Builder seeks input on Woodlands wall changes

Changes being contemplated to theWoodlands wall to help address ongoing pedestrian and cyclist safety will be discussed at an online session on Aug. 12.

Fraser Crossing Partners, which has received a contract from the province to build the Pattullo Bridge replacement project, has applied to the city for a

heritage alteration permit so it can alter a section of the wall. It runs along the entire stretch of East Columbia Street in front of theVictoria Hill neighbourhood.

“The design for the new bridge will require changes to the intersection of East Columbia Street and McBride Boulevard, in great part to address ongo-

ing pedestrian and cyclist safety hazards at that intersection,” said a staff report to council. “The proposed intersection improvements require removal of an 85.5-metre (280-foot) length of theWoodlands wall.”

The proposal would include the removal of the entire 10.5-metre (34.5feet) section that’s on Mc-

Bride Boulevard and a 75-metre (246-feet) section along East Columbia Street. It’s being proposed that a partial reconstruction, using existing materials, will take place at a location north of the existing wall.

City to consider curbside collection of glass

It would appear New West residents have quite an appetite for pickles – and other products packaged in glass containers.

Recycling them correctly, however, is proving to be a problem.

At its July 12 meeting, council directed staff to develop a residential glass collection program for council’s consideration as part of the 2022 to 2026 financial plan process.The purpose is twofold: to enhance current curbside and multifamily recycling collection and to reduce contamination among recyclables Mayor Jonathan Cote said glass was one of the biggest challenges cited by residents who took part in consultation about the city’s decision to move to a regional recycling centre.

“I had no idea how many pickles this community ate, but those pickle jars, I heard all about,” he said.

“I do think this is a direction I would like to see this going. Obviously we will view that through our budget process coming up.”

In addition to being a “good response” to a lot of the public engagement the city received early last year, Cote said it would also help address contamination that’s occurring in the mixed recycling bins.

The engagement took place in February 2020, a month before the city’s recycling depot closed at its site next to the Canada

Games Pool and Glenbrook fire hall.

Because of the design selected for the aquatic and community centre that’s now under construction next to the Canada Games Pool, the city did not have room to retain the recycling depot on the site.

The depot closed in March 2020, and the new United Boulevard Recycling and Waste Centre hasn’t yet opened.

A staff report to council outlined the results of community engagement about waste reduction, which found glass, Styrofoam, soft plastics and other flexible plastic packaging to be the most challenging materials for residents to recycle. According to the report, the top suggestion by people who participated in the survey was to expand curbside residential recycling collection to accept more items.

CONTAMINATION COULD BE COSTLY The report also outlined some potentially costly issues related to contamination of products in New Westminster’s curbside collection program. It noted Recycle BC’s audits of the city’s curbside collection program showed an “increasing trend of high contamination” of the city’s curbside collection program, including a 14.1% contamination rate in the fourth quarter of 2020.

ment with Recycle BC, and could lead to substantial financial penalties to the city,” said the report. “At this time, the city is required to develop and submit a formal contamination remediation plan (CRP) for the curbside collection by July 30, 2021, outlining actions, procedures and timelines to reduce contamination in compliance with program requirements.”

Staff believe that introducing a glass collection program, separate from other recyclables that are collected, would help New Westminster to meet its Recycle BC contamination remediation requirements by reducing the contamination volume by as much as 34%. It’s estimated the service would result in an additional user rate of about $10 to $15 per single-family household.

While there’s an addi-

tional cost to residents for collecting segregated glass, staff note that not providing these services could result in financial penalties under the city’s agreement with Recycle BC. “Penalties for contamination beyond a threshold of 3% by volume begin at $5,000 per truckload and could potentially increase by $5,000 annually up to a maximum of $20,000 per truckload after the fourth year of service level failure,” said the report.

“Additionally, the total maximum annual penalties for any municipality may incase by $120,000 annually, starting at $120,000 up to a maximum of $480,000 after the fourth year of consecutive service level failure.”

According to staff, if the full penalty is imposed against the City of New Westminster, it could result in penalties that are the equivalent of an an-

nual rate increase of about 7.5%.

Coun. Patrick Johnstone said contamination of the recycling stream is what’s driving the proposed implementation of segregated glass collection.

“I think we should also be talking about using education, using enforcement,” he said. “I think that a couple of $100 fines would definitely stop people from putting glass into recycling bins if we were willing to go to that length.”

