id you watch ‘The Complainers’ on Channel 4 last Monday night? It provided an insight into the work of Transport for London’s customer services team. Cynically of course, with TV one always has to allow for ‘sexing up’ to make for ‘good telly,’ but having spent time working in a large bus operator’s customer services of�ice it’s something I can relate to. Channel 4 showed a cross-section of society, some of who appeared to be almost waging their own little campaigns. The programme showed an individual who bombarded the Oyster inbox to the point it clogged up in an attempt to get someone to call him. Then there was the cyclist, who seemed to think he was a real-life ‘RoboCop,’ who reported bus drivers for alleged infringements, complete with his arsenal of CCTV and other implements. I’m sure my better half and I were not alone in being disgusted by some of the antics shown. Some members of the public appeared to show utter disregard for the amount of public money they were haemorrhaging. We also felt for the staff who had to spend their days dealing with such things, some of which appeared to be verging on harassment. Surely

It made the lady who used to call up the traf�ic of�ice of one of my former employers to inform us that a bus was running on time or two minutes late positively amateurish. Me being me, I used to call her our reliability monitor. I once asked her nicely why she did it, and she replied, giggling: “Because I’ve got nothing better to do.” Then there was the woman we dubbed ‘Solicitors Letters’ but that’s for another time. On a separate note, I was saddened to hear Llanberis– based Padarn Bus appears to have come to the end of the road. Another independent has been lost. I have always found the Pryce family, which owned the �irm, to be a most friendly crew. I remember with fondness calling by to see them on several occasions when they still ran the original Padarn Bus from the family home. Perhaps worse is the revelation that North Wales Police of�icers are investigating allegations of fraud. That to me is truly awful news. Our thoughts are with those impacted by it.

Shearings in management buyout Lloyds Commercial Banking backed the move, with the Group renewing its existing banking facilites as part of the deal The management team of Shearings Group has completed a buyout of the business with the backing of Lloyds Bank Commercial Banking. The terms of the deal are undisclosed. The transaction, led by Chief Executive Denis Wormwell, provides an exit for private equity firm 3i, which originally backed the merger of the business with Wallace Arnold in 2005, and Indigo Capital LLP. As part of the deal, the Group has also renewed its existing banking facilities with Lloyds Bank for a further two years. Wigan-based Shearings recently announced it had grown passenger numbers by 2.6% to a record 1.05m in 2013, reflecting strong demand from its core over 50s customer base, generating

Arriva posts significant revenue and EBITDA growth Arriva has published a review of its performance in the 12 months to December 31, 2013. Group revenue stood at €4,180m, a 12.5% increase on the €3,715m in 2012. EBITDA improved by 9.9% to £467m. David Martin, Arriva CEO, said: “As expected, I am very pleased to report another strong year of growth for Arriva, underpinned by the development of our market leading positions in Central and Eastern Europe, a relentless focus

Revenue is up 2% at National Express Group – according to its latest Interim Management Statement for the period from January 1, 2014 to date. The group said underlying trading has been positive and it is on track to deliver its earnings expectations for the year. All UK divisions have delivered strong growth, supported by rising passenger numbers. Key developments during the period have included: l 5% revenue growth in the UK businesses driven by a 4% increase in passengers; l 9% core revenue growth in UK Coach along with 9% passenger volume increase; l Implementation of yield management in ALSA to combat rail competition; l 18% revenue growth in Morocco, with scale-up of new concession in Tangiers, supported by 120 new buses; and

This included the acquisition of Abellio’s operations in the Czech Republic, following the earlier
acquisition of Veolia Transport Central Europe, further contract wins in Poland and Slovenia, 16 contracts for non-emergency patient transport with the NHS, the appointment of 80 new apprentices and the filing of a GNER application to introduce high speed ‘Pendolino’ rail services between London and Edinburgh by 2016. The group said it has made a capital investment of €750m across the group over the last two years.
National Express’ UK Coach division saw a 9% growth in both revenues and passenger volume l Retention of largest North American contract, providing paratransit services in Boston. In UK Bus, like-for-like commercial revenue grew by 3%. National Express said good growth in commercial passenger volume, also up 3% in the period, reflected improved service delivery, with better punctuality and fewer complaints. In North America, Total revenue in North America School Bus was 1% lower in the period (at constant
exchange rates) reflecting the impact of sustained severe weather in the first quarter. Excluding this impact, underlying revenue for the current school year grew by 2%. $15m of revenue was lost to snow across School Bus and Transit in the first quarter of 2014, the majority of which is being recovered in the second quarter. Net debt at the end of April 2014 had risen in line with normal seasonal working capital requirements and to fund
investment opportunities. The company said debt is expected to decline by June 30 towards the level at last year end. The group said it is focused on developing its pipeline of contract opportunities in 2014. Success so far has included retaining key contracts in current businesses in Europe and North America, submitting bids to win major new business in existing markets, and opening up new international opportunities.

Police investigate fruad allegation at independent Llanberis-based operator
North Wales has lost one of its independent operators after Padarn Bus shut its doors at midnight on Friday (May 30) when it ceased trading. 80 people lost their jobs that day. The news comes after insolvency specialists from Baker Tilly assisted the directors in exploring all other possible options, including the sale of the business by way of an Accelerated Merger & Acquisition process. Despite their best efforts, which involved working closely with all stakeholders, including the councils, Finance Wales and the Welsh Government to try and �ind a way to preserve the business, it ultimately, not possible – meaning the �irm was placed into liquidation. A creditors’ meeting is due to take place within the next 21 days, at which point the liquidators are expected to be appointed. More worrying however, is the news of a police investigation. Detective Inspector Stephen Williams, of North Wales, con�irmed of�icers were investigating an allegation of fraud at the �irm. He told The Daily Post: “Two local people have been arrested as part of the investigation. One, a 28-yearold woman, was arrested and interviewed on May 24. Following questioning she was bailed to allow police time to complete the investigation.

GOOGLE STREETVIEW “The second, a 44-year-old man, was arrested on Thursday (May 29). “As this is an ongoing investigation, it would be inappropriate to add anything further at this time.” A spokesman for the familyrun �irm told BBC Wales that the closure was as a result of losing contracts following the announcement of the police inquiry. A council spokesman said: “The council and the Welsh Government have been aware the company has been facing dif�iculties for some weeks and we have been working together in an attempt to address the serious problems that could occur for passengers should the company bring their service to an end at short-notice.

The company was founded as a taxi �irm in 1979 by Dafydd and Darren Price, moving into coach hire in 1984. It continued to be a small scale operation until 2009 when Padarn Bus directors concluded a deal to buy KMP Coaches of Llanberis. Padarn ran a 40-vehicle �leet, comprising both commercial and tendered local bus services and private hire coaches. The company’s 40 routes included most of the Snowdon Sherpa services, popular with visitors to the Snowdonia National Park. It also ran services onto the Isle of Anglesey. Operators which stepped in to cover Padarn’s work include Arriva Buses Wales, Express Motors, Gwynfor Coaches, O R Jones of Llanfaethlu and GHA Coaches.
Manston Airport shuts Manston Airport in Kent, bought by Ann Gloag for £1 last year, has been closed. Manston Skyport Ltd bought Infratil Kent Facilities’ entire share capital in the airport on November 29, 2013, but according to the Observer, that appears to have made it liable for a £23m loan. Accounts reveal that last October, Infratil Kent Facilities issued £23m of shares to its parent company, Infratil Airports Europe, which weeks later sold Prestwick airport near Ayr to the Scottish government for £1. www.coachandbusweek.com

ADL acquired Custom Coaches in June 2012 investing in the business and its systems to improve quality, reduce build hours and improve cost competitiveness. However, the local market, which it was well placed to serve and growing at the time as State Governments invested, has fallen by around 30% since. The Australian operation represented less than 10% of ADL’s £540m turnover last year and the parent group remains financially robust, profitable and with a strong balance sheet.

