C
oncessionary fares have again hit the headlines – this time involving Norfolk and Cornwall. Both areas are not dissimilar in many respects – they’re rural, serve coastal areas with the inherent large elderly population and up until now, awardwinning operators have thrived. Cornwall’s decision to re-tender (p6) is all too predictable. The non-commercially viable elements will be re-tendered at great cost, involving external consultants. Who knows, an outside player may join the game – perhaps a community interest operator. Existing operators could end up being priced out – or indeed, perhaps excluded from tendered work. A great mess will ensue, with much public outcry, before some of the headline-grabbing so-called ‘savings’ are reversed with the previous operators regaining their work. By then of course, the trust between operators and council will have broken down. It’s happened before in
several areas and it will happen again. Meanwhile in Norfolk (p4), the County Council and Norfolk Green, among others, have launched a campaign against national budget cuts affecting the concessionary fares scheme – which ironically, was imposed by central government. Is it not time we as an industry – and I include operators and ATCO in this - enlisted seasoned pressure groups like the Campaign for Better Transport and Bus Users to call for the law which the English national government claims (frustratingly) prevents a nominal fee being charged to pass holders? Such a move would go some way towards addressing the budget deficit. While some will see red in political terms, the campaign would need to be frank - pay up or have no bus at all – or at least lose the convenience of a regular service versus the need to book for DRT. I shall put my hand up in solidarity and say we at CBW would back such a campaign. Gareth Evans Editor

Ben rallies support for concessionary fares scheme Online petition seeks to avoid crisis next April while Norfolk CC reduces cuts to rural transport Norfolk Green managing director Ben Colson has appealed to concessionary fare pass holders to join in the fight to encourage the government to offer more funding for the concessionary transport scheme following budget cuts. The petition was officially launched on Monday with council leaders and MP Brandon Lewis displaying a giant bus ticket demanding the return of £4.5m of funding to Norfolk taxpayers, with vehicles providing a backdrop. As well as a Fair Fares petition, available online and on many Norfolk buses, the County Council will be linking with Great Yarmouth MP Brandon Lewis who has secured a Westminster Hall debate on rural buses on October 11 to help highlight the county’s plight. Support for the campaign has come from MPs such as Norman Lamb and Keith Simpson, the Norfolk Rural Community Council, bus operators such as Norfolk Green, First, Anglian, konect, Sanders and Simonds as well as the Norfolk Chamber of Commerce and the Norfolk and Norwich Association for the Blind. One operator affected by the shortfall is Norfolk Green, which provides buses throughout West Norfolk and along the coast. “The shortfall of funding from central government to the county to implement what is a central government social policy is affecting payments to us, which are falling all the time,” said Colson. “We are getting close to a point where some buses, even full ones, will make a loss and this is something we cannot sustain without being forced, unfairly, to increase fares for other age groups, especially those between 16 and 24 which make up the majority of our fare paying customers. Government has to listen and accept they have
The ‘Fair Fares’ campaign has attracted support from a number of quarters – including Norfolk Green, Norfolk Council, MPs and the Chamber of Commerce got it wrong and take urgent steps to put it right.” Colson appealed to West Norfolk Older Person’s Forum meeting last week for support in trying to force the government to hold a debate on the funding issue by collecting 100,000 signatures in an on-line petition - although he stressed there is no threat to the scheme. Colson told the meeting a “crisis” was looming next April but was working to stave off and the government had cut the county’s funding by nearly 40%. He said the company is forced to put on extra buses on some routes, but added with rising fuel costs it is not sustainable. During the meeting, a suggestion was put forward for the company to introduce a nominal fee for passholders, but Colson said the law currently prohibts this. Meanwhile, Norfolk County Council has announced its cabinet has backed plans which aim to help protect the future of subsidised post-16 transport for students and reduce the cut in funding faced by rural bus services. The proposals supported by cabinet are to: decrease the original £1m reduction in rural transport support next year (2012-13) to £700,000 over two years and £500,000 in 2012-13; and
provide an additional £200,000 to post-16 transport to reduce the cost to students or parents of maintaining the service from September 2012. County Council support for local bus services would then be £3m in 2012-13, and £2.8m in 2013-14. “The County Council funds over 130 services and only a minority will be affected under the reduced savings I proposed,” said Ian Mackie, deputy leader of Norfolk County Council. “Our staff are working hard to minimise the impact, and we will be consulting local people before we finalise our plans. I also want to recognise the part Norfolk’s bus operators are playing by working with us to help reduce the impact and develop new proposals. In 2013-14 we are confident we can avoid a direct effect on services and find the remaining £200,000 through prudent contract management. “At the same time we are developing new rural travel and transport options based upon community and demandresponsive transport, as well as car clubs and car sharing. Together these can offer different travel choices when traditional buses don’t offer good value for money.” He said the funding shortfall in Government support for the concessionary travel scheme was still a major issue for Norfolk, and the County Council would be considering new ways to press Norfolk’s case for fairer funding.

Dartford Crossing tolls scrappage proposed The tolls at the Dartford River Crossing should be scrapped to help boost the local and national economy, the South East Local Enterprise Partnership (SELEP) has said. The call comes in its response to the Department for Transport’s (DfT) consultation on proposals to raise the charges at the crossing. The government is planning to phase an increase in tolls to £2.50 for cars and £6 for articulated lorries next year. SELEP believes that the proposed increases are ‘excessive and unfair on all drivers and businesses who are already being hit hard by the recession’. However, should the government press ahead with its plans, SELEP has called for the discounts currently offered to Dartford and Thurrock residents to be extended
The government has plans to increase tolls for use of the Dartford crossing, a key artery for coaches, to £2.50 for cars and £6 for large vehicles to neighbouring boroughs and businesses. The Dartford River Crossing, connecting Essex and Kent, is one of Europe’s most heavily used crossings with more than 200,000 vehicles a day using the Queen Elizabeth II Bridge and the two tunnels. If the government retains the tolls, SELEP has called for:
no increase in charges to be introduced until free-flowing charging, similar to London’s congestion charge, is installed. SELEP believes this could be paid for using the current income generated by the crossing;
any increases in charges to be introduced in one stage, rather than the planned two, to avoid confusion and extra costs to businesses; greater discounts to be offered for using the Dart-Tag pre-paid toll charge system to encourage greater take up of the scheme; and the continuation of the free period for using the crossing between 2200 and 0600hrs. Interim chairman of SELEP, George Kieffer, said: “It is not rocket science to see the toll booths act as a major traffic bottleneck which can have a huge knock on effect for the surrounding road network including the M25, A2, A13, and A127. This is not good for any motorist but can have devastating effects on businesses especially in this economic climate.”

VOSA use new tactics to find rule breaking drivers The Vehicle and Operator Services Agency (VOSA) has been using social networking sites to find and catch out HGV drivers who are flouting the law by breaching drivers’ hours regulations, Commercial Motor magazine reported. Drivers have been mitigating against more conventional methods used by VOSA by using websites such as ‘VOSA Watch’ to warn each other about VOSA checkpoints or enforcement teams on the roads. Websites such as these have as many as 2,800 registered users and present a challenge to the agency, which has taken the initiative by adopting this new approach. VOSA officials are fighting back and are using Facebook and a range of web forums to gather intelligence. The approach appears to be bearing fruit already, as a Northern Irish truck driver was recently pulled over by the Commercial Vehicle Unit on the A55 near Bangor after he claimed he had taken a rest stop on his way to North Wales at Redditch.

The driver was known to officials as a regular poster on the VOSA Watch website, and was found to have reported himself passing Ross-on-Wye weighbridge halfway through his rest. He had also informed other drivers the weighbridge was closed. A VOSA spokesman explained: “The driver admitted destroying a tachograph records sheet and taking insufficient daily rest. As a result, the driver was fined £600 and issued a drivers’ hours prohibition.” VOSA area manager for North Wales David Collings added: “This case has shown how VOSA can use social media sites, such as Facebook, to identify and stop tired drivers before they cause accidents.” The founder of VOSA Watch, countered: “VOSA Watch was not set up as a tip-off site, but as an information site for drivers who don’t want to be delayed, sometimes simply because their number plate is Irish.”

