Cote: ‘This is not the hill to die on’ As the city wrestles with updating the official community plan, it is clear that some people believe change is happening way too fast while others believe more has to be done sooner rather than later By Theresa McManus

A section of Glenbrook North will remain as single-family homes – a move some think is a missed opportunity to create more family-friendly housing. On Monday, council received a report about the official community plan and the proposed landuse designation for Glenbrooke North. Council approved a staff recommendation to designate Glenbrook North properties on Eighth Avenue, First Street and Colborne Street as residential-detached and semidetached housing. Coun. Patrick Johnstone urged council to designate these properties as residential-ground oriented housing, saying that would address residents’ concerns about having townhouses throughout the area but would still let them build laneway and carriage houses. “It would still allow some of that sensitive infill,” he said. “It would not have a negative effect on the character of the neighbourhood.” Johnstone expressed concern that limiting development in the area to singlefamily homes is contrary to the city’s desire to provide more housing choices for residents, a greater variety of housing forms and more affordability in housing. He said those were things the community – and many people in Glenbrook North – requested during the official community plan consultations. “Taking these areas back to single-family detached just seems like we are moving too far backwards from what the goals of the OCP area,” he said.
Having gone through a similar discussion with Fifth Street residents, Coun. Chuck Puchmayr said he was surprised when the residential-infill townhouse designation was proposed for the area. He said the city is developing its “most aggressive” official community plan as it creates a variety of housing options and increases density in some neighbourhoods, including the area around the 22nd Street SkyTrain station. “To do the entire gamut all at once in the most aggressive OCP that we have going already, I think is not responsible,” he said. “I do think we have to leave some of the areas as-is and concentrate on the growth in the areas we have identified.” Coun. Mary Trentadue supported Johnstone’s motion, saying it was a compromise that allows people to keep their single-family homes or put in a laneway house if they choose. She said it would also allow small townhouse developments, which are “absolutely appropriate” for this location. “This OCP is going to take us quite a ways out into the future, and I think it’s our responsibility to put in density where we can,” she said. “The biggest issue for people in the Lower Mainland right now is housing. Continuing on with single-family housing does not help that, and we have to compromise.” Johnstone believes designating the area as detached and semi-detached housing actually takes away choice. “I don’t think that going to ground-oriented infill in this neighbourhood takes away anybody’s choice. I don’t think it threatens the livability of anybody’s neighbourhood,” he said.

“I think it actually provides people in the neighbourhood with better options and more options for how they live on the property, how they age in place and provides more opportunities for people who are desperately in need of familyfriendly housing.” Lynn Roxburgh, senior planner, said the city received a petition signed by 55 people, or 71 per cent of the affected properties in the area, who opposed designating the area as townhouses or infill housing. Mayor Jonathan Cote said the city has been clear about trying and creating more housing options, but given the strong opposition from those affected he’d support designating the area as detached and semidetached housing. “To me, this is not the
hill to die on for an official community plan,” he said. “In many respects, I am still happy with the areas we have been able to achieve.” Last November, a number of New West residents formed aYes In New West coalition to urge the city to consider the housing needs of residents today – and in the future. Many of the coalition members attended OCP consultations and supported opportunities to create more row houses, townhouses and carriage and laneway houses, saying single-family homes are out of reach for many and alternatives to condominiums are needed by residents. Brad Cavanagh, from the coalition, told the Record at the time that “the current situation is bleak” for families looking for townhouses. “Try and bid on the rare
townhouse that comes up for sale and you competing against a dozen offers, win the lottery, or move out of New Westminster – those are our choices,” he said. After the city council decision on Monday, Alice Cavanagh expressed her feelings on Twitter. “This OCP does not go far enough towards opening up options, therefore we will see more towers, less infill and continued inequities.” Garry Self, a member of the coalition, told the Record everyone in the group was disappointed in council’s decision, but pleased that councillors Johnstone, Trentadue and Lorrie Williams supported the idea of allowing a greater range of housing options in the area for future generations. “Glenbrook North is
a convenient neighbourhood for families,” he said. “There are schools, there’s lot of amenities nearby. If density and more housing options were to come up in that area, it would have been a great choice for the community.” Self said townhouses are ideal for families with two or three children, but they can be hard to come by in New West. “That’s one of the struggles,” he said. “There seems to be a greater number of small apartment blocks available and the singlefamily homes, which are outside of people’s price ranges.There definitely is a missing middle, as it’s been called, which we’d like to see more of.”
Quick facts about the OCP draft plan: 1. The city has received “significant feedback” about proposed changes around the 22nd Street SkyTrain Station. That feedback will be summarized in a future report to city council.
2. The official community plan is a document that aims to provide a vision for the city to 20141 and to provide the regulatory framework to guide future growth in New Westminster.
3. Nearly 500 people are believed to have taken part in open houses and online surveys during the most recent round of consultation on the official community plan.
4. It’s anticipated that council will give first and second reading to the official community plan bylaw in late June. It will then be forwarded
to Metro Vancouver in the summer, followed by a public hearing and adoption of the OCP in September.

