A NewWest senior is in critical condition after a scooter and car collision on Sunday night. The collision occurred at the intersection of Sixth
Street and Sixth Avenue just after 9 p.m. on April 25. A 69-year-old woman who was on a scooter was taken to hospital with “fairly significant” injuries. “She is in critical but stable condition,” said Sgt. Sanjay Kumar, spokesper-
son for the NewWestminster Police Department. Pieces of the woman’s scooter were scattered on the road. “A vehicle that was travelling southbound on Sixth Street made contact with the female and, un-
fortunately, she suffered some pretty serious injuries,” Kumar said. “She was crossing Sixth Avenue, either going east to west or west to east – we are still trying to figure that out.The vehicle was coming southbound on Sixth
Street.” Kumar said police are still trying to determine what was happening in the moments leading up to the incident. “I can tell you that speed, alcohol and drugs weren’t an issue for sure.
But again, we are just trying to determine what happened in the moments leading up to it,” he said. “We don’t have an indication yet of what colour the lights were, who had the right of way.” Continued on page 3

City wants review of paths for new bridge

New West cycling and pedestrian advocates and want the province to take another look at a “behemoth” overpass that’s being planned as part of the Pattullo Bridge replacement project. Wendy Itagawa, executive project director, recently updated city council on the multi-use pathways that will be constructed as part of the $1.377-billion Pattullo Bridge replacement project. She said the Walkers’ Caucus and HUB Cycling have provided valuable input about the connections to the bridge, and some changes to the design were made based on their feedback. Gary Carlson, cochair of HUB Cycling New West, said HUB and the Walkers’ Caucus convinced the project team to make a number of changes, including an overpass from the Agnes Greenway to the new bridge, straightening out the Agnes/McBride overpass approach, safety improvements at the McBride/Columbia Street intersection and the inclusion of a multiuse path on the west side of McBride Boulevard. Unfortunately, he said,TI Corp has chosen not to improve connections to the Central Valley Greenway, which is the biggest cycling concern of the entire project. “TI Corp’s proposed design would change this well-used section of the
Central Valley Greenway to an undesirable route that will be avoided by a large portion of users, all while spending millions and millions of taxpayers’ dollars,” he said. “This solution will actually encourage eastbound cyclists to stay on Columbia Street.” Carlson urged city council to require TI Corp’s design team to revisit their “unnaturally high overpass” and provide a “corrected” design that will be used by future users of the greenway. Reena Meijer Drees, a member of theWalkers’ Caucus, applauded changes that have been made by the project team. She also opposes the “extremely high” Central Valley Greenway overpass, which will pass over the southbound onramp to the bridge. “We heard that the highest point is 15 metres above Columbia, which would make this overpass twice if not three times as high as the overpass across McBride by Victoria Hill. It has to be this high to clear the onramp, which is itself climbing.You can think of it as an overpass over an overpass,” she said. “In a nutshell, users of the CVG are being asked to climb most of the way back up to Agnes and back down again.” Faced with “this behemoth” she said some people will not use the overpass and will hunt for shortcuts. “Why spend millions on

something that is unsatisfactory from the day it opens?” said Meijer Drees, who believes a better alternative can be developed. Itagawa said TI Corp considered a number of options for the Central Valley Greenway connection, but they presented safety concerns or technical conflicts with the SkyTrain tunnel that passes through the area. She said the decision was made to stick with the current design because it’s safe and accessible for all ages and abilities and minimizes visual impacts on Albert Crescent Park and nearby residential buildings.
“We have gone through a number of reviews of the different options we have looked at,” Itagawa said. “We have landed on maintaining with the current design.” Coun. Patrick Johnstone expressed concern about the “circuitous” route and elevation of the proposed connection to the Central Valley Greenway. “There are always compromises made in these types of structures, but I think that in this case we need to make them look again at how the CVG transverses through here. I think there are opportunities,” he said. “I think fun-
damentally one of the issues is we are not going to separate traffic here because cyclists are not going to use this 15-metre high overpass that doesn’t go the direction that they want to go.They are going to stay on Columbia.” Council unanimously supported Johnstone’s motion directing city staff to engage with TI Corp and the active transportation advocacy community about improving the usability of the Central Valley Greenway connection through the Pattullo Bridge replacement area. Council will also correspond with MLA Jenni-
fer Whiteside and B.C.’s minster of state for infrastructure to express support for concerns raised by HUB Cycling and the Walkers’ Caucus, with the hopes that more creative solutions can be found. Mayor Jonathan Cote said he appreciates all the changes that have been made in response to concerns from the city and local advocacy groups. “I think at times the city of New West has probably been a little bit of a challenge for the team.The perspective we are always taking is we only get one shot to get this project right, particularly when it comes to some of the urban integration and sustainable transportation,” he said. “Obviously that’s a huge priority to make sure we get it right.” Johnstone said he’d like TI Corp to spend more money on design and integration and less money on building a large concrete structure in the sky. “We are not asking TI Corp to spend more money here on more infrastructure.We are actually asking them to look at this big, expensive piece of infrastructure they are building,” he said. “Something is wrong if we are spending this money building infrastructure that doesn’t actually solve the problem we are trying to solve.”
Police looking for CCTV or dash-cam footage from crash

