Project readies for massive concrete pour

A convoy of cement trucks will be descending on the waterfront as part of a concrete pour for New Westminster’s tallest building. The date of the concrete pour, however, has yet to be finalized. A report in the July 12 city council agenda outlined plans for a concrete pour proposed for Aug. 13, but that report was pulled from the meeting’s agenda. It included a staff recommendation for an exemption to the city’s construction noise bylaw on the day of the pour for the foundation of the west tower, as the work would take longer to do than what’s permitted in normal construction hours. “Bosa Development have confirmed that the monolithic pour of 4,500 cubic metres for the west tower core needs to occur all at one time and is estimated to take 12 to 14 hours,” said the report. “Because the work is a monolithic pour, it means that once the pour is started it must continue to completion.” Mike Anderson, the city’s acting manager of transportation, said the concrete pour is still in the plans – just on a different

date. “They have delayed the concrete pour,” he told the Record. “It’s expected to happen, I believe, in September. It will come back to council.” Bosa Development is committed to implementing measures to minimize construction noise as much as possible during the pour, said the report. “Pump trucks setting up and concrete trucks arriving on site will create construction noise,” stated the report. “The work will include coordination between the five pump trucks and approximately 429 concrete pour trucks bringing concrete supplies to the site.” With hundreds of cement trucks set to deliver cement to the waterfront site as part of the day’s work, a variety of traffic impacts are anticipated. The staff report outlined a variety of measures being planned for the day of the concrete pour, including: Ð Concrete trucks will access the Bosa site from Begbie Street via westbound Front Street. They’ll leave via Begbie Street and eastbound Front Street. Ð Traffic control persons will guide vehicle movements to and from the site during the concrete pour. They’ll serve several roles:

directing the movements of the anticipated 33 concrete trucks arriving each hour and prioritizing them to prevent congestion on Front Street; monitoring and managing any queuing on Front and Begbie streets; prioritizing access for bus and emergency vehicles, if needed; and directing the concrete trucks to the Third Avenue overpass detour if rail operations interfere with their concrete deliveries. Ð Because this is a monolithic pour, concrete trucks will access the site via Stewardson Way, the Third Avenue overpass and Quayside Drive if a train is passing through the Begbie Street crossing.Traffic

control persons will be stationed at locations where they can manage motor vehicle and cyclist traffic when trucks may be using that route. Ð To prevent concrete truck traffic from queuing along Quayside Drive, the trucks will be staged on an empty lot west of Rialto Court and “released in an evenly timed, continuous manner to the site.” Ð Cyclists will still be able to use Quayside Drive during the monolithic pour. (Concrete trucks will be rerouted to that route if the Begbie crossing is blocked by trains.) Ð All sidewalks and crosswalks between the downtown and the waterfront

will remain open during the construction activity. “While the variance to extend the available hours for the concrete pour may increase the possibility of noise in the early morning and late evening, the need for continuous concrete pour is critical,” said the July 12 report. “Given the scope and duration of work, the ability to maintain walking and biking connections and the resultant impact to transportation accessibility being low, along with vehicle volumes during the exemption period being comparable or lower compared to normal construction hours, city staff consider the requested exemption to be

reasonable under these circumstances.” The original time requested for the exemption to the construction noise bylaw would have allowed the work to be done between 6 a.m. and 9 p.m. on Friday, Aug. 13, or one day between Aug. 14 and 23 if weather conditions prevented it from being done on the proposed date.The city’s bylaw allows construction activities that create noise and impact the surrounding community to be done between 7 a.m. and 8 p.m. on weekdays and 9 a.m. and 6 p.m. on Saturdays. With council on summer break until Aug. 30, no follow-up report has been considered regarding the Pier West concrete pour. “The report was pulled as Bosa requested a date change, late in the day,” said Jackie Teed, the city’s senior manager of development services, in an email. “No other aspects of the request or the work changed.” Once the date for the construction pour is approved, residents and businesses near the site will be notified. City looks to reduce human waste in public areas

