s we all know, technology is constantly evolving. The next ‘big thing’ appears to be limiting a bus’ speed according to its location using GPS (that’s satellite tracking in layman’s terms). As you will read on p8 of this issue, Transport for London (TfL) is planning to trial the use of ISA (Intelligent Speed Application) technology on over 30 buses on a variety of routes across the UK capital. It seems it’s still early days, the invitation to tender for the project is due to close on Wednesday of this week. I think it’s an interesting development for several reasons. While TfL remained fairly tight-lipped over the details when I contacted them, I think it’s a reasonable assumption that the plan forms part of the clean air agenda. If bus speeds are restricted, other traf�ic will also have to slow down – which politically, will help cyclists and pedestrians. Of course, there will be no stopping kamikazes who have no respect for speed limits and make dangerous overtaking moves, but it may at least help to curtail them. With 30 buses being so equipped on the trial, it’s reasonable to assume
suf�icient ‘real life’ data will be gathered. This will enable practical considerations, costs and political factors to be modelled and hence decide on the future implementation of the technology. After all, factors such as traf�ic congestion vary from area to area. Let us not forget that GPS-limited speeds are also set to be introduced in Edinburgh next year, when Lothian Buses will introduce its Volvo 7900 Hybrid Electrics. As previously reported in CBW, on this project factors to be altered according to the vehicle’s location will include not only limiting speeds but also switching from diesel to battery operation for zero-tailpipe emissions when running through air quality management areas. Using on-board telematics, the bus will automatically detect where it is, and then switch to electric-only mode, without any driver intervention. In the grand scheme of things, there are interesting times ahead.

King Long two respond to Herald Kinglong Directors respond to the Herald’s story on the Henderson Travel debacle In a joint statement King Long Direct Marketing Director Paul Bicknell and Sales Director Ray McNally have responded to the story that appeared in the Herald on Saturday (January 24, 2015) entitled ‘Revealed: Criminal pasts of businessmen linked to collapsed bus �irm’s buyout’. The story credited to Helen McArdle says: “John Henderson, who founded Henderson Travel with his brother 30 years ago, has spoken for the �irst time of the ‘nightmare’ as his once successful Lanarkshire bus company unravelled within six months of selling up to Staffordshire-based Baker Bus Ltd in a deal brokered by Coventry coach dealership Kinglong Direct. “Mr Henderson said he has recruited a forensic accountant believing he may have lost up to £160,000 in the debacle. “Hundreds of staff faced redundancy when Henderson Travel suddenly ceased trading on October 30 last year, although the bulk of the staff and all 20 of Henderson’s subsidised bus contracts – worth more than £9m – have been transferred to McGill’s.” The newspaper story refers to Paul and Ray’s past criminal convictions. It also says that: “Kinglong Direct is owned by Island Fortitude Incorporated, a Caribbean offshore investment fund which
has purchased a string of bus companies in England in recent years, tying them into contacts which require them to buy King long coaches.” Helen McArdle says that: “Mr and Henderson remained the only signatories to the Henderson Travel account…which received monthly taxpayers subsidies of around £270,000 from Transport Scotland and SPT (Strathclyde Partnership for Transport). “However, on October 13 Mr Henderson was told by Kinglong that he was being placed on gardening leave until his contract expired in March 2015, and was asked to make John O’Meara – a Kinglong salesman – a signatory to the account. “Mr Henderson says he felt uneasy about giving Kinglong access to large amounts of public money. “Both Bicknell and McNally stress that no one at Kinglong and Bakerbus Ltd ever had access to Henderson Travel funds and blame Mr Henderson’s ‘obstructiveness’ over money for the company’s downfall. They claim Mr Henderson ran up debts which have left them out of pocket.” Paul Bicknell was in China when CBW contacted him about the story, but responded by email that he and Ray were “both under legal advisement on issuing writs to the newspaper and John Henderson for the inaccurate inference.” In a long joint statement (the grammar is theirs) they said: “Firstly I would like to point out that at no time did King Long,

Henderson Travel ceased trading on October 30 last year Ray or myself have any control or access to monies at Henderson’s; our only involvement was to support Mark Ready of Baker Bus in his acquisition for the business. I understand from Mr Ready that he was also unable to gain control of the bank account, the full authority remained with John and Linda Henderson until the business collapsed. Both Ray and myself (and Baker Bus for their part) are innocent of any wrong doing in regards to Henderson’s, we have been hung out like kippers to divert attention from the real issue…”
The statement comments on John Henderson’s role in the business, his business relationship with his brother David, and business relationship with SPT supported by reproduced e-mails and documentation, but CBW hasn’t been able to contact John to obtain a response. “It was initially proposed that Henderson Travel would be looking to renew a �leet of vehicles to work on its SPT contract,” says the statement, “Kinglong quoted Henderson’s for a number of King Long XMQ6900J city buses

I have nothing to hide, innocent men don’t hide behind a media storm, they deal with it.” Ray McNally added: “Regardless of an on-going Appeal – Everyone makes mistakes, unfortunately mine was a life changing mistake, one that I deeply regret, I have put my family through a lot of pain and it is unfortunate to have the past brought up again causing further pain. “I will keep perspective though – as thankfully some people believe in second chances – I was given one and feel I have made the best of the opportunity, Kinglong was established before either Paul or I got involved and the brand continues to grow at the fastest rate of any marque in the market place representing exceptional value for money. Both Paul and I retain the con�idence of the shareholders having proved our trustworthiness and integrity over these last seven to eight years. “Anyone who knows me, knows me for being a man of my word and indeed perhaps because of my past mistake – always going the extra mile! “But of course – all that hard work can count for nothing when in this instance the past is dredged up. To have it brought up in a manner whereby inference is attributed to the downfall of Henderson’s is simply not the case and is not true. There is only one question anyone has to ask ‘who was in control of the funds?’ The fact remains Mr Henderson was in control of the funds at all times.”

Lothian Buses executive directors to leave the company Lothian Buses has revealed all four of its executive directors are to leave the company over the next two years. Tony Depledge, Chairman of Lothian Buses, used a meeting of the Lothian Buses board on Wednesday, January 21, to set out his plans to tackle the company’s recent management issues. As previously reported in CBW, there has been an ongoing boardroom rift between CEO Ian Craig and Operations Director Bill Campbell, Engineering Director Bill Devlin and Finance Director Norman Strachan. It was accepted that a review of management, organisational and remuneration arrangements would be carried out, the current Executive Directors will leave the company over the next two years and succession planning arrangements will be put in place with transition, continuity and stability prioritised. Chairman of Lothian Buses Tony Depledge said: “My commitment is to ensure that Lothian Buses is equipped to thrive as a modern, agile business to the benefit of its customers and to the wider city economy as part of an integrated network. “I see a management team with strong individual qualities and talents but with deep seated relationship issues. We must start a process to help solve those problems.”

NEWS B R I E F LY l AFTER FAILING to operate a local service registered under section 6 of the Transport Act 1985, Cornwall Busways Ltd has been fined £100 for each vehicle authorised, amounting to £300. The operator’s licence was also revoked by Nick Jones, a Traffic Commissioner for England and Wales, who sat in the West of England office of the Traffic Commissioner in Bristol. No order of personal disqualification was made. Cornwall Busways ceased trading on December 27, which it attributed to an ‘ongoing dispute with the West of England Traffic Commissioner.’ l IT IS NOW CONFIRMED that all of Tellings Golden Miller’s (TGM) operations from Harlow and Colchester depots will transfer to the newly-expanded O-licence of Arriva Kent Thameside from Sunday March 8. This will remove TGM from Essex and leave them just with a small bus and coach operation from Heathrow. l WOLVERHAMPTON-BASED Travel Express has been fined £6,500 for failing to run services, as well as having its O-licence curtailed from 13 to eight vehicles. Traffic Commissioner (TC) Nick Denton also said the firm did not meet safety standards and called it ‘amateurish.’ During examinations, 36 defects were found across nine vehicles, 28 of which should have been spotted during routine walkround checks. 12 prohibitions were issued to vehicles in total, five of which were S-marked. The TC said the firm’s repute had been severely tarnished and disqualified Kishan Chumber from acting as a transport manager. The operators bus routes 1 and 2 were cancelled, taking effect on March 15. l TRANSPORT FOR LONDON (TfL) has announced that the next bus routes to be served entirely by New Routemaster buses will be the 55 and the 15 – both of which are operated by Stagecoach. The services have a Peak Vehicle Requirement of 34 and 22 respectively. TfL said both routes will operate with the rear platform closed when the bus is moving.

