oach and bus drivers are like social workers. The point came up during the Driver CPC (DCPC) training session I completed with Tanat Valley (see p20). As drivers, we are responsible for the welfare of our passengers and ensuring they arrive at their destination safely. Dealing with ‘vulnerable’ members of society is a key part of the job. Taking one example – the elderley and infirm – that may involve carrying their shopping, smiling at them, talking to them and listening to the latest developments on their knees or grandchildren. After all, we might be one of the few people they talk to that day. Keeping them on side will build up a team of allies who will back us up when the inevitable false allegation pops up. Another section of society is those with learning difficulties – knowing how to communicate with them is a skill in itself. That includes talking to them

and knowing what makes them happy. For example, a student with Fragile X Syndrome on a college run I used to drive regularly used to enjoy saying his catchphrases at seemingly every opportunity. He would also say what I was thinking but could not say with regards to a persistent trouble maker. “He’s a bad lad. You’ve got to watch him.” Rueben and his friend Robert, who also sat in the front row, were loyal friends to us drivers. I also worked with an autistic gentleman in a past life. While not everyone might have the patience, several colleagues and I would get him washing vehicles and sweeping out interiors. We would bounce off each other. Importantly, he felt useful and wanted – and on a lighter note, his impersonations provided hours of entertainment.

Herberts Travel currently operates out of 2 Cardington Gate, St Martins Way, Bedford, which has authorisation for 60 vehicles. Cedar Coaches has two listed operating centres, one at Arkwright Road with authorisation for 24 vehicles (0.3 miles away from Herberts’ depot) and another at Manor Farm, High Road, with authorisation for 15 vehicles. The directors are Kevin Reid, Nichola Graham and Donna Reid. On August 5, 2014, Cedar Coaches Limited changed its name to Black Night Limited. l TRANSPORT CHIEFS joined war veterans for a memorial ceremony and vintage bus ride on Monday, August 4, to mark the centenary of Britain’s entry into the First World War, the Wimbledon Local Guardian reported. WWII veterans from London Transport Old Comrades’ Association met Leon Daniels, Transport for London (TfL) Managing Director of Surface Transport, at Go-Ahead London’s Merton bus garage. Bus garage staff and veterans laid wreaths at the centre, chosen by TfL as one of several transport memorials. The London Transport Museum’s recently restored B-Type was loaned for the veteran’s excursion. A sister vehicle christened ‘Ole Bill’ is currently on display at the museum. It was one of the first buses to be requistitioned.
Martijn Gilbert takes top job at Reading Buses Martijn joins Reading Buses from Yorkshire Tiger, after re-launching the company with a new brand and marketing Reading Buses has appointed Martijn Gilbert to be its new Chief Executive Officer to take over from James Freeman. Martijn is currently Business Director of Arriva’s Yorkshire Tiger business. He will take up the appointment on November 1, but will be spending time with James both before and after that date to make sure there is a smooth transfer of responsibilities. Originally from Surrey, Martijn, 31, has been with Arriva for over seven years in a mix of bus and rail senior management roles, most recently heading up its Yorkshire Tiger bus business, which operates 125 vehicles in West Yorkshire. He re-launched the company with a new brand and marketing. Prior to working for Arriva, Martijn managed bus operations in Surrey and South West London for a further seven years, including running his own business. He started his career in the transport industry in the London Underground scheduling department. He is a Fellow of the Chartered Institute of Logistics and Transport. Commenting on his appointment, Martijn said: “This is a fantastic opportunity to join a well-respected, innovative and award winning business. I’m honoured to be chosen to

First West Yorkshire launches New Routemaster consultation First West Yorkshire has launched a consultation on its proposal for a ‘New Bus for West Yorkshire’ which could see New Routemasters appear on the streets of cities in the area. The three part proposal includes introducing a new bus based on the London New Routemaster, introducing smartcard ticketing similar to the Oyster card used in London and tackling congestion hot spots where changes to road layouts and traffic signals could reduce delays. An exhibition outlining the package along with a New Routemaster bus was on show to local politicians, council officers, business representatives and community and transport groups from Wednesday, August 6 until Friday, August 8. It is expected to tour around the county to get feedback from communities across West Yorkshire. First believes the combination of multi entry and exit points on the new bus and touch card ticketing would greatly speed up boarding and alighting, cutting journey times. Paul Turner, First’s Head of Commercial, explained: “We want to test the reaction of people across West Yorkshire to the package

Negotiations have been going on between all the bus operators and Metro for a couple of years now and we need the agreement to provide the
stability necessary to make major investment decisions. “In other areas, similar partnership agreements have led to significant fare reductions and increases in passenger numbers.” The consultation on the New Bus for West Yorkshire will be taking place at the same time as the public inquiry into the trolleybus scheme. Paul Turner added: “Unlike the trolleybus, the New Bus proposal would bring significant benefits to a much larger number of customers throughout West Yorkshire and not just one route in Leeds. It could start to be introduced within the next 18 months and there is no financial risk to the tax-payer.”

Rotala has released its half yearly report for the six months to May 31, 2014. Profit before taxation was up 12% at £1.055m (2013: £0.946m) despite marginally lower revenue of £26.08m. Interim dividend increased by 18% to 0.65p per share, from 0.55p. Net assets per share increase to 69p, from 64p in 2013, with a 0.01p increase in earnings per share to 2.41p. Rotala also highlighted that it has fully hedged its fuel costs for the whole of 2014 and 2015. Charter services saw a big revenue gain for Rotala, increasing by 19%. This reflected a rise in chauffeur car hire movements for various airline customers and a substantial recovery in revenues from private coach hire business. Revenue for contracted services fell by 9%, which Rotala attributed to the loss of two route diagrams operated on behalf of National Express. The two operators reached an out of court settlement after Rotala commenced legal proceedings. Revenue in commercial services was up by 2%. The operator said this was thanks to its acquisition of the Redditch and Kidderminster business of First Group in March 2013. In his Chairman’s statement, John Gunn said: “We have, despite adverse factors, continued to improve our services to customers and we are seeing a slow but steady improvement in our financial results. “

The £15m scheme, funded through Centro and by the government, could be operational by 2016 The Midlands’ �irst bus rapid transit (BRT) system in recent years could be operational by 2016. Sprint, which will follow the alignment of bus route 9 between Birmingham and Quinton via Broad Street and Hagley Road is being launched by public transport authority Centro working with Birmingham City Council. According to Centro, the scheme will be the �irst in the UK with bespoke rapid transit vehicles. Centro Chairman, Cllr John McNicholas, said: “This is a completely new form of public transport in the West Midlands and we want to know what people think about the idea. It is a proven concept in other European cities and measures such as dedicated lanes, traf�ic light priority and limited stops will make Sprint journeys a fast and reliable alternative to the car.” Sprint will be a �leet of up to nine diesel/electric vehicles with features that include onboard real-time information and next stop announcements, low-level �looring and multi-door boarding for easy access, and onboard WiFi. The scheme will cost £15m and is funded through Centro and by the government via Greater Birmingham and Solihull LEP (Local Enterprise Partnership). If

Sprint will use bespoke rapid transit vehicles like Van Hool’s Exqui.City approved this year, construction could start in 2015 with the system going live 18 months later. £50m has also been earmarked to implement a Sprint route to the airport by 2021. That will link the city centre with the proposed HS2 (High Speed 2) interchange and Birmingham International station. Broad Street/Hagley Road was chosen because currently there are only two means of transport to Quinton from Birmingham – the bus and car. Factors were expected passenger demand, deliverability, potential for economic development and less impact on the environment. Sprint would integrate with the existing bus network. The proposal includes 16 new stops along the route from Colmore Row in Birmingham to Ridgeway Avenue/Hagley Road West in Quinton. It would also see road widening and a new bus lane installed along Hagley Road, and traf�ic light recon�iguration to

