Parks and Recreation assists eligible residents with a 50% fee discount on eligible registered programs and Active Passes. Please drop into any Parks and Recreation facility to pick up a Financial Assistance Application brochure that outlines our financial assistance program, eligibility and process. Refund Policy

How to Register

In Person We accept program registrations at any New Westminster recreation facility during opening hours.

Registration is on-going. Registered programs require preregistration and walk-ups may be disappointed.

Sales Tax Where applicable, sales tax is included in the listed prices.

Refunds related to registered programs, private lessons and rental bookings are subject to withdrawal or cancellation fees. Gift certificates and gift cards are nonrefundable; however, they are transferable. Time-based memberships may only be extended for eligible medical reasons and may require a doctor’s note. Customers will have three years to use up their Active 10 membership passes. Accounts with credits below $50.00 may be derecognized after three years of non-use by the customer. WSI Skill Screening Course (Step 1) (15+ years)

This required 4 hour course will evaluate candidates on swim strokes and Bronze Cross first aid and lifesaving skills. The strokes evaluated include front crawl, back crawl, breast stroke, elementary back stroke and side stroke. All WSI course materials are included in the cost of this course. This program is not eligible for subsidy.

Prerequisites: Must hold a Bronze Cross certification and swim at a CGP level 11 ability or Red Cross level 10. Completion of WSI Stroke Proficiency Course (recommended).

Water Safety Instructor Course (Step 2) (15+ years)

This course is designed to provide students with the knowledge and skills to teach the Red Cross Water Safety program. Students must complete an online component prior to the first day of class (14 - 20 hours of assignments).

Students will then apply the knowledge learned from their online assignments to an 8 hour co-teaching component before moving on to 21 hours of pool and classroom sessions. This course is worth four grade 11 high school credits. This program is not eligible for subsidy.

Prerequisites: Must pass the WSI Skill Screening Course.

Cartooney features eight artists who explore the consistent laws and systems of a cartoon world; laws that relate to, or supersede, the laws of our human world. The rules we find there are often based on how cartoon characters view their world, rather than how we think things should actually work.

Each of the works in the exhibition ask us to consider such things as physical laws, systems of language and gesture, the physics of motion or rules governing systems of events.

The apparent precariousness or paradox of these cartoon worlds often mirrors the instability of modern life. In all the works the meaning of things can be perceived as contrary to expectation; paradoxically the contrary nature of failed expectations often throws open the doors of perception.

Heartwarming: Historic Fashion Show (10+ years)

In association with our feature exhibition The Heat Is On: Keeping Warm Then, Keeping Cool now, Guest Curator Ivan Sayers presents a historic fashion show just in time for Valentine’s weekend. This lighthearted show will illustrate how women over the last century have dressed to keep warm or stay cool, but still remain chic. We will show everything from flannelette bloomers, miniskirts, and ski suits to dresses for the holiday escape. Not eligible for subsidy.

GENERAL Protect Your Dog with a Dog License The first step to responsible dog ownership is ensuring that your dog’s license is up to date. A dog license tag helps us reunite you and your dog quickly, should they become lost. All dogs in New Westminster must be licensed every year as per the City’s Animal Care and Control Bylaw. In addition, dog licence fees help fund the New Westminster Animal Shelter, which protects stray and abandoned animals in our city.

Dog Licenses are valid January 1 to December 31 and license renewal reminder notices are sent out at the beginning of December.

Irving House

Enter the 1800s! Irving House is the oldest intact house in the Lower Mainland, built in 1865 by riverboat captain William Irving. Beautifully preserved original features such as 1880s wallpaper, late Victorian parlours and unique furnishings. Admission by donation.

Russell Hotel 74 0

C A R N A R V O N

Constructed in 1907, the Russell Hotel opened in January 1908. The original owner, Elijah John Fader, was in the timber business and owned over a million dollars in property, industries, tugs and barges around New Westminster by 1914. He was an alderman from 1908-1909 before he sold the Russell in 1910. A Sapperton street was named after him in 1909.

A local newspaper described this “travellers’ paradise” just before it opened: “The large lobby [has] cozy chairs and three circular seats around the pillars…finished in green leather to match the color of the woodwork. Two sides of the room and half of another entirely of glass, will let in an abundance of light during the day and at night seven hanging lights of four globes each will illuminate the room.”

Though the hotel originally vowed to only allow men to work in the kitchen and the dining room, a year later, it announced that Fader’s mother-in-law was cooking a 30-lb. plum pudding as the Christmas dinner pièce de résistance.

By 1909, Fader started renovation work, wanting “to introduce some of the attractive features of the Empress hotel at Victoria, while not servilely imitating them.” Other changes over the years included “pay when you enter” telephone boxes and a marble staircase connecting the billiard room and the rotunda.

The Russell was a sought-after venue: there were banquets for May Queens and lacrosse teams, club meets and sales demonstrations (for example, Duntley Pneumatic Vacuum Cleaners, incandescent lightbulbs, “Biumgas,” and other inventions). Newspaper society columns for years had lists of prominent guests.

By the 1980s, it became the College Place Hotel, with a bar in the basement. Its licensed establishments, Mugs and Jugs and Chicago Tonight, were reported to have sold their last drinks on December 29, 2007.

Since January 2010, the Lookout Housing and Health Society has operated the Russell as a shelter and long-term supportive housing. During the building’s restoration, the plaster and panelling was removed to show the original Douglas fir stairs and other heritage elements.

“Complimentary banquet to Hon. A. Wells Gray on his elevation to the cabinet.” When it was built in 1907, the Daily News said of the dining room: “Two walls are of transparent glass, and the other two which form partitions are finished in plaster and dark green spruce. Four chandeliers of four lights each will light the room.” There was also a music balcony for six musicians and a piano. November 24, 1933. IHP1554
