ense has prevailed. Three Court of Appeal Judges have clarified the position on the enforcement of the priority bay on buses (see p6). The Judges can only interpret the law, which is what they did in this case. As they rightly point out, it is for parliament to change the law. On that note, in case you’re unaware, government is currently consulting on updating the Public Service Vehicles (Conduct of Drivers, Inspectors, Conductors and Passengers) Regulations 1990 www.gov.uk/ government/consultations/review-of-bus-conductregulations. It closes on December 23. Anyway, had First lost its appeal, we could have ended up with other passengers – particularly those with buggies – being thrown off buses, something that would cause harm all round (including wheelchair users). As Giles Fearnley rightly told me, drivers would have been in the firing line. One thing’s for sure, it remains a highly emotive issue, one dogged with practical hurdles. On an entirely separate note, I would like to pay a personal tribute to the late Professor John Hibbs. On Friday afternoon I learned he had died on November
7 at the age of 89. A friend of his called me with an obituary, which can be found on p44 of this issue. In my three and a half years as CBW Editor, it’s the second obituary I’ve published for an old lecturer. Like the late Alasdair Traill, some of John’s stories were the stuff of legend. John was a guest lecturer during my time on the Transport Management course at Aston University. What few, if any of us, knew at first was that he was one of the architects of bus deregulation – something many of us would go on to admire him for. I remember him reminding us that it was “not deregulation but regulatory reform” – it had not gone far enough in his view. John’s friend told he he only stopped lecturing in 2010 – a remarkable achievement. While it is of course their decision, I do hope John’s loved ones remember his efforts with the Omnibus Society when it comes to his estate. A book is in preparation with a selection of his papers and poetry, together with a host of tributes. We have been promised a copy for review. Gareth Evans Editor

The onboard bay of contention clarified Court of Appeal Judges make unanimous landmark ruling over wheelchair priority Bus drivers are not required by law to force able-bodied passengers to vacate designated priority spaces for wheelchair users – the Court of Appeal has ruled. The ruling has been welcomed by both FirstGroup and the Confederation of Passenger Transport (CPT). Lady Justice Arden, sitting with Lord Justice Lewison and Lord Justice Underhill, allowed an appeal by FirstGroup, which had been ordered to pay £5,500 damages to Doug Paulley, 36, a
wheelchair user. Mr Paulley was denied access to a First bus in February 2012 after a woman with the sleeping baby refused to move. A judge at Leeds County Court ruled FirstGroup was in breach of its duty under the Equality Act 2010 to make reasonable adjustments for disabled people. In a controversial ruling, Recorder Paul Isaacs declared the company should have taken measures to ensure he was not at a disadvantage when he tried to get on the bus. Allowing the appeal, Lewison said on Monday (December 8): “The judge seems to me to have thought that the needs of
wheelchair users trumped all other considerations. If that is what he meant, I respectfully disagree.” Underhill said: “It has to be accepted that our conclusion and reasoning in this case means that wheelchair users will occasionally be prevented by other passengers from using the wheelchair space on the bus … I do not, however, believe that the fact that some passengers will – albeit rarely – act selfishly and irresponsibly is a sufficient reason for imposing on bus companies a legal responsibility for a situation which is not of their making and which they are not in a position to prevent.”
Arden said: “It follows from the judgments of this court that the proper remedy for wheelchair users is to ask parliament to strengthen the powers of bus drivers so that they could, for instance, require people to vacate the wheelchair space, or to campaign for a different design of buses. “In that way, a greater number of wheelchair users would be able to use the wheelchair space.” The Judge said she did not underestimate the difficulties of travel for wheelchair users “or their frustration at the pace of change.” However, the only question the court had to answer, she said, was whether it would be reasonable for FirstGroup to have to adopt the policy in favour of wheelchair users proposed by Mr Paulley. The Judge said the answer to that question “in the current circumstances is no.” Managing Director of First UK Bus, Giles Fearnley, told CBW: “We are delighted to have
Plymouth Citybus acquires Western Greyhound Liskeard Plymouth Citybus has acquired Western Greyhound bus services in the Liskeard area. It took over on December 8 to run in South East Cornwall, safeguarding 31 driving jobs, and continuing to run the Western Greyhound timetables that are currently in place. The services taken by Go-Ahead Group-owned Plymouth Citybus include the 572 between Looe and Plymouth, the 573 between Looe and Liskeard, the 574 between Liskeard and Callington, and the 576 between Plymouth and Bude, via Callington and Launceston. It will also run the section of service 593 between Plymouth and Liskeard. Western Greyhound will continue to run the 593 between Newquay and Liskeard and through tickets will continue to be available. Plymouth Citybus intends to take over the lease of the depot off Culverwood Road in Liskeard, along with acquiring nine low floor buses which will be branded under the new name of ‘Go Cornwall Bus’. Richard Stevens, Managing Director at Plymouth Citybus, said: “We are delighted to be able to come to an agreement with Western Greyhound to take over

“I would like to publicly thank all our staff who have worked so hard under often extremely difficult circumstances, and I would like to thank the public for their loyal support over the past 10 years.” Although Western Greyhound has had a number of difficulties in recent months, mainly as a result of two arson attacks, it was for many years an award-winning company, recognised in national awards for high quality, year after year. Mark added: “The company continues in discussions with interested parties for the rest of the business and an announcement will be made in due course.” Plymouth Citybus currently run a fleet of 180 buses in Plymouth and its commuter belt, carrying in excess of 16.3 million passengers a year. The current services will remain and fares and times will continue unchanged from Monday. Plymouth CityBus will continue to honour all Western Greyhound weekly and season tickets until their expiry and both CityBus and Greyhound wish to make this change as easy and seamless as possible. www.coachandbusweek.com

Our appeal was never about who won or lost, but to clarify the two conflicting judgements in 2013 – Arriva in Darlington and us in Leeds. “This verdict has given our passengers and importantly, our drivers, much-needed clarification over who has priority of that space. We are especially pleased to hear it was a unanimous decision by three High Court Judges. “Our current policy, which is to ask other passengers in the strongest polite terms to make way for those who need the space, will remain in place. “From a driver’s perspective, this is the sensible decision. It means drivers will not be forced to make people leave the vehicle. “We recognise how important it is that bus services are accessible for all customers – indeed we are leading the industry in improving bus travel for disabled customers. That good work will continue.”
Traffic Commissioner and O-licensing review
The Department for Transport (DfT) has set up a website to ask for views about the work and role of the Traffic Commissioners and how operator licensing can be improved. The DfT says that it is government policy to review all public bodies every three years to make sure that they’re still

According to the SMMT total bus and coach registrations grew 0.8% in November against a 2.6% fall in the year-to-date. Coach registrations rose 6.5% in the month in contrast to a 13.3% decline in the purpose-built bus market. It was a stronger month for converted buses with registrations up 14.1% “Another month of growth for coaches offset the decline in purpose-built bus registrations, leading to a level overall market,” said Mike Hawes, SMMT Chief Executive. “This replicates the sector’s performance in the year so far, as continually growing demand for coaches contrasts with a more subdued bus market.” Alexander Dennis continues to be market leader for purpose-built bus and coach with 30.69% of the market for the year to date. Mayor of London Boris Johnson and Transport for London (TfL) have set out plans for a major new investment in bus services to help meet the rising demand of the city’s rapidly growing population. Funding for over 500 extra buses is planned over the course of the business plan, which will create additional capacity for an extra 2.9m customer journeys each week. Working with London’s boroughs, an additional £200m will be invested in bus priority schemes designed to improve the reliability of the bus network, which delivers 2.4bn passenger journeys every year. New funding
will also support customer-focused bus driver training to improve customer service. The plans are part of TfL’s draft Business Plan which sets out what will be delivered to support the Mayor’s Transport Strategy until 2020/21, to be considered at the TfL Board on December 10. The extra buses will be used to increase the frequency of bus services and improve transport connections to key growth areas such as Barking Riverside and Elephant and Castle, providing high quality bus routes between new residential areas and local town centres. Boris Johnson said: “London buses carry more than 2.4bn passengers a year – twice as many as the Tube. They are the backbone and workhorses of our transport network, playing an undeniably important role in
London’s economy. This major new investment in our buses services will help meet the demand of the city’s rapidly growing population. It will also support regeneration of key growth areas – ensuring Londoners have a regular and reliable bus network to get them to jobs, schools and hospitals in every part of the capital.” The Mayor and TfL will also be investing £25m over seven years in customer service training for bus company staff. This will include a review of the BTEC quali�ication – the mandatory training programme for new bus drivers – to enable TfL to improve the customer care training of around 25,000 staff including new and existing drivers, supervisors and controllers. Drivers will learn how to communicate better with customers and respond more quickly to their needs.
New operator, Coastal Red Ltd of North Runcton, King’s Lynn is to introduce route 35 between King’s Lynn and Hunstanton from January 26, 2015. Also serving Dersingham, Snettisham and Heacham Monday to Sunday, it
will compete with services already provided by Stagecoach-owned Norfolk Green. Coastal Red, which will trade as Lynx – a play on Lynn links, applied for a six-vehicle O-licence in July. The �irm was established by former Konectbus directors, Stephen Challis and Andrew Warnes who have now been joined by their fellow director from that time, Julian Patterson. Konectbus sold to Go-Ahead Group in 2010
and Julian has most recently been MD of Go-Ahead’s East of England companies. Four Optare Tempos have been acquired for route 35. Three are 41-seaters of which two came from Marchant’s, Cheltenham, the third from Pygall’s Coaches, Peterlee. The fourth bus is a 34-seat former Optare demonstrator. A 57-seat Plaxton Premiere-bodied Volvo B10M has also been added to the �leet.