Daily and Monday to Sunday fare capping now applies for bus passengers using contactless payments in London. The best value for a passenger’s contactless travel over a sevenday period is now automatically calculated. Daily fares for bus journeys are capped at £4.40, the same as they are for Oyster, meaning that after the fourth journey each day, any further bus travel is not charged. A Monday to Sunday cap now also applies for users of contactless payment

Individuals with NFC-enabled devices and EE’s Cash on Tap app will be charged the same as Oyster card customers, with sums debited directly from the digital wallets on their handsets. Solent Go is launched Solent Go is a new smart travelcard launched by Solent Transport that offers almost unlimited bus travel across south Hampshire for the first time. Marking its introduction are a series of activities, the Solent Go Change Challenge, which were launched at the Bargate Monument in Southampton before embarking on a region wide tour running until October 2014. Solent Go replaces the existing Solent Travelcard. It costs £8 per day, £30 a week and £100 per month. A selection of ferry tickets can also be added and lower cost city-based travelcards will be available from October 2014. Participating operators are Go South Coast, Stagecoach South, First Hampshire & Dorset, Brijan, Velvet, Emsworth & District, Xelabus and Wheelers. Baroness Kramer has announced an additional £900,000 for the Local Sustainable Transport Fund, which will benefit seven communities in England. The funding has been allocated to existing local projects. Leicestershire County Council is receiving £160,000 for a range of schemes including better information at bus stops. Hertfordshire County Council has been given £130,000 towards a raft of schemes encouraging greater uptake of cycling, walking and bus use. NEWS › COACH RO A D WATC H n ROGER ELSMERE, MD of Woods Travel of Bognor Regis, has called for an A27 upgrade. He said conditions were so poor it was impossible to work out when coaches and taxis would arrive at their destinations. “The biggest problem we encounter is with our door-to-door service when we pick people up from their homes in taxis and take them to their pick-up points. If they are stuck on the A27, it can go wrong. We end up paying the taxi driver for sitting there doing nothing and they want to be earning more money elsewhere.” n WHITE LINES and other road markings along a section of the A595 near Whitehaven in Cumbria are being repainted. About 3.5 miles of the route between Howgate and Hensingham will benefit from the work, which is taking place overnight. The work is due to be completed before Sunday, August 17, with either temporary traffic lights or a convoy system leading traffic safely past the roadworks in place. n WORK TO IMPROVE the A1 Coalhouse Interchange on the Newcastle Gateshead Western Bypass, including installing traffic signals at the busy junction, begins this week. The work is in addition to the Highways Agency’s A1 Coalhouse to Metro Centre major upgrade scheme which is due to begin at the end of August. Work was due to start on August 11 and is ongoing until November 21, between 2000 to 0600hrs. During the work there are lane closures and carriageway closures on the northbound and southbound A1, the slip roads at Coalhouse Interchange, the southbound Kingsway South, Lamesley Lane and Coalhouse Roundabout. n LIMITED LANE CLOSURES continue this week at the A38 Markeaton roundabout in Derby. The A38 in both directions is limited to two lanes on the immediate approaches to the Markeaton junction. The A52 eastbound and westbound approaches are also limited to two lanes on the approach. The restrictions are in place 24 hours a day until 0600hrs on Saturday, August 16.
Galloway makes two new appointments John Hadler and Richard Smith are promoted to new roles in the business Galloway Travel Group has announced the appointment of John Hadler as General Manager of Galloway Coach Travel. Additionally, Richard Smith has taken on the revised role of Group Operations Manager for Galloway European Coachlines. Both John and Richard have been with Galloway for many years, and both will continue to report to Directors John Miles and David Cattermole (respectively) who will maintain their prominent positions within the organisation. David Cattermole said “John brings his skills and experience to the new customer-centered role, working with our product development and sales teams to manage our continuing development. In addition, Richard’s appointment within the operational division will bring a renewed focus to our daily running of the multi-faceted business. I’m looking forward to working with them both as they challenge and develop our organisation.”
John added: “It is a very exciting time for the company and I am looking forward to the new developments in the pipeline. Three Volvo B12B Caetano Levantes, refurbished by Express Coach Repairs, have gone into service with Sittingbourne-based Chalkwell. They have replaced Scania Irizars and Volvo Jonckheeres on the operator’s daily Medway commuter service.
Chalkwell, which has been operating weekday commuter coaches from Medway to London for the last 21 years, is making a further investment in the service. Among the new features of the fully wheelchair accessible coaches are USB charging points and free WiFi, as well as restroom
facilities and full leather seating for customers. Chalkwell’s Operations Manager, Andy Bates, said: “We are also announcing timetable changes which will improve our service and the on-board facilities to the customer. “This has allowed us to keep fares the same, with no increases to customers’ journeys since April 2013. While rail fares have gone up considerably over that period – by as much as 20% – we have maintained much lower fares. “This can mean a saving of as much as £1,500 a year for commuters using our coaches rather than the train. If there is any doubt whether to switch from rail to coach, commuters can try us for free.” In addition to the Medway commuter service, Chalkwell also runs a weekday journey from Maidstone, with 18 drop off points in London.

Volvo stands the test of time for WebberBus
Long-term reliability has played a significant role in Bridwater, Somerset-based WebberBus’ purchasing of a new Volvo B11R Euro 5 coach with Jonckheere bodywork. The operator was keen to upgrade its existing coach fleet and after reviewing the options available in the market, decided that Volvo provided the best all round package. “We’ve had their products for more than 20 years, so we know all about their emphasis on safety and reliability,” explained WebberBus Managing Director Tim Gardner. “In addition they met our requirements in terms of cost and delivery time.” The B11R features 53 passenger seats, two TV screens, an on-board toilet and
servery. It is fitted with Volvo’s I-Shift transmission and it also benefits from a range of safety features, such as EBS controlled disc brakes and a multiplexed electronics system. The coach is expected to see use on the company’s private hire work, college contracts and continental tour programmes. “We’re keen to monitor the fuel economy of the new Volvo B11R in comparison to some of our other coaches,” continued Tim Gardner. “We have a fleet of 67 vehicles, so therefore we are keen to see what our latest coach can do. “We certainly wouldn’t have any hesistation in specifying Volvo Bus again in the future based on the experience we had purchasing this new coach.”
Pelican and Yutong strengthen partnership

Van Hool EX to debut at IAA Hanover Belgian manufacturer Van Hool will be presenting the EX, a brand-new line of touring coaches for the European market, at the International Motor Show IAA Commercial Vehicles (September 25 to October 2, 2014). The EX line will initially be marketed in two heights and three lengths. The model palette is composed of more standardised two or three-axle vehicles which, depending on the configuration, can be used for the transport of tourists, scheduled services or intercity work. As of the fourth quarter of 2014, the EX will be built in the Van Hool plant in Skopje, Macedonia, first appearing on European roads in the first quarter of 2015. A further extension of the EX range is planned, but no details have been released yet. CEO Filip Van Hool explained: “With the EX, Van Hool also wants to reach new customers throughout Europe and break into new markets. The EX is the entry-level model for primarily touring coach companies and
scheduled service operators who know the values of the Van Hool line: great reliability of the vehicle combined with a high level of finishing. “Moreover, the standardised EX range will be marketed at very competitive prices because the option list is being kept rather limited. This is because the vehicle – like similar vehicles from competitors – is being built in a country (Macedonia) where the overall production costs are lower than in Western Europe. “The Van Hool plant in Skopje, Macedonia, has the capacity to build this new line, and in the meantime the local employees also have the experience to take the new EX into production starting in the fourth quarter.” The EX was wholly designed and developed in Van Hool´s parent company, established in Koningshooikt, Belgium. All EX models are equipped with engines from the PACCAR MX11 – Euro 6 range and have a manual-shift gearbox standard. ZF AS-Tronic and ZF Ecolife automatic gearboxes are available as options.

