C
oach parking in London is all the rage in this issue – with both my own report on the London Tourist Coach Forum (LTCF) (see p24) and the debut of our new columnist ‘Leo Pard.’ The respected individual is the coaching equivalent of ‘Merlin.’ In case you hadn’t gathered, we intend for the pair to write in a similar vain to the legendary Marksman. Undoubtedly the hot topic at the LTCF was the loss of 20 vital coach bays on the Embankment, which look set to go with the introduction of the Cycle Superhighway (CS). I spoke to one well-known operator who told me he was intending to slash his London excursions as it will be “too much hassle,” soaking up valuable management time. It was said at LTCF that cycling is London’s fastest growing mode of transport. On that note, something that caught my eye while watching ‘Tonight: Future Transport’ on ITV on Thursday evening, was a vision for elevated cycle lanes on top of rail routes in London. It was a suggestion to get around space constraints on the existing road
network, while also providing a rapid route for those on two wheels. Predictably with such programmes, it bemoaned ‘point to point’ public transport provision and it also fell victim to the all-too familiar error of omitting to mention that people commute much further than they did in the days of yore... Back to coaching, TfL’s coach bay utilisation surveys found that at eight of the 18 central London locations examined, the overstay rate was up to 92% – equating to nine out of 10 coaches overstayed. This will strike a chord worth those who share stories and photos of alleged ‘overstayers’ on social media. It is arguably indicative of just how short of space London is for coaches. It wasn’t all gloom by any means at LTCF – such as the drive to introduce mixed use bays, which will at least allow coaches to pick up and set down, and TfL’s decision to continue to fund training for coach drivers on London’s rules and regulations. Poo bus thats sustainable The UK’s first bus running on human sewage and food waste was expected to enter service with Bath Bus Company (BBC) on Monday morning (November 24). The 40-seat ADL Enviro300SGbodied Scania K270UB former demonstrator is being hired to BBC for a six-month period so it can operate on the A4 route from Bath to Bristol Airport, via South Bristol. Bristol has been named European Green Capital for 2015 so the bus is expected to continue to operate in the area after that trial is completed. It’s entry into service is an industry first that has attracted national media attention both in newspapers and on TV because of the nature of the fuel source which is entirely sustainable and renewable. The Scania can travel up to 300km on a full tank of gas, which takes the annual waste of around five people to produce. Using the annual waste generated from one bus load of passengers would provide enough power for it to travel a return journey from Land’s End to John O’Groats. A temporary refuelling station designed to satisfy the needs of this one vehicle has been installed by Roadgas at the Bristol Sewage Treatment Works, Avonmouth run by GENeco, a subsidiary of Wessex Water. The onsite anaerobic digestion plant supplies it directly
as well as injecting into the national grid. Compression of the fuel enables fast fill to take place in around five minutes. A permanent refuelling facility is a possibility for the future. GENeco was launched in 2010 so Wessex Water could increase the amount of renewable energy it can produce. In 2012 it opened the country’s first co-located food waste plant at a sewage works. The Avonmouth gas to grid plant was built this year. While there are other anaerobic digestion plants already connected to the national grid, Wessex Water says that its is the first to inject bio-methane produced from this type of waste. While UK operators of gas buses purchase bio-methane through green gas certificates, the vehicles actually run on Compressed Natural Gas (CNG) as, more than likely, that’s what actually comes out of the gas main. The Bristol treatment works deals with around 75 million cubic metres of sewage waste and 35,000 tonnes of food waste, collected from households, supermarkets and food manufacturers, every year. The anaerobic digestion plant can produce 17 million cubic metres of bio-methane. Impurities are removed by a bioscrubber and activated carbon filters to produce virtually odour free emissions to air. Propane is added to the biomethane, enriching it to natural gas quality and calorific value. It’s analysed and monitored to

GENeco General Manager Mohammed Saddiq said: “Through treating sewage and food that’s unfit for human consumption we’re able to produce enough biomethane to provide a significant supply of gas to the national gas network that’s capable of powering almost 8,500 homes as well as fuelling the ‘Bio-Bus’. “Gas powered vehicles have an important role to play in improving air quality in UK cities, but the BioBus goes further than that and is actually powered by people living

in the local area, including quite possibly those on the bus itself. “Using bio-methane in this way not only provides a sustainable fuel, but also reduces our reliance on traditional fossil fuels.” BBC’s Engineering Director Collin Field said: “Up to 10,000 passengers are expected to travel on the A4 service in a month, which is available not only for airport travel, but also local journeys along the route through Saltford, Keynsham, Brislington, Knowle and Hengrove. “As part of the RATP Dev UK group, this (project) represents RATP Dev’s involvement in the

latest of a number of initiatives to gain experience of alternative fuels, with sister companies also experimenting with different alternatives. The information we gain will be shared with other group companies across the UK and Europe. “The timing of the initiative could not be more appropriate as we approach 2015 when the City of Bristol itself becomes European Green Capital. With so much attention being directed towards improving air quality generally, the public reaction to the appearance of this bus on a service between a World Heritage city and an airport will further focus on the potential for this particular fuel.” Charlotte Morton, Chief Executive of the Anaerobic Digestion & Bioresources Association (ADBA) added: “GENeco’s Bio-Bus is an excellent demonstration of bio-methane’s unique benefits; decarbonising areas other renewables can’t reach. A home generated green gas, bio-methane is capable of replacing around 10% of the UK’s domestic gas needs and is currently the only renewable fuel available to commercial vehicles. “The bus also clearly shows that human poo and our waste food are valuable resources. Food which is unsuitable for human consumption should be separately collected and recycled through anaerobic digestion into green gas and biofertilisers, not wasted in landfill sites or incinerators. The Bio-Bus will also help to demonstrate the true value of separate food waste collections, which are now obligatory in all other regions, to the English government.” Businesses backing the project include Scania, Roadgas, CNG Services, Dampney’s Agri Environmental, Trant, Grontmij and AIR Decker.

Manchester bus corridor Oxford Road to be developed with priority New developments combined with priority changes in the city centre New plans to improve travel along the busy bus corridor of Oxford Road in Manchester have been unveiled, with a major bus priority corridor featuring Greater Manchester’s �irst ever Dutch-style cycle lanes. Transport for Greater Manchester (TfGM) and Manchester City Council have developed the plans for Oxford Road, which go hand-inhand with recently advertised bus priority changes for the city centre. The scheme – which will limit general traf�ic along sections of Oxford Road and include over 4km (2.5 miles) of segregated bus lanes – is part of a wider bus priority package which TfGM expects to signi�icantly improve the quality, punctuality and reliability of bus services on 25 miles of key routes in Greater Manchester. The updated plans for Oxford Road have been announced as road-widening, resurfacing and junction improvement work comes to an end this week on parallel Upper Brook Street. Over 500 people gave feedback on the Oxford Road proposals during a major consultation that has helped shaped the scheme, alongside continuing discussions with stakeholders and properties fronting the route. Councillor Andrew Fender,
Chairman of the TfGM Committee, said: “This is an exciting scheme that will revolutionise sustainable travel along one of the busiest routes into Manchester city centre, with better access to the universities, healthcare and various businesses along the route. “As well as speeding up bus journey times and improving cycling, pedestrians using Oxford Road will bene�it from wider footpaths and safer crossing points along the route. “The plans have been shaped by input from local businesses, organisations and residents and balance the needs of all road users. Ultimately, the bus priority package will create a better environment and future for everyone who works in, lives in or visits our city.”
Sir Richard Leese, leader of Manchester City Council, said: “This is part of a major investment in our infrastructure that will help us make travel greener and more sustainable while also providing huge bene�its for the city’s economy. “These are exciting plans which will transform public transport in Manchester, making bus journeys quicker and more reliable, while also introducing Dutch-style cycling lanes which will provide huge improvements for cyclists on one of the country’s busiest bike routes.”
First Bus has become the �irst nationwide public transport company to offer Barclays Pingit as a mobile payment option. The announcement comes as it completes the roll out of mobile ticketing across its operations, enabling customers to use their mobile phones as bus tickets. Since launching mTicketing in its Aberdeen and Worcester operations in March 2014 First is now selling more than 30,000 mTickets a month. The introduction of mTicketing to First Cymru and First Scotland East on November 3 concluded the roll out programme and means that customers carried by all the operating companies
are enjoying the bene�its although in Bristol, Bath and Norwich it’s limited to students. Despite Pingit only being added recently as a payment option, in some of First’s operating areas its share of mTicketing transactions is approaching 7%. More than 50% of Pingit payments so far are by bus users over the age of 25 demonstrating its popularity with customers across many ages Giles Fearnley, MD of First Bus, said: “I’m delighted we are the �irst nationwide public transport operator to partner with Barclays’ ground-breaking Pingit mobile payments service. This partnership puts First at the forefront of bus

Sales are well ahead of our projections and growing strongly. Customers are welcoming the extra convenience that it offers, not having to worry about losing bus tickets and passes or having the correct change. Exceptional progress has been made by our teams in bringing this product to market and it’s not only helping us attract new customers, but is also encouraging infrequent customers to get on board the bus more often.”