Fentanyl seized in major bust Cayley Dobie

An undisclosed amount of pure fentanyl was among the cache of drugs and weapons seized by New Westminster police recently. The New Westminster Police Department detailed the steps that led to a “significant” bust at a press conference on Monday.The investigation began several months back when the department’s street crime unit began looking into drug dealing operations in the Royal City, according to Sgt. Jeff Scott, spokesperson for the department. But the investigation didn’t stop at the city limits. Investigators from Surrey RCMP, Delta Police, Combined Forces Special Enforcement Unit (the provincial drug squad), Lower Mainland Emergency Response Team and Canada Border Services Agency were all brought in to participate. After several months, search warrants were executed at locations in New
Westminster and Surrey that resulted in the seizure of heroin containing lethal levels of fentanyl and pure fentanyl.The estimated street value of the drugs is $300,000, according to Scott. Firearms, including assault rifles, a shotgun and a sawed-off shotgun, and replica firearms were also taken during the searches, as well as a number of vehicles. “Numerous people who are known to police were arrested as a result of this investigation, and charges are now being put to Crown counsel for charge approval, which include multiple counts of trafficking of a controlled substance and conspiracy to commit an indictable offence,” Scott said. Details about who and how many suspects were charged have not been released as charges haven’t been approved yet. Investigators are expected to submit their recommendations to Crown counsel as soon as possible. Once the charges have been approved, more details will be made avail-

able regarding the suspects. At this time, all suspects arrested have been released pending court appearances, Scott said. Whether or not production of fentanyl was taking place at any of the locations searched by police is also unknown at this time. “This is very significant.We’re part of a multipronged approach in trying to stop this opioid crisis in the province, and as you can see from the large number of drugs that we seized,
as well as the firearms that we seized, this poses a high risk to public safety, and we want to get out in front of it by educating people about the risks of drugs and risks of fentanyl specifically,” Scott said. Chief Const. Dave Jones said the investigation is only part of the department’s approach to combatting the ongoing opioid crisis plaguing the Lower Mainland. Other efforts include equipping and training all officers and staff with Naloxone.
Councillors split on heritage plans Continued from page 1 ! Limited protection exempts existing buildings from heritage protection and would only require homeowners to get heritage alteration permits for construction of a new building and subdivision or consolidation of the lot. Not all councillors, however, are completely happy with the plan. Staff had recommended an option that would have seen pre-1900 to 1949 homes placed in the advanced category and homes built in 1950 and later going into the limited category, but council voted to put 1940 and newer homes into the limited category. Mayor Jonathan Cote and councillors Patrick Johnstone, Mary Trentadue and Lorrie Williams supported that option, but councillors Bill Harper, Jaimie McEvoy and Chuck Puchmayr preferred offering more protection to homes built between 1940 and 1949 and leaving them
in the advanced category. “For me, it was a practical consideration to say what is going to make a heritage conservation area most successful after it is adopted,” Cote later told the Record. “Very well, some of them might have some important heritage but could cause some more challenging discussions early on after adoption of the heritage conservation area.” Council is set to get reports on a couple more aspects of the conservation area, including design guidelines, on May 1.That will be followed by two readings of a bylaw on May 15 and a public hearing on June 13. At Monday’s workshop, council also discussed different types of incentives that could be considered for heritage conservation, including financial incentives such as municipal grants and reduced fees and charges, and zoning-related incentives such as additional density or stratification.

