Police are looking for witnesses after a man was attacked with bear spray last Thursday. The incident happened shortly before 9 p.m. on Aug. 31. Police say a man was crossing Eighth Street at Columbia Street when a car turning left on to Eighth nearly hit him. “The victim then hit the front of the car with his arm,” New Westminster police spokesperson Staff Sgt. Andrew Perry told the Record. “The victim and the two males in the vehicle then started to get into a verbal altercation with each other.” As the car pulled away, one of the men sprayed the pedestrian with bear spray, Perry said. A bystander called police but, by the time they arrived, the suspect vehicle had driven away.The pedestrian was able to clean off the spray with water and didn’t need any medical attention, according to Perry. “He was able to treat himself at the time with some water,” he added. Investigators are looking into the incident to determine whether or not charges are warranted. Police have very limited information to share right now, he said, adding the only description available of the suspect’s car is that it was a white, four-door car. The New Westminster Secondary School replacement project has hit another major road block. The school district announced last week it has postponed the opening of the new high school until September 2020 – one year later than anticipated. “That was a very ambitious plan,” New Westminster school district superintendent Pat Duncan said of the initial plan to open the school in September 2019. Funding for the long-awaited replacement of New Westminster Secondary School was announced in June 2016. At the time, the Ministry of Education said the school would be ready for students by December 2019, but that didn’t sit well with Duncan. Instead, he said he pushed for an earlier opening date of September 2019 to avoid a mid-year move for students, but the three firms chosen to come up with design proposals for the school said it just wasn’t feasible. “Based on the feedback from the three proponents it became very, very clear that if we’re to continue with this very ambitious plan, we’d be ending up putting a lot of dollars into building quickly rather than building the very best school,” he said. Now the goal is to have the school ready by May 2020 so the school district can start moving supplies into the building in time for the opening four months later.This means by the time students walk through the doors of the new high school, everything inside will be complete, Duncan said. Delayed Continued from page 1 “It will not look like a construction site; it will look like a brand new, beautiful, state-of-the-art secondary school,” he added. When Fraser River Middle School opened in September 2016 after the project was postponed a year (it was supposed to open in September 2015), parts of the school were still unfinished. There were no books in the library and some of the school supplies hadn’t arrived yet. But Duncan is adamant that won’t happen at the new high school. “We will be fully ready to start the school year, and that gives us four full months to make sure that, certainly, the interior of the building is fully ready, and I hope much of exterior will be as well as far as landscaping, but that obviously comes secondary,” he said. The three design firms have until November to complete their proposals. Once finished, the district’s selection committee will have one month to choose a winning proposal. After that, construction is expected to start – either this December or early 2018. In the new year, the community will also get a second chance to share its thoughts on the project and the chosen design during a second round of community consultations. Unlike the consultations that took place last year, this time around, the community will get to see what the new school will look like. Folks will be able to share their thoughts on things like bike pathways, roadways, plazas and other community spaces around the school, Duncan said. “We’ll be asking for very specific feedback on the school, including the construction mitigation process,” he added. “Any feedback we can get to make sure that during the two-and-a-halfyear timeline that we’re there, how are we going to make sure that the area is still accessible – the arena, the theatre – all that will be part of the consultation process. “We want to do it right.” For updates on the project and more details, go to http://newwestschools.ca/nwss-replacementproject.

The aging New Westminster Secondary School was originally built as two schools – Vincent Massey Junior High School, which opened in 1949, and Lester Pearson High School, which opened in 1954. Last year, the Ministry of Education approved $106.5 million in funding to build a new high school.

