ublic Relations (PR) is a topic I’ve written about on several occasions in this column – but that’s because I feel it’s a subject which is constantly evolving. Clever people in our industry are forever dreaming up new methods of grabbing headlines (for the right reasons) and engaging with stakeholders. As much as they may sometimes irritate us, the latter cannot be ignored – for they can be key to helping us not only get what we want but also to maintain the right perception in the eyes of the general public. This week’s magazine contains two prime examples of PR which are located at opposite ends of England, but are also different in what they have achieved. Firstly, as you will have seen, our cover story concerns Arriva Yorkshire’s impressive – and it’s no exaggeration to say ground-breaking – launch of its 31-strong new bus �leet for the Wake�ield area. Invited business leaders, politicians and representatives from West Yorkshire Combined Authority gathered to watch what was

without doubt a memorable bus launch. Guests were treated afterwards to munchies – an obligatory part of any such targeted event. The other example of great PR concerns the London bus cavalcade and the display on Regent Street on Sunday, part of Transport for London’s commendable Year of the Bus events. As this issue went to press, one of our contributors informed me there were “girls in hotpants taking photographs of bus radiator caps.” Whatever next, I hear some of you say, but that’s what it’s about – members of the public or ‘normals’ as they’re sometimes referred to by enthusiasts – taking an interest in the industry we live and breathe. Those are the sort of photos which pop up on Flickr, Twitter and art projects. I always like looking at them – they beat the all-too familiar front three-quarter shot. While I was unable to be there personally, those of you who organised and took part in Sunday’s event have done our industry proud. Well done.

DfT responds to Surrey coroner after A3 fatal coach crash inquest Proposal to legislate on tyre age is rejected, although advice is sent out to operators on restricting the use of older tyres on rear axles The Department for Transport (DfT) has rejected a proposal by Surrey coroner Richard Travers to introduce legislation on the age of tyres after the tragic coach crash on the A3 in Surrey two years ago. When the coroner found that the 20-year-old tyre on the Merseypride coach was responsible for the crash, he wrote to the DfT questioning why it was legal for such old tyres to be used. Published on June 19, the DfT replied to the coroner’s proposal in a letter by Patrick McLoughlin MP, which delineated the investigations they had undergone to examine Richard’s claims. “Although research is limited, it is clear to me that the association between the age of a tyre and its structural integrity is not fully understood,” read the letter. “The advice from the tyre industry suggests that other factors such as the maintenance of correct inflation pressures, regular use, and inspection for damage are more critical than a single limit on

PCV driving test fee changes

The cost of obtaining a PCV driving licence is to fall following the outcome of a Driver & Vehicle Standard Agency (DVSA) consultation. Multiple choice questions, currently at £35, will fall in October 2014 to £28 and then £26 in 2015. Hazard perception tests will go from £15 to £12 and then £11 in 2015. The Driver CPC will fall from £30 to £24 and then to £23. Delegated DCPC theory tests will be reduced from £30 to £27 and then £27 in 2015. Delegated multiple choice questions priced at £20 will fall to £12. In a similar vain, the Approved Driving Instructor (ADI) theory test will change from £90 to £83 in October 2014 and then £81 in 2015.

Once further research has been conducted, there could be legislation on the legality of tyres beyond a certain age the age of the tyre.” The DfT undertook a survey of 210 vehicles aged more than 10 years old, and the survey revealed that 6% of the tyres used were more than 10 years old and that 3% were more than 15 years old. Although it acknowledged that the survey was too small for ‘robust extrapolation,’ the survey did highlight that there may be over 20,000 tyres over 10 years old in regular use. Patrick McLoughlin said this suggested the crash was a rare occurrence. He added: “The survey also

revealed that it is not always possible for examiners to view the data code on the tyre due to the way dual tyres are fitted to rear axles on the vehicle. On this basis I am not persuaded that legislation to restrict the age of tyres is appropriate at this stage.” However, the letter did outline the importance of alerting vehicle operators of the concern associated with older tyres and offering practical advice on how to establish the tyre age. “Given the particular importance of avoiding failure

in the front axle tyres of larger vehicles, the advice would also urge operators to restrict the use of older tyres to the rear axle where they will operate as part of a pair,” the letter read. “I have instructed officials to prepare the necessary information and to issue it to 60,000 operators who have registered for email alerts through VOSA. In addition, I have asked officials from the Confederation of Passenger Transport, Freight Transport Association and Road Haulage Association, to seek their support in distributing this advice to members. “It is also clear to me that there is a lack of understanding about the potential deterioration of tyres due to aging. I would like to consider options for a more comprehensive response to the issue, including – possibly – through the imposition of restrictions on the use of tyres above a certain age via the existing vehicle inspection regime. “However, I need to know more about the nature of the issue and so propose in the first instance to commission further research which will guide the Government’s thinking.”

The print and digital campaign is a quirky take on the beauty of the journey and the reasons why people travel. The accompanying print campaign features portrait photography of different coach

David Soul, famous for his role in Starsky and Hutch, plays a singing coach driver in the TV advert travellers, articulating the real emotive reasons behind their journeys. Sue Gee, Head of Campaigns and Advertising at National Express commented: “We are truly excited about this new creative approach. It’s big, bold and different. And we

Go-Ahead Group expecting strong growth figures The Go-Ahead Group has announced its pre-close trading update for the year ending June 28, 2014, ahead of its full year results announcement on September 4. In the deregulated bus market, the group expects its full year growth rate to be 3.5%, with 2% growth in passenger journeys. Mileage has increased due to investment in services and commercial contract wins. Mileage growth for the full year is expected to be around 1.5% which has resulted in higher associated costs. In the London market, a 5% growth rate is predicted. Mileage growth declined slightly in the fourth quarter due to the timing of contract renewals, but the group expects mileage to be largely flat in the next financial year, with revenue growth anticipated to be broadly in line with inflation. The group’s bus division is expected to continue to make good progress towards its bus operating profit target of £100m by 2015/16. Go-Ahead’s rail services look set to post strong growth figures. Expected passenger revenue growth is 6% for Southern Rail, 5% for Southeastern Rail and 7% for London Midland. David Brown, Group Chief

This is achieved through the Global Positioning System (GPS), a feature which enables customers to access a wide range of information including the

Since its launch, the app has attracted 500,000 visits a month within the first six months - a quarter of the time it took First to reach this number of hits on its mobile site. First Bus now attracts more than one million visits every month on all platforms. Customers spent an average of eight minutes

Wrightbus sees turnover increase to £168m

Wrightbus increased its turnover by 7% to £168m in 2013. The Northern Irish firm’s profits did fall back from almost £4m to £1.4m, however its spending on research and development doubled to almost £7m. In May, the firm said it was creating over 130 jobs at its Antrim factory, after witnessing an employee rise over the year of 1,044 employees to 1,185. Wrightbus is making a total investment of £14m in Antrim, of which more than £10m will be spent on research and development projects. The accounts for 2013 state that the 2014 outlook is “encouraging” and that the directors expect an improved financial performance. The accounts for Wrightbus’ ultimate holding company, the Cornerstone Group, also reveal that it spent £2.6m in September 2012 on a property to be used as a group head office. per visit interacting with the various features and functions. Partnership between First, Leeds City Council and West Yorkshire Combined Authority could be followed by an even larger 1,000 space Park-and-Ride scheme Leeds has opened its �irst largescale Park-and-Ride, with another larger 1,000-space Park-and-Ride being proposed for the Aire Valley Leeds enterprise zone. The 800-space facility on Elland Road was opened on Monday, June 23, and was fast-tracked so that visitors to the Tour de France Grand Départ will be able to use the facility on race day – Saturday, July 5. The facility is served by three 2012 registered Wrightbus Gemini-bodied Volvo B9TLs, which are WiFi enabled and operate on a 10-minute frequency from 0700 – 1900hrs, Monday to Saturday. Five electric car charging points are also provided. The Park-and-Ride is a partnership between Leeds City Council, West Yorkshire Combined Authority and First Bus. The service offers two payment options for travel from the Elland Road site. Regular return tickets start from £2.70 with off-peak returns after 1300hrs, with concessions and Saturday journeys costing £2. Passengers can also use

Padarn Bus fraud inquiry continues

A police investigation into fraud at the now defunct Padarn Bus is continuing, with suspects cleared and others remaining on bail. A North Wales Police spokesperson con�irmed a 62-year-old woman had been arrested and questioned, before being released. Police have now con�irmed no further action will be taken against her. A 53-year-old man was also arrested at the same time. However, he has been released on bail after questioning, pending further inquiries. The latest developments follow the arrest of a 44-year-old man and a 28-year-old woman by detectives last month. Both were also released on bail pending further inquiries and are due to report back to police in mid July. Their arrest was revealed the day before the North Wales independent operator ceased trading on May 30.

on board who can enjoy free WiFi and a relaxing journey right into the heart of the city.” Cllr James Lewis, West Yorkshire Combined Authority Transport Committee Chairman, said: “Park-and-Ride into Leeds proves attractive to many drivers at many railway stations where there is a quick and comfortable service into the city centre so people don’t have to spend time looking for a parking space. Along with the planned new site in the Aire Valley, we want to expand the availability and hopefully encourage more people not to drive into the city.”

