A restaurant chain focusing on craft beer and food may be setting up shop at a prime corner in downtown New Westminster.

First Capital Realty is planning to develop a threestorey building at 801 Columbia St. in collaboration with the CRAFT restaurant chain.The restaurant would connect to and become part of the Shops at New West.

The plan includes large garage-door style windows that would be opened in nice weather and an allweather rooftop patio.

The 19,153-square-foot (1,779.5-square-metre) space would connect direct-

ly to the second plaza level of the Shops at New West but could accessed at all three levels by patrons.

Few school officials would pick the word “weirdos” to describe the 12 grads who gathered for POWER Alternate Secondary School’s grad last week, but that’s how grad Lorilynn Grey decided to thank staff, friends and family for coming out.

And she and her fel-

“It’s a school for anybody for whom the regular school system is not going to work, and the reasons vary from person to person,” viceprincipal Steve Inniss said of POWER, which operates out of a space in the Columbia Square Shopping Center. “It could be that somebody just can’t stand the crowds. It could be that it’s the entire set of formal

structures that’s not working for them.”

Based on what the grads had to say at their convocation, POWER has worked for them in a way regular schools didn’t.

“I always had the worst time in school,” said Kat Smith in her speech. “By the time I hit Grade 8 it became a chore and a pain to come.We found (POWER), and then it became a joy to come every day and work and meet these wonder-

ful people and make friends that I’ll have for life.”

Most of her fellow grads said they never thought they’d graduate until they came to the program.

Others, like Brian Cao, were downright defiant about their accomplishments since making the change from regular schools.

“It just feels great to have all the people trash talk you and then see it backfire,” he said in a speech much cheered by fellow grads,

friends and family. “They said I would never graduate. Look at this, baby! Let’s go! They said I would never get a scholarship.What’s this right here, baby! Let’s go!”

Through all of their rousing, tearful and humorous speeches, however, all of the grads made it clear staff at the school played a big part in their success – even using the L-word liberally.

“I treat them as family at this point,” said Cody Koronko.

For Inniss, who’s witnessed seven POWER convocations, the annual event underlines the importance of the program’s work.

“I think about how much graduation changes lives for people,” he said. “It’s the biggest single thing that a person can do in terms of their personal future, their economic future, everything else, and I think of how unlikely that graduation seemed for those people not that long ago.”

We asked graduates:What was the best part of the POWER alternate education program? Here’s what they said

Brian Cao: The best part of being in the POWER program is that you come here and know that you can be successful.

Cody Koronko: Discovering myself as a person and who I am.

Delaney Simms: The best part of being in the POWER program is the fact that they genuinely care about who you are as a person and how well you do.

Alice Li: I met great people here and the teachers were excellent. They were perfect. They cared about us like family.

Kyra Godin: The best part of being in the POWER program is all the supportive teachers that help me every day get through my work and put me on task.

Kat Smith: The people.

You got that personto-person relationship more than student-toteacher, so you felt like part of a family.

Asad Devjee: It was mainly the people and the teachers that helped me get through it. They saw the potential in me that I never saw, so it was more them than me.

Chad Lehr: All the people I’ve met and how friendly the staff were.

It’s been just over a month since funding was approved for a new high school in New Westminster, and the school district is already moving ahead with preparations for the facility.

For the next couple of weeks, workers will be at the high school site combing the property with ground penetrating radar (GPR), which will provide further insight into how far the burial land extends around the school.

“All you get with the GPR is you get a signal that there’s something there, but you don’t know what it is. … It measures density and depending on how the soil, what it’s made up of, depends on how deep it can go,” said Pat Duncan, superintendent of the New Westminster school district.

After crews have completed the GPR study, they’ll complete a report documenting their findings. In August, another team will descend on the site to take soil samples.The district expects these samples will confirm exactly where the remains are buried.

“There’s lots of land there, but we’re just confirming what areas there are that we can build upon,” Duncan said, adding staff have a pretty clear idea of where the new school will be built but this work will determine the exact “buildable area.”

Whatever happened to accountability?

George Gretes, former aide to the transportation minister, was fined last week for lying to the B.C.’s information and privacy commissioner about his role in the triple delete email scandal.

Responding to a freedom of information request by deleting the requested emails wasn’t a crime, but lying about it was – and Gretes will pay $2,500 for his sin.