Low cost app and web solution for small operators QCS board confirms Available as a smartphone app or website or a combination of both, a package available from Find My Bus Ltd gives operators the ability to offer live tracking, enabling customers to follow their bus on a map and removing the uncertainty of waiting at a stop hoping the bus will arrive on time. The package also offers timetables, bus stop, route, ticket and fare information as well as service news and the ability to alert customers to service disruption using ‘push’ notifications. To bring the costs within reach of smaller operators and assist with cash flow, the package is offered on a subscription basis with companies paying a modest monthly fee with no initial set-up
Optare products receive low carbon accreditation
Optare’s Euro 6 diesel-powered Solo SR and MetroCity have gained Low Carbon Emissions Bus certification after passing the test cycle developed by Transport for London and Millbrook Proving Ground. The accreditation is for 115kW engines and Allison transmissions. Ken Anderson, Engineering Director, Optare said: “Emissions and fuel economy are at the forefront of our customer’s minds with the ever present pressure of running costs. Optare’s innovative solution follows 12 months of rigorous testing and development by our own engineering team. “The Optare Solo SR and

Customers can now track their buses in real time, check bus times and receive information about service updates through their smartphones. The iPhone app is already available with Android and mobile web solutions soon to follow. Hampshire-based Xelabus Ltd are also early users of the Find My Bus package, with a new-look website enhancing their online information offering. Find My Bus Ltd was founded in 2013 by Managing Director Joel Kidd and TM Travel General Manager Phil Stockley, for the purpose of creating affordable app
and web solutions for small and medium-sized operators. Joel is an experienced web developer based in Hampshire. Joel said: “Until now, powerful apps and live service information have been the preserve of larger operators with big marketing budgets. “Our highly automated service, combining scheduled timetable data with vehicle position data from ticket machines, allows operators of all sizes to provide up-to-the-minute information to their customers while requiring minimal staff time. Our monthly affordable subscription model, with no set-up fees, helps to keep costs down while helping with cash flow.”

Chairman of the board, Kevin Rooney has indicated that the complexity of the Tyne and Wear scheme, the changes to the proposals since the initial consultation and the fact that this is the first scheme of its kind were exceptional circumstances. The need for fairness in the process requires the board to exercise its powers to extend the timeframe to ensure proper scrutiny. The board has instructed Nexus and three bus operators – Arriva North East, Go North East and Stagecoach – to define and refine the issues, including analysis of the underlying economic modelling, by February 2015. The directions hearing, held in Leeds, discussed working practices for the QCS board to ensure a fair, efficient and effective process is in place. The board has also confirmed that it intends to publish a final report by May 31, 2015. The oral evidence sessions will take place on March 10-12, March 17-19 and April 14-16. The venue will be confirmed in due course. The three operators are required to provide their written statements of evidence, supporting documents and matters of issue by January 30. Nexus is required to consider all points raised by the operators and provide their written evidence and matters of issue by February 20. The QCS board expects to receive skeleton arguments by March 3.

Inverness: industry must respect the rules CPT welcomes news of Ardross Street bays being made permanent but warns drivers not to take liberties Coach drivers are being asked to respect rules on Picking Up and Setting Down (PUSD) in Inverness after temporary arrangements in the city centre were made permanent. It comes after heated discussions at a Highland Council (HC) meeting last week between councillors over making temporary bays on Ardross Street near the cathedral, a permanent PUSD point. The council’s City Manager, David Haas, revealed at the City of Inverness area committee meeting last Tuesday that coach drivers had threatened to avoid the city unless a long-term parking solution was found. The plan to make the arrangement permanent was supported by a majority of councillors. Other proposed sites at Church Street, Bank Street, the car parks at Cathedral Church of Saint Andrew and Morrison’s Supermarket were ruled out. Coaches will be allowed to park on Ardross Street between 1000 and 1700hrs – staying no longer than two hours. To accommodate 12 coaches, 35 car parking spaces will be lost. A person will be employed by HC to act as a Coach Ambassador to
Johnsons order Futura 2s for 2015
Johnsons Coaches of Henley-inArden has ordered its first Euro 6 coaches – a pair of VDL Futura 2s from Moseley PCV. The 12.8m vehicles will be built to the firm’s Club Class specification, which includes reclining seats and increased leg room. John Johnson told CBW: “It’s part of our investment plan. We test drove Moseley PCV’s Euro 6 demonstrator. We were very pleased with the drive. “We are delighted with the product. We bought a pair of 49-seater Futura 2s this year and two 53-seater examples in 2013. We always take passengers soundings foremost, followed by

Futuras and an EVM for Maynes of Buckie Maynes of Buckie has boosted its 2015 fleet replacement programme with the order of three VDL Futura 2s and an EVM minicoach. The four vehicles are in addition to a pair of DAF-powered Van Hool TXs already due to enter service with the Buckie-based operator next year. The latest order comes in the wake of a visit by the Mayne family to the recent Coach & Bus Show 2014 in Dublin. The VDLs, two of which will be 53-seater and the other a 57, will be built to Maynes’ executive specification. Onboard facilities will include half-leather seats, full airconditioning, a WC, hot and cold drinks machine and a full entertainment system. They will also be equipped with pavement lights, together with a vacuum cleaner and coach wash to maintain the presentation for which the operator is well-known for. While two of the new VDLs will sport a tour operator’s livery, all three will blend into Maynes’ touring and private hire fleet, predominately being engaged on UK and Continental tours. Asked by CBW what the vehicles are replacing, Kevin Mayne, Operations Director at Maynes Coaches, replied: “Three 2012-registered Neoplan Tourliners, which have been traded in, will leave the fleet in mid June.” The VIP-specification nine-seater Mercedes-Benz from EVM will have airline leather seats, with one table, wood effect flooring, dark tinted glass, air-conditioning and an on-board entertainment system. Enthusing about the order, Kevin commented: “We have returned after a few years to place our chosen order with Moseleys for the 2015 season. Our last new VDL coaches joined our fleet in 2008 and we are looking forward to rejoining our partnership with Moseleys. “The total investment at the show of around £880k allows us to continue to keep our fleet age profile to be one of the youngest in the UK. Grey’s upgrades its website Grey’s of Ely has unveiled its new desktop and tablet website – the fourth version of the company’s site. It allows clients to easily access key information and resources, whilst providing some new and unique back end features for Greys office staff. As the result of increased web traffic Greys worked with longtime web partner Koala to create the new look site, which embraces a host of modern features and design ideas. The new site also caters for mobile phone users with its dedicated mobile site (m.greysofely.co.uk) launched in 2011, which the firm said continues to remain popular. The

With effect from Monday (December 8), 44 new departures have been added to the corridor. The established A9 service now runs directly between Stratford and Stansted Airport, no longer travelling round the loop to Liverpool Street, thus saving time. The newly introduced A8 service operates 50 times a day from Liverpool Street to Stansted Airport in a loop via Bow, Mile End, Whitechapel, Shoreditch and

Bethnal Green, without calling at Stratford – reducing journey times by up to 15 minutes. Meanwhile the A6 service will continue to run from London Victoria. NX said that together, these changes will increase capacity by 25%. The move comes after NX revealed demand for its existing London to Stansted A6 and A9 services has “soared” – with numbers up by more than 10% year-on-year. As this issue went to press, CBW was awaiting confirmation from NX as to who would be operating the journeys and using what vehicles.
According the Horncastle News, town councillors heard that Tesco had agreed ‘in principle’ to make land available for a coach park at the rear of their store. Town clerk Gillian Mauger said she had written to Tesco regarding making the land available. Telling councillors she had received an “encouraging reply,” she said Tesco thought that a coach park was a good idea but wanted more time to discuss the matter. Councillors heard it is unlikely to be any charge for coaches using the park because Tesco – not East Lindsey District Council (ELDC) – own the land. Keith McNally, Regional Manager, CPT East Midlands & Yorkshire Regions told CBW: “A key part of my role is working with local authorities to maintain and improve facilities for our coach members. I always encourage local councils to provide good, central facilities for coaches and if they can be provided free of charge, that’s even better. “Coach operators who arrange tours and day excursions do of course need to offer destinations that will be attractive to their customers but will logically choose to visit places that offer good quality – and ideally free – facilities for their coaches and passengers.”