£78m 700 The expected cost of developing the Greater Bristol bus network
BriEfly First UK Bus has launched a new mobile website designed to enable customers to access bus information from smartphones. First’s home page currently attracts around 325,000 visits from mobile users per month. First expects the new mobile website to increase visits to around 400,000 in the medium to long term. Giles Fearnley, First UK Bus MD, was keen to have the new system in place before the winter months. “In December 2010, when the weather was at its worst and services across the country had difficulties, our website handled 265,000 visits in just one day,” he said. “We have also substantially increased our bandwidth to handle high volumes of web traffic.” For the first time in more than ten years, bus routes will return to a part of Newport city centre. Starting on December 4, routes to the High Street side of Newport Market will be run in a trial which will become a full service in 2012, should it prove to be successful. Chairman of Newport Transport, cllr William Routley said 20 buses an hour would serve the market. Cllr Routley said: “The services are needed at the market to increase the footfall into that area and to kick start the regeneration push.” Newport Council is planning to invest £750,000 in a renovation of Newport Market which will include a new entrance to the market. A school bus carrying students to Queen Elizabeth Sixth Form College in Darlington was involved in a crash at a railway bridge, resulting in 12 people being hospitalised, with one girl suffering a broken collar bone and ten other students and the driver suffering minor injuries. The crash occurred at around 0845hrs on Neasham Road. Tim Fisher, principal of the college said the accident had been “a lucky escape,” explaining: “The bus doesn’t normally travel on that road and part of the investigation will be why the bus took that route. We have spoken to the emergency services and the investigation is in the police’s hands.” The railway bridge was closed for a short time. www.coachandbusweek.com

Reimbursement decision a ‘stay of execution’ in Cornwall Mark Howarth criticises decision to re-tender bus services A recommendation to introduce an immediate reimbursement cut for concessionary fares has been overturned at a meeting of Cornwall Council’s cabinet. A back-dated cut in reimbursement to 43.9% had already earlier been overturned by Graeme Hicks, cabinet member for transportation, following outrage from bus operators. Officers had subsequently proposed a cut from 73.5% to 50% to be introduced as soon as the four-month notice period to operators had expired. Following an investigation by Cornwall Council’s scrutiny committee, which heard evidence from bus operators, bus users including Travelwatch SW, community transport groups, and officers, the committee recommended the 73.5% reimbursement should not be changed during the current financial year. This was accepted by the cabinet and the 50% reimbursement will now only take
effect in April 2012 on the same day as BSOG is reduced by 20%. “We are delighted at this decision and it reflects the outrage of the public who now make 13m journeys a year by bus in Cornwall,” said Mark Howarth, Western Greyhound MD and CPT SW regional chairman. “However, it is only a stay of execution until April next year.” The cabinet has also decided the entire network will be reviewed and re-tendered. Discussions will take place shortly with operators to establish which parts of the network are commercial and which will need to be tendered. Council leader Alec Robertson admitted at the cabinet meeting that the council had been “slow off the mark” in addressing the £2.1m shortfall in the budget but said changes were necessary. “Cornwall Council has been successful in building the bus network and I welcome the opportunity to review the whole network to ensure services continue to be provided where they are most needed,” he said. “The

results of these tenders will go to cabinet in January and a view will be taken on how many routes can be funded.” However, Howarth warned: “There appears to be a view that by going out to re-tender services can be bought back cheaper. In reality, exactly the opposite will happen as operators will cost into their tender prices the 30% reduction in concessionary fares, which makes up around half the business on most routes, the 20% reduction in BSOG and the failure of Cornwall Council this year to award the agreed inflationary increase, together with the current fuel price and other factors. “Many vital commercial services, which currently do not cost money out of the public purse will be de-registered and will need to be bought back. In addition, many mid-life tenders were awarded when fuel prices were much lower than they are now and are at a very attractive price for the council, so Cornwall is not going to see best value out of this. This is a move by Cornwall Council to wrest control of the network out of the operators’ hands, and we all know taking control only comes at a cost.” Cornwall Council will also be negotiating with operators on the detail of the 2012/13 concessionary fares scheme. Howarth added: “There are aspects of the proposals we do not like such as the suggestion of a fixed pot scheme and there is no doubt that if operators are worse off, then Cornwall Council will be facing some operator appeals.” The Council is also writing to Cornwall’s six MPs to request they make representations to central government to amend the English National Concessionary Travel Scheme in order to require concessionary pass-holders to pay a flat fare for each bus journey taken. The news comes at the same time as a campaign is launched in Norfolk – see p4.

Number of annual journeys made by bus in Cornwall
Quality Partnership for Bristol Bristol City Council intends to use the proposed Quality Partnership Scheme (QPS) to “put the power back in customers’ hands” and force bus operators to compensate passengers if services are late. Tim Kent, cabinet councillor in charge of transport, said there would be new proposals applying to operators running services on the £78m Greater Bristol bus network. The QPS is part of an arrangement between the West of England Partnership, an agglomeration of councils in the former Avon area, and bus operators planning to use the new Greater Bristol bus network. It aims to enforce standards and increase the number of users of public transport. Bus operators would be informed how frequently services must run on particular routes, and maximum fares would be set. As
part of the agreement, councils will ensure bus stops, shelters, bus lanes and real-time information signs are maintained. Under the proposals, services on routes with a 10-minute frequency would be considered late if a passenger had to wait more than 20 minutes for a bus. On other routes, if a bus left more than one minute early or was 10 minutes late, the operator would also be liable to pay
customers compensation. Cllr Kent insisted the objective “is not to put bus companies out of business.” He added: “On occasions it will not be their fault that they are late and the issue of who pays the compensation would need to be discussed. It is all up for discussion.” However, a spokeswoman for First warned the QPS could make running services a “commercial impossibility”.

The Association of Transport Coordinating Officers (ATCO) winter conference is to be held on November 24 this year, on the theme of travel behaviour and prospects for its change. The ATCO describe this as “a challenging theme,” elaborating: “Travel behaviour must change if we are to show that sustainable transport really can be the answer. This conference, halfway through our year, looks at the different type of motorist and change needed.” Distinguished speakers at the conference include Elaine Rosscraig of Stagecoach UK Bus, Richard Hebditch of the Campaign for Better Transport and Bob Menzies of the Cambridgeshire guided busway. The sessions have thought provoking titles and guiding definitions, taken from descriptions of transport users by Dr Jillian Anable of the centre for transport research at Aberdeen University.

W&D enhances ‘more’ route Wilts & Dorset’s (W&D) successful Poole to Boscombe m2 route has been extended to Southbourne. The addition to m2 will offer a bus up to every seven minutes during weekdays and Saturdays and every 15 minutes on Sundays. Night buses will also run on Fridays and Saturdays until 0400hrs. m2 will now run from
Christchurch Road to Pokesdown rail station, Seabourne Road to Fishermans Walk, Southbourne, and then returns via Pokesdown and Boscombe into Bournemouth. W&D Commercial manager Leon Wellman said the service enhancement follows requests and suggestions from customers who use the services each month: “Since the launch of the more bus m1 and m2 services in 2004, we have seen year on year growth of approximately 15%. We believe that the Southbourne extension will be appreciated by commuters and leisure travellers alike.”

BriEfly A 2-mile section of the M23 between the M25 and Gatwick Airport will see high tension cable barriers in the central reservation of the motorway removed and replaced with a new concrete barrier. Work started on Monday (September 26), and is expected to be complete by mid-November. Lane 3 of the motorway will be closed in each direction. Three narrow lanes will remain open to traffic, with vehicles directed to use the hard shoulder and a 50mph speed limit in place. Essential maintenance between Chicklade and Wylye started on September 26 for six weeks. Work includes resurfacing approximately 3.5km of eastbound and westbound A303. Most of the work will be carried out overnight from Monday to Friday but if necessary, work will take place overnight at weekends. The A303 will be closed and an advisory diversion route in place: Westbound traffic will be diverted from the A303 at Wylye joining the A36 and the A350 south to re-join the A303 west at Furze Hedge. Eastbound traffic will be diverted at Furze Hedge and onto the A350 to the A36 southbound to re-join the A303 east at Wylye. Construction of the A5-M1 link road in Bedfordshire could be brought forward to 2014. Roads minister Mike Penning announced the public inquiry would be re-started next year. The move comes after the government secured £45m private sector investment for a new 2.9 mile congestion-tackling dual carriageway between the A5 north of Dunstable to the M1 at a new junction (11a). The scheme will improve journey times reliability and safety by removing the need for long distance traffic to travel on the A5 through Dunstable. Government can do more to tackle congestion, say MPs Proposals include reinstating M4 lane if assessment proves its worth The Transport Select Committee has called for the M4 bus lane, scrapped last year, to be reinstated if evidence shows it contributed to faster traffic movement. This is a recommendation in the committee’s report published last week, ‘Out of the Jam: reducing congestion on our roads’ on the back of its inquiry undertaken by the examining options for curbing congestion without road building or road pricing (the latter ruled out by the current government). The committee also concluded greater use of real-time information systems and better co-ordination between road management authorities offer affordable methods to curb road congestion. Committee chair Louise Ellman said: “Congestion costs the economy billions of pounds each year. Improving the way we manage road space so the network runs more smoothly is vital to the prosperity of the nation. Pursuing this challenge should form a key plank of central government transport policy. “The DfT cannot simply devolve all responsibility for managing the road network to individual
Highway Authorities. “Ministers must clarify who is responsible for warning road users of impending congestion and work with the transport industry and authorities to increase the availability of such information to drivers through greater use of existing, ‘intelligent traffic management’ systems across local authority boundaries.” Ellman concluded: “Much more can be done to improve co-ordination between highway authorities and organisations undertaking street works to ensure local authorities use the best available technology to co-ordinate

their road or traffic management activities with other highways authorities.” The transport committee sets out a series of recommendations to government about how to curb congestion and get more out of the existing road network, including: Monitoring cost and safety issues of the ‘managed motorway’ scheme, especially on road stretches where junctions are so widely spaced the use of the hard shoulder by motorists could prevent emergency vehicles from reaching accidents; Requiring all highway authorities to publish traffic management performance measurements, by 2013; Publishing early next year a detailed assessment of traffic flow on the M4 in the year since the bus lane was scrapped, reinstating the lane if evidence shows it contributed to faster traffic movement; and Working more closely with highway authorities to identify the latest forms of intelligent traffic management systems and renew its funding for the so-called ‘ITS Toolkit’ to ensure highway authorities choose the most up-to-date, appropriate systems and can share best practice.

