The juxtaposition of cobble stone streets and high-speed internet makes New West a sought-after location for the new wave of tech companies, independent stores as well as creative industries. New West is also home to a vibrant manufacturing industry in the Braid Street Industrial area. At the Chamber, we see how these all come together, creating an innovative environment that is in sync with the ever-changing economy. A $1.3 billion multi-phase, multi-year transformation of Royal Columbian Hospital is underway. As a major critical care hospital, Royal Columbian serves more than a third of British Columbians. No other centre in BC offers its scope of services, delivered at such a high level. That’s why redevelopment at Royal Columbian is such an important project. PHASE ONE: MENTAL HEALTH EXPANSION (2016-2020) Budgeted at $258.9 million, phase one begins the hospital’s transformation and includes: • A new 75-bed Mental Health and Substance Use Wellness Centre with new and expanded outpatient clinics, and Fraser Health’s first older adult psychiatric unit • A new energy centre • A 450 stall underground parkade • Moving the heliport to the Columbia Tower’s roof • An advanced IT fibre optic and utilities pathway.

t’s Tuesday afternoon, and Rudy Nielsen, Landcor Data Corporation founder and president, is still hard at work in his Western-themed office on Sixth Street. As one of British Columbia’s leading real estate evaluators and appraisers, the 76-year-old visionary isn’t slowing down anytime soon. His company, which mines a rich deposit of data for market insights by specializing in Automated Valuation Model (AVM) for real estate data analysis and valuation, keeps him busy.
evaluations, monthly assessments and detailed breakdowns in specific areas – in a user-friendly format. While credit unions were among the first to embrace Landcor, other financial institutions are now expressing interest.
“Since we launched in 2000, we have done $55 trillion in valuations,” says Nielsen, adding Landcor develops its own software in-house. “We grew from a couple of clients to the very busiest credit unions.”
“I think that city council welcomes new business and works to see them succeed,” adds Nielsen. “City council has certainly shown us a lot of support over the years. Then, for the city to have the vision to integrate its own fibre optics network only proves how business-minded they are.”

TECHNOLOGY HOBBY TURNS BUSINESS What began as a hobby for a couple of young developers morphed into Offworld Industries. Founded in 2014, the video game company is the brainchild of CEO Will Stahl and game producer Norbert Rothermel. The two young developers didn’t set out to become a leading video game company with more than 100,000 regular players worldwide. It happened by happenstance. “For fun, we made modifications to a game called Butterfield,” explains Stahl, who has a computer science degree. “We use to play the game ourselves, and we wanted to make it a more realistic one. After that, we decided we really enjoyed the process.” Their game, Squad, is a lifelike military game that pits 80 players from all over the world against each other in virtual battle. “Technology has allowed us to reach a wider audience,” says Rothermel. “The engines that exist now allow us to create our own technology, with more realistic graphics … even with a small team of us.” Recently, the studio moved from its Burnaby location to New West, into a much larger space to accommodate their growing company. “We are about to publish a new game based on World War 11, set to release soon,” adds Stahl.
FROM GAMES TO IT SOFTWARE CL Simplex is a company of web and technology specialists that help organizations, non-profits, public and private companies with any web and IT solutions. The IT company was created in 2015 by New Westminster native Levon Zadravec-Powell and business partner Charles Moolin. “We are a solutions organization, but we primarily use technology to achieve business objectives,” Zadravec-Powell explains, adding his focus is on building software, quality assurance and improving internal workflow. What makes CL Simplex different than other web designers is that they own their web servers, which means they don’t host web projects with third parties. “We are truly a one-stop shop for all web solutions,” says Zadravec-Powell. When a professional lacrosse player came to Cl Simplex for an event management project, the company created an integrated custom event and registration system. “We use a dispatch tool that enables our client to track ticket sales in real time,” says Zadravec-Powell. “It is like a GPS system.” The city’s open-access fibre optic network promises to be a real bonus for CL Simplex.
“We are very excited to have this kind of pipeline,” adds Zadravec-Powell. “It will really help us with our large-scale projects.” Another of the city’s longest running IT companies is Avocette. Launched in 1977, Avocette opened one of its headquarters on Sixth Street a decade ago. This information technology (IT) firm provides software and services to private and public sectors, including several provincial departments and Crown corporations, including transportation, labour, health services and Legal Services Society of B.C., ICBC, across Canada and the United States. “We specialize in tailored solutions for companies in product integration, consulting, managed services and IT staffing solutions,” says Scott Ross, CEO Avocette. “We support applications and enhance our clients’ existing software programs as companies grow or when they launch new business initiatives.” Avocette’s 50 employees include IT developers, business analysts, project managers and support staff. “What separates us from other IT firms is we offer software specialty and a full suite of services,” explains Ross. CITY BRIDGES THE DIGITAL DIVIDE
In 2012, New Westminster began looking into a city-owned, open-access fibre optic network to help attract high-tech businesses, and medical technology start-ups for its future health sciences hub around the expanding Royal Columbian Hospital. “We’ve been working toward the BridgeNet dark fibre optics as part of our economic development plan since 2012,” says city councillor Bill Harper. “BridgeNet is a key element in our Intelligent City initiative, and it has really taken off. We have already injected $11.9 million to build the network, with three-quarters of it already in place.”
BridgeNet is capable of transmitting at 10Gb per second, which is at the top end of current broadband service availability in the marketplace. The service is now available to the business district, office buildings and high-density residential developments, as well as the Justice Institute, Douglas College and Royal Columbian Hospital. BridgeNet has enticed young professionals and small start-ups, as well as larger tech companies, such as Evolution Gaming, who have chosen to locate to New Westminster for its fast-speed internet. “We have several web designers relocating here, as well as CG Masters School of 3D Animation & VFX, a school that teaches special effects,” adds Harper. “In addition, we are presently working with a movie production company.”