TAS report highlights bus spending cuts Spending on buses has reportedly fallen by £474m in real cash terms since 2010 A new report on the way in which demand, costs and supply for the bus industry are determined has been published by passenger transport specialists TAS – a new edition of The Economics of Bus Operation. The 87-page document is designed to provide a clear understanding of the issue of the market for bus services, and the influences upon it. The topics covered include: l Costs of operation; l The levels of revenue required
both to meet operator financial obligations and to invest in the future; l The principal drivers of demand for bus services; l The competitive environment in which the industry operates; l Trends in fare levels; l A look at the different types of public spending on buses; and l How and why the performance of the industry varies between different areas and different markets. The report highlights the reductions in public spending on buses across Great Britain which have occurred since 2010, which now total over a half a billion pounds a year after adjusting for
Two-year Scottish concessionary fare reimburement deal agreed
Reimbursement rates for concessionary travel by Scottish operators will be 57.1% in 2015/16 and 56.9% in 2016/17 Transport Scotland and Confederation of Passenger Transport (CPT) Scotland have agreed terms for reimbursing operators for providing concessionary travel from April 2015. Describing concessionary travel as a “key part of the Scottish Government’s social wage,” Scottish Transport Minister Derek Mackay said: “The latest reimbursement terms are based on a formula agreed with the industry in 2013. They will help provide stability for the industry, with recent energy forecasts also taken into account to help manage the costs of the scheme – welcome news for taxpayers.” The current reimbursement rate is 58.1% of the adult single fare, with a budget of £192m. Based on the agreed formula

and recent forecasts on industry costs and consumer prices, and following technical discussions and agreement with the CPT, the new rates will be 57.1% in 2015/16 and 56.9% in 2016/17. The budgets for each year will be £202m and £212m respectively. George Mair, Director of CPT Scotland, said: “The agreement signifies the end of a thorough and fact-based look at National Concessionary Travel Scheme reimbursement which should ensure that the budgets for the next two years more closely mirror actual costs. “This gives bus operators a welcome degree of certainty and signifies a pathway for future such discussions. We thank Transport Scotland for its constructive and positive approach throughout this process.”

To pretend otherwise is to mislead both policymakers and voters.”
TfL to trial Intelligent Speed Application
Transport for London (TfL) intends to carry out a trial to fit ISA (Intelligent Speed Application) technology on over 30 buses on London bus routes – according to a notice in the Official Journal of the European Union. ISA is a method by which the bus is governed to the speed limit applicable on the section of road the bus is currently occupying. If the bus is operating inside a 20mph limit, the top speed of the bus is governed to 20mph. At the point the 20mph limit ends and the bus enters a 30mph, the maximum speed of the bus changes to 30mph. The driver cannot influence this as s/he cannot switch the ISA off or exceed the speed limit at his location. The tender notice said: “The speed limits on London’s bus routes vary from area to area and road to road. This calls for the ISA system to constantly track the bus, sending a location signal to trigger the interface to relay the appropriate speed limit to the CAN. The top speed of the bus can then be governed by the CAN. The trial of ISA technology on these routes is likely to last between 12 and 16 weeks.” Asked for confirmation of which routes and operators are to be involved with the trial, a spokesman for TfL told CBW: “Unfortunately it’s too early for us to discuss in any detail which routes this technology might be trialled on and the areas of the city they cover. Coach driver fined for crash
A coach driver from Exeter whose “momentary lapse of concentration” caused five-car pile-up on the A47 near Norwich has been fined £750. David Gibson did not notice vehicles braking on the A47 at Trowse on August 2 last year, and his empty 53-seater Scania coach hit the back of a Ford Fiesta – triggering a series of other collisions. Norwich Magistrates’ Court heard the coach was travelling at 59mph when the brakes were applied and at 43mph when it hit the first car. In mitigation, Alistair Taunton, said it was a “momentary lapse of concentration” by his client who had an “impeccable driving record.” According to the Eastern Daily Press, he said Mr Gibson was not speeding, not trying to do anything he should not, but was a man who looked one way, then back and “hadn’t seen the cars braking as he should’ve done.” While Chairman of the bench Richard Dykes described it as a “tragic accident,” he said magistrates had taken into account Mr Gibson’s guilty plea at the first opportunity, his good driving record and lack of speed. Mr Gibson, who had previously pleaded guilty to driving without due care and attention, was also ordered to pay £85 costs and a £75 victim surcharge and was given nine points on his licence.

Stagecoach shake-up in Merseyside and South Lancashire Stagecoach Merseyside and South Lancashire is starting the New Year with new management teams in place across many of its depots. Five of the businesses’ operations managers will move to new depots within the firm, allowing them to experience working in different areas of the regions. The moves will also enable the team to take on additional responsibilities and develop their management abilities. Colin Nicholson, who previously held the role of Operations Manager
at Stagecoach’s Chorley depot, will now take on the role of Operations Manager at the Preston Depot. Nat Ward will move from the Liverpool Gillmoss depot to fill the position of Operations Manager at Chorley. Louise Simpson, who was Ops Manager at the Preston depot will take on the role of Ops Manager at the Liverpool Gillmoss depot, while Jamie Reid will move from Stagecoach’s Dunfermline depot to become Ops Manager at the Birkenhead depot.
Alan French, who previously held the role of Assistant Operations Manager at the Preston depot has been promoted to Ops Manager at the firm’s Chester depot. Elisabeth Tasker, MD of Stagecoach Merseyside and South Lancashire, said: “Our operations managers are at the heart of our business and strengthening management is critical to success of the company. Lynx enters Kings Lynn local bus market
Lynx has become the first bus company to enter the King’s Lynn bus market for almost 20 years, the Eastern Daily Press has reported. The firm will be providing the number 35 service, which is operating seven days per week. It is an hourly service between Lynn, Dersingham, Snettisham, Heacham and Hunstanton. Ahead of the launch, Lynx Director, Julian Patterson, said: “We’re a 100% local company and are looking forward to welcoming customers aboard our new service from January 26. “We believe that our offering in terms of quality, reliability and punctuality along with great value fares will be just the ticket for students, commuters, tourists and shopper alike.”
First transport Criminal Behaviour Order secured Transport for London (TfL), in partnership with the Metropolitan Police Service (MPS) Roads and Transport Policing Command (RTPC), has obtained the country’s first transport focused Criminal Behaviour Order (CBO) for theft offences committed on the transport network. Sheavon Cunningham, who preyed on elderly and vulnerable victims, was handed the CBO, which will last for five years, at the Inner London Crown Court on December 19, 2014. Cunningham targeted a 90-yearold woman on the bus network, stealing her purse – a Christmas present from her daughter of great sentimental value. In the same month he went on to steal a 67-year-old bus passenger’s purse, which contained an irreplaceable memorial card from her husband’s funeral. Mr Cunningham had previously received an Anti Social Behaviour Order (ASBO) from the British Transport Police, which prevented him from using the London Underground after he committed similar offences. The seriousness of his crimes is reflected in his sentence – a lengthy jail term followed by a severely restrictive Criminal Behaviour Order on release. “We will continue to work together with our partners to achieve even lower crime, fewer victims, and increase the confidence of the travelling public. If you commit an offence, you will be caught and if convicted every avenue of punishment will be considered.”

First UK businesses seeing passenger growth
margins of around 7% for the current financial year. Greyhound’s like-for-like US dollar revenues in the period decreased by 1.1%. First said in order to mitigate the impact of lower demand on its profitability, it is actively managing mileage and timetables, and is flexing ticket prices in order to remain competitive. Nevertheless it expects margins for the full year to be modestly below the prior year level.
The group expects total cash outflow for the full year of approximately £100m, principally due to the cash outflow of approximately £70m associated with the end of the First Capital Connect franchise. Chief Executive Tim O’Toole said: “Overall trading for the Group is in line with our expectations. Our First Student and UK Bus transformation plans are on track and both divisions are delivering the expected improvements in financial performance. “Demand for Greyhound services over the important holiday period was adversely affected by the significant and rapid reduction in fuel prices, which makes car travel more affordable and competitive with our services. This was offset by good performances in First Transit and our UK Rail operations, which are both achieving growth towards the top of our expectations with robust margins. “Overall we are on course to meet our full year expectations for the Group and we are confident that our multi-year plans will deliver improved cash generation and create sustainable value over the medium term.”

Route 30 (Basingstoke – Farnborough) was axed from January 5, Stagecoach saying a replacement is provided by routes 10 and 13 between Basingstoke, Hook and Odiham. Journeys between Fleet and Farnborough are provided by a revised route 72 operated by Stagecoach although this has been cut between Elveham Heath and Aldershot. Revised Stagecoach 415 now links Fleet with All Hallows
School. Fleet Buzz routes 31 (Farnborough – Frimley Park Hospital) and 77 (Church Crookham – Edenbrook) were also cut. Service 41 and 42 now operated by Stagecoach provides a combined hourly service between Ash and Farnborough town centre. Alternative journeys run via East Farnborough (41) and Queensgate (42). A pioneering bus scheme in Bristol will be more than doubled in size due to a £27m grant from the government, Transport Minister Baroness Kramer announced on January 20. The MetroBus network uses dedicated busways to provide new express bus services into the city. The infrastructure will also aid existing bus services, which can use the busways to circumvent congestion. The new money will support the second phase of the Bristol MetroBus scheme and see the construction of another 3.1 miles of busways in the south of the city. The new South Bristol Link will connect to the Ashton Vale to Temple Meads MetroBus section already under construction. Transport Secretary, Patrick McLoughlin, said: “Our support for Bristol’s MetroBus scheme shows this government is working to deliver a world-class transport network. This £27m will create faster bus services for people who rely on this service every day and will be welcomed by commuters and tourists alike. “It is part of the government’s long term economic plan to
improve the lives of people up and down the country, by investing in transport, creating jobs and driving economic growth.” Transport Minister, Baroness Kramer, said: “This £27m will help transform travel around Bristol. The South Bristol Link will help get traffic off the roads, spark economic growth and link people to jobs. “Our investment continues our commitment to help build stronger local economies, give our cities first-rate transport systems and benefit the UK as a whole.” The scheme consists of a combined new road and rapid transit link to the south and west of Bristol city centre between the A370 Long Ashton Bypass and Hengrove Park. The Department for Transport will fund up to £27.6m towards the £43.3m total cost. The work is scheduled to be completed by November 2016. The Joint Transport Board is currently in talks with operators in the region with a view to negotiate a quality partnership, including provision to restrict access to key parts of the network to those operators meeting agreed quality requirements.