Passengers can now receive location-based messages on their smart devices from retailers in the area as they travel. The initiative has been made possible by a collaboration between Proxama PLC, a global mobile proximity marketing, along with Near Field Communications (NFC) payments company, Exterion Media, an experienced Out of Home media owner, and FirstGroup. Beacons are low-cost pieces of hardware, which use low energy Bluetooth connections to send prompts or messages to smart devices. The initiative includes 20 merchants from the Norwich area. It is centred on Loka, a locationbased app which provides relevant content and offers to Android and iOS users, which acts as a network for local brands and gives these retailers a channel of communication to potential customers who are on the move. At the same time, shoppers receive rewards such as coupons, discounts and loyalty services. David Squire, Managing Director of First Eastern Counties, said: “It is important for us to look at new and innovative ways to ensure our customers view us as the number one way to travel. FIRST ABERDEEN’S Platinum Service is celebrating its first birthday with the news that passenger numbers are set to break through the two million barrier. Launched last year, Platinum’s passenger growth is currently at 5.3% year-on-year and around 35,000 people now travel on First’s Platinum buses every week. First says that by Christmas, more than two million passengers will have travelled on the Platinum service. To celebrate, First Aberdeen is offering passengers the chance to win free travel for a month or an iPad Mini. A competition is being run on social media and challenges passengers to find special stickers inside Platinum buses and tweet a picture using the hashtag uturebus. #fPlatinum 19, the first to be launched, links Culter, Aberdeen
city centre and Tillydrone. Following its success, First expanded Platinum to Service 12 which carries customers travelling to the city centre from Torry and Heathryfold every 10 minutes.

proposals to reduce its transport budget by £1m are approved, the Northampton Chronicle has said. Northamptonshire County Council currently has a yearly budget of £24m to deliver transport services, including those for home to school travel, special educational needs, adult social care and the concessionary fares scheme. The authority also provides demand responsive transport, such as County Connect, and supports some bus networks through subsidies. It is proposing to set up a so called ‘social innovation project’ with the University of Northampton, which could see it meet a projected £1m shortfall in the 2016/17 transport budget by pooling resources with the university. County Council Cabinet Member for Transport, Highways and Environment, Cllr Michael Clarke, said: “In Northamptonshire we have the double pressures of reduced finances and increased population growth, so in order to continue to deliver a transport system we need to completely review the way we do things. “Working together with other organisations which have the same ambition means that we can explore how we can develop a more efficient system, which is more appropriate for our county today. “This is an exciting

BUS SERVICES in Halesowen, Cradley and Old Hill are set to change with the introduction of four amended routes, the Halesowen News has reported. The new number 12, 13, 14 and 17 services will begin running from January 25, serving Merry Hill shopping centre, Halesowen town centre and Blackheath. Centro reorganised the routes following talks with local councillors. The amended routes will replace the 213, 214, 217 and 240 bus services, and are intended to improve reliability, simplify routes and increase patronage. Route 12 restores a service in Old Hill and Cradley through Station Road and Barrs Road following the withdrawal of the 297 service by National Express West Midlands earlier this year. It will also provide links to Blackheath and Merry Hill. The new routes will be subsidised by Centro and operated by Arriva and iGO. Cllr Kath Hartley, Chairman of Centro’s Putting Passengers First Committee, said: “The old services were encountering issues with reliability, complexity and low usage and were no longer �it for purpose. “We reviewed them with local members to see how they could best serve the community and �ill gaps resulting from other changes which had generated a high number of concerns regarding lost links. “Centro works hard to ensure bus routes get passengers to where they want to go for jobs, amenities and health services, and I am delighted that through this work we have been able to achieve that.”

over pay, the Morning Star reported. Members of Unite working for 18 bus operators in London are campaigning to secure a capitalwide agreement over wages, terms and conditions. The union has claimed that, in contrast to London Underground drivers, there is no collective pay deal for bus drivers, leading to wage disparities of more than £2 an hour. Pay varies from £9.30 to £11.46 per hour, said Unite. The ballot closes on December 18, raising the possibility of strike action in the New Year. Unite London Regional Of�icer Wayne King said: “Pay on London buses has become a farce. “It is not only inef�icient but it is leading to pay inequality and resentment among the men and women who keep London on the move 24 hours a day.”

THE BELFAST TELEGRAPH has reported that Democratic Unionist MP Jim Shannon has called for all scheduled local buses to be �itted with audio-visual systems, which he said would reinvigorate the industry, attract tourists and bring environmental bene�its as well as help blind and partially-sighted people. He also pointed out that blind and partially sighted passengers are most often forced to rely on bus drivers to tell them when to get off, and that they don’t or can’t always remember to do so. Introducing a Ten Minute Rule Bill in the Commons, Mr Shannon said: “Of course we cannot blame the bus drivers or hold them to account because it is not really their job to do this and like all of us they do sometimes forget. “For a sighted person, missing a bus stop can be an annoyance and an inconvenience, but for a person with sight loss this can be extremely distressing and even dangerous. “This experience can actually put people off using buses as a form of public transport.” As well as bene�iting blind people, audio announcements would support older people, be more environmentally friendly by encouraging more people to use buses, attract tourists and revive the industry, he added. He concluded: “Every single person should have the freedom and the ability to move unaided throughout this great country and this great nation. This is one way of ensuring that happens.”

Ensign heritage sparkles Around 25 vehicles ranging from the 1930s through to the 1970s participated in this year’s Ensignbus Vintage Bus Running Day on December 6. There were nine people waiting for what was to be a 0705hrs on-time departure on the X4 from Peterborough Queensgate bus station to Milton Keynes. It’s a journey scheduled to take three hours 35 minutes via Corby, Kettering, Wellingborough and Northampton. Drive direct by car and according to Google the 55-mile journey would take an hour and six minutes. According to the timetable, to comply with opportunity to also take a closer look at electric drivers’ hours regulations, the X4 “connects” at Corby and Northampton. With our of�ice in Peterborough, where better to start than with the X4 to Milton Keynes, which certainly in terms of time must be the longest route of them all. While in Milton Keynes, what better

‘The Scania Enviro400 combination is a very pleasant vehicle in which to travel – very much up to the job’ the last bus back to Peterborough. The driver had a pocket timetable to hand and also helped when she struggled for change. The Stagecoach East Dayrider Gold ticket that we both bought cost a very reasonable £11.30. The 13 Gold speci�ication Scania ADL Enviro400s that Stagecoach East uses on the X4 are based at Kettering and were new in 2012. Their striking livery was created by Ray Stenning’s Best Impressions and the interior speci�ication includes Lazzerini Transito seats covered in what Stagecoach likes to refer to as environmentally-sourced leather. A reduced seating capacity of 73 over a standard 76 aims to deliver increased comfort and legroom, and free WiFi is available. A sign on the staircase highlights that smoking e-cigarettes as well as normal ones, wasn’t permitted. I’d elected to sit at the rear on the lower deck and it soon became apparent that, whatever the seats might be covered in, it’s the padding that’s really important. Rear seats and those over the rear wheelarches are on GRP mouldings so the depth of cushion isn’t great. Also taking into

Downstairs on our X4 Gold ADL Enviro400-bodied Scania account the tip-ups, just 10 are deeper-cushion Lazzarini seats downstairs. It wasn’t long before I availed myself of one of them. Despite the relative youth of the buses, there were signs of general wear and tear, notably the material covering the side panel casings under the windows. It would also have been nice if the casings for the overhead strip lighting had been cleaned as the accumulated grime was illuminated for all to see. A very attractive feature is the under seat lighting which de�initely adds to the saloon ambiance, particularly when the overhead strip lighting was only illuminated on one side. Our bus put on an impressive turn of speed as we headed out of Peterborough along the A605 to Oundle. There was only one minor bodywork creak evident. Not surprising for the time of year, the windows were steamed up. Two passengers joined us at Warmington services, another on the outskirts of Oundle and four more at the town’s Market Place, by which time it was 0732hrs. As we made our way towards Corby along the sometimes narrow and undulating A427 through Lower and Upper Bene�ield, dawn broke revealing a misty, drizzly morning. The road became even narrower through Weldon where we waited a moment outside the Londis store to let a school bus clear the stop. Two passengers boarded and we left at 0750hrs. We were now making our way through Corby, visiting the old village before heading for the town centre. More people were joining the bus although there was also the occasional departee. Despite many having the appearance of being regulars who would bene�it from the period tickets available, often it was cash fares that were paid. We passed Stagecoach East’s Corby garage, pulling into the adjacent railway station to pick up two school boys at 0800hrs. At the George Street stop there was a nine-minute timed layover. Eight passengers departed, but there were more than 30 that joined, many of them school children. Most seemed to be heading for Kingswood Secondary Academy on Gainsborough Road. We were away from the George Street stop at 0809hrs, dropping off the children six minutes later.
We were regularly picking up and dropping off as we headed towards Kettering, again it being noticeable how many cash fares were taken. As we approached the town’s Horse Market it was apparent that the drizzle had stopped, but it was still gloomy. We were held up momentarily by roadworks adjacent to a pedestrian crossing. There were two passengers standing in the lower saloon as we arrived at Stop 14. It was 0840hrs and we were �ive minutes late. A driver changeover was undertaken with the minimum of fuss and we took on nine passengers before departing at 0843hrs. More than 30 students got off at the stop closest to Tresham College of Further and Higher Education. By 0854hrs we were crossing the A14 dual carriageway where traf�ic was at a standstill westbound because of roadworks. It was the same when we re-crossed on the return journey that evening. The A509 road towards Wellingborough was free of traf�ic and our driver was again able to put on a good turn of speed as we headed towards Isham. It had become apparent that the Scania Enviro400 combination is a very pleasant vehicle in which to travel – very much up to the job. Weather conditions remained murky. Wellingborough has an attractive town centre, but also a somewhat tight one-way road system. There were 12 passengers off at the Church Street stop, but a similar number joined before we departed at 0908hrs. Not for the �irst time, our driver had to negotiate unsympathetic road modelling as we headed out of town. A mother with a child in a buggy had joined us, and a man on crutches at the following stop. The popularity of the ‘bus spotter’s seat’ facing forward over the nearside front wheelarch had become apparent. It was almost constantly occupied. What was also interesting was the number of younger women boarding who were clearly obese. Presumably not just a Northamptonshire phenomena, is it one that might in�luence future bus interior design? Once onto the A45 dual carriageway heading towards Northampton our bus once again showed an impressive turn of speed delivering a smooth, comfortable ride. Traf�ic was queuing on the A428 towards the town centre, partly as

