French, it means ‘The Beautiful Lady Without Mercy.’ It’s a ballad written by the English poet John Keats. The words seem most apt for how Traffic Commissioner Beverley Bell has dealt with Arriva Derby (see p4). In many respects, it seems to be a landmark case, heralding in the new way of dealing with PIs, which if I recall correctly, has been on the cards for some time. Fines paid to central coffers are seen as a poor outcome in the eyes of the public and it’s easy to cynically dismiss the true financial impact. Therefore, the stipulation for free evening journeys on the two routes which were the subject of the PI being called is doubtless seen as a ‘good thing’. Of course, there is also the issue of whether the cost of operating ‘free’ trips will exceed that of a traditional fine. I’m just waiting to hear the protests from the stereotypically vocal cabbies. What will the TC do in such a scenario? Arriva would be brave, if not foolish, to criticise
the TC yet it’s also perhaps something of a test for the firm – to demonstrate how it will deal with matters. Not to be forgotten is the TC’s stipulation that no other Arriva licences be used and that the journeys cannot be deregistered. As the TC said: “It sends a very clear message to the wider bus industry of the consequences of failings such as these.” Miaow. On a brighter note, I am delighted to announce with effect from this week Andrew Cream has been promoted to the role of Deputy Editor. Since he joined this magazine in December 2011, Andrew has been a great help to me. His talents quickly shone through. In many respects I’ve seen parallels to way I was when I first started here – he thrives on using his initiative, is creative in his thinking and put simply, just steams through whatever needs doing. I hope you will join me in wishing him the best of success. While he is not my replacement, Andrew’s new role should, in theory at least, free me up a little and in many ways, formalises work he’s been doing for some time. Gareth Evans Editor

briefly The West Midlands CPT Annual Dinner and Awards ceremony held in Tamworth on February 8 was a massive success – according to Regional Manager Phil Batemam. “We had a really big turnout of members and I want to thank all who attended. It was a great atmosphere and we have been receiving really positive comments. The raffle raised a magnificent £910. Chairman Mike de Courcey rounded the amount to a £1,000 and the sum will be donated to Cancer Research. We are already testing the market for next years event; there is already a very strong request from Members to have the 2014 Dinner again at the Drayton Manor Hotel. For the fourth year running, a modest profit of around £2,500 was made this year.” Kent County Council (KCC) has announced it intends to review its decision to withdraw the non-statutory provision of free transport to faith schools. The decision meant only families on maximum working tax credit and those receiving free school meals continued to be entitled to it. However, the move has been criticised by some councillors saying pupils from poorer backgrounds are less attracted to grammar schools. A cross-party committee is set to examine the impact of the change. Reading Buses has teamed up with First Berkshire’s RailAir coach service to provide a through ticket to Heathrow Airport. From Friday March 1, 2013, passengers can buy a RailAir single, RailAir Day Return or RailAir 3-Month Return on any buses in the simplyReading area and use it in Central Reading to get to Heathrow. The tickets give an overall saving of up to 20% against the on-the-day fare of both services. This includes the RailAir online price reduction. In a statement Reading Buses said: “We wanted to work with our colleagues at First railair.com to help to increase awareness of the fastest and simplest route from Reading to Heathrow Airport - and give our customers that little something extra as well.” www.coachandbusweek.com

Traffic Commissioner orders Arriva to give free travel in Derby In an unprecedented move, Traffic Commissioner Beverley Bell has ordered the operator to provide free travel on two of its services after a Public Inquiry North West Traffic Commissioner Beverley Bell has ordered Arriva Derby to give passengers free travel on two of its routes for 12 months. The TC made the ruling after a Public Inquiry revealing the firm did not give the correct legal notice for changes to routes running between Alvaston and Derby. The decision, issued this week in writing, prevents Arriva Derby from charging passengers who board the 44 and 45 services at any point between Alvastan and Derby, providing they are due to arrive in Derby after 1900hrs. Mrs Bell’s order against the registered services comes into effect on March 1, 2013 and expires on February 28, 2014. As part of her decision, Arriva is also prevented from making an application to deregister the service until the order expiry date. Also, if Arriva was to surrender the licence and then apply to the route with another part of the Arriva group of companies, a condition has been attached to the new licence stating the licence holder

will still be subject to the Traffic Commissioners order. Directors from Arriva were called to a regulatory hearing before the Traffic Commissioner on December 14, 2012, after acknowledging the company had failed to tell Mrs Bell and its passengers the stopping point of the services had changed. They were registered and advertised as terminating at Derby bus station when in reality the buses were stopping on Albert Street, in order to connect with another service provided by the firm. In evidence to the Traffic Commissioner, Arriva’s Regional Engineering Director said that an administrative error had led to the company’s failure to apply to change the registration with the Traffic Commissioner. It was also noted that an earlier stopping point outside the bus station had also not been authorised by Mrs Bell. Under regulations governing local bus services, operators are required to give legal notice to the Traffic Commissioner of their intention to begin operating, change or cancel routes. After questioning the Director further, Mrs Bell concluded various individuals in the business had not dealt with the matter properly.
She also found that by the time of the hearing, despite being notified of the Traffic Commissioner’s concerns, the appropriate application to amend services had still not been made to her office. In response to the evidence heard during the inquiry, the company’s Regional Managing Director admitted to the regulator that there had been a catalogue of errors and that it gave him no pleasure to sit and listen to Arriva’s failings. The Traffic Commissioner was told by the operator’s solicitor that the 44 and 45 routes were important to Derby and for the company. He advised the Traffic Commissioner that the company’s failures had affected services after 1900, which made up 11 out of 20 journeys on the routes. In her written decision, Mrs Bell said the errors made by Arriva had been “wholly unacceptable” and was also critical of the company’s response when it realised services were still not running properly by November 2012. “The company instructed all drivers to set down inside the bus station. Passengers were once again inconvenienced,” she added. “Having become accustomed to being deposited at Albert Street, they were just then deposited at the bus station with no notice and no explanation.” The written decision also reminded the company there were good reasons why regulations required them to give notice of any changes to services. “Passengers reliant on public transport have to fit their schedules into and plan their diaries around the bus services which they use and this can be made even more difficult when passengers are then reliant on other public services such as hospital visiting times. “They must therefore be given the proper notice to allow them to plan in the event of any alterations.”

She said there was “no good reason” why Arriva dropped passengers 150 metres away from the advertised stopping point in Derby and highlighted that the company’s decision to do so was based on financial considerations. “The revenues had been falling and Arriva took a commercial decision to feed the service into another route thereby reducing the number of buses they had to put on the road,” Mrs Bell added. The routes were lucrative, despite reduced passenger numbers, but the Traffic Commissioner ruled Arriva had not given proper regard to those who continued to use the service. “It sends a very clear message to the passengers that they will now benefit from action taken against the company, it sends a very clear message to the operator of the consequences of its failings and will have the necessary deterrent effect,” the Traffic Commissioner concluded. “It will also send a very clear message to the wider bus industry of the consequences of failings such as these.” Keith Myatt, Spokesman for Arriva Midlands, said: “We accept errors were made over the registration of services. We have now ensured these services operate exactly to the actual registration and, following a full review, have introduced measures to ensure this does not occur in the future.”
Go-Ahead reports strong trading in bus division In results released by Go-Ahead Group for the six months ended December 29, 2012, the group announced a bus operating profit of £37.1m, an increase of 5.4%, despite significant fuel cost headwinds. In addition, the group reported continuing deregulated passenger growth and is on track to meet bus operating profit target of £100m by 2015/16. Go-Ahead was also keen to highlight its performance in delivering Olympic Games transport services. The group saw solid revenue growth in rail and welcomed the recommendations set out in the Brown review of rail franchising. Overall, it had strong cash management and robust balance sheet in the period and maintained half year dividend at 25.5p. Expectations for the full year remain unchanged and results are reportedly in line with management expectations.
Singapore’s striking drivers imprisoned

of Singapore’s industries need to be addressed. In late December the head of Singapore’s public bus company, SMRT, asserted the pay for Chinese bus drivers was “fair” but admitted the dormitory conditions need improvement. He Jun Ling, regarded as the ringleader, was sentenced to seven weeks in prison. His compatriots each received a six-week term. One driver who pleaded guilty early was deported in December. A total of 171 drivers went on strike.