The City of New Westminster is exploring ways to tackle the increase in human waste in public areas. In the early days of the pandemic, the city provided portable washrooms at several locations in the city.With many businesses and faith-based organizations shuttered by the pandemic, people, including those who are homeless, had fewer washroom

facilities. A recent report to council included an update from the city’s at-risk and vulnerable persons task force. Among the items covered in the report was washroom access for precariously housed and unsheltered individuals. “One of the most significant concerns raised is the presence of human waste in the downtown and other neighbourhoods,” said the update to council. “This issue has been aggravated by limited

access to business, faithbased and non-profit toil facilities.” According to the report, staff has conducted research into free-standing, self-cleaning toilets. Staff are working on a report that’s expected to go to council at its Aug. 30 meeting. It will include recommendations related to toilet facilities to address the increasing presence of human waste. In August, the city learned a number of local projects had received

funding from the provincial and federal governments through the Strengthening Communities program.This included funding for the I’s on the Street program, a street-cleaning service established in 2010 that offers employment and work experience to people dealing with homelessness and mental illness and contributes to the upkeep of the neighbourhood. “Given the increased presence of human waste and litter associated with

the pandemic, the result of limited access to toilet facilities and the move to takeaway meals, the program would expand its coverage, hours and scope to address business and resident concerns,” said a report about funding requested for I’s on the Street. In early 2020, the Peer Network started a petition urging the city to install publicly accessible washrooms in New Westminster.The petition stated that providing por-

ta-potties in certain areas of New West would help keep city streets clean and provide dignity to people living without homes. The petition said the lack of public restrooms affects people experiencing homelessness because most businesses will not allow non-customers to use their restrooms, and those they can use are only open during certain hours, forcing people experiencing homelessness to use alleys, streets and bushes to relieve themselves.

City Officer organizes blood drive to support sister Theresa McManus

A blood drive seemed like a fitting way for a New Westminster police officer to honour her older sister. Det. Selina Byer, who is the New Westminster Police Department’s sexual assault investigator, has organized an Aug. 20 blood drive in honour of her older sister Kathryn, who is battling cancer. “It’s important for people to know that something as simple as giving blood can give people fighting cancer the energy and strength to keep going through treatments,” Byer said. “People often ask how they can help, and my sister has always advocated for folks to donate blood, which can really improve their quality of life.” Kathryn, who is in her early 30s, is a single mom

of a daughter who turns six in September. She was diagnosed with cervical cancer at the end of 2019. “She started with cervical cancer. Unfortunately it is in her lungs and some of her bones now,” Byer said. “It’s tough.We are just taking it day by day.” Byer, who donated blood for the first time last year, is spreading the word out about how easy it is to donate. Byer also wants people to know what a big difference it can make in the lives of folks like her sister. She noted Kathryn has required blood transfusions to get her to the point where she’s able to undergo treatment for cancer. “My sister has done lots of blood transfusions. There’s lot of people like cancer patients or people in car accidents, those

sorts of things, that are very reliant on blood,” she said. “I’d really just like to get the word out about how we can make a difference, and it can be easily done.” Members of the New Westminster Police Department, New Westminster Fire and Rescue Services and Transit Police are among the folks who signed up to donate blood at the Aug. 20 event. Byer said her sister is thrilled to see people she hasn’t even met signing up to give blood at the event. “When you give blood you don’t really know where it goes, so you are helping people that you don’t even know,” Byer said. “She thought it was really cool that people are doing this, especially a lot of first-time people that donate blood.” Byer encourages peo-

ple to donate blood if they can. “I would just say, if you haven’t donated blood, look into it. It’s really easy to do. It’s really easy to sign up. It’s easy to donate. It takes less than an hour,” she told the Record. “It’s

a simple thing that can help someone, like cancer patients.” Gayle Voyer, Canadian Blood Services associate director of donor relations for the B.C. andYukon region, said eligible donors are needed to make life-