Estate. There have been minor changes to service 82 (Reading – Farnborough). A new community transport service called Fleet Link which operates Monday to Saturday has been introduced for people living in Fleet, Church Crookham and Elvetham Heath areas. A service is also provided to Camberley on Wednesday and into Farnborough on Tuesdays for those wanting to visit the local market. Fleet link replaces ‘Call and Go’ and is jointly funded by Hampshire County Council, Fleet Town Council and Church Crookham Parish Council. Fleet Buzz with 22 buses and 29 staff was sold to Stagecoach in December 2011, but can trace its origins to Basingstoke-based Countywide Travel formed in 1995. Three years later it relocated to the site formally used by Oakley Coaches in Oakley. Routes were taken over from Tillingbourne when that ceased trading in 2001, but the coach side of the business was sold to Weavaway Travel in October 2007. The bus operation then moved to Crondall.

Arriva launch MAX services Arriva enlisted the aid of Titan the robot to launch the new X93 and the upgraded 415 buses which serve Middlesbrough, Whitby and Scarborough, and Selby, The Designer Outlet and York respectively. There are six X93 buses and eight 415 buses, which represent an investment of £1.4m and feature free onboard WiFi, high backed leather-style seating and the Arriva journey planner app. The 415 buses have been upgraded with new Civic 3 seats in environmentally sourced leather, WiFi, new ambient interiors and new external livery. The buses all feature clear messaging around the Arriva apps, the m-ticket and the journey planner on the internal covings.

The WiFi has been funded by a £320,000 Government grant, as part of York’s status as one of 22 SuperConnected Cities. The new X93 buses are Volvo B9s and the vehicles they replace have been refurbished and will be heading to Newcastle. The city’s council cabinet member for transport David Levene said he hoped the new facilities would encourage more people to travel by bus. Trent barton trialling Enviro400 MMC Trent barton is currently operating an Alexander Dennis (ADL) Enviro 400 MMC demonstrator on its i4 route between Sandiacre and Nottingham. The bus is being operated at peak times in order to gauge demand for double-decker vehicles on busier routes. Passengers who board the vehicle are offered a free journey. A new coach drop-off point in Berwick-upon-Tweed is expected to be finished by the end of February, though there is still no announced timescale for a new coach park. The drop-off on Church Street has been under construction for several weeks, but the Berwick Advertiser reported that there is no activity on the Chapel Street coach park site. A spokesman for Northumberland County Council said: “We are progressing with this project as quickly as we can, and are currently in discussions with affected adjoining properties.”

National Express Roads cleared and Southern Vectis for �inal journey in travel deal Go Ahead-owned Southern Vectis has teamed up with Hovertravel and National Express to offer all-in-one tickets to travel from the Isle of Wight to destinations across the UK. Dozens of people worked together to shovel snow to ensure former coach operator Steve Mills could set off on his �inal journey. The funeral of the Yorkshire Rose Holidays owner took place on January 22, but his family were told by funeral directors on Wednesday (January 21) that the cortege would not be able to leave from the 57-year-old’s home because of the snow. Determined to not be stopped Steve’s son David, 33, appealed for helpers on Facebook. He was touched to see a total of about 50 people turn out. He told The Barnsley Chronicle: “They just kept turning up with shovels and shovelling – we were at it for three hours. “It brought a tear to my eye. Everyone was brilliant – my dad would be very touched by it. “There were people I didn’t even know. It just shows how much time and respect people had for him.”
Belle Vue creates new contracts division Belle Vue Manchester has recruited a manager from Transport for Greater Manchester (TfGM) to spearhead a new contracts division. Mike Mitchell, 48, spent 14 years at TfGM, latterly as its Yellow School Bus Project Manager. His role at Stockport-based Belle Vue will see him oversee the company’s tendering processes, contract compliance and performance in its core education market, and helping to develop new business opportunities. Before joining TfGM, Mike worked at FirstGroup, was a constable with Lancashire Police and served in the Army’s Parachute Regiment for 10 years. Belle Vue Director, Phil Hitchen, said: “This is a signi�icant appointment for the business as we seek to increase our market share in the education sector. “Having Mike on board will enable us better capitalise on opportunities as they arise. Our focus for two clients this year involves more commercial development first – proposing the review of several routes to see if they are fit for purpose. Product review is so important – if we can get the product spot on then the marketing will be much more successful. Things I look at include: ● Demographics ● New developments – business or housing ● Passenger numbers ● Revenue patterns ● Places of interest ● Types of fares bought ● Customer satisfaction results by route ● Vehicle performance ● Lost mileage ● Cleanliness ● Driving performance ● Roadworks

I still get frustrated by the industry, not everyone all the time but things I read, hear and know sometimes get me really fired up. It’s not all bad – I enjoy reading the clever, happy positive PR pieces like Greys of Ely’s Mr T and Reading Buses’ Cat Traveller – we need a few more of these to break up the seriousness of our industry. Inject a bit of fun and human/animal interest.
WRITING PRESS RELEASES
I’m considered the words person at the office. So I write press releases for all the clients on a regular basis. Depending on what’s happening (it usually involves a crisis) I also speak to journalists from time to time.
UPDATING WEBSITES AND SENDING EMAILS We launched a couple of new sites last year and
are in the process of launching a rebrand for another one right now. Keeping an eye on our Google positions and updating analytics reports including monitoring the online database and email open rates. We also send and receive lots of our own emails everyday – it is a good way for all our client teams to keep in touch and get our input into their daily work.
SPEAKING TO CLIENTS Every time my son comes home from school his first question is ‘How many people did you ring today Mummy?’ It’s important to me to talk to the clients regularly as they trust us to work remotely for them so communication is very important.

Of course it wouldn’t be our hive without random things going on….making table favours, checking out the delivery of a client mascot (by wearing it), tweeting our NW Bus Blog friends, riding around on buses secretly recording service on our App, using the online rhyme dictionary and recently we are looking at some web App developments that are aimed at improving service delivery – a variation to our normal work but very interesting stuff.

As this issue went to press on Monday, John Shaw, Managing Director of The Travellers Choice told CBW everything was set to go through tomorrow (Tuesday, January 27). Clarifying industry speculation, he said Battersby Silver Grey will enter administration brie�ly, from which it will then be acquired by The Travellers Choice. He added: “We’re going to run it as Battersby Silver Grey. It’s a good respected name in the area and I didn’t want to diminish that. “The remaining members of staff are due to join us and we’ve also acquired 18 vehicles. Battersby Silver Grey used to run 30 vehicles but it’s now slimmed down into a more manageable size. “A lot of vehicles have gone to Close Asset Finance. We’ve acquired the modern end of the private hire �leet, comprising 10, 11 and 13-plate coaches. We will be continuing with the mixture of work – contracts, local private hire and tour work. “Agreement has been reached to lease the depot for a number of years. It’s got good workshop facilities.” The news will see The Travellers Choice remain one of the largest coach operators in the north west of England. It operates 90 vehicles, almost of all of which are coaches – there being just three buses. In
addition to a modern headquarters and depot at Carnforth, the �irm has a smaller depot at Barrow-inFurness. The Battersby deal marks the latest investment by The Travellers Choice – coming hot on the heels of a deal for a dozen new Jonckheerebodied coaches from Volvo in time for the new season. The order comprises eight 57-seater, 13.4m B13Rs, two slightly larger 65-seater, 14m B13RS vehicles and two 48-seater, 13m B11Rs. John enthused: “Dealing with Volvo Bus is always a very good experience. We have had some excellent fuel results on the B11Rs that we already have in operation and we decided to add two more. Reliability is obviously a huge factor for us. We need our vehicles on the road and earning money and by specifying Volvo Bus we have every con�idence that this will be the case. The trust we have in their product is clear – therefore we have 12 vehicles in total on order from Volvo Bus.” The vehicles are set to be delivered in March and April and form part of the operator’s planned �leet replacement programme and will be used on tour work. John said some of the vehicles they are replacing have been partexchanged, while others have been sold. In a separate development, two former Battersby Silver Grey 13m Plaxton Paragon-bodied Volvo B12Ms have been acquired by Skelton Coaches of Guisborough, Cleveland. ‘YN07OPL’ and ‘YN07OPE’ have become numbers 9 and 10 in the �leet.