When staff reports back to council about options for a separate glass recycling curbside program, Johnstone said he’d like to get more information about education and enforcement efforts and how that’s been handled in other jurisdictions.

“Ultimately I feel that we need to expect some people to take responsibility for the waste stream,”

he said. “If education and enforcement is an effective way of managing some of this problem, than I think we also want to evaluate that. … I just want to have a comparison when we do decide what path we are going to go down.”

Coun. Chuck Puchmayr said Recycle BC set contamination rates that he thought were “extremely low” from the get-go and would be hard to achieve.

“We also took away the ability to recycle glass.

That, coupled with relocating our recycling centre, has certainly caused some issues,” he said.

“That’s why I think we need to look at this and review this.”

David Lefebvre, spokesperon for Recycle BC, said Recycle BC’s preference is to work with local governments to address contamination issues prior to imposing service level failure credits.

“Our primary goal is to see contamination reduced so we can access recycling end markets effectively and ensure the most material is recycled,” he said in an email to the Record.

“We have in some instances had to proceed to financial penalties where high levels of contamination have remained unresolved, though this is certainly not our preference.”

Homicide team seeks tips into New West infant’s death The regional homicide team has been brought in to investigate the death of an infant in New Westminster.

On July 24 at approximately 4:20 a.m., the New Westminster Police Department (NWPD) re-

sponded to a call of an unresponsive infant in the 1300 block of Fifth Avenue, said a news release.

NWPD completed an assessment and determined suspicious circumstances around the death.

The Integrated Homicide

Investigation Team (IHIT) was called in to investigate.

“IHIT investigators are working closely with our partners at the New Westminster Police Department, BC Coroners Service and the NWPD forensic identification sec-

tion,” said the release.

“Homicide detectives are speaking with the family and friends to ascertain the specifics around what happened. Local support services have also been engaged.”

As there is no on-

going public safety issue or investigative need, no names or further details are being released, said IHIT. “The hurt caused by these kind of deaths are amplified when the victim is so young,” says Sgt. Da-

vid Lee of IHIT. “We are working diligently to find answers to help the healing process for all those affected.”

City New West playgrounds getting new equipment Julie MacLellan

NewWestminster children have temporarily lost a few of their favourite places to play – but plans are in the works to replace all of them.

Families who’ve visited Queen’s Park recently will have noticed the large wooden play tower with the slides and fire pole is now gone.The old structure was taken down between July 19 and 26, according to Erika Mashig, the city’s parks and open space planner.

“The old play tower was built 30 years ago and, through our routine inspections, it was identified the structure has reached the end of its life by our CSA-certified playground inspectors,” Mashig said in an email to the Record.

A sign at the site shows a rendering of the new tower, which includes climbing structures and slides. It will be built with a variety of options for access, including a transfer platform at the base of the treehouse for “an inclusive approach to the play features,” the sign says.

Mashig noted the new

structure was selected through a public tender process, during which staff considered factors such as the age of users, the play value and “diversifying the play experience” relative to the other equipment in the park.

The new equipment is expected to be ready for use by the end of August or early September.

GRIMSTON PARK Meanwhile, in theWest End, Grimston Park was hit by fire on July 20.

The fire affected just the small independent slide tower that crosses the water channel, Mashig said.

The equipment was closed for repairs for about 10 days but has since been reopened.

Mashig noted the fire is the subject of an ongoing investigation by the New Westminster police and fire departments.

WESTMINSTER PIER Parkgoers in the downtown core have also been affected by the monthslong closure of the small toddler play structure at Westminster Pier Park, which was removed in May following a fire.

Work in progress: The old play tower at Queen’s Park has come down and is being replaced with a new climbing structure that will feature slides, climbing equipment and more inclusive access.

Should Dr. Henry be cracking down?

It may not have been by design, but the B.C. Health Ministry has released some data that could eventually form the basis of COVID-19 restrictions or even a virus-related passport of some sort.

Late last week, the ministry for the first time released a breakdown, by age and health authority, of who is and who is not being vaccinated against the virus.

The document revealed that, as suspected, people aged 20 to 45 have low vaccination rates in the Interior and northern parts of B.C. While every older age group in Vancouver Coastal, Fraser and Vancouver Island health authorities has a vaccination rate with percentages ranging from the mid-70s to the low 90s, the rate among younger people in the Interior and the north is woefully and dangerously low – with percentages of mid-60s in the Interior and about 60 in the north.

