A slippery toll road

I

’m in full agreement with the FTA (see p8) about being concerned over the government’s plans to pay for much-needed improvements to the A14 by turning it into a toll road – it certainly is a slippery slope, which could set a dangerous precedent. Unfortunately, precise details of the scheme appear to be thin at this stage and for the mass media, a ‘high profile sporting event’ is deemed to be a far sexier story rather than a key transport artery. On that note, cynics may conclude the timing of the announcement was deliberate. In traffic volume terms, it’s easy to draw parallels with the success (or otherwise) of the M6 Toll. However, I believe that ignores the fact Birmingham is an important container terminal and hence the trucks can’t really bypass the place. Of course, there’s also the far from small matter that tolling hits operators in the pocket, particularly haulage where margins are notoriously tight.

Back to the idea of tolling, we may utter our disgust at being ‘robbed’ while in France but we still pay – it’s the only way if we’re to get there quickly. Yet in the UK, toll roads remain the exception rather than the rule. A matter rarely aired by their plaudits is they seem to cause rather than relieve congestion – Dartford is a shining example. Yet for a 20-mile road, the toll is realistically going to be vastly higher than the £3.70 (for coaches & HGVs) to drive along the A282. The M6 Toll currently charges £11 for 27 miles. Sadly, the A14 doesn’t offer realistic alternatives (A428 excepted at a pinch). On a bus note, I’m not surprised First is to shut Barnstaple depot. Sadly, the OFT declined CBW’s invitation to comment. Well done to Western Greyhound which has immediately stepped into a small part of the breach. BriEfly Pupils in East Yorkshire who receive free bus passes could face a 10-day ban if they repeatedly misbehave on journeys. The new policy means normal suspensions will cover up to 10 school days but could be extended. Alison Michalska, the council’s Director of Education, said the new formal policy was necessary because while withdrawing transport from fare-paying pupils was straightforward, similar actions against pupils entitled to free transport was more legally complex because of child welfare issues around school attendance. A Luton Borough Council minibus driver has been charged with neglect after allegedly leaving an ailing woman in her 80s locked in her bus overnight. The passenger, who has Alzheimer’s disease, was discovered alone and confused at the bus depot in Luton after spending 14 hours trapped on the bus in April. A police spokesman said: “We, on behalf of Thames and Chiltern Crown Prosecution Service, have charged a woman with neglect contrary to Section 44 of the Mental Capacity Act.” Susan McLaughlin is due to appear before magistrates on August 8. INIT has been named as the general contractor in a project for a joint tendering group led by Rheinbahn AG Düsseldorf. INIT will set up a TETRA trunked system and install a new Intermodal Transport Control System (ITCS) for the group. This is the largest single order INIT has ever received and is expected to exceed €35m. In addition to Rheinbahn AG Düsseldorf, three additional transport companies, which are represented by VIA Verkehrsgesellschaft, form part of the tendering group. These transport companies carry around 1.3m passengers daily in the Rhine-Ruhr region. The Karlsruhebased supplier for ITS technology will provide the control centres of the four transport companies as well as over 1,000 buses and trams with hardware and software. When completed the TETRA trunked system about 2,000 radio subscribers will be able to communicate with each other. www.coachandbusweek.com

First to close Barnstaple depot Western Greyhound registers additional journeys on competing Bude to Exeter corridor First Devon and Cornwall announced on Monday (July 23) plans to discontinue its bus services in the North Devon area, including closure of the Barnstaple depot. The company also confirmed it has started the collective consultation process with trade unions on the possibility of redundancies. First said its bus services in North Devon have underperformed for a number of years, despite the introduction of a variety of marketing and promotional initiatives. The company says it is now faced with extra cost pressures due to the economic climate and cuts in external funding and routes are now being discontinued in order to ensure the long term sustainability of operations elsewhere. The operator also said a range of alternative options, including the potential sale and transfer of employees and assets to Stagecoach Group plc were fully explored. That option will no longer go ahead following the Office of Fair Trading’s (OFT) announcement on July 10 that it was referring the case to the Competition Commission. Giles Fearnley, FirstGroup’s

Managing Director of UK Bus, said: “We understand this news will be distressing for employees affected by the decision and that it will similarly cause our customers in the area some concern. We apologise and will be supporting affected employees over the coming months, as well as working with Devon County Council on the future of bus services in the area. We will give customers ample notice of the date our services will cease to operate in North Devon. “We will be working hard to minimise the extent of redundancies, trying to redeploy people where possible. We would like to take the opportunity to stress the decision to close the North Devon operation is a business driven one and does not reflect on the effort or individual performance of the employees in North Devon.” Furthermore, Mark Howarth, Western Greyhound’s Managing Director, has announced that Western Greyhound has registered additional journeys on the Bude to Exeter corridor which is currently operated by both Western Greyhound and First’s North Devon business. He told CBW on Monday: “Following today’s announcement by First that it was to discontinue its bus services in the North Devon area, including the far flung X9 Bude

First and Stagecoach had competed head-to-head in Barnstaple. A bid from Stagecoach to buy First’s North Devon operations was recently withdrawn

– Okehampton – Exeter service, we have registered additional journeys on our common 599 Bude – Okehampton – Exeter service. Currently, Western Greyhound operates two round trips daily. This will increase to four round trips on Mondays to Saturdays and two on Sundays. The increase will generally cover the journeys at times currently operated by First and will enhance the broadly hourly service between Okehampton and Exeter. “This is an exciting increase and ensures passengers on this corridor are not affected when First withdraws its service. Western Greyhound will be recruiting a number of additional drivers at its Bude outstation to cover these additional journeys. Passengers will also benefit as there will now be inter-availability of return tickets on all journeys between Bude, Okehampton and Exeter allowing much more flexibility in travel” Fearnley added: “We are progressing our strategy to reposition and rebalance our UK Bus portfolio to restore operating margins and help facilitate improved growth and returns. The decision by the OFT to refer our proposed sale of our North Devon operations, where we had a uniquely high degree of overlap with Stagecoach, was disappointing. We are confident, however, of future successful transactions in the coming months as a number of potential bidders exist in the markets where we have identified other businesses for disposal.” On Monday (July 23) First Devon and Cornwall began its official consultation process with affected staff. This will include offering opportunities in other areas. The timescale for closing the business will be confirmed once the consultation with the affected employees has been completed. The First North Devon business comprises of the depot facility in Barnstaple, a fleet of around 30 vehicles and 10 routes (Services 1, 2, 3, 5/5C, 8 (summer only), 30/30C, 31, 32, X7 and X9. The OFT declined to provide additional comment on the case.

New bus and lorry testing facility for Dorset Dorset-based bus and coach operator Damory Coaches has moved to new premises at Pimperne following a £500,000 refit and refurbishment. The stateof-the-art equipment and new additional inspection pit next to extended existing pits will be made available to heavy commercial vehicle operators when not used for VOSA-compliant inspections on the 70-strong bus fleet based at the facility. Steve Hamilton, Engineering Director for Damory, said that the investment, which also includes a new, eco-friendly bus and chassis wash facility, along with the latest energy efficient lighting and heating systems, will enable the 18-strong engineering team to not

Strike action is always a last resort but for those who say it achieves nothing, we say just look at London’s bus workers. They would have been offered nothing by their employers and TfL would have done nothing unless bus workers took action to force them round the negotiating table.”

Van Hool breaking ground in Macedonia Van Hool is building a new bus and coach production facility in Skopje, Macedonia. A ground breaking ceremony has taken place on the site and was attended by the Prime Minister of Macedonia, Nikola Gruevski, a number of local dignitaries and Filip Van Hool, Executive Director of Van Hool. The decision to build a production facility in Macedonia was taken in January this year. Preparations are going according to plan and the first vehicles are scheduled to leave the factory in the second half of 2013. Van Hool, the Belgian independent bus, coach and industrial vehicle manufacturer, employs over 4,000 people across the globe and has firmly retained its manufacturing in its homeland. It has two major production facilities at Koningshooikt and Bree in Belgium.

The number of buses on order for ComfortDelGro-owned SBS Transit in Singapore

BriEfly Network Warrington launched a new direct bus service, X99, from Warrington Bus Interchange to Walton Hall Gardens on July 22. MD David Squire said: “The new service runs half hourly for most of the day, between the Interchange and Walton Hall Gardens on Sundays and Bank Holidays right through the school holidays until September 9.” Coventry taxi drivers have criticised the City Council after being barred from a city bus lane. The lane, introduced in Stoney Road, Cheylesmore, aims to prevent motorists from using residential streets as a rat run. But taxi drivers say being banned from using the lane, which restricts traffic to a one-way system, has caused more congestion and traffic jams. TfL has announced tender results for new contracts starting between April and June 2013. Route 67, currently run by London General, is to be operated by Arriva London North with new double deckers. Route 106, run by Stagecoach East London, will also be operated by Arriva London North with new double deckers. Route 230, currently Stagecoach, is to be run by Arriva with new double deckers. London General is to take over Arriva London North’s route 327 and route 491 with new single deckers – although only a solitary new bus will be used on the 327. There are 17 new contracts altogether. The awards include 28 new and five existing hybrids.