Afraid to put up Liberal signs here? We have to give Lorraine Brett, the New Westminster Liberal candidate, kudos for attending the all-candidates meeting on Tuesday night. Brett is no stranger to the local political scene. She’s run as a city council candidate and been known as a Liberal supporter for awhile. While Liberal candidates in other ridings have been avoiding all-candidates meetings, Brett was a feisty player at this one.
The city has been an NDP stronghold for years and the feeling that belonging to that political party gives you a ticket to the inner circle is one that persists. As Brett said: “I feel it is very unhealthy for a closeknit community like the Royal City to be so completely dominated by a single political party. Frankly, there is a strong undercurrent of intolerance toward political diversity. Let’s face
it, if you’re not part of the NDP, you’re not very welcome here.” Brett said she has a “large and growing base of enthusiastic support,” but you wouldn’t know it from the signs because, she says, people are actually afraid to put B.C. Liberal signs on their lawns because of the potential backlash. Johina Campbell, the Green party candidate, kept mum on the subject, probably for good reason.
Campbell plunged into local politics with the backing of the local District Labour Council, which has a fairly consistent pattern of endorsing NDP members. Campbell didn’t say if she’s getting the cold shoulder from former NDP supporters, but we’re guessing she’s heard some muttering behind her back on the campaign trail. There’s no question it’s a fascinating race in New West this time around.
In 2013, NDP Judy Darcy garnered nearly half of the votes to win. She received 48.70 percent of the vote. Liberal candidate Hector Bremner received 8,944 (33.44 per cent) and the Green candidate took 2,241 votes (8.38 per cent). Conservative Paul Forseth took 4.89 per cent and independent candidate James Crosty took 3.90 per cent. The Libertarian only got 189 votes. Campbell is running a
strong campaign, and Brett is head-butting the NDP. Darcy is hoping voters will reward her for a lot of hard work in this riding. But, as usual, a lot of winning elections is still about the simple mechanics of getting the vote out. And, of course, whether voters want to have a beer with Horgan, Clark or Weaver. At this point in time, we’re not placing our election bets on anyone in this city.

Don’t punish homeowners
There’s been lots of talk from both sides recently as the heritage debate heats up. Everyone agrees that plenty of Queen’s Park heritage is worth saving: we’re actually on the same side. But we disagree on how to accomplish it. Meanwhile, the city rushes to complete their Heritage Conservation Area (HCA) policy before the one-year control period expires in mid-June. Lost in all of this are the hard lessons the City ofVancouver learned when they imposed a harsh and restrictive HCA on the residents of First Shaughnessy in September 2015. There, owners of pre1940s homes were stripped of their property rights against their will.They suedVancouver. And lost. It feels like the B.C. Supreme Court is OK with cities stripping property rights from owners – and not allowing for compensation – as long as it’s done in groups (HCAs), as opposed to one at a time (heritage designations). The City ofVancouver did buy First Shaughnessy owners dinner, so to speak, before having their way with them, in the form of incentives. Owners there were given a table full of maincourse incentives (increased square footage allowances, secondary suites, ability to convert houses into multiple units, coach houses) to help take the sting away. It didn’t work. Owners there have had to sit back helplessly as their relative
land values have dropped 17 per cent so far, according to the B.C. Assessment Authority.This was data collected last July, before the foreign buyers’ tax was implemented.Who knows how much further it’s dropped in the 10 months since. With all the backlash, value drops and lawsuits surrounding First Shaughnessy in 2016, you’d think NewWest would’ve taken note.Well … we’ve pressed on with our own Shaughnessy-like HCA, only minus all the incentives.This makes NewWest’s incentivefree HCA even more unfair for Queen’s Park owners. In fact, it borders on cruel. More recently, the City ofVancouver has made it known that stripping owners of property rights wasn’t the right way to preserve heritage.Vancouver now says the right way is to: let owners keep their property rights; use mandatory design guidelines; offer plenty of incentives to entice heritage home owners into keeping and maintaining their homes.This is best practice.This is the right way to conserve and enhance heritage, where everyone wins and no one is punished. Will NewWest take the free lesson and learn from its neighbour?We believe this can be a win-win for everyone: for property rights; for enhanced heritage; for a community of people, not just houses. Thieves caught red-handed
A New Westminster couple caught criminals in the act after they stole their car in May.They were walking home from the police station where they reported their car stolen and found their car parked with three young men inside. The owner went to the car and demanded they return it, and they fled quickly on foot. The owners completed their trip home in their own stolen car.