Tidy interior of the first Wrightbus StreetLite EV on which I travelled a consequence of an accident. Four passengers left us outside Northampton General Hospital including the man on crutches. We collected our first OAP travelling on a pass at 0941hrs at a stop on Wellingborough Road. On Lower Mounts nine passengers departed including the mother with a child in a buggy. We passed the old Greyfriars bus station on our way to the Drapery where there’s a 10-minute layover timetabled. We arrived at 0946hrs, six minutes late and the driver switched off the engine. This is where the majority got off, leaving me and the OAP alone downstairs. Another mum with a child in a buggy were among 13 who boarded as we waited for our departure time. When we did leave it was 0951hrs, passing the Carlsberg brewery on the A508 road and then crossing the River Nene, the same that runs through Peterborough, four minutes later. We joined the A45 and traversed the edge of a housing estate, before rejoining the A508 heading south towards Stony Stratford. It’s a good road and we were now in open rolling countryside. The sun was starting to burn through the morning gloom. Four pensioners used passes to board in Roade where there’s a narrow bridge over a railway to negotiate. At Stony Stratford we used the A5 dual carriageway to speed past the town towards

Full marks to whoever decided to move bus departures from the nearby central bus station to outside the railway station entrance, thus creating a proper interchange. No marks for whoever decided to leave the prominent ‘Milton Keynes Central Bus Station’ lettering
on the old building which now seems to be essentially used as a car park. An opportunity for confusion.
Going electric
CBW reported on the introduction of eight Wrightbus StreetLite EVs on Arriva The Shires’ 14.4-mile route 7 (Bletchley – Wolverton via Central Milton Keynes) at the beginning of the year. The buses use wireless charging technology at the termini to replenish their batteries. A pneumatic ram under the vehicle lowers a collector plate onto induction plates with two primary coils sunk in the road. It’s a UK first and a high-profile multi-stakeholder initiative so I was keen to see how it was performing. It was a disappointment then that the first route 7 bus to arrive was an Optare Solo diesel on a short working from Wolverton. I was also to see a pair of diesel StreetLite demonstrators on these duties. When the electric bus project was launched there was talk of additionally installing induction plates at the railway station so the StreetLite EVs could top up there as well. If they have been installed, I didn’t see them. They’re not at either of the route 7 stops. plug-in points. My first ride was on the 1052hrs departure from outside the railway station to Bletchley, which, like all my subsequent journeys on route 7, was aboard a StreetLite EV. A perfunctory driver sold me a £4.20 Day Saver, handing me my change – a rare courtesy these days. There were six passengers already onboard. The saloon appeared to be in tidy condition, although there were signs of ingrained grime starting to accumulate on the floor – a common condition. I settled into my Esteban seat at the rear and tried to make out what was being displayed on the monitor at the front of the bus. I think it was showing details of Arriva’s app, but the size of the wording made it difficult to read. These buses are equipped for ‘realtime’ next stop displays and announcements, although none were made on this journey or any of the others I made. The only noise from the vehicle was a whine from the electric drive. Because power is delivered directly and not via a gearbox, acceleration is impressive – great for drivers, but not for maximising the vehicle’s range. It soon became apparent that our driver liked to accelerate hard and brake hard. As the route unfolded, it became apparent why. It was a bit of a nightmare – largely narrow, tortuous estate roads peppered with speed humps and ramps. While it probably does nothing for the www.coachandbusweek.com

good humour of drivers, this sort of punishment must have an impact on the condition of the vehicles as well and it says something for the robustness of the onboard electric drive equipment that it appears to be standing up to it all. After Watling Street and traversing Burchard Crescent, we made our way through Shenley down Fortescue Drive, across Childs Way and on to Livesey Hill making occasional drop offs and pickups along the way. Traffic calming was a constant factor. It was no better as we traversed Loxbeare and Dulverton Drives in Furzton, passing Merebrook Infant School at 1109hrs. At least there was no traffic calming along Blackmoor Gate so our driver made the most of the opportunity. We crossed the A421 Standing Way at the Emerson Roundabout, continuing down Shenley Road. More speed humps. It was clearly pink bin bag collection day judging by what had been left outside people’s homes. Then there were priority flows created by artificially narrowing the road to contend with. More were along Rickley Lane. It was 1117hrs when we stopped outside The Lord Grey School. When we did pick people up our driver was careful to let them find a seat before moving off. We stopped outside Bletchley police station at 1120hrs, a minute later we were on the stand in
the town’s bus station – our scheduled arrival time. Our driver wasted no time lowering the collector plate over the induction plates to recharge. Then he was off the bus and away to take a break. Practicality and functionality demonstrated. The technology seemed to be working well.
Route of two halves
The timetable allows 13 minutes for topping up the charge. When I returned to the service 7 stand, the vehicle I’d arrived on had departed and another was recharging in preparation for leaving at 1204hrs. The driver had few words for the eight passengers including me who boarded, but did carefully scrutinise my ticket as he should. The saloon was again tidy, although sitting at the rear there were signs of ingrained floor grime starting to accumulate. At 1205hrs we were off and it soon became clear our driver had a very different driving style – much more steady acceleration and progressive braking. That made the travelling experience more pleasant for the mostly women passengers who were generally travelling on some kind of pass and it got us where we needed to be just as quickly, despite the traffic calming. I wonder how many passengers actually now give a thought about the buses being electric Only an occasional car and bus were encountered coming the other way on the estate roads – an advantage. It might be quite a different story at commuting times. For no obvious reason, our driver clipped the kerb as he approached the stop outside the Watling Vale Medical Centre on Burchard Crescent. We were back at the railway station at 1234hrs, a minute ahead of schedule. The northern section of route 7 towards Wolverton is quite a different experience to the Bletchley leg – a relief. We dropped passengers on Midsummer Boulevard as we headed towards Central Milton Keynes. With �ive off at The Point stop on Lower Ninth Street, there was just myself and two others left onboard as we rejoined Midsummer Boulevard and passed Arriva’s stylish-looking MKube information centre. Just when I thought we had experienced the last of them, there was another speed ramp to negotiate. There were 10 passengers waiting for us at the Food Centre stop. Most had passes, but there were some cash fares paid as well. It was 1246hrs. While up to now the most noticeable noise on the bus had been the electric motor whine, an audible fan could now be heard running as well. An Arriva Mercedes-Benz Citaro in Max livery for the X60 (Milton Keynes – Aylesbury) passed other way heading towards the railway station. We turned left on to Marlborough Gate and passed the city’s coach park, which was being well patronised that day. It was after all the runup to Christmas. There was another speed ramp at a pedestrian crossing on Silbury Boulevard to negotiate. As we headed north along Overstreet our driver courteously let an Arriva Solo heading for Downs Barn cross in front of him. Five passengers disembarked at Neath Hill, Pennyland. With decent roads devoid of traf�ic calming, the ride

Little Stanton had two tight estate roundabouts to negotiate, but a bus lay-by off the Marlborough Roundabout facilitated safe stopping. A passenger left us there at 1259hrs as did another at the purposebuilt turning point by Texel Close where four passengers were waiting including a mother with a toddler. We were now heading through New Bradwell towards Wolverton, the housing we passed re�lecting the older established nature of the area. There were several mini roundabouts to negotiate. The mother and toddler got off at St James’s Church. Not for the �irst time the ‘thank you’ to the driver was returned. We were almost at the routes Church Street, Wolverton terminus, but then we turned south www.coachandbusweek.com

Gold bus saloon ambiance is enhanced by the under seat lighting along Grafton Street and along Millers Way where we crossed the railway line before turning north again along McConnell Drive. Branching off to reach our final stopping point provided a possible explanation for having taken such a long way around. Adjacent Creed Street was being resurfaced and there were temporary traffic lights and flows in operation. It was 1310hrs when we reached our on-street stand. We had done well to be only three minutes late.
Challenges to overcome
The induction plates allowing route 7 buses to recharge at the Wolverton end of the route are at the Church Street stand, located just west of the roundabout with Creed Street. Imbedded in the road as they are, they’re not something that can be just moved on a whim. While the recharging point at Bletchley is within the confines of the bus station, there’s no such protection at Wolverton. It’s a public road and on this occasion, within the temporary traffic lightcontrolled flows of the roadworks. Presumably, to prevent other vehicles obstructing the induction plates, Arriva drivers were leaving a bus in position to recharge, only replacing it with the following vehicle when it arrived. The recharged bus would then be moved forward, but not as far as the nearby bus stop lay-by where the route would normally depart from. That again presumably was because passengers continued to wait there for a departure, despite a hopelessly inadequate notice displayed on the shelter pointing out that the stop was closed. Boarding was supposed to take place outside Tescos on Stratford Road nearby. Drivers were therefore doing the sensible thing, also ignoring the closure and allowing people to board, but with sometimes several parked buses obstructing the carriageway on Church Street, it wasn’t helping the traffic flow. www.coachandbusweek.com