The province has already accepted recommendations

from the commissioner on tightening up rules around transparency, like ending the practice of triple deleting emails.This a good first step, but the fact it was even necessary is a troubling sign.

So far, little has occurred to change the government culture of hiding from accountability. Even the whistleblower who sounded the alarm about the habit of triple deleting emails says Gretes was just the one who got caught.

Indications of the lengths

It is what happens when political considerations trump interests in governing. government officials will take to avoid a paper trail are many.

Some have adopted a work-around policy of not writing down any sensitive information, or of transmitting such information through private email ac-

counts and text messages.

Some senior bureaucrats have admitted to issuing instructions on Post-It notes.

Our provincial finance minister has claimed he does not even use email.

It’s difficult to imagine a government that makes

sound, defensible decisions functioning this way, but it is what happens when political considerations trump interests in governing.

And exactly who is being kept in the dark?

That would be us, the public.

Accountability in the wake of this scandal has largely been missing.

The only person being penalized for this whole mess is one young staffer, when the reality is that concerns about accountabil-

ity and transparency need to stop squarely at the desk of the person in charge – which is to say, the premier herself.

It’s up to British Columbians to decide whether they care enough to take the next course of action available to us all.

Which is, of course, that action we can take at the ballot box next May. COMMENT ON THIS STORY

Looking for a breakout issue

The circus is coming back to town next week, which means B.C.’s MLAs will have to wrench themselves from the barbecue circuit and spend at least a few days arguing excitedly with each other.Yes, the legislature is being recalled for at least a few days to debate legislation that will give the City ofVancouver the power to place a special tax on vacant homes and that will implement sweeping regulatory changes regarding the real estate industry.

But while dealing with that legislation will take up the bulk of the legislature sitting’s daily business, much of the public and media focus will be on the halfhour daily question period, which should serve as a warm-up venue for the various themes the parties will be stressing come next spring’s election campaign.

As such, expect the NDP Opposition to hammer away on two themes important to them: affordability and ethical government.

The party has just recently started to apply some details to two key policies.

One of them is a promise to raise the minimum wage to $15/hour, a level similar to where places like Alberta and Seattle are headed.

As well, the NDP is starting to flesh out its promise to get rid of Medical Service Plan premiums, and replace them with a new tax that will see those on higher incomes pay more than those on lower ones.

Both ideas have consid-

erable merit, but they don’t necessarily translate into a boost in popularity for the NDP. For one thing, there are not a lot of voters earning the minimum wage.While there are potentially more than three million voters, less than 100,000 of them earn the minimum wage anyways and most of those are young people who don’t vote in any significant numbers.

Getting rid of the MSP premium structure is a good idea, but there may be some political risk from what replaces it. Many people (particularly those in unions) don’t pay the MSP monthly premium because their employer does, so replacing it with a new tax – even though it will likely be lower than existing MSP rates – may not prove the most popular of moves.

As for the B.C. Liberals, look for them to respond to every question with an answer tied, however tenuously, to the B.C. economy, which leads the country in performance. And they will continue to taunt the NDP as being a party of internal contradictions and uncertain leadership.

The session will likely only last four days, unless the New Democrats want to return after the B.C. Day long weekend for further practice at fine-tuning their messaging. But I suspect returning to the barbecue circuit will win out instead.

Teens party during strike Three young teenagers out of school because of a provincewide general strike in June got dangerously drunk and were treated for alcohol poisoning at Royal Columbian Hospital.The three juveniles had been at a party in the 1100 block of Eighth Avenue that started at 8:30 a.m. after the adult in the home went to work. Sapperton Park is getting a facelift

Dear Editor: On Sunday, July 10 we hosted a Spare Parts Adventure Pop-Up Playground in Tipperary Park. We didn’t know how many families were going to be interested in letting their kids build their own playground, but when 10 o’clock came around we were pleasantly surprised! Kids (and some parents) came and built beds, tire swings, tents, boats, and a wide range of other structures out of spare parts generously donated by the community.

Over 115 children came and exercised their bodies and imaginations. The sound of hammers rang through Tipperary Park for hours!

We’d like to thank a few people and organizations for their generous support. We received a NeighbourWhen 10 o’clock hood Small came around we Grant from Vancouwere pleasantly the ver Foundation to help surprised set this up – thank you very much!

