Clarifying DDA compliance

A

s is so often the case, recent discussions with readers highlighted the need for a feature – that on providing a reminder of deadlines and clarification of what is involved with the Disability Discrimination Act (DDA) in layman’s language. A complex area, it’s easily misunderstood. Therefore, on pages 20 and 24 of this issue, you will find two features on the subject – the first of which is intended to provide an overview of the regulations, with a timetable of implementation and what sort of vehicles are exempt. I have been fortunate to gain the input of three respected refurbishers in the shape of Ensignbus, BASE and Thornton Brothers and I’ve also spoken to the Office of the Traffic Commissioner and DVSA to find out what their approach will be with regards to enforcement. I contacted a cross-section of large operators too, most of which responded. The second DDA-related feature is that on the Rotherham-based Commercial Unit, First’s modern day nearest equivalent to the old central works. Not only

have I written about some of the craftsmen I met, who take pride in all they do, but I’ve also gained valuable insight into the level of work in making compliant, buses built just pre-DDA. I must say it was both pleasing and interesting to hear staff I met stress candidly how First has changed for the better in recent times – and that was particularly evident in the way they spoke about their work and the interest shown in it by senior management. On a final note, with this being our last issue of 2014, I would like to wish you all a Merry Christmas and a Happy New Year. I would also like to thank you for your continued support – not only for buying the magazine, but for advertising and informing us of events, supplying us with photos and suggesting ideas for features. London drivers back New Year strike action Of around 7,000 drivers to vote, 85% back industrial action over pay inequality London’s bus drivers have overwhelmingly backed industrial action in a dispute over pay disparities between 18 of the capital’s bus operators, Unite announced on Thursday (December 18). The vote in favour, averaging 85% across the 18 companies, raises the prospect of a London wide bus strike in the new year. The union claims that there are pay gaps of over £3 an hour for new starters, with pay varying from £9.30 to £12.34 an hour depending on the company. As well as strike action, members also backed action short of a strike by 89%. Unite represents over 27,000 bus workers working for 18 bus operators who serve Greater London, just over 7,000 of which voted on the issue. These operators are: Arriva North, Arriva South, Selkent, London General, Metroline, Metroline West, Metrobus, CT Plus, London United, Abellio South, Abellio West, London Sovereign, Stagecoach, Blue Triangle, Northumberland Park, Tower Transit, Docklands and London Central. Wayne King, London Regional Officer for Unite said: “This overwhelming vote in favour of strike action across London’s buses should be a wake-up call to the capital’s bus operators who

doing the same work, driving the same routes at the same time of day, but being paid different rates. “London’s bus operators need to enter into meaningful talks aimed at ending pay inequality and establishing a collective forum that covers bus workers’ pay terms and conditions in London. Otherwise their continued refusal risks the disruption of a London wide bus strike in the new year.”

Mike Weston, TfL’s Director of Buses, said: “Bus drivers are employed by private companies and their pay and conditions are a matter for those companies and the union to discuss, as it has been for 20 years. We would urge the union not to subject bus passengers to unnecessary disruption, especially in view of the low number of bus drivers who voted in favour of strike action.”

His dedication and commitment to representing the needs of passengers has shone through as has his honesty, integrity and constructive attitude in dealing

with the government.” Jeff Halliwell said: “Passenger Focus has developed an excellent reputation in representing the interest of transport users. It has achieved credibility with stakeholders through the use of thorough, evidence-based research, and I’m looking forward very much to supporting its important work.” Jeff Halliwell holds a number of non-executive roles across different sectors. Subject to parliamentary approval, Passenger Focus will be taking on a new role next year representing the interests of users of the strategic road network.

The Daily Post has reported that Anglesey Council’s executive has rubber-stamped a new report that will see a “no pass, no travel” policy and an increase from £60 to £80 a year for those living less than two miles from a primary school, or three miles from a secondary school. Services that operate for pupils in Pentre Berw to Gaerwen’s Ysgol Esceifiog and from Porth Amlwch to Ysgol Gynradd Amlwch will fall under the axe. The changes will see the council save £25,000 a year.

New Passenger Focus Chairman appointed

Jeff Halliwell will start as Chairman at Passenger Focus from February 9, 2015. The Secretary of State for Transport, Patrick McLoughlin, announced the appointment on December 16. Jeff Halliwell has been appointed for a four year term, with an expected time commitment of 104 days per year. He will take up the role following a short handover from the existing Chairman, Colin Foxall, whose term will come to an end on February 6, 2015 after nearly 10 years in the role. Patrick McLoughlin said: “Transport is a vital part of our long-term economic plan, and

Labour launches online ‘Passenger Power’ campaign Labour has launched an online social media campaign called ‘Passenger Power,’ asking people to tweet about changing the bus industry through the hashtag #PassengerPower. Michael Dugher, Shadow Secretary of State for Transport, said: “Bus services are the lifelines of our communities. They are a critical tool for the economic growth we need to see. “We know that good quality public transport is often the difference between accessing work and not, as well as increasing social inclusion and economic

activity. “That’s is why I am so bitterly disappointed in new figures we have highlighted today which show: The number of bus miles has decreased since 2010, 1,300 bus routes have been cut on David Cameron’s watch, and fares have increased five times faster than wages at the same time as the bus companies’ revenues and executive bonuses have continued to rise. “Labour’s ‘Passenger Power’ Campaign launched today will lead to significant change across England. Only Labour has a

commitment to legislate to give greater control over local bus services to cities and county regions. Through the ability to determine routes, set fares and integrate bus services with other forms of public transport, local areas will be able to provide better services at one clearly understood price. “Today, Labour’s Transport team is joining PPCs and campaigners in every English region outside London to let the bus barons and the Government know that passenger power is coming back. We have already seen the vested

interests lashing out – they know we are serious and they know our proposals are what communities around the country are calling out for. “We want to see a fairer industry, more balanced towards the needs of passengers rather than the chief executives of the big bus companies.”

Go-Ahead Group revenue and passenger numbers holding steady Go-Ahead has announced its pre-close trading update for the six months ending December 27, 2014, ahead of its half year results which will be released on February 19, 2015. The operator expects revenue growth in its regional bus business to be 4% for the half year, largely driven by increased contract revenue, where associated journeys are not recorded. Commercial and concessionary passenger numbers remain broadly consistent, with continuing weakness in the north east economy and the impact of significant roadworks in Oxford. Addressing the Tyne & Wear proposals for a Quality Contract Scheme, the operator said this remains an ongoing process and it continues to believe that a voluntary partnership

In London, revenue growth of around 3% continues to be impacted by the reallocation of bus service operators grant (BSOG) of 2.5%. While mileage in the six months is expected to be down 2.5%, full year mileage

growth is expected to be broadly flat as mileage is expected to increase in the second half of the year with the introduction of known contract wins. The group said it remains in a good financial position with strong cash generation and a robust balance sheet. David Brown, Group Chief Executive of Go-Ahead, said: “Overall trading in the year to date has been robust, with a solid performance in our bus and rail operations. Our full year expectations for both divisions remain unchanged. “We remain committed to improving the passenger experience and making it as easy as possible for people to use our services. Go-Ahead has the largest smartcard scheme outside of London and, in January 2015, will be introducing a multi-operator

smartcard in the north east. “In October, we announced a joint initiative with the UK’s other major bus operators to deliver multi-operator smart ticketing to millions of bus customers across England. “In the last five years, we have grown our regional bus network, enabling 15% more journeys to be taken on our services. Over the same period, we have invested more than £170m in our regional bus services and achieved some of the highest levels of customer satisfaction in the industry, including our best ever score of 92% in the latest independent survey. “Working collaboratively with industry partners and local authorities we always seek to deliver the best value for passengers, taxpayers and shareholders.”

Stagecoach invests £3.2m in buses for Cheltenham The new vehicles were launched as it was revealed that passenger numbers across Stagecoach West have risen by 20% in the past �ive years thanks to continued investment in high quality services, good customer service and innovative marketing. The buses replace half of the existing �leet at Cheltenham depot and will operate on key Cheltenham Routes C, D, 41 and 94U. Of the 24 new vehicles, 19 are single deck and �ive are doubledeck. The majority come complete with free WiFi for customers and all 24 buses have Euro 5 speci�ication engines. Since 2007 Stagecoach West has grown passenger numbers

speci�ically in Cheltenham by 18%, which equates to about 20,000 extra journeys by bus every week across the network. During the past six months adult passenger numbers have increased by nearly 3%, equating to about 3,500 more journeys by bus every week. The introduction of the new buses now means that the average age of the Cheltenham �leet is only 3.4 years old. The company has also invested more than £440,000 in a series of improvements at Cheltenham depot to ensure even better service delivery for customers. Stagecoach Group Chief Executive, Martin Grif�iths said: “Bus services are a key part of Cheltenham’s infrastructure, supporting the economy and connecting local communities. This is exactly the kind of major investment that is making the bus a real alternative to the stress of

Democratic Unionist Party MP for Strangford, Jim Shannon, is proposing a new parliamentary bill that calls for Audio Visual (AV) technology to be available on all new buses. The news has been welcomed by the charity Guide Dogs, formally known as Guide Dogs for the Blind Association. In presenting the Buses (Audio Announcements) Bill, he will outline the need for talking buses explaining why it’s so important for people with sight loss. The Bill will take the form of a Ten Minute Rule Bill, which is an opportunity for a Member of the House of Commons to raise the pro�ile of an important issue. James White, Campaigns Manager at Guide Dogs explained: “Without AV, it’s extremely dif�icult for bus passengers with sight loss to know when they have reached their stops. Asking the driver is an option, but a Guide Dogs survey found that seven in 10 blind and partially sighted passengers have been forgotten

on the bus.” Jim Shannon will also highlight the wider economic bene�its of audio visual announcements to the population as a whole, through making public transport easier and more accessible to everyone and increasing bus usage. He said: “Audio Visual systems have been installed on all trains in the UK since 1998 yet just 19% of our buses have these systems installed and of these, 97% of them are in London alone. “A large number of my constituents rely on public transport, particularly as I represent a fairly rural community and many of them have expressed a desire for and support for audio announcements on buses. It is bene�icial for those travelling late at night when it is dif�icult to see the bus stops, as well as for tourists or those who are unfamiliar with a particular area. “However, unsurprisingly, it is most important for those suffering

Whittle’s bus routes secured

EYMS has confirmed that all Whittle’s local bus registrations have been cancelled with the required 56 days’ notice, effective on January 5, 2015, with the only purely commercial route (2A/2C) having already been withdrawn on December 15. Parts of this route and most of the others, which were already operated wholly or mainly under contact to Worcestershire and Shropshire County Councils, were put out for re-tender. The 101 Bridgnorth Town Service supported by Shropshire Council has already been transferred to Arriva, while Central Buses is taking on the Stourbridge-Kidderminster section of the 125 (which runs from Stourbridge to Bridgnorth) on a commercial basis. David Shipp, General Manager of Whittle’s, said: “I would like to thank my colleagues here for the commitment they have shown since the announcement was made which has helped ensure that this difficult period has been made as easy for everyone as possible.”