Arriva Southern Counties launches Charles Dickens bus Arriva Southern Counties is running an autumn tourist bus for Medway Council focussed on places around the Rochester area which were so loved by author Charles Dickens. The gold and purple Dennis Dart bus took to the road on Saturday, November 15 and will run twice daily on Saturdays and Sundays until December 21, but once a day over the weekend of the Christmas Dickensian Festival. The bus previously wore a gold livery to celebrate local Olympian Lizzie Yarnold’s success at the 2014 Winter Olympics. The inside of the bus features depictions of characters from Dickens’ novels and there are quotations from his books on the backs of the seats. Several Charles Dickens novels were set in and around Rochester and he ended his days at Gads Hill Place, Higham, now a private school.
Bus Partnerships Best Practice Guidance The Department for Transport (DfT) has commissioned Atkins and The TAS Partnership to produce best practice guidance on bus partnerships, covering England (outside London), in response to requests from local authorities and bus operators for improved and updated guidance. The guidance will set out the components of strong bus partnerships, both voluntary and statutory, barriers to establishing

This year’s Christmas festival will take place on December 6 and 7 and Arriva will be providing the festival’s free Park & Ride service. The Dickens Country Experience tour follows the success over the past two summers of the hourly, seven-days-a-week, ‘Explore Medway’ open-top tour that Arriva has run on behalf of Medway Council. Arriva’s Regional Publicity Manager, Richard Lewis, said: “Following the success of the Explore Medway tours, we are delighted to work in partnership with Medway Council to provide another interesting tour that explores the area’s history. “The open-top tours featured a commentary by well-known actor Brian Blessed and the new Dickens Experience tours will have live, entertaining commentaries given by actors which we are sure customers will enjoy.”
“Consultation will be a core part of the process and will enable as meaningful and informative a guide as possible. We are pleased to contribute towards guidance which partners themselves have requested.” The work is being led for the DfT by The TAS Partnership Ltd, supported by Atkins, and with a project group involving representative organisations, public and commercial, working in the public transport sector. Coach pick-up spots failing disabled passengers Minister for disabled people and National Express critical as it is revealed 37% of the company’s pick-up stops cannot support the wheelchair lifts on the operator’s coaches The Minister responsible for disabled people is leading calls for councils to make bus stations and stops more accessible to disabled travellers, after it emerged that 37% of stops used by National Express cannot accommodate wheelchair users, despite its fleet being able to carry them. National Express stops at almost 1,200 bus stops across the country, but says that 436 of these have so many restrictions that they prevent drivers from using their lifts to carry wheelchair users aboard. Some are left
unable to board the coach as a result. The majority of these stations and bus stops are owned by local authorities and have a legal responsibility to comply with the Equality Act by making reasonable adjustments for disabled travellers. Minister of State for Disabled People, Mark Harper, said: “It is simply unacceptable that in the 21st century more is not being done to make coach stations and stops more accessible to disabled travellers. There is little point in making sure coaches themselves are accessible, if those who operate the places where people are collected from are not doing what they can to help. “This isn’t just about doing what’s right, it’s also about
recognising the business case – as disabled people and their households have an annual spending power of £200bn.” All of National Express’ 550 vehicles are wheelchair accessible – meaning they can carry wheelchair users at the front of their coaches. National Express’ lift requires a clear space for a three metre extension from the side of the coach to allow a wheelchair to be lifted aboard. In many stations or bus stops, furniture and objects which overhang mean wheelchair users who are hoping to travel are left unable to board the national coach service. The government welcomed statistics which show 84% of buses and coaches in England meet new regulations that make
them accessible to disabled people – ahead of a deadline by 2020. Managing Director of National Express, Tom Stables, said: “We carry millions of passengers every year and are absolutely committed to getting people where they want to go, whatever their circumstances. We passionately believe everyone has the right to travel that’s why we were the first coach company to introduce a wheelchair lift. “While we’re really proud of our accessibility record, we still believe there’s a long way to go in the field of accessible travel. “We’ve worked with partners and lobbied to make third-party stations and bus stops more accessible for years and while the situation has improved, over a third of stops are still not accessible to wheelchair users. “We hope that with the backing of the government more station and bus stop owners will listen and take action in this crucial area.”
Greyhound coach service to Bristol Airport sees overhaul
The timetable for the Greyhound coach service has been overhauled, with a number of additional journeys added in. Passengers in Swansea can now get to the airport significantly earlier in the day, allowing them to check in for a number of early morning departures. Likewise for those flying back into Bristol later into the evening there will be the opportunity to travel back to Swansea much later into the night. The earliest Greyhound service from Swansea Bus Station used to depart at 0645hrs (or 0618hrs from Waunarlwydd) Monday to Friday, but coaches have been leaving regularly throughout the night making it possible to arrive for check in from 0345hrs. For those flying back into Bristol late at night, the last journey
The updated service now allows passengers to board flights which depart earlier in the morning and arrive later at night from Bristol Airport has been extended beyond Cardiff (its current terminus) to run through to Swansea Bus Station. Coaches depart at 0120hrs, arriving into Swansea at 0350hrs.

From the end of the November, the weekend timetable for Greyhound services will also be altered, making it much more consistent with the Monday to Friday one. From November 30
there will be eight journeys a day from Swansea to Bristol Airport, and nine journeys a day from Bristol Airport to Swansea. Chris Davidson, Commercial Manager for the First Cymru, which operates the service, said: “We think the changes to the timetable will really appeal to those people wishing to take advantage of the early flights out of Bristol Airport. “A number of airlines use the early morning slots, not least the likes of Easyjet, Ryan Air, BMI regional and Thomas Cook – to name but a few. “Our new timetables will hopefully resonate with those people who – while trying to connect with these flights – are looking for an easy, cost effective way to travel to and from the airport.”

L Gerald Butler, Liverpool Coach Station Senior Customer Advisor Donna Carvell and National Express Driver Frank Garton The 20th anniversary of Liverpool Coach Station has been marked by the visit of a preserved National Express-liveried coach from the 1970s. Driving the Duple-bodied Leyland Leopard, which was parked next to a current Caetano Levante Volvo, was former National Express driver Gerard Butler who drove services to Liverpool in the days before the modern station existed. He was accompanied by fellow members of the Ribble Vehicle Preservation Trust who provided the historic coach. Liverpool Coach Station Manager John Lord said: “20 years ago I remember working as a junior member of staff and I can’t believe how much things have changed. I feel so proud to see how the service has been re�ined
over the years to make travel as comfortable as possible for our passengers.” Before the current facility opened, passengers had to board services at a stop known as the Hut on the Hill on Brownlow Hill. When the purpose-built station opened in 1994 it brought with it the bene�its of waiting rooms, multiple coach bays, seating, toilets and refreshments. Then it was possible to reach 35 destinations. Now it’s 122. In 1994 an off-peak single ticket from Liverpool to London would cost £21.50 whereas current fares start from £5 when booked in advance. Customers can now book online using a smartphone, use the Coach Tracker app to track their service and text the company feedback about their journey.
Chalkwell has launched a new Twitter account, @Chalkwell London, for commuter customers following a recent survey into communications and traf�ic updates. Chalkwell will post live updates about its commuter services and where customers can provide the operator with instant feedback. Delays of up to 15 minutes will be sent out via Twitter using the new @ChalkwellLondon account, while delays of more than 15 minutes, or diversions, will be sent out via text service and Twitter. Customers who follow Chalkwell
on its existing Twitter service @Chalkwellcoach will still be able to do so, though it will be used for Chalkwell activities other than commuters. In a separate development, Chalkwell has also announced that it will shortly be trialling a new radio system on two of its coaches. Commercial Director Roland Eglinton said: “We are conscious of the need for our drivers to be able to communicate safely and effectively with each other and our base so that our services can be as reliable as possible.” He continued: “The trial of a new radio system follows consideration of a number of different options and if it proves successful we will roll this out to the rest of our commuter �leet.”