Mixed picture for UK bus profits New TAS survey finds revenue falls by up to 6% in real terms, as workforce is cut by over 4%. Revenue trends offer worrying signs for the future Profits in the UK bus industry fell in 2010/11, bringing to an end a run of three consecutive years of improvement, according to new analysis published this week by TAS Partnership. The 124-page report, Bus Industry Performance 2012 presents the results of its annual analysis of 118 local bus companies around the UK, in what is the 21st year of the firm’s Bus Industry Monitor project. The report says operators have continued to control costs, with increases well below inflation, but revenue growth was also well below inflation – implying a sharp real-term fall in all the markets outside London. Turnover across the companies analysed increased by just 1.9%, reaching £5.14bn. Operating costs rose by 2.3% to £4.75bn. Operating profit was £388.7m, 2.3% higher than in 2009/10. Operating margins fell to 7.6% (2009/10: 7.9%, 2008/09: 7.2%). The fall in profits was mainly driven by sharp reductions in London, and companies outside the capital saw operating profits rise. However, revenue growth was virtually non-existent, as turnover was just 0.3% higher at £3.39bn,

while operating costs fell by 0.8% to £3.05bn. Operating profit was 12.4% higher at £335.6m, and operating margins improved to 9.9% (2009/10: 8.8%). Author Chris Cheek said: “There are worrying signs in these figures, particularly on the revenue front – a 2.2% real-term fall for companies in the deregulated market contrasts sharply with consistent rises across the industry as a whole over the previous five years. In the current economy, it could take years to make this up – especially given the recent cuts in public spending.” Two Stagecoach companies, Midland Red South, which trades as Stagecoach Midlands (27.8%) and the Busways operation in Tyne & Wear, which trades as Stagecoach North East (23%), were

the most profitable companies in the country. Third came municipal Thamesdown Transport - last year’s UK Bus Operator of the Year – on 21.2%. First West Yorkshire came fourth, on 20.6%. Stagecoach also owned the two biggest loss-makers - Islwyn Borough Transport, part of Stagecoach in South Wales (20.2%) and East London Bus & Coach (11.9%), with First following with its Devon & Cornwall company on 9.3% and Glasgow No 2 business on 7.3%. Looking at operating costs, the document reports on the second successive real-term fall. In nominal terms, costs rose by 2.3% nationally against an inflation rate of around 5%. Measured against the RPI, costs fell by 2.8% in real terms. This came despite an 18% real rise in diesel prices during the year, which meant the workforce bore the brunt of the economies. The total employed by the 118 companies fell by 3.1% (around 3,100 jobs). However, this disguised the fact the companies outside London cut their workforce by 4.6% (3,400) which was then offset by a 300 rise in London. Largest proportional cuts were in Wales (6%), Yorkshire (4.8%), Scotland (4.6%) and the West Midlands (4.3%). Outside the capital, unit labour costs stayed steady in real terms for the third year in a row, averaging £24,973. In London, unit costs fell back by 0.7%, to stand at £36,558.

Centro look to the continent to tackle congestion Transport professionals from across Europe are joining forces with Centro in an attempt to cut carbon and boost the economy. The West Midlands PTE will share ideas with counterparts from Italy, Czech Republic, Poland, Spain and Netherlands as part of the Involve project which aims to find ways to reduce congestion and improve links to jobs. Delegates will be shown the West Midlands’ green schemes including Birmingham Interconnect project and Local Sustainable Transport Fund schemes as part of the threeyear initiative. Centro staff will examine ways to tackle congested roads, which it is said, costs the region more than £2.3bn each year. Rafael Cuesta, Centro’s Head of Strategic Development, said: “It is often overlooked how transport plays a significant role in supporting our region’s economy by connecting people to jobs, training and education. And by working with other countries we can find new ways of working and hopefully pass on some of our own ideas.” The scheme was made possible by the Interreg 4C programme and co-financed by the European Regional Development Fund. Help needed to create industry-�irst website CPT is in the process of creating a new ‘one stop shop’ website for young bus users and is inviting all UK bus operators to get involved. The new website will aim to raise awareness and promote the key values and benefits of bus travel to young people. This is in direct response to a personal request from Transport Minister Norman Baker and recent government findings which reveal that more effort is required to get young people on to buses. The as yet unnamed site, which has a provisional autumn launch date, will help visitors find who

their local operator is and local timetable and route information, along with details of best value fares/tickets and how to purchase them. There is no other single site which offers all of this information on bus travel in the UK and feedback from Youth Parliament and a recent Passenger Focus report supports that there is a real gap in the market for it. For the site to be able to act as a reliable and comprehensive source of information, CPT is inviting all UK bus operators to get involved and share information through it. BriEfly Three schemes in the south of Scotland worth nearly £70m have moved a step closer as the Scottish Government announced details of the bidding process to build them. Four companies will bid for the £21m Symington to Bogend Toll scheme, which will introduce two flyover junctions on the A77 south of Kilmarnock. A shortlist has also been selected for the £26m A75 Dunragit Bypass which will provide three miles of road past the village between Stranraer and Glenluce in Dumfries and Galloway. According to the Herald newspaper, a formal tender notice for the Hardgrove to Kilnmount scheme in Dumfriesshire will be issued at the end of the month. The FTA is concerned the government’s decision to give the green light for tolls to be introduced on the A14 could set a precedent for the future. While the FTA welcomes the investment it is concerned that by allowing tolling on existing roads, it could lead to further tolls being implemented on additional routes. Malcolm Bingham, FTA Head of Road Network Management Policy, said: “FTA is worried that operators who have to use the A14 will be forced to pay this toll.” The proposal means drivers would be charged to use a 20-mile expanded section of the A14 through Cambridgeshire. The proposed £1.5bn upgrade is planned to begin by 2018. Stagecoach has completed its acquisition of Coach America. As previously announced, nine firms and related assets and liabilities have been acquired for US$134.2m. The figure could be adjusted based on the working capital of the acquired business. US$3.0m of the US$134.2m is being held in escrow pending the finalisation of working capital adjustment. Also, the vendor had the option to sell certain coaches to Stagecoach for a sum of up to US$25.6m. To date, Stagecoach has bought a further 12 coaches for of US$2.9m. The Sellers retain the option to sell vehicles to Stagecoach for the balance of the potential cash consideration (i.e. up to the US$22.7m). www.coachandbusweek.com

Formal warning for Linburg Touring O-licence increase granted but inconsistencies found in record keeping for driver travelling time Linburg Touring has been issued with a formal warning by the Traffic Commissioner (TC) for the North East of England. The company, which operates coach services from and around Sheffield and Derby, as well as local bus services, was issued the warning on July 11 at a Public Inquiry (PI) in Leeds. The North East TC Kevin Rooney called the business to the hearing after receiving reports from Vehicle and Traffic Examiners. During inspections of the operator’s records, the Examiners identified shortcomings and driver offences, leading to concerns about whether the company’s Director and Transport Manager, John Hadaway, had sufficient control and input into the transport operation. From an analysis of the operator’s tachograph charts, the Traffic Examiner found instances where some had worked for more than 4.5 hours without a break. She also identified that, on several occasions, drivers had failed to keep a record of the time they spent travelling. The Vehicle Examiner’s report concluded the operator’s maintenance facilities and systems were generally satisfactory but identified some paperwork on defect reporting was not available at the time of his visit. Hadaway told the TC he set up Linburg Touring Ltd in 1988 with a former colleague. The company operates on school contracts, conducts work for National Express and also engages in private hire business. The operator’s solicitor established that the procedures in place for keeping vehicles roadworthy was acceptable to the Vehicle Examiner, who made some recommendations on auditing paperwork around driver defect reporting. The Traffic Examiner explored the operator’s training records and

TC Kevin Rooney concluded fresh training was required for drivers driver correspondence, suggesting both offered evidence contrary to the interviews given by drivers that they had not received any training. The examiner accepted the paperwork indicated a suitable system was in place for monitoring the work of drivers. The Traffic Examiner confirmed that although the company’s drivers did not record time spent travelling to locations as required, they had not committed any other offences while doing so and therefore had not driven over their legal hours. Acknowledging this as a positive feature of the case, Rooney outlined that his concerns centred on whether Hadaway had hands on management of the business, in his role as transport manager. Hadaway confirmed he delegated responsibility for maintenance and drivers’ hours compliance to two individuals within his business, but that he retained overall control as Transport Manager and carried out checks on the work of those individuals he delegated to. The TC questioned the Transport Manager on his understanding of the regulations governing the work of his drivers and what training he undertook to update his knowledge. Hadaway explained he made use of published guidance but had not completed any formal training and was not a member of a trade organisation. On the instances where drivers had not kept a record of their travel, Hadaway advised the TC they had

moved onto new work and were unfamiliar with the procedures and that it was an ongoing battle to educate new drivers who joined the company. Turning to an application made by the company to operate extra vehicles – which was also called to the hearing – Rooney stated he had to be satisfied the business could cope with that additional responsibility, in the context their recent change in operation leading to illegal activity. Rooney concluded the company generally complied with the requirements to hold an operator’s licence but noted there were issues around consistency. He said: “The evidence of both of the Examiners indicated that there were sound systems in place but there were some issues with them not being fully used at all times. My concern is around driver training and I also feel some fresh training is needed for the transport manager.” The TC therefore directed that a formal warning would be recorded against the company’s licence. However, he took no regulatory action under Section 17 of the Public Passenger Vehicles Act 1981. The application to operate more vehicles – three in total – was also granted. The operator agreed to four undertakings, including a commitment to external audits of its maintenance and drivers’ hours records and the completion of mandatory driver training by the end of October 2012. The company is also required to ensure Transport Manager John Hadaway completes a refresher training course by the end of December 2012. “As Transport Manager, Hadaway has satisfied me that whilst he delegates the management decisions he still retains control and can still be said to be in continuous and effective management of the transport operation,” added Rooney. “I do however feel he would benefit from some updated training, given the number of changes in recent years.”