Euro 6

uly, 2015 marks a half century of engine production at the Cummins factory in Darlington. Around 1.5m will have been manufactured there by the anniversary date, mostly B, C and ISB series, but also around 200,000 V6 and V8s. A special event for employees and their families is planned and the firm hopes to show some of the oldest surviving trucks and buses with Darlington-built engines. Cummins’ sustainability policy targets not only its products and emissions but right across its business, in reducing energy use and greenhouse gas emissions by 25% and 27% respectively by 2015 compared to 2005. Direct water use is to be cut by 33% with water neutrality achieved at 15 sites by 2020. Recycling rates are being increased from 88% to 95% with zero disposal at 30 sites by 2020. A significant amount of rain water is now recycled at Darlington and working with contractors, no waste goes to landfill. The onsite technical centre generates around 25% of its own electricity. Since 2010, Cummins has invested over $5bn in its product range – another $2bn in 2014. Last week’s event held at Cummins Generator Technologies, Peterborough was an opportunity to outline what have been the clean air drivers for Euro 6, what’s still to come, efficiency regulations, and look at Euro 6 adoption, integration, experience and learning. There were presentations from Steve Nendick (Marketing Communications), Peter Williams (Product Environment Management) and Bill Lamb (Forward Product), supported by David
Cummins has given a detailed insight into some of the challenges facing the industry with the implementation of Euro 6, and how it sees a future of tightening emission control and increased fuel efficiency. Andy Izatt reports
Stollery (Product Planning). Euro 6 has had significantly more impact than any previous emissions reductions, Steve Nendick pointed out. The full range of emissions technologies available are being used to meet the current legislation, and even though the engines are in production, there’s more to do. Cummins is working even more closely with its OEM (Original Equipment Manufacturer) customers to manage the challenges of the technology and achieve installations that optimise efficiency. “We want to understand how we can best lower the ‘Total Cost of Ownership’,” said Steve. “Improving efficiency is a key part of this and is being driven by our customers and our
customers’ customers. Future legislation is also moving that way.”

With Beijing introducing Euro 6 in 2017, it’s only expected to go China-wide from 2021
The Cummins Euro 6 ISB4.5 turbo-charged engine happens in a test cell, as was the case with previous emissions standards. That drives certain elements of the legislation such as the considerably lower overall emission limits including formal limits for particle number; world harmonised test cycles at low speed/load conditions; cold and hot soak emissions cycles; off cycle (altitude & temperature) emissions limits, in-service emissions limits, enhanced OBD (On Board Diagnostic) requirements; and repair and maintenance information. “We’re counting particles rather than measuring and weighing them, which has a significant impact in lowering the emissions,” said Peter. “This compliments stronger limits on all the other pollutants. There’s a wide range of in-use control which is new, with the full range of vehicle operational conditions tested. “The engine must meet the emissions for its ‘useful life’ and not just the initial operational period. It applies to the whole system including aftertreatment and links into the in-use emissions. ‘useful life’ is a defined period for how long the product should maintain its emission compliance and how long the OBD system should operate. The highest number is up to 700,000kms or seven years. “There will likely be some degradation over this time, so there needs to be a margin of error which is effectively 1.5 times the tested emissions level,” Peter continued. “When we www.coachandbusweek.com

first start selling the product we declare to the VCA (Vehicle Certification Agency) that it will be compliant for that period and we have to prove it through the emissions testing on an ongoing basis. The same requirements apply at Euro 4 and Euro 5, but with Euro 6 the limits are more stringent and the requirement more robust testing. “The product is as robust as we can make it, but failures do happen. Our responsibility is to inform the operator that there’s an issue via warnings on the dash so repairs can take place. Euro 6 does include some new vehicle and engine servicing requirements. We’re required to make our service information available to anyone who needs it. That includes everything down to the software for our engineering service tool and ensures the engine can maintain the original performance and low emissions.” Euro 6 is actually not fully implemented and is being phased in over three years up to January 1, 2017 (Phase C). The implementation date for Phase A covering ‘all vehicles (models)’ was January 1, 2014. ‘New vehicles (models)’ for each phase is a year earlier. Phase A defined the emissions limits and the majority of the

OBD codes although standards for gas engines don’t apply to ‘all vehicles’ until Phase B on September 1, 2015. Some of the technologies, notably the NOx sensor needed to satisfy the requirement were not ready for Phase A so are being fully implemented at Phase C. For NOx control there are two requirements measuring both urea quality and consumption. There’s a whole series of requirements covering items that could be tampered with. Real failures don’t affect vehicle performance, but those that are the consequence of tampering, do.
engine family. It takes around a week to do one based on specific duty cycles. Traffic conditions, weather conditions, equipment reliability can all work against us getting a robust result. We’re still doing Euro 4 and Euro 5 testing so we have a constantly increasing fleet of engines in the field to test. “Reporting annually to the VCA is one of our compliance deliverables because once we have got certification we have to continually demonstrate that we’re monitoring it. Every vehicle has to pass. “The window length that you’re assessing the data over is essentially the length of one WHTC
“Running tests in the test cell is easier than real world operation,” said Peter. “Making these systems robust so that they operate in the field is much more difficult. Every OBD monitor has to run at least once every 10 vehicle operating cycles and that’s reported back to the VCA. It’s legal requirement from 2017.” He outlined the in-service conformity process. PEMS (Portable Emissions Measurement Systems) testing is a ‘type approval’ deliverable so is carried out at certification, but it’s also used as a ‘useful life’ deliverable. “First stage is sourcing a vehicle so we have to find an operator that will lend us one,” said Peter. “They have to be in normal use, of a certain age and mileage to satisfy the sampling criteria. We need to find a replacement for the operator and that in itself is difficult for an engine manufacturer. Once we do obtain the vehicle we need to prepare it. If it comes in and there’s maintenance required we sometimes end up doing that. There’s no point us testing a vehicle if there’s something not operating. We’re reliant on a lot of good will through our customer base. “We need to do a minimum of three tests per

Data from Transport for London suggests buses in service can spend 45% of their time idle (World Harmonized Transient Cycle). One of these windows is opened every second and they’re all running concurrently. Of thousands of windows, each one produces a g/kw.hr emissions result. We work out the accumulative percentile. The 90th highest result is the actual deliverable and that has to be below the limit. “I’ve tried to explain the method because some things are potentially changing. The EU Commission and some member states are not convinced that the testing is robust so they want to make the PEMS test more stringent. The regulators are concerned that they have introduced an urban standard that doesn’t deliver the air quality bene�its they wanted.” Particular focus is being placed on cold start emissions and urban operation. Currently under review is the detail of light load exclusions such as the 15% power threshold and 90th percentile limit which means some data isn’t included. Currently the test of�icially starts only when the coolant temperature is above 70 degrees. Lowering that is under consideration. Then
the architecture of the product so it can’t be ignored.”
Focussing on CO2
Peter outlined Cummins current understanding of where Euro 6 or equivalent is being adopted around the world. China, Hong Kong, Taiwan, Israel, Turkey, Japan, Singapore, South Korea, Russia, Brazil, Mexico and Australia are amongst those that have planned implementation dates over the next six years. One country, Mexico is going straight from Euro 4 to Euro 6, but fuel quality is a limiting factor in a lot of markets. In Brazil and China, for example, 10ppm low sulphur fuel is required to make a Euro 6 system work reliably. There isn’t necessarily the availability. “Manufacturers are saying there’s no need for another stage beyond Euro 6,” said Peter. “Air quality emissions are under control as long as the Commission can show that the urban operation of these vehicles is secure and robust. Euro 6 is pretty watertight, it’s a robust
Consumption Calculation Tool) which has two uses. As a sales tool, people can understand what the CO2 output of a vehicle would be. Fuel consumption is what they’re interested in and CO2 reduction is directly proportionate. The other is reporting to government through the registration process, allowing assessment of CO2 �leets by country. “They’re working through the development and validation starting with long-haul trucks and coaches,” Peter continued. “Buses and delivery trucks have not done the necessary validation, but will follow. Towards the middle of this year I expect a more detailed proposal with implementation sometime in 2016. They’re working on the basic tool at the moment before incorporating more advanced technologies such as hybrid. As a gradual process, as the �leet gets turned over, they plan to achieve some CO2 reductions by 2030 so it’s quite a long term process. “There are some inputs that would have to be provided to VECTO via the manufacturers’ events. That’s an engine on a test bed running at �ix speed load conditions measuring the amount of fuel it uses and CO2 produced – the fuel map. Tyre rolling resistance is already part of tyre labelling. De�ining the process for measuring how much air drag there is over a vehicle will be a vehicle manufacturer responsibility. Then there’s transmission and drive axle ef�iciency, but VECTO doesn’t make it possible to show the best integration of the engine with the transmission. I think there are ways that VECTO could be made more robust. “There is a real concern about avoiding the opportunity to properly integrate and optimise engines with transmissions as we

‘Manufacturers are saying there’s no need for another stage beyond Euro 6,’ said Peter. ‘Air quality emissions are under control’ there are certain payloads – 60% for example – and they’re thinking of changing that as well. “Every aspect of the PEMS methodology is under scrutiny,” said Peter. “What they’re looking at is changing the makeup and order of the different duty cycles. Currently we have to run urban, rural, motorways (in that order). Their concern is that the current methodology may not be correct or may not be good enough to give them the deliverables they’re after. The date for implemented is unknown. As we gets closer to Phase C it becomes less likely that it will be then because it’s just too close to be achievable. There will need to be a Phase D. regulation. “The focus is now shifting to fuel ef�iciency and the Commission’s overall commitment to reducing CO2. Overall it insists that will be essentially market driven. Fuel is a cost so automatically people would drive down CO2 through the cost of doing business. What the Commission wants to do is increase the understanding and information available to vehicle purchasers so they can include that in their purchasing decisions.” The tool proposed is VECTO (Vehicle Energy