s British Columbia’s first capital and one of the province’s leading commercial hubs, New Westminster has a rich history of law and order dating back 156 years. In 1860, the first court house was erected, a small one-storey building with a canvas ceiling. Within a couple of decades, the Royal City had outgrown its small facility.

In 1891, the new Victorian Romanesque style courthouse was built by well-known local architect George W. Grant, who constructed many of the city’s downtown buildings, including St. Anne’s Presbyterian Church. It was officially opened by the first colonial judge and Chief Justice for British Columbia, Sir Matthew Baillie Begbie.
“I have lived in New Westminster since 1987, and my home is a half a block from the courts,” Darychyk says. “I walk to work and even better, my office overlooks the Fraser River.”
Then, in 1898, the Great Fire ravaged the downtown core, destroying businesses, warehouses, wharfs and steamboats along the waterfront, as well as the interior of the courthouse. Rebuilt a year later, the Old Courthouse (as it’s named today), was replaced in 1980 by a more modern edifice - New Westminster Law Courts.
Trial lawyers working out of the Courthouse Dale Darychuk has been practising law for 35 years. As a long-time resident of New West, he made the decision to relocate his practice to his hometown two years ago.
The veteran lawyer specializes in civil litigation, with a particular focus on estate litigation (including wills), personal injury claims (including ICBC claims) and committeeships. “The last 10 years I’ve been dealing mostly with estate disputes, such as family members left out of the will or siblings disputes over the transfer of wealth,” he adds.
After completion of the new structure, the Old Courthouse was in danger of demolition. Ultimately, it was preserved and is now a designated heritage building. Today, the city’s Courts oversee legal disputes relating to criminal, civil, family, traffic, and bylaw matters.
Since 1991, Andrew Liggett, lawyer and founder of Sea to Sky Law Corporation, has been working out of the historic 1899 Hart Block Building. Sea to Sky helps clients with all their basic personal and business needs, particularly dispute resolutions for family, strata problems, injury claims and estate problems.
However, civil litigation is one of the most popular area of practice among lawyers, paralegals, law clerks, and other legal support staff. Litigators represent individuals,

However, in the realm of Pro Bono work, his firm is well-known for its support in the community through its five Pro Bono clinics, which include one at Douglas College, the Howe Sound Women’s Centre, North Shore Crisis Society and Tri-City Transitions. “Supporting the people of our community is very important to us,” adds Liggett. As one of the longest running law firms in the city, Cassidy & Company has been serving New West since 1911. Dale Framingham is one of three partners at the firm. As an experienced trial lawyer focussed primarily on personal injury claims and commercial litigation, he represents a diverse group of people, both defendants and claimants, to help solve their problems. “In 2009, I came back to New West after working downtown Vancouver,” says Framingham. “New West is truly a friendly town. n innovative partnership between the New Westminster Chamber of Commerce and Fraser Works Co-op is heading into its second year. The program, appropriately named CONNECTIONS, is helping to connect employers and potential employees in the local community. The nature of the service offered by the program can be especially valuable in a job market like New West, which is largely made up of small and family-owned businesses. Some of them have never hired an employee before, says Tracey Fraser, the general manager of Fraser Works Co-op. To assist employers in connecting with job seekers with the applicable skills, CON-

NECTIONS functions as a kind of initial vetting says Nimmi Bangert, the program’s manager, “We do a pre-screening of potential employees that ensures they have the right skills for the job.” The CONNECTIONS program is proactive. Rather than waiting for a business to approach Fraser Works about its hiring needs, then mining traditional sources like classified ads to find that employee, Bangert reaches out to local businesses to learn about their business challenges and suggests services to help address their employment needs. This information is brought back to Fraser Works Co-op where staff can mine the 1,200 clients the co-op registers every year to determine who might have the right
combination of skills and experience to offer an employer. The program is helping to raise awareness of the services available at Fraser Works Co-op among the New West business community. In addition to pre-screening candidates, the co-op also advises employers about various government subsidies and assistance programs that might ease the financial strain of hiring and training new employees. CONNECTIONS is giving the co-op valuable insight into the local employment market so it can better serve its job seeking clients.