Arrests after coach crash scam Operators are being warned about coach crash insurance scams. It comes after the Insurance Fraud Enforcement Department (IFED) arrested four men in Liverpool who are believed to part of a suspected ‘coach crash for cash’ scam. Detectives from the City of London Police-based insurance fraud unit arrested two suspects, aged 35 and 20, in the city, with another two having been picked up some weeks previously. The operations followed a referral from insurers, working with the Insurance Fraud Bureau (IFB), who became suspicious of a series of personal injury claims from a group of up to 30 people

who had all been travelling by coach to Belle Vue dog track, on the edge of Manchester. En-route on the M57 the coach driver was told to pull over by passengers who said the vehicle had been hit at the rear by a car. However, the coach driver said he had felt no impact. There was only superficial damage to both vehicles, but the group decided to cancel their trip saying they felt unwell and asked to be taken back to the pub where they had been collected. Before leaving the coach all of the group confirmed to the driver that they had been injured and gave him their personal details. Head of IFED Detective Chief Inspector Dave Wood said: “Crash for cash is costing the insurance industry hundreds of millions of pounds and is responsible for putting a higher price on every driver’s premium and posing a

Legal Update p30 safety risk to road-users. “The problem seems to be particularly prevalent in the North West and IFED making repeated arrests in the region are evidence of how determined we are to tackle this culture of criminality right across the country.” All four men were arrested on suspicion of conspiracy to commit fraud and questioned at a Liverpool police station, before being released on bail. As this issue went to press, it was confirmed charges have yet to be brought and that all suspects remain on bail. Police were also unable to name the coach operator concerned. Phil Bird, Director of the Insurance Fraud Bureau (IFB), said: “Fraud is not a victimless crime. As honest policyholders, we all pick up the bill for fraudsters. Pre-planned scams like this cost the industry £350m every year and the IFB plays a key role in gathering the evidence

against those who try to abuse the system. Working alongside IFED and other UK police forces, more and more fraudsters are facing the full force of the law.” IFED was set up with funding from the insurance industry to combat an area of criminality valued at £3bn per year, working out at £50 per policy holder. Since its January launch detectives have made more than 120 arrests across the UK, in particular targeting the organised crime behind car insurance fraud and opportunistic fraudsters who are submitting bogus claims to make some easy money. National Express West Midlands (NXWM) marked the end of buses having access to Birmingham’s Corporation Street with a special vintage bus trip for staff with friends, family and representatives from Bus Users UK. The firm’s 1954-built Daimler no.3225 (‘MOF225’) heritage bus, which carries the old Birmingham Corporation livery, was the last to roll down the once important city centre bus artery. As previously

reported, the street is being pedestrianised to make way for the controversial new Midlands Metro tram extension project. The trip was complete with vintage tickets and a traditional ticket inspector. To mark the closure of Corporation Street the NXWM also offered members of the public free vintage bus rides between 1500 and 1700 on Saturday for shoppers. Peter Coates, Managing Director of NXWM said: “Corporation Street has been home to West Midlands buses since the early 1900s and has been the first sight of the city for the hundreds of millions of passengers who have alighted there. Singapore orders 1,000 new buses SBS Transit to boost fleet with 550 Volvos for Singapore and 450 Mercedes-Benz Citaros SInGAPORE ComfortDelGro-owned operator SBS Transit has ordered a staggering 1000 buses – 550 Volvo B9TLs and 450 Mercedes-Benz Citaros. The Volvo order comes after the company acquired 150 B9TLs in 2009 and a further 300 in 2010. They are all being supplied with Euro 5 engines and Wrightbus CKD aluminium body kits. The chassis are being built in Volvo’s Boras plant and the finished buses assembled in Singapore. Deliveries are scheduled to commence in January 2013 and completed by 2015. SBS Transit CEO Gan Juay Kiat said: “We have been renewing our fleet since 2006 to provide our commuters with a more comfortable and safer ride. The needs of passengers in wheelchairs are not forgotten as all our new buses come equipped with a wheelchair ramp. Our new buses will also be fitted with Euro 5 engines even though this is not a regulatory requirement until 2014.” “This order once again underlines the strong relationship built up between SBS Transit and Volvo Buses over many years of close partnership,” said Steve Hedouin, Volvo Buses’ Singapore General Manager. “The quality provided by the B9TL chassis combined with Wrightbus bodywork provides SBS Transit with an environmentally advanced

Similar to the initial order, these Citaro buses also meet the Euro 5 emission standard. They are to be built at the EvoBus plant in Mannheim. The new order is the largest ever for Citaros in Asia, which Daimler said underlines the Citaro’s claim of being the most successful urban bus of all time, with more than 33,000 units produced over

Bus Eireann has introduced a new bus route to Cork and in addition, the firm has introduced 15 new vehicles to its Cork fleet, all of which are equipped with free Wi-Fi. The changes were approved by the National Transport Authority and took effect on Sunday (July 22). The new 215 will connect Cloghroe, Tower, Blarney, Blackpool, the city centre, Ballinlough Road and MahonPoint. It replaces route 224 from Cloghroe to the city centre and the eastern section of route 210 between the city centre and MahonPoint. The 215 will operate on a 30-minute weekday frequency from 0635 to 2335hrs. On Saturday there are services every 30 minutes from 0735 to 2323 and on Sundays there will be hourly services from 0835 to 2335. Bus Éireann also introduced changes to service 216 which now connects Mount Oval in Rochestown to the Cork University Hospital (CUH) via the city centre and Glasheen Road. It replaces the western section of the 210 between the city centre and Glasheen Road. From CUH there will be services every 30 minutes from 0725 to 2255, Monday to Saturday. On Sundays there are hourly services from CUH from 0955 to 2255. Joe Fitzgerald, Regional Manager South, Bus Eireann, said: “These enhancements are being introduced in response to customer feedback for additional departures and more frequent services.”

Accrington-based operator Moving People has won a five-year contract to be the sole provider of transport to St Mary’s College in Blackburn. College principal Kevin McMahon said: “In this difficult economic climate it made sense to consolidate our transport to one supplier and in Moving People we have a company with proven quality, first-rate modern coaches and just the flexibility we require in this changing educational environment.” Stuart Coates, Director of Moving People, said: “We are delighted we have been chosen. We carry about 1,000 young people every day throughout East Lancashire with an age range from infants to young adults and we recognise that every one of them is a potential customer of the future.” The new venture allows St Mary’s to offer free transport to all students on college bus routes. Nexus is making changes to bus routes it provides in some parts of South Tyneside to “better reflect local demand for services.” The changes, from Sunday (July 29), will open up new travel opportunities and a better balance with services run by commercial operators Stagecoach and Go North

East in the borough. A revised hourly 558 service, combining the existing 558 and 559 services, will provide a new direct link from Heworth Interchange via Hedworth Lane and the Boldons to Cleaburn, Whitburn and Seaburn. In the Cotswolds Estate the existing 558 will be replaced by a change to the TB503 taxibus, which will in future run from South Shields town centre on its existing route through Laygate to Simonside, and then on a new route through the Cotswolds to Boldon Asda. This provides new hourly daytime links from the Cotswolds to South Shields, and from Simonside to Asda, while keeping most of the existing route. There will also be minor timetable changes to the 515 to make sure there is an even spread of buses on parts of routes that are shared. The changes mean the TB503 will no longer serve the Scotch Estate and Low Simonside, where passenger numbers have been very low over the three years it has run so far, and where there are alternative bus routes to main destinations.

Plans for a new bus station in Worksop have moved forward after Nottinghamshire County Council bought a property on Newcastle Street to form part of the site. If the proposals get the go-ahead, the station will be built at the junction of Newcastle Street and Watson Road, next to the Queen Street car park and a few hundred metres from the current site. Richard Jackson, Chairman of the County Council’s Transport and Highways Committee, said: “I am delighted we are a significant step closer to being able to announce a new bus station for Worksop. We’ve been working closely with Bassetlaw District Council and bus operators for many years to find a suitable location in order to progress plans for a 21st century facility for the people of the town. Now that we have identified a site I, for one, can’t wait to see work begin.” Proposals for the new bus station are likely to go before the County Council for approval in the autumn. Bassetlaw District Council is a partner in the bus station and will contribute towards the running costs. The building is likely to be closely modelled on the bus station at Retford.