NEWS › REGIONAL EAST PLANS TO CHANGE Arriva bus routes in Houghton Regis from August 31 have been altered following discussions between the operator and its customers. Linsey Frostick, Arriva’s Regional Marketing Manager, said: “Following discussions with various stakeholders and customers, our plans have been changed.” Route A remains the same, with an improved evening service on Mondays to Saturdays. Late night journeys to the airport have been removed but a link from the station can be made using the service 757. Route 37 has been withdrawn. Route 38 continues during the day from Monday to Saturday every 30 minutes, but will not serve the Dog and Duck loop on any journey. Route 39 will be a new route which will interwork with the 38, it will operate every 30 minutes between Dog & Duck, Parkside and Luton, and not serve Dunstable. PLANS ARE BEING DRAWN UP for a new £22m car park, bus and railway station in Lincoln, the Lincolnshire Echo reported. The City of Lincoln Council is behind the planned development, which will be built in the Tentercroft Street area of the city centre. Detailed proposals will be put before the council’s executive committee on September 22. The scheme will be partly funded by money from the Government’s

electric Optare MetroCity singledeckers on July 29 at an air quality event at The Mansion House. The four buses are currently being trialled on London United operated route H98, which runs between Hayes and Hounslow. They are are part funded from the Department of Transport’s (DfT) Green Bus Fund. The introduction of the MetroCitys is the first step of the Mayor’s plan for all single deck buses in central London to be zero emission at tailpipe, as part of the world’s first Ultra Low Emission Zone, from 2020. Mike Weston, Transport for London’s Director of Buses, said: “The introduction of these new pure electric vehicles is part of our continuing assessment of the technology, to ensure it can

FIRST HAS ANNOUNCED the introduction of its next Manchester cross-city service and a limited stop service from Greenfield as part of a number of changes to its services to come into effect on Monday, September 1. First is extending the existing service 41 between West Didsbury and Manchester to create a new cross-city service to Eccles via Salford. The service, which will run every 20 minutes, will also be improved to operate Monday to Saturday daytime – whereas it currently operates in term-time. The new cross-city 41 will create new links for customers including: n A direct connection between Salford university and Wilmslow Road; n Opening access to Salford Royal (Hope Hospital) from South Manchester; n Direct access to Oxford Road, Manchester University and Manchester Royal Infirmary from Salford; and n New travel opportunities from Eccles. The move follows the successful introduction of cross-city service 42 between East Didsbury & North Manchester General Hospital via Manchester in April. The new limited stop X80 service will operate every 30 minutes Monday to Saturday daytime, replacing some 180 journeys with limited stopping points between Hollinwood & Piccadilly. FREE WIFI is being trialled on two of the capital’s bus routes, Transport for London (TfL) has annoucned. Passengers can connect to the internet on route 12 between Dulwich and Oxford Circus, as well as the RV1 from Covent Garden to Tower Hill. TfL said it plans to roll out wireless internet connections on other routes if sponsors can be found for the scheme. The trial is being billed as part of the Year of the Bus celebrations, which is also seeing CCTV systems introduced on two routes to tell passengers on the lower deck whether seats are available upstairs. Simon Reed, TfL’s Head of Technical Services Group, said: “Innovation is a key theme of the Year of the Bus and we have worked with our suppliers to find new and innovative ways to further improve the experience of our passengers.”

children from around the county. After receiving over 70 entries, Ipswich Buses has whittled it down to the final three. SOUTH WEST PROPOSALS have been made for the removal of the Sandbanks Ferry bus lane, ‘to reduce unsightly signage in the area,’ the Bournemouth Echo reported. The bus lane, situated on Banks Road, has not been used for years, claims Borough of Poole. Council head of transport, Julian McLaughlin, explained: “The bus lane was originally introduced to allow local bus services who run a published timetable to access the Sandbanks Ferry without delays that could inconvenience passengers. “The lane has not been used for several years due to the installation of a kerbside bus stop that enables bus passengers to safely dismount on to the pavement without the need to walk through the waiting cars. “Removing the redundant bus lane will allow scope to reorganise the lane markings and reduce the amount of unsightly signage in this attractive area.”

TWO TEENAGERS have been charged with arson after a fire destroyed a National Express West Midlands double-decker in Sparkbrook on June 12. The Birmingham Mail reported that the pair have been charged with arson with intent to endanger life or reckless as to whether life was endangered. In addition, two adults have been charged with perverting the course of justice in connection with the investigation. All four have been bailed to appear at Birmingham Magistrates Court on August 28. Nobody was hurt in the incident.

A different type of business Making a good return in this industry is often about responding effectively to specific opportunities. That’s how Dave Mulpeter has developed Seaford & District as he explained to Andy Izatt
F
or operators that provide specific solutions, there can be a ready market for what they do. One such provider is Seaford & District Motor Services based in East Sussex which specialises in providing a mix of heritage and modern vehicles for a wide range of niche work. Older buses are popular for weddings, school proms, race trips, corporate events and promotional trips, while modern vehicles earn their keep on sporting event and festival transport, rail replacement, Park & Ride and home to school transport as well as general private hire. Seaford and District is ready to react to whatever a client is prepared to pay for, and excels at being able to handle short notice work. Proprietor is Dave Mulpeter who successfully runs his business as an adjunct to his job as Service Delivery Manager with Southern Trains. Over two decades Dave has worked his way up the rail industry ladder, having started as a Relief Station Assistant at Plumpton with Network SouthEast in 1994. However, he’s always maintained an interest in the bus and coach industry. He established his first bus and coach operation, Newhaven-based Haven Coaches with a business partner in 1991, which was sold to Rainham-based Blue Triangle in 1994. Dave continued to develop his bus operating experience while working in the rail industry. For two years from 1999 he was seconded by then employer, Connex to be Operations Manager for its bus business, developing it from a standing start into a £12m turnover business. In late 2010 he decided the time was right to establish Seaford & District.

It ran for Classique Coaches of Paisley for some years, being a regular performer on select tours of Scotland’s Highlands and islands that were popular with American tourists. Brighton & Hove Bus and Coach Company’s well known Bristol KSW6G was added to the fleet at the beginning of this year, Dave being delighted to have been the successful tenderer, with the proceeds donated to charity by Brighton & Hove. The bus came with a Class 6 MOT having remained in regular use with its previous owner. Initially withdrawn in 1969, it operated for Silcox of Pembroke Dock for a period before being bought back by Brighton & Hove in 1986 and fully renovated. Also expected to be available shortly following a thorough restoration is a former demonstrator Roe Dalesman-bodied AEC Reliance coach, replacement seats were awaited when CBW visited - but there are a number of other vehicles, mostly historic, that Dave has in store and hopes to return to service in due

Dave’s first purchases for Seaford & District were a former Maidstone & District Bristol VRT/SL2 converted to open-top and a Southdown ‘Queen Mary’ Leyland Titan PD3/4, both of which remain in today’s greatly expanded fleet. Some vehicles have come and gone, but the vintage line up now also includes an ECWbodied Bristol MW6G coach and a former Southdown Plaxton-bodied Leyland Leopard branded the Brighton Belle. The ‘Brighton Belle’ Plaxton Leyland Leopard, which spent some years in Scotland working for Classique Coaches of Paisley

They include three Southdown vehicles – a dual-purpose Northern Counties Leopard that was rare even when it was new, a Bristol VRT/SL3 and another Leyland PD3/4 Queen Mary. Also rare are an ex-Alexander (Northern) Albion Lowlander and Tilling ECW-bodied AEC Regal IV, which was acquired as a source of seat spares for the Roe Dalesman. A Crosville Bristol SC4LK is owned, as is a Harrington-bodied AEC Reliance new to Dawlish Coaches and an East Lancs Leyland PD2A/30 that was Eastbourne Corporation’s open topper for many years. Restoration work on some of the vehicles is

being undertaken by Wood’s Commercials of Faversham. A replacement ‘St Helen’s’ style front has been sourced for the Lowlander, which should aid its renovation. The bus spent many years being used as farm transport in Scotland. Dave hopes that his second Queen Mary will be refurbished in time for the centenary celebrations for Southdown next year. A DAF-powered Duple 425 in store is a former demonstrator and has already seen service with Seaford & District and Dave has just purchased an ex-Damory Ikarus Blue Danube-bodied DAF SB3000 from Ensignbus. There are already plenty of bookings for it and he anticipates that