Portsmouth P&R on the up

Portsmouth City Council has reported that the City’s service Parkand-Ride has carried more than 65,000 passengers into the city during its first two months of operation. The new service, which was launched on April 5, 2014, reached its impressive figure with 2,840 people travelling on its buses on May 31 – its busiest day so far. First operates the service on behalf of the council with a fleet of brand new ADL Enviro 400s (pictured). The service operates every 12 minutes at peak times, and an introductory price of £2 per car is running until this coming Sunday (June 29).

Go South Coast operators Bluestar and Salisbury Reds have added individual USB charging ports to trial buses - as part of a pilot scheme. The charging points were installed on the vehicles by Hants & Dorset Trim. “People are using their mobile phones and tablets constantly throughout the day - and often �ind themselves low on battery with nowhere to re-charge them,” said Go South Coast Managing Director, Andrew Wickham. “There is signi�icant demand for more charging points - and our buses offer the perfect opportunity for passengers to get a power boost whilst travelling. “We’re trialling the charging points at the moment but if they prove popular, we’ll roll them out to more of our buses.” Each passenger on selected buses will have access to one of the charging hubs, in addition to ‘other extra services’ – such as free WiFi.

New Forest open-topper promotes tour The New Forest open-top bus is on tour around Hampshire and Dorset this week, having already visited Bournemouth and Hythe for the market and food festival, days before starting its summer season on June 28. Run by Go South Coast and in partnership with New Forest National Park Authority, the tour will reach The Bargate, Southampton at 0830hrs on Friday, June 27 on market day. Staff from New Forest Travel Concierge service will talk to shoppers and passers-by about the Tour’s three scenic blue, green and red routes, including new stops this year at New Forest Wildlife Park, Longdown Activity Farm near Ashurst and Hythe Ferry. Last year the tour enjoyed a successful season with over 40,600 passenger journeys – up 32% on the previous year. It is claimed the hop-on, hop-off service contributed an estimated £660,000 to the local economy and saved around 223,000 private car miles.

NEWS › COACHES RO A D WATC H n OVERNIGHT RESURFACING of the M1 between J1 (Brent Cross) and J6 (Bricket Wood) and on the A1 between Rowley Lane and J2 (Welham Green) has started. To allow the work to take place, we will need to close the M1 or A1 in one direction at a time. All work will take place overnight between 2200 and 0530hrs from Monday to Thursday and between 2300 and 0600hrs on Friday nights. The first phase is the A1 southbound between the M25 and Rowley Lane, and is planned to finish on July 2. Completion is due in late August. n WORK TO INSTALL GANTRIES as part of the major improvement scheme to increase capacity on the M25 between J25 (Cheshunt) and J27 (Epping) in Essex will require overnight closures on selected weekends in July and August. The gantry installations will be carried out between 2200 and 0600hrs on Saturday nights and 2200 and 0530hrs on Sunday nights. The next two weekend closures will be on Saturday, July 5 – anticlockwise – and Saturday, July 12 – clockwise. Traffic will be diverted via the A10, A414 and the M11. n A PROJECT TO BOOST capacity at M42 J6 has started. The work involves widening the A45 Coventry Road eastbound to four lanes at the approach to the M42 and widening the roundabout to provide four lanes. The Highways Agency said it will reduce excessive queues and the likelihood of delays at busy times when large events are taking place nearby and there is a busy flight schedule at the airport. The work will take until November to complete and drivers are advised to leave extra time for their journeys. From mid-July work will start on the A45 eastbound exit slip road. n THE SECOND SEVERN CROSSING will be down to one lane westbound between 2200hrs on Friday (June 27) and 1000hrs and Sunday (June 29). Mott’s Travel’s new 63-seater tri-axle Scania OmniExpress and 38-seater Irizar i6, both decked in the operator’s turquoise and yellow livery Mott’s Travel of Aylesbury has added four vehicles to its fleet. Two brand new Scanias are part of the order. The OmniExpress is the fourth of its kind in Mott’s fleet and the largest coach at 14.1 metres. It has 63 half-leather trimmed seats, a climate control system, a DVD player with two monitors, a centre sunken toilet and a drinks machine. The smaller Irizar i6 integral is a new model to the market and comes with 38 luxury reclining seats with seat-back tables, a rear floor-mounted washroom and servery unit, two fridges, a DVD player, monitor and a reversing camera.

Megabus adds Toulouse service A Megabus service is being introduced to and from Toulouse, which will allow people to travel to key destinations across Europe, with prices starting at €1. The new route includes London, Paris, Toulouse and Barcelona. Services start from July 7 southbound and July 8 northbound, with tickets already on sale. There will initially be one service a day in each direction on the new route. Journey times between Toulouse and London will be from 19 hours, including a break in Paris and a ferry crossing. Travel from Toulouse to Barcelona will take five hours 30 minutes. Megabus’ Elizabeth Esnouf said: “We are delighted to bring our well-recognised brand of high quality travel to Toulouse and look forward to welcoming local people on board.”

Grey’s worked with vinyl and vehicle wrapping supplier Ambient Graphics to develop something unique. The logo’s grey and black elements are digitally printed onto reflective hardwearing vinyl and the distinctive logo is then cut out of a single sheet with no layering. Because the reflective property is so strong, it even comes through the two printed layers at night. With logos covering both sides and rear, they now both promote the business and add an additional safety level to the coaches in low light situations.

The depot used by Castleway’s Coaches in Winchcombe is to be knocked down and a convenience store will take its place, the Gloucestershire Echo reported. Budgens has applied for permission from Tewkesbury Borough Council to redevelop the site in Greet Road at the junction with Crispin Road for a small supermarket of 378 square metres with 24 parking spaces. Castleway’s Coaches, which runs private hire service, also runs the 606 bus service between Cheltenham and Broadway from the garage. The plans submitted by Budgens will also see the demolition of a bungalow next door at 72 Crispin Road. “We would suggest the bus depot and office are a negative feature on the approach to Winchcombe and their removal would be a vast improvement,” the plan said. The site has long been considered a prime possibility for a retail business. “There’s no real desire amongst the town’s population for an outof-town store – and this will have car parking and that’s always an issue in Winchcombe,” said Richard Wakeford, a Winchcombe High Councillor. “I think it’s a sensible plan and better for Winchcombe than another housing development.” CBW contacted Castleways Coaches for its side of the story, but nobody was available for comment.

FIRST GLASGOW has agreed to give 150 engineers a 1.2% wage rise after a strike was proposed during the Commonwealth Games. The Unite union subsequently withdrew a ballot for industrial action. They will ballot members, recommending that the improved offer is accepted. Fiona Kerr, Managing Director of First Glasgow, said: “I’m pleased that we’ve made swift progress and hope that our engineers endorse their union’s recommendation to accept the pay award.” However, on the Glasgow Subway – another major transport mode for the Games, albeit run by SPT – talks are continuing on possible strike action.

NOTTINGHAM CITY TRANSPORT (NCT) amended some bus routes to avoid the disruption experienced by commuters on Tuesday, June 17 and Wednesday, June 18 due to taxi strikes in the city. The taxi drivers’ protest involved taxis driving very slowly around the city centre between 0800 until 1000hrs. NCT services terminated on the outskirts of the city centre to avoid the protest area. 38 services were effected by the changes.

FIRST HAS CUT day ticket prices in Rotherham. The price of the Rotherham FirstDay ticket will be £3.90 - a reduction of 70p. The ticket gives passengers unlimited travel on First buses within the Rotherham district boundary, including Meadowhall. Paul Flanagan, Business Manager for First in Rotherham, said: “I’m sure this latest value for money initiative will be welcomed by everyone in Rotherham.”

WORK ON CASTLEFORD’S new multi-million pound bus station started last week. Transport authority Metro began work on the £5.5m project in January, but it has now started putting up the framework for the new building, which it expects to open by next spring. Buses will continue to operate from temporary stops and shelters while the work is being carried out. Councillor Peter Box, West Yorkshire Combined Authority Chairman, said: “As well as representing a huge improvement in levels of convenience and comfort for local bus users when it opens in spring next year, Catleford’s new bus station will provide a, welcoming gateway to the town.” The new facility will include a fully-enclosed waiting area, real time information screens, a Metro Travel Centre, retail unit, CCTV coverage throughout and public toilets. “Before work started we held exhibitions showing plans for how the new Castleford bus

TRENT BARTON is equipping 24 new buses with the latest CCTV technology. The systems for the 16 Optare Solos and eight Mercedes-Benz Citaros will be delivered and installed by mobile CCTV specialist Synectics. Anna Blunden, Insurance Administrator at trent barton, said: “CCTV is absolutely vital to us. We rely heavily on it for many, many things – from customer service and passenger safety through to insurance claims and training. “A technology upgrade like this one brings with it a massive stepchange in quality and length of recordings. This is important for things like countering insurance fraud, where improved quality footage helps immensely. Rather than mere blurred blots on the footage, we can now see clearly what a driver in another vehicle is wearing, see a motif on a t-shirt, which makes it a lot easier to identify third parties involved in incidents.” The new systems include the Timespace V400 digital recorder, which features a 1TB hard-drive to store higher quality footage for longer, and can embed vehicle signals (indicators, brakes etc.) as well as date, time, speed and GPS location in the footage for evidential playback. Footage from the new vehicles will be accessible from the same PCLink software currently in use at trent barton. A typical trent barton depot processes around 150 requests for footage per month from customer services alone, and a further 100 requests for accident footage. Anna added: “Over time, we’ve increased the number of cameras on our buses. We started with a couple of cameras inside the vehicle and only a few days of recording. The works are scheduled to carry on into the spring of 2015, and have already been causing long delays on the road. A spokesman for Stagecoach Peterborough, whose buses use the nearby Queensgate Bus Station, said alternative plans were being discussed because of the traffic problems. He said: “We are concerned about the impact the major works will have on traffic flows across the city, and resultant delays to our services. “We will do what we can for the least disruption to our customers on the network, but if we have significant problems with service delays, we may have to reschedule the buses for the duration of the works.” The works will see a wider central reservation put into the stretch of road, as well as a pedestrian crossing and the option for traffic to turn right out of the railway station.