Worthing-based operator Compass Travel has been awarded a contract by Brighton & Hove City Council to operate five routes in the Brighton area, starting on September 16. The independent bus company will operate the services with seven brand new Alexander Dennis Enviro200s, supplied by operatordealer Southdown PSV. Compass Bus Commercial Manager Barry King said: “We have put a lot of work into winning this tender package. Our pricing ensures the routes will be sustainable over the contract period, but there is incentive for us to grow the revenue and passenger numbers through service quality and our team of smart, dedicated drivers to build up good customer relationship.” Chris Chatfield, Managing Director, said: “We are delighted to be awarded this contract and to be given the opportunity of reintroducing another operator into the Brighton area.” Southdown PSV Managing Director Steve Swain commented: “Southdown PSV is delighted with

During a visit to Derby last week, Transport Minister Norman Baker MP met with staff from trent barton to learn about the firm’s 16-19 MANGO smartcard, which has clocked up 900,000 customer journeys since its launch in 2010. The Minister joined in celebrations to mark the milestone and also chatted to teenagers from local schools and colleges who use a MANGO card. As well as enabling users to get on the bus without fumbling for change, the pre-pay card offers a 35% discount on standard fares and can be topped up on line. Alex Hornby, trent barton Commercial Director, explained: “The Minister was very impressed by the scheme and he’s a keen supporter of initiatives that help young people get into the habit of using public transport.” Following his visit, Baker commented: “This innovative scheme is very welcome and might usefully be taken up by other bus operators. Arriva Midlands moves into the 21st century Andrew Cream attends the official opening of Arriva Midlands’ new Shrewsbury garage, with Norman Baker MP on hand to mark the occasion As the ongoing economic doom and gloom seems to be settling in for the long haul it’s always encouraging to see money being spent in the bus industry. In the case of Arriva, the opening of the new garage in Shrewsbury marks its third brand new depot in as many months, and second in the Midlands, with Telford opening in May this year. To help celebrate this special occasion, Parliamentary UnderSecretary of State for Transport Norman Baker officially opened the depot on Harlescott Lane on Thursday July 19 by unveiling a commemorative plaque. www.coachandbusweek.com

“I’m delighted to be here,” he said in his accompanying speech. “This major investment is a vote of confidence for the bus industry. It’s important for the economy. The investment shows they are here to stay and that Arriva believes buses have a great future.” He also spoke about the government’s involvement with the industry. “The government is committed to the bus industry,” he added. “Buses are so important to the economy. We mustn’t forget, for most people public transport means the bus. “We have been doing our bit, I hope – with the Better Bus Area fund in its third round now, as well as the Green Bus Fund and retrofitting buses to help tackle air pollution. We have also allocated extra funds for smaller and

medium-sized businesses for smart ticketing and media projects. “We need to make sure the value of the bus is fully appreciated. We are working with other government departments like Pensions and the Treasury to help ensure that.” The new garage, which lies on the eastern edge of the town, measures 2.2 acres and represents an investment of over £2.5m. The new bespoke building which houses its operations and engineering teams accounts for a total of 116 employees and 48 buses. A 52-week build programme was achieved on target. The new site is vastly different to the old depot. Bob Hind, Managing Director of Arriva Midlands, told CBW: “Anyone who has seen our old depot in Ditherington would not be surprised by the move – it was 80

years old. It’s been like moving from the dark ages into the 21st century. “What’s great in a depot like this is the working environment for the staff. It’s superb. “I know the staff have been totally delighted. The modern machinery makes work more effective and reliable – engineering is such an important part of any bus garage.” The depot has space to work on five buses with pits located at three of the bays. As expected with a new depot, the area is clean and relatively tidy. It also lets a lot of light in making for a pleasant working environment. A lot of emphasis has been put on energy efficiency at the new premises. Bob explained: “Energy efficiency has become the norm now – we put in as many means as we can find. It’s immensely important, not just because of the cost. “We’re part of the community and we should be setting an example. People who aren’t bus users think they are harmful and polluting but the industry has quite literally cleaned its act up. “Our whole attitude is that we

don’t waste energy.” The new site boasts modern motion and light-sensitive energy efficient lighting to control and reduce energy. Furthermore, a rainwater harvesting system collects water from the roof and stores it in an 80,000-litre underground storage tank. Water collected is used in the two new bus washes and each bus wash has a full water recycling system which recycles around 90% of water used in vehicle washing. The company has also invested in an intelligent heat recovery ventilation system throughout the building, using a low energy heat exchanger to replace stale damp air with fresh, filtered and, depending on outside temperatures, warmed air resulting in improved distribution of clean air and climate control. Green roof technology has also arrived at Shrewsbury, with its bus wash recycling building supporting an ‘eco’ roof system – covered by grass and vegetation on a waterproof membrane. The system incorporates natural drainage, filtration and irrigation, while at the

same time extending the life span of the roof and helping to reduce urban heat. It also provides thermal and sound insulation and a habitat for wildlife. Bob added: “The bespoke design of the new building satisfies operational needs, reduces carbon footprint and provides greater cost efficiency to accommodate the business in the 21st century. The new site gives us the opportunity to grow the business by developing our core commercial services, competitive tendering, acquisitions, and diversity. This is a great time for us to be moving up a gear.” By the end of 2012 the new ATF Centre will be up and running to provide third party vehicle testing, steam cleaning and vehicle washing. Innovations from MAN at IAA 2012 Coach & Bus Week’s Martin Cole looks at some of MAN’s newest technology for release at the IAA exhibition in Hanover on September 20-27 2012

N

ew technology and innovations from MAN Truck & Bus at this year’s IAA exhibition in September includes Euro 6 for trucks and coaches which utilises an efficient concept of demand-controlled exhaust-gas recirculation and an SCRT system for exhaust-gas aftertreatment. Also making its debut is Euro 6 technology for CNG buses (natural gas and biogas).

Euro 6 from MAN

MAN has combined its proven EGR and SCR technologies and co-ordinated them optimally along with a diesel particulate filter. Developers also sought further reductions in fuel consumption alongside an increase in power and torque. The new engines feature

optimised injection and combustion with regard to consumption and production of particulate. Throughout the course of seriesproduction and field tests, exact data on consumption has been and continues to be collected and the manufacturer insists Euro 6 trucks and coaches will be just as efficient in terms of fuel consumption as the generation of vehicles equipped with EEV-compliant engines. Trials with citybuses indicate Euro 6 technology has not only decreased emissions significantly but reduced fuel consumption by an average of between 3-5% across all engine variants. With effect from January 1, 2014 all newly registered vehicles must comply with the Euro 6 exhaustgas standard. This has required an 80% cut in NOx emissions, from 2 g/kWh to 0.4 g/kWh. MAN achieves this with a combination

of controlled and cooled exhaustgas recirculation and an SCR catalytic converter for exhaust-gas aftertreatment. Euro 6 particulate mass is required to be reduced by a further 66% and additionally stipulates for the first time a limit on the number of particles. MAN says the only way to comply with these limit values is by the use of closed particulate filters, which in practice leads to a 90% reduction of the particulate mass by comparison with Euro 5. Hence MAN’s combined SCR catalytic converter with a closed particulate filter, an oxidation catalytic converter and associated

sensors to form the SCRT system, whose compact dimensions enable it to fit neatly into the silencer. The reduction in nitrogen oxide emissions required by Euro 6 is roughly as much as in all five previous stages of the Euro standard together. In Euro 6, the systems must continuously monitor compliance with limit values in operation (“in-use compliance”). The expanded requirements regarding the in-use monitoring of NOx necessitate new, more complex vehicle electronic systems and sensor. The central components for Euro 6 are, on the engine side,

the low-pressure stage ensures the necessary amount of air and is characterised by especially high efficiency, resulting in very good fuel consumption and combustion with low particulate levels. This turbocharging strategy helps Euro 6 engines produce pulling power at all engine speeds. It is also consciously based on two separate rugged and reliable turbochargers rather than more complex variable turbine geometry turbochargers. The newly developed SCRT (Selective Catalytic Reduction Technology) system used for exhaust-gas aftertreatment combines an oxidation catalytic converter, a closed, electronically controlled surface particulate filter and an SCR catalytic converter with AdBlue injection. Euro 6 legislation requires on-board diagnosis to provide additional functions; the electronics must permanently monitor emission values. In the event of a fault, OBD informs the driver by means of a warning indicator. In addition and independently thereof, the legislation stipulates an anti-tampering system which monitors the SCR system, checking that it is supplied with AdBlue in the specified amount and quality – ensuring there is liquid in the tank and it is actually AdBlue. If not, a warning is initially output to the driver. This escalates to a reduction of torque and then to a speed restriction. The emissions must be guaranteed stable for 700,000km or seven years.

common-rail-injection, cooled and controlled exhaust-gas recirculation and two-stage turbocharging. These are followed by exhaustgas aftertreatment by an SCR system with integrated oxidation catalytic converter plus CRT filter (Continuously Regenerating Trap). Electronic sensors permanently monitor the absorption capacity of the particulate filter. Also integrated into the SCRT system are the sensors monitoring NOx. Because the Euro 6 standard makes the use of a diesel particulate filter practically unavoidable, the developers had more latitude in optimising combustion design and

fuel consumption. Common-rail injection functions at pressures of up to 1,800 bar. This system has been standard at MAN since 2002 and the Euro 5, EEV and Euro 6 engines are already equipped with third-generation CR systems. Only CR systems with their fully-variable injection control enable the physics balancing act required in order to deal with nitrogen oxides, particulate and consumption at every operating point. Euro 6 engines with outputs of 162 kW / 220bhp and up employ a combination of two-stage turbocharging with primary cooling and intercooling of the boost air.