What makes up Euro 6 legislation? have demonstrated in North America. There’s a whole opportunity for optimisation, not just individual components in their own little boxes. What we want to drive is the optimum that guides customers in the direction that gives the best output. “VECTO really focuses on the vehicle. If you look at the EPA (Environmental Protection Agency) standard (in the US) where Phase 1 is being implemented in two stages between 2014 and 2017, it consists of two elements. The engine has a CO2 limit. You have a deliverable and a ceiling. If the test cycle is robust you know that that engine will always be under that ceiling. “The other element is a vehicle level simulation using a tool called GEM (Greenhouse gas Emissions Model) that drives the applications of CO2 saving technology – things like fairings and other vehicle focussed technologies. What they have done is separate the engine and the vehicle and it works quite well because you can regulate the engine manufacturer and ensure that the vehicle has all of these technologies that drive the vehicle.
countries on four continents and every second of that data has been fed back to the Darlington Technical Centre. We are able to look at a particular engine family, or a particular rating and we can pull out the data at different levels. The in-depth investigation has really paid off, and ensured product robustness across our range. “We have been in Euro 6 engine production for a little over a year and have 28 manufacturer customers already. They all have different applications of their product so we really have to ensure that ours is robust in all applications and all duty cycles for the life of the product. It really is a very challenging task. “The reports we can get from any vehicle on any day can run to 40 pages. We’ve talked

The engine is what’s producing CO2 because it’s burning fuel. You could have an engine standard for CO2 and you could have a vehicle standard. VECTO could be used in its current form for the vehicle side. “I’m told that this year we should have an EPA Phase 2 proposal, but it will take a while for that to reach legislation stage. I’m not quite sure which way the EPA will go, but our hope is that it will maintain a similar structure to Phase 1. Implementation is expected 2019-2021. “It’s important that the vehicle operator can �ind out what the CO2 �igure is. If there was a speci�ic element for the engine in isolation it would give them that ability. CO2 regulation is focussing on an information standard only at the moment. We think that a regulation that combines engine and vehicle in one standard would probably be the most effective.”
quite a bit about OBD. At Euro 6 there are 35 different monitors that we check to make sure that we’re getting the system working correctly. The level of work that goes into tuning all these monitors is pretty astounding. It’s not a trivial exercise. It’s very intelligent and complex, but it does make for a watertight product. OBD Phase C transition in 2016 (new vehicles) will be a substantial further challenge. “A monitor is software that checks how a particular system is working. It’s not always an
additional sensor. Wherever possible we use the existing sensors that are required to run the engine, but sometimes we need additional ones like the tailpipe sensor for NOx. “We’re working to remove as many of those sensors as we can to simplify the product. It’s not desirable to have an engine that’s covered in sensors and technology. “Our job is to meet all these requirements without compromising fuel economy. “What we see different from Euro 5 to Euro 6 is that the assumptions that customers have had on rating and displacement aren’t necessarily the same. We see a trend where, if you reduce the rating, we can actually get better engine ef�iciency. “We’re not advocating extreme downsizing of engines anytime soon. There’s still the absolute need to consider customers’ requirement, but it is worth going through this exercise of looking to see if the next rating level or next displacement could do the job.
Technology update

SUPPLIER › CUMMINS EURO 6 “It’s not downsizing. It’s rightsizing. What people had for their Euro 5 operations doesn’t necessarily fit now. Can we get a 250hp down to a 220hp because in light duties you are actually working the after treatment harder and making it more efficient so getting better fuel economy? It’s about looking at each application. “We work that closely with our customers to get the integration and have the resources to ensure joint development of the installation. “It’s about providing the insight and changing the mind-set of historical preconceptions of one litre per cylinder displacement as a bare minimum where now we have data that proves outright that that is now longer the case. The VGT (Variable Geometry Turbocharger) we fitted going from Euro 5 to Euro 6 means the transient response is considerably improved. “The (engine) installation has become more difficult over time as well. At Euro 6 it’s really critical for the SCR (Selective Catalytic Reduction) system as it will affect the fuel economy if it’s not done right. That’s an OEM task. We recognise that some need more help than others and we’re using our engineering resource to support that. We want our customers to sell more products because that means more engines so we want the process to be as positive as possible.” Percentage fuel savings from the engine rating could be 3%, from vehicle acceleration rate management (5%), vehicle pre-test maintenance such as wheel alignment, filters, underinflated tyres etc. (4%), transmission optimisation (8%), start/stop (6%) and revised engine calibration (7%). First Bus Millbrook Fuel Economy and Standardised On The Road (SORT) tests have both delivered 11% and above improvements after incorporating transmission optimisation, start/stop, engine rating reduction and vehicle maintenance.

“We currently offer start/stop on full hybrid applications,” said Bill, “What we’re aiming to do is develop start/stop for a conventional bus. We have a project underway for this with the Government’s Advanced Propulsion Centre (APC) to deliver fuel economy improvement for

DAVID BELL a competitive cost.” The APC project, co-funded by the UK Technology Strategy Board over three years, is a ‘mild-hybrid’ solution called Frequent Integrated Robust Soft Start Stop Technology and is in collaboration with University of Nottingham, Dynex and Castlet. It incorporates experience with starter-based start/stop systems and powertrain electrification. The initial stop/start validation plan will achieve approximately 2.1m starts. Expected availability is from March 2016 from Cummins with technology in bus operation later in the year. As the project develops it will consider widespread adoption of electrified engine systems in the bus market with a motorgenerator system. This will enable a number of vehicle systems such as air-conditioning and power steering to be powered electrically rather than drawing power directly from the engine. Its aim is to reduce ‘Total Cost of Ownership’ and improve system performance with minimised impact on the bus OEM installation. “Full hybrid systems are effective, but they’re more expensive,” Bill continued. “They are currently made available via subsidies, so what
we’re trying to do with the APC project is look for a sweet spot in the middle whereby we can get most of the fuel economy in terms of a hybrid, but without the associated cost. “We’re familiar with start/stop technology, but it’s not a simple exercise to scale it up from cars. The duty cycle of a bus is very different. The number of start/stops to make the biggest fuel economy difference would have to be very high. “A regular starter might be able to manage 50,000 start/stops in its lifetime. A robust one is maybe five times that – 250,000. Fundamentally our engines are much bigger and much heavier than in a car or a van. “Our customers came up with some quite surprising numbers such as 60 start/stops an hour. We have data from TfL (Transport for London) that says buses can spend 45% of their time idle. In terms of the drain on the batteries and on the starter inertia to get it going, it is a different system. “We want to make this the default choice for a bus if you haven’t got a subsidy. Key to that is getting that ‘Total Cost of Ownership’ correct between the upfront cost and the fuel economy benefits that we achieve. It’s useful in terms of fuel economy but we need to make sure it’s reliable enough to go to market. “Most of our customers want to offer a hybrid solution as well as a conventional bus. Historically the number of hybrids with Darlington-built engines is relatively low, but growing. Last year we saw a bigger jump – about 10%. Working with the OEM we have to allow for different hybrid suppliers, and optimisation of the system. “Euro 6 isn’t the end, but we’ve established that there probably isn’t going to be a Euro 7. We have got CO2 standards on the horizon. Tighter OBD will be a challenge, but we believe that we will be able to get there. In-use emissions testing will continue to ensure that we do. “We believe that we have got the right architecture options. We know about the different systems and their advantages and disadvantages. We have the data from the OEMs and their end customers to match those together. We think we’re well positioned to meet these challenges.” n www.coachandbusweek.com