The sum raised for Cancer Research at the CPT West Midlands annual dinner
briefly The real-time text message system for Jersey buses has been restarted. The service was suspended when new operator Liberty Bus took over on January 2. The firm said the delay facilitated the installation of new equipment on its buses and allowed it to carry out testing across the island. Passengers can text the number of their bus stop to 66556 to see if their service is running on time or late. Kevin Hart, General Manager, said: “We’d like to thank our customers for their patience while we worked hard to get these tools right.” He said future developments included on-bus next stop announcements and personalised electronic timetables. Bus manufacturer Ashok Leyland is to create 30 jobs at a new research and development base in Warwickshire. The Indian company said it is opening the centre at Nuneaton’s MIRA Technology Park to draw on the area’s wealth of technical skills. Sam Burman, from Ashok Leyland, said: “We have some problems hiring people and finding skills in India and we think we can find those skills in the UK.” Ashok Leyland is one of the first businesses to open at the park and Mr Burman said the company doubled its export market last year. Reading Buses has launched a new discount scheme called MoLo Rewards. The scheme allows customers to obtain discounts through MoLo coupons once they have signed up online, which is free. “The fantastic news for Reading Buses simplyBus card holders is that they will be able to use their cards to gain exclusive discounts,” said Marketing and Communications Manager Jake Osman. Reading Buses and MoLo had set up technology readers to identify simplyBus smartcards to offer customers these discounts. Jake continued: “All a simplyBus card holder needs to do is look for the MoLo sign on participating shops and touch their card on the reader to gain their discounts. “For customers wishing to take advantage of even more discounts they should sign up today on the MoLo website – for free.” www.coachandbusweek.com

OFT clears Stagecoach Manchester’s £2m Bluebird acquisition Announcement means acquisition goes ahead without referral to Competition Commission The Office of Fair Trading (OFT) has decided not to refer Stagecoach Manchester’s acquisition of Bluebird Buses to the Competition Commission. Stagecoach announced the £2m agreement to acquire the independent operator in November 2012 (CBW1062), also acquiring First’s Birkenhead & Chester operation. Bluebird operates primarily in North Manchester, employing 80 staff. The purchase
includes the leased depot at Greengate, Middleton, and 40 buses. With approval given, the acquisition should be completed imminently. Following the announcement, Christopher Bowles, Managing Director of Stagecoach Manchester, told CBW: “We welcome the clearance of Stagecoach Manchester’s acquisition of Bluebird by the OFT. “Stagecoach Manchester is committed to providing reliable, safe and comfortable travel for passengers, as well as offering excellent customer service. Marshalls of Sutton-on-Trent has already started to cover some college runs in and out of Newark. Vehicles from Tuxford will be transferred back to Heanor to strengthen services in Nottingham and Derbyshire. The remaining Dennis Tridents are ear marked to
transfer to Wessex Connect when Tuxford closes. Cambridge underground bus tunnels ‘realistic’ Cambridgeshire county council’s leader Nick Clarke has claimed busonly tunnels under Cambridge are a ‘realistic’ possibility if sufficient funding is secured from the government. The multi-million pound scheme would aim to ease chronic congestion in the city by taking buses off key roads. Mr Clarke said the ideas are in their very early stages. The success of the plan would depend on the county and city council’s bid to secure funding from the government’s City Deal coffers. The Cabinet Office says the City Deal scheme aims to set cities free from Whitehall control giving them autonomy over certain budgets including investment in transport improvements. Mr Clarke said there were signs that traffic congestion in the centre of Cambridge was holding back the economy of the county, with busonly tunnels a potential solution. “If we are only to get small amount of money the scheme won’t be possible. We know Cambridge is a very congested city. If we can free that up we can attract companies to come here,” he said. A 2008 study into possibility of a 2.48 miles (4km) network of bus only tunnels found the geology of Cambridge made the tunnels possible and said the scheme would cost about £190m.
First Glasgow network overhaul
FirstGroup has announced plans which it claims will ‘significantly improve and simplify’ services across its Greater Glasgow network. The company said the SimpliCITY network is designed to offer a simple, easy to understand network. Many services in its existing network will be re-designed and re-numbered as part of this initiative. SimpliCITY services will operate every 10 minutes or better during the day with many routes benefitting from

Cardiff Bus has not purchased any new vehicles since 2009
Cardiff Bus asks council for £1m upgrade loan Cardiff Bus has asked Cardiff council for a £1m loan to upgrade its fleet of buses. The municipally-owned operator requested the money to help it purchase 60 new buses between now and 2015. This would include 20 vehicles in 2013, another 15 in 2014 and a further 25 in 2015. The money would also be used on refurbishing mid-life vehicles and on other projects such as IT to make the organisation run more efficiently. Cardiff Bus said its older vehicles spend too long off the road due to longer service times than newer vehicles. It said it has not bought any new vehicles since 2009, which can affect the reliability of its

Our aim is to make Simplicity one of the best bus networks in the UK. “Glasgow has changed considerably since the current Overground network was introduced in the 1990s. briefly The French Minister of Interior has announced an indefinite delay on the fines for drivers who do not carry a breathalyser kit with them in their vehicle. Previously, it was decided fines would be issued from March 1, 2013. Currently, all drivers in France are required to carry a breathalyser kit and the €11 fine for not carrying a breathalyser would have been applicable to all road users, except for those on mopeds. Anyone driving in France is already required to carry a warning triangle and a fluorescent safety vest to use in an emergency. Work on an emergency diversion route for a road frequently hit by landslides in Argyll is almost complete. The Rest and Be Thankful section of the A83 has been closed six times in the past five years after heavy rain washed tonnes of debris down the hillside. Diversions of up to 50 miles are in place during clearing operations. Transport Scotland said the relief route, which uses the Old Military Road, should be completed within the next few weeks. The emergency diversion is part of a £3.7m programme to safeguard the route. Vehicle convoy test runs are scheduled to ensure the smooth running of the road. Improvements to the Grimston Bar Interchange are underway. The work aims to reduce congestion and improve safety at the junction of the A64 and the A1079 near York. The work takes place between February 25 and May 3 with traffic management in place overnight from 2000 to 0600hrs. Full closures and lane closures are required at Grimston Bar Interchange, on all four slip roads from the A64 and on the eastbound A1079 from York between Osbaldwick Road and Grimston Bar roundabout. Diversion routes are in place. McKendry’s Coaches of Loanhead has had its licence reduced from 10 to five vehicles by Deputy Traffic Commissioner Simon Evans after an investigation into its vehicle safety and maintenance standards. Shearings bookings ‘surge’ after ad campaign
Shearings Holidays has reported a surge in bookings following the launch of its TV campaign in January 2013, which formed part of its biggest peaks campaign to date. The TV campaign promoted early booking incentives and encouraged booking through agents. Sales of Shearings’ Grand Tourer escorted tours increased by 78%, while sales of river cruises increased by 19% year on year. The campaign has helped to reach a new audience, with over 80% of brochure requests driven by the ad coming from new customers. Caroline Brown, Commercial Director for Shearings, said: “By investing in a broader range of marketing, we are reaching a new audience for Shearings. The investment has paid off for both us and agents, with sales increasing across all booking channels.” Until February 28, Shearings is rewarding agents by giving away two iPad minis every week. Fuel rebate extended to Irish coach operators
The Irish government has passed a Finance Bill which will see operators receive a diesel rebate of up to 7.5 cent per litre. The Coach Tourism and Transport Council (CTTC) which represents private bus and coach companies, believes the decision to extend the essential users rebate to coaches will help save jobs and stabilise the industry. After the rebate was announced in December for hauliers, the CTTC encouraged operators to lobby their TDs on the matter. The CTTC met with Minister Varadkar and also with Minister of State in the Dept of Finance Brian Hayes. A report was also commissioned from Compecon which showed the cost of granting the rebate to passenger transport companies would be between €0.92m €1.71m. In the Budget, Minister Noonan had made a provision for the excise rebate of €70m. However, even after the rebate is taken into account, Ireland’s private bus and coach operators will still pay around €22m in fuel taxes in 2013. CTTC Chief Executive Gerry Mullins said the industry had faced a four-fold increase in fuel prices in the last 10 years. “This is an example of sensible policy making by Minister Noonan and his officials at the Department of Finance,” he said. “The coach tourism industry is on its knees following a drop in tourist numbers, drop in rates, and hike in diesel prices in recent years. This rebate will help save jobs and improve our offering to Ireland’s visitors.”