Thank you to Steel & Oak, Bunches & Blooms Floral, Matchstick Coffee and Timbertrain Coffee for donations of materials (and coffee!).

We’ve probably forgotten some people here, but thank you to Peter Foreman and Foreman Auto, Lindsay Hamilton and Michael Kaisaris, Dee Beattie, the Arbo family, Rick Vugteveen, Christa MacArthur, and Bunka Sandhu for the generous donations of spare parts. First Capital Realty Inc. continues to mix it up at the Shops at NewWest.

The company purchased the commercial and related parking in the Plaza 88 development Shops at New West from the Degelder Group in 2012.The development is built around and over the NewWestminster SkyTrain station.

Capital Realty’s vice-president of acquisitions and development inWestern Canada, said the company is attempting to make the commercial space a destination, rather than a place that commuters pass through.

“The challenge there is you have significant commuter traffic and not a lot of focused shoppers,” he said.

“This is land that was owned by the city that we purchased under an agreement for sale. I think the city is keen to see this developed as well,” he said. “It lacks something there, it wants something substantial.”

On July 4, council directed staff to bring the development agreement bylaw

forward for council’s consideration, once it is prepared.

“We are looking to move this one forward rather quickly,” said Jackie Teed, the city’s director of planning. “This applicant, First Capital, is working specifically with the proposed restaurant that would be in this location.They are designing it specifically to attract this business here.We are expecting to bring the application to design panel over the summer.Then we would be bringing it forward to council for consideration probably in August or early September.”

Coun. Patrick Johnstone said the corner of Eighth and Columbia streets is the entrance to the city for people arriving at the New Westminster SkyTrain station and downtown shops.

“I want it to be a nice entrance into the city,” he said.

“I want it to be an inviting place.”

City Playing Pokémon Go? Police want you to stay safe Cayley Dobie

As excitement over Pokémon Go spreads across the country, police in New Westminster are warning gamers to be careful while playing the popular game.

Pokémon Go is an app for smartphones that, once downloaded, encourages players to search for and

catch virtual Pokémon at real-life landmarks.The game, which was only recently made available to Canadian smartphone users, is based on the popular Pokémon television show and game from the mid-90s.

While the game has received much praise for getting people up and moving, NewWestminster police are concerned some users are so

focused on the game they’re putting themselves at risk.

“We are already hearing stories of people walking into traffic and off cliffs in the United States while playing the new Pokémon Go,” Staff Sgt. Chad Johnston said in an email to the Record. “Pokémon Go is clearly taking a grip on gamers and on one hand is getting people up and moving

around, which is great, however people seem to be so intent on ‘catching ’em all’ they are not paying attention to what is happening around them, which can obviously be dangerous.”

Johnston said he himself has witnessed several players, so absorbed in the game, walk into trees and trip over landscaping rocks.

“We want players to en-

joy the game, but please be aware of your surroundings,” he urged.

Police south of the Fraser are also cautioning Pokémon Go gamers after a New Westminster man was arrested for an alleged sexual assault last week.

The incident happened onWednesday, July 13 shortly before midnight. UsingWhisper, an online chat

app, a 19-year-old woman arranged to meet with a 31-year-old NewWest man at a park in North Delta to catch Pokémon together.

But when the woman showed up, the man allegedly made sexual advances towards her. She fled and reported the incident to police, who picked up the suspect a short while later, according to Delta Police.

Residents have until July 25 if they want to oppose the $28.3-million plan The City of NewWestminster plans to borrow up to $28.3 million to fund capital infrastructure improvements.

The projects to be funded through debt include city hall upgrades ($6 million), library upgrades ($4.8 million), land purchases ($8.5 million) and a fibre optic network ($9 million).The city expects to repay debt incurred to construct the fibre optic network from revenues generated from leasing “dark fibre” to internet service providers.

A staff report states the city will use some of the money to acquire land for the placement of a future electrical substation and district energy plant.

An “alternative approval process” is providing residents with an opportuni-

ty to voice opposition to the borrowing plan.To oppose adoption of the loan authorization bylaw, individuals must sign an alternative approval process elector response form by 7 p.m. on Monday, July 25.