The launch coincided with the introduction of a new day and weekly ticket for service 27, at a cost of £2 and £8 respectively. These new buses will help reduce the stress of getting out and about independently, and encourage more blind and partially sighted people to use the bus, which has to be a good thing.”
Wessex Connect to face public inquiry into punctuality issues
Wessex Connect is to face a public inquiry looking into problems with punctuality and the reliability of its buses, the Bath Chronicle reported. “Essentially members of the public complained about the level of service being offered by Wessex Connect in October 2012,” said Traffic Commissioner Sarah Bell. “As a result some investigations took place and further complaints were received in June 2013.” Officials from the DVSA visited the headquarters of Wessex and spoke to senior managers. Although inspectors from the agency were assured that systems and procedures had been put in place to solve the
problems, complaints continued. The agency itself elected to launch an official investigation to try and understand the situation. The performance of the firm was measured over a 12-day period at the end of September 2013. A total of 282 journeys were monitored for their punctuality and reliability, of which 121 services were considered unsatisfactory. Wessex Connect claimed that the genuine figure for unsatisfactory services was lower than this, and maintained that the problems were largely to do with congestion in Bristol. “According to the company the lateness was essentially down to a combination of roadworks,
road traffic accidents and traffic congestion,” said Sarah Bell. High numbers of students using the bus’s service at UWE campus in Frenchay were also identified as a problem. Over a period of six months, the DVSA received 547 complaints, although the operator argued that the complaints represented a small percentage of its passengers, as more than two million customers travelled on its services during the period covered by the inquiry. Wessex Connect said a new timetable had been introduced and drivers’ working patterns altered in order to address and fix the problems.

Two lanes will be closed on the westbound carriageway between 2200hrs on Friday, June 6 and 1000hrs Sunday, June 8. On the eastbound carriageway two lanes will be closed between 2200 on Friday, June 13 and 1000hrs on Sunday, June 15. One lane will remain open during the work so traffic can continue to cross in both directions, but if delays occur, signing will direct drivers to use the M48 Severn Crossing. n THE HIGHWAYS AGENCY will be carrying out overnight work on the A5 at the Queen’s Head junction near Oswestry, Shropshire from Thursday, June 12. The work involves installing a new electronic sign to warn southbound vehicles of the approaching junction, as well as standard road signs, safety barriers and new road markings. The closures will affect a third of a mile section of the A5 at its junction with the B5009 near to the entrance to Oswestry Golf Club, for four nights, between 2000 and 0700hrs. Local access will be available at the Queen’s Head junction at times, if construction work allows for this. When the junction is closed, traffic will be officially diverted along the circutuous route via Welshpool using the A458 and A483 – although CBW recommends coaches use the much shorter B4396, via Knockin and Llynclys. n OVERNIGHT IMPROVEMENT work on the A46 at Alcester, Warwickshire, will take place from June 9 to 25. The work between Wixford overbridge and the Stratford Road junction includes resurfacing, reinstatement of road markings and installation of tactile paving at the bridleway crossing on the A46/A435 Oversley Mill roundabout. It will be carried out in three phases, all involving full closures of the A46 from 2000 to 0600hrs, Mondays to Fridays.

Aylesbury-based Motts Travel has announced a new brand structure. The Motts Travel brand will focus solely on coach hire, corporate and contracting while Crusader Holidays will offer short breaks and up to 12 day holidays in the UK and on the continent to destinations such as Croatia, southern Italy and Poland to customers based across the southeast of England. Motts Holidays becomes Motts Leisure and continues to offer day trips within the local area which will still be sold on its own dedicated website as well as through the firm’s shop in
Buckingham Road, Aylesbury. Roger Mott, Director of Motts Travel and Crusader Holidays, said: “When I took over Motts Travel from my father in 1982, I don’t think I could have imagined the sort of growth we have experienced. We now have over 60 coaches and offices in Aylesbury and Clacton with a shop in Aylesbury town centre. “We acquired Crusader Holidays in 2011 which allowed us to expand on our holiday offerings with their established brand name and geographical reach. This has effectively allowed us to split the company into two with Motts Travel offering coach hire and contracts while Crusader offers holidays and bespoke group travel. The subsidiary of the two is now known as Motts Leisure which will
still offer day trips for our local valued customers. “I think most people around the Home Counties know Motts Travel, but may not know the other brands within our business. We are hoping that with the new brand structure, we can educate our existing customers and obtain new ones. The shop in Aylesbury now has a new Crusader Holidays sign replacing the old Motts Travel one to reflect our holiday offers as does our head office in Stocklake alongside Motts Travel. “We do want to stress to our local customers who may have travelled with us before that Motts Travel as such has not gone, simply grown for the better and we will continue to offer day trips under the guise of Motts Leisure with our new day trip brochure out now.”
Work on the Crewe Green Link Road can start following government agreement to fund the scheme. The Department for Transport will fund up to £15.6m of the £26.4m scheme which will provide vital transport links to Basford, an important site for local employment opportunities. The scheme will also include a new bypass to the south east of Crewe. This will ease congestion in the town and bring major environmental benefits by
reducing traffic queues with fewer trucks trying to negotiate town centre streets. The scheme consists of a 1.1 kmlong (0.7 miles) dual carriageway road from the existing bypass on the A500 to the A5020 passing under the Crewe-Stoke Railway. The announcement grants full approval to the scheme, which is promoted by Cheshire East Council, and enables work to begin. The main works are scheduled to start immediately, with completion of the scheme in November 2015.
The DfT will provide a maximum of £15.64m towards the full scheme cost of £26.375m. Transport Secretary Patrick McLoughlin said: “This scheme is great news for Crewe and will support the economic growth and regeneration of the town, including the ‘All Change for Crewe’ strategy. “The £15.6m we are putting into this project shows that we are serious about investing in the infrastructure the country needs to drive economic growth, both locally and nationally.”

Rotala settles National Express legal dispute Rotala has settled its legal dispute with National Express (NX). In a statement to the stock exchange on Monday (June 2), the firm said: “Following the loss of two route diagrams operated on behalf of NX, referred to in the company’s results for the 2013 financial year, Rotala commenced legal proceedings against NX for breach of contract and wrote off an exceptional item of £364,000 in respect of this action. Rotala is pleased to announce that it has reached a full and final settlement with NX of its claim in terms satisfactory to the company.” News of the dispute was made public on April 25 in Rotala’s
final results. Back then, it stated revenues in contracted services overall fell by 8.5% to £20.6m. “The cause of almost all of this reduction in revenue was the loss in April 2013 of the two route diagrams we operated up to that time for NX,” Rotala said. “In our view NX breached their contract with us by their actions. Therefore, we have commenced legal proceedings against NX to recover our losses. This case is expected to come to trial in the last quarter of 2014. In these accounts we have written off as an exceptional item £364,000 of our losses, which form part of our claim against NX.”

Lucketts trains 100th driver
The 100th trainee driver has graduated from Lucketts Travel Group’s driver training school. Until recently, 45-year old Marcus Byrne worked as a delivery driver for a supermarket. Now he’s driving coaches on private hire and school contracts. Lucketts Travel Group says that it’s the only coach operator on the south coast with its own driver training school. It opened in 2007 at the family run firm’s Fareham head quarters and is led by Group Training Manager, Ian Hills. In the first year just two drivers qualified. Last year it was 10 times that number. As well as training recruits from scratch, the latest safe and economic driving techniques are taught. Lucketts delivered 264 courses in 2013. Paul Barringer, Group Sales and Marketing Director, said: “100 drivers fully trained in seven years is quite an achievement, especially since we have such a high driver retention rate. “Our first trainee driver was Kevin Ferguson and he’s still working for Lucketts today. A BUS SHELTER in Malvern, home to prominent street art depicting Edward Elgar, is undergoing a £5,000 makeover. The makeover hopes to improve the Wells Road shelter beneath the Rosebank Gardens by creating a gap between the existing wall and the current wall so moisture and salts will drain away. Town clerk Linda Blake said: “With all the publicity the paintings generated it drew attention to the fact that the paint was flaking away. It will allow it to look really nice and smart.” The work will last two weeks, in which it will be battened with tanalised battens and finished with masonry paint, and when it is finished there will be a decision as to how to protect the four images of the iconic classical composer. An auction of the original canvases and the stencil raised £2,880 to fund community art activities in the town.