MORE ABOUT THE NWSS SITE:
As the three design firms finish their proposals, the folks at Golder Associates continue to study the New Westminster Secondary School site in preparation for construction. Part of this work included an archeological study of the area to determine where construction will be able to take place. Why? Because the New Westminster Secondary School site was once a public cemetery called Douglas Road Cemetery, which extended south from 10th Avenue along Eighth Street to Dublin Street.
The cemetery was in operation from 1860 to 1920 and was first used as a pioneer graveyard. Eventually, it was used to bury the bodies of the poor, prisoners, stillborn babies and mentally ill patients from Woodlands and Essondale – which later became Riverview. The land was also used by Chinese, Sikh and First Nations communities to bury their dead. There are two protected areas that intersect the high school property – official cemetery land and Heritage Conservation Act land. The official cemetery land is well
documented and has been identified with clear boundaries. The conservation area does not meet the strict criteria needed to be designated a cemetery site. Under the Heritage Conservation Act, the district must ensure that any burial grounds within the conservation area remain untouched. The school district and the province promised that no part of the new high school will be built on known burial grounds.

The City of New Westminster is analyzing community input as part of a process to develop a traf-
fic-calming plan for the Queen’s Park neighbourhood. Staff is analyzing results of input received at community sessions attended by 50 to 60 Queen’s Park res-
idents in June, as well as a survey posted online. All totalled, more than 140 surveys were completed. A second round of engagement and traffic data collection by consultants

and contractors, as well as design of traffic-calming measures, will take place this fall and winter. Construction of some trafficcalming measures will take place next summer.
A staff report to council outlines some of the themes staff have heard from residents during the consultation process, including: ! Traffic calming created by crosswalks and park-
ing on Sixth Street, between Fourth and Sixth avenues, is well received. ! Illegal U-turns at Royal Avenue and Fourth Street are problematic.

The third annual Feast on the Fraser will give diners a taste of what’s currently being served up in New West – and what will be on the menu in the months ahead. Tourism New Westminster is kicking off this year’s Feast on the Fraser with Piva on the Pier, where guests will be able to get their first taste of the cuisine at Piva, a modern Italian restaurant opening in Anvil Centre in the fall. They’ll also be able to enjoy local craft beer and wine at the Sept. 14 event that’s taking place at Westminster Pier Park. Feast on the Fraser features 10 days of culinary experiences throughout New Westminster from Sept. 22 to Oct. 1. Offerings include tastings, cocktail parties, neighbourhood food tours and long-table dinners. What difference will more teachers make? Government spending on buildings is often rated more highly than money spent on people. After all, the fact that a new school or highway is an investment is the justification for going into longterm debt. But what happens when you spend money on jobs? That’s the question many may be asking as Education Minister Rob Fleming went on record
as saying that hiring 3,500 additional teachers across B.C. is going to cost the province $376 million. Some might say that money coming out of all our pockets would be better spent by taxpayers themselves. Whether you think hiring teachers is money well spent may depend on which political party you belong to, whether or not you have children and what you ex-
pect from the education system. But we say it’s money well spent. Of course, we all know how we got here. The B.C. Liberals tore up the teachers’ collective agreement by legislating class size and composition to save money, then fought tooth and nail against the teachers who laboured to get their contract restored. The former Christy
Clark government lost that battle in the Supreme Court and now Victoria is restoring smaller class sizes, meaning more teachers, and we get to see whether that is money well spent. We’ll see, for example, if more teachers and smaller classes with more resources for special needs children will improve students’ experiences while making teachers less
stressed. It’s hard to say whether we’ll see an immediate impact in scholastic achievement. But the immediate outcome is that schools will have more resources and students will be better served than in recent years. We also know that the $376 million is, for the most part, going right back into the economy
as young teachers will be paying rent, buying and furnishing condos, and paying back student loans – they might even go out for dinner on occasion. Sure, we need bridges, roads, schools and hospitals. But when you hire teachers, you make an immediate impact on both kids and the economy.