ast month I was lucky enough to be invited to go and help a client choose and design the inside and outside of their new vehicle order with Mercedes! Excited does not really cover it – obviously lots of people in the industry do this frequently when they place their new bus orders but for me it was my first time. I was going to actually visit the factory and influence something that is going to be built from scratch, eek. The girls in the office were clearly jealous as they muttered something that sounded a lot like ‘bus geek’… The hospitality of the Mercedes team was great (food, drinks and a few more drinks) and the guys at the factory in Mannheim were so welcoming and friendly. To sit in the design studio was of course the best part for me. I could see my clients were amused by my lengthy discussion on the different shades of grey, yellow and silver but the end result is a sleek, professional and stylish livery (if I do say so myself). It looks simple but the shades of grey I went through, you wouldn’t believe! Then it was on to the interior ensuring the colours and materials
kept the airy feel of the Mercedes Citaro and made the vehicle flow front to back – the simplest of style features made such a difference and I was in my element switching colours and materials around. We then started to add USB charging points and bells in just the right places for the right customer, things you know will work but I never thought I would use to create such a specific space for customers. The technical specification section of our day there wasn’t quite so exciting for me, with lots of lengthy discussion on wiring, but being from an engineering family I couldn’t help having some intrigue into how everything is built up, even creating a specific space and utility for the driver – my mind had already started to write
the internal communications for the driving team – they were going to love these buses! As our day came to an end we had a tour of the factory (one of the cleanest workshop environments I have ever seen) and saw vehicles that were going out all over Europe. The Italian designed bus was easy to spot and absolutely spot on with slimline leather seats that were gorgeous but not very comfortable. I cannot wait to see the finished product and I have started work on the customer communications already – complementing the new colours and style that we’ve worked on with the client. Roll on March – Spring is going to bring a brand new set of high spec, sexy buses to Blackpool Transport.

NEWS › REGIONAL MIDLANDS A BLOCK OF SHOPS will be demolished to make way for Leicester’s new Haymarket bus station. The vacant buildings will be torn down over four consecutive nights starting on November 22, 2014. The work will be carried out by demolition company Windmill Group. City Mayor Peter Soulsby said: “The new Haymarket bus station will transform this part of the city centre, and the demolition of this rather rundown block of buildings will be the first clear sign of that. “Officers have worked closely with contractors to come up with a method that will cause the least disruption to traffic, retailers and people living in the area. However, we are very mindful of the potential disturbance of working through the night, and this will be closely monitored.” Construction on the new £13.5m bus station will begin in January and almost double the number of existing stops from 12 to 23. It is expected to be operational by December 2015. A £9M PARTNERSHIP Plus deal has been signed by Arriva and Centro, which will include new buses, Swift electronic ticketing and refurbishments to a key bus station. WiFi equipped Sapphire buses and a revamp of Dudley bus station are some of the measures forming part of the deal. The commitment will pledge 22 initiatives between 2014 and 2016, with the aim of making bus travel more attractive, improving customer satisfaction and growing passenger numbers. The new buses will operate on the 110 route from Birmingham to Tamworth and the 1 and 2 routes between Walsall and Cannock. As well as free WiFi the buses feature E-leather seats, at-seat charging points for mobile phones, laptops and ipads along with destination stopping signs. Alex Perry, Regional Managing Director of Arriva Midlands said: “At Arriva Midlands, we are incredibly proud of the part we play in ensuring our customers have access to the very best transport service possible. “We are delighted to enter into this agreement with Centro, which we believe will facilitate the continual enhancement of not only passenger experience, but

Arriva Southern Counties has n altered the route of one of its services between Maidstone and Tunbridge Wells to provide new links to Five Oak Green village. GMB TRADE UNION members at GoAhead-owned Uni-Link in Southampton have accepted a two-year pay deal with a 2.5% increase from October 1, 2014 and a 2.3% rise from October 1, 2015. 70 union members, based at Eastleigh depot working on the Southampton University UNI-LINK Bus services, voted overwhelmingly in a workplace ballot to accept the pay increase. The deal will see a 2.5% increase from October 1, 2014 on all rates including overtime with a further 2.3% increase from October 1, 2015 on all rates again including overtime. This deal will also see a further increase mechanism being applied should certain inflationary levels above the offer itself impact the economy. Adrian Baker, GMB Regional Organiser, said: “These members at UNI-LINK Southampton have accepted this two year deal which is inflation proof. “The members were initially offered a three year pay deal which they turned down. It was felt by GMB stewards and members that this would see a too prolonged a period when there would be no negotiations on pay at a time when the economy on the South Coast could be showing signs of recovery and improvement.” ARRIVA BUSES will be setting off in a new direction from Gillingham and Maidstone on weekends in December to take people Christmas shopping at Ashford’s McArthurGlen Designer Outlet. The excursions by doubledecker bus will run on Saturdays and Sundays between December 6 and 21 inclusive, picking up at selected bus stops in Gillingham and Chatham before a final stop at Maidstone East Station followed by a fast run to the outlet. approved a recommendation for the development – proposed for Gorse Stacks – to move from the initial design stage to construction procurement, before the planning committee meets to discuss the major scheme on December 16. The meeting heard that the relocation of the existing bus exchange from Princess Street is a ‘key enabling project’ in the £300m Northgate development. Members viewed images of the proposed design of the interchange, which has been modi�ied in response to comments from the latest round of public consultation. The meeting heard that £262,000 had been spent to date on design work and technical studies, and that the decision to move to procurement would release a further £767,000 to progress the scheme. Council Leader Mike Jones said: “This is a further signi�icant milestone in the process of delivering a much-needed modern bus interchange and paving the way for work to commence on the Northgate scheme that is so important for the future economic prosperity of the city centre.”

As part of the Red Arrow package, buses on the 522/523 routes have been improved with leather seating and free WiFi and low emission engines. Injunction stops Malta contracts Contracts for Malta’s new bus network temporarily stopped after a legal challenge from one of the original bidders MALTA The Times of Malta newspaper has reported that a Maltese court has upheld a request by the Island Buses Malta consortium to temporarily stop the transport authorities from entering into any contracts or agreements with the Autobuses Urbanos de León S.A to run the island’s bus services. The Spanish company is a subsidiary of National Express owned ALSA. According to the newspaper, Justice Mark Chetcuti upheld a request by Island Buses Malta to issue a warrant of prohibitory injunction in a case filed against Transport Malta, the Transport Ministry, the Government and Malta Public Transport Services. The case will continue on November 27. Along with Autobuses Urbanos de León and Gozo First Travel, the Maltese consortium was one of the three bidders submitting an offer, following an expression of interest which closed on April 7. In the request filed in court Island Buses argued that the tender was awarded to Autobuses Urbanos de León when its bid did not respect the conditions laid down in the call for expression of interest (EOI). It emerged, through media reports, that Autobuses Urbanos de León would not be operating the whole service immediately as specified in the EOI, but would be benefiting from €23 million in subsidies that would increase over the years – as the service