Many cyclists support the proposition because it means their journeys will not be disrupted by other vehicles and having to overtake buses. However, disability groups have criticised the proposal, fearing it could lead to collisions with cyclists, and the idea was deemed ‘absolutely ridiculous’ by the Managing Director of Stagecoach Cambridgeshire, Andy Campbell. In response, the county council has now proposed to prioritise pedestrians over cyclists at the floating stops, and to locate the bus shelter on the island where possible. There was intense discussion over whether to segregate the cycle lanes from the road using a kerb for a sense of safety, or by raising them above the level of the road

operators will change, with new timetables coming into force from Sunday, after Oxfordshire County Council reviewed its subsidies for routes in the district. Burnford will benefit from two buses from Witney, from Monday to Saturday, every hour instead of one every 90 minutes, and a new hourly link with Chipping Norton via the Wychwoods villages. “The town has been under-served by buses for years,” said Burnford Mayor John White. “It will give much-needed freedom of choice.” The Stagecoach and Go Ride-run services will replace the current irregular service linking Burford with Witney and the Wychwoods, and will now run between Burford, Witney and Woodstock, replacing the current route 242 between Witney and Woodstock. Go Ride’s X10 service will run hourly between Witney, Burford, the Wychwoods and Chipping Norton. Hugh Jaeger, the Chairman of Bus Users UK’s Oxford branch, said: “It’s an even bigger improvement than we hoped for. I think this is what Burford has deserved for a very long time.” Significant cuts in services were avoided as Stagecoach, Go Ride and the Villager community bus service will now run eight of the routes on a commercial basis, without council subsidies.

The government-funded proposals will be considered on May 27 and if approved, work shall begin next April. LINCOLN WILL RUN ghost tour buses again this summer after the tours sold-out last Halloween. The black-liveried Tour Lincoln bus operated by Stagecoach took people on a tour of the city to see the spookiest sites. The new tour dates are June 7, July 5, and August 2. “We were blown away with the success of the Halloween tours,” said Lincoln’s Visitor Information Centre Manager Michele Sims. “So we’ve decided to run a few more, for those who are feeling brave!” Tickets will cost £6, with interested parties encouraged to buy as soon as possible.

JOB SEEKERS in Rochdale will be allowed to travel on buses for free when attending job interviews, as well as enjoying free or discounted public transport during the initial few months of their job. Until March 2015, eligible job seekers can apply for one of 24,000 free one-day bus passes to get to interviews or free 28 day bus or Metrolink travel passes once employment has been secured, with a further 12-weeks of discounted travel after that. However, if they prefer to bike they will be given access to free recycled bikes, which can be kept after three months, along with any safety accessories such as lights and helmets, cycle training and bike maintenance. Councillor Colin Lambert, Leader of Rochdale Borough Council, said: “Helping our residents get a job is a major priority.” The government-funded scheme is being run by Rochdale Council in conjunction with Transport for Greater Manchester and partners System One and Jobcentre Plus.

the cost of £240,000. The cost of implementing the new seven-day service 63 is understood to be met with the help of £100,000 paid in by housing developers – the 600-home North Kirkliston housing development. A total of 16 tenders were received from three operators: Horsbrugh, First Scotland East and Lothian Buses. Operator Waverley Travel is earmarked to take over service 64 from Edinburgh Park through Barnton to Silverknowes at a cost of £100,000 a year, while service 38 from Granton to King’s Building/Cameron Toll and the Royal Infirmary of Edinburgh will be continued by Lothian Buses for £108,000. The funding will be met from within the existing city transport budget for subsided bus services. “This is very positive news,” said Terry Airlie, South Queensferry Community Chairman. “We have fought a long time for a better bus service for South Queensferry. “There are a lot of commuters living in South Queensferry and with 700 homes to be built in the coming seven years this will only increase. Access to the tram network with a shared fare structure is a real bonus. However, we would like to see more detail of the proposal before giving our unreserved support.”
ANGUS COUNCIL is considering rolling out more than £3m for new bus services. Offers are now being sought from operators to increase the number of bus services between Dundee and Angus. Eric Guthrie, Director of Tayside and Central Scotland Transport Partnership, said the area’s regional bus plan for 2015 will include the addition of more services operating within Angus itself. “Allowance has been made for potential contribution towards development of bus services serving the communities of Arbroath, Brechin, Forfar, Montrose and Dundee to Stracathro Hospital, previously the subject of an unsuccessful bus investment bid,” he said. “The council will seek the provision of socially necessary public transport services not provided commercially, commensurate with the demand for such services and the cost of provision,” Ian Cochrane, the council’s head of technical and property services, explained. The updated services are then scheduled to commence from June next year.

VDL Bus & Coach secures Berlin order German capital city operator decides to buy buses from Holland GERMANY Two years ago, the Berlin transport authority, Berliner Verkehrsbetriebe (BVG), took delivery of a pair of VDL Citea LLE120s for extensive trials. Lighter weight buses, they proved their worth, and BVG has now awarded VDL Bus & Coach an order for 236 more that will be delivered from later this year through to 2017. Based on a framework contract drawn up between operator and supplier, there is an option to extend by two years. “This the largest order ever for VDL Bus & Coach Deutschland,” said Boris Höltermann, Public Transport Manager at the importer. “It makes clear that a light low entry model is also superbly suited to withstand the harsh traffic conditions in urban Berlin.” Rémi Henkemans, Managing Director of VDL Bus & Coach said: “We are very proud of the fact that BVG has chosen our buses. The order validates our decision to pursue a strategy based on lightweight concepts and ‘profit of ownership’ with a focus on public transport in Europe.” The Citea LLE has a net weight of approximately nine tonnes and, according to BVG’s own tests,

Two VDL Citea LLE-120s have been subjected to intensive trials by BVG consumes 20% less diesel than comparable products. That equates to a reduction of around 18 tonnes of harmful substance emissions per year, per vehicle, says VDL. The Euro 6 Citea LLE combined with a consumption reduction of 20% also cuts NOx by 95%. With this level of performance, the bus meets requirements normally placed on vehicles with hybrid technology and that’s without the additional expense related to that technology or the associated costs for workshops and infrastructure. BVG is the largest bus operator
in the German-speaking region – Germany, Austria and Switzerland. It operates more than 1,300 buses on which 937m passenger journeys are made annually. In a separate development, BVG is to operate route 204 between the Zoo and Southern Cross with electric buses from 2015. It was originally planned that the Solaris vehicles with Vossloh-Kiepe electric drives and batteries that can be recharged wirelessly would be used on route 147 (Ostbahnhof Hauptbahnhof), but operational practicalities were brought into
doubt because of traffic congestion. The Federal Ministry of Transport, which aims to promote the electric mobility aspect of the initiative, also said the route was too far from the city centre. The buses will operate on route 204 for a year before moving to service 192 in Marzahn. Hangzhou orders 2,000 BYD electric buses CHINA An order for 2,000 BYD battery-electric buses and 1,000 pure-electric cars has been signed by the Mayor of Hangzhou, Hongming Zhang. BYD says that it’s one of the largest orders ever placed for an all-electric transport fleet. “Hangzhou is a beautiful place with a rich history and culture, as well as a great environment for investment,” said BYD Ltd founder and Chairman, Wang Chuanfu. “BYD is excited to bring our world-leading electric transport technologies to Hangzhou and witness the vision and dreams of this leadership team come to pass.” BYD Auto Europe’s Managing Director Isbrand Ho said: “There is simply no other company that manufactures and delivers fleets of electric cars and electric buses by the thousands. The R&D expertise, the manufacturing scale, component spend and hundreds of

Transperth real-time information rollout by 2016 AUSTRALIA Bus passengers in Perth will start to be able to track the movements of their buses on the Transperth website and via an app when a real-time tracking system is rolled out across the fleet from next year, reports Australasia Bus & Coach magazine. The roll-out of the real-time system is expected to be completed
by 2016. Transperth has already trialled similar technology in 130 buses operating out of it’s Karrinyup garage. Rolling out the technology to the entire fleet has been contracted to Downer EDI Engineering Power. Transport Minister Dean Nalder said the fully-integrated technology
will allow Transperth to look at innovative ways to improve ontime running. “Already Transperth has been sharing the information gathered during the trial with ‘main roads’ and testing signal priority for buses running behind schedule,” he said. The live-tracking system will feed into electronic signage at the new