Transport for Edinburgh passenger numbers up Millions of new passengers have used Edinburgh’s buses and trams since the launch of the integrated transport group, Transport for Edinburgh, 12 months ago. Bus patronage is up three million on 2013, from 115.4 million to 118.4 million, and the new Edinburgh Trams service has already attracted nearly three million passengers. This means six million additional passenger journeys over 2013.

Ian Craig, Transport for Edinburgh Chief Executive, said: “The first year of Transport for Edinburgh has been quite remarkable. We’re seeing fantastic results which are the sum of all the efforts put in from right at the outset by people at Edinburgh Trams, Lothian Buses, the City of Edinburgh Council and by all of our partners. “We’ve had to invest and be bold to get here but I make no apology

for leading that – we’re in new territory. Establishing a new company and brand isn’t easy but our investment is paying off and what we’re seeing as a result is six million more people using public transport in 2014 over 2013. “This is a huge shift which is of great benefit to Edinburgh’s environment and its economy. Transport for Edinburgh is the future and it benefits from the

very best with Lothian Buses and Edinburgh Trams. I’m delighted to be leading it.” Edinburgh Trams successfully tested and launched in partnership with the City of Edinburgh Council and contractors. The service, led by Director and General Manager Tom Norris, is currently running ahead of forecast patronage with operational reliability very strong for a new service.

Go North East saves QuayLink services Operator’s MD questions rationale for Quality Contract Scheme after funding is pulled for the important service The future of the QuayLink bus service has been secured thanks to Go North East. Cllr Nick Forbes, leader of Newcastle City Council and lead Chief Executive on transport for the North East Combined Authority (NECA), announced last week that the city council was withdrawing its funding for the service. This followed a similar announcement from Gateshead Council, which also part funds the current service. Go North East stepped in to save the bus, which links the Baltic, Sage, Gateshead College and St Peter’s Basin with Newcastle city centre and Gateshead Interchange. Kevin Carr, Managing Director of Go North East, said: “With all our local authorities facing a funding crisis and some considering increasing council taxes, it’s inevitable that front-line services – including those buses funded by councils – will be hit. “I’m pleased that we’ve been able to come up with a plan that will continue to provide a seven-day-

National Express passengers in Cardiff raise money for Guide Dogs

Coach passengers have gone the extra mile to raise money for Guide Dogs Cymru. People travelling on National Express services in Cardiff were invited to donate their loose change to the charity via an onboard bucket collection. The scheme was thought up by Joanne James, who works at the National Express office in Central Square, Cardiff. She said: “I’m a huge animal lover and thought it would be good to make people aware that we take guide dogs on coaches. It means people don’t need to be housebound and can get around the UK with us. “Passengers with assistance dogs can phone ahead and request

Epsom Coaches hosts children’s party Over 60 children of Epsom Coaches staff, ranging from age three months to 15 years joined a Christmas party held in the Epsom Departure Lounge and organised by the Epsom Staff Association. After Santa’s arrival in the ‘Santa Van,’ he gave out presents to the children from his ‘Santa Bus,’ supported by his elves. Attendees enjoyed lots of delicious food, a present and cake, along with a show from the entertainer ‘Sparky.’ Chairman of the Staff Association, Les Aitken, said: “This was a real family event which adults and

Barnes Coaches fundraising Mystery Tour

Over £1,000 was raised for the Cystic Fibrosis Trust Swindon-based Barnes Coaches ran a fundraising Mystery Tour between December 8-12. The destinations of the �ive-day trip were initially unknown to the passengers, but turned out to be various places in Devon. Over £1,000 was raised for the company’s chosen charity, the Cystic Fibrosis Trust. On the Tuesday passengers enjoyed a tour of the South Hams, stopping at Dartmouth and Totnes. Wednesday was a free day in Paignton, and on Thursday there was a tour of Dartmoor.

The vehicle used for the trip was a VDL Bova Futura 2 53-seater bought by the company in March of this year. The coach was decorated for the festive season and the driver, Barry Telling, dressed up as Santa for one of the �ive days. Luke Barnes, Director of Barnes Coaches, told CBW: “Our Mystery Tours are a different way of raising money for charity. We try to do one fundraising Mystery Tour a year – this year being our third. Everybody who went had a nice time.”

Marketing… Opinion or Science?

N

ow, to that good old debate around marketing. I wrote some years ago about how marketing needs to be based on science, fact, and research and not on the opinion of those who are likely not the target market. I still believe this is the best way to do marketing, but having chatted amongst my colleagues (from a variety of industries) I find that a significant number of them are marketing for the board, not the customer. The reason? They keep losing the ‘fight.’ This got me thinking. Why is it a fight – if you know it’s right and you have the facts to back it up, then surely a board will take on the advice of their ‘expert’? So I asked them… and a problem arose. They obviously all have huge amounts of experience and tried and tested campaigns with their audience, but not a huge amount of ‘evidence’ or ‘science.’ They were simply battling the board with what could be

considered their opinion. These battles are hard to win over the big bosses. Research had started to fall to the side because they said they didn’t have time to do it. Campaign numbers and deadlines had taken over. It had become a matter of getting campaigns out the door as quickly as possible and worrying later. Now, I know research isn’t always needed and that more often than not, it will in fact back up the marketing managers plans and ideas they already had, but in the same way that they ‘give in’ to the board they needed to ‘give in’ to the need to have selected researched facts to back up some of their work. This would make getting approval for other campaigns a lot smoother. Even I, after a long time in bus industry marketing, am occasionally shocked to discover there is something I don’t know. I recall preparing some work with a fellow marketer at First North

last year. We both had very different opinions on the style for a non-bus user campaign, and it was going to be tricky as it was trying to break down misconceptions, but if a current customer saw it they may have been put out. We knew this one needed science and we also knew which creative that research would tell us to go for. As we’re experts you know… What we didn’t know though was that we were completely, utterly, wrong. Every creative was wrong. The focus group facts presented to us in black and white took a chunk from our marketing egos. It also taught me a lesson – I will never know everything, my opinion can be wrong (you may still struggle with me on this one!) so sometimes you have to have the science behind the marketing, no matter how much of an expert you may consider yourself to be. It also taught me that my sense of humour is most definitely not to the majority’s taste!

SPECIAL SHUTTLE buses took people to Stonehenge this year to mark the Winter Solstice, the Salisbury Journal reported. Salisbury Reds ran its 333 service between 0600 and 0725hrs from Salisbury New Canal on Monday (December 22) with buses returning from Stonehenge between 0810hrs and 0830hrs. The service also stopped at Salisbury Railway Station and Salisbury Street in Amesbury. “Buses left Salisbury from early on Monday morning, to give customers plenty of time to reach the stones and mark the Winter Solstice in their own way,” said Salisbury Reds Communications Manager Nikki Honer. “We already work closely with English Heritage at Stonehenge, providing buses to the location for those wishing to leave their cars behind, but this is a very special occasion. “The aim was to make it as easy as possible for people to come and take in the magical atmosphere there early on Monday morning.” Tickets were priced at £10 for an adult return. These could also be used to travel back to Salisbury on the official tour bus for those

The Your Public Transport Matters roadshow allows commuters to give transport chiefs their views about the area’s network. The events are held regularly by Centro around the region and feedback from the public is used to make improvements to the local bus and rail network.

FIRST BERKSHIRE is making changes to some of its services in Reading, Wokingham and Bracknell, Get Reading has reported. Service 90, formerly the 190, which travels between Reading, Wokingham and Bracknell, will serve Great Hollands from Saturday, January 17. There will also be minor changes made to Services B2, B3, 94 and 191. On the same date, a new winter timetable will start on Green Line 701/702 with the introduction of the 700 at certain times of the day. Saturday shopping service X1 from Bracknell to Reading ceased on Saturday, December 20, as Service 90 now provides a more frequent service to Reading from all X1 stops in Bracknell and runs seven days a week, making the X1 obselete. From Sunday, December 28, all journeys on 151/151A during school holidays will start and finish at Wokingham railway station. Simon Goff, First Berkshire General Manager, said: “We are always looking to find ways to improve our services, including introducing extra journeys on some routes such as the 191 and offering better access to shops as in the case of Service 90, or improving links to other forms of public transport. “It is with regret that we are withdrawing Service X1 because of low patronage, but we shall keep our routes under review to ensure we are meeting the needs and expectations of our customers.” MEMBERS of East Sussex County Council’s (ESCC) cabinet have voted unanimously to slash the authority’s supported bus budget to the tune of £1.8m from April 2015. summer. A meeting of the full council earlier this month recommended rejecting the cuts even after campaigners had presented a 11,000-name petition against the plans. The cuts affect tendered routes and Dial-a-Ride, which will be reduced from operating seven days a week to Monday to Friday. Other routes will be withdrawn completely or reduced in frequency. Fare increases of up to 30% have also been approved. However, operators have agreed to run 23 previously subsidised services on a commercial basis. ESCC said it was protecting peak services, those used by school and college students and residents needing access to ‘essential services.’ “We have the unenviable task of �inding millions of pounds worth of savings and have to review every subsidised service to ensure our limited budget is being used in the most effective way,” said Cllr Carl Maynard, Lead Member for Transport and Environment. “We felt the proposals minimised the impact of changes on the residents of East Sussex and offered best value for money for all taxpayers.” Labour councillors have said they will now seek to call-in the cabinet decision to examine if it was fair, if it disproportionately affects some residents and whether all possible options were considered. Sarah Owen, Labour’s prospective parliamentary candidate in Hastings & Rye who had campaigned against cutbacks, said: “We may have not got everything we wanted, but, on the whole, this is a victory for us. “We must not forget that for those affected by the remaining cuts as this is still a massive impact on their lives. “I want those people to know that I will continue to �ight for a bus service that serves local people, and not the bus companies, and look forward to a Labour Government reversing the deregulation that has caused these cuts.”