RATP chooses Iveco Bus for CNG and hybrid

The availability of Urbanway as a hybrid was one reason why Iveco Bus secured two RATP tenders Paris transport authority plans to have up to 20% of fleet running on CNG by 2025 FRANCE Paris transport operator, RATP (Régie Autonome des Transports Parisiens) has awarded two of four tender lots for new generation compressed natural gas (CNG) and hybrid electric buses to CNH Industrial-owned Iveco Bus. It follows the launch of a major European multi-year tender (20142017) for around 1,000 12-metre gas and hybrid buses. With 5,000 vehicles in service across Europe, Iveco Bus says it has been the leading European manufacturer of CNG buses for

some years. Emission levels of the Cursor 8 CNG engine, manufactured by CNH Industrial’s powertrain business, FPT Industrial, are below what’s required to meet Euro 6. Iveco Bus won the RATP tender because its new Urbanway bus is also available as a full hybrid. A downsized Euro 6 engine using HieSCR exhaust gas after treatment is coupled to an electric generator engine. Energy accumulated during deceleration is recovered and stored in lithium-ion batteries, and used in acceleration. An ‘arrive and go’ function facilitates 100% electric silent arrivals and departures at stops.

RATP plans to have up to 20% of its fleet running on CNG and biomethane by 2025. It has just signed a three-year supply agreement to develop refuelling sites with GDF Suez through subsidiary GNVert. They won’t be just for RATP. Other operators such as freight and waste collection companies will be able to use them as well. As a first stage, there will be studies of RATP sites that already have gas fuelling facilities to see how they can be upgraded. First to be assessed will be Créteil depot, currently home to 90 CNG-fuelled buses. It’s planned to increase this to 220, the capacity of the depot.

Eurobus Group buys Setra S516 HDs

SWITZERLAND Eurobus Group, the largest privately-owned coach operator in Switzerland has taken delivery of six Setra ConfortClass 500s. The tri-axle S516 HDs are each equipped with 49 seats and are being deployed on longdistance tours throughout Europe. Eurobus operates around 60 coaches, replacing them after seven years. For Martin Wüthrich, Setrabrand coaches have stood for “the measure of all things” for many years. Commenting at the handover ceremony, which was held in front of the Eurobus travel centre opened in March, the Deputy Director of the Eurobus Group said: “The vehicles of the ComfortClass 500 represent a new era for our traditional business and will open up further prospects for our travel products.” In his opinion, the overall package bundled in with this innovative model series by Setra makes for a very attractive prospect for several reasons. “In addition to the most beautiful design and the latest technology and equipment currently available in the bus sector, above all we were impressed by the proven reduction in fuel consumption, and therefore lower environmental burden, the very high economic efficiency and also the best safety standards,” he said. The Eurobus holiday programme includes tours as well as themebased and activity excursions. The combined group fleet is 240 vehicles.

SWITZERLAND A PostBus Switzerland Volvo has had an all over advertising livery applied to promote the partnership between the operator and Swiss Parks Network. Serving as a roving ambassador, the Swiss Parks Postbus branding depicts the Swiss parks, while inside, passengers can smell the forest air, walk on a meadow-patterned floor, and can explore the info wall showing a map of all 20 Swiss parks. Durham recognised by Special Olympics Illinois USA Durham School Services has been recognised by Special Olympics Illinois at the Summer Games Reception. Since 1996, National Express Corporation (NEC), Durham’s parent company, has made Special Olympics its number one charitable partner. The Outstanding Organisation Award recognises contributions which improve the experiences of Special Olympics Illinois athletes. “At National Express, we constantly strive to be active in the communities that we serve,” said David A. MidCitys delivered to De Lijn

BELGIUM The last of the 41 VDL MidCity dial-a-ride buses included in the large order for Belgian operator De Lijn placed with VDL Bus & Coach in 2013 have now been delivered. 13 of these new MidCity buses are in service in the province of West Flanders, while the provinces of Antwerp and Limburg have seven and 21 respectively. TransLink orders 45 CNG buses CANADA TransLink, the South Coast British Columbia Transportation Authority, located in Vancouver, British Columbia has ordered 45 Compressed Natural Gas (CNG) buses from New Flyer Industries. The order for 45 Xcelsior 40-foot heavy-duty buses, includes an option to acquire an additional 135 through two single-year renewable option periods. The firm order for 45 buses

is expected to be manufactured in the third quarter of this year – and all are expected to be delivered by the first quarter of 2015. “The technology associated with CNG buses has proved to be cost effective to operate and on par to maintain and drive when compared to traditional diesel buses,” explained Doug Kelsey, TransLink’s Chief Operating Officer. “We are pleased to continue our

partnership with New Flyer as we add more of these vehicles to our fleet.” Since 1991 New Flyer has delivered over 1,100 buses for TransLink, ranging from 40-foot to 60-foot lengths and with numerous propulsion types including clean diesel, dieselelectric hybrid, natural gas, and electric trolleys. The operator previously acquired CNG fuelled vehicles back in 2006.

Bratislava trolley fleet to be renewed entirely SLOVAKIA The entire trolley bus fleet operated by Bratislava Transport Company is to be renewed after the firm agreed to take up the option for 40 additional vehicles – on top of its existing order 80 such buses. Petr Kasenčák, the firm’s Commercial Manager, explained: “These 40 optional trolleybuses will be supplied by Škoda Electric in the next year. They will be a smooth follow-up to the last delivery of 80 trolleybuses. “Deliveries from the previous contract for 80 trolleybuses are already in progress. The first two trolleybuses were ceremonially handed over in Bratislava in April. We will have delivered all the 80 trolleybuses by the April of the next year.” Valued at half a billion Czech crowns, the project in the

Slovakian capital has been supported by European Union funding from the Operational Transport Programme. The latest order will comprise 20 Škoda Electric high-capacity vehicles – half of which will be Škoda 31 Tr models, and the remainder 12-metre Škoda 30 Tr. The vehicles will be equipped with auxiliary diesel engines, which will enable them to go even into places where there are no traction wires. It also means passengers will be able to enjoy the advantages of a high-performance airconditioning. The Minister of Transport, Construction and Regional Development Ján Počiatek was keen to stress: “If we are to motivate people today to use public transport more often,

we need to offer them highquality services. That is why we wanted to find a solution, which would offer a modern and safe way of travel to the inhabitants and visitors of Bratislava. I am convinced that the 120 new trolleybuses will bring this kind of comfort to people.” Škoda Electric plans to produce more than 300 trolleybuses this year, which the manufacturer said is about three times that of last year. In addition to Bratislava, the Czech-built trolley buses will also go to Szeged in Hungary, Castellón on the Mediterranean coast and several Bulgarian cities, such as Sofia or Burgas. Records broken at auction Rare historic 1920s and 30s buses remain in UK after auction of the late Michael Banfield’s collection History was made at the auction of the late Michael Banfield’s collection when a 1922 AEC S-Type bus sold for £281,500 – three times its top estimate. According to auction house Bonhams, the record-breaking figure received an applause from the room. CBW understands the same bidder bought restored 1922 Tilling-Stevens TS3A open top double-decker for £216,540. It is understood both the S Type, which is registered ‘XL 8962’ and the TSA3A, which is plated ‘XL 1204,’ have been acquired by a well-wisher for display at the London Bus Museum at Weybridge, Surrey. The final bus, a 1932-built Leyland Titan TD2 double-decker, which was one of the last of the two petrol-engined buses to operate in the Channel Island of Jersey, sold at £34,500. This vehicle has joined the renowned heritage fleet operated by Ensign Bus. A delighted Steve Newman told CBW: “We’ve acquired the Jersey TD2 and very nice it is too.” He added: “It’s currently in

the bay being checked over mechanically. We hope to have it on the road by the end of the year, all being well.” The buses formed but a small part of over 1,000 lots of Veteran, Edwardian and vintage cars, historic commercial vehicles and automobilia which went under the hammer. The collection achieved £3m. Mr Banfield, who died on January 28, 2013, was founder of the Historic Commercial Vehicle Society. He always harboured a passion for classic, veteran and commercial vehicles ever since he bought a 1927 Bentley, and for 50 years collected a range of classic and commercial vehicles, personally refurbishing and rebuilding them. His efforts earned him an Honorary Life President of the VCC, a Lifetime achievement award by the Transport Trust in 2007, made a Freeman of the City of London in 1998 and became a Liveryman of the Worshipful Company of Carmen in 2001. Malcolm Barber, Bonhams Co-Chairman and auctioneer at the sale, said: “For more than 50 years Michael Banfield dedicated himself to the restoration and preservation of these fantastic vehicles. Devon General’s no.9 returns to Exeter roots

