A great power and a weaker, rival neighbor can eventually have normal relations. Prior to 1959, Cuba and the United States didn’t have normal relations and amid the Cold War, Cuba’s alliance with the Soviet Union made U.S.-Cuba normality even more elusive. What the United States and Cuba now face is relating to each other as normally as possible, a task made all the more difficult by the shadow of the Cold War. After 1989, regime change returned to the heart of U.S.-Cuba policy, a major obstacle for Washington-Havana dialogue.

In turn, Cuban leaders have generally shirked their responsibility in doing their part to ease the fifty-year enmity with the United States.

This book systematically covers the background of U.S.-Cuban relations after the Cold War and tensions into the twenty-first century. The authors explore the future of this strained relationship under Obama’s presidency and in a post-Castro Cuba.

The Politics of Central American Integration Rafael A. The Unfinished Transition to Democracy in Latin America Juan Carlos Calleros-Alarcón, Mexican National Immigration Office This book examines the political evolution of the judiciary – a usually overlooked political actor – and its capacity to contribute to the process of democratic consolidation in Latin America during the 1990s. Calleros analyzes twelve countries in order to assess the independence, impartiality, political strength and efficiency of the judicial branch. The picture that emerges – with the one exception of Costa Rica – is the persistence of weak judicial systems, unable in practice to check other branches of government, including the executive and the military, while not quite effective in fully protecting human rights or in implementing due process of law guarantees. Aggravating issues, such as corruption, heavy case backlogs, overcrowding of prisons, circumvention of laws and personal vulnerability of judges, make the judiciary the least evolved of the three branches of government in the Latin American transitions to democracy.

Origins of the Black Atlantic

Between 1492 and 1820, about two-thirds of the people who crossed the Atlantic to the Americas were Africans. With the exception of the Spanish, all the European empires settled more Africans in the New World than they did Europeans. The vast majority of these enslaved men and women worked on plantations, and their labor was the foundation for the expansion of the Atlantic economy during the seventeenth and eighteenth centuries.

Until relatively recently, comparatively little attention was paid to the perspectives, daily experiences, hopes, and especially the political ideas of the enslaved who played such a central role in the making of the Atlantic world. Over the past decades, however, huge strides have been made in the study of the history of slavery and emancipation in the Atlantic world. This collection brings together some of the key contributions to this growing body of scholarship, that can be used to understand and reconstruct the lives of these enslaved people.

Representing the Nation Sport and Spectacle in Post-Revolutionary Mexico Claire Brewster and Keith Brewster, both at Newcastle University, UK Series: Sport in the Global Society - Historical perspectives Mexico City’s staging of the 1968 Olympic Games should have been a pinnacle in Mexico’s post-revolutionary development: a moment when a nation at ease with itself played proud host to a global celebration of youthful vigour. Representing the Nation argues, however, that from the moment that the city won the bid, the Mexican elite displayed an innate lack of trust in their countrymen. Beautification of the capital city went beyond that expected of a host. It included the removal of undesirables from sight and the sponsorship of public information campaigns designed to teach citizens basic standards of civility and decency.

The book’s contention is that these and other measures exposed a chasm between what decades of post-revolutionary socio-cultural reforms had sought to produce, and what members of the elite believed their nation to be. While members of the Organising Committee deeply resented international scepticism of Mexico’s ability to stage the Games, they shared a fear that with the eyes of the world upon them, their compatriots would reveal Mexico’s aspirations to first world status to be a fraud. Using a detailed analysis of Mexico City’s preparations for the Olympic Games, we show how these tensions manifested themselves in the actions of the Organising Committee and government authorities.