Letters Look closely at HCA opposition’s claims Dear Editor: I have been reading the opinions of residents who are opposed to the heritage conservation area (HCA) in Queen’s Park. The “evidence” quoted is filled with half truths, misquotes and non-factual statements. The most glaring “fake news” is based on a paper developed by the Shaughnessy Heights Property Owners Association that said values were lost on homes sold in Shaughnessy because of the HCA, when in fact there were several mitigating factors (eg. pending demolitions, 15 per cent property tax) that intervened during the HCA process. Their extreme opposition the HCA is very well known and resulted in five of their members suing Vancouver to stop the HCA. They lost on all parts of their suit. The bottom line for the homes used in the Shaughnessy paper was that they had a 13.2 per cent increase in assessed value the next year. I would point out that these Shaughnessy homes averaged a selling price of $8.5 million and lot sizes averaged 16,000 square feet. I would urge readers to go New Westminster city web pages to read for yourself the data being used to develop the HCA, in New Westminster, as well as data from other jurisdictions in B.C. and Canada that have had a HCA in place for decades with no ill effects. Get rid of bridge tolls
Dear Editor: The B.C. NDP promise to eliminate tolls on the Port Mann Bridge will make a big difference to reducing the overwhelming traffic in my neighbourhood. Except at rush hour, trips through New West by my home add only about five minutes between Surrey and Burnaby or Coquitlam. That five minutes is an affordable cost for those already tapped by our extremely high cost of living. The $3.15 toll, meanwhile, is completely unaffordable for many. Proponents of the tolls seem to have two arguments: first that road pricing reduces driving overall and second that tolls fund infrastructure. The tolls don’t come close to paying for the bridge infrastructure. Much lower than expected traffic levels on the Port Mann means revenue falls far short of costs even amortized over 40 years. That revenue is then supplemented from other forms of taxation paid by all British Columbians. Meanwhile, higher traffic levels caused by tolling divert traffic through New Westminster and increase travel times for residents and those avoiding tolls – everyone anywhere near the bridge ends up driving more not less. Since we are all paying for the Port Mann anyway, why are we trying to stop people from using it? I support John Horgan’s plan to eliminate the tolls. Let’s get traffic out of our city and back on the roads are better designed to handle it. Morgan Stewart, by email

Dave Jansen. “I actually commend The Globe and Mail for doing this,” he added. “I think it was great reporting on their behalf because this isn’t a crime type that we’re required to report out to Stats Can, so it’s not something that you would physically go through and look at within our statistics every year.” That’s now set to change. Jansen led a review into the department’s handling of sexual assault cases and came up with several recommendations. The number 1 priority
will be to create a dedicated unit to investigate what the department calls “powerbased crimes.” Power-based crimes happen where there is a power imbalance between the victim and the perpetrator. The department compared sex assault investigations to those pursued by the domestic violence response team and found unfounded rates for domestic violence cases are “very, very low even in comparison to assaults,” said Insp.Todd Matsumoto, one of the officers involved in the review. Police officials found having a dedicated unit is what has made the difference. The new power-based crimes unit will investigate