Alistair Beales, West Norfolk council’s cabinet member for regeneration, said: “This is another major regeneration project for the town, which will add to the already-completed Tuesday Market Place and Saturday Market Place schemes. “The enhancements will help improve the visitor experience when they arrive in the town by public transport whether that be by train or bus. “Better use of the available space could even enable additional bus services to be added in the future which is great news for everyone.” Work will be carried out in phases, with Waterloo Street closed from January 6 - February 2. The improvements are expected to be completed in June. NATIONAL EXPRESS DUNDEE is supporting a new community café and food bank which has been launched in the city. Lifegate Community Café and its associated food bank was of�icially opened on December 5. Aimed at helping people with �inancial dif�iculties, sanctions or low wages, the project is run by Lifegate Church and supported by Whit�ield Parish Church and Faith in Communities. Pastor of Lifegate Church, Geoff Findlay, is also the Workplace Chaplain for National Express Dundee, which has donated a large amount of food given by staff and passengers to support the new venture. South Korea trials ADL double-decker Plans are in place to reduce overcrowding on buses travelling to and from Seoul SOUTH KOREA Public transport in South Korea could be set to take on a new look with the introduction of British-style double-deck buses. The move follows a decision by GyeongGi Provincial Government to trial double-deck vehicles similar to those used in London and Hong Kong, as part of a bid to alleviate overcrowding for commuters travelling between Seoul and its surrounding suburban areas. The first stage of the trial started December 8, and will run through until December 26. During this time a high-capacity, low-emission Enviro500 double-deck bus – built by ADL – will operate on interurban routes between Suwon and Sadang; Namyang and Jamsil; and Gimpo and Seoul Station. Paul Davies, Director and General Manager of ADL’s operations in Asia Pacific, said: “We are delighted to be working with GyeongGi Provincial Government,

The company will operate a route between Munich, Stuttgart, Frankfurt, Cologne and Brussels, providing both international services and domestic travel between German cities. For the first time in mainland Europe, megabus.com will provide domestic inter-city travel along the route. The new services will enable people to travel between any points on the route within Germany – Cologne, Frankfurt, Stuttgart or Munich. Remember coach tourism is for life, not just Christmas It’s the season of good will, but how often does that extend to coach operators visiting Christmas markets? Leo Pard says, nothing like often enough

T

he very mention of Christmas arouses many sentiments and emotions in the average coach operator. The first of which is, where the jolly devil is the work going to come from until Easter? Traditional company Christmas parties no longer exist. Gone are the times when big London department stores would take over a whole venue and charter 20 coaches for the evening. In fairness, even then it only paid the diesel bill for a few weeks. Over the last few years Christmas markets have sprung up in cities and at racecourses all over the country. They also take place in northern France and Belgium, which are only a day trip away. Some of these are German themed and run on the basis that these things are designed to have a wider appeal. They have a festive outlook, rather than just being about sheer capitalism. There’s none of that Stateside approach of buy anything and everything on so called ‘Black Friday’- a celebration of getting through the year and involving yourself in a fight to buy a cheap widescreen television. This year many Thanksgiving celebrations were disrupted in the States by extreme snow and storms. The resulting loss of power meant the 22-lb turkey was very possibly given a reprieve and walking out of the oven again, or, given the presence of a decent vet, brought back to life once more. A more interesting side to the Christmas markets, which now provide sensible and half decent paying loads for operators, is just how many coach spaces and coach parks become ‘available’ for the festive period. Suddenly tourists are welcomed openarmed by Santa and his multitudinous helpers. With apologies to Littlewoods

DAVID BELL Pools – I know there were other football pools companies – it seems to be the old adage ‘Spend, Spend, Spend.’ Now this is all fine and dandy and indeed welcomed from an operational point of view, but how come all this coach parking space becomes expensively available from the end of October to seemingly January 25 when during the rest of the year, the coach is, in general, not very welcome? There have been many instances this year of Christmas market parking nearing £100. That includes York. How can operators recover substantial costs such as this? It makes the road fare to the passenger huge and is on the verge of making going by train a cheaper option. Coach operators do have the advantage of being able to offer a relatively local pick up service which may be nearer than the railway station, but the ticket cost is the major consideration to passengers who have no concept of the costs of running a coach. “You put £1,000 of diesel in that tank,” they ask.

Yes, a number of times a week. Passengers are happy to go to Brugge. There’s an established, no aggravation coach park there. They get what they want and it is all beautifully wrapped up – a bit like the major city coach park charges here. In short they are too expensive. When a market is held at an historic house to generate winter business, coach parking is often either free or decently charged. Good idea! Still one of the best examples of marketing and coach tourism is Rochester down in Kent. For many years this historic town has had a proper system – free coach parking, a coach park there in the first place, and a good permit system run in conjunction with the Police. It’s fair to cite Mary Sewell (Senior Tourism Officer, Medway Council) as being one of the best friends the coach operator and driver can have. What happens in Rochester is thought out fully and still welcomed in the industry. It has deserved to win the CPT (Confederation of Passenger Transport) Coach Friendly Award on more

than one occasion. Perhaps other local authorities should go there to see how it’s done. The clever thing about Rochester is that, with the Dickens connections, the festivals are the attraction. There’s no shopping centre in the Manchester Arndale sense, but a long high street with local shops in the main, and the cathedral and castle. Compare that to York, which comes out badly because of the charges. Very probably it has been crossed off the 2015 Christmas itineraries of many operators as a result. Another criticism of the seasonal coach parks is that they all want money upfront rather than when the coach arrives. The operator has absolutely no idea of passenger loadings and no refund policy usually operates. London has always maintained the fairly intransigent position of closing off the Park Lane coach bays as the Christmas lights are switched on, or has taken to putting tipper lorries in place for some building projects – a welcome indeed to one and all. The towns and cities holding these very good Christmas markets and festivals should have the forethought to realise that coach tourism is still an all year round activity and not just for Christmas. Overcoming fraud in passenger transport Ian Emery, Senior Associate at international commercial law firm Hill Dickinson LLP, outlines the reasons for fraudulent insurance claims and how to mitigate the risks and discredit the scammers

The problem of fraudulent insurance claims is unfortunately a worsening one. The Association of British Insurers [ABI] estimates that the value of identified fraud is 1.3 billion pounds which is the highest ever recorded. 62% of that figure, 811 million pounds, is made up of fraudulent motor insurance claims. The true level of fraud is likely to be even greater.

Factors

So why, despite an increased awareness of insurance fraud, are we still seeing a continued increase in the number and value of fraudulent insurance claims? There are a number of reasons for this: l The tough economic climate over recent years has put pressure on household incomes. A fraudulent insurance claim has become an increasingly common method for individuals looking to obtain additional income. l Compared to other criminal activity such as drug dealing, people trafficking or bank robbery, the pursuit of a fraudulent personal injury claim can provide a similar level of financial return with a far reduced risk of detection and prosecution. For organised crime it therefore provides an attractive business model with a good risk/reward ratio. l Whilst there have been developments with organisations such as Insurance Fraud Enforcement Department

[IFED], it can still prove difficult for insurance companies and passenger transport operators to get the Police to investigate fraudulent claims and for prosecutions to follow. Fraudsters, particularly organised criminals, are therefore aware that even if the fraud is uncovered there is a relatively small chance that they will be prosecuted and receive a custodial sentence. Lord Faulks (Minister of State for Civil Justice and Legal Policy) recently spoke at Hill Dickinson’s Passenger Transport Counter Fraud Seminar. He identified that whilst there has been a 20% reduction in the number of road traffic accidents, there has actually been a 60% increase in the number of personal injury claims presented. While these claims fall across all areas of motor claims, it is undoubtedly the case that bus and coach operators are being specifically targeted. This is largely because: l Fraudsters will always look to keep their operating costs as low as possible and by utilising a bus they avoid the need to purchase and insure their own vehicle. l Buses provide an opportunity for a much greater number of claimants due to their passenger capacity. l Accident rates for buses are more than twice that for all vehicles. The popularity of bus travel appears closely associated with car

According to Ian, fraudsters will always look to keep their operating costs as low as possible and by utilising a bus they avoid the need to purchase and insure their own vehicle availability, which in turn is linked to a reduced level of household income.