Unless at least 10 per cent (4,587) of eligible electors in NewWestminster oppose the plan, council can adopt the bylaw.

According to a staff report, the city’s total debt capacity is $570 million, net of existing debt. As of Dec. 31, 2015, the city had issued $65 million in debt.

“The city has the ability to interim finance from the Municipal Finance Authority for up to five years under the authority of a loan authorization bylaw,” stated a staff report.

Where can you see them?

UPTOWN LIVE Why are they in the news?

Langley rockers Little India are bringing their eclectic mix of funk rock and 80s pop beats to New Westminster this month for Uptown Live.

The band has enjoyed widespread success since playing last year’s Squamish Valley Music Festival and supporting Irish rock band Kodaline on their Canadian tour. Now, Little India is gearing up to release an EP,

giving Uptown audiences a sneak peak at their new, progressive sound.

The NOW caught up with lead singer Conan Karpinski and guitarist Tim Morrison to chat about their upcoming slot at Uptown and what makes them unique. (Hint: it may have something to do with Hercules, or Game of Thrones, or both.)

– Tanya Commisso

Conan Karpinski: And festival food is always delicious. I think that’s one of the main reasons we got involved.

Have you guys ever performed at Uptown Live before, or any other local festival? What made you want to be involved and how did you get involved?

Tim Morrison: Yeah, we played Khatsahlano Street Party, CityFest, May Day Parade, Surrey Canada Day, and I’m not sure if Squamish or Rifflandia qualify as local shows, but we’ve had the pleasure of playing those, too.We like to get involved with the smaller local festivals because not many bands play close to home. A lot of the time, you have to travel into Vancouver or Seattle to see a show, whereas this time the show comes to you.We were asked to play Uptown Live and instantly said yes.

We love summer shows. It gives us an excuse to take a break from the studio and get out into the sun.

Can you give me a brief overview of your band and how you formed?

TM: Well, we’re basically four best friends with unique traits and skill sets: one has beautiful hair, one has Hercules arms, the other is from Africa and knows pretty much everything there is to know about Game Of Thrones, and then there’s me. I’m not sure how that applies to music, but basically we’re all completely different people who fit really well together.

CK: When we started out we never intended to be a touring band.We all had young blood and were just messing around. Dallyn (Hunt, drummer) could hardly keep a beat and I only took the role of lead singer because no one else wanted to sing. At first, no

one wanted to form a band.

I had to rally them like Jon Snow rallied the houses in the North. Andrew (Dixon, bassist) said no at first and didn’t want to be a musician, but he’s still with us, and now he’s in too deep. Sorry dude, you’re going nowhere.

What can audiences expect from a Little India performance?

CK: We used to stand really still on stage.We let the music do the talking and not put on much of a show. I think that’s because we were young and shy.

But last year, we decided to up our game and not care what people think, and now we go crazy.We like to groove on stage and have fun with the audience.

There’s been some crowd surfing, and we’ve even had a grandma flash us

once – I think that was our greatest moment. But to answer your question, you can expect loads of dancing from us and from the fans in the audience.We don’t hold anything back.

TM: It really depends on the crowd too. If you’re open to some grooves and dance moves, then the music will take you away.

We always encourage dancing, of any sort.

Will you be debuting new material at Uptown Live?

CK: Absolutely.We have tons of new material and we cannot wait to play it for those who haven’t heard it yet.We’re releasing an eightsong EP titled Neon Jungle soon, so we’ve begun to add a lot of those new tunes to our live sets.

Why do you think it’s so important to have free, local festivals like Uptown Live?

TM: It’s a good way to get newer bands out there and the community together. I remember when we first started it was nice to have a summer festival show because you got to showcase your music to those who wouldn’t have heard it otherwise, and if it’s a free festival? Well, anything free is good in my books!

It’s a good chance for young kids to get rowdy.When I was younger, I took any chance I got to get rowdy. A lot of bands like us play 19+ shows and younger crowds don’t always get a chance to see the shows. Also, there aren’t many good festivals around these days, a lot are actually dying out. It’s a very prevalent problem, so it’s nice to see festivals

like Uptown Live revive the scene.

How would you describe your music to someone hearing it for the first time at Uptown?

CK: I could give a straightforward answer.