Bowens Travel to rebrand retail shops as ‘BTG’ Operator enters latest phase of rebranding exercise Midlands-based Bowens Travel is to rebrand its travel shops as BTG Travel after the decision was made to end a franchise agreement with First Choice, part of Tui Travel Group, Travel Weekly reported. The Bowens chain, comprising of 37 stores and four coach tour operations, will join Hays Travel Independence Group. The five-year franchisee agreement the operator had with First Choice is due to expire at the end of the year, and the switch will officially take effect on January 1. Chief executive of Bowens, Ronald Graham, said: “During the five years we have enjoyed a good working relationship with First Choice. “We have learnt a lot from working closely with the Tui
organisation and now look forward to a new chapter in our history as members of the Hays Travel Independence Group.” First Choice took on two franchisees five years ago. Dublin Bus rolls out NTAsupported RTI
Dublin Bus says it is the first Irish transport operator to offer the National Transport Authority (NTA) supported information scheme providing passengers with real-time arrival information via website, smartphone (iPhone app) or text messages covering all 5,000 of its bus stops in Dublin. The new system is the result of a joint initiative between the National Transport Authority and Dublin City Council – who provided technical assistance. All Dublin’s bus stops have been given unique identification numbers which passengers can reference to check the arrival times for buses. Managing director of Hays Travel, John Hays, called Bowens a “well-established business,” and expects the relationship to be closer than usual Independence Group agreements, as Hays will look after aspects such as payroll and marketing. Rob Lyng, MD of Bowens Travel, told CBW the rebrand of Bowens Travel follows a 2010 rebrand of the firm’s coaches and coach holiday brands, to fall in line with the common banner of the Bowen Travel Group. Bowens operates the coach holiday brands Bowens, Jeffs & Woottens, Applebys and Yorks.
State-owned Dublin Bus operates a fleet of 1,031 buses added in the near future. On a wider, nationwide scale, Bus Éireann will be included on the integrated service in the coming months. This represents a significant enhancement of the existing system where 500 electronic bus signs had been proposed (with 270 or more installed to date) to provide onstreet displays across the Greater Dublin Area. These electronic displays are also being evaluated in Cork for a proposed launch later this year
and will be rolled out to Galway, Limerick and Waterford throughout 2012. Gerry Murphy, CEO of the NTA, said the authority was also working with Irish Rail to incorporate its data into the Transport for Ireland service to create a fully integrated transport information system for users. The next stage of development will then be the introduction of a national journey planner allowing people all over the country to accurately plan journeys using single or multiple modes.
ADL fined £50,000
Alexander Dennis fined for worker injury Coach and bus manufacturer Alexander Dennis Ltd (ADL) has been given a £50,000 fine after a worker was injured by a steel floor platform which slipped while being lifted into position, the BBC has reported . On September 16, 2009, Plains, North Lanarkshire resident Samuel Murray was working in a welding bay at ADL when he was injured by the 120kg platform. He suffered four broken teeth and a deep cut to the chin which required emergency dental treatment and stitches respectively, Falkirk Sheriff Court were told. Murray had placed extensions on the forks to move the platform but did not properly secure them or the load he was carrying. Following the incident a health and safety executive (HSE) investigation found ADL had not properly assessed the risks in transporting, handling and positioning floor platforms onto bus chassis. The HSE investigation found that workers were simply relying on the weight of the platform as the only way of securing it to the forklift truck while it was transported. It also revealed that ADL had not provided employees with a safe system of work for the task. Inspector Matthew Ramsey explained: “This incident was entirely foreseeable and if Alexander Dennis Ltd had taken simple steps to identify the hazards in carrying out this routine lifting task it would never have happened. “Moving the floor platforms and placing them on to the bus chassis was a regular task. Alexander Dennis Ltd should have ensured that their workers had been trained on a safe way of carrying out this routine operation.”

200 Scanias for Rio BRS The citybuses will be operated by the Breda Rio Group BRAZIL 200 Scania citybuses are to begin operating BRS (Bus Rapid Service) services in the South Zone of Rio de Janeiro. “This delivery is a breakthrough for Scania’s concept of citybuses that fulfills Rio de Janeiro’s and other cities’ requirements when developing efficient and passenger attractive public transport systems. “I see a huge future potential. Upcoming major international sports events, like the Soccer World Cup 2014 and the Olympics in 2016 will further increase the demand of reliable and comfortable buses,” said Wilson Pereira, head of sales of buses and coaches at Scania Brazil. The Scania citybuses will be operated by the Breda Rio Group and have been designed in order to improve urban mobility in the municipality. The vehicles are introducing a new concept to public transport in Rio de Janeiro - focusing on maximum of comfort and accessibility. The buses are Scania K 230 4x2 models with a length of 12.5 metres and a lowered floor, to facilitate passenger access. The vehicle
has 35 seats, a space reserved for wheelchair users and can also accommodate up to 47 standing passengers. The public transport system in Rio, BRS, is an intelligent solution for urban transport in medium to large cities, using exclusive bus lanes for unimpeded circulation of vehicles, thereby connecting passengers with other transport modes in a fast and efficient manner. The system permits greater organisation of bus stops
and is easily adapted to the size of vehicles in operation. Rio de Janeiro already has three rapid transport lines in the city’s South Zone. These typically ensure a 40% reduction in travel times along the different routes. After implementation of the system, the average speed of trips in the region has almost doubled, from 13 km/h to 24 km/h. According to Rio de Janeiro City Hall, the city is planning to introduce more than 20 BRS corridors in the years ahead.

GERMAnY MAN Truck & Bus has begun the development of a new €3.1m logistics centre which forms part of a comprehensive investment programme for the Neoplan plant at Plauen. The foundation stone for the facility was laid last week at the 5,800 square metre site. When completed it will supply the bus assembly line with parts. The investment programme is worth € 19m in total and also includes a new main assembly shop, an environmentally compatible painting system and a new customer center. Construction work is scheduled for completion at the end of 2013.

Lothian Buses has opened its historic Central Depot to visitors as part of Doors Open Day, an annual event organized by the Cockburn Association, which gives the public the opportunity to explore some of Edinburgh’s architecturally and culturally significant buildings free of charge. The event ran from 1200 to 1600hrs on September 24, and followed a successful tour last year which attracted more than 1,000 visitors. Among the attractions on the day were a guided garage tour on an open top bus, a trip through the bus wash and a training bus for children to enjoy. A line-up of historic buses was also on show, with a varied selection dating from the 1950s up to the present day. One of Lothian Buses’ new BAE Systemspowered ADL E400 Hybrid buses (CBW1003) was displayed, with staff from ADL on hand to talk the public through how the bus works. Event organiser Dr Steve Johnson said: “We have been involved with Doors Open Day for more than five years and it’s a great opportunity for the general public to come and see how our operation works, along with finding out the fascinating history of both the company and Central Depot in its former guise as Edinburgh’s Industrial Hall. The event will be great fun for all the family.”