The two turbochargers have been combined to form a single compact turbocharger module. Each stage is equipped with a waste gate. This makes it possible to control boost pressure and distribution between the two stages so the energy of the exhaust gas is used most effectively. The high-pressure stage, a small exhaust turbocharger with waste gate, ensures speedy build-up of boost pressure providing strong torque in the lower load and engine-speed range. Even at low engine speeds sufficient high air ratio is produced for combustion with low particulate content. In the upper load and engine-speed range,

MAN presented Euro 6 technology for diesel-powered city buses in 2011. The Lion’s City Euro 6 diesel version is available unchanged with engines ranging from 184 kW (250 hp) to 265 kW (360 hp). It can be ordered and deliveries will commence from the beginning of 2013. MAN anticipates some demand from municipal operators wanting to put Euro 6 buses into service in good time. A Lion’s City Euro 6 is being exhibited at the IAA. The entire Euro 6 technology is integrated in such a way as not a single seat is lost relative to the EEV-compliant diesel bus. The CRT and SCR catalytic converters are arranged one behind the other in separate boxes. The extra weight of the Euro 6 system compared with EEV is around 150kg. As most city buses are ordered

with air-conditioning, the total extra weight of these vehicles is - in conjunction with the new, weight-optimised aircon system considerably less. This optimisation also has a positive effect on the weight distribution.

Features of the Euro 6 CNG

The Euro 6 standard also applies to CNG vehicles with effect from January 1, 2014. Natural gas burns very cleanly by comparison with other fossil fuels, emitting almost no soot. MAN CNG engines emit less pollution than levels set for EEV and exhaust gases are especially low in nitrogen oxides and particulates even without any complex filtering technology or additives. The Euro 6 emission limits are met by means of a three-way catalytic converter and lambda=1 control without additives or particulate filters. However, Euro 6 registration for these vehicles, just as for diesel vehicles, requires the monitoring of in-use-compliance. For registration in accordance with Euro 6, the sensors, actuators and function of the three-way catalytic converter have to be monitored. Euro 6 CNG buses can now be ordered and will begin delivery from January 2013.

for easy filling. The volume of the luggage compartment is unaffected. Euro 6 engines for city and intercity buses and coaches covers the power spectrum from 184 kW (250 hp) to 371 kW (505 hp).

New Neoplan Jetliner

Neoplan is expanding its range with an entry-level model to the premium segment of tour coaches. The Jetliner is claimed to be the perfect solution for a wide range of uses from touring to regularservice, offering spacious comfort with large storage volume, excellent driving properties and high-end materials options for the interior. Its floor height of 1,070mm is the basis of its use as “double earner”. It allows maximum flexibility for the choice of seating, offers up to 8m³ of luggage capacity and has easy access height for use in regularservice operation. The Jetliner model covers nearly 40 years of Neoplan tradition and features the ‘Sharp Cut Design’ style of other Neoplan models. It measures 3.4m high and has a turning radius of 21m for the 12m model – giving it high

manoeuvrability and minimal height restriction. Design features include the bi-xenon headlamps with LED daytime running lights, cornering lights, panorama windscreen and tinted side glazing shaped to enhance bodystyling. Jetliner is equipped as standard with a 33kW air conditioning system for ample air flow and reliable climate control. Passengers have individual control of local draught-free fresh air via roll nozzles designed. A 55-litre compressor refrigerator is also standard fitment and is integrated in the dashboard. Jetliner comes in four basic options: The 12-metre version offers up to 53 seats and 6.7m³ of boot space, whereas the 13-metre version (Jetliner C) offers up to 57 seats and 8m³ of boot space. Both versions are two-axle coaches weighing in at 18 tonnes of total admissible weight. Both lengths are available in combination with a single-wide or a double-wide door for the rear. Rapid loading and unloading of passengers is important especially

With the premiere of its Euro 6 technology for coaches of the MAN and NEOPLAN brands at the IAA 2012, CRT filters and SCR exhaustgas treatment become standard equipment in these vehicles for the first time. Ceramic filter elements with especially large surface areas take over the task of particulate cleaning. Demand-controlled exhaust-gas recirculation is already a tried and trusted technology, having been installed in coach engines to meet earlier exhaust-gas standards. The new Euro 6 exhaust-gas aftertreatment system including the sensors for monitoring NOx and exhaust-gas temperatures as well as the exhaust-gas flow is compact and completely integrated in the rear silencer. MAN has been able to restrict the weight of the additional components required to around 150 to 200kg. in regular-service operation. In the new Jetliner, the door is installed directly in front of the rear axle which helps passengers distribute more evenly over both doors while cutting down the distance from the rear to the door. This promotes a high level of passenger flow while avoiding congestion. If intended for use primarily as a comfortable tour bus suitable for long-travel distance, the Jetliner can also be equipped with a toilet and buffet. The seat variant featuring leather trimming with adjustable backrest ensures sophisticated seating comfort. To provide more seating space during travelling, the seats on the inside can be pulled out towards the centre aisle. An entertainment system with DVD player displays on 19-inch monitors both at driver level and in the vehicle’s centre. A drawbar or mounting brackets for a ski container serve to further upgrade the vehicle’s range of applications e.g. for bicycle trailers or ski trips. Extensive options for interiors are available for vehicles in regular service to cater for standing passengers - handles and holding rods, stop call buttons, wheelchair lift – depending on requirements. Drivetrain options include the choice between two 10.5-litre MAN common rail D20 diesel engines, three different axle ratios, and three different gearbox versions. There are power ratings of 264kW (360 HP) with a torque of 1,800Nm or 294kW (400 HP) with a torque of 1,900 Nm. Current installations are Euro 5/EEV and they are prepared to accept Euro 6 when appropriate. Gearbox options include a sixspeed manual, six-speed EcoLife automatic torque converter transmission and the automated 12-speed transmission MAN TipMatic Coach. The ZF EcoLife can be supplied with TopoDyn to make use of its topography-sensitive shift optimisation or its Eco mode which promotes short-shifting to maximise fuel economy. Newly developed stabilisers at the front axle are claimed to provide superior driving comfort. Long cruising ranges are ensured by the standard 300-litre diesel tank with an option to install additional tanks with volumes between 100 and 280 litres. The driver’s station utilises the ergonomic benefits of the larger and established Neoplan models with easy-to-read, analogous, chrome-fitted circular displays.

The standard multi-function steering wheel permits operation of cruise control, Intarder and audio without need to take hands off the wheel. The cruise control is standard equipment. The TopLine multimedia centre offers integrated navigation functions and simultaneously serves as a monitor for the reversing camera and the camera located above the second door (options). A multimedia interface with connection ports for a media player (3.5-mm stereo jack) and iPod is also available. The windscreen has options to be heated and equipped with a powered roller blind. Separate climate control is provided for the driver’s area. Both doors can be operated separately via a new and innovative radio remote control integrated in the ignition key. The luggage flaps are also locked via the central locking system. Assistant safety systems fitted standard include an electronic braking system (EBS) with its anti-blocking system (ABS) and braking assistant (BA) as well as BrakeMatic, traction control system (TCS) and electronic stability program (ESP) with integrated rollover prevention, Maximum Speed Control (MSC) and a tyre-pressure monitoring system (TPM). LED daytime driving light and turning lights are also fitted as standard, seats are fitted with lap seatbelts although passengers seated in more prominent locations are protected by three-point belts. Also standard aboard all MAN and Neoplan coaches is a fire alarm system which monitors the engine compartment and additional heater. Its functions can be extended to monitor the main switch panel, boot, and toilet. Additionally, a fire extinguisher can be installed in the engine compartment and optical smoke alarms in the toilet.