Ex Devon General Marshall-bodied AEC Reliance no.9 ‘9RDV’ is to return to its roots on July 5, when it will work its old run to Sidmouth. No.9, which itself will be celebrating half a century of service, will star at an event to mark the 50th anniversary of the opening of Exeter Bus & Coach Station. The bus has recently been restored to as-built condition by its owners Royston Morgan and Denis Chick and resides with its big brother, Devon General AEC Regent V ‘EOD524D’ near Nottingham. A variety of vehicles which would have used the facility over the past 50 years will be displayed, along with free rides, starting from the bus station and following established local routes. Lights, camera, action Gareth Evans reports on Arriva Yorkshire’s launch of its 31-strong £4m �leet of ADL Enviro 200s for the Wake�ield area, which were unveiled with considerable fanfare

G

oing out with a bang is not normally how a new bus �leet is launched – except of course, in Arriva Yorkshire, where the �irm’s marketing innovation has a reputation for being

bold. The 31 ADL Enviro 200s were unveiled in a sound recording studio amidst a spectacular display of lights, �ireworks, dry ice and loud music. It seemed a million miles away from the all too familiar cheesy handshake between bus operator management and civic dignitaries – the latter almost certainly being strangers to the bus, but who for obvious political reasons, need

to be kept on side in the name of ‘stakeholder relations.’ The venue was somewhere quite special – LS Live in South Kirkby, which claims to be Europe’s biggest and best production and stage rehearsal arena complex.

Driving growth

Invited guests, which included councillors and business leaders, listened to the opening music – ‘I am on the edge of glory’ by Lady Gaga. “She is just one of the famous names to have practiced here preparing for concert tours. Others include The Stone Roses, Robbie Williams and Jennifer Lopez,” enthused Arriva Yorkshire Managing Director Nigel Featham. “While today isn’t quite rock and roll, it is an important day for Arriva – and more importantly, a signi�icant day for the wider West Yorkshire economy. “Today sees the injection of £4m in a �leet of 31 new ‘best in class’ buses for the region. We wanted to make this a special day and we thought we would invite you to somewhere memorable to unveil the vehicles. “Rather sadly in 1986, the Prime Minister of the day, Margaret Thatcher, is reputed to have said: ‘A man who, beyond the age of 26, �inds himself on a bus can count himself a failure.’ “In fact, there is no evidence she ever said it – but the myth remains. While the quote was entirely misinformed, it did great damage to the perceptions of public transport – more damage than Reg Varney and On the Buses ever did. “The truth is very different. In fact, the reality is pretty jaw dropping. Let’s look at it from these angles. Firstly, buses are vital for employees and employers. More people travel to work in the UK by bus than all other forms of transport combined – and more than one in 10 employees would be forced to look for another

job if they could no longer commute by bus. “Secondly, buses drive growth and mean serious business. The areas covered by the PTE bus networks generate over £2.5bn per annum in economic bene�its and improved access to city centres can add up to 25% more bene�it to the local economy. “And thirdly, buses are relevant to people’s lives. Almost six out of 10 of us use the bus at least once a month. Across the UK, the local bus sector employs as many people as the rail and aviation sectors combined. “So, rather than being the sign of failure, buses are a sign of success. The towns and cities across the country, in fact, world, which do best, are those with the best transport networks. “Perhaps that quote should have read: ‘Any city which �inds itself without a great bus service can count itself a failure.’ Nobody here wants that to happen in Wake�ield or West Yorkshire. “Encouragingly, transport authorities, district councils, political leaders and bus operators in West Yorkshire share a common ambition. Together, we want to build the best possible public transport system we can – and we at Arriva are delighted to be working towards a formal partnership relationship with the Combined Authority to do just that. “It’s for all these reasons that we are delighted to be part of an investment on the scale you see before you today. The chance to make a difference is incredibly exciting. “Today’s bus users are demanding – rightly so – and the design standards and speci�ication of these buses re�lects our desire to meet those demands. “Every one of 31 vehicles is �itted with free WiFi and there is a free downloadable app which people can use to plan their journeys and monitor where their bus is in real-time on a live

The on-board ticket machines will accept MCards as part of the region-wide smartcard scheme developed between Metro and operators which is now fully operational.” He added: “The main reason for the launch is to stress the importance of the bus to the economy. This is a £4m investment in the region’s economy and I feel we need to remind people.”

Distinctive buses

Not only was the launch distinctive, but the vehicles themselves are different for a number of reasons. Explaining the choice of livery, Nigel said: “It’s a step change, so we wanted something which could stand out. There’s always a danger in a large �leet operator that the buses all blend in to the uninitiated. That led to a call to Ray Stenning. As with Yorkshire Tiger, the idea came at the �irst meeting. He’s a great person to work with. Our Chloe is an outstanding and innovative marketer, always searching for new ideas, so together they’ve made a great team. The resultant launch certainly had a bit of class about it.” On a related note, the buses carry subtle branding ‘Arriva – a DB company’ – which as far as CBW is aware, is the �irst such application in the UK. “Gradually, you’ll see it appear on buses and timetables in our UK operating companies, and across Europe,” said Nigel. “The branding re�lects the fact that we are part of the DB group. DB is very supportive of, and indeed values, Arriva’s culture and our way of working – there’s a lot of mutual respect. It’s turned out to be a very positive relationship.” Mechanically, the vehicles are powered by

Cummins ISBe four-cylinder Euro 5 engines. Signi�icantly however, they represent the �irst �leet order for ZF’s new AS Lite Automated Manual Transmission (AMT) transmission. An ADL spokesman told CBW: “Our AMT technology is creating quite a stir in the industry, which is not altogether surprising, given that it provides a low-cost solution which delivers fuel savings of circa 13%. The 31 buses now being operated by Arriva represent the �irst signi�icant Enviro200 AMT �leet introductions in the UK but others will follow soon.” How does it achieve such a signi�icant fuel saving? It features an electronic controlled clutch rather than a torque converter. It’s an inherently more ef�icient way of coupling the engine and transmission. Modern torque converters have lock-up clutches to increase ef�iciency, but while out of lock-up (low gears/ low speed), they operate at around only

85% ef�iciency. There is also no load when stationary. An AMT has a true neutral gear, used whenever the vehicle is stationary, so there are no moving parts in the transmission. An auto transmission can be demanding up to 80Nm, due to the drag of the converter and the internals of the transmission, when the vehicle is stationary. Internally, the vehicles feature a new design of seat, which re�lects the nature of the vehicles – for short hops. Based on the Esteban Civic 2, the seats are covered in E-Leather. Interestingly, Arriva is now �itting E-Leather as standard on all new vehicles and to older buses during its refurbishment programme. The new 27-seaters were expected to enter service after the launch on Wednesday (June 18), replacing the Mini Pointer Darts. They are now working on routes 104, 114, 115, 101, 102, 109, 119/120, 100, 103, 112, 173/174/175.

Ray Stenning of Best Impressions was involved in designing the brand ‘little Arriva buses, big in Wakefield.’ “They may be little buses but we need them to have a big impact in Yorkshire – hence the ‘big’ theme. That means such things as big on customer service, information at your fingertips etc.,” he explained. Turning to notices on the coves, Ray said: “If you have to give people an instruction, i.e. what they should not do, if possible give it an upbeat positive spin. Never insult or talk down to your customers.” As for the livery, Ray remarked: “It still has Arriva DNA to it. In the modern world, a brand has to bend and sway – it can’t be too rigid. It’s got to be pitched correctly to its audience. It needs to be able to adapt too. A good example is the Google homepage, which changes daily and reflects current events and trends. “In somewhere like Wakefield, it’s important Arriva isn’t seen as distant – the best brands work more when local people can feel a degree of ownership.” Ray said the WiFi branding ‘get connected on your way into the city’ was worked in with the bus message. “The whole point of WiFi is to stay connected and that’s the same for the bus. In marketing don’t simply tell people what you’ve got, tell them what they can do with what you’ve got.”