Dave was involved in the procurement of these buses when they were new so knew what he was buying. Ensignbus has upgraded one of the Tridents to DDA (Disability Discrimination Act) compliance and the interior has been refurbished as well. The other two will follow. While the Tridents are used on work ranging from rail replacement to Transport for London contracted routes on Tube strike days, they were acquired primarily for Park & Ride work on behalf of Brighton & Hove Albion at its Amex Stadium in Falmer. Their two-door configuration makes them ideal for the quick loading and unloading that this work demands. Most recent double-decker acquisition is a Dublin Bus Alexander Volvo B7TL, DDA upgraded, re-seated and UK COIF’d by Ensignbus with high-backed seats and seat belts, while single-deck buses comprise a former Brighton & Hove Wrightbus Renownbodied Volvo B10BLE that has been refurbished in-house by Dave and his team, and a Lothian Super Pointer Dart. Centrad-supplied bright LED destination displays have become a standard instillation in all the modern buses along with upgraded CCTV and retrimmed seats in the company’s two-tone green moquette.
A niche business
Around 90% of bookings come through the Seaford & District website. The weather is an important influence on the number of last minute bookings – often the most lucrative. With the emphasis on availability and customer service, the mileage covered by each vehicle is actually quite low. Consequently heritage vehicles are on maintenance inspections every 10 weeks, eight for the modern fleet. Maintenance is contracted out to Ringmerbased Colas Mechanical Services. Determined to make sure that the operation remains manageable, Dave has so far resisted the temptation to apply to increase his fivevehicle O-licence. That might change shortly, but if it does, it will only be by a couple of discs. Drawing on a pool of about a dozen parttimers, he’s very careful about who drives. If it’s one of the historic fleet, they must be able to demonstrate the necessary skills. He’s also www.coachandbusweek.com

Also coming from Ensignbus is an Alexander-bodied Volvo B7TL that has been re-seated with belted high-backed seats. LEE WHITEHEAD an advocate of the Driver CPC, recognising that despite age or experience, none of us know it all. All drivers wear a smart uniform that includes a name badge, which Dave feels adds to the service and puts customers at ease. This comprises a branded white shirt with green tie, but drivers on emergency rail replacement are permitted to wear a branded dark green polo shirt. It ensures the company can react quickly to any call outs. “Other operators frequently are the ones that hire us in,” explained Dave, who pointed out that, to avoid any conflict of interest, he never works directly for his employer. “They trust us to deliver and because of that we have earned a good name. We’re often the first company that they ring.” Dave has no plans to add a Routemaster to his current operation, arguing that, as far as the historic fleet is concerned, the unusual nature of the vehicles he currently has adds to their attraction to potential hirers. The Brighton Bristol KSW is particularly popular, currently being hired out two or three days a week.

They’re always smart and that gives me a good feeling, but I wouldn’t want the operation to be any bigger. I’m happy where we are. If it became unmanageable, the quality would drop.” n

Gareth Evans shares his experience of undertaking a Driver CPC course with Tanat Valley Training, where he learnt some basic sign language and how to consider the needs of people with sight and hearing loss, autism and mobility dif�iculties Learning British sign language
I
t’s a bright, sunny, hot day and I’m sat in the comfortable surroundings of Llanrhaeadr-ym-Mochnant village hall. Don’t let the Welsh name put you off, which doubtless appears unpronounceable to an English tongue – for the picturesque village, the setting for several �ilms, is located a mere dozen miles west of Oswestry. For coach and bus industry professionals, Llanrhaeadr, as it is referred to by the locals, is better known as the home of Tanat Valley Coaches. While Tanat offers Driver CPC (DCPC) training onboard its Berkhof-bodied Volvo B10M training coach, its courses are also hosted in the village hall. The modern facility is a world apart from it’s predecessor, somewhere I spent many a Friday evening as a teen at the regular discos which once raised so much for local good causes.
On course
After some welcoming words, including ground rules on conduct during the course for the day, Marie Pugh, Tanat Valley’s Training Of�icer remarked: “You’re lucky as I’m in a good mood – I’ve made you some cake.” She was not wrong either – appetising chocolate cake and a jam cream sponge were waiting on the side in readiness for the morning coffee break. The familiar point on a DCPC course where one introduces oneself included each participant stating what they would do with their last £10. Much to the amusement of the others, I said I would ensure I had got enough coffee in stock. Helped by a �ilm clip, Marie outlined the Human Rights Act: “Human Rights are basic rights and principles which belong to everyone. There are 30 elements. Since 1998, the UK has adopted the Human Rights Act within its legal framework.” She then moved on to the Equality Act 2010, which she said was a development of the Disability Discrimination Act (DDA) of 1995 and 2005. “Why the change? DDA only applied within the workplace and related areas but not in people’s personal lives.” The Doug Pauley vs. FirstGroup landmark legal ruling regarding the issue of the priority bay on buses was then discussed. She added: “When I drive a bus and a buggy boards, I politely point out that while the space is available, they may be required to fold it further down the route if a wheelchair user boards. That defuses a potential scenario. The Equality Act is about making reasonable adjustments. The trigger point is where a disabled person would be put at a substantial disadvantage.” “It’s about seeing the person as an individual,” she said, examining discriminatory
recruitment. Then came the �irst group activity of the day – to name three reasonable adjustments. She continued: “Conditions like multiple sclerosis can hibernate for months at a time, so individuals may appear ‘normal’ – we can’t use that word though. “I know drivers who are dyslexic, but they can still understand running cards and tachographs.” How much is an employer expected to do? A tribunal will consider factor such as the size of an organisation and the resources of the employer, cost and practicality. Employers are not obliged to make adjustments unless they are aware of a disability. “Equality is not just about providing a service which is the same for everyone – it’s providing everyone with a service,” explained Marie. “Diversity is around us. Can you imagine our country without all that amazing food, fashion, music and sport? With freedom and diversity comes the need to respect differences.” Turning to the subject of equality, Marie asked: “Should you treat everyone the same or make adjustments? Think about it – it’s the latter. A prime example on a bus is waiting for an in�irm person to sit down properly before pulling away.” After a coffee break, which included sampling what turned out to be a highly rateable jam sponge, it was time to begin the topic of disability. www.coachandbusweek.com