saving donations this summer. She said blood inventory levels are lower than normal following a surge in demand and a drop in attendance at donor centres after COVID-19 restrictions were gradually eased. Voyer said all donors are encouraged to get involved, but there is a specific need for donors with type O-negative blood. She said O-negative blood donors are especially needed because that blood type can be transfused to any patient. As of press time, a handful of spaces remained for the Aug. 20 clinic and a Sept. 16 clinic at Anvil Centre was fully booked. Vaccine mandates are a good idea Vaccine mandates are gaining momentum and it is not hard to imagine they will be plentiful in various sectors before too long. Some will be imposed by government and public health, and some will be self-imposed by businesses and institutions. The federal Liberal government’s announcement that all federal employees must be vaccinated against COVID-19 by November as a condition of employment, while appearing to be a clever ploy to help kick off the election campaign, is nevertheless a game-changer. The added requirement that all travellers by air, interprovincial train or cruise ship must also be vaccinated increases the likelihood of more mandates coming. After all, once a few of them are in place it becomes easier to invoke more. The Vancouver Canucks have already said they are “definitely exploring the possibility of requiring proof of vaccination” for anyone attending their home games. Various U.S. cities such as NewYork and San Francisco have adopted measures that require proof of vaccination to be able to attend entertainment venues or indoor dining.There will undoubtedly be more cities on both sides of the border that follow their lead. Some companies – notably Shopify and Google – have said any employees attending indoor meetings must be vaccinated. Aside from the fact that vaccine mandates provide a significant level of protection from COVID-19, there is also the point that they will prove to be enormously popular, since the vast majority of the public has chosen to be vaccinated. In B.C., more than eight out of 10 people have received at least one dose of

a vaccine and seven out of 10 are now fully vaccinated.The number of doses administered grows every day, and we should be at more than 85% of the population over the age of 12 fully vaccinated by late September. Back to the Canucks. If we reach the 85% rate of vaccinations, that still leaves 15% of the eligible population unvaccinated, and thus at real risk of contracting the virus and transmitting it. So if 20,000 or so people squeeze into Rogers Arena to watch a game there is a mathematical chance that 15% of them (or about 3,000 people) are completely unvaccinated. I’m fairly sure the vast majority of the 17,000 people in the crowd who are vaccinated would support any measure that barred non-vaccinated people (an exception would be the very small number of people who cannot be vaccinated for legitimate health reasons) from entry. It is not clear yet whether vaccine mandates will cover B.C.’s health and education sectors. However, Dr. Bonnie Henry has ordered that all staff in long-term care homes must be vaccinated, so it is not inconceivable that she could place similar orders in the broader sectors. But she has also made it clear that businesses or institutions do not need her permission to require employees or people on their premises to show proof of vaccination. The emergence of the Delta variant of COVID-19, which has led to a massive spike in cases, has added an element of urgency to the situation. As a result, vaccine mandates may very well become the new normal. Keith Baldrey is chief political reporter for Global BC.

Club hassled over 50/50 draw

The New Westminster Lions Club wasn’t prosecuted for illegal gambling for a weekly 50/50 draw it had been holding at Clancy’s Pub in the Royal Towers Hotel for 42 weeks, but the $47,000 it raised during the draws was designated as the proceeds of crime.The draw was illegal because neither the club nor the hotel had a licence, and the format – a double draw – was also verboten. First participants had to have their names drawn from a barrel, and then they had to pull the ace of spades from a deck of cards.