Instead, I’m going to say our sound is like if The Cure went to Africa and had a love child with Tears for Fears.We’re that love child.

TM: We’ve looked at the lineup, and there are some fantastic bands on the bill. However, we will stand apart because our drummer, Dallyn, will have the best hair out of any of the artists there, including the female ones.

Arts & Entertainment Catch the Hip at food fest The Tragically Hip: A National Celebration will be broadcast on a massive screen at this year’s Columbia StrEAT Food Truck Festival.

The Downtown New Westminster Business Improvement Area is expecting more than 100,000 peo-

ple to attend the food truck festival on Saturday, Aug. 20 and is using the festival as a way for the community to leave a lasting legacy towards cancer research. Donations will be accepted in honour of Gord Downie throughout the day.

“We are pretty thrilled,”

said Angie Whitfield, the BIA’s programs and events manager.

The food truck festival runs from 4 to 10 p.m., and the concert will air on CBC from 5:30 to 8:30 p.m.

Brandon Isaak

Born and raised in Whitehorse, Yukon and currently sharing his time between home and British Columbia, Brandon “Yukon Slim” Isaak is one of Canada’s most authentic blues musicians on the scene today.

What separates Brandon Isaak from the rest of the pack, besides his professional musicianship and song-writing, is his ability to connect and involve the audience in his live shows. He is a master storyteller with a sharp sense of humour and his affinity for the rawness and spontaneity of the blues is second to none, as anyone who has had the privilege of being in his audiences will tell you.

After many nominations by The Maple Blues Awards, (Canada’s national blues awards), this guitar slinger from the Yukon finally won his first MBA last year for Acoustic Act of the Year. The nominations were just released again and Brandon has another nomination, Guitarist of the Year.

Over the years Brandon has had a chance to play with some of his favourite musicians and main influences, such as: Corey Harris, Guy Davis, Taj Mahal, Colin Linden, Serena Ryder, The Sojourners and Jim Byrnes as well as electric greats like Jeff Healy, Joe Louis Walker, Kenny “Blues Boss” Wayne, and Chicago Blues Diva Zora Young.

Brandon’s affinity for the rawness and spontaneity of the blues is second to none, as anyone who has had the privilege of being a part of his audience will tell you. Field Study

Field Study is the sonic identity inhabited by award-winning singer/ songwriter Caleb Stull. Haunting and catchy melodies over stomping, shimmying grooves, spiced with some electro sorcery. He’s joined by Kim Stewart’s singing and bass playing, Tyson Naylor’s keyboards, and Matt Brain’s drums pounding out the backbeat.

Stull formerly fronted the Vancouver band Parlour Steps for over a decade, garnering attention for his tight and evocative pop song-writing, with a strength in writing vocal harmonies made to melt the coldest heart.

A veteran of the music industry for over a decade, JP Maurice has experienced everything from being signed and dropped by a major US label to touring Central and Western Europe while filming and starring in the exceptionally ambitious “Breaking Up Broken Down” mockumentary film/multimedia collaboration with Green Couch Productions.

A lover of pop music, JP Maurice crafts songs with defined choruses, emotive lyrics and brimming with melody. The muscular pop/rock tracks of Maurice’s debut solo album “The Arborist”, reflect an artist who can take a bad day, a failed relationship or dark experience and forge it into an anthem.

Lydia Hol

Since the release of her debut EP, Boats, in 2012, Lydia Hol has toured the country from coast to coast, filling rooms with her songs and stories. She’s shared the stage with folk legends such as Sylvia Tyson, been in the Peak Performance Project, and become a favorite on the CBC. Lydia’s time spent living in Ireland flavors her performances with a storyteller’s honesty and charm. Her new full length record Heading North, released in January 2016, captures a delicate, elegant take on folk, with tinges of everything from country to classical and beyond.

Sarah Wheeler projects a unique and effortless voice. R & B Allstars

The R & B Allstars are a Vancouver institution. The band originally formed in late 70’s. With signature white tuxedos, the band first opened for British blues icon Long John Baldry. They would later open for a host of legendary artists including War, James Brown, Paul Butterfield and Chuck Berry.

With great local support, the R & B Allstars would endure for well over 20 years. More than 30 members have come and gone, including some of the best all-time musical talent in Vancouver.