NDP headed in right direction The B.C. legislature will have a noticeably different look when it resumes sitting later this week, as a sea of new faces – 27 of them – will take their places as rookie MLAs. But the two main parties will have different looks as well, and this difference – and it’s a critical one – bodes well for the New Democrats and not so much for the B.C. Liberals. The 2017 election results mean the NDP will field a much younger and more ethnically diverse team than the Opposition. The New Democrats now have eight MLAs who are 40 or younger.The B.C. Liberals have none. The NDP have 11 MLAs who are of either South Asian or First Nations descent.The B.C Liberals have five. Why is this important? Not only is it healthier to have a caucus that better reflects the makeup of the general voting population, it’s also a lot more effective politically, especially at election time when that voting public is being wooed for support. And the demographics of the voting population are changing, with increasing speed.The baby boomer generation – those born between 1946 and 1964, whom for years has pretty much determined almost all aspects of governments’ public policies – is starting to decline in numbers. The millennial generation (those between 18 and 35) are now the single biggest section of potential voters and it will continue to grow.
The boomer generation has, historically in this country at least, tended to vote for conservative or liberalleaning parties, both provincially and federally. Nanos Research says at the federal level, the NDP has never enjoyed more than 20 per cent support from these voters. But millennials have strongly supported both liberal and left wing parties, and shunned more conservative ones. Of course, millennials have tended not to vote in any great numbers.That changed in the last federal election, when a surge of young voters helped propel Justin Trudeau and the federal Liberal party to power. There is now a realistic possibility the turnout of the youth vote may start to climb in B.C., given the NDP government’s shift in policies to better suit younger voters (a reflection as well of its younger caucus). The need for greater ethnic diversity is also seen in demographic changes. MetroVancouver’s South Asian population continues to grow rapidly, and will play a key role in determining which party wins elections (and winning Metro’s suburban ridings, as we saw in May, is the key to holding power in the province). On both of these fronts, the NDP is moving in the right direction.The B.C. Liberals are not, but if the party wants to compete in the coming years, it better get a lot younger – and a lot more ethnically diverse. Keith Baldrey is chief political reporter for Global B.C.

City rallies to save St. Mary’s The Fraser Health Authority announced in July it was terminating an agreement with St. Mary’s Hospital that provided 93 per cent of the facility’s funding. If the plan went ahead, the city said the hospital, which opened in 1887, would need to secure $29 million for the following year or risk closure. But city officials vowed its doors wouldn’t close without a fight. A Save Saint Mary’s campaign urged residents to sign a petition and contact Premier Gordon Campbell, Health Minister Colin Hansen and MLA Joyce Murray to voice their concerns. “It is a burning issue. It is one of our core institutions,” Coun. Bob Osterman said. “We don’t want to lose it.”

The city’s recycling Mayor and council program is the problem aren’t doing enough Dear Editor: I read with frustration the article on getting people to recycle in New Westminster. (Don’t waste your chance for a greener planet, Community, Record, Aug. 31.) If reasonable, average and well-intentioned people aren’t doing it right then the system is at fault, not the people. Look at the bottom of the article with the seven categories people need to distinguish. No. That’s a recipe for … the system poor implementation. I’m sure there will be official reasons why not, but if you want people to recycle then make it simpler for them to do it. Dear Editor: So Mayor Jonathan Cote is not happy his provincial brethren removed the tolls on the two Lower Mainland bridges. He says it will affect the replacement of the Pattullo Bridge. I am sure he is so broken up about that fact. It is interesting, considering he and New Westminster city council have done everything they can to have it not replaced! Things like opting out of TransLink roundtables about its replacement in the past. Wanting TransLink to spend billions more to divert it to the Brunette interchange. Mayor Cote insisting the new bridge opens as a four-lane, when it needed to be a six-lane bridge 20 years ago. This mayor, past and current councils have clearly demonstrated no affinity for traffic. They have done everything in their power to inhibit traffic flow. The Pattullo Bridge is just another thorn in their side when it comes to traffic issues. A former Miss New Westminster who’s pursuing studies in the performing arts is taking to the stage in a musical production in Vancouver this fall. Emma Ciprian is starring in Bring On Tomorrow Co.’s upcoming production of 13:The Musical.The Broadway hit that debuted in 2008 was the first Broadway show ever to feature an all-teenage cast. This production features rising professional talents from the stage and screen, all under the age of 18 – with Emma as the gossipy go-getter Cassie. Emma, who was Miss New West in 2016, graduated from St.Thomas More Collegiate this spring and is getting set to attend Studio 58 at Langara College in January to study performing arts. The musical, for those who don’t know it, follows the story of 12-yearold Evan Goldman, a New York City kid stuck in smalltown Indiana, who’s trying to plan the world’s best bar mitzvah.