Uncertainty continues over the future of Malta’s bus network. GEOFF GIRLING expanded by buying more buses and employing more people. Besides, according to the EOI, bids had to be made according to fixed parameters so that the amount of subsidies needed for the entire service would be calculated upfront. In accepting the phased-in service Transport Malta, as the contracting company, gave Autobuses Urbanos de León an advantage and, in so doing, exceeded its discretional powers, Island Buses said. Island Buses added that, had it known this was an option, it would have submitted a more competitive bid quoting a lesser figure than the €40 million subsidy it submitted. Island Buses added that it could not appeal the tender adjudication since the time period had elapsed and, it was only until recently that all the
facts emerged in the media. It called on the court to issue the injunction saying this was in the interest of the Maltese public. Addressing a news conference this afternoon, Prime Minister Joseph Muscat said the government was ‘convinced of the validity of its arguments’ when asked about the court injunction. “The Maltese consortium had every right to appeal and we will move ahead with the signing of the agreement when the court lifts its mandate,” he said. In a statement in the evening, the ministry said that together with Malta Public Transport Services and Transport Malta it was determined to take all necessary steps, including legal, to continue working for the people to have suitable public transport which met its aspirations.
AUSTRALIA JetExpress is a new Adelaide Metro service between the airport and the city centre using a twin-steer Bustech double-decker. It’s the first time a double-decker has been used for city operation since the last trolleybuses were withdrawn in 1958. The service will be trialled for six months to see how long it takes people to board and alight, and how customers respond. It complements JetBus services already linking the airport with Gleneig, West Beach and the city. Transport Minster Stephen Mullighan explained that with record numbers of international and interstate visitors passing through Adelaide Airport, these new services will give travellers an extra transport option to get to and from the airport. “The new, fully air-conditioned JetExpress bus seats 92 passengers – far greater capacity than standard 47-seat and 67-seat articulated buses – and will be available for the cost of a normal metroticket fare,” he said. “It will enable us to carry more people between the airport and the city as more airlines and more flights continue to be added at the airport. The service will operate hourly and take approximately 25 minutes, providing 10 trips in the morning period and 10 in the evening.”
3,000th Mercedes-Benz Citaro delivered in Germany GERMANY Almost eight months to the day after the delivery of the 1000th Euro 6 Mercedes-Benz Citaro, the 3,000th has gone to Medenbach Traffic GmbH of Weilburg. A Citaro LE, it’s part of an order for 20 similar buses and five articulated Citaro Gs. Hartmut Schick, Head of Daimler Buses and CEO of EvoBus GmbH, said: “Both our new generation of vehicles and the fuel-efficient BlueEfficency engines meet our customers’ wishes for economy
and state-of-the-art technology in ideal fashion. Transport operators wish to and need to operate regular services which are environmentallyfriendly and make economic sense. With the Citaro Euro 6 modular systems we are able to cover virtually all customer requirements in this regard.” Medenbach Traffic GmbH was originally founded as a haulage business in 1935. The new buses will be launched in the Lahn-Dill district from December 14.

Recognising, rewarding and inspiring Jade Smith reports on the esteemed UK Bus Awards 2014 held on November 18 at London’s popular Hilton Park Lane hotel The annual UK Bus Awards, now in their 19th year, recognise and reward the achievements of the bus industry and aim to inspire others with winning approaches. This year over 40 people drawn from a wide range of backgrounds and organisations made up six expert panels who assessed over 400 entries, the highest number of applicants the awards have ever seen. Once again this year, mystery traveller checks influenced the outcomes of the contests. Different for this year was the awards system itself, which for the first time introduced Gold, Silver and Bronze awards, instead of the previous Winner, Runner-up and Highly Commended sections. The lunchtime ceremony was hosted by BBC News Presenter Jane Hill, her fourth successive year compering for the awards. She enthused: “It is an absolute pleasure to be back here with what feels like old friends – and some new friends as well.” Congratulating all the winners, UK Bus Awards Chairman Tony Depledge commented: “In my first year as Chairman of UK Bus Awards, I’ve been delighted to see at first hand so many great projects from bus operators and local authorities.” “Where authorities and operators align their priorities and develop schemes together, the results can inspire the whole industry for the constant improvement in service quality that our passengers deserve,” he continued. “Clever marketing, innovative engineering and outstanding customer service are built on the commitment of everyone who works in the industry – and it’s that commitment and hard work that we’re also celebrating at the UK Bus Awards Ceremony. “Every one of the 400 entrants
has a good story to tell. All the finalists deserve their nominations. Every Gold, Silver and Bronze winner will inspire us all – and with the 20th year of the UK Bus Awards Scheme coming up in 2015, I’m confident that our industry will rise to the challenge of delivering yet more!” Graham Pendlebury, Director of Local Transport, delivered the keynote address in Minister of State for Transport Baroness Kramer’s absence. He highlighted the importance of the industry to the public: “The bus industry that we’re honouring today is responsible for around two thirds of all public transport journeys made across the country. Buses and coaches may not hit the headlines like other forms of transport, but in terms of their value to the travelling public and the economies of every town, city and region across the UK no other transport comes close. “Despite the pressures and challenges facing the industry, services are continually getting better, with improvements in customer satisfaction and punctuality, and reductions in journey times and anti-social behaviour. The industry deserves real credit. “The bus industry deserves credit for already adopting new technologies. Technology is a key factor in making buses more accessible. Statistics from September of this year show now that 84% of buses in England meet full industry accessibility requirements, and that figure continues to grow. We want to get more audio and visual technology on buses, but we understand that the industry has to be realistic about costs. “There’s one thing technology can’t do, and that’s provide excellent face-to-face customer service, so we’re keen that all drivers are equipped to help blind, partially-sighted and disabled passengers. “It is innovation across the industry that we are here to

celebrate today. It takes non-stop effort and commitment, and that’s what we see in the nominees and the award winners today. Every nominee in every category should feel proud of themselves. “What is so inspiring is that here, under this one roof, are many of the solutions we need - the new technologies and the teams who go beyond what is expected of them to deliver a better service for the customer.” Guest of honour, Sir Peter Hendy CBE, President of the International Public Transport Union (UITP) and Transport Commissioner for London, presented some special awards saying that it was “great to be here amongst friends.” First Rail Support and Stagecoach received special commendations for their efforts
in ‘Overcoming Adversity’ during the period of disruption to the rail network in the South West following severe flooding earlier this year. Presenting the award, Peter said: “Last winter’s storms brought real problems to the South West of England, particularly for rail passengers. The bus industry pitched in to keep vital transport links running, while the immense task of re-building a railway in the South West was planned and executed. “So today we’re recognising the work of First Rail Support and Stagecoach South West in keeping the communities connected in their part of England.” Additionally, a Special Award for the delivery of Bus and Coach Transport for the 2014 www.coachandbusweek.com

Commonwealth Games was presented jointly to First Games Transport and First Glasgow, who following years of planning and testing, deployed and managed some 580 buses and coaches from a team of operators from across the British Isles, for the 12-day period of the Games. Between them they made 48,000 total journeys over the 12 days. Peter praised the winners saying: “The Commonwealth Games was the largest sporting event ever held in Scotland with 5,000 athletes, 71 different nations and territories and 1.3million people attending the event. off, allowing all involved to enjoy the quick and reliable bus services provided by a team of operators drawn from across the UK and all managed by First Games Transport and First Glasgow.” Chris Cheek, Director of UK Bus Awards ended the awards with some closing remarks. After congratulating the winners and �inalists he emphasized the importance of the people in the bus industry: “It’s a particular pleasure every year to read about our people – the frontline staff who have the technical skill to cope with modern traf�ic and the ability to get on well with their customers. This is vital, because in the end it is the direct relationship with our customers that really matters. The future of our industry will not be determined in
Whitehall or in the town hall, but by the millions of ordinary people who make their travel choices every day. “Here at the awards, we see increasing evidence of the progress that is being made every year in the higher quality and volume of entries in these awards and in the service standards we measure in our mystery shopper surveys. “Of course there’s still more to do, and of course there is still a big gap between the best and the worst, but huge progress has been made and is being made. “As well as keeping up the good work, we need to shout about all that we are doing and all the successes we are achieving, and that is in large measure what the awards are all about.”