CASIO ticketing system for Dublin Coach Harrow-based TransMach Systems has installed the CASIO all-in-one ticket system at Dublin Coach and has provided full training on the web-based back-office system and ticket machines. The system comprises of the back-office system and advanced CASIO IT-9000 portable ticket machines. The CASIO ticket machine enables operators to validate return and E-Tickets by scanning barcodes in real time to make sure only valid tickets are accepted on board. The operator can also accept card
payments and smartcards. All ticket machines are connected to the web server using 3G/WiFi. The web-based reporting software enables staff to monitor and analyse journey performance, passenger load and revenue information. The administrator can also perform fares changes instantly using the web-based fares management tool. Dublin Coach Director John O’Sullivan said: “The system is very easy to use and flexible. It provides us with accurate revenue and passenger information which we couldn’t get earlier.” TransMach Director Minesh Vandra said: “We understand how our customers’ business works and what their priorities are. We transition them smoothly to the solution which makes most sense for them.”
Matthews secured the standard through reducing its greenhouse gas (GHG) and carbon dioxide (CO2) emissions by 20%, saving €150,000 per annum in fuel costs across the group. ISO 50001 is an international standard which aims to help organisations reduce energy use, energy costs and greenhouse gases. Noel Matthews, the Quality and Fleet Manager, said: “ISO 50001 requires us to continuously
improve our energy management system and our resulting energy performance. It also offers public procurement agencies the means to objectively measure and differentiate clean and sustainable transport operators under the Green Procurement Policy. Through driver education and energy monitoring, we have reduced our fuel consumption from 33 litres per 100km to 27.23 litres per 100km (10.4mpg) over five years.”
Mark Anderson, Director of Anderson Travel, has resigned from his position as Chairman of the Coach Marque management committee. After six years in the post, Anderson is stepping down to concentrate on the newly rebranded Anderson Travel which is celebrating its 25-year anniversary throughout 2013. The announcement comes following Coach Marque’s fifth annual conference which took place in Manchester last month. As Mark leaves his position, membership of the recognised kite mark is reportedly at a record high. Stagecoach Manchester wins environmental award Council commends operator’s hybrid investment, staff training and ‘green teams’ Stagecoach Manchester’s Stockport depot has been presented with the Gold Environmental Business Pledge award by Stockport Council for its commitment to creating a cleaner, greener Stockport. The operator was given the award, which was presented in partnership with community charity Groundwork, following its recent investment into hybrid buses for the 192 route. The depot, which is the first Stockport-based company to be awarded the green accolade, was also recognised for its work with the community, training its staff members in environmental issues and the development of internal ‘green teams’, which promote eco-friendly causes within the company’s depots. A campaign in Milton Keynes (MK) to encourage non-bus users to consider taking the bus for some journeys was launched by Mayor Catriona Morris on February 21. The launch of the ‘Get on Board’ campaign was part of a three-day event in Midsummer Place which included an information stand, promotional items, Arriva’s pink ‘Get on Board’ bus plus a team who helped advise the public of the best bus routes to use for their regular journeys. A total of 63,000 households located within a 400m radius of bus routes 2, 4, 5 and 8 also received a personal travel pack which included information on local services and bus stop locations as well as complimentary bus tickets to use on most local buses. Parliamentarians present at disability/transport debate The All-party Parliamentary Disability Group held a seminar on February 11 at Portcullis House, Westminster, entitled “Transport and disabled people: realising independence and full participation”. Disability Rights UK, Transport for All, Passenger Focus, Guide Dogs, FirstGroup and Allied Vehicles were all present. Norman Baker gave a speech, discussed his department’s

Baker stressed the importance of better signage and made clear his plan to remove the term ‘invalid carriage’, labeling it archaic and offensive. He said: “The number of people with disabilities experiencing problems on public transport is going down, but it is still too high.” Other speakers included Maria Eagle MP and Liz Chandler from Merseytravel. The floor was then opened up to debate where driver training and accessibility was discussed. The issue of austerity and its impact on disabled passengers was also raised. Calls were made for the restoration of the Disabled Persons Transport Advisory Committee which was abolished last year.

The group’s recommendations focus on short, medium and long term policies, suggesting a realistic road map on how to double the use of collective passenger transport by road in the EU within 10 years. They take account of all the contributions received covering the three topics of the group’s focus – namely intercity and long distance regular bus and coach services; group tourism by coach; and commuting, urban
First donates ad space to Macmillan
FirstGroup is continuing its support to Macmillan by donating more than £225,000 worth of advertising space to the charity’s new campaign. First selected Macmillan as its national charity partner in 2012. Ad space on up to 7,500 buses throughout the UK, including all buses in Aberdeen, is being donated to help the Macmillan team direct more people to its services. The estimated number of people living with a cancer diagnosis in Aberdeen is currently around 7,000 and this is expected to almost double to around 13,300 by 2030. Meanwhile in Aberdeenshire the number is set to grow to around 18,000 by 2030 from the current figure of 8,800. Staff Manager at First Aberdeen Alan Cheyne knows first-hand the invaluable support Macmillan provides having been diagnosed with testicular cancer in 1991. “I was very fortunate to make a full recovery,” said Alan. “However, it was an incredibly difficult period for me and in particular my family. www.coachandbusweek.com

Yves Mannaerts, IRU Vice President and President of the IRU Passenger Transport Council (CTP), said: “The High Level Group is the first of its kind, a public-private group, which has come together with the support of the European Institutions to articulate policy recommendations to double the use of collective road transport within 10 years. We must build on these recommendations and work together to ensure they are fully implemented. This is in the interest of not just our industry, but European citizens and society as a whole.” The HLG adopted a common vision on the role and place of buses, coaches and taxis in the multimodal mobility chain, as the viable alternative to the private car.
It has also proposed the objective of doubling the use of collective passenger transport by road within 10 years to become a formal EU policy objective. The 15 sets of concrete proposals made by the HLG range from enabling efficient, transparent EU cooperation and guidelines for city access restrictions and Low Emission Zones, to the establishment of a ‘zero rate’ VAT for collective passenger land transport and the creation of a permanent EU platform to promote the use of collective passenger transport. Mr Mannaerts concluded: “This High Level Group should act as a model for other countries and regions, including individual EU Member States, in formulating their own policies to increase the use of collective passenger transport by road and achieve sustainable mobility for all at the lowest cost to society.” The HLG will finalise its work with a public event to take place in the European Parliament on 15 May 2013.