Fighting fraud

It is however, not all doom and gloom. The passenger transport sector has been alive to the risk that fraudulent claimants pose for some time now. This is something I see on a daily basis with the clients I deal with and there is a great deal of knowledge and enthusiasm within the industry when it comes to tackling insurance fraud. An area where the passenger transport sector has led the way is in relation to the use of CCTV footage. This is something that bus companies have been utilising for a considerable period of time and which has only more recently started to be used in other areas, such as home delivery vehicles. CCTV footage of an incident can provide compelling evidence in proving whether a vehicle has deliberately slammed on its brakes to provoke a collision. Without that

footage, the task of proving fraud would be much more difficult. CCTV footage can also prove invaluable in relation to confirming occupancy in a vehicle at the time of a collision. There are numerous examples where a genuine accident has taken place but a bus company has received far more personal injury claims than there were passengers on the vehicle. The footage can also highlight the degree of movement an individual has suffered in a minor collision to help prove that an injury would not have been sustained. There are also other areas where bus companies utilise technology successfully to defeat fraudulent claims. The information from electronic passes (smartcards) such as Oyster cards can help establish passenger movement, whilst electronic ticket machines can accurately track the number of passengers on a bus at any particular point in its journey – as well as confirming through GPS exactly where a particular vehicle www.coachandbusweek.com

of a claim and it enables the appropriate prioritisation of resources. The robust handling of high risk claims sends out the right message and reduces the chance of being targeted by fraudsters in the future. A message can also be sent with the use of private prosecutions. The Police have limited resources and are not able to investigate every occurrence of fraud. However, in the right cases, it is open to companies to bring a criminal prosecution themselves against any identified fraudsters. Successful prosecutions can be publicised and have the advantage that costs are largely recoverable from the public purse. A further option is a civil claim in the tort of deceit. Essentially, this is a claim brought against a fraudster where a false representation has been made by the claimant which has been relied upon by the defendant to their detriment. There are four aspects to the damages that can be recovered – the costs of defending the claim, internal investigation costs, recovery of sums paid and exemplary damages. As an example, this could be utilised where an early payment has been made in relation to the third party vehicle damage to stop on-going hire, but where it later becomes apparent that the claim is not genuine.

Conclusion was at any particular time. This can prove highly beneficial when there is an allegation that a bus was involved in an accident but no incident is reported by the driver and it is denied that the incident ever took place. Despite the above, there are areas where passenger transport companies remain vulnerable. One such area relates to the unfortunate situation where a bus driver deliberately crashes his or her PSV into another vehicle so that personal injury claims may be presented. This is a potentially expensive scenario for a coach or bus operator, and it can be difficult to prove fraud where the accident, on the face of it, appears genuine.

Sharing data

One fraud prevention strategy which is growing in the insurance industry as a whole is that of data sharing. Hill Dickinson operates its own database, Netfoil, which currently contains details of over 10 million claims, with 220 million www.coachandbusweek.com

associated records. The claims data is cross-sector and our experience shows that individuals who are prepared to commit fraud in one sector will inevitably be prepared to commit fraud in other sectors. Netfoil enables us to highlight to our clients, patterns of claims behaviour that they wouldn’t otherwise have been aware of. It can also help establish and prove

prove to be a crucial factor in successfully repudiating the claim. Intelligence can provide the silver bullet needed to prove fraud. There is certainly an appetite within the passenger transport industry for an increased level of data sharing and the benefits are compelling. Passenger transport companies will often operate in the same or adjoining geographical

Using intelligence to identify early in the life of the claim that the claimants have been involved in a number of similar recent incidents, could

It is unfortunate that insurance fraud provides a good risk/reward option for organised criminals whilst the passenger transport sector offers a low cost and high passenger volume model. However, with the continued use of technology, an increased level of data sharing within the industry and a robust approach to such claims; there is an opportunity to make passenger transport operators a hard target forcing criminals to think twice before attempting to defraud their businesses. Gareth Evans provides an update on the Disability Discrimination Act

t’s �inally here. We as an industry have had over 15 years’ of notice until D-Day – or perhaps more precisely DDA Day. Section 40 of the Disability Discrimination Act (DDA) 1995 gave the Secretary of State power to make regulations to ensure that public service vehicles are accessible to disabled people. The Government used these powers to bring the Public Service Vehicles Accessibility Regulations (PSVAR) 2000, which came into force on August 30, 2000. The regulations apply to any public service vehicle with a capacity exceeding 22 passengers used to provide a local or scheduled service. New buses and coaches had to comply from December 31, 2000, with the exception of wheelchair access to smaller buses and to coaches which applied from January 1, 2005.

What is DDA

In short, the DDA regulations are a detailed set of speci�ications, which lay down the minimum standards for buses and coaches. To the layman, they will doubtless seem surprisingly in-depth. They include features which are instantly recognisable to the untrained eye – such as the lack of capital letters in ‘bus stopping’ onboard, destination displays showing from left to right the place and then the route number, along with handrails in contrasting colours – not forgetting the requirement for side destination displays. In general the regulations apply to all buses and coaches operating to a published timetable. Very small buses and coaches (with a capacity not exceeding 22 passengers) are excluded, as are vehicles used for holidays, touring or private hire for example, along with heritage vehicles over 20 years of age as long as they are used on a restricted basis. The requirements include:

● A space for a wheelchair with suitable safety provisions; ● A boarding device to enable wheelchair users to get on and off vehicles; ● A minimum number of priority seats on buses for disabled passengers; ● The size and height of steps; ● Handrails to assist disabled people; ● Colour contrasting of features such as handrails and steps to help partially sighted people; ● Easy to use bell pushes throughout a bus; ● Audible and visual signals to stop a bus or to request a boarding device; and ● Equipment to display the route and destination At the time regulations’ inception, the Government recognised that many existing vehicles could not be modi�ied to meet these requirements or that it was not cost effective to do so. used to provide feeder services to common pick-up points in support of a tour are included within this de�inition. Also, vehicles of historic interest (at least 20 years old) will still be able to be used to provide a local service or scheduled service, such as those to special events etc. – provided they are used for not more than 20 days in any calendar year. The 20 days apply to each individual vehicle and may be continuous or spread out over the year. However, the regulations state that it is best practice that during those 20 days of permitted use on a local or scheduled service, any advertising material or timetable for such services should be clear in describing the type of vehicle used and identifying any alternative means of transport available to disabled people. Another notable exception are vehicles used solely for contract work, such as school services not open to the general public and not charging separate fares. Also exempt are Section 19 Permit Holders. The Transport Act 1985 provides for these permits to be issued to charities, education, religious and other groups to operate vehicles on a non-pro�it making basis for the carriage of their members. Vehicles operated under such a permit cannot be used to provide a service to the general public. Many of these vehicles are used by local authorities or health authorities and, although they may be used to carry disabled people, they are not public service vehicles and are not within the scope of the DDA regulations. However, commercial services, such as private ambulance services, where a charge is made, are public service vehicles. The DDA provides an exemption for vehicles operated on a commercial basis because it would be impractical for them to comply with all aspects of these regulations. It should be noted that this exemption is provided only for vehicles specially designed for this purpose.

“There has not been an awful lot of takeup from people trying to upgrade Darts or Volvos as the vehicles are almost at the end of their lives. That said, we do a fair bit with 52-plate and newer former London buses as the centre door has to be removed and a manual ramp �itted at the front. The powered ramp cannot be relocated as it won’t �it. Most operators also want the wheelchair bay moving to the front nearside. The biggest issue with that is when moving the wheelchair board, a pull test is required –

in service for a period representing the end of their economic life. Nothing within these regulations required a vehicle to be retro-�itted to meet the requirements, unless an operator wished to continue to use a vehicle on a local or scheduled service beyond the date from which all vehicles in such use must comply. This is why operators have been upgrading some vehicles such as Volvo B10BLEs, and early Dennis Tridents and Volvo B7TLs to meet the requirements – to allow them to remain in service.

Exemptions

Coaches used for private hire and tour work fall outside the scope of the DDA regulations. A ‘tour service’ as it is called in the legislation means a service where a public service vehicle is used for or in conjunction with the carriage of passengers to a particular location(s), and back to their point of departure. ANALYSIS › DDA COMPLIANCE which adds to the cost. “An interlock also needs to be fitted, along with all new bell pushes, complete with braille print. There are hours of re-wiring involved. Bus stopping signs have to be added as TfL’s iBus system is removed upon withdrawal. “Double-deckers have a long life, so we have made, for example, former Brighton & Hove 2001-registered Tridents DDA-compliant. The same goes for former Dublin Bus 2000-registered Volvo B7TLs. Some people have also wanted them as school buses, i.e. without the wheelchair bay and ramp. We can offer either.” Turning to the question of costs, Ross replied: “It depends on the vehicle. Some Tridents have bonded glazing, while others have gasket glazing. The latter works out at £300 per window as a full set of rubber is required, which pushes the cost up. “For a single door and DDA-compliant conversion, depending on the vehicle, the cost ranges between £6,500 and £9,500 depending on the model. “A single door conversion without a DDAcompliance, can be done for £750 to £2,500 or £3,000, depending on the ramp (£1,000) and wheelchair backboard (£750).” Asked whether the firm’s workshop can upgrade a vehicle on behalf of an operator, he responded: “We do offer to make vehicles DDA-compliant for those we sell, but we will not upgrade vehicles already in operators’ fleets. It’s not our core focus.” A respected dealer which can assist operators in making their buses and coaches DDAcompliant is Leyland-based BASE Coach Sales. According to Mark Aspinall, Director at BASE: “A lift on a new Explorer coach costs £9,000 and destination equipment costs about £3,200. “Retrofitting a lift is really pushing the boat out if you just need to be compliant, but retrofitting a ramp to a bus can be quite simple if the door aperture at the front and the dimension of the gangway meets the legal requirements. “We convert a lot of double-deckers to DDA-compliant specification. This is because

some customers are now insisting on DDA compliance on ‘home to school’ transport, but the split on deckers is probably still 50/50. We offer fully refurbished DDA-compliant vehicles are available from around £25,000, subject to specification.” He added: “I am sure DDA compliance is going to become more of an issue in the future.” Graeme Armstrong, Sales and Marketing Manager at Thornton Brothers, said that take up of retro-fitting vehicles has not been as great as it might have been. “While we have done a few DDA-compliant refurbishments, we’ve not done a huge amount – less than I would have expected. I predict operators will leave double-deckers until near the cut-off time.” Asked about costs, he said for a single-decker it is in the range of £2,500 and for a doubledecker £3,500 to £3,800. “If it is rolled into a refurbishment, making a bus or coach DDA-compliant becomes more cost effective. Also, due to our location in the north east of England, we can transport buses here on our own low-loaders.”