London Tourist Coach Action Plan Gareth Evans reports on last week’s London Tourist Coach Forum, which highlighted the latest developments on coach parking and drop off areas
The controversial issues of Picking Up and Setting Down (PUSD) and parking dominated the London Tourist Coach Forum, held on Thursday (November 20) at Transport for London’s (TfL) Palestra headquarters in Southwark. A cross-section of stakeholders discussed the progress made in the first year of the Tourist Coach Action Plan (TCAP), which involves TfL, the Confederation of Passenger Transport (CPT) and other partners, including London councils. Stephen Smith, CPT Operations Director, who chaired the proceedings, summed things up: “It doesn’t seem like a year has passed since the launch of the TCAP.”
Achievements
Spencer Palmer spoke on behalf of London Councils, a cross-party organisation which represents the 33 London local authorities, and which has a particular interest in the management of traffic and parking. He highlighted the achievements made this year:
l London Borough of Camden “Camden has taken an active role on the TCAP Board and has used the opportunity to engage with the tourist coach industry, specifically on the proposals for Tottenham Court Road. “The latter sought to restrict ‘unnecessary traffic’ while recognising the importance of businesses’ servicing needs which can now be more efficiently accommodated. The design helps to reduce conflicting demands for limited kerb space and increases the opportunities for coaches to pick up and set down in a very busy part of central London.” l Coach marshalling “TfL has agreed to work with partners to pilot a coach marshalling system at some key coach destination locations to ensure more effective management of bays,” explained Spencer. “A good example can be seen at the London Eye, where eight pick up and set down bays are marshalled by Merlin Entertainments. “So far, three locations have been identified as having the potential to benefit from such a scheme – the Natural History Museum, Grosvenor Place and Buckingham Gate. The problems being experienced at these locations include significant overstaying and parking on yellow

lines. Whilst work is underway to develop schemes at these locations, TfL has in the interim, tasked its staff to visit Grosvenor Place to move coaches along if no PUSD activity is taking place. This has helped prevent drivers overstaying or misusing dedicated facilities.” l Mixed use bays “Six loading bays on the TfL road network will, by use of an experimental Traffic Regulation Order, be redefined as “mixed use bays,” continued Spencer. “Their introduction will mean coaches can stop to set down and pick up or park for the duration of the permitted time for the loading or unloading to take place. The locations are: Stamford Street, Warwick Street, Vauxhall Bridge Road, Commercial Street, Whitechapel Art Gallery and Park Lane. Subject to DfT signage approval, they are expected to be available for use from next month. “They will be monitored to ensure they’re being used appropriately and to assess the impact of the new designation on other road users. This may take the form of bay sensors.” l Coach bay utilisation surveys “Surveys were carried out in June on the Victoria Embankment, Tothill Street, Park Lane and the National History Museum, Kingsway and
Russell Street. The findings showed that on the both days – June 3 and 4 – over 400 coaches used the bays at 18 central London locations. The overall overstay rate was 24%,” he said. “However, at eight locations that percentage was significantly higher – up to 92% – equating to nine out of 10 coaches overstayed. “A number of coaches overstayed by as much as three to five hours. A follow up survey took place earlier this month, although the data has yet to be fully analysed.” l Coach Driver Training “TfL courses on the rules and regulations of operating coaches in London have now been undertaken by over 500 coach drivers. To meet the industry’s need for greater flexibility, courses were delivered at various locations outside London. The feedback has largely been positive. TfL will continue to fund the course in 2015/16 if the industry feels there is still demand.” lAttractions Spencer said that in conjunction with London & Partners (L&P), lesser-known tourist attractions have been highlighted. Work has commenced with the Blue Badge Guides to identify less well-known attractions and how best to publicise them to the industry. He concluded: “This action has www.coachandbusweek.com

relatively un-crowded location, to assist with managing the group. However, this needs to be relatively near the venue too. Generally, PUSD are safe, although among teachers, they were felt to be ‘fairly’ rather than ‘very’ safe, with crowding or busy roads the main causes for concern. Teachers are more likely to raise concern over parking, but the actual distance to the venue is a relatively minor concern – with only 21% citing it as problematic. Allan continued: “I believe the level of satisfaction is surprisingly high. It’s interesting how teachers view price – they rank convenience (72%) and travelling together (51%) as more important. As an industry we often fear price is too great a consideration.” He concluded: “By being more flexible, we may find bays can be shared – the Kingsway for the theatres being a prime example. It’s not needed at 0900hrs.”

Familiar favourites
Zoe Vidion from TfL’s Surface Strategy and Planning talked about other pro-coaching work undertaken by TfL – notably the annual coach parking map. Work on the 2015 edition is currently underway. Also a redesigned coach driver leaflet is to be available in early 2015, both online and posted to 1,100 addresses. Her team also works on improving on-street facilities identified by London Tourist Coach Operators Association (LTCOA) and CPT members – in addition to liaising with local authorities. “That includes getting coaches to be considered in planning applications. It’s vital we get in early to secure the best outcome for coaches. The coach utilisation surveys helps identify concerns and develop solutions,” she said.
Passenger perspective
Allan Edmonson of European Tour Operators Association (ETOA) gave a summary of the passenger perception survey comissioned this year. “We were tasked with www.coachandbusweek.com

understanding the passenger perspective. Surveys have a tendency to state the obvious but evidence is needed to back up assumptions. The data will help to develop future PUSD and parking improvements,” he said. “Conducted in July, the survey was particularly interested in the needs of specific groups who travel by coach: School parties; Older people; Those with temporary or permanent disability or mobility impairment; and Tourists staying in hotels within central London.” The survey found most passengers are prepared to walk or wait up to 10-15 minutes, while for group leaders/ teachers it was seven to 10 minutes. However, longer walking times to their accommodation are less acceptable – most are prepared to walk four to six minutes. In terms of the safety of the PUSD, the satisfaction rate for coach passengers, group leaders and teachers was 99, 92 and 94% respectively – while that for the PUSD location was 94, 85 and 90%. Major safety problems are quite rare – around a third of group organisers had minor problems during trips, generally around finding a safe and convenient place to park. For teachers in particular, there is a need to park in a

Ben Plowden, TfL’s Director of Surface Strategy and Planning replied: “The CS is planned for that road as we need to take cyclists on East – West route. There were two more options along the river or one block in-land, but due to the frontages, the latter is not good. The Embankment route is the least bad option.” Asked why the south bank was not chosen, he responded: “The CS was specifically designed to go on a corridor used by a large numbers of cyclists and where we expect demand to increase.” Stephen Smith said that no replacements for the Embankment bays are currently in prospect, adding: “Without them, it’s not in the interest of either industry or London to see the number of people coaches bring in fall.” Representing the LTCOA, Sue Reynolds of St Albans-based Reynolds Diplomat said: “The plan as it stands for the Embankment removes 241m of coach space – that’s 20 extra coaches at any one time which will be driving around looking for a space. The next big hit for coach operators is the Ultra Low Emission Zone – with the environment in mind, you would want these coaches parked up, not driving around adding
to congestion and pollution. The environmental impact must not be forgotten. “Also, it seems the building of the CS will start imminently. Next spring and summer, will be chaos. I’m delighted you’re looking for spaces but please tell me where you’re going to find 20 new spaces in a few weeks?” Ben responded: “The London road network is fixed. It’s hard to improve things for one group without impacting on another. It all boils down to the fact London is growing at a spiralling rate. Each development generates traffic.” However, a representative for Westminster said demand for coach spaces at the Embankment has fallen – the bays are not at capacity – while cycling has blossomed. “London is changing,” he added. Stephen Smith said the other largest coach parking area – Covent Garden – is now up for redevelopment. Another local authority representative complained that developers are not always up front about plans. “For example, they’ll say they don’t want coach parties and then they’ll start advertising for groups, but by then planning permission will have been granted.” Sue continued: “The big one that bothers me is the loss of the PUSD to various locations along the route; for example the Mermaid theatre.. No teacher’s risk assessment will sanction a visit with groups of young children having to walk long distances, and cross road. Similarly, the loss of the Somerset House bay is going to hit the Covent Garden traders. “I do understand that parking is not location specific but those locations are vital.” Ben said 8,000 responses had been received for the consultation. The Westminster representative continued: “We have increased our standards in terms of coaches. It’s based on the number of bedrooms. While the planning committee would not object if there was no coach bay outside a proposed hotel, it is recognised that coaches are a highly efficient means of bringing people here. Early expansion
In the early days of the privatisation, it was clear that some of Grampian’s bus drivers were keen to develop their skills and experience, and with a view to increasing revenue streams for the new company, it was decided to start an executive coaching operation, whilst retaining the Mairs operation for school contracts. irstGroup is a well-known name when it comes to buses, as well as a train operating company, but is often overlooked when it comes to coaches. Whilst many operators run coaches on express and long distance services, in First’s home city of Aberdeen, besides being the dominant operator of city services, the company operates a large �leet of standard and luxury coaches on a variety of excursion, private hire and contract work. This unusual operation is based at First’s new depot and headquarters on the city’s King Street. Tom Gordon, Manager of First Aberdeen’s coach hire division, kindly agreed to take time out of his busy schedule to talk about its history and current operations.