The Emperor’s New Clothes? Phil Tonks isn’t impressed by the shiny new promises of better buses as part of a Quality Contract. It all sounds a bit of a fairy story….
“H
asn’t the reliability of the buses gotten so much better since that..er..quality contract thing?” mumbled one passenger to the other. Her colleague, checking her watch, noticed that nothing, actually, seemed any different. As the debate over regulation rages – the fires gaining more petrol (or is that diesel?) from comments from the political great and good – it might be worth taking a breather and viewing all of this from outside the goldfish bowl. The Quality Contract (QC) debate is in danger of descending into something resembling a Hans Christian Andersen tale. Most of us are aware of the classic ‘Emperor’s New Clothes’ – it’s the bit where the child shouts “but he isn’t wearing anything at all” that we relate to. And thus the bus-travelling public – faced with declarations of more public control, and a utopian vision of evil money-grabbing bus barons banished to the wastelands to be replaced by excellent, carefree, on-time bus services (hurrah to the politicians) – will, I fear, should any of this be implemented, end up at best blissfully indifferent, or at worst disappointed. Anything ‘new’ is attractive. We all know the ‘present.’ It’s why, come election time, the new kid on the block promises the earth and tells us they can somehow do it better. You can bet your last pound that, as sure as eggs is eggs, come the great General Election, someone can make it better. The QC debate has shot up out of nowhere. It’s been on the statute books for many years. But for reasons not entirely clear, the politicians of the North East decided they want a power-grab. Bizarre to some of us transport-watchers, who see the overall satisfaction of bus users in Tyne & Wear standing at a lofty 90%. Right up there around the top of the league. A strange place to claim that the bus service could be done better. Statistics and more statistics, I hear
you cry. And, yes. I’m weary of them too. You can make an already boring debate to the general public sound even drearier by throwing a load of statistics at them. But even gut feeling tells you that this isn’t a ‘failing’ area in bus terms. So what has lit up the torch paper on this debate? The great Scottish independence vote – remember that? – actually got politicos (and, even some of the rest of us) rather excited. It got people out of their houses and down to the polling booth in huge numbers. Why? Not only was it a once-in-a-lifetime vote, it was also a superficially extremely simple one. “Should Scotland be an independent country?” Stick with me here… The offer of ‘self-rule,’ the banishment of faceless mandarins in Whitehall – it’s all new and very attractive. And whilst, eventually, Scotland didn’t go down that route, the clamour of ‘English Regions’ to ask a similar question has grown. So to buses. A supposedly simple ‘power-grab’ for a new ‘self-governed’ area, might be the control of its local buses. Sound popular? Ed Miliband and the Labour Party think they have found a hook to hang their rhetoric on. Ed reckons the deregulated system ‘fails to serve the public interest.’ He obviously hasn’t been to Nottingham. Or Brighton. Or Edinburgh. Or many other areas. He obviously hasn’t read the Passenger Focus surveys, that have passenger satisfaction rising in virtually all of the various categories of journey experience (sorry, damned statistics again). He’s also promising a countrywide Oyster card. Yes, we’ll have

some of that, but didn’t John Prescott promise the earth all those years ago? What happened to his ‘thoroughbred,’ in horsey terms? Chancellor Osborne, perhaps surprisingly, dangles similar in Manchester – but it’s part of wider politicking in the world of devolution. Here in my native part of the Black Country, I don’t hear much call for what they’re shouting about in Tyne & Wear or Manchester. That’s mainly because the argument surrounding whether the Black Country should link up with the Brummies to form a ‘Greater Birmingham’ City Region has got people worked up due to the fact that those of us west of the M5 might be confused with ‘Brummies.’ The accent is different, and, God forbid, we’re not losing our ‘Black Country’ name and heritage to those Jasper Carrot soundalikes. Actually, and whisper it quietly, our buses are pretty decent in this neck of the woods. Despite the ‘yah-booings’ of the likes of PTEg, Centro and the operators – National Express West Midlands being the biggest, but not forgetting some of the others – are getting on with doing some decent things around these parts. Of course, we have local councillors and would-be Parliamentarians on the phone to the local rag to try and grab the front page with unfounded opinions. A popular current choice is why the bus fare should come down immediately due to cheaper fuel – completely missing the point that the big operators have long-term hedging agreements. Another is that they’re somehow ‘heartless’ because they’ve withdrawn a long, meandering link to the hospital that hardly anyone ever used, and replaced it with a better

service, benefitting many more people – with a quick change of bus in a bus station involving walking around 10 metres from one stand to another, have high-frequency services on both sections. But, hey, let’s not let facts get in the way of a good bit of publicity come an election campaign. Here in the West Midlands, we have a great network of services. I can buy a ticket that covers all of them, or one for an individual operator. If all I do is use one route for work or shopping, isn’t it good that I can buy a cheaper ticket? It’s called consumer choice, and it exists in most other forms of life. We have operators buying new buses, and in the case of one rather large one, declaring to buy new ones for years to come, guaranteeing British jobs and ever-increasing quality for bus users. by Thatcher and Ridley in the 80s, but the basic principle works. Commercial bus operators are savvy enough to know what routes to operate to benefit the most people, to make a profit to reinvest. Bingo, no? I can think of new routes I personally would like, but they probably wouldn’t be commercially viable. I’m an armchair enthusiast, not the Commercial Director of a bus company. A bus is a bus is a bus. ‘Omnibus – for all.’ For those journeys that are obscure to me – it’s called a taxi. The real issues for me are not to do with some political power-grab. The ‘socially-necessary’ tendered world seemed to work OK until the financial crisis. Since then, local authorities have had ever-decreasing pots of cash to play with – and subsidised bus services are a major target. That doesn’t mean the system is fundamentally flawed; the finances are. www.coachandbusweek.com

The concessionary pass is a brilliant social mobility tool. You can’t put a price on what it means to some users to get out and about. But see above. The financial situation means it isn’t properly funded. You wouldn’t insist as a Government that Asda gave out free loaves to pensioners, then paid the supermarket less than half the retail value of it. Why is the bus world any different? And the one thing that no-one wants to tackle, but spend all of our waking lives moaning about, is traffic congestion. Where in the shiny ‘Emperor’s New Clothes’ regulated world is the plan to actually make the bus turn up on time?
I’d look seriously at QCs if there was a plan to curtail traffic flows in favour of buses, but there is no such thing. The local and national politicians already have it in their powers to tackle – seriously – traffic congestion. But of course, they don’t. Because it doesn’t win them votes and threatens their power. They’d much sooner ‘play buses’ with vague ideas of ‘sharing resources’ such as taking ‘overbussed corridors’ and putting buses onto new and other routes, giving the public, supposedly, what they want. Let’s be clear, here. If there is any demand for a new corridor, the commerciallysavvy operators

would do it. There’s money to be made. I’ve seen countless attempts to start new routes – and I’ve been sad to see most of them fail. And if you put more buses onto routes where demand is less, or start new ones, how long before someone gets an email off to the local paper complaining about ‘publicly-funded buses carrying fresh air?’ I’d give it at least a fortnight. So, we can have this vicious circle of debate on QCs, populated with various statistics, projections of how it’s going to be, how the bus industry has somehow ‘failed’ the millions of people it carries every day (with rising satisfaction levels) and how, one morning, our politicians are going to make it all better. As the child in the Emperor’s New Clothes readily saw through the ruse, we should all beware of shiny new ideas. Most users just want the bus to turn up on time. It’s as simple – and boring – as that. n

eatherstone, West Yorkshire-based Ross Travel Group has distinct separately branded coach and bus operations. Coaches including wheelchair accessible vehicles sometimes converted by the operator itself, run under the Ross Travel name, but a small network of commercially developed bus services are marketed as Featherstone Rover, a name made famous by the local rugby league football team. Owner is Peter Ross whose wife Mary looks after administration. Son Stephen is responsible for maintenance and running the workshop while Andrew Stirling, who’s married to Stephen’s sister Helen, manages operations. The business employs 32, many of them longstanding members of staff, so it’s a close-knit team. “Coach and bus drivers have different ways of thinking,” pointed out Andrew. “They’re often different sorts of people, but some do occasionally move from bus to coach. We don’t run many coaches, but we like to keep a driver to a vehicle where we can.” Peter recalled how an ex-miner he’d first employed back in the 1980s had said to him then he would be happy to drive buses, but not coaches. He’s still with Ross Travel doing just that. “The old breed of driver has pretty much gone now,” said Peter who is grateful for the loyalty he has been shown over the years. When CBW visited just before Christmas, the distribution of turkeys and bottles of whisky to all employees was well underway, a long established tradition. Said Peter: “What makes us different is the dedication of our staff. Whether they’re drivers or working in the office or workshop, they’re helping to make our customers feel special.” Ross Travel is prepared to pay for staff to obtain their PCV licence. The arrangement is if they leave within two years, depending on the timing, they will be asked to repay the money on a sliding scale. Most recently a mechanic and a cleaner have been trained, but both left making the necessary repayments. It underlines just how difficult it has become attracting people into the industry. Despite the growing training requirement, Andrew can see the benefit not least when it comes to the Driver CPC – in principle. “I know a lot of drivers can’t see the sense in it, but I’m in favour because we all need to be able to refresh our skills,” he explained. “Everyone here is where they should be at the moment, but it is nonsense that people can sit the same day’s course over and over again.”

Importance of buses
While coaching gave Ross Travel its foundation, the local bus network that has been developed over the past three decades now accounts for around half of the firm’s turnover. The principle service is the 125 between Wakefield, Castleford and Pontefract, but there’s also route 144 (Castleford – Featherstone – Pontefract) and 146 (Wakefield – Featherstone – Pontefract). All operate under the Featherstone Rover brand and are essentially commercial, serving housing estates that are difficult to reach using anything other than midibuses. OPERATOR PROFILE › ROSS TRAVEL GROUP runs are supported by transport authority, Metro and a late run is provided for St Wilfred’s Catholic High School in Pontefract. Nine Optares currently owned are a mix of Solos and Solo SRs, all but one having been bought new since 2005. The pre-owned vehicle was sourced for the start of an ASDA contract. Predecessors to the Optares were MercedesBenz Vario Plaxton Beavers that proved to be durable and fuel-efficient buses. Two remained in use on route work right up to the DDA deadline for local service buses of 7.5-tonnes or less on December 31. Replacements are Euro 5 low carboncertified Optare Solo SRs, one of which was registered on January 1, the other due to follow on March 1 so that it will receive a 15-plate. There has been a regular purchaser of the firm’s Beavers in the past, but if a buyer for the remaining pair can’t be found, they will be equipped with seat belts to make them more saleable as school vehicles. The need for more capacity saw two new Enviro200 39-seaters acquired for the 125 in 2012. A smartly turned out former Cardiff Bus Alexander Strider-bodied Scania N113CRB 48-seater that has been in the fleet for a decade is normally used on two morning and evening school runs and the additional late run for St Wilfred’s. Other limited school bus commitments are mostly met using spare capacity within the bus fleet.