Lion’s Coach EfficientLine

Following success in fuel saving with its TGX EfficientLine truck, MAN has extended the concept into its premium Lion’s Coach. The manufacturer says with coaches having high annual mileages, typically around 100,000km, it is this specific segment where fuel

and cost saving measures have particular effect. Coach operators calculate the total cost of ownership over the entire service life of the vehicle, including the cost of servicing and repair, tyres and fuel. Many factors influence the cost balance of a coach and its CO2 efficiency. They’re often only small things which may go unnoticed in daily operation but their contribution to operating costs adds up from month-tomonth into a considerable amount. Having analysed all decisive factors involved in efficient driving, MAN says not all drivers are familair with every switch or control, or its effects. This is why it is offering the pre-configured Lion’s Coach EfficientLine. It combines various technologies, driver information, instruction and training as well as selected services. Together, these have the effect of

consistently reducing the total cost of ownership. Having created this concept and gained experience from over 100,000 EfficientLine trucks in operation across Europe MAN says there is no better proof of the fuel-saving potential and great profitability achievable. The Lion’s Coach EfficientLine is distinguished by stickers near the driver and the graphic design on the sides of the vehicle – which can be dispensed with if desired. The vehicles remain available in all colours, seat variants and materials. EEV versions can be delivered with immediate effect and Euro 6 version will be available at the end of 2013. EfficientLine comes with a fixed power-train configuration optimised for saving fuel and comprising a D2676 engine, TipMatic Coach gearbox and Eco hypoid drive axle. There are three

length options of 12m and 49 seats (Lion’s Coach), 13.26m and 53 seats(Lion’s Coach C) and 13.80m and 57 seats (Lion’s Coach L), all in three-star seating quality. The specific development of the drive technology and a scope of equipment rigorously designed to save fuel demonstrate long-haul coach transport has the potential to save a considerable amount. MAN has tested the effectiveness of the overall package in comparative test drives which saw coaches in typical operation on motorways and country roads. The basis for comparison by the efficiency experts is the most widespread configuration of the Lion’s Coach with six-speed manual gearbox, rear-axle ratio of i=3.36 and 400hp D20 engine. The figures produced by the test drives demonstrate a fuel-saving potential similar to that of the EfficientLine truck. These savings result solely from the optimised configuration of the Lion’s Coach EfficientLine. The effect of additional driver training has not yet been taken into consideration. The fuel-saving potential of the Lion’s Coach will be certified at the IAA 2012 on the basis of test drives conducted by an independent institute. A further element of EfficientLine is driver training. The driver’s qualification and behaviour significantly influence fuel consumption. MAN’s ProfiDrive is geared to instruct drivers in the use of the efficiency technologies and training an economical driving style to measurably decrease fuel consumption. Experience with ProfiDrive instructors indicates professional drivers who complete economy training courses acquire a lasting ability to save up to 10% on fuel and also put far less strain on the vehicle and its load. Primarily, this is due to a forward-looking driving style and optimal utilisation of the efficient systems of the coach. A ProfiDrive course is included in the price of the Lion’s Coach EfficientLine package. the certification of advanced training for professional drivers and therefore time spent in driver training is put to doubly efficient use.

Optimised power train

As CO2 emission per passengerkm shows at around 12gm per passenger km when full and 23gm when half full, the coach is by far the means of transport with the lowest per capita CO2 value. The decisive last few percent, more in terms of efficiency cannot be obtained just by improving individual components: they are the result of optimising the entire power train. MAN equips the vehicles with the D2676 12.4-litre commonrail diesel engine, which delivers 324 kW (440 hp) and a torque of 2,100Nm at 1,000 to 1,400rpm. In combination with an especially fuel-saving Eco hypoid axle and low final-drive ratio (i=3.08), this unit ensures optimal response in all engine-speed ranges and propels the Lion’s Coach EfficientLine with power at low revs. A 12-speed MAN TipMatic Coach gearbox is similarly a permanent element of the EfficientLine configuration, so at the same time, the vehicle has an intarder. At a motorway speed of 100 km/h, this power train combination results in a decrease in engine speed of around 14% compared to the standard combination of rear axle i=3.36, MAN 400-hp D2066 and manual six-speed gearbox. Lower engine speed contributes to a reduced fuel consumption and has a positive effect smooth running. The automated TipMatic Coach gearbox takes strain off the driver by automatic selection of the optimal gear, a function based on efficient gear-change strategy. The gearbox makes it possible for experienced drivers to save even more fuel with an anticipatory driving style and manual shifting interventions. Safety is increased in challenging situations like manoeuvring as it allows the driver to concentrate on nothing but the traffic. Rolling resistance is another major contributor to fuel consumption. A coach travelling at an average speed of 100 km/h, rolling resistance - even in the best-case scenario, with correct air pressure in all tyres - is already responsible for around half of the total driving resistance. Lion’s City Hybrid - seeing 30% reductions in fuel usage with customers significantly and so does wear on the tyres. The MAN Lion’s Coach EfficientLine is fitted with a tyrepressure monitoring system (TPM) as standard. With this system, it is superfluous to check all six tyres on the two-axle version or all eight on the three-axle version manually, saving the driver a lot of time and effort. The inner of twin tyres in particular is often left out of the regular daily check. The driver’s information display immediately shows gradual losses of pressure. Correct air pressure is also important for getting the longest possible service life out of a tyre. The TPM system reduces the risk of annoying tyre damage due to low pressure by 99%. MAN specifies low-rollingresistance tyres must be fitted all round. Their carcase structure and rubber compounds reduce flexing and measurably decrease fuel consumption. Tyres in the premium segment optimised for front and rear axles respectively unconditionally deliver the performance of conventional tyres with respect to grip and service life. Lower unladen weight permits a greater payload and saves fuel. Each time the coach is accelerated it requires less energy, every uphill climb consumes less fuel and even on level stretches, the lower weight has a positive effect on rolling resistance and consumption. Weight saving measures include aluminium wheels and the tyrepressure monitoring system and a tyre-repair kit which replaces the spare wheel. These savings are said to more than compensate for the vehicle’s larger dimensioned power train, so a Lion’s Coach EfficientLine with 12-speed TipMatic Coach gearbox and 440-hp D26 engine weighs in at nearly 100kg less.

MAN is convinced of greater power train reliability under EfficientLine and offers customers an extended guarantee on the components - from 24 to 48 months or up to 400,000km.

Lion’s City

IAA 2012 sees further upgrades to Lion’s City buses for greater efficiency, more safety and increased comfort. MAN says the innovations lower fuel consumption and reduce CO2 emissions. Savings are said to average between 3-5% across all engine variants. Some styling changes are also being implemented – mainly noticeable as the MAN lion on the radiator grille has been made more prominent by being moved into the upper chrome trim. The lion’s silhouette is more pronounced and imparts stronger dynamics. All Lion’s City buses are equipped with a highly efficient topographydependent transmission control which automatically activates the gear-change program most efficiently suited to the gradient, depending on whether it is on an uphill or downhill stretch. On steep inclines, the Power mode delivers maximum power. By contrast, the Eco mode shifts the bus into the fuel-saving higher gears earlier when travelling on level roads. Lower gear-change speeds cause less vehicle noise, making for a quieter, more pleasant driving experience. On downhill stretches, the software automatically exerts optimum braking power. Future buses will feature lighter, energy-optimised air-conditioning systems. The weight saving in single deck buses amounts to 60kg, while articulated buses weigh some 110kg less. Optimised ventilation lowers the current drain of the air-

conditioning fan by 10–15%. They are also quieter and the air filters have longer service lives. Optionally, the Lion’s City articulated buses can be fitted with translucent bellows, letting more daylight into the interior of the bus and creating a more pleasant atmosphere and a brighter aisle. New, light roof hatches made of safety glass similarly allow more daylight into the vehicle and are optionally available. The electronic stability program (ESP) can also now be specified for increased driver and passenger safety. With immediate effect and to sustain value, MAN is using cathodic dip painting (CDP) on all bus skeletons. The evenly thick coating provides dependable, long-term corrosion protection for the steel framework on the outside and for the interior cavities. In the CDP process, paint is applied permanently to the metal by electrical direct current. Moreover, the CDP process is environmentally friendly and low on the use of solvents. The new sidewall segmenting on MAN’s Lion’s City buses helps minimise repair costs and idle times due to slight impacts or minor accidents. Unlike previous models, only damaged segments need to be replaced.

The MAN Lion’s City Hybrid

MAN Lion’s City Hybrid is already operating in a number of European communities. These cities provide practical evidence the serial hybrid technology delivers savings potential of up to 30%. The continual braking and pulling-away at bus stops and traffic lights are where hybrid technology comes to the fore. Lion’s City Hybrid stores braking energy in ultracaps and transforms it into power for its two electric drive motors. A tuned energy management system controls the energy flow and switches the diesel engine off during overrun operation or when the vehicle is stationary. Secondary energy consumers like the air-conditioner are electrically powered. The hybrid city bus emits no exhaust gases at bus stops and can pull away noiselessly under purely electrical power. Thanks to its long engine switch-off periods it achieves even better exhaust gas figures than a conventional EEVcompliant diesel vehicle.

TAS makes a case for Talking Buses Coach & Bus Week’s Andrew Cream reports on how Guide Dogs is upping the ante on its campaign to install audiovisual announcements on all buses in the UK, having commissioned the TAS Partnership to cost such a project

G

uide Dogs is a charity which works to improve the lives of blind and partially-sighted people. An initiative the organisation is particularly passionate about is the provision of Audio-Visual (AV) equipment and announcements on all buses in the UK. Guide Dogs’ Talking Buses campaign (CBW1016) explained the premise and reasoning behind its call for AV. One point which was raised in the campaign was that many sceptics believe there is a monumental cost attached to installing AV nationwide. Now Guide Dogs (full title; The Guide Dogs for the Blind Association) has commissioned passenger transport experts the TAS Partnership to research the true cost of installing audio-visual technology on British buses. David Cowdrey, Head of Campaigns at Guide Dogs, believes the partnership’s findings support the Talking Buses campaign and challenge the long-running myth that audio-visual technology is expensive. He told CBW: “It proves AV is not expensive. Buses can be equipped with the technology for as little as £2,100 each. It could cost as little as £58m to upgrade every bus in the country. “It would provide a universal uplift which would benefit every single passenger, not just the blind and partially sighted. A key reason why many people don’t take the bus is lack of information. Remove that lack of information and you remove the barrier. www.coachandbusweek.com

“If the government were to provide the £58m, in a similar fashion to the Better Bus Area fund, I don’t think you would find a reluctant voice in the bus industry at all. “It’s about attracting new customers. We’ve proved it’s financially viable and cost effective – a minimal investment which would make a huge difference. It’s a fantastic step forward and will bring the bus industry in line with other forms of public transport which already has AV technology.”