Marketing matters

In the best Arriva Yorkshire tradition, marketing was a cornerstone of the launch. Therefore, CBW felt it imperative to hear the marketeers’ story. Chloe Leach-O’Connell, Head of Regional Marking & Communications, who was responsible for the launch took up the story: “When planning the launch, we knew we had a special product, so needed to promote it accordingly. “The new livery certainly stands out, but at the same time, it maintains a strong connection with the familiar Arriva brand. “We also had WiFi onboard, which was 22 | COACH & BUS WEEK | June 25, 2014

The smart interior features Esteban seats covered in E-Leather making its debut in our Yorkshire business – coupled with the launch of our app. “It shouted innovation, so we wanted to go strong on something which reflected that. Having enjoyed such positive exposure with other launches such as that of the 43 doubledeckers at Temple Newsam, we wanted to do something different. With such well-known names as Robbie Williams and Lady Gaga, among others, having performed there, we felt LS Live was a suitable cutting edge venue.” “The closing bang was certainly attention grabbing,” she mused. The ever-modest Chloe was keen to stress: “Organising it was a real team effort. Some of the buses arrived on site the night before. My colleague Michelle Cooper, Marketing Coordinator, project managed the whole event and was on site at 0700hrs ensuring the buses were where they should be. Drivers are key to any launch – they’re our public face, so it’s vital to have them involved. They were brilliant. “The depot teams from Castleford and Wakefield did us proud too, including two apprentices and a welder from our engineering team.” A photo competition provided an added boost

to promote the new buses on the powerful and important tool that is social media. “We ran a competition which involved asking our followers on Facebook and Twitter to post a photo of one of our new buses to obtain a free weekly ticket. It went down a treat,” explained Chloe. Asked about the cost, Chloe was unable to give precise figures, but what she did reveal probably said it all. “While all very nice, it’s easy for cynics to conclude we spend big on our marketing projects,” she remarked. “People have this perception that we spend an awful lot on launches, but in reality, one of the skills and talents of the Arriva Yorkshire marketing team is to create real stand out launches at minimal cost. “We have to make our local budgets really stretch, which requires a lot of thought to make the optimum use of every pound we spend.” n

Strengthening it s Several new coach and bus products broaden Scania’s Euro 6 proposition as Andy Izatt reports Scania Touring, the coach built on a dedicated production line by Higer Bus in China, is coming to the UK. The announcement was made at a press event in London last Tuesday (the day after CBW closed for press) that celebrated half a century of Scania’s dealership in the UK. Scania President and CEO Martin Lundstedt joined Scania (Great Britain) Managing Director Claes Jacobsson in marking the anniversary. Other headline news is that Irizar’s i2 bus body is to be offered on the low-floor, transverseengined N-UB4x2 underframe alongside the already unveiled i3 on a low-entry in-line engined K-UB4x2. They represent Scania’s ‘complete product’ UK Euro 6 single-deck bus offering. There are no plans to introduce the Polishbuilt Citywide. The single-deck K-UB4x2 and double-deck N-UD4x2 continue to be bodied by Alexander Dennis (ADL). The two manufacturers already collaborate to produce a single-deck gas bus and they’re now working together on developing a similarly fuelled double-decker, an innovative, possibly mould-breaking project. The press were given an update on progress on that as well.

Touring in the UK

Touring was launched across a number of European markets in 2009 and is now an established, proven part of the Scania product range. The Swedish manufacturer has full control of all production and quality aspects in China. It has even operated a number of Tourings itself, carrying staff from the Stockholm area to the company’s headquarters and production centre in Södertälje so has first hand operational experience that has been fed back to the development team. With the additional costs that come with Euro 6 compliance, the UK team believe the time is right to balance that with the financial benefits that the Chinese built product can deliver. “The Scania Touring is a versatile,

high quality, comfortable and quiet vehicle which is equally at home in the city or on long distance touring,” said Tony Tomsett, Bus, Coach and Engine Sales Director for Scania (Great Britain). “Furthermore, the fact that this is a fully-built-up Scania product means that customers will benefit from a single point of contact when it comes to aftersales requirements. As such, we are confident the Scania Touring will soon establish itself as a firm favourite with Great Britain’s coach operators.” Due by the end of the year, the first UK Touring powered by a Euro 6 DC13 115 410hp engine is a 13.7m executive-specification 57-Kiel Avance seat tri-axle, priced at around £250,000. A two-axle option that is most likely to be a 12.1m executive with 49 seats is expected to follow in 2015. Touring strengthens a coach line up that already includes Spanishbuilt Irizar bodywork options and the OmniExpress from Finland. It was reported last year that Lahden Autokori, which builds the OmniExpress, had filed for bankruptcy following a decision by Scania to move production to Poland. That move hasn’t happened with Scania taking direct control of systems and procedures at the factory. Combined with the expertise and experience of the local workforce, the standard of finish that’s now being achieved is attracting favourable comment from Scania (Great Britain) and its customers. Delivery times have improved as well, as they have at Irizar. UK coach platforms are the 4x2 (two-axle) and 6x2*4 (tri-axle) K-IB (rigid beam axle) and K-EB (independent front suspension) available in two-axle and tri-axle configurations. Euro 6 engine options are the SCR (Selective Catalytic Reduction) only 320hp DC09 108, 360hp DC09 112, 410hp DC13 115 and newly launched 450hp DC13 147. There’s also the SCR/EGR (Exhaust Gas Recirculation) DC13 124 and 490hp DC13 125. Martin Hay, UK Truck Sales Director for Scania (Great Britain) explained about the DC13 147: “The 410 horsepower version of

Scania Touring is coming to the UK initially as a tri-axle. A Dutch operator was in London with this two-axle example our SCR-only 13-litre engine has proved itself to be immensely frugal in service, while also offering a less complex Euro 6 engineering solution. This has encouraged us to further explore and develop the options, the outcome being our new 450 horsepower SCR-only unit.” Included within the extensive portfolio of available specifications are full DDA options and vehicle lengths ranging from the 10.8m Scania Irizar i6 with 38-47 seats to the 14.1m 63-seat OmniExpress. The popular i6 continues to be complemented by the lower-floor i4 and premium PB. Retail sales of i6 over three years have been around 120. 190 for Irizar in total and that doesn’t include fleet purchases by the likes of Translink. in 2013 i6 accounted

for 60% of Scania coach sales and it’s expected to be the same this year with retail sales expected to be in the region of 90-100 units. “It goes from strength to strength,” said Tony about i6. “It’s a step change in operators’ experience. We’re always listening to what they have to say and feed that back through the partnership with Irizar. Even as used vehicles we don’t have them long.” Caetano bodywork (for National Express) is also available and an upgrade to coincide with Euro 6 is expected. Comprehensive bus offering

HISTORY

With the UK market for heavyduty single-deck buses remaining limited, Tony explained that Scania was focussing on lighter-weight options at Euro 6, hence the decision to introduce the Irizar i2-bodied N-UB4x2 powered by a 250hp DC09 111 engine and the i3 based on a similarly-powered K-UB4x2. The Cummins six-cylinder 6.7-litre ISB engine that is now offered as the DC7, complementing Scania’s own nine-litre offering, is also available. The two manufacturers have a long history of cooperation. The Moroccan-built i3 prototype that was exhibited at Busworld, Kortrijk last October is expected in the UK in the next few weeks. It’s currently at Irizar’s Ormaiztegi factory in the Basque Country undergoing enhancements suggested by key potential customers and Scania. Future i3 build for the UK will

be undertaken by the Spanish factory where a chassis has been delivered to provide a platform for a new demonstrator expected in Quarter Four. First customer for i3 is Menzies Aviation at Heathrow Airport, which has ordered six. The i2 will be available in Transport for London specification. The ADL Enviro300S body continues to be available on the Euro 6 diesel-powered K-UB4x2 and, as the Enviro300SG on the compressed natural gas-fuelled K-UB4x2 with a dedicated 280hp OC09 101 engine. In fact the first 23 Euro 6 gas buses have just entered service with Stagecoach North East at Sunderland where they join 17 Euro 5 vehicles. The diesel-powered N-UD4x2 double-deck underframe will also continue to be bodied by ADL as the Enviro400S, but, as already announced, the two manufacturers have been working on a gas-fuelled ’decker for around 18 months. “It’s about access, and tank position,” explained Tony about the design challenges, adding that Scania was collaborating with several potential customers. A first prototype could be another 18 months away. “We’re looking at average distances and seeing what would be the optimum tank sizes to maximise flexibility and range,” said Tony. “It’s all about maximising payback on the fuelling

Scania (Great Britain), employing 1,400, had a turnover of £688.6m in 2013. Service revenue was £60m, parts revenue £101m. There were 6,505 trucks sold (18.1% of the market) and 259 coaches and buses (8.3% market share, 23% in coach). “We’re ahead of where we thought we would be,” said Tony about sales in his sector. “We’re buoyant about the new products that are coming through – and there’s several. Our factories have helped us at every step. We always make sure our customers are supported, and that means we’re in a really positive position.” President and CEO Martin

Lundstedt described the UK business as one of the most sophisticated for Scania globally, personifying its core values of putting customers first, showing respect for individuals, and always pursuing quality. What helps to set Scania apart from its competitors are its modular products which enable customers to achieve high utilisation. In quarter one, 2014 there were 18,844 units delivered around the world, an 11% improvement on 2012-2013. Net sales were up 9% to SEK21,126m (£1,876m) and operating income was SEK2, 257m (£200m). Operating margin was 10.7%. Scania’s ambition is to increase services to 25-30% of total revenue by 2020 when potential sales of buses and coaches could be around

Euro 6 Scania single-decker buses in the UK will have Irizar i2 or i3 bodywork 15,000 units. Its strategy remains unchanged since the company became a wholly owned subsidiary of Volkswagen earlier this year, a process that started in 2008 when a majority shareholding was acquired from Investor. The takeover brings clear advantages – increased revenue, higher competency and cost savings. Group companies include Ducati, Bugatti, Porsche, Lamborghini, Bentley, Škoda, Seat and Audi – all strong brands. A stronger customer offering for Scania will come from collaborating with MAN and Volkswagen on areas such as axles, gearboxes, hybrids and cab components. Synergies in purchasing and research and development could particularly benefit the bus and coach sector where volumes are

low. That pressure was underlined by Scania’s announcement earlier this year that it was cutting the workforce at its Slupsk factory in Poland to “get it back to a sustainable operation.” Meeting new, more stringent European legislation on rollover is just one example of where there can be potential synergies. A vehicle may externally still be Scania or MAN, but developing the body structure that complies will be shared. Product savings from the group are expected to be €200,000 in the first year, €650,000 over eight to 10 years. “We have to make changes intelligently,” said Martin. “It’s important to protect the brand because of the customer base. n conjunction with Regent Street Association and Crown Estates, one of the West End’s major shopping streets was closed to accommodate the Transport for London (TfL) Year of the Bus Cavalcade – 49 buses which represented more than 180 years of London’s transport. Grouped by age, most had travelled in processions from Albert Embankment via Whitehall prior to going on show. “The range of buses on display shows the

evolution, innovation and progression of the London bus,” said TfL Managing Director of Surface Transport, Leon Daniels. “Please venture on board some of them today and feel free to ask the vehicles’ owners, London Transport Museum staff and TfL Ambassadors any questions.” What seemed like several thousand people did just that, in what must have been one of the most successful transport-related public relations events of its kind staged in the capital.