Volvo added the articulated version of the 7900H to its range last year SWEDEN Sales of Volvo Buses’ hybrid models continue to grow says the manufacturer. In the first quarter of 2014, orders for more than 100 buses were signed by customers in countries such as Britain, Germany and Switzerland. Volvo Buses has now sold more than 1,350 hybrid buses since their introduction in 2010. “Cities the world over are working hard to improve the quality of life for their populations,” said Lars Johansson, Director Global Marketing Volvo Buses. “That’s why more and more public transport authorities are imposing particularly far-reaching demands on low emissions of air pollution, low noise levels and low energy consumption. Our hybrids meet all these demands with their dependable and flexible technology.” Volvo’s range of hybrid buses include the two-axle Volvo 7900H

and 7900H artic, a three-axle highcapacity vehicle with space for up to 154 passengers. B5LH chassis with Volvo’s hybrid transmission also form the basis for British double-deckers with Wrightbus and Alexander Dennis bodywork, and the vehicles used in South American BRT systems. There are customers in more than 20 countries. The largest markets are Britain, Colombia, Norway and Sweden, while Germany, Brazil and Switzerland have also ordered significant numbers. Notable was an order in the second half of 2013 for 200 buses from Bogotá. This contract covers not just the buses but also all service and maintenance. “We’ve now sold 590 hybrid buses to Britain,” continued Lars. “As recently as March, we received an order for 18 hybrid doubledeckers. In February, customers in Germany placed orders for 27
hybrid buses, 15 of which are in articulated configuration. “Customers taking the step into a new technology naturally want security. We therefore offer various business packages whereby we undertake to handle all maintenance for the entire bus, including the batteries at a fixed, predetermined price. This is a solution that benefits both parties. “In 2016 we will also start to offer electric hybrid buses that can run seven kilometres solely on electricity, thus reducing fuel consumption by up to 75%. The technology, whereby the bus batteries are fast-charged at terminals located at either end of the bus route, is currently being tested in regular Gothenburg traffic. This autumn will see the start of another EU-financed field test involving Volvo’s electric hybrid buses, this time in Stockholm.”

Queensland operators offered seatbelt funding AUSTRALIA Queensland regional school bus operators are being encouraged to apply for funding to install seatbelts on their vehicles. Operators are able to apply for funding from the Seatbelts on Regional School Buses programme, which supports families and communities where school buses operate on high-speed non-metropolitan roads. The programme offers eligible operators up to $25,000 of Australian Government funding per bus to subsidise the cost of making the installation. Australian Government Assistant Minister for Infrastructure and Regional Development Jamie Briggs said school bus safety is one of the areas targeted in the National Road Safety Strategy 2011–2020, which aims to significantly reduce deaths and serious injuries resulting from road crashes. “Thousands of children in regional Australia rely on buses to get them safely to and from their schools every day, often travelling long distances on high-speed roads,” he explained. Bus operators with a state or territory government contract to provide services on recognised regional school bus routes can apply for funding. MANUFACTURER › MAN UPDATE As for new vehicle stock, he explained that due to a “whole host of reasons,” all new Euro 6 coaches were not going to be available until April. “The demonstrator we had in was sold – we are after all, in the business of selling rather than playing with coaches. From a business point of view, we’ve got a good steady stream of stock coming in,” he added. Continental tyres come as standard on new coaches but customers can specify other brands. Onboard CCTV is going to be an option and likewise forward-facing cameras and full telematics. Something Ian was keen to stress was that the firm now offers repair and maintenance packages on coaches – something which has previously been available on trucks but not coaches. See separate panel for an overview. As for buses, Ian said: “We currently have no bus stock on-site available for sale. If someone asked for an A66 (CitySmart) or an A69 (gas bus), we would of course sell them one. I can currently offer them with Caetano bodywork but other bodywork will be available shortly. I can’t say more than that for now – except to watch this space. “Interesting news is in the pipeline,” he enthused.
Used vehicles
Back to the earlier point about the yard being swamped by a sea of used vehicles a year or so ago, Ian said: “A year ago we had 89 used vehicles here. We sold 106 used vehicles last year. Our current stock is 35.” A number of improvements have been initiated to help sell vehicles and improve the quality of service offered to buyers. Ian highlighted two such examples: “We employ a dedicated coach and bus driver. He delivers vehicles if required. He also starts and moves them regularly. “Also, when we buy part-exchange, I expect to do an FTA (Freight Transport Association) inspection. I also expect to see a service history. If a vehicle doesn’t meet our criteria, we simply won’t do a part-exchange.” Most significantly, MAN Bus & Coach UK officially launched its premium TopUsed brand at the recent UK Coach Rally at Alton Towers.

end of the cycle, and it was time to extend that expectation, and delivery, into the used vehicle set-up. Simon has been working hard since joining us to make sure we could live up to that, and his ability to now introduce TopUsed is a clear sign of his success. “In fact, so successful has he been that we are probably in a position where stocks are threatening to fall behind operator demand. That’s a situation we can work with however, especially given the fantastic acceptance of the new MAN and Neoplan Euro-6 products. Deliveries seem to be far ahead of most other manufacturers and orders are still pouring in, so good quality used vehicles are expected to be coming in as a result of those replacement programmes among top quality operators.” While MAN Bus & Coach standard used sales include non-MAN/Neoplan products, the TopUsed programme is restricted to MAN and NEOPLAN products only – other makes and models such as Van Hool and Bova are excluded.

My view was backed up by Ian when he remarked: “To the naked eye, if it was parked up alongside an EEV Euro 5 model, there would appear to be no difference. The changes can be found inside – principally in the dashboard area – the layout of which has been revised. “Under the bonnet, it’s exactly the same engine block, pistons and so on as the EEV – except that it’s got an SCR unit attached. MAN has previously used EGR technology on coaches, although on trucks we’ve used both. “We’ve registered a lot of Euro 6 vehicles since January 1. We sold our last Euro 5 stock in December.” Inside, its name comes into its own – for the coach literally is a tour liner. The entrance is what I would term ‘granny friendly’ in that the steps are nicely spaced and there are grab rails within easy reach. There are also wider steps for the infirm to take little breathers. In a similar vain, there is a small step from centre gangway to seating bays. In my experience of driving coaches in a past life and taking the elderly for days out in a voluntary capacity, this wouldn’t present a problem for the infirm. The rear of each seat contains a magazine net, footrest and two grab rails on either side of the
headrest – in addition to a flip-down table. Turning to the wider saloon, large windows coupled with the lack of thick pillars mean it’s nice and airy inside. It goes almost without saying that there is plenty of headroom. The exception to this could be while two of the screens are deployed in the down position from the ceiling above the centre sunken gangway. However, that is perhaps an overly cautious observation from someone who is acutely aware of any potential risk – and not one tested using a tape measure. For the record, there is also one fixed TV screen at front. The screens can show satellite navigation information. This appears to be highly accurate – there was an immediate response to vehicle movement, however small. Climate control is split between saloon and crew zones. On the day of CBW’s visit, the weather was hot and sunny – reportedly the warmest of the year to date. Yet the airconditioning was highly responsive, most notably after a photo stop in the Trafford Centre coach park. Ian explained more about the specification of the vehicle: “This coach is a demonstrator. Manufacturers are often tempted to include all the nice bells and whistles but this (Tourliner) is

an example of our standard stock vehicle.” Out on the road, the coach just glided along – the ride quality was excellent. Our test route took us briefly onto the M60, before heading west along the A57 towards Irlam and back through the built-up main street. The Euro 6 Tourliner drove differently – it seemed a lot smoother than its predecessors. Indeed, the difference between Euro 5 and 6 seems to be the smoother delivery of the power. As would perhaps be expected with a rearengined vehicle, the coach was quiet at the front. In the rear saloon, it was possible to tell engine was beneath floor but it was far from being overly intrusive. It was certainly no worse than other coaches.
Ian responded: “We offer it but it comes at a premium – and the lift is also located half way down the coach. It’s not a standard product I can offer in the UK. That said, it is in development – the DDA legislation is on the horizon after all.” James Welling asked: “MAN mentioned last year that it intended to offer a chassis to other bodybuilders. What is the latest with that?” Ian replied: “Yes we do but it’s not what the market wants. We offer the RR2, 4 and 8 for the coach market and for the bus sector, we offer the A69 gas chassis and the RC2 an 18 Ton diesel chassis.” The latter is designated RC2. Also available is the A66 14T. James also asked: “While a double-decker bus chassis is offered in continental Europe, why is one not available in the UK?” Ian explained: “The market is driven by the bodywork – which is now taken care of by ADL, Wrights and Optare. We’ve got to be realistic – we can’t play in the whole market.”
quiet. What’s the latest and the future for MAN gas buses in the UK market? Ian was keen to provide reassurance. “The market for gas is still here. A number of operator are highly enthusiastic – such as Stagecoach, Reading and Arriva. The problem was the set-up cost of the infrastructure. “If you were to speak to Ian Tarrant, Arriva’s Engineering Director, you would hear our gas buses are running as good as gold. Experience gained in Darlington and Runcorn has provided Arriva with enough information to show gas buses work. The infrastructure at Darlington and Runcorn depots also means facilities exist to accommodate extra gas buses with ease. “Two years ago the idea of gas buses was viewed as the New Messiah, but it’s now hit a quiet spell. Details of how the recently announced Low Carbon Vehicle funding can be spent remains to be seen, and from our perspective, that means whether it applies to gas buses.” On gas buses, he concluded: “Rest assured, as and when customer demand is there, MAN will produce gas buses. It doesn’t have the same constraints as some other low-carbon technology and it’s already Euro 6-compliant. We just need to bring the chassis into the UK.” n