Again, I chose to sit at the rear of the vehicle. What distinguished this bus was the noise from fans or blowers which seemed to be running for most of the time. Nevertheless, the journey back to Milton Keynes was a pleasant and uneventful one with the driver again deploying progressive acceleration and braking. Around 15 passengers left us at the Food Centre stop on Midsummer Boulevard, another four at The Point although that’s where eight boarded. There were three waiting at the Central Business Exchange stop. One was a middle-aged woman who was attempting to use Arriva’s mobile ticketing app. Whatever it was displaying, it wasn’t what the driver needed to see. A considerate person would have realised her error, left the bus and sorted it out at the stop before catching the next departure. This woman wouldn’t leave, loudly apologising to everyone in earshot for the delay she was causing. It took her six minutes to get the correct display on her phone. As she walked up the aisle she again loudly announced that the driver was a “jobsworth.” I think not. By the time we reached the railway station at 1500hrs where I departed, our bus was eight minutes late on a half hourly service – every 15 minutes if you include the Wolverton to Milton Keynes station short workings although the woman was travelling beyond that point. There was a healthy load of mostly OAPs on my X4 bus, the 1657hrs departure back to Peterborough. Most were travelling as far as Northampton where we used the recently opened North Gate bus station. Traffic congestion was horrendous as we tried to exit the town and it didn’t get much better until we were beyond Corby. We were scheduled at Wellingborough Church
Street at 1719hrs. We got there at 1741hrs. We were supposed to be making our driver changeover in Kettering at 1743hrs. It happened at 1811hrs. A 13-minute layover in Corby enabled us to make up some time, but we were still 13 minutes late through Oundle. By the time we reached Peterborough, it was already two minutes after the departure time back to Northampton and there were passengers waiting. After a toilet break our driver was on his way six minutes late.
Highs and lows
Full credit to Stagecoach for running the X4. It takes imagination to offer this type of service, which, because it opens up a variety of travel opportunities particularly for those with the time – OAPs for example – has been rewarded with patronage growth. We quoted an average increase of 8% annually for the service earlier this year (CBW, March 19, 2014). However, what can be its future when there’s such appalling traffic congestion to factor in? It would be so easy for Stagecoach to split it into sections. That would be the logical solution from a compliance perspective, but think of the benefits that would be lost. Full credit also to Arriva and its partners for demonstrating that electric buses can be a viable and practical option now. But, all that traffic calming – there must be a better solution. It’s becoming increasingly fashionable for some politicians, particularly at local level, to criticise bus operators for poor service delivery. Perhaps they ought to consider that most of the reasons for that, when it is deserved, are actually already within their control. They’re the ones with most say over the environment within which buses operate. The sudden enthusiasm that some have for running buses directly won’t change that, but it might bring home some of the realities. n

Managing First Manchester David Barrow talks to Teresa Broxton, Managing Director, First Manchester, about her role and where the company is heading
F
irst Manchester’s headquarters are located at the former Oldham Corporation garage in Wallshaw Street. Opened in 1938, it was built to accommodate 300 buses, all under cover, and it boasts a 180-seat canteen. 67 years on, it is the largest of all six First Manchester depots. The offices are adjacent to the main garage entrance and were constructed in 1990, and it is here where I met with Teresa Broxton. On the day of my meeting, it would have been all too easy to jump in my car to make the relatively short 12-mile journey from my home in Bury to Oldham, but I do, on occasion, like to use public transport – thanks to the government’s free concessionary travel. If I had used the bus, it would have involved two halfhour bus journeys with a short 10-minute walk at either end. However, I chose instead to use the Metrolink, again a 10-minute walk at the beginning, two trams, but the second tram stops outside the Oldham head office of First Manchester – but more on the Metrolink in my interview.
Role
CBW Teresa, tell me a bit about your career and how it brought you here to Manchester. Teresa Broxton (TB) I started in the Publicity Department at Greater Manchester Buses. I then moved into an accountancy role. I never went to university so I had no degree. I studied accountancy and when GMB split, I chose to work in the South division. When Stagecoach took over I worked for them for about 18 months. An opportunity came up for a position at First in Yorkshire. I applied, got the job and moved to Leeds to become Finance Director. When the Finance Department moved from Leeds to Aberdeen, I did not want to make the move north, so I took up a finance position with Dave Alexander, Regional Managing Director Scotland and North of England. Then the position of MD in Manchester came up. I applied, got the job and took up the position on April 1. 28 | COACH & BUS WEEK | December 9, 2014

I do like to get out and about visiting our garages, speaking to front-line staff, make journeys on our buses, and speak to the drivers on how it went and to get some feedback on how we can improve matters. I have a Business Manager at all our depots. One of my main focuses is to build a strong team around me – I have a Head of Finance, Head of Commercial and a Head of HR. I spend a lot of time with them on a one-to-one basis. My number one priority is safety, it always has been, and I do like to be visible to everybody. CBW When you were appointed to this position, the press release stated that you are an effective leader with a good track record of building, and leading, a strong team. Is this a true assessment?
TB Definitely. If you have a good team around you, then anything is possible.
CBW Is it a fact that you are the only female MD in the Manchester area? TB Yes, so I believe. I’m delighted that more females are joining our industry and I see that Blackpool Transport has just appointed a female MD.
Competition
CBW Probably the only main competition for you comes from Stagecoach Manchester. You have both expanded your areas of operating – you to the south of the city and Stagecoach in the north. Some say it is a mini ‘bus war’ between both companies. How do you see it? TB I have a strategy to grow the business, not compete. If we have competition, it is with the car. We have to change people’s perceptions of bus travel which would not be most people’s first choice. I think competition is good, keeps us all on our toes. Our ‘Cross Connect’ branding on services linking the north and south of the city is operating with all new buses.

GM Buses North When deregulation came in October 1986, under the Transport Act of 1985, Greater Manchester Buses (GM Buses) was split into two separate units, i.e. GM Buses South and GM Buses North. Then in the mid-1990s, after much wrangling and a lot of resistance, GM Buses South was sold to Stagecoach, and in March 1996 GM Buses North became part of First. The First Manchester area covers the towns which once could boast their own municipal bus fleet; Bolton, Bury, Rochdale, Ramsbottom, Oldham, Salford, Leigh, one former Manchester Corporation garage at Queens Road, plus at the time, the largest independent bus company in the UK, Lancashire United.

CBW Manchester Free Metro Shuffle service, which you operate on behalf of Transport for Greater Manchester (TfGM), has just put into service some all-electric Optare Versas. Do you think this is an important milestone in the city’s quest for better air quality? CBW JP Travel and Bluebird have both recently been taken over by Stagecoach. Did you not consider at the time to mount a rival bid seeing as both companies operated in your area? TB We will always look at any opportunity for an acquisition that aligns to our commercial growth strategy. Acquisition of these businesses did not feature in our plans. CBW In February this year you took over the operations of Finglands, which gave you a base in South Manchester. Is it performing satisfactorily?
TB Yes, we are continuing to see growth and we are on track with what we set out to achieve.
Business development
CBW First in Aberdeen has its Platinum branding, now we have Arriva, and Sapphire in Bolton, Transdev Burnley and Pendle with Witch Way. Have you any plans for anything similar? www.coachandbusweek.com

TB We are looking at a premium product similar to Aberdeen. At this present time, only a small part of our fleet is equipped with WiFi, but we have a plan to roll out it out on our entire fleet during 2015. CBW What was the reason for selling your Wigan operations to Stagecoach in 2012?
TB During 2012 we commenced a programme to dispose of parts of the UK Bus Division. This decision was made to reposition our portfolio to concentrate on those that offer the greatest long-term potential. In the case of First Manchester, we took the decision to sell Wigan, which had 120 vehicles and 300 employees.
Vehicles
CBW At this present time you only operate 14 hybrid double-deckers, can you see this number increasing? TB No further hybrid vehicles have been ordered at the moment. We will however, continue to review the benefits of hybrid
TB It’s early days and we’re learning about the benefits of electric technology and how to optimise driving techniques, i.e. how far they can travel without re-charging – and full marks to TfGM for taking the initiative with these vehicles. CBW You are one of the few operators, if not the only one, still operating ‘bendy buses’ on frontline service. Bury depot has been operating them on the 135 service to Manchester for 15 years without any problem, is this correct?
TB The Scanias at Bury have been very reliable and great for moving passeners on our highly popular 135 services. We currently have no plans to remove them, and when they become time-expired we will look at what options are available. CBW Some of your depots, over the years, have been starved of new bus investment. Is this something you are aware of and will address?

CBW The Leigh-Salford-Manchester Busway is due to open in 2015 and First Manchester is the preferred bidder. If this is the case, will you be using hybrid buses on the route? TB Yes we are the preferred bidder, and as of yet no contracts have been signed, but I expect that to happen very shortly. If the contract is awarded to First then we will operate hybrid buses on the route.

CBW All public transport operators get customer complaints. How do you respond?
CBW What are your thoughts on the government’s concessionary travel reimbursement? The government says it cost around £900m.
TB In a recent report by ‘Greener Journeys’ it was said that for every £1 that was spent on concessions, £2.87 goes back into the economy, and taking people to places they otherwise would not visit stimulates the economy in that area.
CBW It is said that more people make shopping trips to Manchester city centre by public transport than by car – also, that bus users make up 3% of city centre spending. TB Yes, I think that’s true. I also think that the bus is under-valued by retail as to how much it brings to the city’s economy. We take people to schools, hospitals and also leisure activities; eating out, theatres and cinemas.