Licence acquisition fails as principal occupation not clear Robertson’s Travel’s application is not helped by a tainted connection with another firm, Ecosave. James Day reports Robertson’s Travel (RT) has had its application for a restricted PSV O-licence refused on the grounds of it not having a solid principle occupation. The company wished to run a single minibus as a small part of its business, but Joan Aitken, Traffic Commissioner (TC) for Scotland, found the application to be premature and refused it.

Background

RT was incorporated on May 13, 2013 and applied for a restricted PSV O-licence seeking authorisation to operate one vehicle from 93 Highmains Avenue, Dumbarton. The property is owned by spouses John Robertson and Mary Frances Robertson, the sole directors and shareholders. The principal occupation of the company was stated to be booking agent, arranging tours and excursions throughout the UK, but primarily in and around Scotland, with the minibus to provide passenger services for approximately 16 hours per week. The applicants’ solicitors offered an undertaking that Barry Robertson, Director of Ecosave, would have no involvement in the business. He is the directors’ prospective son-in-law (despite having the same surname, Barry Robertson is not blood-related to the directors). Ecosave had applied for a restricted PSV O-licence and on that application being called to Public Inquiry (PI), it sought to withdraw the application. This was blocked and the TC went on to refuse the application.

The Ecosave connection

In view of the apparent connections between the RT application and that of Ecosave, the RT application was called to PI, held in Edinburgh on March 5, 2014. Mr and Mrs Robertson were present and represented by Timothy Deal, Counsel. It was explained that the ‘Robertson’

connection was a coincidence – Mr and Mrs Robertson’s daughter Lindsay was in a relationship with Barry Robertson. Ecosave had applied for a restricted licence for one vehicle in November 2011 and gave a trading name of Robertson’s Travel. The contact person for the application was Barry Robertson. Two operating centres were nominated in the application; 93 Highmains Avenue, Dumbarton and Unit 2A, 223 Dumbarton Road, Old Kilpatrick. A parking permission letter signed by John Robertson and Barry Robertson was submitted in relation to the 93 High Mains Avenue address. In relation to the principal occupation, Barry Robertson was stated as working for Ecosave and John Robertson an employee for Sacia Packaging. Both would share the driving at weekends. The TC’s office had many queries in relation to the Ecosave application and it was called to PI. By lengthy letter on May 24, 2013, the applicants’ solicitor sought to withdraw the application. The TC decided it was appropriate to instead refuse the application, reflecting the ‘poor quality’ of the application and those seeking it. “A TC has to be satisfied as to

There came a point when they became aware and Barry took advice and attempted to withdraw the Ecosave application.” RT’s solicitors wrote to the

hours per week if Mr Robertson did the driving, but hoped to employ another casual driver. Mrs Robertson would do the bookings and administration. The steps they had taken to set up the business were to incorporate the company, have discussions with Business Gateway on how to start a business and set up a bank account in RT’s name. Barry Robertson had purchased a minibus following a family dinner discussion. Mr and Mrs Robertson had been talking about early retirement and wanted something to fall back on and ‘Barry being

Mr and Mrs Robertson hoped to run a legitimate business from their own house in which Barry would not be involved. The couple have a garage at the back of the house and a large communal square area at the back beside garages. As owners of the house they had given their company parking permission. various matters,” said Joan Aitken. “This applicant had not satisfied me as to who will be the operator, the controlling force, whose money and who would be responsible for the licence undertakings.” It was decided that any future application by the persons involved would have to be called to PI. It was against this background that the application by RT was considered.

The business plan

John Robertson is a full-time employee of Saica UK, which makes cardboard for the

manufacturing industry, while Mrs Robertson is a home carer. RT was not yet trading and had no income. The intention was for the business to act as a booking agency for fishing, golfing, whisky tours, the Commonwealth Games, Ryder Cup and to take visitors on themed trails. It would use its own minibus for corporate runs but be a booking agency for others. They would not operate more than 15

‘At best it has been an act of compulsive idiocy on the part of Barry Robertson signing someone else’s name. At worst it is counterfeiting’

planner was ready for eight-week inspections, roller brake testing quarterly and pre-MOT inspections and safety inspections. They had to learn from Rob Degam about what was required for maintaining a vehicle and driver defect reporting, and Mr Robertson had informal discussions with other operators. Although they said they would fit a tachograph when working, Mr Robertson did not know anything about tachographs and very little about drivers’ hours. The vehicle they have is a COIF’d 16 seat Mercedes-Benz, with high specification and seat belts. Mary Robertson’s sister lectures in travel and tourism at Clydebank College, and she herself had worked in a travel agency until 1990 before moving to work on the manufacturing side of the whisky industry and into care work. They had not applied for a standard licence as they wanted to run the one vehicle. They would ‘try it out to see how it went.’ A restricted licence was the best for the sort of business they wanted. Neither Mr nor Mrs Robertson have PCV driver licence entitlement. Mr Robertson had sat the PCV medical but did not want to pursue it further until the outcome of the PI. the business and not be a major part – much of the transport work would be outsourced. The main operation of the business would be as a travel booking company – it was claimed that would be the principal occupation.

False signature

Barry Robertson had tried to help and show goodwill but had ‘rather jeopardised things.’ The Ecosave application had been defective. It was claimed that Mr and Mrs Robertson did not know of the application and ought not to be tainted by it. “When it was stated by Counsel that Mr and Mrs Robertson did not know of the Ecosave application, it struck me as strange,” the TC said. “I checked the Ecosave brief. Within the Ecosave application was a parking permission letter for 93 Highmains Avenue, signed by Mr Robertson and Barry Robertson. I showed that to the parties at the PI. Mr Robertson denied that it was his signature and said that it was not his writing. “I then compared that signature with those on the RT application and I also asked Mr Robertson to show me his driving licence which bore his signature. His signature as on the RT application

coincided with that on his driving licence whereas that on the Ecosave parking permission was a different script.” Mr Robertson said that Barry Robertson may have asked if the bus could be parked at their house. Mrs Robertson said that Barry Robertson was trading from Old Kilpatrick and when the bus was purchased it was going to be at their house – that was always the plan. Mr Deal resumed his submission by repeating that Mr and Mrs Robertson did not know of the Ecosave application and that was why withdrawal was attempted. They have given an undertaking that Barry Robertson will have no involvement in the operation or management of the company. The parking arrangements and maintenance were satisfactory. Mr Robertson would be the main driver and systems would be put in place.

The TC’s decision

In making her decision, the TC said: “Ecosave Insulation Ltd, trading as Robertsons Transport attempted to get a restricted PSV O-licence and failed. It is as well that my Leeds office raised the queries which they did of Ecosave and that the application was called to PI, for only the call to PI led to any attempt to withdraw it from my gaze. “It was an inept application and Ecosave was being used by Barry Robertson to get a licence for Mr and Mrs Robertson, his prospective in-laws. Ecosave as an entity has a clear principal occupation and it is just possible that had other aspects of the application not been so inept that a licence would have been granted and Mr and Mrs Robertson would have operated a minibus under that licence. “I have the further concern that the signature on the parking permission letter for the Ecosave application is not John Robertson’s signature. Thus, a document was submitted to my office bearing a false signature. I have considered whether I should refer that to police, but have

decided that they have bigger fish to fry and that I can deal with this using my own powers. At best it has been an act of compulsive idiocy on the part of Barry Robertson signing someone else’s name. At worst it is counterfeiting. “The position now is that Mr and Mrs Robertson formed their own company and with funds from Barry Robertson a minibus was purchased for them. A major stumbling block for this application is the principal occupation test and my having to assess whether this application for this specific type of PSV O-licence can be granted. This applicant has chosen not to apply for a standard national O-licence where there is no such principal occupation test. “I cannot be casual about this for such a licence can only be granted if the statutory criteria have been met. Always at the front of my mind is that a TC is the gatekeeper and that fair competition issues arise. There will be people who have not applied for or have been refused such a licence because they cannot pass the principal occupation test. “I am not persuaded of this application. At best it is premature for the company is not trading and so its occupation is an ambition – it is prospective and not established. I have no evidence of the principal occupation other than as an intention or wishfulness on the part of Mr and Mrs Robertson for any prospective early retirement. I am not at all convinced, given a paucity of evidence, that they would find themselves having a principal occupation as a booking agency rather than having the occupation of operating delightful golf and whisky tours and such like, with a minibus. “I do not fault their ambition or that they wish to have an early retirement that has an element of pleasant working in it. I cannot grant them a licence as I cannot trust that the operation of the minibus will be other than the principal occupation of RT. On that basis the application must fail and is refused.” n