although there was the usual teething problems merging two groups of drivers into one unit, the combined operation quickly settled down to become well-respected part of the local coaching scene. The company’s work remains varied. The day tours programme has been greatly reduced, having been hit hard by the introduction of free travel for concession card holders, and the open top tour discontinued, but with a fleet of 30 coaches, work remains buoyant, says Tom. The business framework is built around coach contracts for local Independent Schools and out of town office developments and this is then enhanced by day, national and international hires, and a small programme of excursions. Another important source of work for FACH is major events, where Tom and his small team are able to showcase their skills to a much wider audience, often managing to punch well above their weight, as he puts it, in terms of the number of coaches employed. Co-ordinating vehicles and drivers from a number of other operators during events such as the annual International Youth Festival and Offshore Europe, which takes place every second year at Aberdeen’s Exhibition and Conference Centre, and is one of the biggest events of its type in Europe. During the week, dozens of coaches are operated on shuttle services from the airport, city, temporary park and ride sites, the many oilrelated businesses in the city and local hotels, all converging on a temporary bus station at the exhibition centre, from where Tom and Operations Supervisor Chris, bring order to what could easily become chaos, as hundreds of delegates arrive and depart during the day. In an area of the country where there are several other established operators, many with a reputation for high standards and quality, I asked if the public’s perception of First as a bus company had an effect on the coach hire division. the customer’s requirement with what can actually be achieved than going back and forth via a third-party broker or agent, usually based hundreds of miles away.” Especially important to the oil-based corporate sector is that First can show it meets companies’ requirements for documented safety, environmental, HR and corporate social responsibility policies. Being part of First also gives FACH a presence on the ‘High Street,’ or Union Street to be correct, in the form of the First Travel Centre, situated in the heart of Aberdeen, which gives potential customers an easy point of contact, as well as providing a shop window to advertise upcoming events. Furthermore, a number of First Aberdeen’s single-deck buses carry cove panel advertisements for the coach hire operation; giant billboards which roam the city’s streets, day-in, day-out.
Drivers are key

Tom said: “I believe as local transport people, we can offer a much better service matching

Both parts of the business run alongside each other, working from the same open plan office, and using the same engineering staff, although operationally the two rarely overlap. Since bus drivers work shift patterns under Domestic Hours, and coach drivers work to EU rules, it would be difficult for drivers to do both legally. FACH has a dedicated group of full and part time drivers, of whom Tom is very proud. Unlike most coach operators, most of FACH’s drivers come from within the core business. Right from its inception, part of the unit’s role in supporting the bus business has been to develop bus drivers who want to the opportunity to increase their skills and take on the very different challenges and rewards of coach driving, whilst staying within the ‘safe’ structure of a bus environment.

OPERATOR PROFILE › FIRST ABERDEEN COACHES Knowing that it is something many operators have put up with, rather than embraced, I ask about the impact of the Driver CPC. It is pleasing to hear that, in line with First as a whole, the introduction of the periodic training had little effect for the business in terms of driver training, since the company was already providing similar training courses to its drivers. “In my mind,” said Tom, “the Driver CPC doesn’t improve skills – it measures them, and helps drivers feel quali�ied and professional.” He agreed, though, that the Driver CPC has affected the wider industry, with a lot of older drivers not seeing the point of going through it, when they only have a few years to go, and so decide to leave the industry or retire instead. In Aberdeen, the opposite has been true to some extent, with a number of bus drivers having taken early retirement, then returned part time to coaching, thus providing a group of experienced regular drivers for schools work. It is very much appreciated by drivers, passengers

and parents alike, that the same familiar face appears every day, provides reassurance, safety and consistency for the children. Drivers get to know the children and their parents, which encourages staff to take ownership of the job, and many have built long relationships, carrying the same families from nursery age to their leaving school at 16/17 years. Tom’s philosophy is that the driver is the key: “We put our investment into the driver – regardless of the coach he is driving, if the driver has the right attitude, is friendly and makes the party feel safe and welcomed, you’ll generally have a satis�ied customer. My guys are very much aware that the customer has a choice and do their best to ensure they remain loyal.” Whilst the First name might not have the kudos of some other coach operators, for the drivers, there are nonetheless many advantages. Being part of a large multi-national group, staff receive a good wage and excellent bene�its package of guaranteed holidays and sick leave,

Having started out with a small �leet of Plaxton 3500s and MCW Metroliners, today’s �leet consists of 30 high-speci�ication coaches. Scania Irizars include the former Aberdeen FC team coach, a Jonckheere-bodied Volvo and a number of leased DAF-powered Temsa Safari HDs, one of which is proudly bears the logo for the Paul Lawrie Foundation, the charity of the local golf hero. The remainder of the �leet is made up of standard Volvo coaches and Plaxton Cheetah minicoaches transferred from other parts of the group. since they can be refreshed and are used on much gentler work such as school contracts, and local private hires. “This way with a bit of TLC they will easily last for another five years. It’s like letting the Grand National winner run about in a field for a few years, rather than shoot him when he’s past his best,” joked horse-racing fan Tom. This not only helps keep operating costs low, but ensures that assets which cost a lot of money to buy are used for as long as possible, rather than being left at the back of the depot as the bus operation evolves into newer service vehicles. Interestingly though, being part of a large group does make it harder to react to changes in the market, as Tom went on to explain: “People tend to think that as we’re part of First we can simply go out and buy whatever we need, but that’s not the case.” FirstGroup is a well regimented organisation and whilst an independent operator can react www.coachandbusweek.com

quickly to the market changes, and go out and buy an extra vehicle from a dealer, Tom must justify any acquisitions at a senior level, after putting forward a business case, and checking Group resources for alternatives. Right now, though, the company is happy with the size of its coaching operation, and although it will always keep an eye open for any new opportunities, is not actively seeking to expand further.
Variety and enthusiasm
Despite the often competitive nature of the business, unsurprisingly for someone who has been in the industry for so long, Tom still has an old fashioned ethos about the job and the wider industry community. “By its nature coaching is a precarious business, rates never really reflect the costs and effort involved, and you’ll always have competition in the market. In my experience however, true coaching people will always help a reputable operator out if he is gets

into trouble away from home. “I have to walk a line between being a FirstGroup operator, often seen as one of the big boys, and an equal member of the coaching community, and so this willingness to help when we can is reciprocated,” said Tom, recalling just one experience of lending an item to another operator, for it never to return, in over 40 years. Tom loves the variety in the coaching business. “I never tire of it, your primary role is taking people to somewhere to enjoy themselves, and you’re an important part of that,” he said enthusiastically. “You’re dealing with customers as individuals or with big logistical challenges and it’s all good fun.” As we closed, Tom joked: “People say I’m a grumpy beggar.” However, it has been a pleasure to talk with him – he clearly still gets a buzz from his job, and the challenges every day brings. n

London, where the streets are paved with gold and yellow lines
Leo Pard: ‘Coach bays will be lost without replacement, on the basis that it is not the problem of the local authority’
T
here is a popular misconception that the coaching world is drawn to London – popular on the growing number of social media sites that are added to by the day. The main thing about social media is that it easily brings the opinions of the world to the world. The subject of London parking access is now hotly contested, and where you can drop off your passengers safely. When you take your LEZ compliant coach into London you must consider where you want to be with it all. Many outer London operators do not now wish to come to London because the red tape is getting bigger by the roll. By 2020 you will have to have your coach to Euro 6 levels to enter the Ultra Low Emission Zone (ULEZ), but will the rates be commensurate with the additional purchase cost? Consider that your coach before it has turned a wheel, probably has to have AdBlue, maybe cameras and ULEZ certification which has added probably £10,000 overall to the cost over the last eight years, if not more. And rates are standing still, if not reduced by the canny tour operator at the entire expense of every coach operator. It is quite sad that it is only fairly