CBW Do you have a good working relationship with TfGM?

TB Our customer service team will actively try and resolve all complaints either by telephone, letter or social media, and we encourage our customers to comment on our services. We constantly review our customer services to see how we can improve our response.

First Manchester have been using bendy buses on its 135 service out of Bury depot for 15 years and let’s not forget that around 80% of public transport journeys in Greater Manchester are by bus.
CBW Bus passenger numbers in Greater Manchester have fallen by about 5% since the turn of this century, do you see this trend continuing?
CBW TfGM has said that the fall in bus passengers is due to the rapid expansion of the Metrolink network. A second city crossing is now under construction with the line to Manchester airport due to open before the end of the year and with plans well advanced for a further expansion to the Trafford Centre. How does it affect your business?
TB No, not for us right now. When we reduced our fares in 2013 we saw over 14% increase in commercial passenger volumes and we are still experiencing growth of a further 6% today,
TB The Metrolink is an integral part of the bigger vision for Greater Manchester – we see it as an opportunity to encourage more
CBW There has been a report published that Manchester has some of the worst traf�ic congestion outside London. It must be a major headache for you and your managers. TB It is very challenging. We work closely with TfGM and try and get to know early on of any disruption. The Metrolink second city crossing is causing a lot of diversions. One thing I would like to see on all our buses in the future is more customer information – on why our buses are running late, so that customers are aware of what’s ahead and can plan accordingly.

CBW In closing, what are your plans for the future here at First Manchester? TB I want to continually grow our business, to modernise and introduce the technology that our customers demand, another key priority is to support and develop our people to achieve their full potential. ■

hether a vehicle is becoming run down or suffers repairable damage, the most important thing is to have it back in service and bringing in revenue as quickly as is practically possible. Many companies are offering a �lexible service to help with this, whereby they can travel to the operator’s premises to service a vehicle. This means no further wear and tear is added by sending the vehicle away and no arrangements have to be made to have the vehicle picked up, or to drive it there. Many companies are happy to simply supply the right parts and materials, allowing operators who already employ
experts in the �ield to do the job, or even provide training so they can do so in the future. Renovating older vehicles is one of the best ways of postponing �leet renewal if done well. Some vehicles have a lifespan which easily outlasts the seating and �looring of their interiors, but this can be solved with renovation – making the vehicle look like new on the inside to the eyes of an average bus or coach passenger, where it counts. It isn’t just the interior of the vehicle which can be refurbished – taking a look at the drivetrain of older vehicles can extend their service lives and give them a much needed boost in performance, helping them to keep up with �leets of a lower average age. ■ www.coachandbusweek.com

The current world record for juggling is held by Briton Alex Barron, who in 2013 managed to keep 13 beanbags in the air for long enough to qualify him as a world record holder. Every bodyshop manager will however recognise that this accomplishment pales into insigni�icance when compared with their own feats of juggling. Consider what it takes to manage the people, the parts and the processes of keeping a body-shop working. Delivering a repaired vehicle, whether truck, van, bus or car; to the customer on the promised date, and ensuring that the whole repair process is managed with optimum ef�iciency, while making sure of maximum pro�itability from both the operation as a whole and from every individual in the team. It makes keeping a mere 13 beanbags in the air seem like a stroll in the park. Not to push a metaphor too far, the problem with all this juggling is of course that it demands huge amounts of concentration and energy, enormous skill and experience, is highly stressful and, when it breaks down, as it inevitably will, it results in everything raining down on the juggler’s head and shoulders. For the bodyshop manager this means disappointed customers, inef�icient use of time and resources, escalating costs and diminishing returns. All of these however can be resolved quickly, painlessly and very ef�iciently, simply by giving EMACS a call and working with them to implement a system which will look after everything in the shop, from scheduling holidays to issuing invoices. In the bodyshop business it is vitally important to be able to measure and understand the difference between being busy and being pro�itable, and that is exactly what the EMACS software is designed to do. “Managing a commercial vehicle bodyshop is an exercise in timemanagement, because ultimately that is all they have to sell, but it is actually an incredibly complex three-dimensional web of time and resources which must be managed, and it is much more suited to being handled by a computer than a person. “First of all you have the details of all the jobs coming in, and the estimates for them, then you have the processes that must be gone through to get any particular vehicle sorted: How long in the panel shop? When can it be painted, and by who? Are all the parts available? If not have they been ordered and when will they be delivered? Has the customer insisted that this must be a rush job, in which case, what can we bump and how do we keep that job on track and make sure we can remember that we have changed plans? “These, and a myriad of other possible questions, can all arise for each individual job, and each has got a potential impact on

every other job coming through. A good manager can juggle these things on his own for a while, but mistakes will be made, and how can they ever be sure that the business is operating at optimum ef�iciency? Quite simply, without EMACS, they can’t.” EMACS is a highly advanced scheduling tool. It pulls together all the necessary information about a certain job, and automates the progress of the job through the shop, meshing it in with all other jobs in hand to ensure three things; that the customers’ expectations are set correctly, that promised delivery times are met and that all the productive team members are used to their maximum ef�iciency. Like lawyers in an upmarket American law company, every single man-hour should be billed to a particular job, because a lost hour doesn’t simply cost the wages for that hour but all the lost chargeable time and pro�its that hour would have generated. Alan Hargreaves continues: “When I �irst came up with the basic idea for EMACS, 20 years ago now, I foresaw a simple tool which would enable a bodyshop to more easily manage their workload. “The system is still simple to use, but we have now advanced to the point where EMACS will manage virtually every aspect of their business. “We even have an App that will enable them to get access to most of the system and data on their smart-phone or tablet, with all the images of the vehicle and the procedures for �ixing it.
“However, one thing hasn’t changed. We still work very closely with the customer to make sure the system delivers exactly what they need, and if they have a problem, or a query, we are always available. “We make sure our customers have our mobile phone numbers and that they know they can phone us any time if they need help. If someone wants to generate a new report for example, and needs our assistance, we will usually get that back to him the same day. We like to keep our customers happy, so that they can keep their customers happy. “When we install an EMACS system for a customer, we usually do it over the weekend, to minimise disruption to operations, but we also typically spend about a week with them, delivering training, making sure everybody understands how the system works, inputting all the information for them about how their business functions, and con�iguring the reports that the system generates so that it provides all of the information they need and presents it in the way which will maximise its usefulness to them. “We even build in their logos and their letterheads. SEATING & REFURBISHMENT THORNTON BROTHERS
Thornton Brothers has provided refurbishment work for First in Aberdeen on its Platinum service. Thornton Brothers’ Bus Refurbishment Centre, based in the North East just east of Newcastle located off the A1 and A19, will use its own transport facilities to transport PSV vehicles from their operational facilities and back again. All vehicles including DBs are transported on state-of-the-art low loaders. Thorntons has been trading for 35 years and now operates out of a purpose-built factory. The facility, some 28,000 square foot under cover, is located on a �ive acre site which gives ample parking for customers’ vehicles. Thorntons will store these vehicles before and after the refurbishment free of charge. Many of the larger bus operators have seen the commercial sense and have had their PSV vehicles refurbished at Thorntons’ premises with great success and feedback. In the case of full refurbishments, the vehicles undergo an inbound mechanical and electrical check. The seat frames and hand poles are

The centre doors are removed and the exterior and interior panelled etc. Seat frames are generally shot blasted and then re�inished in the appropriate colours. Any internal surface to be re�inished is prepared to an exacting standard. The external body is prepared and any repairs are carried out along with new panels �itted.
Thorntons has 3 x 22 metre commercial paint ovens. Only the best quality 2 PAC solid colour paints are used or base coat and lacquer if metallic is speci�ied. After the external paint is cured, the vehicles undergo a Demask and external Vallet. The vehicles are now ready to receive their new �loor coverings, newly �inished retrimmed seats, hand poles and internal DEEP Clean. Finally the vehicles have
legal lettering and any Vinyls are applied. Currently, Thorntons are carrying out nine ADL Enviro200 centre door conversions. These vehicles are Ex-Arriva London and they will be �inished in the Arriva Inter Urban livery and will start work again at Arriva North East. Also completed recently were four London Arriva Centre Door DB conversions for Yorkshire Tiger. Thorntons has made signi�icant investment in recent times in new bus lifting equipment and offers Pre-PSV vehicle test checks. Quite a few operators have taken Thorntons up on this option as it all boils down to reducing the down time of the vehicle. Thorntons has a long established reputation with a 55 strong workforce and whenever a contract is taken on it is a ‘one stop shop’ for the customer. Eastgate Coach Trimmers has been specialising in the refurbishment of coach and bus interiors for 31 years, from small repairs to complete interior retrims including roofs, racks, side walls and so on. All work is carried out by highlyskilled time-served coach trimmers who began their careers at Plaxton Coach Builders in Scarborough, serving �ive-year apprenticeships in the factory and the local college. They can now, after many years’ experience, retrim any make and model of bus and coach which arrives at the Pickering workshops. When retrimming the complete interior of a coach, all existing materials are stripped off and if any of the interior can be removed – e.g. the racks, decency shields and toilet cubicle – they are taken out of the coach, dismantled and retrimmed as though they are being installed on the coach on completion, as near a factory �inished job as possible. Even though certain sets of seating can be trimmed in a day, Eastgate prefers to have the seats a little longer as sometimes the foams can be badly damaged or deteriorated.
Also, as well as transforming tired coach interiors to look ‘as new,’ Eastgate over recent years has been retrimming seats for some of the large bus groups. This has proven very successful as up to �ive sets of bus seat backs and cushions can be collected and delivered at one time, which signi�icantly reduces the transportation costs, especially when travelling to and from the London area and Scotland. Up-seating is also a part of Eastgate’s business – removing toilets, building up the �loors with steelwork and �looring, re-spacing and �itting extra seats where legally possible. Bespoke interiors have been built for large band coaches incorporating bunk beds with airconditioning, small �lat screen TVs, sound systems, kitchen areas and large leather horseshoe-shaped lounges.