Stagecoach success in Big Switch Off Stagecoach has announced it cut its 2012 Christmas Day energy consumption by 15% compared to the previous year through a Big Switch Off energy reduction drive held at all of its UK bus depots. The operator asked staff at each of its bus depots to turn off all electrical items and lights which were not required during the day. The 15% saving in electrical energy, equivalent to 5 tonnes of CO2e, is the amount of energy required to boil water for more than 465,000 cups of tea. Each depot within each of Stagecoach’s 19 regional bus companies had its savings measured individually. Stagecoach West recorded the biggest reduction on the day of 42.2%. The second highest saving came at Stagecoach Merseyside and South Lancashire (41.9%), followed by Stagecoach East London with a saving of 33.7%. Stagecoach UK Bus Managing Director Les Warneford said: “This shows the energy savings which can be achieved in just one day by simply switching off lights and electrical items that are not needed. “We are pleased with the results of this initiative and hope to see a lasting benefit from it across our bus operations. Sustainability is at the heart of our business and we are committed to reducing the carbon footprint of our operations as well as encouraging more people on to our greener, smarter bus services.” Stagecoach Group announced last month it has cut the carbon impact of its businesses in the UK and North America by more than 20% in the past four years. The transport group’s absolute annual carbon footprint is now nearly 56,400 tonnes of CO2e lower than in 2007-08. The annual carbon saving is equivalent to the CO2e produced by powering nearly 11,000 homes for a year. Stagecoach Group is targeting an overall absolute reduction of 8% in carbon emissions from buildings and a cut of 3% in carbon emissions per vehicle mile from annual fleet transport by April 2014. Specific stretching targets have been set for each of its bus and rail businesses.

Sweden Scania has taken the next step in its commitment to sustainability by signing the United Nations Global Compact. By doing so Scania confirmed the company’s clear vision of its responsibility to its stakeholders. The UN Global Compact is an initiative for businesses to commit to 10 universally accepted principles in the areas of human rights, labour relations, environment and anti-corruption. By signing on to the compact, the company has pledged to make the Global Compact and its principles a part of the way it is managed, and to make a clear statement about this commitment to the company’s stakeholders and the general public. Martin Lundstedt, President and CEO of Scania, said: “For Scania, this is a way to express its support for internationally recognised principles of sound business practices, and to apply clear and straightforward principles which can be communicated and applied throughout the company.”
NORTH AMERICA Daimler Buses North America (DBNA) has assigned a contract with Seattle’s King County Metro Transit for citybuses to New Flyer. The firm is to build up to 381 Xcelsior heavy-duty 35- (10.6m) and 40-foot (12.1m) diesel-electric hybrids. King County Metro’s initial order to New Flyer under the assigned contract consists of 60 35-foot buses and 60 40-foot diesel-electric hybrid buses. The contract, which expires on June 30, 2014, includes remaining base order buses consisting of 181 35 and 40-foot diesel-electric hybrid buses, as well as 200 options for 35 and 40-foot buses. They are the first Xcelsiors for King County Metro. The move is a result of DBNA’s decision (April 25, 2012) to exit production of Orion buses in the U.S. and Canadian markets. The order is additional to New Flyer’s existing contract with King County Metro for 43 60-foot (18.2m) buses currently in production.

In 1999 Daltrans opened its own workshop, in order to offer maintenance and repair services to other passenger transport firms as well as servicing its own vehicles.

National Express Dundee has introduced a number of service changes in an attempt to improve the reliability of its buses. The alterations, which came into effect on Sunday February 17, include the introduction of an extra timetable specifically for service 32/33 to address specific issues with Friday afternoon rush hour traffic on Forfar Road. NX Dundee’s Operations Manager, Paul Clark, said: “Friday afternoons are now one of the busiest times of the week in terms of traffic, particularly on the Forfar Road, with people travelling to and from Aberdeen and the local supermarket; and so in order to benefit our customers we’ve decided to implement a new timetable for this area to improve the reliability of service 32/33. If it proves successful we may well extend the idea to other routes where we see heavy traffic impacting on our services on Friday afternoons.” Managers at NX Dundee spent several weeks assessing various routes and listening to customers’ concerns and feedback. The result is a number of adjustments to several timetables, which should reduce problems with late running or unreliable services and offer more journeys, particularly in the early morning and late at night. Other timetable revisions include additional early morning, Sunday and evening/night services. Paul added: “We’ve looked very closely at these services over the past few weeks and I believe we’ve managed to resolve many of the issues passengers told us they were experiencing. These changes should enhance the overall quality of bus transport we provide across Dundee.”

Blackpool Transport is launching a special Resort Hopper bus to enable visitors to get round the resort’s top attractions with ease. Pleasure Beach. Blackpool Transport has worked with Marketing Blackpool to launch the service at a day saver rate from just £2 for children and £3.50 for adults, and tourism and transport bosses are hoping visitors and residents alike will reap the benefits of the service. Managing Director of Marketing Blackpool Natalie Wyatt said: “Tens of thousands of holiday destinations across the world offer tourists Hopper buses, ensuring they enjoy the best a resort has to offer. “Blackpool Transport agrees with this and we are delighted we have been able to work with them on this project. “I hope to see the Resort Hopper packed with tourists and residents of course!” The Resort Hopper will begin operating on Saturday March 23 and run until Sunday November 3. The service will depart Marton Mere from 0900hrs operating every 30 minutes with the last departure at 1830. The first departure from Blackpool Pleasure Beach will be at 1000 and will continue every 30 minutes with the last departure at 1930. Trevor Roberts, Managing Director of Blackpool Transport, added: “The Resort Hopper is the perfect bus for people who want to travel around Blackpool’s attractions with ease and we hope to see many people using this service over the coming months.”
Transport for Greater Manchester (TfGM) is to use its A6 Quality Bus Partnership as a blueprint for better bus services across Greater Manchester (GM). Along with improved bus services, TfGM says the scheme has met high targets for passenger information, highway and shelter repairs and bus lane enforcement. Further partnership schemes are now being developed for key routes in Manchester, Salford, Rochdale and Wigan. A Voluntary Partnership Scheme is planned for the A579 between Bolton and Leigh in spring this year. Bolton and Wigan Councils are on board and discussions are underway with First, who has invested in new vehicles in the 582 route. Councillor Andrew Fender, Chair of the TfGM Committee, said: “In GM we have an excellent history of partnership working and the results along the A6 bus corridor just go to show what we can deliver working together. “As well as improving the passenger experience, better bus services reduce the impact of traffic congestion on economic growth, people’s health and the environment. “Over the next few years TfGM will be delivering some major schemes to improve bus services, with a multi-million pound investment in bus priority and facilities.
“QPs will be crucial to capitalise on and protect the level of investment in those routes, so I look forward to seeing more being introduced over the coming years.” Stagecoach has introduced more inspectors on the A6 route to help improve the regularity of bus services, and manage any gaps in service. Buses are also being cleaned mid-service at Manchester Piccadilly while they wait for their scheduled departure. Through the QP local councils have a legal obligation to protect the bus priority measures for the following five years. On a voluntary basis they are also measured on the enforcement of bus priority measures such as bus lanes and highway inspections. Councillor Nigel Murphy, Manchester City Council’s executive member for the environment, said: “The A6 is one of the region’s busiest bus routes, bringing tens of thousands of people into the city centre, and the improvements made over the last 18 months have already improved services, relieving congestion along the route. “The scheme has helped us raise the bar for bus services and passengers elsewhere in GM will soon be able to expect better standards as a result of this.” Councillor Iain Roberts, Executive Member for Regeneration and Economic Development at Stockport Council, said: “It’s great the QP in Stockport is being held up as a shining example for other routes. We’ve worked hard, alongside our partners, to maintain and improve the route along the A6 for the benefit of passengers.” A new bus turnaround will be built south of Stockport town centre by the end of April, with funding secured by TfGM from the government’s Better Bus Area Fund. Stagecoach also plans to build a new passenger Park and Ride at Hazel Grove with space for just over 400 vehicles.