Tales on tour W Ross Perrin, Assistant Manager at Motts – Crusader Holidays shares a selection of lighthearted experiences from the �irm’s staff out on the road – something anyone who has ever driven coaches is sure to be familiar with
hen we decided to ask some of our long-standing Crusader Holidays and Motts Travel tour drivers to tell us some of the most amusing things that have happened in their careers, not surprisingly we received a diverse range of answers. Here are a few of the best ones.
Paris, September 1978
In those days short stay visitors did not need a passport. An identity card issued by the ferry operator would do instead. So as I checked off the passengers, I asked each whether they had a passport, or had supplied a photo to be sent by Motts to the ferry company. We arrived at the Dover terminal and I proceeded to the desk to collect the identity cards, which were nowhere to be found. The of�icial on duty accepted that they were responsible, and suggested a solution. Replacements could be handwritten on the spot, but photographs would be needed. In the building was a photo booth. He would use company money to pay for the photos, but there was no need for four shots of each passenger. The booth would take four shots per sitting, and the pose could – if the sitter was quick – be varied between shots. So we lined up the passengers. In turn they were thrust in and out of the photo booth, each getting into position before the next shot was taken. Then they had to line up again, identify their photo and provide details to go on the card. It was an inconvenient and undigni�ied start to the trip, but they took it in good humour. And miraculously, it was all over in time to catch the ferry. After a few years the identity card system was discontinued – and with the concern for security nowadays, it could never be reintroduced.
New Zealand 1980s

During an 18-35s tour of New Zealand in the 1980s the drivers decided that after night in the hotel bar they were hungry. The nearest eating place still open was the local ‘pie cart,’ but of course, it was much too far away to walk – what to do? Oh of course, the simple answer, take the coach! Therefore, they piled onto the coach and set off to the ‘pie cart’ to grab a burger and chips and duly returned to the hotel in the early hours of the morning. In the morning, the drivers returned to the coach to, of course, �ind it not where they had parked it the afternoon before – where the devil was their coach? Slowly they remembered that they had used the coach when they had gotten the ‘munchies’ in the night, but where had they parked it? They searched high and low with no luck and were running out of time to load the coach and set off for that day’s travels. So they decided to tell their passengers that they had hidden the coach overnight and the �irst to �ind it would win a dozen stubbies as the prize. Eventually the coach was found, parked very tightly but neatly between two large trees. The drivers feared the worst when they arrived at the coach expecting to �ind it with scratches and damage done to the panel work because of where it ended up being parked but were www.coachandbusweek.com

delighted to see that the coach was totally intact and undamaged. They admitted that they had a ‘helluva job’ getting it out of the tight spot it was parked before heading on their journey.
Oxford City Football Club
While on a trip from Oxford to Workington with the Oxford City football team and board members, we stopped at Charnock Richard services on the M6 for a break. I told them all that they had an hour and to be back on the coach at 1800hrs so that we could get on our way. As 1800hrs passed, we were still two board members short. Five minutes went by and then the phone rang. A worried John was on the phone. “Paul, it’s John. Where have you moved the coach to?” I replied: “Hahaha I haven’t moved anywhere, John. We are sat here waiting for you and Colin.” He responded: “We are right where we got off the coach and you are not here.” It turns out that both north and southbound of the services are identical with a bridge that goes over the motorway and a restaurant inside. What they had done was walked the wrong way out of the restaurant and over to the southbound side of the services. Once I had established that this was what they had done, I went over there to retrieve them. They swore blind that they were right and 40 of us were playing a prank on them. They got back on the coach to a massive cheer and to this day they still say we pulled a prank on them. They were good sports and got ribbed all weekend about it.

I had parked the coach in front of the hotel for the night and made my way with the rest of the group to get some beers. When I left, I could see two big German police officers standing by the coach and they told me I had to move it. I told the officers that I had been drinking and couldn’t drive and that they would just have to clamp it. Getting very upset at this point, the copper instantly pulled out his pistol and put it to my head, telling me to move the coach. Well with my life flashing in front of my eyes I didn’t argue with the police officer and I moved the coach to another parking space. When I got up the next morning, looking out the window, the coach was gone and I had no idea where I had parked it. It certainly took me a while, but eventually I did find it.

An MK Dons fan remarked: “Coming home from Sunderland and getting an old lady to draw on a sleeping lad’s face.” Wycombe Wanderers told us direct: “The squad stopping off to buy the Comanche statue on the coach trip to Lincoln will stay in the memory!” On the way to Lincoln City in the 1999 – 2000 season, the team coach passed a second hand shop and in the window was a five foot wooden statue of a Red Indian. The team decided that if they won the game and survived relegation they would go back and purchase the figure. Thanks to an 83rd minute winner from Paul Emblen, and roared on by 3,000 travelling fans (using 50 coaches laid on by the club) the team won 1-0 and stayed up. The figure appeared in the centre of the squad
photo that year, a story which made the back page of a national tabloid newspaper. He was given the number 31 squad number that year. Before matches, the Comanche was placed on the centre circle for luck. The seasons that followed, with the Comanche as a lucky mascot, were some of the most successful in the club’s history. The team reached the semi-finals of the FA Cup after beating Leicester City and Wimbledon FC on the route to a famous show down against Liverpool at Villa Park. The team went down 2-1 thanks to goals from Robbie Fowler and Emile Heskey. n

‘One of the best days of my life’ Ian Manning retired in style as Managing Director of Stagecoach West on Saturday. Andy Izatt reports

t’s unlikely that Cheltenham, Gloucester and Tewksbury will see the like again. To commemorate the 85th anniversary of the Cheltenham District Traction Co and to mark Ian Manning’s retirement as Stagecoach West MD, 26 heritage buses and coaches ran in service on more than a dozen local services including some specially created for the occasion to the delight of industry professionals, enthusiasts and the general public alike. Many of the vehicles had been chosen because of their relevance to Ian’s life. There was even a shuttle service between Cheltenham Promenade and the racecourse operated by two left-hand drive Carris (Lisbon) AEC Regents. Ian, who has a long association with Portugal, paid for one to be MOT’d so it could attend and a Carris bus stop was specially created to allow safe boarding. Ian, a passionate ambassador for the industry for 37.5 years, has never made a secret of his interest in older vehicles, particularly AECs. More than 20 senior managers from Stagecoach and beyond were among the army of volunteers crewing on the day. There were 38 driving and 32 conductor duties, and seven controllers. Ian travelled on the first bus in service, Stagecoach West’s own Routemaster, on the 0618hrs route 98 departure, drove several journeys and was behind the wheel again for the last return working on service 94 Cheltenham – Gloucester back at 2110hrs with Stagecoach East Kent’s Regent V. Such was the interest, six vehicles duplicated. Friends and colleagues from as far afield as Germany attended. Ian was overwhelmed by their good wishes and the many cards and presents. What is expected to be a substantial amount, certainly over £1,000, was raised for the Alzheimer’s Society through the sale of publicity material. Ian, who will be working for Stagecoach as a part-time consultant, described the day as one of the best in his life. Grateful to all who made it such a success, he particularly wanted to extend thanks to Cheltenham Assistant Operations Manager Mark Rosaman for all his assistance. n 24 | COACH & BUS WEEK | June 4, 2014

School transport codes of behaviour for pupils, road safety education which highlights the risks of incidents on buses, and enforcement. This involves making students able and encouraged to report incidents – whether bullying or vandalism – via schools, monitors or bus prefects being appointed to ensure younger pupils have some support particularly at the start of their move to secondary school, mentoring schemes, CCTV, checking of bus passes to ensure those entitled are travelling and many others.
Your editorial in CBW1137 prompted me to write. Responsibility of the week on the school journey is not really a ‘no man’s land’ – and is quite well tested in the courts. There is also a lot of advice on managing bullying effectively. I agree with you that simply putting an escort, chaperone, adult supervisor or whatever they are called onto a school bus is not necessarily the solution – and will add to costs. However, there are a number of ways that local authorities, schools and operators can manage behaviour effectively and reduce bullying. These include setting clear expectations via