Merseytravel has launched a new smartcard contactless ticketing system on some of its services, with a view to rolling the service out across its entire network. With effect from September 19, passengers who renew their all-zone Trios can receive the Walrus card instead of the paper version currently issued. The technology used by Walrus is based on government-backed ITSO standards, and is largely similar to the popular Oyster card used on London’s transport network. Recommendations to reduce the Deeside Shuttle service have been accepted by Flintshire Council. The service transports commuters to the Deeside Industrial Park (DIP), which the government recently declared an Enterprise Zone. It is thought the move will affect about 100 commuters per week. However, the council has defended the move, explaining it is costing them £14 per person, per journey to operate the service. A further impact of the decision to reduce the shuttle service is putting the offshoot theatre shuttle, which runs to Clwyd Theatr Cymru, at risk of being cut. The theatre shuttle works like a taxi but charges bus fares, and was launched in 2004 as a spin-off of the Deeside Shuttle.
Flintshire residents book journeys to the theatre by phone or online, and the bus collects passengers near their homes and takes them to the theatre’s doors on the edge of Mold town centre. A Clwyd Theatr Cymru spokesman said: “We always get good feedback. We are sad to hear that it is possibly under threat because it allows communities to benefit from the world class events we offer.” Flintshire’s environment director Carl Longland explained: “Employers and workers on DIP value the Shuttle as a cost-effective means of ensuring businesses can take advantage of local labour. There is clear evidence a significant proportion of the Shuttle’s passengers are people who would otherwise not be able to access employment and hence would have remained on unemployment benefits.” Because the Welsh government no longer provides a subsidy, Flintshire council is required to cover the gap between the Shuttle’s income and costs. Suggested reforms involve reducing the number of Deeside Shuttle vehicles from seven to five. Buses will run a fixed timetable before 0900hrs, and after this workers at DIP will have to book their journeys. The Sunday shuttle service is to be removed, and the Saturday service will be reduced.
Reading Buses is to introduce fare increases on its services, according to the Reading Chronicle, but the operator argues the blow of this will be softened by a range of concessionary fares. The revised fare stucture will come into effect on October 9, when the adult singles will rise by 10p to £1.80, child fares will increase by the same amount to £1.30, while tickets for passengers making more than two journeys will rise from £3.80 to £4. The company has stressed that in spite of the increases, a £1 flat fare has been introduced for many short-distance trips, and £1 to-town fares will also remain. A standard return ticket is being reintroduced, priced at £3.40, the equivalent of two pre-October 9 single tickets. The prices of weekly and 30-day tickets are to increase by £1 to £14 and £52 to £55 respectively, but 90-day tickets will have their price reduced from £154 to £150. A new 365-day annual pass valid across the entire urban network is also being released, at a cost of £500. Nikki Honer, communications manager at Reading Buses, explained: “For three years we managed to maintain the £1.70 standard fare and indeed over the last two years we have introduced a growing range of £1 fares on shorter stretches of routes within the network, including the Orange routes within Woodley. All the £1 fares introduced this summer will be continuing. “However, after three years a price increase has become inevitable and we have worked very hard to keep this to a minimum. The re-launch of the day return fare will mean no increase at all for many people.”

North Somerset Council has submitted its bids for funding to the Department for Transport (DfT), the Weston Mercury has reported. The result could be millions of pounds worth of transport improvements across the region over the next five years. As previously reported, three schemes are currently being planned for, along with other South West authorities: the Weston Package, an Ashton Vale to Bristol Temple Meads rapid transit scheme and a South Bristol link. The three schemes require a total £74m of funding.

The DfT will inform the West of England councils by the end of December of whether it is to fund the schemes. If the DfT decides to provide funding, the Weston Package will be the first scheme to be created, which will involve an extended or entirely new bus services to the station. The Ashton Vale to Temple Meads bus rapid transit scheme will provide a fast and frequent public transport service to and from Bristol’s Long Ashton park and ride. Existing bus services from Clevedon and Nailsea will feed into this service, spreading the reach of the scheme across the North Somerset area. First in South Yorkshire has allocated newer buses on several routes in Stocksbridge after discussions between the operator, Angela Smith MP and the Town Council. Seven cascaded Wright Volvo B7L lowfloor single-deckers have been placed into service on routes 57, 58, 58A and X57, where they have replaced step entrance Volvo Olympians. £850m 23% estimated cumulative rise in business rates by 2015 from Scottish budget
BriEfly The Bank of England’s latest policy meeting discussed how to give the economy a new boost - but agreed unanimously to hold interest rates. The Monetary Policy Committee’s (MPC’s) discussions included reconsidering its decision not to cut rates below 0.5%. Noting the weakening economic outlook, it also looked at boosting the flow of money through the programme of quantitative easing (QE) - only one MPC member, Adam Posen, thought it should be done now. The MPC noted inflation was still likely to rise from its current 4.5% to 5%, well above its target of 2%. But it said it was still expecting it to come down to target in 2012, thanks to the likelihood of a synchronised period of weak global growth, pressured by the eurozone crisis and a US economy beset with its own problems. The Institute of Directors (IoD) has urged prompt action on cutting corporation tax after Northern Ireland finance minister Sammy Wilson said a reduction was unlikely during the current term. The IoD said cutting the tax from the UK rate of 26% closer to the Republic’s 12.5% would represent “the most fundamental change in our finances for a generation or more” and warned delaying it would hamper the province’s recovery from downturn and prolong “unacceptably” high unemployment. Northern Ireland IoD chairman Mervyn McCall accused Wilson of abandoning his responsibility for growth. The opening of the UK’s first public refuelling station for hydrogen vehicles in Swindon last week is part of efforts to create a “hydrogen highway” along the M4. It is also seen as an important step in a UK-wide scheme to make hydrogen vehicles a viable alternative to petrol. “Hydrogen is cleaner than a conventional fuel. It will clean up our cities,” Professor Kevin Kendall, a hydrogen & fuel cell expert from Birmingham University, told BBC News. UK productivity lagging behind main competitors ONS figures show widening gap with US, Germany and France The UK’s productivity fell back last year compared with its major competitors, according to research by the Office for National Statistics (ONS). The productivity gap with the US soared by nine percentage points in 2010 compared with 2006 to leave the gap the largest since 1994, said the ONS. Between 2009 and 2010, the proportion of national income created by each worker per hour leapt in France, Germany and the US while it remained stagnant in the UK. Only Italy and Japan saw productivity per hour fall, though Japan closed the gap with the UK slightly.
US productivity per hour worked was 23 percentage points higher than the UK while Germany and France were ahead by 18 and 16 percentage points respectively. Economists said much of the malaise affecting British productivity since 2008 was due to the response of employers in the downturn, who hoarded workers in the hope of quick exit from recession and return to full production. In the first six months of last year, the optimistic outlook appeared well founded, but a marked deterioration in the UK’s growth in the last six months of the year undermined the tactic. Those countries where employers shed workers at a faster rate than they cut production were able to boast higher productivity.

Cameron urges MPs to take part in ‘work experience’ Prime Minister David Cameron has encouraged MPs to gain valuable ‘work experience’ in local small firms by taking part in the Business Buddy scheme being run by the Forum of Private Business. The scheme aims to foster a greater understanding of small businesses among politicians by
providing them with hands-on experience of day-to-day life at a firm in their constituency. “The coalition government is committed to making the coming decade the most entrepreneurial and dynamic in Britain’s history,” said Cameron, writing in support of the initiative.
In the US, companies and state employers made millions of workers redundant in the wake of the banking crash to leave unemployment higher than 9%. In France and Germany, firms also shed workers, though unlike the US, many workers were transferred to state-run employment programmes, which had the effect of raising productivity and limiting the growth of unemployment. It is estimated – to reach US productivity levels – unemployment would be in excess of 3.5m in the UK for companies and public sector employers. Howard Archer, chief UK economist at IHS Global Insight said steep cuts in investment after the 2008 Lehman crash might have done lasting damage to the UK. “There is serious and rapidly mounting pressure on the government to come up with more reforms and measures to boost business investment and productivity given the economy’s current softness and the lack of scope for fiscal stimulus,” he said. “However, productivity could be adversely affected if the public sector spending squeeze leads to significant infrastructure problems. “Productivity could also suffer if extended economic weakness leads to a growing number of workers being out of a job for an extended period and their skills being diluted,” he concluded Archer. “To make this a reality, we need to understand the real issues facing small firms on a day-to-day basis and use the information to help ensure entrepreneurs are given every opportunity to successfully start and grow their businesses. The Prime Minister said he spent time visiting small firms in his West Oxfordshire constituency and praised the region’s diverse range of firms – from renewable energy companies to specialist shops and cutting-edge design businesses.

Five enterprise zone sites revealed for Wales Five enterprise zones for different industries across Wales are being created by the Welsh Government. The news comes after Jaguar Land Rover confirmed last week it is to build a factory in the West Midlands instead of Wales. Welsh ministers had been urged to act after 21 enterprise zones were announced across England. The five new zones will be in Anglesey, Ebbw Vale, Deeside, St Athan in the Vale of Glamorgan and Cardiff. Companies investing in the sites will receive rate relief and may benefit from tax breaks to expand. The Welsh Government said its plans were in the early stages and a final decision had yet to be made on whether to relax planning rules. Welsh business minister Edwina Hart told BBC Wales: “This is a first stage announcement, we are having discussions with other local authorities and partners about other possible enterprise zones. “I think what’s been made clear to me over the summer from industry and all the people I’ve
spoken to is they regard enterprise zones as a real focal point for them.” She said discussions were ongoing with the UK government over budgets for capital allowances - where companies receive tax breaks when they invest in new machinery to expand. Cardiff council leader Rodney Berman said it would help compete with English cities and regions. “I have been lobbying for this to happen for some time and have written to the First Minister to urge that enterprise zones are introduced as this is the only way we can be placed on a level playing field with cities such as Bristol,” he added. Conservative business spokesman Nick Ramsay AM said the announcement was “long overdue”. However, he added: “Many will fear this announcement, which contains no detail or substance to support Welsh firms, is simply a knee-jerk reaction to the loss of the £355m Jaguar Land Rover plant.”
“I would encourage all MPs to take advantage of this opportunity to find out what it is really like to run a small firm,” he said. Business secretary Vince Cable, shadow education secretary Andy Burnham and Green Party leader Caroline Lucas are also among the MPs, MSPs, Welsh Assembly members and MEPs to have signed up to Business Buddy. The scheme came into being following Forum research in which 74% of members surveyed called
on their elected representatives to focus on small firms in their constituencies. Business Buddy is part of the Forum’s Get Britain Trading campaign, supported by politicians, entrepreneurs and business leaders including the former Dragons’ Den star James Caan.