Enforcement

When the regulations were originally drawn up, what was then known as the Department for the Environment Transport and the Regions (now the Department for Transport) said that it hoped prosecution would be unnecessary. “Prosecutions will be considered where systematic abuse of the regulations has taken place, or where operators deliberately flout the law. It is not envisaged that one-off noncompliances, such as a ‘stopping’ sign not working, would lead to prosecution,” the DETR said. Asked what action(s) operators will face for non-compliance, a Driver and Vehicle Standards Agency (DVSA) spokesperson told CBW: “Action taken by DVSA will be in-line with DVSA’s Enforcement Sanctions Policy (ESP). Incidences of buses not displaying the correct destination, route or number will initially be taken up with the operator. Whether any further

action is taken will depend on various factors including the outcome of our investigations, and whether there are repeat incidents of the same nature. The ESP can be found at www. gov.uk/government/publications/enforcementsanctions-policy’.” A spokesman for the Office of the Traffic Commissioner (OTC) said: “Next month, another deadline will be reached on accessibility standards for public service vehicle operators. Licence holders who are running local bus services or scheduled services need to make sure that certain vehicles are compliant in time. “Where a licence holder is reported for failing to comply with the regulations relating to the operation of public service vehicles, the OTC will refer the case for further consideration in line with the Senior Traffic Commissioner’s Statutory Guidance Documents.”

Arriva’s Operations and Commercial Director Mark Yexley said: “At the time of writing (December 16), we currently need 33 more buses to complete the single-deck fleet which will be covered by placing the rest of the 2015 order for new buses. We won’t have any problem in meeting the 2017 deadline for double-decks thanks to the significant investment in recent years in new doubledeckers. Any shortfall will be covered by cascading former London buses. “In terms of implications, the shortage of investment funds during the credit crunch

‘National Express believes all people have the right to travel and so we very much viewed the regulations issued under PSVAR 2000 in terms of opportunity, as opposed to implications for our business’ together with the sheer number of noncompliant buses to replace meant we were concerned at one stage of running out of time to do this. However, it has been fine given the new bus orders over the last three years. Most of the buses replaced have been fully depreciated, but the ability to sell these on has largely vanished given the short remaining useful life between now and the deadline of January 2016.” A National Express UK Coach spokeswoman said: “National Express believes all people have the right to travel and so we very much viewed the regulations issued under PSVAR 2000 in terms of opportunity, as opposed to implications for our business. “We were pioneering in our use of wheelchair lifts – the first of which were installed more than 10 years ago and, following considerable investment, nearly 100% of our fleet now provides step-free access for wheelchairs, which is years ahead of the 2020 deadline for coaches. We’re really proud that this commitment has enabled thousands of people to travel who would have otherwise not been able to do so. “However, we recognise there are still www.coachandbusweek.com

challenges for disabled travellers and it is crucial that transport infrastructure, as well as vehicles, is equally accessible. This is why we recently backed calls by Minister for Disabled People Mark Harper to make coach stops more accessible and we remain fully committed to working with local authorities and other partners to achieve this goal and enable even more people to travel.” National Express’ UK Bus division said: “The bus division have been planning for this requirement for a number of years and have invested in new vehicles to ensure we are totally compliant.” A Stagecoach spokesperson commented: “We are on track to meet what is required of us under DDA legislation.” Giles Fearnley, Managing Director of First UK Bus remarked: “I believe that the DDA legislation has been a positive for our industry. There is no doubt that it has encouraged operators across the UK to provide better services for disabled passengers. “At First we recognise just how important it is that bus services are accessible for all our

customers and are well on course to meeting DDA deadlines. Indeed, we go above and beyond the DDA requirements and are leading the industry in improving bus travel for disabled passengers. “For example, we have invested more than £145m in almost 900 brand new buses in the last two years. All our new buses come fitted with extra space for wheelchairs and buggies as standard, as well as extra grab-rails, which benefits all our customers. “Earlier this year we became the first bus operator to sign the RNIB’s bus charter. Each of our 13,400 drivers across the UK is receiving training so that they better understand some of the obstacles people with sight issues overcome when using the bus. 

 “We also work closely with the Alzheimer’s Society and have implemented a module to our industry-leading driver training programme so that our front-line staff can provide assistance, if needed, to customers who have dementia. We’ve also worked with Disability Action Alliance and Age UK and introduced ‘Safe Journey Cards’, which discreetly allows customers to let drivers know if they need extra help or assistance on their journeys. The cards indicate, for example, that a customer may need extra time to find a seat, or may need help in identifying their correct stop. “Such has been their success that Safe Journey Cards have been adopted by the bus industry in general.” n

nside the cavernous First Rotherham depot, a dedicated team, proud of what they do, is breathing new life into buses of all ages, and repairing heavy accident damage on others. With its large covered area, the Midland Road garage was built in the early 1980s for a peak vehicle requirement of 120 – today it is home to 103 buses. Of course, outside the once insulated environment of state ownership, such a vast covered space became a liability rather than an asset. In the harsh reality of the post-deregulation world, the building had to earn its keep – and what better way to contribute to the expensive overheads than to undertake work for other operating companies. The Commercial Unit (CU) was born – and today it uses 40% of the depot’s covered space. While the CU is part of the First’s South Yorkshire business, it is standalone in terms of both being a cost centre and its relationship with suppliers and customers. “We’ve structured differently in recent years – the management is now very

localised,” explained Engineering Manager, Jim Wright, who heads up the CU. He reports to Paul Flanagan, who has overall responsibility for the Rotherham business, who in turn reports to First in South Yorkshire MD Ben Gilligan.

Workload and facilities

According to Jim, Rotherham is the biggest bodyshop in First UK Bus. Another unit is located in Glasgow, with a smaller one at Lawrence Hill depot in Bristol. “Ours in the nearest thing to a traditional central works,” he enthused. “The building also serves as a centralised location for MOTs for both Doncaster and Rotherham depots. We can offer an MOT as a part of a refurbishment too.” The CU’s facilities are well equipped, boasting a fully functioning machine shop and a trim shop. A two-bay paint shop allows vehicles to be finished off. Painting is carried out using traditional brush strokes and rollers – with the addition of a spray can for hard to reach crevices.

Sheffield and Rotherham. I was promoted to Foreman in 1999, just after the FirstGroup takeover. “You could say my career took off when First took over,” he mused. He continued: “I was then appointed Engineering Manager at Halfway depot in 2002, before moving to the same role at Rotherham, where I stayed until 2006. “I spent a couple of years on project work as Engineering Standards Manager for South Yorkshire. This included dealing with compliance and managing stores, whilst

seeking improvements in efficiency. After a restructure in 2008, I became Engineering Manager of the Commercial Unit.” Jim added: “My second in command is Stuart Lee, Engineering Supervisor. Between us, our management skills include CPC Level 3 in Managing National Passenger Transport; Operations IOSH trained in safety; ISO14001 certified for the environment; and In-house vehicle examiner certified by VOSA and FTA. “We’ve got over 60 years’ experience in commercial vehicle engineering.” l If you would be interested in having a quote for a bus refurbishment job, contact Jim on Jim.wright@ firstgroup.com

A dismantling license is also held, enabling written-off vehicles to be broken up for parts. Jim took up the story: “We employ 21 full-time members of staff. Our highly-skilled team boasts a wide range of skill sets, including painting, coachbuilding, auto-electrics, mechanical and upholstery. We have an apprenticeship training programme too. We’ve currently got three Apprentices, who are undertaking a four-year programme.” The core of the CU’s workload comes from other FirstGroup Operating Companies (OC) – although the work is by no means to uniform group standards. In something that may come as a surprise to some readers, what was hitherto a highly-centralised firm, OCs have a considerable amount of autonomy when it comes the specification – meaning each is treated as an individual customer. “Each year we in FirstGroup have a vehicle refurbishment programme,” explained Jim. “The focus has been on vehicles built just pre-DDA for the last two to three years. The North region has had a plan in place for some years working in readiness for the deadlines. The same applies for operating companies in the south – we’re now doing work for them. None of the First operating companies will have a problem in meeting the deadlines. “The programme for this financial year, which runs from April to March, includes 60 vehicles for the Northern Region. We’ve arranged to do 10 for Somerset and 24 for Eastern Counties. Therefore, all our work is currently for First operating companies – but that’s not always the case.” Asked about non-FirstGroup OC customers, Jim replied: “In the past we’ve done quite a bit for Go-Ahead Group. We’re currently doing some heritage work for bus museums. We’re always happy to quote for work.” Looking to the medium term, Jim said: “Post the DDA deadlines, I feel customers will be wanting refurbishments doing as the senior management can see the benefits such work can bring – it leads to increased patronage. They can see it as an investment.” Jim added: “The sort of things we look at include applying the revised corporate livery. It means the rear end livery is simplified and the front allows for route branding. “Front ends can be painted in different colours. Ipswich has gone for RAF blue-grey, Potteries has chosen that shade of red as it’s got routes called Cherry, and Norwich has its Purple Line. “Usually I give them different options after talking to our paint manufacturer.” According to Jim, seat re-trims are particularly popular at the moment. “Although some people are still using moquette and E-Leather, there seems to be a definite move towards full leather supplied by Andrew Muirhead. That’s something which reflects trends in contemporary car interior design by the likes of VW Group. Passengers can instantly smell the freshness of real leather once they board, adding to the value of a refurbished vehicle.” However, he was keen to stress: “As a commercial bodyshop, we can trim with December 23, 2014 | COACH & BUS WEEK | 25 19/12/2014 16:53


REFURBISHMENT › FIRST ROTHERHAM COMMERCIAL UNIT whatever the customer wants.” Another popular item to be specified by OCs is the ‘Welcome aboard’ mat supplied by Altro. “We cut the old lino out and fit it onto the manual ramp. The choice is the customer’s,” Jim said.