Mark Lyons has been out with his camera recording the entry into service of Reading Buses’ seven Euro 6 Enviro400s for claret route 21 between the town centre, university and Lower Earley. They carry a revised livery that’s designed to distinguish them from the Enviro400 hybrids already operating on the claret group of services. Taking pictures this time of year can be challenging, but Mark managed to capture one of the buses to good effect as it passed along Kilnsea Drive, Lower Earley.

eber UK provides a wide range of hydraulic and ancillary equipment. First established in 1974 as a manufacturing subsidiary of German company Weber Hydraulic GmbH, the business was purchased in a management buyout in 2002. Jon Tokley is the Marketing Director of the business, and the son of the current Managing Director, giving the Weber UK the feel of a friendly family business, not simply part of a larger corporate machine. Jon explains more about the business. CBW What is your history in the industry and how did you come to be where you are today?
Jon Tokley (JT) I have been with the company since 2009 after completing my studies at Brunel University, where I gained a BSc (Hons) in Business and Management. I’ve taken on a few roles at the company but �inally found my place looking after the marketing and ICT for Weber UK, including the production of the websites, social media and this year a new catalogue. I’ve since taken on the role of Marketing Director. CBW When was the company established and how has it grown?
JT Weber UK was formed in 1974 as a manufacturing subsidiary of Weber-Hydraulik GmbH, producing a range of hydraulic bottle jacks speci�ically for the Original Equipment (OE) truck industry within the UK market. This year Weber UK has celebrated its 40th anniversary within the UK’s automotive and industrial sectors. James Day talks to Jon Tokley, Marketing Director at Weber UK, about how the business has grown and changed over the years 75,000 units per annum. In 1975, Weber-Hydraulik (UK) moved into the supply of tilt cab pumps for lorries as well. However, following the decline in production of the UK truck industry and the subsequent dramatic effect on our total business, the decision was made to move the manufacturing facility back to Germany and re-focus our activities into the aftermarket sector. Weber was quickly established as a supplier of high quality garage equipment products with its comprehensive range to suit the needs of modern garage workshops. All products are designed and manufactured to meet the requirements of European, international and MOD standards. In 2002 a management buyout was agreed with Weber-Hydraulik GmbH and the company entered an exciting new era trading as Weber UK Limited. During December 2006 the company moved into much larger, modern premises in Halstead, Essex where it now successfully carries out all sales, warehousing and distribution operations. In addition, a comprehensive repair and service facility is available for all Weber UK products. During 2007, a sister company was established to handle the sales, servicing and distribution of all rescue equipment
manufactured in Austria by Weber-Hydraulik GmbH. This company operates from new premises in Wake�ield, West Yorkshire and trades under the name of Weber Rescue UK Ltd. CBW What is the business and what does it do?
JT As the truck industry declined and WeberHydraulik (UK) moved into the aftermarket sector, the company became more of a distribution arm for Weber-Hydraulik GmbH. At this time Weber-Hydraulik (UK) began to purchase from various factories across Europe to compete in the aftermarket sector. Now as Weber UK Ltd we are the sole distributor for the Weber-Hydraulik GmbH high quality range of bottle jacks in the UK and Ireland. The coach and bus side of the business has grown over a number of years with products being designed and developed to meet the demands of all the markets. As vehicles have got lower and lower, we’ve had to adapt the jacks to suit and in the case of the coach and bus industry, we supply suitable low entry equipment capable of accessing the low lifting points under modern buses and coaches. JT We offer a range of products designed to assist in the service and repair of coaches and buses. Our ATD10-120 for instance is ideal for modern lifting operations where access height is very restricted. With its low minimum height of 120mm and compact construction, it is perfect for the workshop or out in service vans. The jack has a hydraulic lift of 110mm which gives the user an excellent platform if required to use a higher lifting capacity jack underneath the vehicle for changing the wheel etc. To go with the ATD10-120 we offer our

low entry WS24LS, 24,000kg per pair axle stands that make tyre changing a much safer process. These passivated screw type axle stands support 12 tonnes per stand and have a minimum height of 200mm and extend up to 290mm. They bene�it from a heavy-duty screw type extension rather than pin and chain assembly as used on other Weber UK axle stands which means that the load can be supported at the exact working height operators require. If air is no issue in the workshop then operators may consider some of our low clearance air hydraulic trolley jacks such as the AH50-3. This air jack has a minimum height of 151mm and a lifting capacity up to 50 tonnes. This air trolley jack has been designed for heavy-duty, intensive commercial use with a telescopic handle model available to increase the reach underneath the vehicle. Weber UK not only offers hydraulic equipment but also pneumatic solutions. Our �lat-bags offer a low minimum height of 28mm and tonnages from seven to 32. With maximum lifting heights of 180mm and the ability to stack three air bags together, the air bags become very versatile. Weber UK also provides blocks and chocks for added stabilisation. The 230mm x 230mm blocks come in three different heights – 25mm, 50mm and 75mm and can be stacked in various formations to gain the desired height. These blocks are complemented by our step chocks which can be placed under the vehicle when lifting. The Weber Range of GD pit jacks has proved to be in a class of its own within the UK market. The most popular variant in the range is the GD200-2, an air hydraulic twin ram, 20 tonne model. This pit jack offers two individually controlled traversing rams operated from a simple yet modern designed control panel to allow for safe and balanced lifting of the vehicle to an ergonomic working height. One of the key bene�its of this pit jack is its �lexibility to suit a wide range of pit widths
due to its adjustable frame. This was one of the important features, along with those mentioned previously, for a local authority which has recently had one installed in its workshop, servicing many different types of vehicles on a daily basis. As an IRTE (Institute of Road Transport Engineers) accredited workshop using the latest diagnostic equipment to undertake MOT testing, services and repairs across a wide variety of vehicles, including minibuses and coaches, the council required a product and name with proven reliability and quality. With over 1,000 vehicles passing through its doors, the GD200-2 met all requirements for a modern ef�icient workshop. CBW What other services do you provide?
JT Across the country we have a range of approved service agents. We also provide a full repair and service facility at our warehouse for all Weber equipment including test certi�ication and LOLER examinations. We are able to repair and test equipment from other manufacturers too. CBW Any upcoming developments?
JT We have some press guards coming out for our range of Weber hydraulic �loor presses. They are an ideal solution to reduce the risks involved when using the press. The screens combine steel mesh with 3mm shatterproof plexi glass, offering the operator maximum safety during pressing. Protection screens are �itted with gas spring struts to allow variable positioning of the screens and are adjustable up and down the main press frame giving total �lexibility and operator protection. OBITUARY › JOHN HIBBS
J
ohn Hibbs was born in Birmingham but spent his childhood in Brightlingsea. His father died just 10 days after John’s birth, so John was brought up by his mother, supported by two aunts and his grandmother. By the age of 18, John was a committed pacifist, following his father, a Congregationalist minister, and satisfied the wartime Tribunal for registration as a Conscientious Objector. He spent the time he would otherwise have on National Service working in agriculture and in hospitals. It was in such capacity at Essex County Hospital, Colchester that he met a nurse, Paddy, who was much later to become his second wife. After some further periods of hospital working, including at the Radcliffe in Oxford, he took a BCom(Social Studies) degree of Birmingham University at Woodbrooke, one of the Quaker Selly Oak Colleges. The turning point in his career was securing a second-year placement with Premier Travel in Cambridge, which supported John’s BCom dissertation ‘The place of the motor bus in the rural economy,’ and led to a job in 1950 as Personal Assistant to the MD. John learned a great deal about how to run buses from his boss, but by 1952 the firm was in trouble, and John was one of the staff who had to go. By this time he had married Constance, who he had met at the Radcliffe. Fortunate to gain the position of Rees Jeffreys Research Student at the London School of Economics, John’s MSc research project examined the economics of the road transport licensing system. After two years as a transport consultant and technical journalist, together with a fellow Omnibus Society colleague, Bert Davidson, he acquired Corona Coaches in Acton, three miles from Sudbury. Within a few years, Bert died, and shortly afterwards, things got difficult. Rural car travel was increasing rapidly, leading to less demand for buses. The licensing framework stifled innovation and credit for fuel became hard to come by. With great sadness, John sold the business. After a period as a transport consultant and technical journalist again, he was appointed Traffic Survey Officer at British Railways Eastern Region HQ at Liverpool Street in 1961. As a member of the British Transport Costing Service, John