He starts with that old perennial – London coach parking recently that the London boroughs have come to recognise the coach as a means of bringing tourists into the Capital. That’s compared to the rest of Europe where the smallest town seems to lay on a welcome party. We just proffer excuses in London, shunning tourists in the process. They will of course come by train, or bus – which actually they will not. The London boroughs do meet and discuss tourism and the impact of the visiting coach, but there is still quite a tendency to use the stick method to making change rather than the carrot, which is not actually progressive or helpful. But there is discussion which is welcomed and there will be change. Then there are the cycling superhighways in central London, fast making it very difficult to operate coaches in the area. The coach is being pushed right out of town by the current sheriff and his cycling ‘generals’. Cycling is obviously a popular issue at present despite said cyclists not paying a penny

towards the costs of the ultra expensive schemes proposed for them. Should cyclist have insurance for covering their misdemeanours? Discuss… This industry is told by the ‘generals’ that it will not lose parking spaces from the Embankment in particular and also that traffic flow and journeys times will be barely changed. Of course they will change and the place will come to a grinding halt. What happens then? Coach bays will be lost without replacement, or care on the basis that it is not, or will not be the problem of the local authority as it is not felt that sufficient revenue is generated in parking fees – but bear in mind that coaches are actually paying to use the roads. In real terms coach parking space is at an all time low. Vauxhall coach park went, Tooley Street coach park went. Earls Court became an expensive option which no one uses – just too expensive – and you can’t go to Covent Garden. Conservatively it is a loss of
100 plus spaces. Commuter coaches, quite reasonably, need a place to go as well, so it is quarts into pint pots, in every sense. So there you have the situation. There will be nowhere to go, nowhere to park, yellow boxes to get caught in at traffic lights, and a potential expenditure of £100s each day to do a low value London sightseeing tour, added to legal rest breaks taken at Heston Services. There is an urgent need for facilities to set down and pick up safely and legally. Demand has never been greater. Sadly long gone are the yellow band traffic wardens who said: “If you’re here in five minutes, you’ll get a ticket.” CEOs (Civil Enforcement Officers) do not use discretion. What we need is education and communication. Never has there been a greater need to use common sense in these matters. Once the political scene changes in London in 2016 with a new Mayor, how will the policies differ on cycling issues, coach parking and access to London in general? It may be too late by then as all the tourists will just have gone to Paris or Rome, because it is just a) easier and b) organised. Lessons to be learned and a lot of coach operators’ views to be listened to. n www.coachandbusweek.com

DELIVERIES EVE COACHES Eve Coaches, of Dunbar, Scotland, said a combination of the i6 integral’s ‘wow’ factor and a solid aftersales service swung its decision to buy one from Irizar UK. The 12.9-metre 57-seater coach offered ‘a perfect combination of capacity and good looks,’ said Managing Director Gary Scougall: “We had looked at the i6 integral many times, and decided that the seating option on the integral was better than a conventional chassis coach. “We were also impressed with the level of professionalism demonstrated by Irizar UK, and when we visited the factory, Irizar Group’s staff also impressed us.” Now that the i6 has been in service for a month, Gary
LEASKS OF LERWICK Shetland Islands’ operator Leasks of Lerwick is in the process of purchasing a second Volvo B7RLE bus based on the successful operation of its first new vehicle, which was delivered earlier this year. Passenger comfort and long-term reliability were the key specifications within the original order and the operator said that Volvo had exceeded those expectations, leading to a second B7RLE order being placed. The Euro 5 B7RLE is specified with 44 passenger seats with three-point safety belts and also features MCV bodywork. “The performance of the 22
coach. Since then, any further information we have needed has been supplied straight away – this level of service is worth its weight in gold. The initial support has been phenomenal.” Gary reported that the i6 – supplied with the PR265 DAF power unit and ZF Ecolife gearbox – has delivered fuel economy of around 11.5 mpg. SHIEL BUSES Two new Volvo coaches with Jonckheere bodywork recently delivered to Scottish operator Shiel Buses are the first Euro 6 B11Rs to enter into a scheduled service operation. Shiel Buses said it selected the Volvo Bus Euro 6 chassis for its outstanding fuel economy to help reduce their operating costs. The power output of the Volvo 11 litre engine and the promised uptime of the coaches were also key considerations for the operator. Managing Director Donald MacGillivray explained: “The 430bhp B11Rs are operating daily on contract to Scottish Citylink, running between Glasgow, Loch Lomond, Fort William and the Isle of Skye. This is one of the most arduous Citylink contracts, but the new B11Rs are performing extremely well. “We are delighted with the fuel consumption results and our drivers certainly like the driveability and extra power. We can operate these new coaches on our service route secure in the knowledge that we are backed by Volvo Action Service’s fantastic 24 hour assistance,” added Donald MacGillivray. Shiel Buses was also impressed with Volvo’s ability to meet tight delivery
deadlines. To ensure the vehicles were ready for the commencement of the scheduled service, Volvo Bus contacted its in-house team at the Loughborough Body and Paint Shop to carry out important DDA (Disability Discrimination Act) compliance conversions, as specified by Shiel Buses. “All of our dealings with Volvo Bus have been excellent from start to finish,” continued Donald.
“Volvo’s Loughborough Body and Paint Shop converted two Volvo Jonckheere JHV126’s to our exact specifications within the time frame.” Shiel Buses new coaches are fitted with 53 reclining seats, or 49 when allowing for a wheelchair. They feature an onboard toilet, servery, two TV monitors and a CD/DVD entertainment system. Volvo Bus Regional Sales

he Children and Families Act 2014 introduces a number of changes including changes to parental leave and an extension to the right to request �lexible working arrangements. The changes to the right for employees to request �lexible working arrangements came into force on June 30, 2014; and the provisions of the Act on shared parental leave will come into force in April 2015.
Shared parental leave
Flexible working
The right to request �lexible working was introduced by the Employment Act 2002 and came into force on April 6, 2003. The ability to request �lexible working has gone through many adaptations and the previous law position had been adopted since April 2009, which allowed an employee who has accrued 26 weeks’ service, who has not made a similar request within the last 12 months and has care or expected to care for a child who is under 17 years of age (or 18 years old if the child is disabled) to request �lexible working. The legislation also set out a statutory procedure which both the employee and employer should follow which includes time limits for applications to be considered. There were previously eight grounds upon which an employer could refuse an application for �lexible working which included; the burden of extra cost, detrimental effect on the ability to meet customer demands and detrimental impact on quality and performance. The Act extends the right to request �lexible working to ‘all’ employees who have completed at least 26 weeks’ service. The other change introduced by the Act is that employees and employers will no longer have to follow the statutory procedure when applying for or considering a request. Instead, employers will be under a duty to consider requests in a ‘reasonable’ manner. ACAS has published guidance to assist employers in dealing with a

This process sets out that employers should “arrange to discuss it with the employee as soon as possible” and suggests that a request (including any appeal) should be dealt with within three months of the application. The ACAS Code also adopts the eight statutory reasons for rejecting a request for �lexible working and identi�ies that when employers are determining an application they should carefully balance the bene�it of the requested changes for the employee and the adverse impact of the business when making a determination. Despite the fact there is going to be minor changes to employers following the repeal of the statutory procedures, these requests can form an every day part of working life and should be considered carefully as a