The data now provides a publicly available benchmark to measure vaccination efforts in the weeks ahead, to see how much progress is being made to get those vaccination numbers up in that younger age cohort.

A special push to boost the vaccination rate in these regions was recently announced.

A new awareness campaign and more resources will be used to boost the numbers.

If there is not much progress made by September, would public health authorities simply throw up their hands in frustration or would they consider another option: the requirement of proof of vaccination to engage in certain activities or attend certain events?

In other words, will proof of vaccination even-

tually be required for people to go to bars, restaurants, nightclubs, movie theatres or fitness classes in places like parts of the Okanagan or Nelson or Creston, if vaccination rates remain stubbornly low?

While Dr. Bonnie Henry has favoured using the carrot instead of the stick to get people to “buy in” to her advice and public health orders, her recent decision to impose new restrictions on the Central Okanagan – where case counts have risen quickly – is a sign that she is not averse to using the stick as well, if needed.

Considering more than 80% of British Columbians have willingly received at least one dose of vaccine (and we are rapidly approaching the 70% mark for those with two doses), any crackdown by public health on the non-vaccinated would likely enjoy wide public support.

If B.C. hits a wall in the Interior and/or the north when it comes to getting a first dose in the arms of at least 85% of people, I would not be surprised if a combination of incentives and disincentives takes shape.

Simply allowing the Delta variant to spread for an indefinite period around communities with low vaccination rates does not seem to be a realistic option.

Other places – notably France and Israel – are cracking down on those refusing to be vaccinated. Alberta is going in the opposite direction, but Health Minister Adrian Dix has made it clear that B.C. will not be following Alberta’s lead in any way.

If anything, B.C. authorities may be prepared to get even tougher on those who refuse the jab for no good reason.

Man dies trying to elude police

A 23-year-old New Westminster man jumped to his death while trying to elude police on the Port Mann Bridge.The incident began with a high-speed chase in Burnaby when police tried to pull his vehicle over for not having tail lights. It ended when the car he was driving hit a guard rail on the Port Mann and bounced into a police car trying to block his escape.The man fled on foot and jumped off the side of the bridge. He landed in sand 100 feet below the bridge deck. He died en route to hospital.

We don’t need an election, we don’t want it, but we’re getting it

Editor: It has become the worst-kept secret in Canada that we are most likely headed for a federal election in late September.

The thinly veiled ploy to seize majority control of Parliament will, of course, be given its necessary, well-engineered justifications that only the most naive will actually believe.

We don’t need it. We don’t want it. We’re getting it anyways.

What we really need is for our government to keep doing their jobs with the mandate we gave them two years ago. A forced early election call would reset many important initiatives that have endured the collaborative process that only a minority government can guarantee. It does not serve us, but serves only those in power – who, lest we forget, pledged to serve us.

I won’t take aim at any of the parties. They’ll be doing that to one another soon enough, and we’ll be left to sort the truth from rhetoric.

Regardless, we the people will still be expected to exercise our important franchise.

But how?

Maybe just this time, look for a sincere, trustworthy candidate who best represents your long-term best interests. Even if they aren’t in your riding. Unicorn jokes aside, they do exist, and with a little effort you can find them in less time than you’ll spend in a Costco lineup. Demand integrity, not perfection. You’ll recognize them – they’re the ones who have demonstrated the courage to rock the boat for what they believe in. Who will insist that their party serves them and their constituents – not the other way around. Who are in it for a higher purpose, not their own self-interest. Who aren’t afraid to own their mistakes.

Then find some way to support their campaign. Volunteer, donate or even just put up a lawn sign. The best candidates often face the toughest uphill battles. They need all the support they can get, so lift them up with everything you have – even if they don’t win this time around. The best of them will stick around, but only if they feel well supported.

Most importantly, be a “high information voter.” Democracy is not a spectator sport. Like anything worthwhile, it is fragile and requires constant attention. It is our responsibility to be informed and then to vote with our conscience.

Only then can we begin to have governments who deserve us.

New West resident on duty at Tokyo Olympics Dr. Jenn Turner is a sports chiropractor living in New Westminster – and she also happens to be serving as a sports chiropractor with the Canadian cycling team at the 2020 Olympic Games in Tokyo.

We asked Turner some questions about herself and her experiences in Tokyo, and she was kind enough to answer them by email around her Olympic duties.