Labour-run Cardiff Council has admitted it can’t deliver on its election promise to build a new central bus station. Before last May’s local election, Labour pledged in its manifesto to create a new bus station north of Cardiff Central station. Councillor Ralph Cook, head of transport, said unless the situation drastically changes, there will be no new station open before

the 2017 polls. The goal now is for construction to start before the next council elections in four years time. He said: “It’s ‘never say never’, but this is a major issue, it’s a major job. It’s not something we can just sling together as an election ploy. “Having looked at it very closely, we recognise it’s unlikely to be fulfilled within this administration. “That does not mean we will not be able to say when it will be done. By the end of the administration we will have cast iron, firm proposals which are both fit for purpose and affordable. “We aim to start construction by the end of this administration but we have to be brutally frank - these these are complex issues we are dealing with. “It’s a long-term solution to Cardiff’s transport issues, not shortterm and that is why we have this issue about the cut-off date of the election in 2017.”

Plans to cut subsidised bus travel for the elderly and some school pupils have been dropped by Leicester City Council. Mayor Sir Peter Soulsby outlined a series of changes to his initial
plans to cut council spending last Tuesday (February 19). The late change to the budget plans were prompted by discussions with Labour councillors, as well as a public consultation. Scrapping discretionary funding for half-fare transport for concessionary pass holders before 0930hrs had been proposed to save an estimated £120,000 a year. “The saving is probably not worth making,” Sir Peter said. “If half the people delay their journeys until after 0930 and travel free it will cancel it out, because we still have to reimburse the bus companies.” The £160,000-a-year funding for home-to-school transport will also continue for two years to allow those on courses to finish them. Liberal Democrat Councillor Nigel Porter said: “It’s not a surprise the Mayor is dropping the pre-0930 travel subsidy cuts. He put it in just so he could then take it out and make it look like he’s listened.” The Liberal Democrat opposition is set to propose a motion to put £1m back into the highway maintenance budget for repairs and flood work.

Translink-operated Cairnshill Park & Ride has celebrated its 250,000th passenger. The service, which commenced on November 1, 2010, runs from the P&R site south of Belfast to the Europa Bus Centre, via the city centre. Sculpture exhibition at Lakeland venues Work by respected sculptor Lynn Chadwick gets first British public gallery viewing since 2004 The Lynn Chadwick: Evolution in Sculpture exhibition is taking place at two locations in Cumbria between March 28 and June 15, 2013. Although highly respected throughout his career, Lynn Chadwick (1914-2003) has not had a retrospective at a public British gallery since his 2004 show at the Tate. This exhibition seeks to reaffirm Chadwick’s status as a significant artist in post-war Britain. Comprising more than 50 works, including mobiles, small and largescale sculptures, drawings, prints and photographs, this show will demonstrate the range and quality of Chadwick’s output. The Lakeland Arts Trust is working closely with the Chadwick Estate and Osborne Samuel Gallery to secure a number of works from private collections, some of them rarely seen in public before. The intimate exhibition
spaces at Abbot Hall, with its collection of post-war British art, provide the perfect context for Chadwick’s earlier work. The sculptor’s large-scale works will be given prominence both in the grand, Georgian entrance hall at Abbot Hall as well as outside at Blackwell, the Arts & Crafts House, overlooking Lake Windermere, where Chadwick’s large-scale

figures can be viewed against the backdrop of the Lake District fells. Largest zip wire experience set to launch
Zip World, with the tag line ‘the largest zip wire experience in the Northern Hemisphere’, is set to launch on March 16, 2013 in Bethesda, near Bangor, North Wales. Located in the world’s largest old slate quarry, the attraction is a first for the UK and takes visitors over 700ft through the air above a mountain lake with panoramic views out over Snowdonia. The journey starts at ground level with guests being collected in ex-military vehicles and taken high up into the Welsh mountains on a three-hour fully guided tour of the area. Adventurous visitors will then get the chance to ride the mile-long zip wire and fly through the air back to ground level. Guests get the

TO engines & transmissions Voith Turbo Voith Turbo, the German bus transmissions specialist, has been achieving more success in the growing UK midibus sector. The company broke into the sector in 2009 and has become a leading supplier to Wrightbus. Voith’s automatic gearboxes are already installed in 500 midibuses in the UK. The company now supplies all three UK-based bus manufacturers following the announcement less than a month ago that Stagecoach has ordered from Optare 32 SlimLine Solos fitted with Voith four-speed transmissions, DIWA 824.5. “The Cummins-Voith driveline is new to Optare and is being fitted at the specific request of Stagecoach,” said Chris Wise, Optare’s Commercial Director. John Domigan, Voith Turbo’s Sales and Marketing Manager, said: “The opportunities for Voith in the midibus sector have been growing significantly along with an increasing demand for midibuses in the UK bus market. “The latest order is significant for us, and – coupled with the launch of our new DIWA.6 gearbox – will also provide more business opportunities in the double-decker and single-decker sectors. “Our transmissions are made specifically for the stop-start cycle of buses. Our products are sold on fuel efficiency, reliability, and longevity.” The new Euro 6-compliant gearbox, DIWA.6, will reduce noise emissions, provide better thermal stability and will improve efficiency. It has been designed for doubledeckers, single-deckers, and the midibus sector. The design changes to previous models include modifications to the gear pump, heat exchanger, converter pump, working pressure valve, acoustics and housing and stop-start preparation. The new planetary carrier is lighter but maintains the same strength as previous models. “The reduced weight of DIWA.6 will contribute to improved fuel efficiency of between three and five per cent,” said John. “The new gearbox has a number of additional benefits. For example, the operating pressure automatically adjusts to the output required during the stop-start cycle of a bus so the pressure can be reduced whenever possible. www.coachandbusweek.com

“In addition, when the vehicle is stationary the automatic shift into neutral separates both the transmission mechanics and the converter from the engine. This allows minimum fuel consumption. “Another benefit is sensors detect if the vehicle is rolling back during starting and ensure the bus stays in neutral for as long as possible. The result is that the engine doesn’t have to work against the active brake using up unnecessary fuel.” The DIWA’s first gear replaces the first two gears on a conventional automatic transmission cutting fuel consumption. It reduces gear shifts at lower speeds giving a more comfortable ride for passengers. John said the new DIWA.6 had undergone thousands of miles of proving in trials with different manufacturers’ buses throughout Europe, including the UK. For several years Voith Turbo transmissions have been supplied to the double-decker and singledecker sectors in the UK. Its gearboxes are in about 7,000 buses including those manufactured by Dennis, VDL, MAN and Volvo. In the UK Voith Turbo employs about 150 people at various locations. Its headquarters are at Croydon, Surrey, where a stateof-the art facility is at the hub of the company’s service exchange programme.