Coaching tradition
Ross Travel, which dates back to 1968, has continued as a partnership between Peter and Mary, but with an eye to the future, steps are now being taken to make it a limited company like sister business Ross Tours (UK) Ltd trading as Ross Holidays. That was founded in 2000, is run by Frank Butler and is based at the same Featherstone address. Combined, they make up the Ross Travel Group. As well as a range of excursions, some priced at £10, around two dozen holidays are offered annually by Ross Holidays with most being UK-based. “It’s all about serving local people,” explained Andrew. “We have our regular popular destinations such as Llandudno. The hotel we use there is so much in demand with operators we’re only able to use it a couple of times a year. We try and offer a bit of everything across our itineraries and Frank organises it all in-house. That includes brochure production. “Our holiday programme usually occupies no more than one of our coaches at a time, but it can be as many as three. Holidays are a small, but important element of Ross Travel Group. We’re a coach operator that later moved into buses. We’ve never really been a tour operator.” A popular regular monthly shoppers’ trip to France organised by Frank uses the Channel Tunnel and is often sold out. It was on such a trip in 2011 that a lorry ran into the back of Ross Travel’s first Volvo 9700 after it had had to
About Peter Ross When Peter Ross was working for McAlpine at Ferrybridge Power Station in the 1960s, his ambition was to own his own fish and chip shop. His eldest sister had one and he liked the idea of working for himself. He set a target to save £1,000 before looking for a suitable property. Peter had raised around £900 when what seemed like a good prospect was advertised in a housing estate at Woodlands on the edge of Doncaster. On NCB property the rent was low and a house was included. Takings were around £30 a week, but it wasn’t long before Peter and wife Mary had built that up to £100. They stayed a couple of years, but decided they wanted to move back to Featherstone, which they regard as home. A suitable fish and chip shop, adjoining bungalow and some land

With help from the Yorkshire Bank, a successful bid was made and it wasn’t long before the new business was prospering. Peter got to know Ronnie Grayson, a local taxi operator, and it was Ronnie who inspired him to start using his own Austin 1800 as a taxi at times when the fish and chip shop was closed. It was just when the breathalyzer was first introduced and very quickly, he built up regular clientele. Driving was more enjoyable and an easier way to make a living than

running the fish shop so that’s how he came to found Ross Travel. Always looking for new opportunities, Peter was happy to send his coaches abroad at a time when there weren’t the hurdles there are today. A memorable annual ‘closed door’ job undertaken for many years was taking members of the Hungarian Association in Bradford to Budapest. The move into local buses was prompted by the pit closure programme that followed the miners’ strike in 1984. Contracts taking miners to work,
notably at the Selby coalfield, finished so income needed to be generated elsewhere. Bus deregulation in 1986 gave small operators the freedom to develop new services and a professional route compiler was paid a retainer to help devise and tweak a network for Ross Travel. Duple Dominant-bodied Leyland Cubs were sourced from Lothian Buses which also supplied a large quantity of spares. With a top speed of 45mph, driving the Cubs in convoy from Edinburgh to Yorkshire was a
memorable experience. They were noisy buses that proved to be high maintenance to operate and tyre punctures were frequent. Getting them ready for service each day could be an arduous, time consuming business so their deficiencies left an abiding memory. One of the Cubs later returned to Scotland for preservation. “The buses paid their way from the start,” recalled Peter. “What we said at the time was, we would give it six months and see what happened. They were making money within three to four months. We just kept doing what we were doing, but tried to upgrade our vehicles. “There were a couple of Renault Dodges that I don’t think did a week’s work between them because they were so unreliable. We also bought Optare StarRiders. Our first new bus, a Mercedes-Benz Plaxton Beaver 2 arrived in 1998 and we have always tried to buy new buses since.”

Dedicated team: (l to r) Andrew Stirling, Peter Ross with Stephen’s son Lloyd, Stephen Ross and mechanics Mark Press and Dave Cheesborough to remove rubbish that has been wedged between seats – a common occurrence particularly on the firm’s service buses. “We even blade windows when it’s raining,” Andrew pointed out. “That’s how importantly Stephen takes it. That’s why our vehicles are ten times cleaner than anyone else’s.” Stephen is supported by two full-time mechanics. The firm’s five bay workshop and offices were built 30 years ago during the miners’ strike, but are kept in such smart condition, they look much newer. The site is protected by CCTV and Stephen has even built bespoke customer toilets. Solar panels recently installed on the roof of the main building are helping to significantly cut electricity bills. As well as a small pit and two sets of column lifts, the workshop is equipped with a tyre fitting and balancing machine. Vehicle washing takes place in the yard where there’s a mobile machine and a ramp enabling the underside of vehicles to be also cleaned. “We keep coaches inside the garage, buses outside in the yard,” explained Peter. “Space is tight, which is why we didn’t take delivery of our latest coach, a Yutong until we had sold the vehicle it was replacing. We have planning permission for a piece of land that we own behind the garage, but we would only have access through the garage. We don’t want to be parking vehicles three deep so that’s why we’ve not developed it.” Incidents of theft from the site have been thankfully rare, but Peter and Andrew recalled how a stolen mobile phone was recovered. Andrew got someone to ring the number who told the person answering that they had won a prize and if he told him his address he would have it delivered.

come to a stop on the hard shoulder of the M11 motorway. A passenger sleeping on the back seat of the coach died. Four of the five back seats had been sold and paid for and it was only great good fortune that a group occupying three of them hadn’t turned up or the consequences could have been much worse. It was a deeply distressing time for all involved, not least attending the inquest, although Peter and Andrew were grateful for the support they subsequently received from passengers on the coach and the local community. The accident management service provided by the CPT (Confederation of Passenger Transport) was also greatly appreciated. However, the initial reluctance to write off the coach was a real concern for them at the time. They had agreed a deal for a replacement with Volvo that would ensure the damaged vehicle would not be coming back into the fleet whatever the outcome. It was also upsetting that items that were the coach driver’s responsibility went missing during the subsequent investigation
although compensation was eventually forthcoming. The replacement, another 9700, was the victim of a vandalism attack in Cambridge that saw one side of it entirely covered by graffiti. As soon as it returned to base, cleaning the paint off was the priority which, remarkably, only took around four hours. Andrew distributed a picture to the trade press at the time so operators could be warned about what had occurred and where. Stephen Ross is a stickler for vehicle presentation. Any minor scuffs or dinks are repaired in-house as soon as possible and everything is always thoroughly cleaned before leaving the yard. A special device makes it easier

Bova Futuras have featured in the fleet for many years – Peter buying his first shortly after the model was launched in 1983. “The Futura has always been an eye-catcher,” he observed. “I was still doing a lot of driving in those days as well as lending a hand in the garage. When I passed by in the coach at dusk, people in the street used to stop and stare because of the blue saloon lighting. From memory I paid £70,000 for that first one. It went all over Europe. When I sold it, it still had its original injectors. The engine was as clean as a whistle.” Two full size wheelchair accessible coaches in the fleet are both 13-metre Futura 54/55-seaters, one of which, most unusually, was converted in house. Up to three wheelchair-bound passengers can be accommodated in each. Ross Travel has undertaken around half a dozen side-mounted wheelchair lift installations over the years. The Featherstone team has become so skilled at it, they now receive requests from others although time constraints mean they have not been able to take up such offers. checked and approved by what is now DVSA (Driver and Vehicle Standards Agency). Until a few weeks ago, three wheelchairequipped coaches were operated, but the third, a 2001 Scania K124IB Van Hool was sold to Marshall Travel, Coatbridge shortly before CBW’s visit. Unusually for Ross Travel it had been acquired second-hand, but was another that received an in-house installation. Said Andrew: “We regularly have work for two lift-equipped coaches in a day, but it’s rare that we need three. It’s as much about having the right drivers as the vehicles, but it’s an important niche for us. Not many operators run this sort of vehicle. The PCV industry has changed radically in its approach to the subject of alcohol
N
ow that the Christmas and New Year festivities have passed, and a relatively normal service has been restored, operators have been carrying passengers to the hypermarket to collect their Glugwein and many small bottles of bargain lager and wine. The question then arises of how it’s consumed and the effect alcohol can have on driving licence holders. The French have insisted since July 2012 that all drivers, whether its coaches, cars or anything else, carry their own breathalyser kit in their vehicle to test themselves for the 22mg per 100 millilitres of breath limit, and, of course, that they are under it. That created issues of where did you buy the kit, how accurate it is, and also, in the case of a coach travelling abroad, two must be carried to ensure compliance. Of course the French Gendarmerie actually use the governmental issued item for testing as you stand at the side of the road in your spotless hi-viz jacket still showing the creases. If you do not carry your own breathalyser kit you will be fined around €11, but if you are over the limits you will face a fine of €135 or