DDA-compliant refurbishments Explaining the work involved in making a bus DDA-compliant, Jim said: “For the first of a particular type of vehicle, our VOSA Certifying Officer pushes a wheelchair inside. Once he knows the design is correct, he gives type approval. Rather than using a tape measure, we’ve adopted the system used by our VOSA Officer – a box which resembles a piece of staging is used as a gauge for the space in front of the priority seating.” On that note, Jim said: “Our local VOSA Certifying Officer is very good to deal with. He’s incredibly thorough. He won’t work on the basis of a batch of vehicles being identical – he goes through each bus individually. We therefore know that every vehicle is right, as do our customers, thanks to his stamp of approval. “There’s very little tolerance. We have in the past been asked to move things by 2mm. Things have got to be just right.” Currently in the works is a batch of 14-yearold Wrightbus Renown-bodied Volvo B10BLEs, which are in the process of being reallocated from Aberdeen to Taunton. Jim took up the story: “On their way to Somerset, these buses are being upgraded to be

Explaining how he joined the firm, he said: “I did work experience at Olive Grove depot in Sheffield, which led to a job as a Service Assistant, carrying out painting duties. I then completed an Apprenticeship as a bodymaker at Rotherham working within the Commercial Unit and also doing MOT preparation, before returning to painting in 2010. “I have been heavily involved in fleet repaints into the new ‘Olympia’ livery, but of late the new ‘Stoke’ style livery that First Ipswich has adopted has taken hold, with Norwich choosing to follow the same style, albeit using different colours.” Turning to heritage liveries, Darren said: “I am a self-confessed enthusiast – I never switch off. In the last two years heritage liveries have become very much in vogue. We in the Commercial Unit started doing them for depot open days – the first being for Sheffield Olive Grove. It was a huge amount of work. We received a lot of help from Crich Tramway Village, which has a vehicle in the appropriate

They’re all Wrightbus

Eclipse-bodied Volvo B9TLs, with the exception of a Wrightbusbodied Volvo B7RLE single-decker for Leicester. “What I enjoyed about these were that unlike operators which simply use gold vinyl ‘celebrating 80 years’ and so on, I tried to imagine that if the modern Volvo B9TL was in a 1960s paint shop, how would they apply the livery to that type of bus. I feel the results were quite pleasing. We’ve received a lot of positive comments.”

Jim said: “On the stairs, if we replace the treads to make them slip-resistant, we fit new lino too as a matter of course. “In the main saloon downstairs, a seat is removed from the first row behind stairs behind the stairs, with the remaining one turned 90 degrees to become sidefacing. This is to allow a wheelchair to shunt into the bay on the nearside. “We also modify the hand poles on the nearside wheel arch box as the original was slightly higher. Space is required for 45mm knuckle clearance to cater for swollen hands. Remember – DDA is not just about wheelchairs – it’s to help those with sight and mobility problems too. “The bus stopping signs have to be lower case as capital letters are harder to see. Also, the bus stop bell pushes have to be replaced with those equipped with braille. On average, 25 hours of electrical work is required.” Another part of the process is that we remove the old flip-dot destination displays and replace them with Hanover LED units which fully comply with the DDA regulations. A key element of a DDA-compliant conversion is the ramp. “We replace ramps as a matter of course on pre-DDA vehicles. The reasons include wearing down of the non-slip surface,” Jim said. “The ramp and flooring is the most time-consuming part of a DDA-compliant refurbishment – and reconfiguring the seats takes longer than people expect.”

An interesting vehicle currently in the works is 1963-built former Wellington City Transport trolleybus no.82, which is being restored on behalf of the trolleybus museum at Sandtoft. “I give them a two-monthly breakdown of labour and materials,” explained Jim. “The roof is the current focus of attention – it’s ended up being a bigger repair than expected. A lot of framework had to be replaced, along with some panels. I thought the roof was a good place to start.” “Sandtoft has threatened to send us plenty of buses,” Jim mused.

Jim continued: “This will eventually go to Manchester. We’ve added a second handbrake and a seat for the instructor on the platform – along with ‘tell tale’ lights in the nearside dash, which show the instructor that the driver is indicating or braking. GI Well, we always have a laugh here. One

GI I have a terrible taste in music. When I recently went to Manchester and Wales I bought three albums for the drive – Boyzone’s greatest hits, Britney Spears’ greatest hits and One Direction’s newest album. I generally just like cheesy 90s pop. JS What has been your favourite tweet you’ve seen while running @CBMtweets?

GI It was one that @CBWtweets retweeted actually – a picture of a lorry that had tried to go under a bridge that was too low for it. The irony was it said “we�it” on the back of it. That made me chuckle. JS What do you most enjoy about your job?

GI I’m a really chatty person so I love speaking to my clients, which is good because this job is a really talky job. Some clients I phone every week just for a chat. I feel like I know my clients very well as people, especially Alan White from Moseley in the South and the guys at Kings Ferry, just to name a few. JS What do you want for Christmas?

GI I tend to buy what I want when I want it. I’d quite like some One Direction tickets but I don’t know anyone tragic enough to go with me! JS What’s your favourite thing about Christmas?

GI The food. My favourite Christmas foods are Yorkshire puddings, pigs in blankets and cake – there’s always a lot of cake at Christmas.

Jade Smith (JS) How have you improved Coach and Bus Market? Gemma Ireland (GI) I started working for CBW on April 7, 2014. I improved the marketing side of coachandbusmarket.com by focussing on social media. It’s really worked – for example, with Edwards Coaches I posted on Facebook about their vehicles and they had an incredible response before it was even printed in the magazine. I also put a lot of time and effort into the weekly e-shots, making sure they always offer something different and ensure visitor numbers to the site are maintained. I think I’ve brought my personality to the brand as well. This job isn’t just work for me – I genuinely care about my clients and look forward to speaking to them.

JS What are your top three driving songs and why?

JS Do you have a New Year’s resolution for Coach and Bus Market?

moment that stands out is when a colleague asked me to buy her a “bread stick” during a lunchtime trip to Tesco, so I literally bought her a pack of breadsticks when she meant a baguette! She’s still teasing me about that!

JS What has been your best moment with a client? GI I really enjoy travelling and going to new places. I spent three days in Scotland in July visiting various clients which was good fun. Recently, I went to see Autoservice Pontypool because I have a really good relationship with Glynis Watkins there – we speak on the phone regularly, but it’s always nice to put a face to a name.

GI Well, all will be revealed in our January 6, 2015 issue, but I’ve negotiated a fantastic bene�its package with a very well-known and respected supplier for my Operator members that’s going to save them all a tonne of money! So my New Year’s resolution will be to make that work effectively, I’m very excited about this development and I know my operators are going to be very, very impressed!

Life as a young London bus Manager

A

Jade Smith talks to Nick Faichney, Silver winner of Young Manager of the Year 2014 at the UK Bus Awards, about his new role as Operating Manager at Arriva London’s Palmers Green depot

fter a train and tube ride I arrived at Arriva London’s Palmers Green bus depot, tucked out of sight from the general public. It’s a busy place with red double-deckers appearing from the shadows and rolling out onto the bustling London streets. The darkness of the bus garage is contrasted by the bright, friendly atmosphere created by the drivers who work there. Everyone I encountered was helpful – three different drivers approached me to make sure I knew where I was going and made me feel at home. I met Nick Faichney inside a small office just off of the garage itself. Wearing a high-visibility jacket over his shirt and jumper, it was clear that Nick is a hands-on man who is not afraid to get dirty if the job requires it. Very enthusiastic about his new role, Nick shared his experiences within the industry.

Beginnings

CBW Why the bus industry – did you have a previous interest? Nick Faichney (NF) I studied Geography at the University of Liverpool and when I was looking for courses or jobs that were able to fit my course and my experience this came up. My dad is in the industry as well and has been throughout my childhood. He works for Arriva in the North West, which is where I’m originally from, so I was really familiar with the industry and bus garages weren’t too alien to me. I found the industry interesting and busy which appealed to me. CBW Tell us about the Arriva graduate scheme.

NF I joined Arriva UK Bus on their graduate

scheme in Autumn 2010 at the age of 22 and have been with the company ever since. I was with Arriva London for the scheme and have never left the London region. It was an initial 18-month scheme which began with a London bus driving placement based at Wood Green, which lasted around six weeks. I then moved on to work as a supervisor in Wood Green garage, followed by lots of other placements all around the business such as engineering, customer services, health and safety and finances. I finished the scheme in the spring of 2012. CBW How did you find out about the Arriva graduate scheme?

NF I was doing a lot of searching towards the end of university to find employment. The job fairs were really helpful to find information and that was where I found most of the information about Arriva’s graduate scheme. Obviously, I was already aware of the company because of my family links to the business. The graduate scheme was also advertised inside Arriva’s buses, which I saw on the bus I took to get to and from the halls of residence. The advertisement told you to apply online, so I did. CBW Any memorable moments from the scheme?

NF The most valuable part of the scheme was probably the bus driving placement. When I joined Arriva London I had pretty much no driving experience, even in a car. I’d passed my car driving test about two months before the graduate scheme started. Then I moved to London from the North West and had to become a London bus driver from afresh. This is not normally the case – we usually expect experienced drivers to apply to become a bus

driver. So that was a really big experience for me. Another memorable aspect of the scheme was working in one of our iBus control rooms at the time of the London riots in August 2011. That was extremely busy and there was a real air in the room that this hadn’t been experienced before, which was nice for me because that was how I felt for the whole placement. There was a real atmosphere that people would be there for however long it took to get ourselves moving again – there was a really good ethic in the iBus room for those days. There were a lot of trips abroad as well. Apart from all the on-the-job training that I did with Arriva London during the 18 months, there was off-the-job training with Arriva Group where all the branches from all over the UK and Europe met up. We got some really good trips abroad to places like Amsterdam and Berlin where we went to the Deutsche Bank headquarters. The first-hand experience Arriva provided for me has made it a lot easier to connect with the people I work with now. Even with little issues, it’s really helpful to be able to remember when I was in a similar position and how I reacted. It gives you credibility as well – lots of our drivers here probably wouldn’t have known who I was when I first joined. However, in a few weeks www.coachandbusweek.com

they asked around enough to find out where I worked before and which drivers I interacted with on the graduate scheme. So the fact that I’ve been a bus driver, even for a very short space of time, gives me that credibility, which is really important when you join the business as a young manager.

Current role

CBW Describe your new role.