Here are some highlights from that Q&A:

City Council approves demolition of heritage home Theresa McManus

A 1941 house in the Queen’s Park neighbourhood may be demolished if it can’t find a new home – but that may be a little tricky to do.

On July 12, council supported the city’s land use and planning committee’s recommendation to approve a demolition application for the house at 219 Second St.When considering the demolition request, the committee was told the applicants had explored retention of the house as a large laneway house or as an infill house small-lot subdivision, but concluded they wish to proceed with demolition and new construction.

“This is the first time we are going through something like this,” applicant Marko Majkic told coun-

cil Monday night. “We are not builders; we are not developers.This is a place for our family. Now we are finding ourselves in a bit of a pickle, as you would say, as we are going through this process.We have never gone through this process before.”

The 1941 house is not a legally protected building in the Queen’s Park heritage conservation area.

Because the property is located in the heritage conservation area, a new house will have to meet certain design guidelines.

“It’s going to fit exactly into the neighbourhood,” Majkic said. “We are not going to do something extravagant or something that’s going to look horrible in the neighbourhood. It’s going to go with the guidelines.We are not going to be asking for any variance or anything like

that.”

Majkic is willing to make the existing house available for someone who wants to move it to a different location and preserve the house, but that’s proving to be challenging.

“To this date, we haven’t been able to find a company that can actually do it,” he said. “The biggest company that does it … they have basically said, ‘We would love to take the house and preserve it,’ and then they came in and looked at the trees and said, ‘There is no way to move this house up and down the street, there is no exit.’We are in a very tight position.”

She noted, however, that the city’s practice is to designate properties only with the consent of the owner and pointed out that staff don’t believe the heritage value of this house is significant enough for the city to unilaterally require designation.

People NWSS grad earns Beedie Luminaries honour Julie MacLellan

When talking about himself, Armen Bagdasarov is cheerfully self-deprecating.

On his love of volleyball, the sport he played from Grade 7 to the end of high school: “I was never, like, any good, but I was still really passionate about it.”

On soccer, which he also loves: “I’m terrible,” he says with a laugh, but adds he’s found a supportive circle of friends in soccer players. “They just kinda took me under their wing.”

And he’s understated about his abilities at chess, his work ethic and his academic achievement – all of which are part of the reason he was chosen as one of this year’s recipients of a $40,000 Beedie Luminaries scholarship.

Even talking about his

scholarship, Bagdasarov spends more time thanking the friend who suggested he apply for it than talking up his own achievements.

But ask him about his mother, and his sincerity and genuine admiration beam down the phone line.

It’s his mom,Valeriya Zhmak, who set the standard for hard work in his household.

Zhmak is a Russian immigrant who moved to North America in 1999, first to the U.S. and then to Canada. She’s a journalist by education but hasn’t been able to pursue that career in Canada.

Instead, her life has been a series of multiple jobs.

She’s a janitor, a painter, a photographer. She makes videos. She helps care for seniors.

“It’s just enough to support us,” Bagdasarov says.

Bagdasarov isn’t entirely certain what he’s going to do with his future, but he’s contemplating working in a diplomatic or embassy role for the Canadian government.

There’s a smile in Bagdasarov’s voice as he envisions a future where he’ll be able to look after his mother, instead of the other way around.

“My mom reminds me of this very often: ‘Make sure to take care of me,’” Bagdasarov says. “I hope she knows that I will.”

GALLERY AT QUEEN’S PARK The Arts Council of NewWestminster’s gallery continues its exhibition series with Time Passages, running until Aug. 29.

The exhibition features a series of long-exposure photos byWade Comer.

“Using the technique of long-exposure photography from within or upon moving vehicles,Time Passages relinquishes control of some of the aspects of photography, allowing chance to have an effect upon the outcome.

Leaving the shutter open – often for up to 16 minutes – turns the camera into a paintbrush, capturing blocks of time within a single photograph,” explains a write-up about the show.

The gallery is open Wednesdays through Sundays, 10 a.m. to 2 p.m.You can find it in Centennial Lodge, Queen’s Park (by the bandshell). Check out www.acnw.ca/gallery.

OPEN SPACE SATURDAYS The fun continues at Massey Theatre every summer Saturday, with kids’ activities, music, art, poetry and more happening from 11 a.m. to 10 p.m.The schedule varies from week to week, but you can always expect a variety of fun for all ages – plus food from an on-site food truck.