BACKGROUND: This is the first election cycle for the fledgling riding of Richmond-Queensborough. The riding was created two years ago by merging the old riding of Richmond East with the eastern tip of Lulu Island known as Queensborough. The intention was to balance the populations in New Westminster and East Richmond – the Royal City had 25 per cent more voters than the provincial average of 55,000 and East Richmond had too few. The solution? Cut Queensborough from New West and lump it in with the Hamilton neighbourhood of Richmond, most of East Richmond and a small part of the South Arm commuBy the numbers nity. The new riding would have an estimated population of Population: 52,335 55,627, while the New Westminster riding would have 61,422. Median age: 40 (According to 2011 census information available through Elections B.C., the new riding actually has a population of Average number of 52,335 while New Westminster has a population of 58,850.) children per home: 1.2 Average number of DEMOGRAPHICS: persons per family: 3.1 The area has an abundance of housing stock perfect Total number of occupied for the “missing middle.” According to data from the 2011 private dwellings: 16,500 census, less than half the private homes in RichmondEnglish as mother Queensborough were single-family detached. The remaintongue: 20,445 der included low-rise apartments, semi-detached homes, row houses, duplexes, movable dwellings and other single – source: Elections B.C., attached homes. Plus the median age in the riding is 40 with based on 2011 census a hefty number of kids. In fact, 24 per cent of the population is the infant-to-19-years-old demographic, and in 2011, there were 14,900 families living in the riding – that’s 28 per cent of the population. Another interesting thing to note is the diversity in Richmond-Queensborough. Less than half the population reported English as their mother tongue, according to the 2011 census information provided by Elections B.C. The majority of people, instead, identified their mother tongue as something other than English – the top six languages spoken in Richmond-Queensborough? Punjabi, Filipino (Tagalog), Hindi and several Chinese languages, including Cantonese, Mandarin and others that were unspecified. HOT ISSUES: Been to Queensborough lately? The neighbourhood is booming like no other in the Royal City. The population in Queensborough alone has ballooned from 2,000 in 1990 to 7,100 in 2011, according to census data. Properties that once housed farm animals, are being sold and redeveloped into townhouse complexes, condo developments, row houses and duplexes. Eventually, Queensborough will run out of land, sure, but that’s still far off considering the number of small farms that still remain in the southwest portion of the neighbourhood. Plus interest in Queensborough has grown over the years and is likely pushing up prices, which will eventually price many families out. WHAT TO EXPECT: In the 2013 election, New Westminster NDP candidate Judy Darcy won eight of the 14 polling stations in Queensborough. Darcy went on to win the New Westminster seat with 48 per cent of the votes. Over in Richmond East, B.C. Liberal candidate Linda Reid won the race with nearly 55 per cent of votes. While we’d like to be optimistic and say whichever candidate wins in Queensborough will win the riding, it just isn’t true. Richmond dominates the new riding with more than a majority of polling stations. But this doesn’t mean it’s time to throw in the towel. If residents east of Boundary Road can get their voices heard, they may be able to influence the vote. And once the ballots are cast and the dust settles, you can bet folks will expect the new MLA to stay abreast of what’s going on in the ‘Boro. Oh, and you can be sure we’ll be watching closely as well.

Community Jane’s Walks return to city Stroller brigade rally set Take a walk for Saturday in Sapperton

Royal City residents are encouraged to put on some comfy shoes and explore the city during this year’s Jane’s Walks. About a dozen walks in a variety of neighbourhoods are included in this year’s event, which was started by local pedestrian advocate Mary Wilson in 2013. Inspired by urbanist and activist Jane Jacobs, the walks are citizen-led walking tours aimed at community-based city building. “The nice thing about it is we have got Queensborough to Sapperton,” she said of the event that runs April 28 to 30. “They are spread out a little bit.They are also spread out over the three days.” Wilson will lead a walk called Tales and Treats on 12th Street. “It’s a neat area, 12th Street.There’s a lot of detail on 12th Street – if you don’t walk, you miss it. I’m going to look at the detail on 12th Street,” she said.
Wilson notes the walks are free, fun and casual. “We will be ambling.We won’t be looking to make distance or speed, we’ll just be hanging about,” she said. “It will be a pretty casual walk.” Longtime New West resident Vic Leach will be leading one of this year’s new walks,Walk and Be Seen, where walkers will discuss ways for pedestrians to be visible and safe, especially at night. “We want to focus not only on the crossing the street and alleys, but the difficulties some people have with the terrain – broken sidewalks, curbs, tree roots, uneven pavement, ice – where it could cause people to fall,” he said. The walk, which takes place on Friday, May 5 starting at 7 p.m., starts at the New Westminster Public Library and travels through the uptown/Brow of the Hill neighbourhoods, where two pedestrian fatalities have occurred in recent years. “Bring a little bit of money if you want to join us for