TO ENGINES & TRANSMISSIONS BAE SYSTEMS BAE Systems has powered hybrid buses across the globe for over a decade. The latest generation of products from its HybriDrive brand benefit from multiple previous generations of lessons learned and technical capability developed. It has always been clear the current hybrid is not the final answer for urban mobility. While serial hybridpowered buses consume less fuel and release less harmful emissions than a diesel bus, the eventual aim is absolute zero local emissions from the bus. This has the potential to radically improve the living conditions for the growing percentage of the global population living in densely populated areas. The challenge to companies wishing to make this future vision a reality is to develop products which enable the journey incrementally. Making quantum leaps in the transport industry is rarely a success. After all, this is a business run on fine commercial margins. Technical risk is not something which fits easily in this model. The key to success therefore is to develop products which first and foremost work well from day one and offer real benefits to transport operators. These products generate revenues which can be re-invested in the next generation of products and progress the state-of-the-art towards the goal of all-electric city centre mobility. BAE Systems recognised at the outset that, although it offers advantages to the hybrid-only market, the parallel architecture would never be capable of enabling this progression. A serial hybrid bus with its fully electric final drive offers the ability to achieve the goal

1: The power steering can be electrified allowing the bus to drive while the engine is shut-down. This provides the capability for short periods of engine-off, zero emissions driving. 2: With the addition of BAE Systems’ Level 2 Accessory Power System, heavier duty on-board systems such as brake-air compressors and air-conditioning can be electrified. through a series of progressive steps. The first step beyond a standard hybrid bus is to enable engine stop/ start. This eliminates emissions while the vehicle is stationary and also saves fuel. Using energy stored in the hybrid batteries, power can be supplied to the standard electrical components even when the engine is shut-down. This allows the system to save fuel by eliminating idle fuel usage while the bus is stationary. The next step is to shut the engine down shortly before it arrives at a stop. The engine remains off at the stop and is restarted only after the bus has pulled away from the stop. BAE Systems calls this “Arrive and Go�. This feature can be used to arrive and depart from bus stops. To passengers waiting at a stop, boarding and alighting, the bus appears quiet and smooth with no exhaust emissions. The next step toward the zero emission bus is achieved through greater levels of electrification. All ancillary systems are now powered by electric motors, not by the diesel engine. Using grid power to charge the hybrid batteries offers a source of power with much lower carbon emissions than the on-board diesel generator. The hybrid drive-train and electrical ancillaries remain unchanged. Either conductive or wireless inductive charging stations are required within the city. But compared to a full tram or trolley bus network, the infrastructure cost of these is extremely low. The final stage is a bus which requires no on-board diesel generator at all. This could be achieved by adding more energy storage or through cleaner onboard generation such as a fuel cell. The hybrid drive-train and electrical ancillaries remain unchanged. The industry is today in the transition from buses enabled with engine stop / start and arrive and go technology to those with extended engine-off mode capability. Buses capable of receiving fast charge from the grid are starting to see deployment in the UK and Europe in controlled demonstrations. Energenics Diesel Particulate Filters (DPFs) are often fitted to exhaust systems to trap the harmful soot particles produced in diesel emissions. However the filter will rapidly block up unless a process called regeneration happens to clear it. Soot or carbon particles will burn completely away - like charcoal on a BBQ – but DPFs rely upon exhaust gas temperatures becoming hot enough for this to happen. Operational problems with DPFs related to premature blocking continue to be reported in industry circles, particularly in slow urban driving cycles like London traffic where the exhaust gases do not reach the necessary temperature for a sufficient part of the operating cycle to regenerate the filter. Coach operators who have purchased DPFs to comply with the latest requirements of the London Low Emission Zone can be in a difficult situation. Even in the absence of actual blocking problems, fuel
economy tends to worsen because the engine has to work harder against the back pressure caused by soot build up in the exhaust system. Specifically designed to help deal with this situation, Envirox DPF Assist is a new offering from Energenics Europe, the Oxford-based producer of the well-known nanotechnology fuel additive Envirox. Regular Envirox is mainly targeted at saving fuel