With a journey time of two hours 12 minutes, it is operated jointly by Arriva and Stagecoach;
l 121 Hull to Scarborough via Beverley, Driffield, Bridlington and File. It has a journey time of two hours 47 minutes and is run by East Yorkshire Motor Services. l CoastHopper Kings Lyn to Cromer via Wells next to the Sea and Sheringham. Daniel with a New York Olympian Further to your article about the left hand drive Leyland Olympians in CBW1126 I would like to add some further information. The Seattle-based vehicles were moved South under the Horizons Coachlines ownership to San Francisco and very recently have been taken to a facility near Los Angeles for work to be undertaken on the engine and transmissions. This should result in them reappearing with Detroit engines later in the year to meet the strict emission standards now demanded by various authorities in some states. With regards to the report of one being with Deluxe Sightseeing in San Francisco also mentioned in your article, I suspect this is incorrect. Indeed when I last chatted with the owner of Deluxe at her premises some weeks ago she had no knowledge of this vehicle.
This batch of 10 vehicles always reminds me of fond memories from my honeymoon to New Zealand via New York where we were given a personal tour of New York with the sole use of a vehicle (even collecting us from our hotel front door) arranged very kindly by Roger Bowker, the former Chief Operating Officer at coach USA at the time. You also touched upon the Greek Olympians, of which you are indeed correct. One survives, but the story of that and how it’s physically unable to leave its home is for another day. Isle of Man StreetLites mystery: Government spin? Assuming Ian Longworth, Director of Public Transport at Bus Vannin (Isle of Man Transport) was correctly quoted, I would be interested to know where the six “Door Forward” 10.8m StreetLites operated for around three years assuming they were
delivered around the same time as the “Wheel Forward” versions. Certainly I never saw any “Door Forward” versions on the Island until recently, apart from a demonstrator. Which off Island lucky operator used them? The current “Wheel Forward”
Streelites arrived earlier this year in exchange for the “Door Forward” versions. If 12 vehicles were ordered in 2010 I, and I am sure many other Manx taxpayers, would like to know where our assets have been for three

Parkeon is introducing multi-modal ticketing technologies to Edinburgh, covering buses and rail as well as the new trams Ridacard, delivering a further decade of reliable service for the operator. Then in 2010, Parkeon’s Wayfarer200 ticketing platform was commissioned, initially to enable the reading of Transport Scotland’s ITSO Scottish National Entitlement cards, but also to facilitate the dualreading of the Lothian Buses commercial smartcard – an industry �irst. The city also installed Parkeon solarpowered on-street ticket machines for off-bus sales to ease boarding, speed-up journey times and reduce times at bus stops. Today, the bus operator routinely manages over 2 million passenger journeys each week
over 70 routes across Edinburgh, Midlothian and East Lothian – and increasingly the demand is for mobile ticketing and real time information apps. Parkeon’s technology has certainly proven its worth in recent times, for example, during the Edinburgh Fringe Festival, when it processed more than 12.5 million transactions, 60% of which were smartcard-based. These numbers will be boosted with the arrival of the Edinburgh tram project, which utilises Parkeon’s Galexio-Plus ticket vending machines, Axio platform validators and hand-held payment terminals on the route from Edinburgh Airport to the city centre. Larkhall operators face disqualification A Trip In Time and Stonehouse Coaches lose O-licences while their shared Director and Transport Manager is disqualified indefinitely, after losing the trust of the Traffic Commissioner. James Day reports The O-licences held by A Trip In Time Ltd and Stonehouse Coaches Ltd have been revoked with immediate effect, after a Public Inquiry (PI) before Traffic Commissioner (TC) for Scotland Joan Aitken. Both companies and their Director Mr Brian Cutmore were disqualified indefinitely from holding or obtaining an O-licence. Mr Brian Cutmore also lost his repute as a Transport Manager and was disqualified indefinitely. His daughter, Ms Stephanie Cutmore, was disqualified for two years from holding or obtaining an O-licence. Given the foregoing revocation and disqualification orders, no financial penalties were issued.
Background
A Trip in Time Ltd (‘Trip’) has held an O-licence since December 2004 after the application was heard at a PI on November 23, 2004. It was a condition of that grant that the sole trader licence held by Brian Cutmore was surrendered. A condition was also attached to the new licence preventing Trip from operating a local service of any description until at least October 2007 – effectively a three year ‘ban’ on operating local services. Trip was at PI again on September 18, 2008 and March 18, 2009, after adverse reports from VOSA and North Lanarkshire Council. Directors Marilyn McLaren and Brian Cutmore were warned in relation to their repute, given failure to intimate material changes, and a £1,000 fine was issued for failure to operate registered services. Trip was called again to PI in 2011 given adverse monitoring reports by VOSA, but the TC was not satisfied by the call up letter and no further action was taken. There have been changes of

Director to Trip, some of them notified as required by the licence and some not. Marilyn McLaren became a Director in August 2007. She was removed from the licence by self service in May 2011 and replaced by Mr Cutmore. Companies House shows that Mrs McLaren resigned and was replaced by Mr Cutmore on August 6, 2010. Mr Cutmore has been Transport Manager on the Trip licence since January 2008. Stonehouse Coaches Ltd was granted a standard international O-licence on August 17, 2005, with Neil Collison as sole Director. In April 2011, the Leeds Central Licensing Unit (Leeds) received a letter from Marilyn McLaren advising that she had become a Director and shareholder. In September 2012, Leeds received a letter form Stephanie Cutmore to say that she was a Director. Neil Collison has not been a Director since August 2010. At time of grant, the Transport Manager was Neil Collison who advised Leeds in February 2012 that he ceased to be Transport Manager in January 2012. In April 2012, Brian Cutmore was nominated but given that he had only a national CPC, the licence had to change to standard

In November 2013, Leeds was advised by Neil Collison of Garrion Motor Services that both Trip and Stonehouse no longer had permission to park at 48 New Street, Stonehouse or 2 Ayr Road, Larkhall. He also advised Leeds that financial assets were no longer available to Trip. No other operating centre was identified for either operator. Trip operated registered services, with three new registrations being lodged on September 13, 2013. Six local bus services had been registered by Stonehouse, the latest being route L2. By email on October 18, 2013, solicitors for the operators sought short notice cancellations for Trip’s new registrations and Stonehouse registration 5. These were refused as further information and explanation was required. No further information was received. In July 2013, Transport Scotland monitored services L2 and 354. On five separate days in November 2012, February 2013 and March 2013, SPT monitored service 354. VOSA also monitored the route on six days between August and October 2013. Public Inquiry
The PI was convened at Edinburgh on February 25. Brian Cutmore was present as Director for both licences and as Transport Manager. Stephanie Cutmore was called in her capacity as Director at the times of the adverse reports. For the most part, Mr Cutmore did not challenge the reports within the PI brief but wished to give explanations and clarifications of some points. Mr Symon made an opening statement for his client which touched on Mr Cutmore’s circumstances. The statement said that Mr Cutmore and his family had been under stress since the burning down of the Trip depot in May 2011 and finding funds had been a struggle. VOSA Report
VOSA’s report on Trip concerned a monitoring on September 26 and October 3, 2013. The operator had five vehicles authorised, with two in possession. The purpose of the monitoring was to observe three services which were due to operate with effect from September 13, 2013. Two days of monitoring were undertaken and 88 journeys were checked, none of which were seen. The VOSA evidence in relation to Stonehouse was of monitoring an operator with 10 vehicles authorised and six understood to be in possession. Between August 27, 2013 and October 3, 2013, Examiners monitored on six days. Of 80 observations against current timetables, 61 instances of non compliance were found. For route L2, of 29 observations, five were early, seven ran late, one failed to operate, five unregistered services were seen and three vehicles were seen off route. places other than at bus stops, instances where tickets were not issued despite money being paid and services where punctuality standards were not met. Transport Scotland monitored services 354 and L2. The Transport Scotland officers found numerous instances of the bus failing to appear on time. The principal reason for undertaking these journeys was that Transport Scotland needed to test what fares were being charged to fare paying and concessionary passengers. Some of the officers undertook fare paying journeys and others used concessionary cards. It appeared that the rate the officers were charged when boarding the bus was less than the figures sent to Transport Scotland, effectively inflating the amount of reimbursement. There were also instances of tickets not being issued to cash paying passengers.