Having to turn to her senior in-laws for child care was the last straw for Christie Man. The mother-of-two has spent the last month frantically trying to find beforeand-after-school care and daycare for her two daughters. The situation was especially disheartening, she said, because her eldest daughter, who is starting kindergarten next September, is already enrolled at a preschool in New Westminster that offers a beforeand-after-school program, Man told the Record. “So even though she’s enrolled there for preschool, and they knew she was going to kindergarten, there was an additional waiting list for that,” she said. “I was under the assumption they would take her; silly me, though.” What’s more, Man’s
younger daughter, who will need two to three days of child care a week come September didn’t make the cut for the preschool program her sister currently attends. “We were hoping for the same child-care place, but there isn’t room for her either. I actually thought she would be grandfathered in because she needed the days, (her sister) would be going to kindergarten and my younger one would just kind of slip in there, but no,” Man said. With both kids out of luck come September, Man, who works three days a week, will have to turn to her mother and in-laws for help watching the children when she is at work. “I didn’t want to ask my in-laws because they’re close to their 80s,” she said, “but now I have to do that because I have no out-ofschool care.” Fed up with the whole situation, Man contact-
ed Judy Darcy, NDP incumbent candidate in New Westminster, who helped guide her through the planning of a rally to draw attention to the lack of child-care spaces and the NDP’s campaign for $10-aday daycare.The event – dubbed a stroller brigade – is planned for Saturday, April 29. “I know some people who are not voting NDP but are going to come to raise awareness about child care,” Man said when asked if the event was aimed at NDP supporters. She and another parent will lead the stroller brigade from Hume Park through Sapperton to the Pensioners’ Hall. Everyone is welcome, Man added. The event gets underway at 10:30 a.m. at Hume Park. Community It’s finally legal to be out after dark
NewWestminster youth can once again go out after sundown without fear of facing a hefty $1 fine. Mayor Jonathan Cote said the 1903 curfew bylaw has been on the books a few years longer than anyone anticipated. “Interesting enough, the local papers in 1950 had council debating repealing the bylaw, but they never got around to doing it, and somehow it ended up sitting on the books,” he said. “Another interesting thing is the reason it came in mostly related to young teenagers in the community back in 1903 I guess causing chal-
lenges, but there was also reference to problems surrounding St. Patrick’s Day. I have no idea of the type of shenanigans that were happening.” On Monday, city council repealed the bylaw, which was discovered to still be active when a staff at the New Westminster Museum and Archives found a newspaper article from 1914 that discussed the 1903 bylaw. “The fine is actually $1,” Cote said Monday. “Until this evening, that would have been the possible offence. I have no record of anyone in the past 100 years having received a ticket.”

New show at gallery A new exhibition at the Plaskett Gallery was inspired by the colours of pencil crayons. David Pacholko’s new work,The Laurentien Collection, is on display at the gallery from May 1 to 31. Pacholko said his work was inspired by the colours of Laurentien pencil crayons and by a recent driving trip across Canada. “Each canvas takes on a life of its own with a myriad of abstract shapes, textures, brush strokes and a vivid colour palette,” he said in an artist statement. “Each work

Volunteering to drive a Burnaby senior to a doctor’s appointment or to the grocery store recently got a whole lot easier thanks to a new partnership with Modo. Burnaby Community Services has teamed up with the car-sharing company as part of the Seniors on the Move program, which works to increase transportation options for Metro Vancouver’s aging population. The non-profit organization has opened up a business account with the member-owned co-op, so anyone looking to volunteer their time to drive a senior from point A to point B can do so at no cost. “You want to tap into volunteers. It’s hard enough to find volunteers as it is,” said Selena McLachlan, Modo’s director of marketing and business development. “When you put another
piece of criteria in, which is you need to own your own car, it becomes a bit of a barrier.Then there are also people who may own their own car, but they’re worried about liability.” Anyone who is at least 19 years of age, has their N licence and zero at-fault accidents in the last two years can become a Modo member.The $10 registration fee will be waived for all applications made under the Burnaby Community Services account. McLachlan said Modo, which was founded in 1997 in Vancouver’s West End and has a membership of 17,000 drivers from the Lower Mainland and Victoria, has a diverse car fleet that is very adaptable to seniors’ needs. “In addition to the compacts, hatchbacks, we have passenger vans, we have SUVs, we even have an accessibility van for wheelchairs,” she explained. “Sometimes the seniors that are being transported, they
don’t necessarily need a wheelchair van, but maybe they’ve got walkers, maybe they have things that require more room.” Even though it’s too early to say whether memberships within this initiative have gone up, McLachlan said the response to the program on social media has been “very, very positive.” “People (are) saying, ‘Wow, this is fantastic. You’re removing a pretty significant barrier for people who’d like to volunteer,’” she said. To learn more and to sign up, call Vicki Goundry at 604-292-3901.

Watch out for scams
Tax season may be winding down for another year, but the Canada Revenue Agency wants taxpayers to be on the alert for scammers year round. “There are many fraud types, including new ones invented daily,” said a notice on CRA’s website. “Taxpayers should be vigilant when they receive, either by telephone, mail, text message or email, a fraudulent communication that claims to be from the Canada Revenue Agency (CRA) requesting personal information such as a social insurance number, credit card number, bank account number, or passport number.” According to the agency, these scams may insist that this personal information is needed so that the taxpayer can receive a refund or a benefit payment. Other cases may involve threaten-