ously, quite traumatized by what they saw,” he told the Record. “We are just sifting through their statements as well.” According to Kumar, the driver is cooperating with police. “He remained on scene,” he said. “Obviously, he is quite upset
and distraught by this as well.” The Vancouver Police Department’s Collision Analyst Reconstruction Team (CART) assisted with the investigation. “They had their CART members out last night to essentially do the calculations and to try and find
out what speed the vehicles were going and any other environmental factors that played a role in this,” Kumar told the Record on Monday. Kumar said evidence from the scene, witness accounts, and CCTV and dash-cam footage will paint a pretty clear picture
of what happened once it’s all pieced together. “We are still appealing to anyone that witnessed this or has dash-cam footage to please talk to us,” he said. “Every little bit helps in piecing this together.” Anyone who has dashcam footage or who wit-

The timeline for the TUP would be for whichever is less: the time required to complete construction at 100 Braid Street or three years (the maximum time allowable at issuance of a TUP). If required, the applicant could apply to Council for an extension of up to another three years under the same permit.

An application has been received for an amendment to the existing Temporary Use Permit (TUP) at 97 Braid Street that would permit food truck events to occur on site when the parking lot is not in use by Fraser Health Authority for Royal Columbian Hospital (RCH) staff and construction workers. While the base zoning of the site, Commercial Industrial Districts (CM-1), permits restaurants, the existing TUP limits the use of the site as a temporary parking lot (500 spaces) for RCH and construction works during the RCH redevelopment. The TUP is scheduled to expire on September 19, 2022.

The NewWestminster school district’s police liaison program has officially come to an end. The school board voted Tuesday night (April 27) to discontinue the child and youth liaison officer program that has been run in partnership with the NewWestminster Police Department. The district’s three liaison officers, whose salaries are paid by the NWPD, have been reassigned to other duties through the 2020/21 school year pending a review of the program. With the Tuesday night vote, the program is officially discontinued, effective immediately.
The cancellation of the program stems from concerns over the impact the presence of police in schools has on racialized communities, in particular Black and Indigenous students and staff, and other marginalized groups – including those with disabilities and LGBTQ+ students. Trustee Mary Lalji was the lone voice of opposition at the board table. She raised concerns about the process and the lack of discussion with the police department. Lalji made a motion calling on the board to do more consultation with the student body and to have an “open dialogue” with the NWPD. “If there are specific issues students or parents