Born in Belgrade, Serbia, Téa started playing the piano at 7 years old. The Boom Booms

The Boom Booms are a Vancouverbased six-piece rock-pop band. Since their 2007 launch, the band has built a loyal fan base that stretches across generations. Twin River

When Twin River set about writing its sophomore album, Passing Shade, the members were separated by nearly 4,000 km, as singerguitarist Courtney Ewan was living in Montreal while collaborator Andy Bishop remained home in Vancouver.

The Royal City Literary Arts Society is organizing a chapbook workshop this weekend with host Kevin Spenst. Attendees will learn everything from conquering writer’s block and various editing strategies to creating new poetry with prompts.

Participants are asked to bring a pen and paper. It’s happening on Saturday, July 23 from 2 to 4 p.m. at 737 Sixth St.The workshop fee is $15 for society members and $25 for non-members. Seating is limited, so pre-registration is required.

At 11 a.m., tiny tots to seniors can enjoy free lessons and performances, including hip-hop, jazz, ballet, belly dance, African dance, creative movement and Bollywood.The all-ages dance party runs from 6:30 to 8:30 p.m.

The kids’ area will have face painting by professional TV make-up artist Deni Langis. Other activities include chalk-drawn dance figures, bubble demos and a playhouse.

Community Residents say thanks for help with commuter traffic Queen’s Park residents are grateful for the city’s efforts to curtail commuter traffic in their neighbourhood while work is being done on the Pattullo Bridge.

City part of plan to help preserve B.C. Pen cemetery The City of New Westminster is sitting on a task force that’s pondering plans for the B.C. Penitentiary cemetery.

A staff report notes that the goal is to establish a plan for the restoration and preservation of the ceme-

Press sheds light on life in Lower Mainland in 1866 Archie and Dale Miller

The year 1866 was an interesting time in what is now the province of B.C. There were many political activities in the then-colony as Confederation was nearing reality in the east.

A look at some everyday things in New Westminster, as seen through the local press in July of that year, is enlightening and wonderfully illustrative of the everyday world of the Lower Mainland.

Two excellently written magazines were promoted as fine opportunities for entertainment. Clarkson and Company’s book store was offering the July issues of

Godey’s and Harper’s magazines. Godey’s was described as “more than usually attractive, especially in the fashion department” while Harper’s was “a well written paper, ‘Personal recollections of the war, by a Virginian,’” plus other writings.

Harper’s is still around today and there are extensive online digital archives from both publications.

For the local sports fans, there was much discussion about cricket.There were plans for games between the Victoria and New Westminster teams and, while an immediate challenge contest could not be arranged, something was being worked out for August.

As everyone has to eat, there were many advertisements for stores and businesses providing foodstuffs of all kinds including produce, meats, fish and baked goods. Of course there were the establishments that supplied a wide assortment of provisions from around the world. Of local food and ag-

ricultural interest, there was a short promotional article for cheese from the Fraser Valley.

The farm of Reece and Company in Chilliwack in the Fraser Valley was operated by a large dairy and specialized in cheese.The article noted that “this valuable commodity is now being manufactured in excellent quality and large quantity.”

The paper expressed the hope that the farm would find a good market “in our colonial traders whose inter-

ests should lead them to patronize the home-made article.”

There was a short notation in one article of miscellaneous items that a sizable amount of alcohol products had arrived destined for Governor Seymour.This had recently arrived by the ship Mohawk from London, England, and amounted to “3 barrels, 21 cases and 13 casks.”

It would seem that Government House had some pretty major party or reception plans.

The town site of Hope upriver was promoted as a place to visit and relax. Stating that there a few places within reasonable distance with such attractions, Hope was described as being “a cool and pleasant retreat during the heat of summer, with its cool shades and clean cold streams, well stocked with the finest trout to be found in the country.”

It was very different from ours today but certainly not a bad life in the ever growing Lower Mainland of 1866.

Over the next two months, Arloa Popke knows she’s going to get a lot more waves from local youngsters as she goes about her work on the streets of New Westminster.

In 25 years, the local police constable has never missed a year coaching at the New Westminster Police Department’s soccer school, and every year she says the camp reinforces ties with local kids.

Popke is one of about 85 volunteers, including 15 local police officers, who make the camp possible every year.

Many of the younger coaches were once campers.