NEWS › LEGAL He accepted that the licences would have to be revoked given that there was no financial standing and no operating centres. He spoke of his stress and difficulty in expressing himself. He had not intended on defending himself at the PI but had been trying to ‘live his life.’ Mr Cutmore said he thought Transport Scotland had used the wrong timetable and he thought SPT was out to trap him, but accepted the majority of the VOSA report was correct. Mr Cutmore exercised his right to cross examine the public officials at the PI but since he had not brought documentation to substantiate the points he was making, it was difficult to follow them. Mr Cutmore also alluded to operators in the area whom he considered to be far worse and those who had ‘colluded against him to burn him out.’ He criticised two particular operators (McNairn and Chapman). In respect of the Transport Scotland report, he explained that the fares for his services had always been the £1 shopper. He denied charging Transport Scotland’s officials a higher rate than could be charged to members of the public. He would charge a non-concessionary passenger about 30p less than he would charge Transport Scotland. On the front of his buses, there was information about special fares and people could ask for a £1 shopper – it was up to the driver what to charge. They had their own passengers; that was the way they worked, and had always worked in the area. Transport Scotland then said it would no longer pay him for his fare table. The agency was trying to say to him that the charge was the £1. The reimbursement rate was 72p per £1 ticket. Mr Cutmore considered that one of the journeys monitored by SPT was not a registered service but was one whereby he or his driver gave a lift to a lollipop man to the school as there was no bus that would reach the school in time. When Mr Cutmore received the SPT report, he said he thought there was an agenda against him. He felt it was getting too personal and that him being named as one of the drivers showed they were out to get him.

She had been away travelling, returning to find her dad coping with the aftermath of the fire in May 2011. She asked her father if she could have a more permanent position within the company

Family commitments made it difficult for her to study. Ms Cutmore said everyday there would be a new problem. For example, with ticketing software.
to surrender the licence. She begged him to give her a chance to run it, but there were threats and her father took the decision out of her hands. She said she was not being used. Mr Cutmore explained he felt he had belittled Stephanie by not letting her do what she had to do in the business but the accountant said it would be better if he was the Director as the person making the decisions, including the decision to stop the business. At the end of the day, he was approached and said that if they
went back into the area with the new registered services, there would be repercussions. The fight had gone out of him since 2011 and he was not coping very well. In final submissions for Miss Cutmore it was said she took her responsibilities seriously and understood why she was at the PI. She wanted to have autonomy in future, as she is getting experience. Her representative argued she is sincere and genuine and there should be a line drawn under things – it was unfortunate to have arrived at this point.
Consideration of the evidence and TC’s decision
Making her decision, the TC said: “Mr Cutmore is the controlling presence in respect of these two licences – these are and always have been his businesses. There was a pattern of delays and failures to notify changes to the licence contemporaneously, especially in relation to who, at any given time, was the Director. It was not obvious why there were the changes of Directors, given that throughout it was Mr Cutmore who was the moving force. “As of November 2013, Trip and Stonehouse ceased to have any operating centres and Stonehouse lost financial standing. No evidence has been forthcoming of any financial standing held by Trip. Mr Cutmore lost the backing of Neil Collison. “Registered services failed to operate. NEWS › LEGAL that what had happened was misinterpreted by the monitoring agencies and other instances where he thought they were drawing an adverse inference when they were not. However, I find that for all material purposes, the reports reveal that these operators have not been run compliantly. Services had become unreliable to the point of near unpredictability. I do not find a reasonable excuse for the failures to operate the services according to the registered particulars. Quite simply, Mr Cutmore has shown himself incapable of operating local registered services with any degree of compliance. Extraordinarily, he chose to register new services, yet did not manage to operate them. He blames threats from others for why he did not run these recently registered services. He has made assertions about the behaviour of other operators which I have noted but about which I cannot make any findings in fact. “Mr Cutmore engaged in charging Transport Scotland fares which were in excess of those charged and offered to other members of the travelling public. This was done to inflate the operator’s income from concessionary fares reimbursement. Effectively, Mr Cutmore operated two fares tables. All his regular people paid £1. That was the level of fare to which he was entitled to reimbursement from Transport Scotland. “Stephanie Cutmore is Brian Cutmore’s daughter and is very loyal and supportive to him. She clearly felt very concerned for her father and the impact of the May 2011 fire on him. She became involved in the business and allowed herself to be Company Secretary and a Director without fully understanding the implications of that in terms of knowing what the duties were and, in particular, the relevance of being such in a regulated environment. She allowed her name to be used but in no sense did she fulfil the obligations on her as the Director of a company, with an O-licence. She has been foolish. “This is a case in which I find that the deficiencies identified by the three public agencies against the background of a long history of non-compliance are such that I must put both operators out of business, especially given lack of operating centres and lack of financial standing. Neither company can be said to have any repute now. Brian Cutmore as

‘I cannot think of any rehabilitative measure which would restore the attitude of mind and fortitude towards compliance which an essential characteristic for a Transport Manager.’ – Joan Aitken Director and Transport Manager has lost his repute. He gave me many assurances at previous PIs and he has had chances and warnings about his repute in the past. I now have to conclude that he cannot be trusted with an O-licence, whether in the capacity of owner, Director or Transport Manager. Thus, I revoke both licences on the grounds of loss of repute, professional competence, financial standing, breaches of the licence undertakings and conditions and material change. “I consider this is a case in which it is necessary and appropriate to disqualify the companies which hold the O-licences and the Directors thereof. For the companies, the disqualification will be indefinite for it is best that these companies come to an end as far as O-licensing is concerned. I would not like anyone to think they could buy these companies and secure an O-licence. “In relation to Mr Cutmore as Director, I consider that I have given him many chances – as indeed he recognised. It would be a favour to him if I take the decision that relieves him of any connection to this industry, so that
to borrow his expression, he can get on and ‘live his life.’ I cannot see him changing his ways and developing a fortitude or judgment which would see him succeed in this industry. Disqualification will be indefinite. For him, PSV operating is over. “In relation to his repute and professional competence as a Transport Manager, I cannot see how I could put a lesser time than indefinite on any Transport Manager disqualification. I would not want him as a Transport Manager on any other entity for the same reasons as I do not want him to have an O-licence. I could not trust him with any other person’s entity and there might be the temptation on him to try and re-emerge as an operator if he was placed at the heart of any other operation. I cannot think of any rehabilitative measure which would restore the attitude of mind and fortitude towards compliance which an essential characteristic for a Transport Manager. “I now turn to Miss Cutmore. She is a loyal daughter and she has a general interest in the hospitality and tourism industries, given her degree. She appears bright and

hardworking. Out of loyalty to her dad she became involved in these businesses and allowed her name to be used as a Company Secretary and Director of Stonehouse. But she did not, and could not exercise the control and authority required of a sole Director operating in a regulated industry. I have a doubt as to whether she can be trusted given her loyalty and commitment to her father. I think there is a high risk she could be used to let him back into the industry. I am not convinced of her autonomy. “Given the adverse matters and context of this case and that she allowed herself to be placed in role of Director, she has to take the consequences. These are that I find she does not have the necessary repute for O-licensing and I will disqualify her for two years. I hope what might appear in other contexts and circumstances to be a harsh outcome for a young person brings to her the seriousness of the position she put herself in and that a PSV operation must be compliant. That the disqualification is not for a longer period is because I hope she can sever the professional and industry connection with her father and move forward as a young person of merit and integrity. “If she ever does decide to apply for an O-licence, I warn her that she will have to operate to the very highest standards for having been at PI, she will not be able to claim ignorance of those standards or of the powers of a TC. Any application by her will have to be considered at PI. “It would have been open to me in this case to make the maximum financial orders available to me. However, in view of the revocations and the disqualification orders which I have made, I have decided to be merciful – that should be heeded lest there is any thought of appealing my revocation or disqualification orders.” n www.coachandbusweek.com

CMS grows online portfolio as product range expands Coach Multimedia Systems (CMS) has launched its new website, www.coachmultimediasystems. co.uk, as it expands its product range. The website provides details and images of a large number of CMS’ products and installations. CMS, is a relatively new name in the coach and bus industry having been established in 2008. However, Andy Baxter, the owner of CMS is a well-known and respected name who will this year be celebrating his 30th year working in the audio/visual sector of the coach and bus industry. As an auto electrician, Andy gained valuable experience travelling all over the country installing audio/visual systems comprising of radio cassettes, PA amplifiers, driver microphones, courier microphones, speakers and aerials; all of which were non-standard on new vehicles at the time. He has worked with a number of well-known dealers, including Moseley, Volvo, Plaxton and EVM. CMS today provides the industry with the same level of service but with all the latest multimedia equipment. Standard radio/cassettes have now been replaced with digital radio and DVD/HDD players and LCD/LED fixed and motorised monitors replace the old heavy CRT units.