have, we should and need to address them,” she said, but added that should in an “open and transparent dialogue.” No other trustee seconded Lalji’s motion. “This decision right here is not a reflection of the NewWestminster police. I very much value the historic partnership we’ve shared,” said board chair Gurveen Dhaliwal. “This marks the end of a program, but it’s not the end of a relationship.” The board directed staff to work with the NWPD on a “redesign” of their relationship, specifically as it relates to emergency procedures in schools, and report back to the education committee June 8. Spending rules go out the window
Far more than any Throne Speech, a provincial budget is usually a much-anticipated annual event that sets the course for the coming year and lands the government of the day in a bit of controversy, good and bad. So much for the old days. This year’s budget landed with all the excitement that comes from watching an accountant fill out a tax form. Even though it is projecting a record – by far – budget deficit and will ratchet up the provincial debt to unimaginable levels over a short period, Finance Minister Selina Robinson’s first budget on her watch failed to generate any buzz. It is not her fault, of course. It is just that the COVID-19 pandemic continues to reframe how the public views issues, as everyone’s priorities have been turned on their head. No one was really expecting much from the budget going in.We knew there would be a huge deficit and that the NDP government was going to spend a lot of money on health care, social services, infrastructure and programs aimed at assisting in economic recovery while we wait for the blasted pandemic to finally end. And on that point, the NDP delivered the anticipated goods. The deficit this year is pegged at $9.7 billion this fiscal year, $5.5 billion next year and $4.3 billion the year after that. So almost $20 billion in collective deficits over three years.That includes almost $9 billion in new program spending over that period. Another $26 billion in capital spending will flow out the door as well. And yet, there seems to be a collective shrug in response to these mind-numbingly huge numbers. A very vocal
“meh.” If anything, the most common reaction from various interest groups – including business groups – was that there was not enough new spending. Both business and labour are upset there was no money for a new program to ensure paid sick leave.There was a budget increase for child care, but not nearly the size that is required, argued advocates. School districts are already decrying their funding lift and predicting huge shortfalls. In other words, spend more. Even the BC Liberals were rather modest in their criticism, focusing on spending cuts and saying there was no vision. No sooner had the budget been tabled than everyone’s focus shifted once again to the issue that has dominated our lives for more than a year: the latest in our COVID-19 situation. I guarantee there is far more public interest in the new travel restrictions than there is in the size of the deficit and the growing public debt. More people could probably quote COVID-19 case statistics from around the world before they could cite many numbers from Robinson’s budget. Eventually, we will return to the days when seemingly quaint concepts such as balanced budgets and public-spending discipline become the norm again. That, however, remains on a very distant horizon. In the meantime, the New Democrats get several more years to spend, spend and spend while being urged to spend even more from groups right across the political spectrum. Candle theft never happened
Reports that someone had stolen 35 candles from the cenotaph at city hall after a candlelight tribute to those who have given their lives for their country during wartime seemed to point to a new low in petty crime – but it never happened. Local police reported the candles had been stolen overnight after the Feb. 19 twilight ceremony presented by The Royal Westminster Regiment at Memorial Plaza, but it turned out organizers had taken the 99 candles used during the event inside for safe keeping at midnight.

Editor: An open letter to New Westminster MLA Jennifer Whiteside: I am one of the owners of Piva Modern Italian and am proud to live in New Westminster. I write to you about the closure of restaurants in B.C., for which I can see no reasoning. Our restaurant, along with many of our peers, have gone out of the way to ensure a safe environment for both our patrons and staff. We have had no issues at our restaurant, nor am I aware of issues with any others in your constituency. The communication of your government has been confusing. More specifically, I would ask the following: Why restaurants? Where is the specific data verifying there has been a major number of outbreaks in this sector? Are restaurants to blame for the most recent surge in cases? I can find no evidence of this (please correct me here if I’m missing something).
Why not hair salons or malls? Furthermore, on behalf of many the under35-year-old employees at Piva, I’m upset at the tone your leader took. First off, I can tell you, this demographic is bearing the economic (and social) brunt of this pandemic. Once again, they are out of work. Second, in my personal observation, our team has been very responsible with regards to the seriousness of COVID-19. For Mr. Horgan to first tell them they’ve lost their jobs and then second to lump them all into a “bad actor” category, is both irresponsible and unfair. Has he no compassion for these people? There are some harsh realities of the decisions being made by your government. When decisions like this are made, they should be clearly articulated and justified. As our MLA, I would ask that you please speak up for those of us who are trying hard to make New Westminster more livable, acting responsibly and taking this pandemic very seriously. News Man pleads guilty in 2019 Glenbrooke North shooting Theresa McManus

A man who was arrested after a shooting in the Glenbrooke North neighbourhood in 2019 will be spending a few years in jail. On the evening of Nov. 17, 2019, New Westminster police received a report of shots fired in the 200 block of Osborne Avenue. A woman was transported to hospital with injuries. Although the suspect fled the area before police arrived, the New Westminster Police Department’s major crime and street crime detectives conducted an extensive investigation and identified and located a suspect.With the assistance of the Vancou-
ver Police Department’s emergency response team, police arrested 24-yearold Carlos Monteith and charged him with several offences. According to NWPD, Monteith pleaded guilty to discharging a firearm with intent and possession of a loaded prohibited firearm and received a six-and-ahalf-year sentence for discharging a firearm and a three-year sentence for possession of a loaded prohibited firearm. “Mr. Monteith pled guilty during his trial,” said NWPD spokesperson Sgt. Sanjay Kumar in an email to the Record. “It’s our understanding that discussions took place between defence and Crown counsel which led to Mr. Monteith pleading guilty
to discharging a firearm with intent and possession of a loaded restricted firearm, which resulted in Crown counsel dropping the charge of attempted murder.” Monteith had originally faced charges of attempted murder with a firearm, discharging a firearm with intent to wound, possessing a prohibited/restricted firearm with ammunition and possessing a firearm while prohibited. “Our victim was shot numerous times and still has to deal with the physical effects of the shooting,” Kumar said. “As a result of this incident, she will continue to battle the psychological effects and the memories of what she went through for a very long time.”