NF My current role is fairly recent – I became an Operating Manager at the end of October this year at Palmers Green. So I’ve only been here for just over a month. Before that I was a Deputy Operating Manager which is a fairly similar role just with fewer responsibilities. I now have full responsibility for the whole operating function of our Palmers Green garage, which is team of around 340 drivers based here, as well as our an outstation at Edmonton. A team of five Supervisors and one Deputy Manager work here as well. So, day-to-day a lot of my time is spent making sure we provide a full service. I ensure we have all the drivers in work that need to be in order for us to provide full coverage which we’re obliged to do for Transport for London (TfL). www.coachandbusweek.com

‘I’ve got lots of friends who went to university who now do various jobs and they’re quite surprised how broad the scope of my role is. I also deal with issues of driver performance, whether that is good performance or poor performance. We have to continually improve the quality of the service we provide for TfL, making sure we deal correctly with any customer correspondence or any of the KPIs (Key Performance Indicators) which we need to work towards for TfL. I have a lot more responsibility now than I had before. When I came off the graduate scheme in Spring 2012, I became a Deputy Operating Manager working in various garages, and even though you’d expect the role to be fairly similar, it does to me feel like a lot more responsibility as an Operating Manager. I am essentially now the most senior manager based at this garage. CBW What is your favourite aspect of your current job?

NF I love working with people. This job is a heavily people-orientated, much more so than I first thought. When I first started, I thought that as I was joining a bus company I would spend a lot of my time with buses, looking at bus routes, bus timetables – things like that. Actually, a huge part of my job is spent working with people, whether that is my immediate team here, or our driving team who I look after and deal with every day. I think it’s the most rewarding part as well. Yes, it doesn’t always work out how you’d like it to on every occasion, but when it does work out and you can see where you’ve been able to influence someone or invoke a change in their behaviour for the better, it has a great deal of personal satisfaction to it. CBW How about your least favourite part of the job? NF That’s a hard one. Possibly the varied working hours, but even that works in my favour sometimes – I do like the variation. However, it’s not always fantastic to be in the garages at 0330hrs, but obviously that’s the nature of the job. In particular here in London, where it’s a 24-hour operation, it’s important I’m

Even here at Palmers Green we have night routes, so I need to make time to see night drivers which can mean being here really late at night or really early in the morning. That can be quite demanding on my time outside of work – I really have to plan my life around my job. CBW What is most challenging about your job?

NF What I find particularly hard is being able to give enough of my time to people. I think when you manage a really large team like we do in this business, it can be really difficult and it can often feel like you’re not doing the best you can in your role. For example, when a driver comes to see me I may not have time for them because I’ve already got a queue of people waiting and it’s really hard to turn someone away. The biggest challenge is being able to interact with 340 people who work across two different sites and who work shifts all around the clock when I can’t be available all day, all night, and all week. That is the one thing which keeps me awake at night. If I’ve been in the garage for six months and then I see a name that I’ve never seen before, or I walk past someone I don’t recognise,

‘The fact that I’ve been a bus driver, even for a very short space of time, gives me that credibility, which is really important when you join the business as a young manager I find that quite hard. I think that if that was my manager and they didn’t know who I was, or they weren’t ever around when I was in work, I wouldn’t be happy. I’m always really conscious that that’s how they feel. Over at Edmonton, which is our outstation, I intended when I first came to the garage to spend a lot more time there than had been done previously. I quickly found out that lots of the drivers there, even though they’re based there in the morning when they come to sign on, aren’t there for the rest of the day until they sign off as they don’t have their breaks there. So we’re trying to do something new over the next few weeks. They have their breaks away from the garage near a supermarket, so we’re going to go there with the union representative and sit in the supermarket’s café and be available for them. Not necessarily for really important or serious conversations, but more so I’m visible and they know who I am. They may also have some informal questions they can direct to me.

Successes and the future

CBW How do you feel about winning the Silver Young Manager of the Year 2014 award? NF I was actually really pleased with that. To just be nominated in the first place was fantastic in itself – it showed to me that there was recognition inside the business. Then to be shortlisted and go through to win Silver also showed that there was a wider recognition outside of the business and within the industry. CBW What are your ambitions for the future?

Having joined the Arriva graduate scheme some four years ago, Nick is well liked amongst both drivers and colleagues. He spends as much time with his staff as possible and dedicates much of his management time to working in the traffic office with his team of supervisors to ensure they feel supported and understand how their actions help to deliver a first class bus service. In just six months, working with his manager, Nick raised the efficiency of Enfield garage from bronze status to gold, with an overall improvement of nearly 25%. Passionate and innovative, Nick made a positive impression on the judges, who felt he has a bright future in the industry.

NF At the moment I’m quite happy where I am, because I’m new to the role. I’ve only just been promoted so I feel I just need to get my head around this first and begin to work well with Palmers Green. After that, I’m not entirely sure. I would like to remain in the industry and with Arriva – at least that’s where I see my future for now because I’ve had lots of opportunities with Arriva in a very short space of time. I’ve had a lot of training to get where I am now and lots of personal development which was arranged by Arriva. Going forward a few years, I would just like to move into a more senior role on the same path that I’m on now. I probably would like at some point, when the opportunity comes along, to work for part of Arriva outside of London purely to see how different it is. They are very different markets and business models, so if it got to the point where I felt like I needed to have a new challenge I would like to try that. CBW Do you have any advice for those interested in following your path?

NF First things first, I would say they should make sure it is absolutely a path which is suited to them. They need to spend the time looking into the business and what we do, making sure it’s definitely something they want to do. If it is, then the Arriva graduate scheme is a really good opportunity. If someone wanted to join a graduate scheme where there is a lot of ground-level experience, then this scheme or one with another group would be ideal. They would need to be realistic with their goals – if they came in and expected to be in a senior manager role at the end of 18 months then they’re being pretty unrealistic. If they want to be able to learn a lot over 18 months then that’s what they can do – they just need to keep their ears open and absorb the information they are given. It’s a very unique place to work – I’ve got lots of friends who went to university who now do various jobs and they’re quite surprised how broad the scope of my role is. The environments in which we work are probably fairly atypical of what you would expect for someone who has been to university – they probably wouldn’t expect to be based in a London bus garage at 0430hrs with the engineering team fixing buses, for example. They also need to consider how much responsibility they will have in such a short space of time and at a relatively young age. One of the most important opportunities about the Arriva graduate scheme is actually being able to have a go. Lots of the different placements allow graduates to gain first-hand experience rather than them just learning about it in a classroom environment. For example, with the bus driving placement they actually do it – they take the bus driving test and go out and drive in service. When they do the engineering placement they have a go at fixing buses, or at least try to! The controller placement allows them to work as a controller in the control room. So anyone applying for that scheme needs to be prepared to roll their sleeves up and actually have a go themselves. CBW Your final thoughts?

NF I owe a lot of my professional success to Arriva in the sense that they put me through an 18-month training scheme and then I moved into a Deputy Manager role in 2012 – but it wasn’t a case of being dumped to get on with it. I was developed after that as well with in-house training schemes provided by Arriva. I think I’ve been fairly lucky with Arriva – when I first joined I took a bit of a leap as I didn’t know what to expect or what I would experience in 18 months. The experiences I’ve had and the job I now have at the age of 26 is incredible. I’m very thankful I’ve been given these opportunities. n www.coachandbusweek.com

The tangerine-liveried vehicle is the first Euro 6 vehicle chosen by Managing Director Michael Walter. “We have been very pleased with the Volvo-based Plaxton Profiles which make up our full size coach fleet and the Leopard is a natural progression,” he said. “Like them, the Leopard suits the type of work undertaken which is mainly short distance around the home counties. GOLDEN BOY After a tour of the factory in Spain, Hertfordshire operator Golden Boy immediately decided to buy an i6 Integral from Irizar UK. Golden Boy Director Geraldine McIntyre and Fleet Engineer Paul Murdoch were taken on a tour of the facility earlier this year, and put in an order as soon as they returned. “Geraldine and Paul were very impressed with what they saw. But when we put the order in, the delivery timing was crucial to us,” said Managing Director Terry McIntyre. “To their credit, Irizar UK delivered the vehicle exactly when they said they would; and in our experience, that’s rare when buying coaches.” Terry says the 12.9m 53-seater touring coach has been living up to other promises, too, having performed faultlessly in its six-week shakedown period. STAR COACHES Star Coaches of Batley has taken delivery of its first 12.8m Plaxton Leopard. The Volvo B9R-based vehicle, built to Euro 5 specification, is the fifth new Plaxton introduced to the fleet by Managing Director Imran Dabhad. He said: “The Leopard is a stylish coach which we can use on a wide variety of work. Plaxton has been supportive in finishing the vehicle to our specification that offers a particularly attractive environment for our customers. We chose a Volvo based vehicle again for the quality of support we have experienced with our previous purchases.” The new Leopard features 59 Brusa reclining seats trimmed in blue and gold moquette with three-point seatbelts, armrests and integrated handrails together with a matching crew seat in the front entrance. The high

specification continues with blue soft trim, alternate blue and gold curtains and full climate control. Star Coaches has specified a Bosch DVD/ radio entertainment system with public address facility and front mounted monitor together with a full CCTV system. Any Witch Way…. Phil Tonks rides between Manchester and Burnley on Transdev’s X43 ‘Witch Way’ service – a case of good witch or bad broomsticks? All photographs by the author