The stainless steel framed Plaxton Elite body, which allows the coach to minimise weight, has a Volvo B9R chassis with Volvo’s nine-litre D9B 380hp Euro5 engine coupled to the Volvo I-shift

GOBUS.IE Ireland’s GoBus.ie has taken delivery of four new Volvo 9700s. The coaches will operate a non-stop direct two and a half hour service from Galway to Dublin City, offering up to 19 daily return services. The £22.7m project – 70% part funded by the government has been created in partnership with contractors Balfour Beatty and designers CH2M Hill. – reducing friction Lubricant specialist Millers Oils is developing low friction oils, introducing a new concept in containers. A telephone helpline for advice and assistance and offering an oil analysis service. Martin Cole attended the launch presentation at Silverstone

ilverstone Circuit, the Northamptonshire Mecca for car and motorcycle racing enthusiasts, was selected by Millers Oils as the venue for its latest product launch, along with a conference presentation outlining some of its key developments and current concerns over the demands being placed on oil developers as engine manufacturers pursue low emission from more powerful downsized engines. Founded in 1887 by John Watson Miller, Millers Oils was formed to provide lubricants for the machinery and equipment installed in cotton mills. Based in Brighouse, the company has recently built a new £500,000 laboratory to conduct research and testing into lubricant formulations.

Now integrated as part of a standard �ive-litre oil bottle (container), it allows the user to position the outlet exactly over the �ill aperture without spilling any of the content. Twisting the valve at the rear of the nozzle regulates the �low of oil from the container and allows air to enter the bottle – preventing any glugging which could cause spillage and possible contamination. In the majority of oil �ill applications it means they can be accomplished easily and cleanly without the need for a funnel. According to its creator, the device was conceived in his garage and proved successful. It became a four-year project perfecting the design and transforming it into something which could be manufactured as part of the packaging for no additional cost to the consumer. As such, it is likely to become a huge attraction for car owners and small �leet operators who don’t buy bulk deliveries of oil for servicing or top-up purposes.

MillerCare is a newly launched oil analysis service which allows customers to investigate the health of the lubricant in their engines or transmissions. The detailed analysis process can accurately predict component wear and lubricant life and make informed decisions as to the need for preventive maintenance and timely oil changes to avoid any excessive damage and unscheduled downtime. Millers Oils says data gathered from the sampling process can determine which components may be experiencing excessive wear by picking up any unusual traces such as silicon or iron. The former indicating an air �ilter may need replacement, or the latter, where it could point to deterioration of the cylinder liners or piston rings. Any change detected in the viscosity of the lubricant could indicate exposure to excessive heat while contamination from fuel or coolant can also be detected. An individual sample under MillerCare Basic is priced £29.95 including VAT. Multiple tests under MillerCare Advanced are priced at £39.95 for two with more frequent �leet rates negotiable.

The Fortec Motorsport team is currently using the lubricant in its Mercedes-Benz SLS AMG in a GT3 series race car was entirely set on achieving greater efficiency and lower emissions and the trend for downsizing, combined with increased power and torque, required lower viscosity oils to assist in reducing frictional losses. New technology, including hybrid drives and start/ stop systems, plus requirement of industrial and off-road/agricultural industries also brought additional demands. However, he issued a warning about the side effects which meant lower film strength and less protection for component surfaces could impact on engine durability. “Some vehicle manufacturers are already specifying the use of 0W-16 engine oils,” he said. “We can no longer rely on reducing viscosity. The industry must develop low-friction formulations which offer the efficiency of low viscosities while providing the protection of thicker oils.” With impending strident changes in emission requirements scheduled for 2020, he said the focus of Millers’ research was entirely on reducing friction while increasing durability. While typical mechanical losses resulted in a 20% loss of power, he maintained there was significant potential for lubricants to improve the situation. Of the wasted power, some 45% could be attributed to the pistons and a further 30% to the valve train. Millers, he said, was shifting its focus to affect the ‘boundary conditions’ where the majority of metal to metal contact occurs. Recently the company has developed Nanodrive lubricants using additives comprising nanoparticles, which have already proven to reduce friction substantially. Nanoparticles have a greater surface area, in proportion to their volume than bigger particles – making them more reactive. He claimed frictional properties of Nanodrive oils improved under increased loading and higher

temperatures, making them ideally suited for modern powertrains. Immediate positive results for Nanodrive oil came from Millers Oils’ involvement with Fortec Motorsport. The team is currently using the lubricant in its Mercedes-Benz SLS AMG race car in a GT3 series. Fortec tested the engine on a dynamometer and recorded an 8.0 bhp power increase, a 1.5% power increase, alongside improved fuel economy. Similar testing on a Tuthill prepared Porsche recorded a 5% power improvement. Trials are currently underway with Nanodrive formulations for heavy commercial vehicles, although they are not yet concluded. The company says results so far are extremely encouraging but will make no formal claims until the programme has been completed.

LCV opportunity

Continued growth in the market for light commercials, including panel vans and minibuses, is presenting new opportunities for specific oils within the sector. Millers Oils identified it as no-man’s land where the heavier end was lumped together with truck or bus

lubricants while the lighter end of the market was reliant on oils developed for cars. The sector is also subject to downsizing of engines and increased power through turbocharging. There is strong growth too in the adoption of automated manual transmissions, dual clutch systems and constantly variable transmissions – all bringing new challenges to the expectancy of extended drain periods and less frequent servicing. Millers Oils is now seeking to enter this sector with a range of Nanodrive Powertrain lubricants catering specifically for modern LCVs. n

anuary 2014 saw the government make three signi�icant announcements in connection with drivers’ hours rules.

Drivers’ hours – user friendly guide

A ‘user friendly guide’ aimed to reduce confusion and increase clarity and understanding about the interaction between working time breaks and rest periods from driving is due to be launched later in the year. The guide, aimed at Transport Managers and drivers, will provide simpli�ied guidance to supplement the current VOSA guidance and will focus on aspects of the rules which cause the most confusion. James Backhouse suggests that the guide will be welcomed by many, as while most operators and drivers (subject to limited exceptions) are aware of the fact that drivers of both heavy goods and passenger carrying vehicles have to comply with the EU drivers’ hours rules, there is still a signi�icant number that do not appreciate that these regulations are only half the story. The Road Transport (Working Time) Regulations 2005 sit alongside the traditional EU drivers hours rules and apply a modi�ied version of ‘working time’ to the drivers of both commercial and passenger vehicles including restrictions on night workers, the average maximum working week and breaks after set periods of duty rather than just driving. It appears that the enforcement agencies are stepping up a gear to enforce the Working Time rules and, from experience at

Digital tachograph vehicle unit downloads

Following an industry wide consultation in 2013, the Government has announced that it will soon be introducing legislation extending the maximum period for downloading digital tachograph vehicle units from 56 to 90 days.

The vehicle unit data can inform an operator if drivers are falsifying their records or whether vehicles are being used without their knowledge. 40 | COACH & BUS WEEK | June 25, 2013 040_41_CBW1143_Legal Update.indd 40

Currently the maximum period between downloads is eight weeks, somewhat at odds with the European legislation, which allows governments to set periods of up to 90 days. The UK has now decided to take advantage of this extended period. The relaxation of the time limit for vehicle unit downloads means that risk of a �ine is not incurred until 90 days has passed. This in practice will have minimal impact or bene�it on the LGV or PCV industries as it is in the operators’ own interest (best practice) to regularly download the vehicle unit data to enable a prompt, complete and concurrent analysis of the vehicle and driver data. Apart from its diagnostic function, the vehicle unit data is important in order to establish movements of the vehicle when a driver card has not been inserted (when one should have been

used), known as the ‘unknown driver report’ – information that cannot be gathered from analysing driver cards alone. The vehicle unit data can inform an operator if drivers are falsifying their records or whether vehicles are being used without their knowledge. Businesses whose vehicles are away from the operating centre for long periods of time (such as long distance coach tours) or where drivers are paid by the shift, regardless of how long they work (such as waste collection services) can often be susceptible to abuse. In the former example, drivers might use the vehicle without the operator’s knowledge for anything from their own private purposes to running their own, unof�icial, excursions. On the ‘task and �inish’ scenario it has been known for drivers to ‘pull’ their cards in order to try www.coachandbusweek.com

and show on the driver, card that a break has been taken after four and half hours driving whilst in reality the operative carries on driving without a card inserted so he or she can then finish their work early and get home quicker. This is a significant risk in many operations, and operators are expected to manage this risk of serious offending. To do this, detailed notes should be kept regarding periods of time where ‘unrecorded’ driving takes place. There may be legitimate explanations, such as the fact that the vehicle travelled to a third party maintenance provider or an MOT test. Our recommendation is that this data should be obtained in the same cycle that routine driver analysis reporting is obtained in the operator’s organisation. Typically this would be monthly.

he Senior Traffic Commissioner in her Practice Directions Statutory Document (No3) has issued prescriptive information as to how she perceives the role of the Transport Manager being satisfied This document is a must read for all organisations and all Transport Managers who wish to operate vehicles. It is extremely helpful of the Senior Traffic Commissioner to issue this sort of guidance as many operators for years have felt this way and unfortunately at times paid the price with their licence and livelihood. The discussion, however, is still unresolved. The essence is the obligation for the Transport Manager to “…effectively and continuously manage the transport activities of the undertaking.” Following the above guidance from the Senior Traffic Commissioner, it is immediately apparent that a preferred approach to transport www.coachandbusweek.com

This enables the complete tachograph and drivers’ hours compliance check and the follow up with the drivers to be undertaken for Driver Card and VU data issues at the same time. In any event, with the increased use of telematics allowing a fairly seamless data transfer on a near real-time basis (providing this includes the raw data required by the legislation), the time limit will become of little practical relevance.