New Westminster is standing by its decision to not open Hume Park Outdoor Pool in the summer of 2021. In March, council asked staff to revisit a plan to keep the outdoor pool in Hume Park closed for the second consecutive summer. Nearly 400 people have signed an online petition urging the city to open the pool this summer. An April 26 report to council stated staff recommended the pool remain closed this summer for a number of reasons.These include COVID-19 public
health orders and public safety requirements, staffing considerations, capital maintenance requirements and financial implications. It also noted that work required to prepare the pool for swimmers would likely result in a delayed opening of the pool this summer. Coun. Jaimie McEvoy pointed out COVID-19 regulations would have allowed only one staff member on site, instead of the four required, and would have limited pool capacity to 15 people – which, he said, meant three to five families. “This isn’t an issue so much of money to do it. It isn’t an issue of the will to do it. It’s an issue of
COVID,” he said. “Not all our facilities are equally able to handle people being inside of spaces with COVID regulations.” The staff report also noted that major maintenance work would need to be competed in order to ready the facility for use this summer, and that work should have already been underway. In order to open the pool this summer, work required to physically prepare the pool for opening and to train staff to work at the facility should have been discussed months ago, said Dean Gibson, the city’s director of parks and recreation. Gibson said the parks
and recreation department is “pulling out the stops” to ensure residents on the east side of town receive some other forms of recreation services and programming. Scavenger hunts, virtual concerts, walking tours and a social media contest are among the initiatives that parks and rec will start rolling out in late spring. Registered programs to be offered at Hume Park will include bike courses, roller blade lessons, yoga, a sport ball camp and outdoor day camps. Staff is also looking into the feasibility of allowing an overnight camping program in Lower Hume Park.

Local artists part of ParkerArtSalon 2021
Annual celebration and fundraiser has gone hybrid during the pandemic, with live and online events
New Westminster and Burnaby artists will be among those sharing their work with art lovers in a new hybrid event by the ParkerArtSalon. ParkerArtSalon, a nonprofit society with a mission to promote artists and strengthen the cultural community at East Vancouver’s Parker Street Studios, is turning to the internet this year to help expand its reach in the face of the COVID-19 pandemic. The sixth annual fundraising event will include an auction that will be hosted at Pendulum Gallery, 885 West Georgia St., from May 3 to 28, and available for virtual viewing (and bidding) with Waddington’s online from May 6 to 16. The Essential Travel exhibition and auction will look at what motivated, what inspired and what eventually developed out of the studios during COVID-19. Half the proceeds will go towards the Beedie Luminaries Scholarship program, for students with potential who are facing financial adversity. “With the Parker Street Studios in lockdown for over a year, residents met this latest challenge with the same flair, invention and community-build-