Delivering Dependability Scotland’s CPT conference The 36th CPT Scotland Conference took place this year at the Crieff Hydro Hotel earlier this month, while the outcome of the Scottish Government’s Strategic Spending Review last week was yet round the corner. Paul White, Public Affairs Executive for CPT Scotland, reports on the speakers throughout the two days

he theme of this year’s two-day CPT Scotland conference was ‘Delivering Dependability’, a topic which allowed the business session to examine how operators, manufacturers and VOSA as well as local and national government can all assist in the delivery of a reliable, durable and dependable public transport service to satisfy existing passengers and encourage modal shift. As always, the conference provided a fantastic line-up of speakers and panellists over two days; either side of the always enjoyable conference banquet. Ralph Roberts, MD of McGill’s Buses and current chairman of the CPT Scottish Council, opened proceedings on Monday afternoon by welcoming delegates and summarising the conference theme.
Eric StEwart SPt First up to the lectern was Eric Stewart, assistant chief executive of Strathclyde Partnership for Transport. Eric gave a frank appraisal of Statutory Quality Partnerships (SQPs) in the Strathclyde region, highlighting the difficulty in attaining real improvements seen as both challenging to operators but not a www.coachandbusweek.com

barrier to market. The legislation regarding SQPs is contained within the Transport (Scotland) Act 2001 and yet it is only now being utilised in Renfrewshire and shortly in Glasgow. Eric pointed out the Renfrewshire SQP was limited through consultation to only introducing a standard of Euro II or above, with no initial requirement for even lowfloor vehicles. However, on the positive side, breaches of the Paisley TRC had been cut dramatically since the SQP was put in place and while it has not been the panacea some had hoped, it had at least introduced a level playing field for operators.
Eric also took the opportunity to announce a new £40m Fastlink scheme intended to markedly improve bus services through Glasgow city centre and beyond. The Core Scheme will run from the new Glasgow South Hospital to Central Station and the SECC. This will coincide with new city centre bus routes and an upgrading of all existing Quality Bus Corridors. (QBCs). It is hoped this work will result in a 20% reduction in bus journey times. The project is being undertaken on the basis of the Scottish Government providing £40m towards the costs of delivering the Fastlink Core Scheme and the

core scheme will be delivered by 2015 with other QBCs to reach the same standard by 2020. SPT is framing the project as a ‘step change’ in bus priority, frequency, reliability, branding, infrastructure, technology, enforcement, information and quality. Eric ended his presentation to conference by formally inviting CPT to endorse and support the Fastlink proposal and to represent the bus industry on its Steering Board – an invitation CPT Chair Ralph Roberts appeared happy to accept. However, some CPT members appear to require further convincing that SPT’s plan will improve matters for smaller, independent operators.

to recover. The future for UK refineries is bleak and global markets remain volatile. This was reflected in James’ prediction for the forthcoming year with swings of up to 50% of total price possible should the worst happen.
MAnufAcTurerS & VOSA pAnel The second half of Monday’s session was dedicated to a manufacturers panel session looking at the issues of dependability and durability and what operators and manufacturers can do to better achieve these qualities from Scotland’s bus and coach fleets. Graham Belgum, business improvement director, FirstGroup, chaired the session with representatives from Volvo, Scania, ADL and Wrightbus sitting on the panel of experts. Joining the manufacturers on the panel were Ralph Roberts, providing the operator viewpoint, and Andrew Cattell, whose input from the perspective of VOSA was a useful

It is clear bus industry manufacturers are investing heavily in research and development but the point was made that no manufacturer adds to the complexity of their products if not driven to do so by legislation or at

the request of operator clients. In the competitive marketplace, with operators looking to bring down the cost of vehicles, this will undoubtedly impact upon the budgets available for manufacturers to fund innovation and research. A conditions-based servicing approach was mooted as it was suggested it doesn’t make sense that vehicles in less arduous operating conditions are serviced at the same frequency as those in heavy city traffic. The UK still broadly works on a 28-day servicing interval. In Holland it is eight weeks, in Italy 12 weeks. Panellists accepted the UK approach seems overly prescriptive. Vehicle type, age and operating conditions are all variants to be considered when setting servicing schedules. It was also highlighted the current MOT test is 40 years old and may be overdue a revision. Given the advancements in vehicle technology is the test still fit for purpose? VOSA is not averse to further dialogue on this topic. Andy Cattell said VOSA welcomed engagement with manufacturers and operators to help it improve its inspection procedures and to determine whether inspection intervals should be extended. The emergence of hybrid technology was discussed with many panellists admitting the market for these vehicles was currently being propped up by the recent Green Bus Funds run in England and Scotland. Current hybrids were labelled as ‘prototypes’ and a ‘stepping stone on the roadmap to future drivelines.’ However, nobody underestimated the importance of investing in greener technologies and the UK and Scottish Governments were praised for pump-priming investment in such vehicles. As well as investing in new hybrid or eventually Euro 6 vehicles, the panel also addressed the role of retro-fitting and adding new technologies to vehicles during their life spans. It is clear the manufacturing and operating industries are intent in investigating every opportunity to maximise the green credentials of Scotland’s bus fleet. the whole life span of vehicles, it was clear this is not an issue which is entirely theirs to deal with. Operators may have to be more willing to compromise on the specifications and fittings of new vehicles to allow operators to reduce unique components. Drivers also have a huge impact on the durability of a vehicle with driver telematics and driver training playing an important role. On the topic of manufacturers taking a larger role in whole life costs, Colin Robertson of ADL summed up the view of the room by stating: “If manufacturers believe in their products they should not be frightened of such whole vehicle life agreements.” Although, if manufacturers are to provide cost and performance guarantees operators must realise the work needed to improve the consistency of products may mean an additional day-one cost. CPT chairman, Ralph Roberts concluded the session by calling for continued dialogue between all parties. Ralph believes the industry would also benefit from the creation of a ‘Knowledge Bank’ for engineers of all types of buses so problems would be easier to diagnose and repair. Additionally, Ralph would like VOSA and manufacturers to work together to instate tailored inspection frequencies for new vehicles and for operators to be required to employ a minimum number of trainees dependant on the number of vehicles in their fleets. The business session was followed by the CPT conference drinks reception and banquet. Delegates took advantage of the fine setting of Crieff Hydro to catch up with friends and colleagues over dinner and long into the night.
Entertainment was provided by the Cairn String Quartet. Steve Whiteway delivered the CPT president’s banquet address, giving an overview of CPT’s work over the past year across the UK and outlining some of the big issues we will all face in the coming months. However, it wasn’t all business and Steve brought some light-heartedness to affairs and added to what was a thoroughly enjoyable evening.
KeiTH BRown Transport minister The second day of conference began with Ralph Roberts taking advantage of the presence of the minister for Housing and Transport, Keith Brown, to deliver his appraisal of the bus industry and current public transport policy. Ralph acknowledged the difficult economic climate but pointed out how stable funding packages, co-operation and supportive policy decisions remain key to assisting bus operators to deliver dependable services. The Minister followed Ralph and delivered an address somewhat limited to an extent by his inability to give detail on the then unpublished Spending Review. Although unable to refer to government spending plans or budget lines for the Bus Service Operator Grant (BSOG) or the national concessionary travel scheme, the Minister made it perfectly clear all policy sectors should be braced for a difficult time ahead as the Scottish Government deals with a 40% capital reduction over the next four years. It appears a lack of capital will not equate to a lack of action in public transport policy. The Minister suggested his department will be asking essential questions

about the best framework for bus service delivery; whether it is best achieved through a fully open market or through franchising services through Quality Contracts - a choice he described as competition for the market as opposed to competition in the market. While acknowledging the open market remains the most cost effective means of delivering bus services, the Minister suggested there is public frustration over a dwindling network and a lack of control over what many see as a public service. However, the

Minister accepts any switch to a system of franchising would be ‘extremely expensive and complex’ and any changes to the current regime would likely fall somewhere between the status quo and the franchising model. Although the Government seems undecided about the optimal framework for bus service delivery, it is clear there is an appetite to review the existing model. The minister would like to see an enhanced role for local authorities and the traffic commissioner in the registration of community transport and DRT services. He also welcomed better co-ordination between operators, local authorities and the roadworks commissioner so possible disruptions are communicated and planned for in a manner which minimises their impact on services. The minister clearly sees a larger role for local authorities in co-ordinating bus services, stating further intervention would allow services to be more aligned with local and national transport policies. Despite an apparent intention to shift further power into the hands of Local Authorities, the Minister repeatedly referred to the importance of a partnership approach. He cited the role that