The TAS Report

As Guide Dogs’ summary of the TAS report states, for an individual bus, installing audio-visual technology could cost as little as £2,100 for a single-decker or £2,550 for a double-decker. These figures reflect the economies of scale possible if whole fleets are equipped with the technology. Trains, trams, the London Underground and planes in the UK are all regulated to have on-board audio-visual announcements with buses being the only form

of public transport not to have a requirement to provide AV passenger information. A traveller, whether visually impaired or otherwise, who uses trains and trams with confidence is denied this reassurance on buses. A suggested minimum of £58m investment by the Department for Transport (DfT) would resolve this anomaly and bring buses in to line with other forms of public transport. Guide Dogs also believes the sum compares very favourably with the £70m allocated by the DfT Better Bus Area (BBA) fund, which was allocated in a piecemeal fashion for a range of improvements, rather than a universal uplift in standards across the sector. The BBA has proved beneficial, but Guide Dogs believes the fund lacked the impact that a UK-wide Talking Buses fund would guarantee. Many benefits of AV announcements were highlighted in the report. These include an increased propensity for people to use buses away from home (as AV announcements provide greater certainty) and the potential to attract more regular passengers and tourists onto buses (as well as the opportunity to create routespecific marketing by advertising shops or businesses on an individual route). The report also recognises it’s not just disabled people and tourists who would benefit from AV information on buses. A significant proportion of other passengers, including non-concessionary passengers, would also gain. There are also those who would like to

use buses but who are put off by the lack of adequate information once on board and are unsure of where to get off.

Objectives

To produce the report, TAS has made use of the following: A bank of technical information already built up by Guide Dogs during the process of the campaign TAS’ previous accessibility research and implementation work A literature review, particularly relating to technical options A small survey of bus operators A survey of bus manufacturers A survey of manufacturers of relevant equipment

Costs

With annual running costs of AV of circa £1,000 per year (excluding any staff resource which may be needed to administer the system), TAS found this would add the following percentages to existing running costs: n Double Deck 0.89% n Single Deck 0.98% n Midi Deck 1.04% n Super Mini 1.1% The capital cost for purchasing an AV system ranges from £3,000£5,000 per vehicle; this includes all the necessary equipment to announce the next stop and destination visually and audibly. and £126m. However, TAS estimates it should be possible to obtain at least a 30% reduction in cost as the market grows and as volume discount for bulk orders. This would give total costs of between £58m and £88m. This is based upon the generally reducing prices for display equipment from bulk production combined with the potential to reduce costs by including AV in the whole vehicle design rather than as an aftermarket product as at present. The way in which the iBus loom could be deployed is an example of this efficiency process.

Whilst operators currently have difficulty creating a self-financing business case for investment in onbus AV at full costs, they could be expected to contribute. Local authorities also have an interest in improved bus service standards in order to attract more passengers generally and specifically to improve accessibility. The DfT has an interest in stimulating bus equipment which improves efficiency and the passenger experience as evidenced by its funding for ITSO ticket machine installation and automatic vehicle location. If the three parties were to contribute equally, then this would require DfT to create a grant fund of between £2m and £3m per annum to stimulate AV introduction. The above calculations ignore any additional revenue costs. Whilst there would undoubtedly be some, TAS believes that using recent operator experience would be completely unrealistic as a large part of this has been ‘experimental’ with additional costs incurred through unfortunate initial system specification. Furthermore, AV systems have the potential to generate a small advertising revenue stream which could offset running costs. The calculations also ignore any mismatch between AV equipment life expectancy and bus life expectancy, which might mean a requirement to replace AV systems more than once during a vehicle’s lifetime. It is too early to predict the actual life expectancy of bus-based AV systems. The Government should allocate £58m for a specific Talking Buses Fund as a minimum to assist operators to install audio-visual equipment on every bus in the United Kingdom. The current cost of equipping the entire UK fleet is £83m-£126m, but with the potential to reduce this to £58m-£88m with volume discounts. The Government to use the Red Tape Challenge as an opportunity to amalgamate all existing transport regulations into one inclusive regulation that makes audio-visual requirements for all modes of public transport, with buses having a compulsory introduction phase within 10 years. The Government should publicly agree with the report’s authors that on-board audio-visual announcements are cost effective and deliver the following universal benefits: Reliable on board passenger information provision that will benefit all passengers Increase the likelihood of people wanting to use buses, as audio visual announcements provide greater certainty and vital onboard information on the destination and next stop information; To highlighting the potential for new income streams in relation to on board marketing for local shops & businesses and local attractions.

A major lesson which should be taken from the introduction of low floor buses (where TAS undertook cost-benefit analysis for DfT) is that only considering the relatively small number of passengers who absolutely cannot travel without the particular access improvement will not build an adequate business case for the industry to change its position. The initial lobby group calculations for low floor buses focused on the number of wheelchair users unable to use buses together with those able to walk but unable to climb steps. What this missed included: A very much larger group of people with minor walking or step-climbing difficulties who were encouraged to use low floor buses more frequently and for longer (as their abilities deteriorated) than they would otherwise have done A significant demand from passengers with wheeled child buggies and shopping trolleys The significant improvements in boarding and alighting time for all passengers from level, flat floor entry and exit, which ultimately improves bus reliability and thus attracts more passengers. TAS therefore suggests the business case for the introduction of on-bus audio-visual information systems for passengers should ensure all aspects of benefits to both passengers and operators are considered. At the least this should include: Greater propensity for people to use buses when they are away from their ‘home’ area, as the AV function provides greater certainty. Potential to attract more tourists from outside the UK onto buses – it will, for example, be possible for attractions to tell tourists to alight when they reach the “XXXX” stop. In the future, there could even be a trigger which produces information in different languages. The benefit to the operators of being able to employ drivers who may not be able to communicate well in English or fully understand the local geography. The potential to use AV to provide route specific transport and related marketing.

Age Discrimination Ruling The Supreme Court has handed down its decision in Homer v Chief Constable of West Yorkshire Police on the scope of indirect discrimination on the ground of age. At the age of 51 the Claimant began working for the Police National Legal Database (PNLD). He had no degree in law (when he was appointed, a law degree was not a requirement of the job provided the postholder had other qualifications and exceptional skills or experience in criminal law). The Claimant had the aforementioned experience and skills. A new grading structure was then introduced. There were three promotion thresholds, the third and final one requiring a law degree. As a result of this requirement the

Claimant could not get to level three unless he embarked on a part time law degree alongside his day job, which would have taken four years. When the new requirement came in Mr Homer was 62 and being required to retire at 65 (this was before the abolition of the default retirement age), he would not have been able to enjoy the level three promotion before he had to leave PNLD. A claim of age discrimination was brought under the Employment Equality (Age) Regulations 2006 (see now Equality Act 2010). His claim was for indirect discrimination in that he had been subject to a provision, criterion or practice which put persons of his age group at a particular disadvantage when compared with other persons. The EAT and Court of Appeal had rejected the claim. Their view was his disadvantageous position was not

The question of whether entitlements to an early retirement pension transfer under TUPE, and if so, what the scope of the transferee’s obligations are, have recently been clarified in the High Court case of Proctor & Gamble (P&G) v Svenska Cellulosa Aktiebolaget SCA and another [2012]. In 2007 P&G sold its Family Care business to SCA. TUPE applied. The dispute related to the Manchester factory which transferred to SCA under TUPE. The P&G defined benefit scheme made provision for Early Retirement Benefits (ERBs). SCA didn’t want to take on any pension liability. Regulation 10 of TUPE provides that so much of contract of employment as relates to an occupational pension scheme which concerns old age, invalidity or survivors’ benefits does not transfer

under TUPE. But following the CJEU cases of Beckmann v Dynamco Ltd [2003] and Martin v South Bank University [2004] early retirement benefits are out with this exclusion, and transfer under TUPE. This was of vital importance to SCA regarding its liability under TUPE and for both employers under the pension provisions of the sale and purchase agreement. Hildyard J made the following points; Even though the ERB entitlement was discretionary it fell within the concept of ‘rights and obligations’ transferring under TUPE; The discretionary power to provide ERBs therefore now vested in the entity which now employed the employees; and whether liability for all ERBs, or only liability in respect of the enhancement until normal retirement age, transfers under TUPE. The Court confirmed TUPE only protects employment rights. It is not designed to enhance them. The transferee was only obliged to meet the enhancement until retirement.