New West Hospice Society advocates changing people’s perspective about death and dying
regnant women often have a network of support to bring a new life into the world, yet the same can’t always be said for those who are at the end of life. In 2016, some local residents came together to change that. They recognize that end of life care is not simply a medical concern, but a community responsibility.
One of those is Kay Johnson, a retired RN with a wealth of experience working in hospice and palliative care. “Many tend to not want to talk about dying and yet we are all on the same path,” says Johnson. “We launched the New West Hospice Society, a grassroots initiative based on the Compassionate City model, with the belief that it is everyone’s responsibility to care for one another in times of illness, health crisis and personal loss.” After several public consultations, attendees told the newly minted society the following:
they wanted to see the society normalize death, dying and grief by openly talking to community members and kids in schools; that 70 per cent of residents pooled said they would prefer to die at home, and finally that the city and the society work together to build a hospice residence. “People feel very strongly about a hospice, so we are speaking with Fraser Health and other community partners to make that happen,” says Johnson, chair of the society. Besides increasing awareness, New West Hospice Society’s mandate is to provide services and facilitate processes. Since its inception in August 2016, the society has been working together with individuals and community agencies to build a network of friends, family, non-profits and volunteers to assist those dying - everything from helping with household chores, to picking up medication and groceries, to home and doctor visits.
“Our model is different from other hospice societies because we work with individuals within our client’s network,” explains Johnson. “It could be as simple as grandma needs her lawn mowed… we reach out to her loved ones on her behalf to have someone, say a grandson, come over to do the chore. The compassionate city model really advocates changing our entire perspective about death and dying, while bringing back what it means to be part of a community.” A city that supports people with life-limiting illnesses, those who are bereaved and grieving, is a city that is united and one that its residents can be proud to call home. New Westminster is well on its way to becoming a compassionate city, where neighbour helps neighbour and where discussing death, dying, loss and grief is no longer taboo but part of our everyday lives. n the Royal City, some might not know of Unifor, yet its impact is felt by many local residents.
Formed on Labour Day 2013, Unifor was the amalgamation of the Canadian Auto Workers union (CAW) and the Communications, Energy and Paperworkers Union of Canada (CEP), which created the largest private sector union in the country.

Unifor supports local businesses, assisting in collective bargaining, fighting for fair wages, safer working
conditions, health and dental care benefits, and more for its 280,000 members across all sectors of the province. However, you don’t have to be a member for Unifor to help. “We are often called to help employees, who aren’t part of a union, with all kinds of workplace issues,” says Murray Gore, Unifor national representative, adding there is no charge for their services. “For example, we help employees file employment standard complaints.” CONTINUED ON PAGE 31

The organization is also deeply committed to the cities it serves. “We spent two years talking to our members and asking them what they wanted to see,” says Gore. “They told us two things: be involved in the community, and, within the communities, network and create partnerships with allies.” Working together, union members and their community allies, such as the New Westminster Chamber of Commerce, make up a powerful lobby for the common good.

“Members and allies can help shape the political process in New West and around the province,” adds Gore.

Education is another huge component of Unifor. “We offer several different courses over the year, like health and safety, grievance handling and leadership in the community,” he notes.
Originally the home of the CAW, Unifor’s regional office on 12th Street often becomes the meeting place for several local community groups and non-profit organizations. “We offer our meeting spaces for free to local groups,” adds Gore. “Besides that, many of our members live in New West and, in their spare time, coach soccer and baseball teams and get involved in several charitable causes. We also fund a lunch program at one of the elementary schools.” Another cause dear to Unifor is Monarch Place, a safe haven for women and their children fleeing domestic violence in New Westminster. “Unifor has been supporting Monarch Place since we founded, “says Gore. However, the partnership goes further. According to Lorrie Wasyliw, executive director Monarch Place, it dates back two

decades before they joined with the CAW. “The partnership we have with Unifor has enabled us to do many things that we could not do on our own,” says Wasyliw. “Their support has helped to ensure that women and children have a safe haven to access when crisis comes in their lives, supporting them to experience an enhanced quality of life and make positive choices.” The ongoing support Unifor provides Monarch Place includes financial aid through several of their unions, as well as offering free access each year to assemble gift bags for their annual Christmas reunion party. In the end Unifor is about people. One of the core tenets of unionism is that all work has dignity. All work deserves respect. And all the people who perform it deserve respect. That is something Unifor stands for.