A New Westminster actor is exploring his dark side in a new play at the Vancouver Fringe Festival. Henry Beasley stars in the Tomo Suru Players production of No Big Deal, a play by Gerald Williams
that tackles the issue of sexual assault on public transit. It’s onstage at the Havana Theatre starting Sept. 7, with shows running until Sept. 16. The premise is simple: While on her way to an audition, a young woman is groped by a guy on the bus.When her boyfriend
comes home and the woman tells him what happened, he brushes it off as “no big deal.” It’s told through the stories of each of the three characters: the young woman, her boyfriend and the perpetrator.The young woman struggles to articulate her experience as the
boyfriend and the perpetrator never leave her side, vying for the chance to persuade the audience to see the incident through their eyes. Beasley appears as The Perpetrator, with Justin Anthony as The Boyfriend and Lesli Brownlee as The Woman.
Beasley, an NWSS alumnus who appeared in the school’s 2011 production of Grease, has since gone on to graduate from Capilano University’s musical theatre program. He has appeared in a wide range of shows, including Theatre Under the Stars’ productions of Hairspray and Shrek, as well as

Fans of fringe theatre can find a whole host of offerings right here at home this fall. The Way Off-Broadway Wednesdays series is continuing at the Heritage Grill, with a variety of fringe festival performers bringing their shows to the stage on a by-donation basis. On Sept. 13, check out Cat Kidd’s Hyena Subpoena, described as a “multimedia meditation on predator and prey,” exploring the secret lives of creatures from the African savannah, told through poetry set to a “cool-as-a-cat” soundtrack. On Sept. 20, it’s The Inventor of All Things, the true story of Leo Szilard, the Jewish-Hungarian physicist who wrecked the Nazi bomb, as told by U.K. slam poet Jem Rolls. On Sept. 27,Wes Babcock and Nancy Kenny come to the stage with Your Princess is In An-
other Castle – the story of what happens when Princess Polly loses the popular vote to a mannequin and accepts the help of a Prince Charming-type to save the free world. On Oct. 4, Devon More is hosting a Back Room Boom night, the first in a planned series of cabaret evenings featuring “magical mystery guests,” with poetry and music. Then, on Oct. 11, it’s I Left My Heart In Ma’Sum Ghar, presented by comedian and army veteran Morris Bartlett with his own unique view of the brotherhood of soldiers and the War on Terror. All Way Off-Broadway Wednesday shows happen at 7:30 p.m., and beverages and food are available to order. Shows are on a bydonation, pay-what-youcan basis and are open to everyone. Entertainer’s visit was a treat for residents Archie and Dale Miller

A few weeks ago, we wrote of a visit by JC Fergusson, who was referred to as a noted Scottish lecturer, musician and vocalist.The description of his program was featured in the local paper and it appears to have been quite an evening. Fergusson was an entertainer who travelled on a circuit of various towns and there are references to him in the U.S. down the coast from B.C. In early 1876, he put on a couple of performances in New Westminster in a venue referred to as the “Good Templars Hall.” The advertisement called the whole thing a “Grand Scottish Entertainment” and “A nicht wi’ Burns.” In summary, the evening would entail “Scotland: Her Poetry, Her Humour, Her Music, and Her Song.The lecture will be illustrated:
The Poetry by choice selections; the Humor by racy anecdotes; the Music by a performance on the great highland bagpipes; and the Song by the singing of the choicest Scottish songs.The whole forming a most enjoyable evening.” This certainly would have been a very special program for the residents who got seats in the hall that was noted as being not a very big venue, and the citizens were encouraged to get their seats early. Mr. Fergusson was apparently well known for his talents but the articles stated that “the audience… was quite unprepared for the rich treat that awaited them.” “The talented lecturer gave most effectively, some choice specimens of the poetry, from various authors, and was greatly applauded. He proceeded to show, by giving a number

of racy anecdotes, causing great laughter, that Scottish wit and humour were fully equal to those of any other nation.” Moving to music, Fergusson introduced the bagpipes through a short history of the instrument showing that it is one of great antiquity. “The marches, strathspeys … and reels demonstrated a complete command of the ‘chanter’ and created great enthusiasm amongst the audience.” The overall presentation was warmly received and led to another evening being scheduled.This wonderful evening in New Westminster of 1876 was wrapped up by the reporter: “Never has an audience left a hall of entertainment better pleased, or more determined to avail themselves of another evening, which, we are happy to say, Mr. Fergusson has promised to afford them…”