and is usually supplied in drum quantities to bus depots where it is injected into bulk diesel fuel. This has had a high profile in the UK bus industry since Stagecoach adopted it nationally in 2005, followed more recently by East Yorkshire Motor Services and others. However, at higher dose levels the active cerium oxide nanocatalyst in Envirox will perform as an effective Fuel Borne Catalyst (FBC), a well established class of fuel additives which have a proven history of regenerating DPFs. Cerium oxide is not normally compatible with diesel fuel but using nanotechnology it has been reengineered into an active liquid form which mixes in easily. After combustion the cerium oxide particles combine with the soot particles that accumulate in the DPF. This significantly lowers the temperature the exhaust gases need to reach to burn off the trapped soot particles. Envirox DPF Assist also includes a strong dose of the detergent additive chemistry
used by premium fuel retailers to clean fuel injectors and preserve optimal spray patterns. It is supplied in a convenient 500 ml bottle with a 25 ml dispensing chamber which is well matched to the dosing recommendations. TO engines & transmissions ZF Transmissions Manufacturers have been hard at work in readiness for introduction of Euro 6 legislation, redesigning and refining engine technologies to meet the new targets. Building a cleaner-running engine doesn’t automatically make it a more fuel-efficient, so maintaining its performance and fuel economy at Euro 5 levels can be a challenge. Fortunately, other elements within the drivetrain – the automatic transmission, for example – can make a significant contribution to fuel efficiency. With its long pedigree of innovation in transmission design and development, ZF is helping vehicle manufacturers and fleet operators meet the challenge of Euro 6. Particular attention is being given to bus and coach applications, where the choice of transmission is an increasingly important factor in the pursuit of operational efficiency in heavy, stop-start city traffic. ZF’s six-speed EcoLife automatic
The ZF-EcoLife six-speed automatic transmission can make a valuable contribution to fuel efficiency transmission addresses this demand. Its design includes an integrated torsional vibration damper which contributes to lower average engine speeds through earlier upshifts, even in fourcylinder applications, reducing fuel consumption. Its high performance twin heat exchanger cooling system also makes EcoLife ideally suited to the higher operating temperatures associated with Euro 6 emission standards. Overcoming the gearshift
programme compromise, further refinements are being applied to EcoLife during continuing development of the product, especially with regard to gearshift programmes. ZF has succeeded in eliminating such compromises with its EcoLife transmission, by developing a topographic dynamic shift strategy known as ‘TopoDyn Life’. Incorporated within the transmission control software, it continuously monitors the topography and all driving resistances, using these data to calculate the ideal gear shifting
points for any driving condition. TopoDyn was first applied to later generations of the popular ZFEcomat, with great success in cities across the world. By recognising various driving situations and automatically switching between its different drive programmes, TopoDyn continues to achieve considerable fuel savings in typical ZF-Ecomat applications. EcoLife in combination with TopoDyn Life have taken the concept a stage further. Instead of switching between drive programmes with significantly different shift characteristics, TopoDyn Life makes a progressive transition through the shift spectrum, bringing a higher level of optimisation to fuel efficiency. TO engines & transmissions Allison Transmission South Australian children are enjoying a safer, smoother ride to school. A new fleet of Allison automatic-equipped Daewoo school buses has been in service with the South Australian Department of Education and Child Development (DECD) since June 2012. DECD specifies all new school buses to be equipped with automatic transmissions ensuring better safety for travelling students. According to Ian Campbell, Managing Director of Asia Motors/ Daewoo Bus Australia, automatics allow school bus drivers to concentrate on steering the bus safely and to focus on the road and the students, while promoting longer service life and better overall vehicle efficiency to minimise operational costs. “South Australia’s decision to go exclusively automatic for its school buses is really part of a larger move away from manual transmissions in buses,” said Campbell.
All Australian school buses are now required to use automatic transmission, with all Daweoo vehicles using Allison
“Automatic buses have fewer maintenance and repair worries, because there is no clutch to wear out. The gear changes are smoother and easier on the driveline and there is virtually no need to touch them, save for a filter change about once every three years.” Daewoo Bus Australia has a choice of automatic transmissions from the Korean chassis manufacturer, but exclusively specifies Allison. In the seven years since the company began importing
Daewoo to Australia, it has delivered more than 300 buses, all equipped with Allison automatics. “As an importer we made the decision some time ago we would only import and sell automatic buses, and while we had the choice of several brands, we have always chosen Allison,” said Campbell. “Our experience with them, along with the availability of better service back-up and technical support, meant Allison really was the only choice as far as we were
concerned.” Campbell said his company’s relationship with Allison both in Korea and Australia was also a key factor in the decision to specify Allison in all its buses. “Allison has delivered the service and technical advice we have needed and we have built a very strong relationship with them.” “The fact is there is very strong customer demand for Allison transmissions because we have sold them on the features. “Once the buses are in service, the operators appreciate the advantages and benefits Allison transmissions deliver,” he added. With this week being St David’s Day, the patron saint of Wales, we thought it would be appropriate to have a coach or bus liveried in the colours of the nation. The nearest thing we had to hand was this Bryn Melyn vehicle – albeit operating on the other side of Offa’s Dyke. The scene was caught on camera by CBW Editor Gareth Evans on his home turf at Oswestry Bus Station on the afternoon of Saturday, February 9. While the bus is branded for the Wrexham to Llangollen service, it is in fact working the Shropshire Councilsponsored route 576 to Shrewsbury, via Kockin and Baschurch. Bryn Melyn is of course, part of GHA Coaches Group, North Wales’ largest independent operator. Registered ‘M403EFD’, the bus itself is a rare East Lancs MaxCi-bodied Scania N113CRL. New as Midland Red North’s 1403, it became Arriva Midlands’ 3503. It was allocated to Shrewsbury Garage and dedicated to the town’s Meole Brace park & ride service. Also in the GHA fleet is sister ‘M404EFD’. Another sister vehicle, ‘M402EFD’ is for sale at Stafford Bus Centre for £6,500.

ith the Driver Certificate of Professional Competence (DCPC) deadline for coach and bus drivers only around six months away, I thought it would be interesting to scour Freedom of Information Act (FOI) requests relating to the controversial periodic training, which of course, is a legal requirement. I thought some of you may be interested in information which is perhaps akin to Radio 2’s Factoids and comes courtesy of the Driving Standards Agency (DSA).

DSA will continue to communicate those requirements to keep drivers informed about their responsibilities, the benefits which the DCPC will bring and the consequences of noncompliance. DSA focuses on delivering key messages to the industry – that DCPC is here to stay and will not be abandoned; that it will be enforced; that the quality assurance regime for trainers is being strengthened and will be active in its enforcement of quality standards. To achieve this, the DSA is using a variety of nil cost channels including PR, social media, online communication and partnership marketing with industry stakeholders and other Government agencies.

Can bus services ride out a perfect storm of cuts? Stephen Joseph, CEO of the Campaign for Better Transport, believes buses are under real pressure due to reduced council funding, concessions and BSOG changes across the UK The warning signs were apparent in 2010 when the government used its Spending Review to axe a massive 28% from the support it gives to local authorities for buses. Second, the government changed the formula it uses to fund local authorities support for concessionary fares. This wiped a further £60m off local authorities’ budgets for buses. The final part of the triple whammy was the decision by the Department for Transport (DfT) to hit the fuel duty rebate received by transport operators, the Bus Service Operators’ Grant (BSOG). The grant, which goes to support all bus services, has been reduced by 20% this year. Individually, these changes have had serious repercussions. But it is not until you consider the collective impact, that the true scale of the storm engulfing bus services becomes clear. Campaign for Better Transport has been tracking the impact of funding cuts to services supported by local authorities as part of our Save Our Buses campaign. On the back of swingeing cuts last year, one-infive supported services were lost in 2011/12 and a further 40% of local authorities cut services further in 2012/13. While some local transport authorities have been able to increase funding this year, for instance the 24 Better Bus Areas, more often local authorities wanting to preserve services have had no choice but to pass them on to be run on a commercial basis. This is where the changes to BSOG kick in. Operators seeing a 20% reduction in their income from BSOG in 2013/14 will have to review less profitable routes as their margins come under greater pressure. With further cuts to overall local authority budgets due, there will be no going back. With buses facing cut after cut, there is a very real chance services could tip into a spiral of decline from which they will struggle to recover. Areas with the least creative and willing local authorities and operators could see entire bus networks left in tatters. Evening and weekend services could well become a thing of the past, and additional provisions like subsidised fares for young people and concessionary fares for bus pass holders outside minimum hours are likely to disappear. This matters to people across the social, www.coachandbusweek.com

The above sign is a protest against cuts due to lack of funding – but are we really ‘modernising?’ economic and geographic spectrum. Buses are the most widely used form of public transport. They link places and people in every sense. They are essential for accessing jobs, opportunities and vital services and because of the overall demographics of bus use, cuts hit those who rely on services hardest. Young people need affordable bus services to take up opportunities in education and work. Without buses, many older people would be cut off from social activities and vital services. Concessionary passes are not much use when there are no buses to get on. People on low incomes are hit hard as they are less likely to have access to alternatives such as a car. The same is true for those with disabilities who use buses far more often than non-disabled people. Rural communities suffer from buses that are infrequent, expensive, and in some areas non-existent. For the economy, a third of jobseekers say poor transport options is the biggest barrier for them finding work. Many high streets rely on footfall from shoppers arriving by bus. We should not forget that buses are a big employer in their own right. Environmental imperatives demand we shift away from high carbon transport like driving and toward public transport. Although the Greener Buses Fund is welcome, its impact is negated by overall cuts to buses. The government needs to take its foot off the bus industry’s throat. It needs to show it understands the benefits of decent bus services
to people, the economy and the environment. This year’s spending review mustn’t result in further cuts to concessionary travel, BSOG or supported buses funding. But more than that, we need long term commitments to investing in services. All areas should be benefiting from the strategic approach behind Better Bus Areas and the Greener Buses Fund. Smart local authorities will welcome devolution of funding as it will allow them the creativity to improve services. But with overall funding for local government falling, the pressure to spend it on other priorities will be enormous. This funding has to be ring-fenced and with a commitment to increase it when national finances allow. These are the steps we need to take to avoid a spiral of decline on our buses and ensure services are still afloat when this perfect storm finally blows itself out. They are what the Save Our Buses campaign will continue to fight for. Punishments for fraudulent and exaggerated claims Claimants can face severe penalties if their case is suspected to be fraudulent or exaggerated If a claimant makes a false claim, they may find themselves with costs or jail time as a result. In Havering London Borough Council v (1) Mark Bowyer (2) James Jones (3) Richard Bowyer [2012], D1 made a claim for personal injury alleging he had fallen into a pothole and relied upon the witness evidence of D2 and D3. It transpired he in fact had fallen off a wall sustaining injury and therefore the Council was not liable at all. The local authority issued proceedings seeking to commit the defendants for contempt of court. All three were sent found in contempt and given prison sentences, with these being reflective of their involvement and initiation of the foolhardy plan. It was held that all three had ample opportunity to step back
Non Party Costs Orders
Costs which fall to a Non Party can be complex affairs. In Claim On Time Limited v Mohammadi & Another QBD (2012) where a costs order had been made against a non party to road traffic accident proceedings it had been wrongfully judged to make the order without first having given that party an opportunity to review the case against it be heard. The claimant brought proceedings arising from a road traffic accident in which the defendant is alleged to have caused significant damage to the claimant’s car. The claimant engaged the help of a claims management company who arranged for the collection and storage of the his vehicle. The