Tachodisc launches walk round check app Tachodisc has launched a new Android app for driver walk round checks. The Vehicle Walk Around Check App has been designed to simplify the process of carrying out daily vehicle checks, and to give operators a robust system that helps track, report and analyse the defects by vehicle and driver in real time. With Tachodisc’s Android App, drivers simply note down the defects and take photos on their mobile device. For drivers, this makes it easy to use in all weathers and at any time of the day or night, with all the notes and photos securely stored within the system for the electronic audit trail. Tachodisc says the system is cost effective – from 20p per week per driver – and cuts down on any errors or inefficiencies associated with paper inspections. Guy Reynolds, Tachodisc’s Technical Director says: “The App has purposely been made so that it is simple to use, but the clever technology is in the system’s back office functionality. “Integral to the back office consolidation is a traffic light system where operators can instantly see if a walk round check has been done that day, at what time and how long it took. At a glance it will also instantly identify and flag up outstanding vehicle faults. “This information all feeds into

Bus ride record attempt in Leicester
Monday: A busy press day. We’re proud of the 96-page Nottingham City Transport superfeature issue. Tuesday: Plough on with two features for forthcoming issues. A coaching friend calls for a welcome catch up chat. Talk to a bus industry friend in my mother tongue (Welsh). As always, the office goes quiet, much to my amusement. Wednesday: A hectic day in the office writing. Andy and I discuss business matters, ideas and recent issues with our boss Jonathan. We go away on a high. Thursday: Another busy day. Andy being the saint that he is hits the road for an overnighter in the North East of England, ready for a visit to Arriva’s Ashington depot in the morning. A senior PR person for one of the ‘big five’ calls to suggest a couple of ideas for features. Having missed my self-imposed deadline, I forge on with my feature at home in the evening. My better half, a primary school teacher, teases me that her lesson plan has more words in than my article. Little things amuse small minds… Friday: Rise extra early and write at home, before heading to the office. Work on news and proofing designed pages. Enjoy a catch up with member of a large operator’s PR team over the phone. We discuss feature ideas, along with input into articles I have planned. In the evening, head ‘back home’ to the Welsh borderland, ready for a weekend of spending time with my family and doing heritage railway PR.

Adham Fisher will try to travel on as many Leicester bus routes as possible in the space of a day A Leicester man will attempt to travel on as many city bus routes in one day as possible in order to raise awareness of the role of public transport in tackling air pollution. Adham Fisher, who has attempted various public transport Guinness World Records around the world, was asked by the Healthy Air Leicester and Leicestershire campaign to take on the challenge. The rules set by the campaigner group for Adham’s challenge are: ● Travel on as many bus routes as possible in one day, using a flexi-day ticket; ● Collect evidence of each journey, either by taking a photo or asking a member of the public to sign a log sheet; ● Each bus route number will
count only once, even if Adham makes multiple journeys on it, with the exception of a route having two operators, e.g. route 14 will count twice if Adham takes both Arriva and First buses; and ● During the day, Adham must travel on each of the major companies covered by the flexi-day ticket: Arriva, Centrebus, First, Kinchbus and Stagecoach. Adham said: “Air quality is important. Bus travel is important. Collaboration with both can be made.” He has previously travelled around the world to cities such as Paris, New York, Toronto and Nottingham, travelling on local public transport systems with the aim of visiting all stations on the system in the shortest possible time.
Hannah Wakley from Healthy Air Leicester and Leicestershire said: “Air pollution causes 250 premature deaths every year in Leicester. Public transport has an important role to play in tackling the problem because if many people take the bus, it reduces the number of vehicles on the road. We hope that Adham’s challenge will demonstrate the potential of public transport in Leicester.” David Shelley, Commercial Director of Centrebus, said: “The bus is a great way to get around Leicester and the County and investment in modern, low pollution vehicles means that public transport is playing a big part in helping make the air cleaner. It is great that more people are now finding out how convenient and cost effective travelling this way can be.”
Portland operator launches strip club tour A couple in Portland, Oregon (USA) is launching a bus tour which will take passengers to some of the city’s famous strip clubs. The husband and wife duo, who own the Portland Short Bus, normally provide tours to and from wineries or other private events, but said they recently saw an opportunity in strip clubs. “I feel like we are filling a niche that is a little bit missed in Portland,” said owner Nicole
Pittman. “We’re so Portland. We have enough quirkiness that we fit right in.” Portland apparently
has the most strip clubs per capita in the USA, so if any operator was to offer a strip club tour it makes sense for it to be Portland-based. For five hours, the bus will take passengers to the five strip clubs of their choice. A seat on the journey costs $40, and the couple stated they would even shuttle people home for an extra fee if they’re too drunk to drive by the end of the night.

The parade, which is watched by tens of thousands of people, is one of the biggest events in the city’s calendar and this year for the second year running featured a National Express bus. The bus operator also hosted a stall at the event, for the first time, as part of its ongoing recruitment drive. The stall was attended by hundreds of people and the recruitment team had lots of

Stagecoach Yorkshire makes time for tea to support cancer charity Stagecoach Yorkshire and Weston Park Hospital Care Charity have raised more than £1,000 at an unusual tea party held in celebration of the charity’s 20th anniversary. Stagecoach sponsored WPHC’s fundraising initiative ‘Time for Tea,’ which drove a ‘brew bus’ down to Shef�ield City Centre and invited shoppers to have a cup of Yorkshire Tea and a cake, and the chance to win concert tickets, six months’ free travel with Stagecoach, and a Haribo hamper. The initiative hoped to encourage everyone ranging from individuals to community groups to host tea parties during May and raise more money for charity. Weston Park Hospital is one of only four specialist cancer hospitals in England and serves a population of 1.8m people from all across South Yorkshire, North Derbyshire, North Nottinghamshire and North Lincolnshire.

New marketing appointment expands Stagecoach South East Team Rebecca Day has been appointed as the new Marketing Analyst for Stagecoach South East, a role based in its head office in Canterbury. National Express Dundee Bus driver gets on his bike for Cancer Research charity National Express Dundee (NXD) is supporting one of its drivers who is using pedal power to raise hundreds of pounds for Cancer Research. Stephen Stewart and friend Marc Jackson have completed two demanding bike rides Etape Loch Ness and Etape Caledonia – on two consecutive weekends. Stephen, who began working for the bus operator 18 months ago, and Marc, who’s been

employed by Michelin for 26 years, are aiming to raise as much as they can for the charity Cancer Research. NXD has donated £200 to help boost their fundraising, which currently stands at £900. The Etape Loch Ness saw them cycle 67 miles around the loch, coming in under the five-hour mark at four hours 48 minutes – while Etape Caledonia involved an 81-mile course around the Perthshire
countryside, including an extremely demanding ride up Schiehallion. The pair completed the challenge in five hours 15 minutes. Stephen says the Inverness ride was tough: “Loch Ness was shorter but harder compared to that, Schiehallion was easy. I’m really pleased with what we’ve achieved and want to thank National Express Dundee for sponsoring us. We’re already looking forward to next year!”
First Eastern Counties staff take to the road for charity
This summer will see a group of motorcyclists hit the road to raise money for charity. First Eastern Counties staff will be riding from Ness Point to Land’s Ends over two days to raise awareness and funds for the Royal British Legion Riders’ Branch. From June 19 to 21, a team of seven will be riding more than 450 miles across the country, visiting First depots along the way. “We formed a group last year where we got together and went out on bike,” said the organiser Colin Hartley, who works as a depot supervisor at First’s Lansdowne Road and Vulcan Road depots in Norwich “When the riding season finished, we went out for a meal and started talking about what challenges we wanted to set ourselves this year. We wanted to ride from Lowestoft to Land’s End on the longest day of the year but we decided to split it over two days and raise money for charity.” The cause is very close to their hearts, as Colin served as driver specialist in the Army for 12 years. “My grandfather was in the Army during the First World War,” Colin continued. “My father served in the Second World War.” Calin will be joined by his wife, Christine, Norwich bus drivers Alan Brenkley and Adrian Kemp and their wives, and Colin’s brother in law Jimmy Sturman, who is also a Relief Standard Bearer.