As the New Westminster Public Library prepares for its renovation project beginning this fall, we’ve moved our ongoing adult programs to other venues in the Royal City. Here’s the information you’ll need to find the library’s relocated programs this fall. Our oldest continuing program partner, the New Westminster Historical Society, has offered local history programming at the library since 1973 and has already experienced one library renovation in 1978. This drop-in program will continue at Century House at 620 Eighth St., at 7:30 p.m. on the third Wednesday of the month. The dates and topics for the remainder of 2017 are: Sept. 20 (The 1967 Eastward Ho! Canoe Voyage);
Oct. 18 (the history of the New Westminster Public Library); and Nov. 15 (The History of the Pattullo Bridge).The historical society will not have a December meeting. Our drop-in ESL Conversation Circles are a great opportunity for English learners to meet friends and have fun while practising English. New Westminster firefighters and police officers gathered at the Glenbrook fire hall to kick start the Sirens for Life blood drive. “It’s a friendly competition between first responders – they want to see which team can make the most blood donations,” Canadian Blood Services spokesperson Marcelo Dominguez told the Record.
“They often see the need firsthand because of their day-to-day duties.” The campaign pits firefighters, police officers and paramedics against one another in a race to see who can get the most blood donors out donating. While getting donors to the clinics, campaigns like these also help raise awareness about the need
for donors on an ongoing basis, Dominguez noted. At a recent event, 86 people donated and 67 units of blood were collected. Sirens for life runs until Oct. 31. During this time, folks are encouraged to sign up to donate blood. For details on eligibility, go to blood.ca.

It’s enough to make Usain Bolt reconsider his retirement. New West’s Steve Goodwin isn’t telegraphing his game strategy when he says his club will continue to push speed and transition on the floorboards of Queen’s Park Arena. It’s just what they’ve done all sea-
son long. “We have, honestly, two very similarly built teams,” said the ’Bellies bench boss. “These teams have weathered a storm to get here but I see the games being very much a track meet. “They are going to run, and we’re going to run.” Breaking into the offensive zone and setting up shop with the defence in pursuit will be the first objective for both clubs. The Lakers’ offence presents a formidable challenge for New West’s defenders, as five of the top eight Ontario Major Series’

The one aspect that is undeniably in favour of the ’Bellies – venerable Queen’s Park Arena – will present a case of comfort and familiarity that few of the Lakers have enjoyed. “It’s a huge benefit for us, because it’s a smaller floor (dimensions), the home crowd and just being at home,” noted Good-

A lot of the players in this series will have been to a Minto Cup or a NLL final, so they know what it takes.This is the toughest of championships to win in your chosen sport – this is the pinnacle.” The Mann Cup begins Friday, 7:30 p.m. at Queen’s Park Arena.The series continues on Sept. 9, 11, 12, and if necessary, Aug. 13, 15 and 16. Earl was formerly active as a Director in the Hyack Festival Association, a Captain in the New Westminster Fire Dept., President of the Abbotsford Ravine Park Salmon Enhancement Society for 20 years, owner of Hub Fire Trucks, President of the Royal Agricultural & Industrial Society, and many roles in the Central Fraser Valley Chapter of the Vintage Car Club of Canada. He is predeceased by his wife of 53 years, Jean Audrey Smith (nee Madland) and his sister Jean Isaac. He is survived by his sons Brian, Ron, David and their families; sister Diane Isaac; brother in law Ed Issac; sisters in law Luella Stuart and Linda Westendorp; their families; nephew Randy Issac; seven grand children; and three great grand children.