Backhouse Jones acts for clients in the private and public sector, both national and international operators from one to several thousand vehicles. Backhouse is absolutely “industry specific”. Whilst the company can trace its heritage to 1819 it only represented it’s first Road Transport Operator in 1930. The explanation for this is that

due to his age, but his impending retirement. His position was therefore comparable with any other employees nearing the end of their employment, for whatever reason.

The EAT pointed out that the form of words used in the Age Regulations (see now the EA 2010) were intended to make it easier, rather than more difficult, to establish indirect discrimination

TUPE and Assigned Grouping of Employees The Employment Appeal Tribunal (EAT) in Seawell v CEVA has held that where an employee works 100% of his time for a single client, he is not necessarily assigned to an organised grouping of employees for the purposes of a service provision change and the transfer of his employment under TUPE. The Claimant (Mr Moffat) was employed by Ceva Freight, which provided logistics and freight forwarding for Seawell, owner of offshore drilling platforms. Seawell then ended the contract and took it in house. Seawell was not the only client of Ceva, but Mr Moffat spent 100% of his time on the Seawell contract, with other employees spending smaller percentages of time on this job and the rest of their time on other contracts.

The Supreme Court disagreed with this analysis and upheld the appeal. Persons in the position of the Claimant were disadvantaged because of a reason directly related to their age. It could not be correct to equate leaving because of impending retirement with other reasons for doing so. Judge Lady Hale also pointed out that the form of words used in the Age Regulations (see now the EA 2010) were intended to make it easier, rather than more difficult, to establish indirect discrimination. Although the Claimant was indirectly discriminated against on the grounds of age, it was still open for the employer to justify the discriminatory requirement. The issue was remitted to the employment tribunal for consideration in the light of the Supreme Court’s findings. An Employment Tribunal found either Mr Moffat himself could comprise an organised grouping of employees or, alternatively, if the organised grouping of employees included Mr Moffat and colleagues, Mr Moffat was assigned to that organised grouping of employees as he spent 100% of his time on the service. On these alternative basis he transferred under TUPE. The EAT disagreed. There was no basis for finding in this case that there was a group of employees specifically organised for this particular contract. An organised grouping of employees denotes a deliberate putting together of a group of employees for the purpose of the relevant client work. As the EAT put it: “it is not a matter of happenstance.” There was no such conscious employee grouping on the facts of the case. As such there was no service provision change and no relevant transfer. In this regard, the previous EAT cases of Argyll Coastal Services v Stirling) and Eddie Stobart v Moreman were to be followed.

The recipe to a more compliant cookie Many of us will think of a cookie as a delicious biscuit we enjoy with a mug of tea or coffee in a morning, but it is also a small file which is downloaded to a person’s computer when he or she visits a website. It is these cookies which allow a website to recognise a user’s computer and do things such as measure and improve site quality; personalise pages; recommend visitor preferences; and track people across websites delivering targets advertising. Until now websites have been able to do this, as long as they tell people about it, which was usually done in their privacy policy. They were also required to tell people how to remove or block cookies if they objected to their use. The rules on the use of these cookies changed significantly across the EU on the May 26, 2011 with the amendments to the Privacy and Electronic Communications Regulations 2003. Website owners were given a year’s grace to implement the changes introduced under the new law and that grace period has recently come to an end. The changes have affected practically all businesses with a website and have introduced a requirement to obtain consent from the user of the site to use cookies before they are placed, or ‘set’ in the browser. In order to be fully compliant

with the new law, a website has to fulfill three requirements: When a visitor arrives at the site, it must prevent cookies from being set, unless the visitor has already indicated their consent for cookies; It must present the visitor with full information about the cookies the site uses and their purpose; and It must ask the visitor for consent to use these cookies. Consent would normally only need to be given once. So returning visitors, who have already given their consent; do not need to be asked to do so again. Businesses are now expected to have made the necessary changes to comply with the regulations. The fine for non-compliance could be up to £500,000, although penalties will start much lower that this at up to £5,000 per breach in the Magistrates Court. If you want to prevent cookies from crumbling your business then: Review the use of cookies on your website; Speak to your website technology provider. Ask them to build onto your website opt-in cookie boxes which are clear and simple for the user; and Check your privacy policy is up to date. Does it explain clearly how cookies are used? The Merseyside Transport Trust (MTT) has announced it will be operating circular open top tours of Southport. Picking up where Arriva left off in 2011, the tours are to be run using historic Leyland Atlanteans which have worked these tours in past years and are now preserved: 1449 (‘GKA449L’) and 1551 (‘OLV551M’). Indeed, the former only passed into preservation in early 2012. A closed top bus will be substituted in adverse weather conditions. Starting from the Pier, the tours will be run by volunteers as a free-ofcharge circular service taking in the sights, which have proved a popular tourist attraction for many decades. Starting this Sunday (July 29), the tours will run every Sunday until August 26, also including Bank Holiday Monday August 27. Tours depart the pier at 1200, 1330 and 1500hrs. Open top tours have been a part of the resort’s history for many years, latterly being run by Arriva but also its predecessors Merseybus, Merseyside PTE and Southport Corporation. Yellow Buses’ driver carries Olympic Torch Bus driver Ray Jones has hailed his five minutes of fame carrying aloft the Olympic Torch as one of the best experiences of his life. The Yellow Buses’ driver was cheered by thousands of people as he ran with the torch through Bournemouth. Ray said: “I felt humbled, proud, emotional, nervous and excited. In short, I loved every minute. Without doubt it was one of the best experiences of my life.” The 52-year-old was nominated by fellow driver Steve Marshall and his partner, Sandi Ballard, a Staff Manager with the award-winning Bournemouth-based firm. In their nomination they described Ray, who has raised thousands of pounds for charity after successfully completing several runs, as a ‘good man.’ They added: “Ray isn’t ‘blow your socks’ off amazing. He is an ordinary man who makes a difference to ordinary lives. We think it’s time he had some extraordinary recognition.” After completing his stretch of the relay, Ray described the crowd reaction as “awesome.” He said: “I lifted the torch high and they went mad. People were shouting for a picture and coming up non-stop for a photo. It was just a sea of faces cheering for me but I managed to see my wife and she looked so proud.” Jenni Wilkinson, Yellow Buses’ Head of Marketing, said the firm was “pleased and proud” to have one of its drivers taking part in the torch relay. “Ray has an absolute heart of gold. We were thrilled that he was chosen for the honour of carrying the Olympic Torch,” Jenni said. “We were pleased to buy the torch for Ray, as well as other memorablia, to act as a lasting memory of his role in the Olympics.”

Oh eye… Cat lovers of a sensitive disposition should read no further – for this story will give them an unwelcome eye full – or perhaps not, as the case may be… “I was asked to stay at a hotel in the area for Group Travel World magazine,” explained CBW’s Chairman and CEO Jonathan Taylor. “Driving back I spotted these signs, which certainly raised a smile and a few chuckles. It’s amusing that someone designed the sign without thinking about it. around. Joking aside, the photo was taken near Bassenthwaite, one of the most northerly of the lakes in the Lake District. At four miles long and three-quarters of a mile wide it is one of the largest, but also one of the shallowest at 70 feet (21 metres). “In contrast to larger settlements like Kendal, which are bustling, if not brimming with visitors at this time of year, Bassenthwaite was pleasantly peaceful,” added Jonathan. Avoid Coventry? Our second road sign story this week comes from the West Midlands, this time concerning a ‘high profile sporting event’. “Olympic traffic messages on signs in Coventry have been changed after they advised drivers to avoid the area,” BBC reported. The City of Coventry Stadium is hosting 12 Olympic football matches. A city council spokesman said the message on the signs was supposed to say “avoid A444”. The authority also said live traffic signage at all ‘high profile sporting event’ venues was the responsibility of a company working for LOCOG.

Tuesday: No lie-in for me – spend an interesting few hours in Birmingham gathering material for a future issue. I’m impressed with what I find – and that’s without the coffee and lunch (joke). Wednesday: Spend an enjoyable afternoon at the Institute of Advanced Motorists (IAM) in Chiswick, West London, learning about the Driver CPC courses on offer. The welcome and the coffee live up to their reputation. Thursday: A hectic day in the office writing up a feature for a future issue – the virtual ‘do no disturb’ sign is up, although as ever, I still make time for a laugh, ensuring our spirits are kept high. Friday: Rise at 0500hrs to forge on with CBW – I want to leave the office by 1300hrs as I’m taking my ‘inlaws’ to my parents for a weekend of sightseeing. However, life takes a sudden twist mid morning when I receive the devastating news my dearly loved paternal grandfather (Taid) has died. Just weeks before his 90th birthday, far from being chair-bound, he remained active until the end. Indeed, it was while on his way to tend to the ducks on the family small holding that he collapsed. I go through the alltoo familiar emotional rollercoaster but try to take comfort from the fact he was in his natural environment rather than wired up in a sterile hospital… www.coachandbusweek.com

RELBUS, the public transport campaign group in East Lothian, has appointed former Liberal Democrat councillor Barry Turner as its Chairman. Former Dunbar Lib Dem Councillor Jacquie Bell has also joined the committee. The group reformed following service reductions and withdrawals by First, which led to a review of contracts for many services supported by East Lothian Council. Mr Turner was the council’s Environment and Transport Convener prior to the May elections when he lost his seat in Musselburgh.