“Disabled people are as diverse as the nondisabled,” she said. “An individual who is registered blind may mean they have some form of vision. Assumptions should not be made about the impact of an individual’s condition – ask them if they need assistance. “Terminology and language is very important. Things have changed over the years and disabled people sometimes disagree over the terms. However, do not use the term ‘handicapped,’ ‘cripples,’ ‘suffering from’ or any word which ends in ‘ic.’ Disabled people travel on average a third less than non-disabled – according to Marie. “This is because of the difficulties they face on public transport. What sort of barriers do they face? Communication – drivers don’t know what to say; and accessibility – drivers are not willing to deploy ramps or offer assistance. Disabled people prefer their disabilities to be irrelevant as they go about their business.”
Communicating differently
Things which can make communications difficult include hearing impediment, impaired vision, mental illness, speech impediments and the autism spectrum. A whole class exercise involved Marie writing a message on a piece of paper and then presenting it to a member of the group. written words – only by signing and lip reading. Marie observed: “You all kind of got there. It shows we can communicate without words. Yes, it’s hard but it can be done. You now know how frustrating it can be trying to get something over. Therefore, we need to learn how to communicate.” After examining different types of hearing loss, Marie said: “People with hearing problems depend on their sight for information. The loss of one sense heightens other senses.” On the subject of etiquette, Marie advised: “If you’re with someone who can lip read, you should bear in mind that only three out of 10 words are visible on the lips. “Look at the person and don’t put your hands on your mouth or look at the ticket machine. Slow your speech slightly, but not too much. Sign language depends on body language too. Keep your head still when speaking. Remember that shouting does not help – you will be surprised how many people do that. If they have a person with them, who might be an escort, don’t blank out the deaf person.” It was then time to learn how to spell using British sign language, which included going through the letters of the alphabet and practising it. Participants were asked to spell their names using sign language. Marie observed: “It takes you courage to begin dialogue with a deaf person – you fear they won’t understand. Your first step is to overcome the barrier of trying. Simple signing is easy – we already say hello naturally when we wave our left hand at shoulder height. “If they touch their ear, it means they’re deaf. ‘Where’ involves moving both hands like an inverted steering wheel action.” Participants were then taught how to greet a deaf passenger, say ‘my name is,’ followed by ‘goodbye.’ “You can now conduct a conversation – and you’ve learnt that in just half an hour. It’s not that hard,” Marie enthused. “Only 30% of mouth movements are clearly visible. A skilled reader will make educated guesses on the remaining 70%. What skills are involved in lip reading? Noticing body language and gestures, which as bus drivers, we’re experts at. “What can you do to help? Speak slowly. Ensure there are no obstacles – don’t check your mirrors, passengers or the ticket machine; Ensure there are no light sources behind you; Maintain eye contact; and give the person as many clues as you can, such as writing it on a scrap of paper or drafting it as a text message on your mobile phone. Most importantly, be patient. It’s no good looking at your running board. Don’t ever say ‘Never mind’ as it’s important to them.” The class then carried out another lip reading exercise. Marie was not wrong when she said: “Don’t split your words as it makes it harder to lip read.”

About Marie
Marie’s first foray into the transport industry came when she joined Arriva Midlands as a driver, where she gained an automatic PCV driving licence. Her life took a different path in 2010, when she moved to Turkey, only to return to the UK a year later. In May 2011, she started driving for Tanat Valley Coaches and moved up the ranks to Health & Safety Officer, acquiring her manual PCV licence in the process. In November 2012, she started to work alongside Daniel Stephenson in the firm’s training team. She was appointed Training Officer in April 2013 and in her own words, “she hasn’t looked back since then.” Her qualifications include: Health & Safety Risk Assessment Officer NVQ Level 2 + 3; Customer Service Bus & Coach NVQ Level 1 + 2; QCF in Education and Training; First Aid at Work Instructor Defibrillation Instructor; Oxygen Therapy Instructor Anaphylaxis Awareness; Instructor QCF in Cardiopulmonary Resuscitation and Automated External Defibrillation. Prior to entering the transport industry, Marie was a Registered General Nurse for 12 years. “My biggest job is that I am a mother of five and a grandmother of 10,” she enthused. various applications of spray paint and rubber pieces attached to simulate varying levels of vision. What is vision impairment? Examples include cataracts (clouding of the lenses), glaucoma and macular degeneration. “A person is legally blind if they can’t see at six metres,” explained Marie. “It’s estimated there are around two million people with a sight problem. Only 4% have no sight at all. The pitch and tone of your voice is key to a blind person. It’s no good nodding, you have to acknowledge verbally.” A group activity involved picking out a particular item from a linen cash bag – including a penny coin rather than a five pence piece, bank cards and library cards. “It’s not as easy as we think it is – just give people a little extra time,” she said. After completing the exercise, the group discussed it. It was agreed that perhaps ironically given its intended use to boost mobility, the most difficult item for a blind

More of Marie’s delicious cake was sampled at lunchtime. After watching a video produced by the Royal National Institute for the Blind featuring NCT buses on planning a journey, Marie advised: “If you see a blind person at a stop, be helpful – tell them ‘I’m a number x to destination y.’ Don’t ask them ‘Do you want this bus pal?’ “As a driver, it’s easy to forget to tell a blind person which stop to get off at as there is so much else to think about. Either ask them to sit so that you can see them in your rear view mirror or ask another passenger who is going to that same stop.” She added: “Did you know that if walking sticks have two white bands on it means the individual is partially sighted?” After watching a video on how to guide a blind person on board and to a seat, Marie ran through it. “They used to advise holding onto a blind person’s shoulder – not anymore. Instead, hold onto them by their right arm. “The most common mistake by a wellmeaning sighted person is to say there are steps without actually saying up or down. Also, don’t ever say how many steps as remember, they will be half a step behind you. Give a warning if a handrail ends before the last step, something which is especially important on coaches. “Try to pull up close to the kerb. If there’s a gap, tell them – not everyone has a stick.”
Vision impairment activity
Participants then tried on different impairment simulation glasses. “It’s interesting to know what people can see with different conditions,” observed Marie. A video was shown on driver – passenger relationships, in which they shared their experiences. Poignantly for me, it featured clips of the late Brian Robinson of National Express West Midlands’ Perry Barr garage, a former colleague. Marie said it was important to remember that

With the ‘driver’ up front, Marie explained how to help a blind person (dark glasses) on a bus assistance dogs are available for a whole host of conditions, including epileptic dogs which are trained to know when a seizure is about to take place. “There is no limit on the number of assistance dogs which can be carried on a bus – and they can travel on any deck,” she stressed.
Accessibility
“Mental health is more common than you think – one in four people have mental health issues of some sort, which impact on them getting about. Conditions include obsessive compulsive disorder, phobias and eating disorders,” Marie explained. She then turned to wheelchair users. “78% of disabled people are affected by a mobility impairment. Some people who use wheelchairs are able to stand and some may walk with the aid of crutches or a stick,” she explained.
“If a wheelchair user wants to board your vehicle, relax. You get people huffing and puffing in the queue, so smile and greet them – be calm and approachable. Don’t ever ignore a wheelchair user and only talk to their friend or carer. Always make a polite offer of assistance. Some may be perfectly happy and confident to board themselves, which you must respect.” After talking briefly as a group about the impending deadlines for accessible buses and coaches, Marie said that when it comes to the priority bay, drivers must consider the Equality Act 2010. “Call the police if a passenger refuses to move to accommodate a wheelchair,” she advised. Marie then turned to the seemingly confusing issue of mobility scooters. A class 2 mobility scooter is permitted onboard, but a class 1 is not. An easy way

The 10 commandments 1 Speak directly to a person. 2 Offer to shake hands. 3 Always identify yourself when meeting someone with a visual disability. 4 Offer assistance, but wait until it is accepted. Then listen or ask for instructions. 5 Treat adults as adults – never patronise people with disabilities. 6 Don’t lean on wheelchairs – they’re regarded as extensions of the user’s body. Assistance dogs wear jackets when they’re working, so don’t touch them when they’re so attired. 7 Listen attentively when talking to people who have difficulty speaking and wait for them to finish. If necessary, ask short questions which require brief answers. 8 Place yourself at eye level when speaking with someone in a wheelchair. 9 Tap a person who has a hearing disability on the shoulder or wave your hand to get his or her attention. Look directly at the person and speak clearly and expressively to establish if the person can lip read. 10 Relax. Don’t be embarrassed if you happen to use common expressions which seem to relate to a person’s disability, such as ‘See you later’ or ‘Did you hear about this?’ We’re all human.