undertook a range of projects involving computerised traffic analysis, costing, market research, demand forecasting, and the market for specific passenger train services. Frustrated at intransigent attitudes, and having acquired a set of experiences across road and rail, John took up the challenge of creating the first UK undergraduate course in Transport Studies at what was then City of London College (now London Metropolitan University). By the time he left in 1973, he had been promoted to Principal Lecturer, and established a national reputation. Following his divorce, John moved to Birmingham to be nearer Paddy, and took a post at Birmingham Polytechnic. In due course he became Director of Transport Studies, and then Professor of Transport Management. He developed new courses (such as a Postgraduate Diploma in Transport Management); taught widely; set up and managed programmes such as an MSc Transport & Distribution Management, researched,

undertook consultancies, published extensively, and supervised postgraduate students to MBA, MSc, MPhil, and PhD degrees. In parallel with this, he gained his own PhD in 1983 with a thesis: ‘A comparative study of the licensing and control of public road passenger transport in selected overseas countries.’ The title of Professor of Transport Management was conferred in 1986. John became a significant national figure. As an academic, he was in great demand at conferences. He joined the Chartered Institute of Transport (as it then was) in 1951 and remained in continuous membership, holding several offices. He was a member of the Omnibus Society from 1947, and was Vice-President from 2006. He also played roles in the Institute of Transport Administration, the Passenger Vehicle Operators’ Association, the Transport Studies Society, and the Adam Smith Institute. A prolific writer of papers and author of several books, John was

renowned for combining clear intellectual analysis with practical experience of the industry; challenging conventional thought; and presenting argument with passion and conviction. John had a strong influence on establishing Transport Studies as a credible and important academic subject and as a highly professional area, economically and socially. He effectively created the subject of transport economics, and encouraged a whole new cadre of transport specialists. For his outstanding services to transport education, John was given an OBE in 1987. It was little wonder that John’s expertise was sought by policy makers on the national stage. As a long-time Liberal, he was transport advisor to the party (as well as being active at the constituency level). Moreover, his views were influential in formulating the 1980 Transport Act – the first move to reinstate the market. Through discussions with the then Conservative Secretary of State for Transport, Nicholas Ridley, the 1985 Transport Act and its White Paper precursor owe much to John’s arguments. The bus industry was reformed, bringing in a commercial structure, removing the road service licence system and weakening monopoly. There were some aspects of the Act of which John did not approve. In particular, he regretted that the Act did not actually achieve his desire for full deregulation, which was the popular (and political) description – he regarded it as about ‘regulatory reform and reorganisation.’ Later, John advised John Major and his government on rail privatisation – although it proceeded in a manner contrary to John’s advice (and that of many others): wheel was separated from rail, leading to what John regarded as ‘the mess we have today.’ John continued an active professional life way after his formal retirement. He was still teaching postgraduate students at Aston University into his 80s. He regularly wrote and presented extensively about road and rail policy matters, especially privatisation and deregulation. He continuously challenged the establishment with careful and critical analysis and research. Not everyone found his arguments to their liking or conviction. John passed away on November 7, 2014 – he was 89. n www.coachandbusweek.com

Monday: Jade here again. Monday is the usual hectic press day. Tuesday: The ‘Sneeze Tally’ for Gareth has one more notch added. Quite a few people in the office have the sniffles, so I expect the tally to increase over the next few days. I receive several compliments on my Christmas jumper and only a small amount of ridicule – success! Wednesday: I travel to London to interview Nick Faichney, Silver winner of Young Manager of the Year at the 2014 UK Bus Awards. Arriva London’s Palmers Green depot is the first bus garage I have visited and everyone there is wonderfully helpful and friendly. The interview goes well – Nick is a pleasure to talk with. I snooze on the train back to Peterborough. Thursday: Andy’s Milton Keynes piece (p18) is designed for me to proof. I’m a big fan of our ‘Passenger Perspective’ pieces so this is a treat for me, although I oddly enjoy proof-reading anyway. Friday: Conduct a last-minute telephone interview with Owen Griffith at Parkeon. I’m not given much warning but it seems to go well nonetheless. After work, I travel to London for the second time this week – this time to visit my parents who have recently returned from a three-week cruise.
Not to be forgotten… In a drive to remind festive travellers to remember their bags, National Express is revealing the weird and wonderful items which have been left behind by coach passengers over the years. A crab, a prosthetic limb and Justin Bieber autograph, are just some of the bizarre items that have been left behind. Hundreds of thousands of passengers are set to travel with National Express over the festive period after the operator unveiled an enhanced seasonal network, with double the number of coaches running on Christmas Day. In a light-hearted bid to encourage passengers to check they have all their belongings before leaving the service, the firm is offering a glimpse into its lost property archive. Lost items include: ● A live giant crab found onboard a Coventry to Inverness service with no seaside stops (a special coach was subsequently chartered in order to drop the crab off at the end of Blackpool Pier on the advice of marine biologists); ● A signed photograph of Justin Bieber which was left behind on a coach returning from a gig at Wembley Stadium; ● A false leg which was worn and subsequently removed by a passenger who disembarked without it; ● A bag containing only two lime

The Indian headdresses were one of the more unusual items left behind – I mean, we’ve all mislaid glasses or a mobile phone but how do you forget something that size? “Christmas is a time when thousands of extra people are travelling with National Express and many will be carrying gifts for friends and family. We don’t want people to have the stress of forgetting an item so we want to remind customers to be extra vigilant when leaving the coach and to take the time to double-check they have all their bags.”

SMMT appoints Director of Communications SMMT has announced the appointment of Tamzen Isacsson to the post of Director of Communications and International. She will join SMMT early in the new year. The new position has been created to enable the SMMT to focus its UK and international communication activities on the promotion of the UK industry, helping to attract more investment. The new role will report to Chief Executive Mike Hawes, who said: “The UK motor industry is enjoying a renaissance which is creating significant growth and new business opportunities. “We need to broadcast this success to a global audience, so I am delighted that in Tamzen we have someone with international experience and proven communication expertise. She will ensure the industry’s voice is heard on the key issues and the sector has a global profile that its recent success merits.” Tamzen is currently Head of Media and PR for London & Partners, the Mayor’s promotional company for London which attracts foreign direct
Tamzen Isacsson will take up the role early in the New Year, joining SMMT from London & Partners investment, events, congresses, students and visitors to the capital. New Stagecoach West Scotland MD Stagecoach has announced the appointment of a new Managing Director for its West Scotland business. Tom Bridge will take over from the current MD Edward Hodgson on February 1 next year. Stagecoach recently announced that Edward Hodgson has been promoted to a new post heading up the company’s megabus.com inter-city bus operations in the UK and mainland Europe. Tom Bridge (38) joined Stagecoach’s graduate training programme in 1999 and has held several operational management roles with the company over the past 15 years. He worked for Stagecoach in Newcastle, Oxford, Hastings, Canterbury and Herne Bay before being appointed Operations Director of Stagecoach South in August 2010. Robert Montgomery, Managing Director for buses and coaches in the UK and Europe, said: “Tom is a product of Stagecoach’s graduate training programme and it demonstrates the opportunities there are for professional development in the business.”

New PA for MD at Stagecoach’s Sunderland depot Stagecoach North East has brought on board a new Personal Assistant (PA) to the Managing Director at its Sunderland depot. She replaces Pauline Goodwin, who recently retired. Maxine Errington, 38, from Sunderland, was previously Executive Aide to the director for Age UK Sunderland, a role which involved managing the director’s busy office, co-ordinating all activities and administrative duties. Maxine works closely with Phil Medlicott to provide secretarial and organisation assistance, ensuring that the MD’s office runs smoothly. Duties include managing office systems, arranging travel and diary management, as well as producing documentation and arranging and attending meetings. Maxine said: “I have been made very welcome by the whole team and I am very much looking forward to learning more about the company and developing my role. Mo’ Movember money raised by National Express
Kevin Fitzpatrick, Paul Tuite and Jack Kelly with the NXWM Movember bus National Express West Midlands and National Express’ coach division teamed up to support this year’s Movember campaign. A number of bus and coach drivers, engineers and head office staff took part in the month-long moustache growing fun to help boost awareness for men’s health, raising £500 in donations for the Movember Foundation. Movember aims to help save and improve the lives of men affected by prostate cancer, testicular cancer and mental health problems. At the start of November, staff signed up with a clean-shaven face and for the 30 days of the month committed
to growing a moustache. These men, affectionately known as Mo Bros, effectively became walking, talking billboards for the month and helped spark conversations around the often ignored issue of men’s health. Jack Kelly, ‘Captain’ of the National Express Movember team said: “I received quite a lot of comments about my moustache, so it definitely did the trick and sparked conversation around what it was for. “I’m really pleased that we had a National Express team backing such an important campaign this year. The funding that each and every one of our Mo Bros has raised will go towards supporting the great work that the
Movember Foundation does for men’s health.” A National Express West Midlands vehicle with its very own bus-tache also visited Birmingham City FC to support the Blue Noses Movember team, which was aptly named ‘the Blue Moses’. The bus then continued operating on routes local to the Blues ground to help generate awareness for the Movember Foundation. Gillingham–based operator The Kings Ferry, which is part of the National Express coach business, also joined in with a visual statement of support for the campaign by fitting moustaches to 28 of its commuter coaches travelling between Kent and central London.