SQPs can play and the need for local authorities to be more proactive and incentivised to deliver in conjunction with operators. Mr Brown called for an audit of all transport resources; commercial, voluntary and local authority owned, to best serve local needs - particularly in rural areas where commercial services may be limited. The minister said it was difficult to find evidece for the return for providing full BSOG and the scheme may be reviewed. He mooted the idea of using the budget to incentivise local authorities to invest in a range of measures to improve bus services. It is apparent the scheme’s current link to mileage operated does not sit well with Scottish Government. The minister seems keen to map the funding to outcomes better measured by bus service quality. The minister hailed the national concessionary travel scheme as a success while warning he fully anticipates “some adjustments” and “future action” may be required to secure the future of the scheme. The minister did at least state
Looking into the future:
In the final Tuesday business session the CPT Conference took a leap into the future with presentations from Superbus chief vehicle designer, Dr Antonia Terzi and The Ogilvy Group’s head of mobile technology, Scott Seaborn. Dr Terzi explained the Superbus concept – a high speed, electric vehicle capable of collecting passengers on city streets before transporting them at speeds of up to 250kmh along dedicated track to their destination. The vehicle prototype resembles a stretched sports car and is pitched almost as a cheaper demand responsive transport version of high speed rail. The project is fascinating and challenges preconceptions of passenger transport – not only in terms of vehicle design but also in the approach to route design and passenger collection. While the actual Superbus may not make it onto the streets of Scotland in the short-term, its blend of local DRT and long-distance coach is perhaps a template which could be utilised in rural areas where more direct routes run between transport hubs served by smaller local DRT services. The final speaker of the conference, Scott Seaborn gave an illuminating and often amusing glimpse into the future of mobile technology. There is no doubt the future of information provision, marketing and ticketing literally lies in the palm of our hands. It is incredible to see how mobile technology has progressed over the last 20 years and it is increasingly the method by which companies will look to engage with customers. The bus industry must ensure it is not left behind. Companies will suffer from having an outdated approach to customer interaction, information provision and payment processing just as much – if not more – than they would be by running an outdated fleet of vehicles. CPT vice-chair, Bryony Chamberlain, concluded the session by announcing the Scottish Conference would return to Crieff next year under her chairmanship on September 10 and 11, 2012. The CPT Scottish Conference remains a key date in the bus industry calendar and continues to match a challenging and relevant agenda with a high calibre of speakers. On a more positive note the electronic ticketing machines installed through the concessionary scheme were lauded as a robust platform for future commercial smart ticketing initiatives. In his first appearance before Scottish bus industry leaders, the minister made it perfectly clear the Scottish Government will not shy away from making tough financial decisions and has an appetite to revisit existing legislation if required. Concluding, the minister referenced CPT chairman Ralph Roberts’ earlier call for business certainty, stating he understands the need for such certainty. However, the tone of the minister’s address suggested the only certainty bus operators could cling to would be budget lines emerging from the Spending Review would make for difficult reading. This has since proven to be the case with the BSOG budget for 2012-13 being further reduced from £60.8m to £53.8m and the spending plans for the National Concessionary Travel Scheme levelling out at £190.2m annually from 2012 through to 2015.
InSIGhT SOuTh Of The BORDeR Following the Minister, Mark Yexley, operations and commercial director Arriva UK Bus, and Jeff Counsell, managing director, trent barton, provided insightful takes on bus operations south of the border and lessons we can all learn. Mark listed some of the key areas bus operators should target if they wish to grow networks and deliver dependable services while Jeff concentrated on the trent barton ethos. In a lesson which may is prescient following the spending review, both Mark and Jeff demonstrated it is possible to provide and grow a quality bus service without a large outlay in new vehicles as long as the fleet is clean, well presented and clearly branded. Aside from vehicles, other important factors include early consultation with passengers when redesigning the network, imaginative marketing, attractive pricing and strong relationships with local authorities. Not to be forgotten is the vital matter of achieving buy-in from staff and having them take pride in their work.

eing a politician is intrinsic to Paul Maynard – Conservative MP for Blackpool North and Cleveleys, who sits on the Transport Select Committee and who spoke passionately and asked questions earnestly in the oral evidence sessions of the recent inquiry into bus services after the Spending Review. “We’re probably the group of people who are most despised,” says Paul about his job but who stands by it. “I am a professional politician. Is that a bad thing in this day and age? No: you need a mixture of people – those with no knowledge at all and those who know what levers to pull and how to analyse policy and understand why people say ‘why won’t the government give me more money’.” However, Paul, who comes to meet me himself rather than sending a baby-faced assistant as is more usual, emphasises: “I try not to forget what being a human being is.” Paul was elected as an MP last year, having worked as a policy adviser for Liam Fox – defence secretary for the Conservatives – for the last ten years in the areas of health and defence – areas which Paul says “I’d done to death”. Before this role, Paul worked for an organisation called Transport in the North in Blackpool. “I spent a year looking at transport policy in depth and gained an interest,” he explains. “Some MPs try to stand for three or four issues – I wanted to stand for one issue and make a strong case”. Hence the gravitation towards

transport and Paul’s remit was to look at what business wanted from transport. “It’s an important way to look at transport but it’s not the only way,” he comments. What is Paul’s interest in buses? “I use them, my constituents use them – they are one of the most popular forms of public transport. We have to get buses right – more than any other form of public transport.” “I’m a natural free-marketeer,” says Paul. “Buses are interesting in recognising those competing tensions. A pure free-marketeer, he appreciates a busway corridor, such as in Manchester, where there is one bus a second. Competition is a good thing but buses are a form of social service. Different buses do different things and competition is right in some areas and can be destructive against passengers in others. This is an area where you have to strike quite a fine balance.”

Paul says Blackpool is fortunate to have its buses run largely by Blackpool Transport – one of the dwindling number of municipals left in the UK – where “the council has the golden share” and where there are some Stagecoach services. “The free marketeer in me is frustrated I can’t use a day ticket on all services. It’s a good network but it’s shrinking, like many places.” Paul advocates an holistic approach to bus services. “I’ve long been an advocate of whole network reviews rather than just seeking to withdraw the number 3 or the number 7. The highest number of people affected by changes will be those living with someone with a long-term medical condition. I am concerned every time a bus service changes, I get a flood of complaints. Everyone considers route by route changes but no one looks at the network in its entirety – where it should start and finish.” Paul says there are a lot of residential services in his constituency. “Sometimes I wonder if it puts people off because services are not direct. From Teddington in London I always use the bus to get to Twickenham because it’s direct and predictable and doesn’t muck about. It’s about how you manage bus networks and how you manage different needs. Me wanting to go straight to the town centre and not down a few back roads means an elderly lady in one of those back roads wouldn’t have a bus service.” Paul continues: “It’s an interesting microcosm of how we make decisions in this country. I’m not saying there is a right or wrong answer or that local transport

operators are getting it wrong – they do a pretty good job, given what they have to work with.” What does Paul suggest would improve the current system of local bus delivery? “One action I would take is to bring community transport in from the cold. It is limited but what I struggle to process intellectually is why my disabled residents, who are mainly pensioners, can’t use their concessionary fares cards and have to pay to use existing dial-a-ride services. Why is that not covered by the concessionary card? “I know I’m a Conservative and support the deficit reduction but this is a matter of equity and fairness – the argument has a moral force.” Referring to the £10m funding for rural community transport schemes, announced in spring, Paul adds: “If you link the fact government has put £10m into rural transport, this is already shaking things up. I’d like to see what controversy comes with Southern Vectis – who are recruiting volunteer drivers. It would not be right everywhere – and wouldn’t be right in Blackpool but it is an interesting area and we will see how the dynamics shift. “Community transport operators might have a good role to play in rural areas – you already have companies like the Little Red Bus – and might help produce an holistic view on how you provide transport.” Paul adds: “There wasn’t a clear message in the committee’s inquiry on how you can bring all of these services together – I do think it’s worth investigating much more. It goes back to the idea of localism. Norman Baker is right – the more local government takes responsibility on providing local bus services, the better. Government can provide good practice but it can’t tell them how to run bus services in their area.” Paul says one of the key areas of policy development highlighted by Greg Clark, minister for cities, is how to give cities more autonomy over transport policy. “Philip Hammond talked about regional transport authorities and we’ve had changes to Integrated Transport Authorities (ITAs) and Greg Clark is saying we need the elected mayors to have more responsibility. It goes back to what I started talking about before I was elected: how you ensure localised decision-