The Act also introduces a new right for eligible working parents to share parental leave. The provisions will not come into force until April 2015 and the consultation process is currently underway on the Draft Regulations which will implement this change in law. The new right to shared parental leave will not affect the existing statutory provisions for maternity leave, allowance and pay for eligible working women. However, where a mother chooses to end her maternity leave early, her partner can share the remaining balance of the leave and pay under the new provisions. Under the proposals, mothers will have to provide their employer with at least eight weeks’ notice of an intention to share the leave with her partner, and leave will be able to be taken by parents separately or simultaneously. Up to three requests can be made by mothers to share their maternity leave with their partner and, if their employer agrees, the leave can be taken in discontinuous periods. The statutory limit for shared parental leave is set at 50 weeks of leave and 37 weeks of pay.
Gender neutral rights
The Government’s stated aim is to introduce more family friendly and gender neutral rights at an important time in any couple’s life together. This represents a signi�icant change from the traditional assumption that it is mothers who are primarily responsible for the raising and nurturing of their young babies. However, the Institute of Leadership & Management has warned that the Government’s reforms will have little impact if “ingrained” attitudes do not change. In particular, they have found that 63% of employees feel that their employer is supportive of mothers taking up to a year’s maternity leave, but signi�icantly less (58%) feel their employer is supportive of fathers taking just two weeks’
leave. This suggests a cultural barrier which might prevent fathers taking full advantage of their new rights. There are also certain features of the new law which require clari�ication. One such feature relates to how dialogue will take place between prospective parents and their respective employers about the taking of parental leave where they intend it to be shared. Furthermore, it might also be necessary for employers to communicate with each other to conduct proper checks that the maximum legal entitlement is not being breached. The Act also introduces the following: ● From October 1, 2014 a qualifying employee and/or agency worker will be entitled to unpaid time off work to attend up to two ante-natal appointments with a pregnant woman. The right is available to a pregnant woman’s husband, civil partner or partner (including same-sex partners), the father or parent of the pregnant woman. The right also extends to intended parents in a surrogacy situation; and ● The Act also introduces changes to existing adoption law which will include pay to re�lect the entitlements available to birth parents, no qualifying period for leave, enhanced pay to 90% of salary for the �irst six months and time off to attend introductory appointments. The Government are currently drafting the relevant legislation which is due to come into effect in April 2015. Monday: The usual press day. Tuesday: Full of her familiar enthusiasm, Jade makes her debut at the UK Bus Awards (p18). Andy and I take care of some administrative matters and also forge on with feature writing. Wednesday: A hectic day in the office writing and organising material for future issues. Thursday: Catch the 0726hrs Great Northern train from Peterborough. Snap some stock images outside Kings Cross station, before boarding the Northern Line to London Bridge. Arrive at TfL’s HQ at Palestra in good time and chat with several friends who are also waiting for the start of the London Tourist Coach Forum (p24). After its conclusion, enjoy a long overdue catch up with two friends in TfL’s Surface Transport team – Robert Hall and Martin Vaughan. Just like old times, Martin and I go for a sandwich. Make my return train within a whisker. I always like the fact people stand to one side in London – it’s invaluable when you’re running up escalators. Friday: A busy day in the office producing this issue. Tiredness catches me up in the afternoon, and I start making silly errors. As always, share my mistakes with my colleagues – ‘coach sit down points’ being today’s one. Saturday: Accompanied by my better half and ‘mother-in-law,’ head to Donna Nook nature reserve near North Somercotes on the Lincolnshire coast to see seals give birth to their pups near the sand dunes. It comes highly recommended.

TWEETS Phil Tonks (PT): “Re-regulating buses: a game of two halves?” Read my thoughts in this week’s @CBWtweets :) Pteg Support Unit (PSU): Meanwhile here’s the other side of the story that the trade press misrepresent/ignore: http://tinyurl. com/pdlgul8 PT: Will elected cllrs take on the motorist and provide more bus lanes? Reliability is far and away the biggest concern of bus users. What would you do differently in B’ham? My point is: it all looks interesting, but does it drill down into a real benefit for me, the passenger? I can’t actually see where it does. PSU: Which of the Nexus QC benefits do you think bus passengers there won’t like? Fully integrated Oysterstyle ticketing seems to go down well in London. PT: I have nearly all of the benefits already in B’ham. Pax in Nexus-land seem reasonably happy with their current provision. London is excellent, but look at the subsidy per head it receives. Will that happen in NE? I’m trying to keep an open mind over QCs but I just don’t think the case has been proven. We have integrated ticketing in the WM. All we need now is Swift to accept – PAYG from major operator. PSU: You said can’t see benefits from QC - Oyster-style simple ticketing key benefit of Nexus QC. The NE QC is predicated on better use of existing subsidy – fair trade press coverage would acknowledge this. PT: I can buy various ticketing products that can take me on any mode of transport in WM, or cheaper operator-specific. How does that drill down to my experience as a passenger at the bus stop? Does it tackle late-running caused by congestion? Or does it allow cross-subsidy of successful routes to provide new routes? If so, how is the demand proven? And what happens when “new routes” have little usage?
PSU: Nexus QC one brand, one ticket, one network, fares caps, guarantees on service quality and fleet age, far better young persons’ offer, services that connect, better consultation with passengers on services, ability to plan the network. PT: A lot of this is being achieved already. Tell me that places like Nottingham would be better served with a QC! How can services better connect with traffic the way it is? Give us real passenger benefits such as more priority. I acknowledge good practice – London is great, but will the NE get London levels of subsidy? If the QC suggested definite plans for more priority, guaranteed long-term investment (20+ years), ringfenced I’d be seriously interested. PSU: Lunchtime over - will let you get back to churning out the industry attack lines. If you want the facts the trade press are too scared to print then here they are at http://tinyurl.com/kq7bw8z PT: Lol! It’s just how I see it. Sat in too many meetings with certain cllrs over the years. Scares me! London is great because of the funding. I can’t see any guarantees of that level elsewhere. PSU: Yes, funding is a factor in London’s success but franchising is a necessary condition for it, i.e. no franchising, no Oyster.
Swift. That will give us Oyster-like facility, but you don’t need a QC to do that. Maybe smartcard pledge by ‘big 5’ will see this happen. PSU: Sigh – it’s illegal under deregulation to fix single fares at same level in the way Oyster does but please carry on #clutchingatstraws PT: Pax want hop on - hop off facility that Oyster gives, with daily cap. We already have that in WM. If NXWM join PAYG Swift and daily cap implemented, what’s the difference? IM: In WM bus services are so poor and the market so rigged that pax reverting to cars in droves. PT: I acknowledge NX have a domination of the market but it isn’t a universally bad thing for passengers. Improvements needed, yes! There is a real issue for small ops like yourself, but for pax? PSU: One dominant operator in WM. Nothing close to Oyster achievable in NE/London without franchising. All contractually guaranteed benefits for real pax. Glad at least you were forced to admit by inference there are some benefits to QC.
PT: Aren’t the ‘big 5’ committed to London-style Oyster without QC?
PT: Of course I want the best for pax, but this is about something else entirely! How long will QC in NE take to set up? So the biggest selling point for all of this is a smartcard? We need REAL benefits like bus priority.
Ian Mack (IM): Smartcards are old hat. M-tickets and contactless bank cards are the way forward!
IM: It’s so bad they are returning to cars: disaster. 75% of trips within the TC’s punctuality window.
PT: Not convinced about m-tickets longterm. Bank cards yes, but years away!

IM: Congestion is the red herring: dreadful bus services are the WM issue! Pax now drive instead. What we really need in WM is someone competent to run the buses, like TfL. PT: It isn’t the red herring from where I sit on the top deck! No one is tackling it! Why do you consider bus services “dreadful” in the WM? We need the kind of spending TfL receives, and political will. Chances? Zero at present!

Stagecoach North East staff awarded for community efforts Staff from Stagecoach North East have beaten stiff competition from the UK, USA and Canada to receive an award which recognises their efforts in bringing festive cheer to the north east community. Bus drivers from five depots in Newcastle, South Shields, Sunderland and Teesside received the Gold award for the Community Champion at the 2014 Stagecoach Champions awards at a ceremony in London. During December each year, local residents of Newcastle, South Shields, Sunderland, Teesside and Hartlepool are taken to their destination by the ‘Driving Santas’ as part of Stagecoach North East’s community fundraising efforts. The drivers hand out gifts onboard for passengers, including sweets and reindeer and snowman bugs with a Christmas message on the ribbon, and collect money for local charities such as Zoe’s Place in Middlesbrough and St Benedict’s Hospice in Sunderland. The Santas are reliant on the generosity of their customers to raise

In December 2013, across the Stagecoach North East depots, staff raised an impressive £25,250, beating the 2012
total of just over £20,300. Collecting the top honour on behalf of the teams at Stagecoach North East were bus drivers George Docherty representing the Slatyford depot, David Kenny from the Walkergate depot in
Newcastle, Kenny Ramsay from the depot in South Shields and Stockton depot bus driver Gary Dean. Gary Dean, who dressed up as an elf, said: “We all really enjoy dressing up, as it is good fun, gives a great atmosphere and raises some money for charity along the way. When the doors open and people see us sitting there dressed up they’re usually either speechless or burst out laughing, and people even travel from around the region to come and see our bus drivers.” Kenny Ramsay said: “I have been dressing up as Santa for over four years now and it has become a tradition. I love it as it helps get everyone in the festive spirit and it is for such a good cause. The passengers are always really generous and the children stop to say hello and talk about Christmas. The outfit also keeps me very warm!” The winning employees were honoured for their achievements with a trophy and a cash prize of £5,000 at the awards dinner, which they will each be donating their share of to a charity of their choice.