Autism
Marie said Autism stands for “Always Unique Totally Interesting Something Mysterious.” After watching a video, she said: “Autism is a spectrum disorder – not everyone has the same problems. Some people don’t want to be touched, so on a bus they’ll put their fare on the cash tray rather than in your hand. They can also lack awareness of sound, time, lights and have problems understanding social rules. On a bus for example, they may ring the bell repeatedly as they like the sound. “If as a driver, you have a breakdown and are unaware a child is autistic, your first indicator may be when you ask them to transfer to

another vehicle, they reply that they always use a particular bus. Call your traffic office – they can call the school and you may find the child is autistic. “Explain the reasons for having to change bus in simple terms. Don’t be surprised if they try to hide – it’s their way of protecting themselves. Autism is far more common than people think – it’s in about 1 in 100 of us.” A group activity focused on what it feels like to be autistic. This involved one individual trying to read a passage, with others shouting and making distractions. Marie observed: “You are in effect a social worker – a big part of our job is meeting everybody’s individual needs and ensuring they arrive at their destination safely and comfortably.”
Verdict
Overall, the course was most interesting and highly informative. It was interactive – not a ‘boring’ theory session where one is lectured to, with the resultant mental sleep. The use of the simulation glasses was particularly effective – I know of several people who have had glaucoma for example, so now I feel I have a greater understanding of what it must be like. Similarly, learning basic sign language will have given participants a level of understanding which can transform the driver – passenger relationship. Drawing on her own experiences as a driver, Marie used practical examples, which helped it to make sense, as it were. I always feel this helps to engage participants. Indeed, Marie’s enthusiasm and passion was all too apparent in her teaching. She was business-like when required but also very much down to earth and approachable. The venue was excellent too, with comfortable facilities, car parking and refreshments on hand. The course comes highly recommended. n www.coachandbusweek.com

Andrew Harris loses licence and repute Following a theft conviction, Traffic Commissioner Richard Turfitt revokes O-licence and disqualifies Andrew Harris for four years. James Day reports As reported in CBW at the time (CBW1110), Andrew Harris was convicted of theft for stealing around £30,000 from his former employer, Confidence Bus & Coach Ltd, where he was Operations Manager, with the responsibility of Transport Manager. The proprietor’s daughter, Susan Williams, was also convicted and handed a 16-month suspended jail sentence for similar charges. Since losing his job when his actions were discovered, Andrew Harris had started his own operation, Harris of Leicester, which had a Standard National PSV O-licence authorising the use of one vehicle since September 27, 2012. Mr Harris was acting as his own transport manager. Andrew Harris was convicted after pleading guilty to theft by false accounting before Leicester Crown Court, initially on August 19, 2013 and completed on September 24, 2013. He was sentenced on October 18, 2013, to 22 months imprisonment, suspended for 24 months, during which time he was required to complete 180 hours of unpaid work. He was also the subject of a confiscation order for £7,300.
The Hearing
Andrew Harris was called as operator and Transport Manager to a Public Inquiry (PI) before Richard Turfitt, Traffic Commissioner (TC) for the Eastern Traffic Area, which was held on May 9, 2014 in Cambridge. He attended and was unrepresented, accompanied by John Britten. At the conclusion of that hearing, Mr Harris was given further time to produce additional documentation and representations, with the TC’s decision reserved. The TC received the transcript of these proceedings on May 30, 2014.
The call-up letter of April 7, 2014 referred to a number of provisions, but the TC was primarily concerned with whether there had been a material change in Mr Harris’ circumstances such that he no longer met the mandatory requirements to be of good repute, to meet the appropriate level of financial standing, and to be professionally competent, by reference to his position as Transport Manager.
Professional Competence
As of the date of the PI, Mr Harris was the nominated transport manager for the licence. The TC said his theft conviction had the potential to impact on his personal repute and therefore his ability to act as his own transport manager. Mr Harris had referred to Mr Britten in correspondence. He said that Mr Britten had taken up his role as ‘nominated transport manager’ before the criminal court case. Mr Harris thought this might have been at the end of September 2013. Mr Harris admitted that, by the end of September 2013, he was aware that he could receive a custodial sentence and he referred to plans being in place with his wife to wind the business up within a couple of weeks. Mr Britten was apparently fully aware of the court case. The TC asked whether Mr Harris had made an application to add Mr Britten as transport manager at that time. In fact, the application was not signed by Mr Britten until October 9, 2013 and by Mr Harris on October 10, 2013. In evidence, Mr Britten confirmed that he was not actually acting in that capacity but described himself as ‘a sort of first reserve’ in case of the custodial sentence. In evidence it was confirmed that he had not sought to rely on his CPC or acted on behalf of the operator by that date. The TC pushed Mr Britten on

Andrew Harris was convicted of theft after stealing approximately £30,000 by false accounting from Confidence Bus & Coach the term he used in his letter: ‘Temporary Transport Manager.’ Asked whether he was being paid, Mr Britten replied ‘no’ and said his role was ‘purely advisory at that point.’ While Mr Britten stated that Mr Harris was not in a good state of mind at that time, Mr Harris said that business carried on as normal with one school contract and a small amount of private hire. He said he was not over-stressed. Mr Harris appeared to anticipate that his conviction would leave him unable to fulfil the role of transport manager on this licence and said it was his intention for Mr Britten to act as the nominated transport manager. However, no fresh transport manager application had been lodged and it then emerged that in fact this was just a contingency. When the TC questioned Mr Harris as to whether this was
a permanent intention, he responded: “I might just, well, I think John needs to be on board with the business anyway.” He said that Mr Britten had been very good, so the TC asked him whether he had in fact been acting for him. Mr Harris said that he had provided consultative services but that he had not been paid.

It emerged that the operator had changed maintenance contractors twice without notifying the TC. “Mr Britten gave me a positive assessment of the business,” Richard Turfitt said. “I therefore referred him to the Preventative Maintenance Inspection (PMI) for March 4, 2014 which identified driver defects which had not been recorded on a Driver Defect Report. “When asked whether he had www.coachandbusweek.com

‘Nothing in his responses or in his correspondence indicates that even now Mr Harris appreciates that it was open to him to be honest with the investigatory authorities from the outset’ noticed this, he responded ‘No, Sir, I can honestly say that I did not’ and ‘I just can’t recollect that particular one.’ He inferred that he may have just glanced over the PMI record having noted that it was booked appropriately. “I therefore referred him to the reports prepared by the previous maintenance contractor and in particular to the inspection record dated November 8, 2013. A number of defects were identified but with no rectification work recorded.” Mr Britten explained: “My involvement was gradual and certain events in November of last year and probably March of this year, my involvement was not as intense as maybe it should have been, mainly because it was really my remit at that point to support Mr Harris in his desire to keep the business going, rather than if he lost his repute as a CPC holder then certainly the business would go as well.” Mr Britten then explained that he had initially been approached by Mr Harris to take on the transport manager role in the event that he gained a criminal conviction and as a result of that was disqualified from acting. He described this as his main remit but he wanted to know what he was taking on but only in ‘broad brush strokes.’ Reports had not dissuaded him from his wish to help a company which he felt was

The TC added: “I am not required to make any formal finding in respect of John Britten, but I can indicate that I am unhappy at the situation I found. “Mr Britten, the holder of a CPC, attended before me at a PI and told me that he taken the opportunity to scrutinise this operator and found them to be ‘a compliant business.’ He went on to describe the operation as a very viable small business. “Mr Britten apparently invoiced Mr Harris for his attendance at the PI in order for him to attend and tell me he would be ‘more than happy to take on the role because it is a very compliant, robust little business.’ “On my questioning of Mr Harris regarding his supervision of the maintenance contractor, his understanding as to how his vehicle came to be signed off as fit and roadworthy, his recording of periods when the vehicle was off the road, even when Mr Harris failed to provide me with the full driver defect reports as requested, I do not understand the basis upon which Mr Britten offered the view that this was a compliant operation. “He will anticipate, no doubt, my concern regarding his judgement in seeking to provide that evidence at a PI. I would not accordingly be minded to accept Mr Britten as an alternative