How do you best serve communities outside the boundary of the ITA but who are in its travel to work area? I don’t think there’s any, one simple answer really,” concludes Paul. Commenting on the arrangements around concessionary fares reimbursement, Paul says the addition of a card reader might be complicated and easier for the bigger operators, but it is important to have robust data as to who is and isn’t using the concessionary fares. “We don’t know how much we are subsidising holiday makers in Blackpool,” says Paul. Will BSOG management fall to local authorities in the end? Paul is non-committal. “I can see it going that way, but I’ve learnt never to predict what the government will do!” Unlike the majority of stakeholders in the bus industry, on the subject of Quality Contracts, Paul says he doesn’t have strong views either way. “It’s up to transport authorities to come to a view about whether it will work in their area. It’s one tool in the box.” As to the industry itself, and its strengths and weaknesses, Paul says it is “already doing a lot as it is”. Emphasising the importance of quality of communication, Paul comments: “My own bus company recognises this for the customers – it’s more than just a business. Paul Maynard: a brief history
Paul Maynard is the Conservative Member of Parliament for Blackpool North and Cleveleys. Born in Cheshire in 1975, Paul started his education at a special school in Winsford and went on to study History at Oxford University. For a number of years before entering parliament Paul worked for Dr Liam Fox. Since becoming the MP for Blackpool North and Cleveleys, after achieving a 6.5% swing from Labour, Paul has dedicated himself to a number of issues. In his capacity as a member of the Transport Select Committee Paul regularly holds the government to account on all aspects of its road, rail and aviation policies. A commitment to improving the quality of transport provision in Northern England is a continued aspect of Paul’s parliamentary work. Additionally Paul has become a strong advocate on speech and language therapy and epilepsy issues, leading debates on both. Paul has also participated in the establishment of All Party Parliamentary groups on Muscular Dystrophy and Social Tourism. Of his role as a Parliamentarian, Paul says: “I feel public service is such a devalued concept these days that you have a responsibility to put yourself forward, and show that being an MP is about making a difference - a cliché now, maybe - and not just walking by on the other side of the road.” When it comes to the constituency he represents, Paul says he is thrilled to have the chance to represent both Cleveleys and the parts of Blackpool to the north of the North Pier. “They are both towns with long and proud histories, but we should all be optimistic about their future too - I know I am”. business and policy making. If a bus you use to go to see your daughter on, for the last 10 years, moves just a road away and you’re infirm, it’s more than just a business decision – maybe policy makers need to see that.” On congestion and bus priority, he says “I think again, it’s horses for courses. I would encourage
local authorities to get involved in the Campaign for Better Transport who are very incisive.” He also says a guided busway might work in one town but not another. “It comes down to such micro levels. If bus lanes end before traffic lights, there’s a different impact if they go right up to the traffic lights.” So, does Paul think the
recommendations of the TSC report will be taken up by government? “We’ll have to wait and see,” says Paul. “Baker clearly has an enthusiasm for buses and I have great respect for him. I’m optimistic. What we’re recommending as a committee is proportionate and practical – I do hope government will go away and do something.” Is transport secretary Philip Hammond as passionate on the bus cause and case? “I don’t think I’ve ever had a conversation on buses with Phil,” admits Paul, perhaps notably. “I’m a great admirer of him – he’s rigorous and he’s always thorough when he approaches policy issues, so I have the utmost confidence in him as a policy maker.” The most encouraging thing Paul found as a result of the committee’s investigation is the level of local variation. “It’s not a uniquely bleak picture – some councils are getting the balance right and it’s not a picture of despair everywhere.” The most shocking thing for him was finding some councils had been ‘barely consulting at all.’ “Some passengers have very little say on the shape of bus services. However,” Paul concedes. “That’s localism. If councils don’t want to do it, they won’t do it.” Concluding, Paul says: “There’s an awful lot of change in bus policy in years to come in terms of governance – it’s potentially quite exciting. More local autonomy will mean more responsive bus services in my view.” Turning away from buses, Paul emphasises the need for greater policy spotlight on the coach side. “One key part we need to start thinking about is coach policy as a distinct area – which we haven’t done hitherto. There are some key issues of decarbonisation, access to airports and intercity travel – where coaches are very different to buses. Coaches need to been seen as a much more discreet area of consideration.” Is this area on the committee’s agenda in the near future? “It’s for the chairman to decide. I would be supportive of it – but I’m just one voice on the committee amongst many.” Commenting on the withdrawal of the concessionary coach scheme next month, Paul says: “It is a tricky area for the government, I accept that and it will have an impact on routes. I’m sure National Express and the other companies will find a way to mitigate it.”

Many exhibitors and visitors prefer the smaller Coach & Bus Live show to Euro Bus Expo which runs alternately with it, as it has a more intimate feel, and although it attracts a smaller crowd, a higher proportion of visitors tend to be key decision makers. Stand G21 Evolution is a thread running through the product line-up from Alexander Dennis Limited (ADL) who will display two buses with two further buses in the outdoor display area. Stand exhibits are an Enviro200 midibus and Enviro400 double decker. Both vehicles incorporate a series of evolutionary changes introduced coincident with new European Community Whole Vehicle Type Approval legislation (ECWVTA). The Enviro200 benefits from a whole range of subtle but important improvements. This evolution of interior and exterior features enhances the passenger experience and further drives down operating costs. Visual enhancements include a new one piece front screen plus flush fitting and reshaped exterior access panels and doors. The panels improve access for routine checks and maintenance as well as making for a smoother, more contoured rear aspect to the Enviro200’s appearance. The emergency exit is now situated in the lowfloor area. All external details have been assessed and new smoother, more attractive designs introduced. As an Enviro200 it is unmistakable, but with a new visual impact making it stand out. Interior features include new contoured ‘wave effect’ cove mouldings and roofline with concealed pole fixings and new
integrated “bus stopping” sign. Large window apertures make for a light and airy feel, and there are now dual rows of roof-mounted LED lights providing high quality white light, brightening up what was already a welcoming interior. Access is via a low and wide entry step in a newly enlarged platform and entrance area which also provides easier access to the door mechanism, front destination panel and roof-mounted equipment through new access panels. There’s also a larger driver’s locker seamlessly integrated into the driver’s area and a redesigned cab door arrangement with a larger ticket machine area, providing ample space to accommodate all makes. The vehicle on show is typical of the specification popular with small and midsized fleets. It has been enhanced with a higher level of trim and finish demonstrating the flexible specification available from ADL. It measures 10.8m and has capacity for 39 seats (or 35 with one wheelchair). The driveline includes a Cummins cylinder ISBe4 160bhp engine to EEV emission level with an Allison four-speed S2100 with Telma retarder. The seats are Lazzerini Practico trimmed with two-tone charcoal and pearl E leather with double padding, piping and white light down lighters. The hand poles are blue finished contrasting with the grey matt finished GRP panels and feature wireless single ring bell pushes. Continuous lighting throughout the saloon is supplemented by LED lights in the platform and drivers area. The bus is specified with a fivecamera LOOK CCTV system plus a

driver controlled radio CD with six speakers in the saloon. Besides the new full width front screen, external features include tinted bonded glass, LED marker lights, LED headlights and Mobitec electronic LED destination equipment. The bus is finished in an attractive metallic silver with contrasting vinyls. The Enviro400 has had similar treatment and is also compliant with ECWVTA legislation. It is a 10.2m version with a single door and is powered by a Cummins ISB6.7EV 250bhp engine to EEV emission level. This is matched to a ZF 6HP1203B six-speed gearbox with an integral retarder and interlocks. Seats are Esteban Civic V3 trimmed with charcoal coloured E leather highlighted by red piping. An interior air-freshener system is also fitted. There is LED lighting throughout the interior including extensive white mood lighting and feature lights in the staircase area which include side edge lit glazing. All exterior lights are LEDs including the headlights, markers and rear lights. LED daytime running lights are also incorporated. Bonded tinted glass is fitted throughout the bus and full colour Mobitec electronic LED destination equipment is installed. The body is finished in an attractive metallic silver paint and enhanced by Alcoa alloy wheels.
Demonstrations There will be two Enviro400H hybrid double deckers operating as demonstrators from the outside display area. Both are customer vehicles and combine the benefits of standard diesel engines with Alexander Dennis/BAE Systems hybrid technology - reducing fuel consumption and greenhouse gas emissions by over 30%. They are designed to integrate seamlessly into any fleet, needing no special maintenance above conventional diesel buses. They incorporate familiar engine, powertrain and axle units. Importantly, the Enviro400H’s lithium ion batteries do not need mains recharging during their extended life cycle, providing the ideal solution for operators seeking the ultimate greener and cleaner double deck.