Arts & Entertainment New West novelist on the shortlist for Crime Writers of Canada award A New Westminster author has been shortlisted for the 2021 Crime Writers of Canada Awards of Excellence. Winona Kent is one of four Canadian authors to make the shortlist for Best Crime Novella. She’s up for her novella Salty Dog Blues, which was published in an anthology called CrimeWave, by Sisters in Crime – Canada West in October 2020. Kent’s novella is up against C.C. Benison’s The Unpleasantness at the Battle of Thornford,Vicki Delany’s Coral ReefViews and Sam Wiebe’s Never Going Back. “I’m totally honoured to be in such good company,” Kent said in an email to
the Record. “It’s like the Oscars – it’s a thrill just to be nominated.” The novella features the character of jazz musician-turned-sleuth Jason Davey, the detective at the heart of Kent’s series of mystery novels. Her last book in that series, Lost Time, was released in August 2020. She’s currently working on the next novel in that series and says she’s hoping to have it ready to go by the end of the year. Passionate about seniors’ issues? Interested in contributing to the community? If so, the Seniors Services Society of B.C. wants to hear from you. The New Westminster-based non-profit, which aims to connect adults 60-plus with individual supports and housing services, is currently on the hunt for new members for its board of directors. “This is an extraordinary opportunity for an individual who is passionate about Seniors Services Society of B.C.’s mission, vision and values, and
who has a track record of board leadership,” said a notice about the board member position. “Selected board members will have achieved leadership stature in business, government, philanthropy or the non-profit sector.The successful candidate’s accomplishments will allow him/her to attract other well-qualified, high-performing board members.” Betty McIntosh, board president, said the board will be holding its annual general meeting virtually on June 22. She encourages people who are interested in serving on the board to apply soon, as the nomination committee will be considering the is-
sue in May. “We will be looking at all the paperwork, doing interviews,” she said. “We have a nomination committee, which is members of the board.” The Seniors Services Society of B.C. provides support services that help New West seniors to live independently, such as Meals on Wheels, grocery shopping and phone call programs.The society also provides outreach services for seniors in housing crisis across Metro Vancouver. “We are going to have some space available on the board of directors for the Seniors Services Society of British Columbia,”

Seniors become tech-savvy A new BC Hydro reports finds COVID-19 has driven B.C. seniors to become more tech-savvy; yet many are still not using online tools to their full advantage. The report titled Digital divide: COVID-19 pushes B.C. seniors to close technology gap, but challenges persist finds seniors are spending more time online – a trend that has increased during the pandemic. When faced with being disconnected from family and friends, seniors were forced to adopt new tech-
nology quickly. For example, about 60% learned to use video calling applications, such as FaceTime or Zoom since the pandemic began – far more than any other age group. The report also finds seniors have turned to social media. About three-quarters of B.C. seniors use social media – with most using it daily. Outside of joining TikTok, seniors are the most likely to have joined all other social media platforms over the past year. Overall, social media is likely a big contribu-
tor to the one to five hours a day that most seniors admit to spending online, and much like video calling, 60% said they use social media primarily to keep in touch with loved ones. Despite becoming more proficient using some of the technology, it appears that seniors are still missing out on many of the online benefits available to them. For example, they are 25% less likely to make an online purchase for essential items than other adults in B.C.

My dentures are loose, what can I do?

There are various reasons, but suffice to say that the construction and successful wearing of a denture is dependent on many factors which cannot all be controlled by your dental provider. The shape of your mouth, the quality of your saliva and the presence or lack thereof of any teeth will make the largest determination of denture stability. There are many people who successfully wear dentures, but for some they can be problematic. If you have continued problems, it’s best to seek a professional opinion. There are options, like a reline to the existing denture. If it is not too old, the base of the denture can be relined to fit the present state of your ridge. For some, they may be a candidate in establishing a suction lower denture. A new technique on the market, with certified providers. If your dentures are too old, you may want to look into getting a new set to re-establish a good bite and fit, improve quality in function and aesthetics. Alternatively, there are also implant solutions. We always want to introduce what’s best and fits your needs.

How can I get an edge in a multiple offer situation as a buyer?
A
There are several ways you can tilt the scales in your favour. Making a non-subject offer is the biggest advantage you can have. Caution: Its risky business writing non subject offers in an escalating market. That property will need to appraise at its selling price, or you will need to come up with the difference before completion. Unfortunately, that is almost the only way to secure a home in multiple offers today. Failing that, your offer price is king. Letting the seller choose possession and completion dates can also give you an advantage over the next offer. However, it could mean you need to bridge finance to make things work and there are additional costs. There is always the option of waiting for a cooler market to shop in.

How does my pregnancy affect my oral health?

In some women, the hormonal changes during pregnancy can lead to gum disease. Gingivitis is common and presents with inflamed and bleeding gums. In more severe cases, the infection can involve the bone and lead to eventual tooth loss. Food cravings are common and diverse. If they involve sugary snacks, it may lead to an increase in tooth decay. To avoid gum disease and tooth decay, it is imperative to maintain a good oral hygiene regimen (brushing twice daily and flossing once daily). Morning sickness is another concern, as it exposes your teeth to stomach acids that can weaken your enamel. Post vomiting, it is important to first rinse your mouth thoroughly with water or fluoride mouthwash. Avoid brushing your teeth for at least 30 minutes. Dental treatment during pregnancy is considered safe. Talk to your dentist if you have any concerns.