Andrew Harris’ Repute
At the time of making the application, dated June 15, 2012, Mr Harris had not been convicted of any offence. The TC was unaware of any explanation having been given when the TM1 Application to add Mr Britten as transport manager was lodged in October 2013. The Central Licensing Office wrote to Mr Harris on June 11, 2013 following receipt of information that he had been charged with theft by the Leicestershire Police. He was asked to respond no later than 10 days from the date of that letter. When no response was received, the Central Licensing Office wrote again on August 2, 2013. Mr Harris responded promptly to that letter on August 4, 2013. The TC expressed concern that, while Mr Harris claimed in his letter that he had encountered continuing problems with receipt of his post at the notified correspondence address and again prior to the PI, it was only in his letter of May 20, 2014 that Mr Harris indicated that he had taken steps to address these issues. In his letter of August 4, 2013, Mr Harris confirmed his previous position as Operations Manager for Confidence Bus and Coach. He described his main role as sorting out the daily scheduling and planning and day to day driver issues. He was then asked to start taking receipt and count the daily takings on the various routes operated; to which he apparently reluctantly agreed. He claimed: “Whilst carrying out this duty it became clear that something was wrong and the previous months of waybills spreadsheets did not balance with the money that was coming in. It became clear to me that Sue Williams was stealing money from the company which subsequently put me in a very difficult position.” He referred to the fact that he should have taken his concerns to the Managing Director but blamed his failure to do so on family dynamics within the company.
Richard Turfitt, Traffic Commissioner for the Eastern Traffic Area He stated that he was surprised when Mr Williams announced that a large amount of money had gone missing and felt that he should have been informed. The police were then called. He said: “Sue was arrested along with myself. I admitted that I had altered the waybills to balance the spreadsheets but that I hadn’t stolen a penny. I would never steal. After a couple of weeks I was sacked.” Mr Harris undertook to inform the Central Licensing Office of the outcome of his court appearance and went on: “I am only guilty of altering these waybills for the short period I mentioned and nothing else. Theft is incorporated into the charge because of the alterations of the waybills.” In that letter, he also attempted to point blame at the management of Confidence Bus and Coach and stated: “I personally feel I was set up when asked to count the money and being rather naive in my judgement at taking the additional work on without knowing what I could be walking into.” He described his actions as an error of judgement and stated he was ‘fully remorseful.’
TC’s Consideration
The TC said: “Mr Harris informed the Central Licensing Office of the two matters as recorded against him in an email dated October 21, 2013. I must say that I find the response from the Central Licensing Office to be troubling and I will be raising the opinion expressed with the management of that office. As requested, Mr Harris wrote formally on the same date. In that letter, he claims he had

‘I cannot rely on him as a transport manager. Putting aside the issues with the management of his maintenance arrangements, he failed to demonstrate that the trust placed in him was deserved’ kept the two caseworkers in the Central Licensing Office fully informed throughout the Court proceedings. “In his personal statement dated May 8, 2014, Mr Harris refers to the personal circumstances also referred to in the Probation Report of October 9, 2013, which I need not repeat as they touch on the medical circumstances of another person. Mr Harris appears to blame the length of the investigation and the current procedures on the actions of the police and the Crown Prosecution Service. He describes two years of living in limbo awaiting the outcome of that investigation during which he changed his life and built a career in this industry. “He claims that he telephoned the Central Licensing Office immediately upon being sentenced and then put this in writing. Whilst the probation report indicates Mr Harris expressed deep regret for his actions and appreciated the significant breach of trust owed to his then employer, I contrast that with his repeated attempts to hide behind the actions of his codefendant, Ms Williams. Even in the Probation Report, he indicates that he noticed discrepancies resulting from Ms Williams which led to his decision not to report his concerns, as he was fearful that he might lose his job. “The prosecution was clearly put on the basis that Mr Harris was responsible for taking fares and waybills from drivers and logging the figures, before passing them to Ms Williams who recorded the takings on a spreadsheet and banked the monies. There was a drastic shortfall against the money taken and what was banked, amounting to about £70,000. It was only when the MD challenged his daughter, Ms Williams, that Mr Harris’ involvement came to light. “HH Judge Brown was referred to a number of deposits that were paid into Mr Harris’ bank account from January 2010 onwards, which were consistent with bus fares. In evidence to me, he finally admitted the waybills had
been altered in order to cover up his theft. In doing so, he had manufactured documents by which he sought to hide behind the good name of the drivers employed by Confidence Bus and Coach. “Mr Harris tried to tell me that he had been denied a jury trial, sought to blame the Crown Prosecution Service for not serving evidence and referred to being bailed and re-bailed by the police during the course of their enquiries. He also said the reason he failed to put me on notice of these offences was that he was confident of being not guilty. “Nothing in his responses or in his correspondence indicates that even now Mr Harris appreciates that it was open to him to be honest with the investigatory authorities from the outset. He tried to persuade me that it was a very complicated case and the CPS might never find out an actual figure for what went missing. “Mr Harris denied theft of any money and yet he was sentenced on the basis that he had taken approximately £30,000 upon which basis the judge also made a confiscation order. “In taking evidence on Mr Harris’ current contractual obligations, he referred to his contract with the County Council for which he went through the usual CRB type checks. He said he was honest about the potential of having a criminal record. He was also apparently fully honest with the school. It therefore became clear to me that when he was making that application, he told the Local Authority about the potential for a conviction. “Unsurprisingly, I asked him why he did not inform me. It was only then that I received a straightforward answer to my question: ‘Fear, I think is an honest answer.’ That is a very different motive to the one described previously by Mr Harris in correspondence, his personal statement, and in the 30 odd pages of transcript of evidence. It indicates an appreciation of the consequences, a decision to avoid

those consequences, and it is that decision which causes me even greater concern.”
Findings
While the financial standing evidence of course had to be redacted from the TC’s written decision, it was in such a state as to require action against the licence. However, the TC also had to consider Mr Harris’ repute as operator and transport manager. “I have noted the period in which there has been operation without compliance action, albeit that finding must be tempered by my observations in respect of the compliance systems and even the failure to keep basic arrangements for the receipt of correspondence or to notify me of changes in maintenance contractor,” the TC said. “This is a small operation involving one vehicle and no other employees. The impact of any action, as with the criminal offending, will be felt by Mr Harris and his family. The decision is concerned with Mr Harris’ position as operator and transport manager. “I am not asked to consider the position of his vocational driving entitlement. I have also noted the content of the references provided in support of Mr Harris. I have also taken account of his concern for the passengers who rely on his current school contract. This is to his credit. I also note to his credit that he has completed the

Andrew Harris is disqualified from holding or obtaining an O-licence or being involved in the management of an entity holding an O-licence for four years. here have been plenty of instances over the years where CCTV has proven invaluable in catching ‘crash for cash’ scammers – criminals who deliberately cause accidents in order to make spurious whiplash claims. Forward-facing CCTV cameras can serve as undeniable evidence in these events, and can even be set to only save recordings when an impact is detected. This is one of many ways which CCTV can make passenger service vehicles a safe place to be, for both drivers and passengers. The peace of mind which the technology gives to both cannot be understated, through deterring crime and catching those who still commit acts of violence and vandalism. Security is more than just cameras and hard drives, though. There are products on the market to safeguard fuel from siphoning and prevent diesel theft from depot fuel pumps. With fuel being
one of the greatest expenses that operators face, keeping stocks on lockdown is very important. No matter how much is invested in driver training, driving aids and quality vehicles with good braking systems, sometimes things inevitably go wrong and accidents occur. When they do, operators need to be safe in the knowledge that they are properly covered by their insurance, with any repairs, replacement parts or replacement vehicles arriving with due haste so as not to disrupt the operation. There can also be legitimate injury claims to deal with if the vehicle in question was carrying passengers, not something which an operator will want to come out of its own pocket. One way of making sure this insurance is not invalidated is installing breathalysers on vehicles, preventing them from being driven while under the in�luence of alcohol. ■ www.coachandbusweek.com