Domestic log books

The third announcement relates to those who are governed by the domestic hour’s rules. Legislation, due to be introduced later this year, will mean that the log book is no longer a mandatory requirement for drivers to record their driving and duty. Records will still have to be kept, but the

actual form of the record will be up to the operator. This could involve detailed time sheets or tachograph cards (whether analogue or digital). The enforcement authorities and Traffic Commissioners see the recording of domestic hours work as an area rife for abuse. However, the perception of many drivers and operators that they will not be stringently checked is now being challenged, as VOSA has recently run several investigations into this area, resulting in substantial fines and strong regulatory action, including the revocation of operators’ licences. Just as with tachographs, operators are advised to check a driver’s start, finish and duty times against any other available information such as time sheets, or in the case of newer vehicles, digital tachograph vehicle unit

Who is your perfect Transport Manager management is a very hands-on approach. The Transport Manager is very local at depot level in the management structure and personally manages all the documentation and processes involved in ensuring compliance with the undertakings on the O-licence. This individual will be expected to have an intimate knowledge of the specific maintenance documents and the tachograph infringement reports, dealing on a day to day basis with the operational and engineering staff, or in the case of a contracted engineer, with the contractor. This person is making compliance decisions on a routine basis and is effectively immersed in the daily operation of the fleet. A Transport Manager will often not be solely responsible for carrying out this in-depth role for very large numbers of vehicles due to the physical time constraints, particularly where there is more than one operating centre. The role still requires very good access to the directors

and obviously the respect of the board, and must be able to lead a team. For smaller operators, this type of model is achievable, but cracks start to develop in much larger organisations with multiple operating centres, often in different parts of the country. At this point, if you are appointing Transport Managers at depot level, as an organisation you can find yourself with a large number of individuals all running their little ‘fiefdom’ with their own preferences, and compliance systems. Many large organisations have tried and tested operational systems which could cause fall out, disgruntlement and general dissatisfaction with some or all of these much lower level Transport Managers. Therefore, there is clearly a point where the Transport Manager may well have to be in a more overseeing type of role, ensuring that the compliance systems are sitting with tried and tested procedures and using high quality key performance

data or tracking data. This is what the enforcement authorities will do when trying to determine that the log book, or in future other records kept by the driver, are accurate. Many operators forget that if their vehicles post-date 2006, they will be fitted with digital tachograph units. Even if the drivers are not using this equipment to record their work and instead are relying on log books, the digital tachograph unit is still recording what the vehicle does – it just isn’t allocating the work to a nominated driver. Then there’s the thorny subject of how the buses should be funded. One proposal involved London Underground using its purchasing muscle to get the buses’ motors at a favourable price. In the end we are told that Leon Daniels “did the deal personally with Wrightbus in the old-fashioned way, glaring across the table and then shaking hands at the end when we’d got our deal.” Project Manager David Hampton-Ghani says of the New Routemaster: “We fully expect this bus to be a platform for technology that we have evolved or developed as a consequence of the project. We see it as a step change for the industry, something others will be forced to follow. It’s a change that the manufacturers might by themselves have brought in only slowly, maybe taking 10 years to implement.” Whether a supporter or decrier, the £25 that buys this book would be money well spent.

words, the big guns have made their contribution. The New Routemaster is a subject that few who know anything about it are neutral about. A political creation, it has its supporters and decriers, and perhaps, because of that, there’s some background ‘placing’ in this book that might not otherwise have been expected. However, once into the story about how this very original vehicle was created, this becomes a compulsive read. There are numerous fascinating insights – Thomas Heatherwick’s decision to leave the envelope containing the entries from the earlier public design competition unopened, not wanting to be distracted by anything it might contain, being one. “One area where Heatherwick’s ambitious ideas for interior décor were considered to have gone a step too far was in the randomly rippled composite mouldings envisaged for such interior covings,” we are told.

Monday: Press day. With the office internet down, my emergency plan kicks into action – my team works remotely. We keep in touch by phone, email and text with the usual banter. Andy joins me at my home, ready for him to leave mid afternoon to head to the Scania briefing in London. While the office internet is back online, I decide we should carry on as we are – ‘if it ain’t broke, don’t fix it’ sort approach. We finish at a decent time too. Tuesday: A busy day of meetings, updating plans and writing in the office. Andy returns from his Scania briefing mid afternoon. Wednesday: Attend the impressive launch of Arriva Yorkshire’s 31 new ADL E200s (see p20) near Wakefield. As always, the team there seem to go out of their way to make people feel welcome – and I try to obtain interesting copy. Enjoy a catch up with Ray Stenning too. Thursday: A busy day in the office writing and editing material submitted by others. In the evening, catch up with a contributor and then crack on with writing. It’s report season for my better half, who’s a primary school teacher, so we’re both at our laptops. Friday: A hectic day producing this issue. I’m a happy bunny once I manage to obtain the final element of my Arriva copy. Andy spends the day with an independent firm for an ‘Operator Profile.’ Great team work in the office ensures we’re in a good place ready for Monday’s press day.

The LEGO distinctive shelter Over the next four weeks, passengers waiting for the bus near Hamleys on Regent Street should pause before throwing their toys out of the pram when they can’t find their bus stop, as, to celebrate TfL’s ‘Year of the Bus’, LEGO has recreated a full-size bus stop made of the toy bricks in its place. Over 100,000 bricks were used in the 14 days it took to construct the stop, the official name of which is ‘Conduit Street, towards Parliament Square.’ It has been created by the UK’s only Certified LEGO Professional Duncan Titmarsh with shell and installation provided by Trueform, TfL’s roadside infrastructure contractor. It will be in Regents Street until July 15. Emma Owen, PR Manager at LEGO commented: “LEGO is all about stretching your imagination and using bricks to build whatever your mind desires – there are no limits!” Leon Daniels, TfL’s Managing Director of Surface Transport, said: “We are delighted to team up with LEGO and Trueform to offer our passengers a bit of fun on their journey. Many thousands of people pass along Regent Street each day and we hope the new shelter will bring a smile to the face of even a hardened commuter.”

Trent barton makes a bus driver’s dream come true Bus driver Billy Streeter has secured a job on trent barton’s calverton connection service, fulfilling a childhood dream. Billy, the firm’s youngest driver, had always wanted a career on the buses after seeing his grandfather behind the wheel. “When I was growing up, whenever I got on a bus I would hope granddad was sitting at the front and now he’s very proud I’m driving on the same route he worked on before his retirement.” Billy, who lives in Mansfield, first joined trent barton last year and earned his PSV license just a couple of years after passing his driver test. He spent a year on threes buses – which served Mansfield, Hucknall and Nottingham – and then transferred to calverton connection. Stagecoach UK staff pedal for work scheme A number of Stagecoach Group’s UK Bus employees have received discounted bikes through the company’s second Cycle to Work Scheme, which was delivered by Swansea-based organisation Cycle Solutions. The operator also extended the scheme to its headquarters in Perth. 1,500 employees took part in the scheme last time, which benefited from around £1m worth of new bikes. The event coincided with National Bike Week last week, and aimed to promote a healthy lifestyle and encourage cycling, considering the UK’s level of cycling does not compare well with most other European countries. “The first round of the Cycle to Work Scheme proved very popular with employees and it’s great for our staff that we are able to offer the scheme to them

This year he is taking part in two charity bike rides starting with the Great Manchester Cycle event on June 28. This is a 52 mile closed road event in aid of the Christie Cancer Charity. In August, Steve takes part in the Prudential London 100 mile event. Steve said: “The easy part is the cycling – the hard part is raising money. If anyone would like to help me reach my target and make a donation, any amount would be much appreciated. “My overall target will be doubled through the Santander matched donation scheme.”

Brigade Electronics Chairman Chris Hanson-Abbott has received an OBE for his services to vehicle road safety during the Queen’s 2014 Birthday Honours list. Chris formed Brigade Electronics in 1976 after being inspired by a beeping sound he heard emanating from the rear of a small truck on a Tokyo street. In the UK reversing safety technology had not been addressed. Chris wanted to see change. Brigade launched its first reversing alarm in 1976.