Letters HRAs are important Editor: This is my response to a letter published in the July 29 edition of the Record titled City right to halt HRAs, penned by Deane Gurney, vice-president of the New Westminster Heritage Preservation Society. I may be wrong, but I’m guessing that when Gurney says he wants to halt the Heritage Revitalization Agreements (HRAs) based on a project that involved a larger-than-normal laneway house, he is talking about our house. Our house is on a large lot, which backs on a commercial area and a side street. The laneway house replaced a large three-car garage that occupied the lot for 20 years. In Queen’s Park, it is far, far easier to build an oversized garage or a monster house than it is to build a secondary house. Our housing crisis has many causes, and this is one of them. Few years back, when we first proposed our laneway house, the city planning department suggested that we wait. “Why,” we asked. Because, they said, there would be additional floor space ratio (FSR) in the new proposed Queen’s Park Heritage Conservation Area (QPHCA). Unfortunately, we had excess FSR, but that could only be applied to a laneway if it didn’t exceed 950 square feet overall. We have a son who is a teacher with a family of four. They needed three bedrooms. The HRA process was the only solution available to us then.

Before granting the HRA, we were required to bring the house to a good condition and an Edwardian esthetic. Our 113-year-old house was and is in good shape. Over the years there has been a lot of money that has gone into keeping it that way. At one council meeting, Mayor Cote said for the record that he believed that our request for a 1600-square-foot laneway shouldn’t require HRA or even a variance. After all, it simply swapped out a garage for a house. Unfortunately for us, even a mayor can’t overturn the rules. Houses under an HRA are required to maintain their condition from one owner to the next. It’s on the title. The condition of your HRA house is registered at the start. If you or any future owner allows the heritage house to deteriorate, the city has the legal right to rebuild and any costs become a lien on the title. Simple as that. This is the reason why an HRA is not taken lightly by a homeowner and cities value them highly. This is what we gave the city in exchange for the laneway. Under the QPHCA, it is possible that owners of heritage houses can take advantage of the additional FSR, without improving the existing condition of their old house. To New Westminster Mayor Cote and the councillors, if you halt HRAs in Queen’s Park, you take away a proven tool to preserve heritage in an important part of the city. Nancy Shaw, New Westminster

Chaz is just the most handsome bunny ever! Chaz reportedly used to live with another rabbit, but was getting beaten up, which is how he ended up with a funky left ear. He keeps his living space tidy so he would likely do very well as a free-range house bunny. We think that Chaz would be fine with respectful children, but other animals are unknown at this time. The adoption fee is $50.

Piper is a spunky adorable 1.5 year old cat who is looking for a new home. Piper’s little trills and bright eyes are pure sunshine and she brought her former humans a lot of joy. Piper is high energy and enjoys a lot of fun play. While she accepts being picked up, she really likes to crawl into your arms when you’re on the computer. While with her previous home, Piper was diagnosed with asthma, and needs to receive an inhaler daily. The adoption fee is $176 + tax. She has been spayed, microchipped, vaccinated, and tested negative for FeLV & FIV.

GENERAL EMPLOYMENT JANITOR NEEDED.

HODGENS, Thomas Daniel (“Dan”) 1936 - 2021 Dan passed away at Delta Hospital in July. Born in Vancouver, BC, the eldest son of five. Dan loved meeting, talking with, and assisting people, whether it be family, friends, coworkers, customers, or neighbours in the community. He was always ready to help with his infectious smile. Dan was a dedicated sales representative, starting at Eaton’s and worked for many years with Adams and Ski, Atlas TBA (Imperial Oil), then at Lordco. Dan loved sports and played fastball and baseball in Vancouver through the 1940s, 50s and 60s until the 1990s in Coquitlam. Dan also coached soccer and baseball for his sons and neighbourhood children in the community for many years. Survived by his loving wife of 57 years Barbara, daughter Kim, sons Barry (Teresa), and Dan (Marlita), and granddaughter Maranda (Caleb). Also survived by sisters Anita (Fred) and Gail, and brother Terry. Predeceased by mother Lillian, father Thomas Daniel, and brother Barry. Dan will be loved forever and sadly missed by his family, including many nephews, nieces and friends including Jack and Yvonne Powers. He was loved and respected for his devotion to family and sense of humour. In lieu of flowers, family requests donations in Dan’s name to the Heart and Stroke Foundation of BC or BC Cancer Foundation.