Everyone says by 2030.” McLean is also concerned about the major increase of colon cancer that is projected to occur among people aged 20 and 34. He said obesity is deemed to be a major risk factor for colon and rectal cancer. “I feel very strongly about it,” he said about early detection and prevention. “Colon cancer is one of the

The choir will perform at the library during the afternoon on Sunday, May 7 from 3 to 3:45 p.m.The performance will start at 3 p.m. sharp on the main floor of the library’s main branch at 716 Sixth Ave. This is a free, drop-in event, so there is no registration necessary. Formed in 2015, the Anvil Community Choir is a non-auditioned choral group that is all about having fun, discovering one’s voice and connecting with people from the community. Community New West man featured in human rights exhibition
A local man who uses music to build bridges across cultures is being featured in a new exhibition at the Canadian Museum for Human Rights. The Winnipeg-based museum is featuring the video stories of seven Canadians in Our Canada, My Story. Each story looks at one contemporary Canadian working to overcome human rights challenges, and the stories have been combined in an exhibition as part of the museum’s celebrations of Canada’s 150th anniversary. Paddlewheelers and other steamboats always interested people in the early decades of this city. People watched the river, ventured down to the docks to see the activities, checked out the cargos that were arriving, and where possible, saw the dignitaries who were travelling to the Royal City or further up river on business. Our latest glimpse of life in New Westminster during the time leading up to Confederation focuses on April 1867, where we find many interesting stories of life on the Fraser River. Apparently, commerce for the steamboats was very good. One article sums it up very nicely – “the spring trade has fairly commenced and the river steamers have more freight offering than they can carry. People are also hurrying forward to the various goldfields and ev-
erything indicates a brisk trade and good times.” One article pointed out the paper had been misled with a story of a vessel having trouble upriver nearYale. “It appears we were misled about the Lillooet having stuck at Murderer’s Bar. She experienced a slight delay owing to the temporary derangement of her steam pipe but made the trip toYale without any further difficulty, and returned on Saturday.“ There was some excitement in town as the governor and his party chartered a vessel to visit further up the Fraser. “We understand the steamer Onward has been chartered for a pleasure excursion toYale during the week after next. The party will consist of His Excellency the Governor and Mrs. Seymour and suite, and it is the intention to take a drive out the road as far as the Alexandra Suspension Bridge or perhaps

My veterinarian is recommending stool testing. I don’t see any worms in the stool so is this necessary?
Stool samples are sent to a laboratory where a pathologist checks the sample under a microscope. Stool parasites in our area include DR. MANJU ARORA roundworm eggs, tapeworm eggs, hookworm eggs, Giardia (‘beaver fever’), and coccidia. All of these parasites can infect humans and stool sampling should be done routinely. Tablet dewormers do not kill parasites other than worms, so it is important to check for other infections. A dog can have a stool infection and not act sick. Worm eggs are microscopic and are not visible in the stool. The actual worms will not be visible in the stool unless there is a very large worm burden and then they can appear in the stool or vomit.

Whether at full strength or a man down, the New Westminster Hyacks senior girls soccer team has staked its claim as the team to beat in the Burnaby-New West League going forward. On the heels of last week’s decisive 8-3 victory over the Alpha Aztecs, where New West played the full game with just 10 players, the squad is preparing for the real big test – a playoff run.That run, which starts next week, will determine if they advance to the provincial AAA
championship tournament May 31 to June 3 in Burnaby. The Hyacks got stellar contributions from juniors Nisa Reehal and Christine Singh in the win over Alpha, with each having a hand in on four goals. Reehal intercepted a pass in the first minute, drove down the right side and sent a perfect cross to Grade 12 Abbey Flintoff that the senior buried for the opening tally. By the 30th minute, New West stood up 4-0, thanks to goals from Reehal and two by Singh. A few minutes later, Singh completed the hat trick on a laser-like blast.
In the second half, Reehal struck quickly again, this time feeding Jamie Lee to up the lead to 6-0. While Alpha came into the second half with a stronger focus, capitalizing on the Hyacks’ shorthanded situation to put three balls behind Julianne Ritson, the lead was never threatened. Flintoff, off a breakaway, and Grade 11 Sarah Forgie, who was instrumental in setting up a couple earlier tallies, rounded off the scoring. On defence, Ellery Hardy, Jordan Liebelt, Alysia Moysiuk and Grade 9 Sonia Saria were diligent in stem-
ming any shift in momentum. At a perfect 5-0, New West has had to dribble through a rash of injuries and unavailable players to get to this point. But with the Burnaby-New West league in disarray, with Cariboo Hill folding midway through the year to leave only three teams, the opportunities to hone their game for the critical playoff charge in May have been limited. As provincial tourney hosts, Burnaby North gets an automatic berth to the championship. New West will need to prevail in a showdown with the North Shore champion, to earn its berth.