The solicitor had no obligation to ensure insurance was in place.
Backhouse Jones acts for clients in the private and public sector, both national and international operators from one to several thousand vehicles. Backhouse is absolutely “industry specific”. Whilst the company can trace its heritage to 1819 it only represented its first Road Transport Operator in 1930. The explanation for this is that the

Defendant Practitioners are disappointed the Supreme Court did not offer any further guidance as to what would be deemed appropriate to strike out the claimant’s case – the consequence being it is likely that only in rare cases will there be a strike out.

The HHJ Blunsdon agreed with the defendant that the Small Claims Track was suitable. This case is significant as it illustrates both full and partial admissions should be made early on in the proceedings to ensure entry into the Small Claims Track.

Lothian Buses buries time capsule Lothian Buses has buried a time capsule at its Longstone Depot as part of the ongoing redevelopment work at the site. The time capsule was buried by three of the company’s youngest employees; Ryan More (aged 17), Connor Niven (aged 18) and Craig Jardine (aged 18). All three are currently completing an Engineering Apprenticeship and have family connections with the company. Ryan said: “I was grateful to be given the chance to be part of the company’s history, especially as my dad and brother both work for Lothian Buses. I hope I will be given the opportunity to be involved in the re-opening of the time capsule in later years.” The time capsule contains items which represent Lothian Buses today and is set to be opened in 50 years time. Items include images of staff and vehicles, a list of current vehicles, a set of timetables, examples of the company’s internal and external communications, bus tickets/RIDACARDS, bus drawings and even patches of the current

Works at Longstone Depot have been ongoing since 2011 and are set to be completed by summer this year. The redevelopment will include a new modern Training Academy and workshop. Bill Devlin added: “We hope that in 50 years time when the capsule is unearthed it will reflect on a past generation who looked to the future and made the right decisions for the longer term benefit of the business.”

Bromley to Biggin Hill on Tuesday evening. “You put a smile on everyone’s face, especially when you reached the high notes.” However, while the metrobus driver seemed to be music to their ears, we do recall seeing a similar story about a bus driver who was told to stop the singing in Canada, so if he’s not careful he may have to scale it back…
Wednesday: Rise early to drive up to Aintree, Liverpool for a ‘Face to Face’ interview with Arriva North West & Wales MD Phil Stone. Living up to his reputation, he’s friendly and easy to talk to. Sitting in on the interview is the firm’s Marketing & Communications Manager Debra Heaton, who I’ve been dealing with for years but have only met for the first time in the flesh. They kindly offer me a sandwich and some fruit for lunch – and the coffee’s good too. Hit the road mid afternoon and manage to beat the worst of the traffic. Thursday Start writing up my Phil Stone interview while it’s still fresh in my head. Our Sales Manager Ian takes a call from a woman in an overseas call centre asking for the name of our Head of Digital Media. “Max Headroom,” replies Ian, before spelling it out for her. The best thing is, she’s full of praise for Ian for being so helpful. Having given us a laugh in the office, I announced it on Facebook and Twitter. Friday: A busy day in the office – and I feel tired. On a lighter note, we seem to receive a pre-recorded PPI call almost daily at around midday from an 0845 number, so I always answer it using speaker phone and then press the hash key to confuse the automated system. However, today’s turns out to be a real person. Rather than putting the handset down as I probably should, I put one of my voices on, with the phone still on speaker for the amusement of my colleagues. I end up asking the caller whether he likes Chinese food, among other nonsense.

First Glasgow staff raise £3k for charity First Glasgow employees arranged for the supply and installation of a pirate ship and dinosaur footprints after raising £3,000 from a series of pink events including a pink lunch, tombola and collections around the firm’s seven depots. The pirate ship was recently unveiled at Ladywell Primary in Motherwell, where Caden Beggan was a pupil after a memorial service in Caden’s honour. First Glasgow’s Engineering Compliance Manager, Kenny Dickson, was joined by Caden’s parents David and Angela, and brothers, Declan and Ethan, as they unveiled the pirate ship at the school. Kenny said: “The team and I
were delighted to be able to help raise the funds required for the playground equipment in memory of Caden. We hope this will be a fitting tribute to a very special little pirate and his family.” Last year, First painted one of its buses pink to help highlight the Lanarkshire schoolboy’s battle with meningococcal septicaemia. First employees also held a silent auction in memory of the school boy and raised £7,000 for the Caden Beggan Memorial Fund at the Yorkhill’s Children’s Foundation. News of First’s silent auction went viral on Facebook, reaching more than 60,000 individuals eager to become involved. Caden developed meningococcal septicaemia, a fairly rare disorder which is difficult to spot at first because symptoms are similar to those of flu. It can develop over a couple of days, but sometimes very quickly in a matter of hours. Sadly Caden’s condition developed rapidly and the Ladywell Primary pupil died on November 20.

trentbarton staff celebrate 35 years of service With nearly 250 years’ service between them, seven trentbarton employees have joined the company’s ‘35 years + Club’. Richard Woods, Health, Safety & Facilities Officer, and Michael Abell, a Skilled Electrician, Dave Williams, Operations Manager, Barry Mousley, driver at Langley Mill, Susan Woodruff, Payroll Supervisor, and Peter Timby, driver at Derby were presented with awards to mark their decades of service. Driver David Whitton was also rewarded but was unable to attend the event. Alex Hornby, Commercial Director,
explained: “We really are a closeknit team, and many staff have been with us for several decades. “Customers often comment that our drivers have become their friends, they’ve known them for so long on the same route.” Alex said a major reason for such staff loyalty is the opportunities for career progression. The firm has seen many staff work their way up. “In fact the latest group to receive a long service award is drawn from across all areas of the business and includes drivers, managers and an electrician,” he added.
The directors of Daimler AG have voted to retain Dr. Dieter Zetsche as Chairman until December 31, 2016. Prof. Dr. Thomas Weber, Director for Group Research and Mercedes-Benz Cars Development
has also been retained until December 31, 2016. Their contracts would otherwise have expired in December this year. As of April 1, 2013, Andreas Renschler and Dr. Wolfgang Bernhard will exchange roles. Renschler will assume Board responsibility for production and purchasing of Mercedes-Benz Passenger Cars & MercedesBenz Vans. At the same time, Dr. Bernhard will assume Board responsibility for the Daimler Trucks division.