Most of the UK still adopts a more conservative limit of 35mg per 100 millilitres of breath, but a veritable can of worms has been opened with the Scottish parliamentary decision to lower the limit to 22mg. What this means in reality is that the rest of the UK should come into line with European countries that have the same limit, however painful that statement is. When the Scottish announcement was made in December, social media

sites were quite on fire with PCV drivers joking about the fact that they were away on a tour in the upper reaches of England and that they may have had a single drink responsibly, but could potentially now be marginally over the limit as they crossed the border. Some clarity is required on the matter, and uniformity, or there needs to be an absolute zero ‘no drinking’ policy. The PCV industry has changed radically in its approach to the subject of alcohol. The days of the coach driver going into the pub after a long day’s
work have, thankfully, passed. For those old enough to remember back to the 1970s and 1980s, it would have been a regular occurrence to witness drivers coming into work who were not only above the limits, but well over. Some would drink at breakfast and there could be some quite alarming accidents. I heard of a stationary motorbike being knocked from under its rider by the coach behind. He was left standing astride thin air. It might have had cartoon comedic value at the time, but the potential consequences don’t bear thing about. For some strange reason it was fairly rare for the police to enforce against professional drivers. Looking back, that was a rather short sighted approach. There were drivers of that era who would go and beg the Traffic Commissioner for their PSV licence and badge back after being caught over indulging, only to go on and repeat the offences in an alcoholic manner. Fortunately, passengers these days are wiser and are unlikely to place themselves in danger if they are in any doubt as to whether the driver is capable of operating the vehicle. Should that be so, it will be rightly reported and dealt with accordingly. Larger operators now have preventative and restrictive measures in place to ensure that their staff are fit and proper to carry out their duties by random breath testing for drink, or drugs and not unreasonably are often contractually obliged to do so. The advent of Alcolock devices means that the vehicle does not start unless a breath sample has been given. However, I’m not quite sure how reassured the public might feel if they see a driver ‘blowing into the bag’ so to speak to start a coach – a quite alarming process to watch, even if it is for their own safety. There are depotbased readers that take out the vehicle element. For those involved in the business of professional people transport, there should be a lobby to get a consistent alcohol limit. The lower limit already adopted by Scotland is easier to use and in line with the rest of the European Union, even if the UK decided for whatever reason to opt out in the future. After all, coach operations would continue to operate in Europe and professional drivers can actually be penalised more in certain countries – and rightly so. The Irish republic is one. The limit there is 9mg per 100 millilitres of breath and that applies just as much to visiting tour drivers as local PSV holders. Pirelli enters preferred supplier agreement with MWSD Pirelli’s UK Truck division has entered a preferred supplier agreement for the supply of complete tyre and wheel fitted units with Motor Wheel Service Distribution’s (MWSD). The company highlighted MWSD’s wheel safety campaign as a key reason for the agreement. Under the terms of the agreement, all sales will consider the wheel and tyre as a single item, ensuring the optimum technical fitting for a vehicle’s usage including component weights, required load capacity, driving conditions and tyre attributes. The service, which will be available to both original equipment manufacturers and the aftermarket, will cover MWSD’s complete range of Chevron marked steel wheels and exclusive xlite forged aluminium wheels. Chris Evans, Director of Truck business at Pirelli, commented: “Both the tyre and wheel are safety critical items, so it makes sense that they are offered as a single solution. We

Wheel removal eased with Stertil Koni Stertil Koni has launched its Wheel Hub Trolley Jack and Mini Caliper Crane to simplify the removal of wheel hubs and brake calipers in a safe, one-man operation. Monday: The familiar manic press day. Tuesday: Get in the office extra early to plough on with writing up my Ken Bruce ‘Face to Face’ interview for a forthcoming issue. In the spirit of the usual CBW office friendly banter, my colleagues tease me when I tell them I’ve got “Ken Bruce on the brain.” All good fun. Spend much of the rest of the day in and out of meetings. Wednesday: Drive over to see Adrian de Courcey at Travel de Courcey in Coventry to learn about the CILT’s BusMark scheme. While I do allow extra time, I’m rather taken aback to find a journey which normally takes a mere 10 minutes actually lasts an hour and a quarter – from the north to the south side of town. Extra traffic generated by an agricultural machinery show in Peterborough is not helped by a police lane closure. Arrive at my meeting on time however. Enjoy the familiar warm welcome and spot of friendly banter at Rowley Drive depot. The coffee is good too. Thursday: A busy day in the office feature writing and news hounding. As always, I get a kick out of finding news stories. In the evening, meet up with an industry friend for a long overdue catchup at a rateable pub. Despite it having been six months since we last saw each other, it doesn’t seem that way. Friday: A hectic day in the office working on this issue.

Solo bus ride for dog Seattle is one of the only cities in the U.S. to allow uncrated, un-muzzled non-service dogs to ride on public transport. According to Rover Daily Treat (yes, you couldn’t make that title up), the King County Metro system allows large dogs to ride, as long as they’re leashed and pay the regular fare. A few days ago, while doing a spot of news hounding, our Jade learned that word spread online about a rule-breaking dog named Eclipse. She is a two-year-old Labrador cross who regularly rides the King County Metro Transit to the dog park with her owner, Jeff Young. If he takes too long, however, she gets impatient and rides the bus to the park without him. The Huffington Post noted that when he doesn’t ride with her, Jeff says he simply meets up with her at the park. “She’s been urbanised, totally. She’s a bus-riding, sidewalk-walking dog,” Jeff said. Although a dog riding the bus alone may be troubling to some, The Associated Press reports that all the bus drivers know her, and the other
Upset over bus brake lights Our second story from ‘across the pond’ this week comes from Tennessee. A Christian mum is reportedly upset over a ‘Satanic symbol’ appearing in the brake lights of local school buses. The lady snapped a photo of a school bus’ tail lights while she sat behind in traffic. She told reporters that the pattern of the bulbs in the brake lights resembled an inverted five-pointed star, or pentagram. She said: “Anyone who fears a God, if not God and Jesus Christ, should be outraged. If you can’t put a cross on there, you cannot put a pentagram on it.” Pentagrams are sacred symbols associated to various faiths, although some Satanists and occultists have adopted it as their holy symbol. Passenger gets £20k smartcard topup The aptly-named Bay of Plenty Regional Council in New Zealand is blaming a surprise $20,000 smartcard credit on a corrupted machine transaction. Nathana Rodrigues, 22, was left baffled after she gave a Bayhopper bus driver $10 to top up her Smartride card but received a bonus credit of $20,000. “When I got the docket it said that I topped up and there was $11.24 left,” she said. However, when she paid her fare, her ticket said she had a remaining balance of $20,979.88. “I thought that the print out was wrong, so I didn’t bother with it,” she said. “But then when I got on the following day, I was down to $20,978.44.” Shocked by her discovery, Ms Rodrigues sought help from transport

Wright Customcare appoints new National Parts Manager Chris Wise has joined Wright Customcare as National Parts Manager for the UK, bringing with him extensive specialist knowledge of the bus industry. In his new role Chris will be reporting to Ian Downie, Managing Director – Sales and Customcare for Wrightbus. As
a key member of the aftersales team Chris will use his industry expertise to deal directly with customers, assisting them with parts requirements and providing a valuable link back to the factory regarding aftermarket development opportunities. Chris, who is from Leeds, has 40
years of experience under his belt having spent his entire working life in the bus-building industry, beginning his career as an apprentice at Leyland Bus. Chris has worked his way up the ladder having spent a significant part of his career with Optare UK, where he was a Design Engineer before moving
into sales, where he became Bus Sales Manager and then later Sales Director. He completed his 28 years with the company as Commercial Director in 2013. Chris has spent the last year as Commercial Director at Isringhausen GB before making the move to Wrightbus.

Arriva has announced the appointment of Kevin O’Connor as Managing Director for its UK Bus business. Kevin, who will sit on Arriva’s Executive Committee, is expected to join the firm on March 2 from G4S where he held a variety of senior leadership roles between 2001 and 2015, most recently as Regional Managing Director of G4S Cash Solutions UK and Ireland. Prior to joining G4S, Kevin started his career in the retail sector with Waitrose, part of the John Lewis Partnership. In his new role, Kevin, 38, will be responsible for the development and overall direction of Arriva’s UK regional bus businesses and its London bus operations – working closely with its Regional Managing Directors. Stagecoach apprentice moves up the ranks as veteran retires An apprentice fitter from Sunderland has taken a step up the career ladder after a fitter of 38 years retired this month from Stagecoach North East’s Slatyford depot. Over the past three and a half years, 20-year old Kenny Kelly has trained as an apprentice fitter at the bus depot in Slatyford. After hearing about the retirement of fitter Gordon Scott, he saw the opportunity for progression and is now delighted to be accepted for the role. Although Kenny will complete his apprenticeship in June, he begins his new job straight away and is looking forward to the challenges it brings. He said: “Working with vehicles, being hands on and using my practical skills has always interested me, which is why I joined Stagecoach North East as an apprentice fitter straight from school. “As soon as the role was offered to me, I snapped their hands off at the opportunity. The team are also great and make the job really enjoyable.” Kenny is currently studying for his City & Guilds Level 2 in heavy vehicles at