Susanto, Beatty bat birdies for big provincial wins
Nicholas Susanto and Jordan Beatty led a strong Shuttlesport Badminton Academy showing at last week’s 2017 B.C. Junior provincial championships in Richmond. The pair of New Westminster players carted off medals, joining a handful of other club members in a successful weekend of badminton. Susanto, who is currently ranked third in under-12 boys singles, placed second in the u-13 singles event in a loss to No. 1-ranked

NEW WEST ‘KEEPER BUSY IN D.C. In an East Coast Div. 2 men’s lacrosse conference showdown, University of District of Columbia Firebirds’ goalkeeper Nikolas Lund-Murray made 12 saves but couldn’t stem the tide as Long Island University prevailed 16-15 in
overtime last week. The Firebirds freshman, a transfer student from Colorado Mesa University, has played in all 11 of the team’s games so far, posting a goals against average of 14.53. Lund-Murray is a one-time Team B.C. player. The loss drops D.C.’s record to 2-5, sitting sixth in the nine-team league.
For every problem, there’s a solution.That’s the process teachers follow, and all good coaches, too. For New Westminster Hyacks football skipper Farhan Lalji, it wasn’t so much a problem to address as it was an area that could be bolstered. While the Royal City minor football program has been churning out some awesome young talent for the high school junior and senior program the last few years, the current Grade 7 and 8 age group appeared a bit weak in the numbers area. So Lalji looked around and found a solution – with the help of the district’s middle schools and teacher sponsors. By creating a team each for Fraser River, Glenbrook and Queensborough middle schools for a short spring league operated by the North Shore, Lalji is seeing a wave of newcomers who could benefit the high school program in the process. “We have 75 kids involved from the three (school) teams, and if more than half continue we’d be ecstatic,” said Lalji. “The beautiful thing about football is it’s the best late-entry sport. ...You can get kids started in Grade 7, 8 who learn the fundamentals and go on to play varsity. “You just can’t start hockey in Grade 7, Ed Jovanovski excluded, and go on to play at the highest level.” He pointed to NCAA Div. 1 players Matt Seymour, at Ohio, and Harper Sherman, at Arizona, as New West products who discovered the game at the middle school age. Support from the schools’ principals and staff sponsors has been fantastic, said Lalji, and it’s made the spring venture with the four North Shore teams and Vancouver’s Eric Hamber a win-win for participants. As part of the league, New West is hosting a seasonopening four-team jamboree on Friday at Mercer Stadium.

Mom was born in Delta, BC and at age 3 moved with her parents and 5 siblings to Powell River, where she was raised on a delightful, small farm adjacent to Cranberry Lake. At age 19 Mom moved to Vancouver and enjoyed office work and independence. She married accordionist Len Holland in 1948 and together they raised their family in Vancouver, North Vancouver, Port Coquitlam and finally settled in New Westminster in the early 1970’s. She was a wonderful example throughout her life of a woman of strong faith with a love for all. She was gentle, kind and adored her family with unending passion. She emphasized, ’not to expect more from others than they are capable of giving.’ We’ll never forget her love and wisdom. Mom spent many years in care battling Alzheimer’s disease. The family wishes to thank the staff at BLCC (Burquitlam Lions Care Centre) where Mom resided for 8 years, and George Derby Care Centre (South Wing) for their loving, tender care through the last year, particularly during her final days of palliative care. To honour her wishes, an intimate family gathering will be held to Celebrate Mom’s Life. In lieu of flowers, donations can be made to the BC Alzheimer’s Society at www.alzheimer.ca/bc or to Hope International Development Agency at www.hope−international.com.

Esther was predeceased by her 5 siblings: Earl, Ruth, Hugh, Beulah and Doug. Start your culinary adventure with some of Jasminder’s famous Nan bread. He prepares it fresh everyday and offers a choice of regular Nan or Nan with garlic, onion, chicken, potatoes (Allu) or spinach. Spread some of his signature Dhai Bhalla, which is ground lentil balls in yogurt, or some delicious Raita, made of yogurt and cucumbers, on the bread for a flavoursome appetizer.