600hrs on a typical Mancunian autumnal morning. In a downtown bus shelter, three lads barter with a taxi driver. “We’ll give ya £10 each to take us to Burnley,” offers one. The taxi driver is having none of it. Goodness knows how much more than £30 the fare would be. “Don’t bother – the bus’ll be here in a minute,” mumbles another one. He’s right. Emerging from the darkness, spot on time, is the �irst X43 Witch Way service of the day. Never mind haggling over £10, I hand such a note to the driver and even get a quid change. The £9 ‘Gold’ ticket might initially seem a bit steep, but it covers a huge area across Lancashire. And it’s far more luxurious than a cab. The morning after Halloween last year (a timely moment for witches), Transdev introduced 15 new Volvo B9TLs with Wrightbus Gemini bodies onto the route. A classy black trimmed interior with comfy leather seats is the order of the day. I take my usual upper deck front seat whilst the lads – still the worse for wear from their big night out – retire to the rear, swearing amongst themselves. They soon fall asleep and serenity is restored. We �ly through the early morning Manchester streets like a witch on a broomstick, as this great northern city wakes up. The service seems popular, even at this early hour. The incoming journey saw several people get off in the Chorlton Street terminus, and now quite a few are getting on. Even the Witch herself has had a makeover. Gone are haggard features – this ‘good witch’ is now a leggy blonde sporting red stilettos. Past the infamous Strangeways prison, through Prestwich and onto the M60/ M66 motorways, our Witch Way keeps up effortlessly with the early bird motorists thronging the three-lane highway. The rain has started, and I consider reviving my campaign to get bus operators to �it wipers to the upper deck of buses. The Germans in Berlin do it. Unable to see much more than northern drizzle, I hook up to the free WiFi to see who has been posting pictures of sleeping cats and, of course, check the morning headlines. I have a model bus with Rawtenstall as the destination, and I’m thrilled to arrive in the town for the very �irst time. The four boarding passengers are no doubt thrilled too at the arrival of their four-minute late bus, but I can’t discern it from their faces. I’m not entirely sure why we’re four minutes down – our driver hasn’t exactly hung around. 40 | COACH & BUS WEEK | December 23, 2014

Burnley

Morning is breaking as we descend a steep hill into Burnley town centre. They may be bottom of football’s Premier League (as I write this) but in the more important bus league, we’re doing quite well. Our bus is now carrying a decent number and a passing Manchester-bound X43 has an even healthier load. Every other journey on the Witch Way extends from Burnley to Nelson, with a nominal six-minute wait in the bus station. This journey only has three minutes timetabled, but it’s enough to put us back on time as we head onwards, passing the bus’ home depot proudly bearing the sign ‘home of the Witch Way,’ passing into Pendle (from where the ‘Pendle Witches’ originate – the story behind the name of the service) arriving into Nelson Interchange spot on time. Nelson Interchange is bright and attractive. Opened in 2008 by the Mayor of Pendle (according to the plaque displayed next to the loos), it contains a small enquiry of�ice which doubles as a Tourist Information Centre. I’m pleased to see such a facility – staffed by a human being as well. So I take the opportunity to try it out and ask if there are any local bus maps available. Unfortunately not. These seem as rare as witch’s teeth – I also asked for such an equivalent in Manchester yesterday and got a similar look that suggested these are items that haven’t been around since your grandmother’s day. There’s plenty of other

The Witch Way App Transdev has developed an app with real-time information for mobile phones. It seemed to be working fine on the couple of times I tried it during the day, using GPS tracking to find out where you are, and where the next bus is in relation to it. The app also features ‘sample fares’ – although doesn’t show the £9 day ticket ‘Gold’ – and some useful contacts.

lea�lets and information though – and if you’re into walking, plenty of rambling ideas locally. The toilets are 20p, but are very well-appointed – in fact, probably the best loos I’ve experienced on my bus travels across the UK this year. I take a picture of their prison bar-like entrance, which rouses suspicion with an orange tabarded gentleman who I can see pointing and discussing with another man wielding a mop. Both eye me up and down as I walk past, then I create more suspicion as I jot down notes. Neither approaches me, however. Next up, something unusual. A single-decker on the Witch Way. I’m not sure if this is normal practice, but a Mainline-branded vehicle arrives on stand. This is an older bus, but still very smartly turned out, with a plush red interior. I return to jump on the 0848hrs back towards Manchester, but there’s no sign of it until, 12 minutes later, one appears. A few of us pile on and we eventually leave 15 minutes late. The WiFi doesn’t work on this one, but who wants to go on the internet when there is some lovely scenery to admire? The Pendle Witches ‘The Witch Way’ takes its name from the story of the Pendle Witches, one of the most famous witch trials in English history. The 12 were accused of the murders of 10 people by the use of witchcraft and lived in the area around Pendle Hill, regarded then as a ‘wild and lawless’ region. The trials took place in 1612 – eventually nine women and two men were tried, with 10 found guilty and hanged. Today, the story forms a large part of Pendle’s tourist and heritage industry, with a special beer brewed, a Pendle witch trail walk and, of course, the Witch Way bus service. is slow, stopping on occasions, and I spot some other Witch Way buses in the opposite direction displaying ‘not in service.’ Is this why my journey was so late? I guess whenever you run buses on or near motorways, they’re always vulnerable to this sort of thing. We arrive back into Manchester terminus at 1026hrs – a full 22 minutes late. The next batch of Witch riders jump on and the driver sets off immediately, but within moments, another one has appeared – such is life. So I jump on this one, as the only passenger. The driver is smartly attired and thanks me for my ticket. He seems unperturbed by the traf�ic goings-on. The witches are starting to bunch on their broomsticks. We soon catch up the previous one and a third one appears in play. In the opposite direction, it’s a similar story, with two X43s running together on more than one occasion. The driving is impeccable though, and I jump off in Burnley as the drivers change over with much discussion as to what might be going on. I, however, opt for a change of scenery.

The Lancashire Way

The 152 Lancashire Way service to Blackburn and Preston is loading and I jump on, impulseled. This too, is a well-appointed spec and the ride is equally as good as the witches offering. On time departure, I also arrive spot on time into Blackburn, where I decide to bail out to link onto the X41 back to Manchester. Blackburn bus station is being rebuilt, and a temporary offering is operating next to the building site. It’s a very spartan affair, amounting to a collection of bus shelters and nothing else. It’s now hammering down, but I patrol the area, snapping pictures of brightlycoloured buses, much to the bemusement of the locals. Then I’m pursued by a rotund gentleman who vaguely resembles and sounds like the comedian Peter Kay. “D’ya like the buses?” he questions. “Yes,” I reply. “I’m trying to work out where t’green Optare Solo comes from. Do you know?” he asks. “No idea,” I offer back. The age old problem – scuff marks everywhere decide against it. “It always rains in Blackburn,” he says... I inform him I’m off to Manchester on the X41, just as one appears. “Not as nice as the Witch Way,” he suggests. I tell him I’m off to try. I suppose my new friend is right. These buses aren’t quite as sophisticated as the X43s, but they’re still very smart and comfortable in their bright yellow and blue livery – another Stenning classic. No leather seats, but these ‘standard’ ones are more than adequate. We leave a minute down as the drizzle turns into a full-on monsoon. Passing through Accrington (the ‘Stanley’ bit seems only attributable to football) we eventually �ind the motorway and run in tandem with the witches through Prestwich back into Manchester. Umbrellas abound. It’s 1500hrs and I decide it’s time to do one last round trip to Burnley and back on the Witch Way. My bus departs spot on time, but progress is agonisingly slow along the Bury New Road towards Prestwich and we hit the motorway 11 minutes down, reduced to nine by the time we arrive into Rawtenstall. Our driver does well and we’re only �ive minutes late on arrival into Burnley. Burnley bus station is also a decent affair. Despite the gaggle of drivers chewing on fags near the exit, the whole presentation is rather decent. There are shops, a café, information centre and bus station manager’s of�ice right in the middle of the passenger area. Buses are a ‘people’ business and my experience here and in Nelson are positive ones – real human beings around to help with any enquiries.

I hop on my �inal Witch Way of the day from Burnley, which departs on time at 1642hrs. This is the incoming service from Nelson, which had arrived some minutes earlier. The driver was happy to let people get on though – a refreshing change from the scene I see so often whereby passengers have to wait right until the driver is ready to leave. Now the veil of darkness has appeared again and I can’t see much of the beautiful countryside. The motorway snarls us up again and we arrive 10 minutes late into Chorlton Street at 1810hrs – exactly 12 hours to the minute since I boarded my �irst journey. Plenty of takers for the outbound journey and I watch as our ‘witch’ �lies off back into the darkness… ■

First employees name Prostate Cancer UK as charity of choice partner Thousands of FirstGroup’s employees have chosen Prostate Cancer UK as the company’s new UK Charity of Choice partner after a recent vote. The new three year partnership between the leading transport operator and the charity hopes to raise £1m for men affected by prostate

cancer, and their partners and families, through employee events, collections and promotions. The aim of the partnership, which begins in April 2015, is to ensure First employees, customers and the wider community know the risk of prostate cancer and to raise awareness of the

disease and the support available from the charity. FirstGroup donations will fund the production of a million ‘Know Your Prostate’ credit card sized Z-card leaflets and further specialist resources to raise awareness of prostate cancer.

FirstGroup will also provide Prostate Cancer UK with advertising space throughout its UK bus and rail networks. Giles Fearnley, Managing Director of FirstGroup’s Bus Division, said: “We’re very pleased to partner with Prostate Cancer UK as our Charity of Choice.”

National Express coach gets top safety marks National Express was awarded 96% in a first audit by the British Safety Council (BSC). The company also gained five out of five stars and an ‘Excellent’ rating for its approach to safety management as a result of the review. Earlier this year the BSC carried out a comprehensive audit of National Express’ health and safety management systems by interviewing senior management, staff, drivers and inspecting its workplaces. Auditor Christopher McDermott also looked at the company’s safety standards, its results and the processes that ensure those standards are met. Having finished the review, Mr McDermott said National Express was awarded such high marks “because of its leadership’s commitment to safety and the demonstration of continuous

improvement.” National Express UK Coach Operations Director Kevin Gale said: “To be awarded the highest possible rating on our first attempt a gaining certification is fantastic, but to gain the highest ever rating of any company on a first audit is outstanding. “I want to thank all the staff for their ongoing commitment to making this company a safe place to work. Despite the result, we will never be complacent and we will continue to refine and improve our safety procedures.” Neal Stone, Director of Policy and Communications at the British Safety Council, said: “Our congratulations to the coach division of National Express on being certified by us as meeting the OHSAS 18001 international occupational Health and Safety Management Standard.”

Salisbury Reds asks passengers for staff nominations Salisbury Reds is calling on customers to nominate its drivers for special recognition, the Salisbuy Journal has reported. The operator’s employee of the month scheme rewards those who provide outstanding service across the region – and passengers are now being invited to have a say in who is chosen.