Stand G21 Plaxton is showing two vehicles which illustrate the versatility of its flagship Elite – a high-specification 15m triaxle Citylink Gold coach, to be operated on premium services for the Scottish Citylink network, and a 12.6m touring coach for Prospect Coaches of Lye in the West Midlands. “We pride ourselves on having the flexibility to meet most operators’ requirements,” says Plaxton sales and marketing director Kevin Wood. “Flexibility, coupled with consistently high product quality, has helped us to maintain market leadership in what are challenging times for the coach industry. “The two coaches on display at Coach & Bus Live show how the Elite can be specified to meet quite different operators’ needs. Also on the stand will be Bansted Coaches’ Spica-bodied MAN A91. The specification includes 53 Vogel Ligerus reclining seats, a dashboard fridge, Hispacold air-conditioning, DVD player, and built-in vacuum cleaner. Like the Cygnus, mentioned earlier, the Spica also has a luggage capacity of 8.8 cubic metres.
Bluebird vehicles Exhibits on the Arriva Bus & Coach stand will include several Van Hool coaches (above); Tata Hispanos will debut with BASE (below) front-mounted PLS wheelchair lift and a pivoting crew seat. Hanover LED destination displays are fitted. The rear-mounted walk-in washroom has its own airconditioning. A drinks station with water boiler and fridge is located ahead of the washroom and there is in addition a rear servery incorporating ice-box and fridge, microwave, worktop and storage facilities. CCTV by Synectics is fitted, and the system includes a reversing camera. “Our experience running 15m-long Volvo/Plaxtons on demanding daily schedules over the last four years has been firstclass,” says Parks director Michael Andrews. “They provide high standards of comfort for customers on our varied express service diagrams, including the prestigious Citylink Gold operation.” Kevin Wood concluded: “The two Elites show just how far we can go in creating coaches to match the different needs of individual customers.”

Stand A5 Vehicle exhibits on the Arriva Bus & Coach stand include a VDL Axial 50 measuring 12.9m in 40-seat executive specification. It is based on a VDL SB4000 chassis with a Paccar PR 360bhp engine and ZF six-speed Ecomat automatic gearbox. Representing the Temsa range will be a new Safari HD featuring a full stainless steel framework for Atkinsons. It is a 12.2m model with 53 reclining seats, three point belts, centre sunken toilet, boiler, fridge and air conditioning. It is powered by a Paccar PR 360bhp engine with
a ZF six-speed EcoLife automatic gearbox. Van Hool exhibits include a TD925 Astromega Double Decker for Westbus, in 13.2m length with 77-seat executive specification plus wheelchair access and a T917 Altano for Weardale Motor Services. This example is 13.2m long with 61-seat executive specification. Both Van Hools are powered by Paccar MX 460bhp engines with ZF 12-speed As-Tronic gearboxes.

Stand M5 Debuting at the show will be the new range of TATA Hispano coaches which, as reported in CBW973, BASE is now importing from Spain. On show will be a two-door, right-hand-drive Intea-bodied MAN A91 with a ZF automatic gearbox, 70 Prime Buckingham seats and 5.9 cubic metres of luggage capacity. Also on display will be a 61-seater 14 metre-long Xerus executive displayed as a lefthand drive coach mounted on a Mercedes-Benz OC500 chassis although in the UK this particular model will initially be offered on an MAN chassis. Features include Eberspacher climate control, centre sunken toilet and 12 cubic metres of luggage capacity. On the Beulas front, a 12.2 metrelong Cygnus-bodied VDL SB4000
Stand D1 Bluebird vehicles will be launching its new Orion Plus lowfloor minibus. The extended Orion Plus can seat up to 22 passengers and offers a full length low floor without raised sections or steps. It features a coachbuilt monocoque structure incorporating use of modern composite materials to deliver a strong, lightweight vehicle which maximises payload while minimising fuel consumption and emissions from the 3.0 litre Euro 5 engine. Kneeling air suspension, and a wide front entrance provides kerb-level boarding. A shallowangled fold-out ramp can bridge gaps to the kerb or provide shallow access angles from ground level for wheelchairs and passengers with mobility difficulties. Orion Plus can be specified for stage carriage and Demand Responsive Transport operations where its additional capacity is likely to prove an advantage.

Stand D9 Euromotive will be exhibiting a Volkswagen Crafter extra long, extra high accessible minibus constructed for compliance with the new European Regulation (ECWVTA – European Community Whole Vehicle Type Approval) which becomes mandatory from 29 October 2011. The company has also achieved the same Type Approval for its Mercedes-Benz Sprinter-based conversions. Stand B1 EvoBus (UK) will continue the current celebrations of 125 years of Mercedes-Benz and 60 years of Setra at the show. Special branding will be applied to a Mercedes-Benz Tourismo coach and Sprinter Travel 45 minibus to reflect the milestone. The Tourismo will be a 49-seater with centre sunken toilet, while the Sprinter will be a 19-seater Travel 45 model with pull-out folding tables. On the Setra front, a triaxle S416 GT-HD will be on show, equipped with 48 seats. On display outside in the demonstration park for viewing or ride and drive experience will be a lowfloor 39-seat Mercedes-Benz Citaro and a 13-seater Sprinter City 45 minibus.

Stand M3 MAN’s display will include three vehicles – including its highly topical gas bus. The exhibits include: MAN Ecocity gas bus. Neoplan Tourliner N2216 SHD/C. Another Show debut with the first UK appearance of the 13.2m, triaxle Tourliner N2216 SHD-C, otherwise known as the P20. This addition to the Tourliner range will take 53 or 55 seats, including toilet in both specifications. The 53-seat variant meets the European four star seat spacing requirements throughout, and is expected to be an immediate hit among UK operators. Neoplan Starliner. The first showing at a UK event for a Starliner in full football club specification. This coach, destined for Premier League club, West Bromwich Albion, will be operated on behalf of the Club by Gavin Murray/Ellisons, who, by the end of November, will operate six Neoplan Starliner coaches for Premier League teams.
Among the vehicles on the Evobus stand will be a Setra S416 GT-HD applications. They include a Volvo B13R Van Hool Acron equipped with 53 seats, a Van Hool T925 Astromega double deck coach, a VDL Bova Futura FHD 127.365PR with 53 seats, a FAST Starter coach and a Mercedes-Benz Sitcar Beluga III 29-seat minicoach. Also within this year’s stand is a designated ‘pre-owned stock’ area, incorporating an LCD screen displaying a selection of ‘The Moseley companies’ quality prepared pre-owned stock. It is Moseley’s intention to be able to discuss operators’ used vehicle requirements while they view potential fleet additions with the sales team. Stand G1 Optare will be demonstrating its versatility in giving customers a wide choice of vehicle specifications, engines and
propulsion systems. The company confirms it will seek to impress the UK bus industry with three examples from its progressive and award-winning range of integral citybuses. This year Optare is being highly secretive with the details of its exhibits and will only say examples of its stylish Versa and Solo SR models will be on the stand, but taking centre stage will be a substantially restyled version of another existing model. Details of this model will not be released ahead of the show but there will be an unveiling on the stand at 1030hrs on October 5.

The Mercedes 818 based GTR also features recently introduced improved mirrors and load access, along with the R interior upgrade package, featuring DVD, reverse camera, and aluminium finishing to interior trim. Showing alongside will be the first Vega GT, a vehicle of the same high standard, but based on the Mercedes Sprinter chassis with up to 18 seats. The model on the stand will feature 16 fully reclining Top Rally seats configured around two tables. The coachbuilt Vega GT boasts a large boot and also benefits from additional side lockers. Combined with a light and airy interior this provides practical solutions to customer needs, in a wonderfully aesthetically pleasing minicoach. A third exhibit is planned although UNVI is only 99% sure it will be finished in time for the show. It will be (according to UNVI) ‘the amazingly practical and cost effective’ Sprinter based SHUTTLE with 22 Arcol seats plus the driver, power door, and air conditioning. This carries a more modest specification making it an ideal choice for contract operations, with the option for a selection of private hire work in a competitively priced package.

Go North East asks locals for lending hand in livery update Go North East is offering the chance for customers to win a prize by updating the look of their popular bus routes on South Tyneside. The 27 ‘Crusader’ service connects South Shields, Jarrow and Hebburn to Newcastle and is named in honour of the Jarrow Crusaders of 1936 who marched to London in protest of poverty. Go North East is keen to keep the name ‘Crusader’ but is asking for ideas from local people, particularly schools and young people/groups, for a refresh of its colouring and branding. The best ideas will be taken

forward and prizes will be awarded to the winners. People living across South Tyneside and Sunderland are also being invited to take part in naming and branding the Cross Tyne link service 9 which joins Sunderland and North Shields, passing through the Boldons en route. The service which is high speed and high quality is a commuter, tourism and shopper service as it joins the City with Jarrow and Royal Quays at North Shields. Martin Harris, commercial director of Go North East, said: “We’re keen to hear from local
people with ideas about these popular Sunderland and South Tyneside services. The Crusader is a popular and well established brand but we will soon be putting newer buses on and want to refresh the whole service. First’s financial director to leave FirstGroup’s finance director, Jeff Carr, has informed the board of his intention to leave to take up the role of chief financial officer of Royal Ahold NV, an international retailing group based in the Netherlands. Jeff is set to leave on November 11, 2011 and a search for his replacement will commence immediately. Nick Chevis, who has been with the Group since 1997 and held a number of senior finance roles, will become acting finance director to ensure the continuation of strong financial leadership and control.