A lot of things can happen in and around buses and coaches. From criminal behaviour against passengers or drivers through to accidents - genuine and staged. To establish what exactly happened out on the road, more and more operators rely on 360° CCTV coverage of their vehicles and increasingly look for better image quality, not least to counter claims. A recent example is Midlands operator trent barton, for which surveillance expert Synectics has just equipped 24 new buses with the latest CCTV technology. Anna Blunden is Insurance Administrator at trent barton and has experienced the impact of better quality images on claims handling: “Rather than mere blurred blots on the footage, we can now see clearly what a driver in another vehicle is wearing, see a motif on a t-shirt, which makes it a lot easier to identify third parties involved in incidents.” Multiple cameras that capture both the inside and outside of a bus or coach provide a gapless picture that can be crucial when
piecing together evidence. They can also provide the driver with a better view of the situation around his vehicle in traffic, preventing accidents and safeguarding passengers. Anna adds: “We started with a couple of cameras inside the vehicle and only a few days of recording. Today, we have cameras on the inside, nearside, offside and front of the vehicle, and recording lengths of up to a month. “It means we need more storage and manage more footage, but if we get a claim saying one of our buses hit another vehicle, we can be sure to have the footage to show what happened.” R&D efforts at Synectics are now geared towards giving operators like trent barton better images faster, for maximum operational and business benefit. THE BIG PICTURE A small group of industry professionals and enthusiasts participated in a recent charter of Stagecoach East’s former Eastern Counties open top Bristol FLF6G, which took it to King’s Lynn and along the Norfolk coast through Hunstanton to Wells. Unfortunately, despite the recent excellent weather that would have been ideal for those wishing to take in the bracing sea air from the top deck, the bus was caught at one point in a heavy downpour. Organiser of the tour was Steve Knight who took this fine study at the church of St Peter and St Paul, West Newton on the Sandringham Estate.

Monday: Press day. James and Amy are on rest day, leaving Andy, designer Ian and I to put the issue to bed. Tuesday: A busy day in the office doing admin, updating plans and arranging visits for features for the coming weeks. The latter include both a family-run coach operator and a plc bus firm. Wednesday: Drop some paperwork off at Travel De Courcey in Coventry. After a brief catchup with two members of the management team, I head to Cheslyn Hay. I’m greeted to a warm welcome by the friendly ladies on the main desk at Parrys International. My prayers are answered when black coffee is served. Gain some interesting material from Dave Parry. Thursday: As always, start the day with a catchup with my team. Spend the rest of the day writing. I’m particularly pleased when a coach operator I contacted on Tuesday calls to agree a time for an ‘Operator Profile’ visit. Get called into a meeting at 1630hrs. It’s nothing too serious – more a general catchup. However, I don’t leave the office until 1900hrs – by which time my stomach bells are into extra time. Friday: Juggle admin and magazine production. Leave the office happy at 1815hrs – the magazine is in a good place. It’s also the start of my week away. I’m delighted when I get home to find my Driver Qualification Card has arrived. I can now feel happier about doing a road test and hopefully sometime, a day behind the wheel of a coach or bus again.
Telling tales on the bus An internationally published author, who spent a week on the 36 bus route to inspire new writing, has released the results. ‘Fifteen Minute Read’ by Julia Crouch is available as a publication for No 36 travellers to pick up or download online. It features chapters on major attractions along the bus route, including The Theakstons Old Peculier Crime Writing Festival, which partnered with Transdev to back the unique project with their Writer in Residence. Other chapters focus on Fountain’s Abbey, Ripley Castle and Ripon Cathedral. Julia certainly told the whole story… Paul Hodgson, Marketing Manager at Transdev, said: “The No 36 Storytelling Project is a great way to really engage with the communities we serve. We wanted to celebrate the bus network, which is a lifeline.” With just fifteen minutes between

Features Writer, stumbled across the original bus used in the 1997 film, Spice World. Currently on permanent display at the Island Harbour Marina in Newport, the vehicle was used in the movie to transport the pop band, the Spice Girls, around London. It was driven by rocker Meat Loaf, who played a character called Dennis. The model is a 1978 British Leyland Bristol VRTSL3 double decker. Unfortunately, access to the inside was prohibited, but a cardboard cut-out of the group invited the ideal photo opportunity. The exhibit brings back fond memories for Amy, as she used to watch the film religiously as a child.
Here alights the bride A bride from Swingfield in Kent caught a Stagecoach bus to her wedding on Saturday, August 2, 2014. Charlene Thompson took the service bus from her home in Swingfield to her wedding venue, the Jackdaw in Denton, where she married her husband Adam Doran. While couples usually ride to their wedding in vintage cars, limousines or even the traditional horse drawn carriages, Charlene wanted something different. Charlene caught the 16A Stagecoach bus, which left Robert’s Corner at 1344hrs, arriving at The Jackdaw at 1349hrs. The Stagecoach team put up ribbons and banners on the bus to add to the experience.

the 36 bus service between Leeds, Harrogate and Ripon, most of the day Monday to Friday, the mini-reads are designed for making the most of the few short minutes before another bus comes along. Julia Crouch, a theatre director and playwright turned author of psychological thrillers, started the 36 Storytelling Project in November last year as part of her residency at the festival. As well as being able to read the free short stories, free crime books will be given away to travellers on the 36. Julia Crouch said: “There’s something about a physical journey that lets the imagination wander too. I hope it will help non-bus users see bus travel in a different light. This project is about encouraging the storytelling mind to travel, and the Leeds-Ripon route offers a wealth of starting points. It’s been a hugely inspirational adventure.”

New Managing Director for MAN Truck & Bus Simon Elliott has been appointed as Managing Director of MAN Truck & Bus with effect from September 8. It follows the decision last month of former Managing Director Des Evans to stand-down due to ill health. For the past three years, Simon has served as Managing Director, Volkswagen (VW) Group Ireland where he was responsible for Volkswagen cars and commercial vehicles, Audi, Skoda and SEAT. During this period the Group increased passenger car market share to 27%, taking VW to be the number one selling car brand in Ireland and 25% of the light commercial vehicle market. Volkswagen Ireland has also delivered record turnover for parts and accessories and become a benchmark for excellent customer service, with the VW
brand voted as the most reputable company in Ireland in 2014. FEC controller to tackle Great North Run
A First Eastern Counties (FEC) bus controller from Great Yarmouth is set to run 13 miles in aid of a children’s hospital which battled to save his baby son. Sheldon Rees, who works as a relief controller at First’s Great Yarmouth depot, will take part in the Great North Run on September 7 in aid of Great Ormond Street Hospital. Sheldon, who lives in Caister with his wife Sarah who works at Sainsbury’s, and their daughter, Libby, who is just four weeks old, will be taking part in the race for the third time in memory of their
son, Theo, who passed away in March 2012 when he was just six weeks old. To date, Sheldon and Sarah have raised more than £4,500 by taking part in sporting events and holding a cocktail party. Sheldon will be supported by colleagues from FEC on the day, including bus drivers Rob Jameson and Paul Veness. Adam Beck promoted to PLS Managing Director
PLS (Passenger Lift Services), a Mobility Networks company, has appointed Adam Beck as its new Managing Director following 20 years of committed service to the business. Adam, 41, joined the business fulltime in 1994 following successful completion of an Engineering and Production Degree and a thesis on wheelchair tie-downs. He had previously worked for PLS as an intern between university term times, through his friendship with fellow kart racing enthusiast Alan Ford – the founder of PLS. Adam began his career as Development Manager working in the R&D department and was instrumental in supporting the introduction of PLS’s first and highly successful, coach cassette lift. The pioneering product established the benchmark for all competitors to follow. Under the brand Access, it became the basis for all PLS lift products which evolved to meet wider requirements for accessible vehicle body builders, convertors and operators. In 2001 Adam was promoted to Production Manager and three years later he was involved in a management buyout as Alan Ford retired. Adam became Technical Director, which involved further responsibility and onus to drive R&D. On his latest career development, Adam said: “I am delighted with my promotion to MD and look forward to the higher level of responsibility it
