Julian crashes Conservative leader’s event

A Conservative government would continue to allow supervised consumption sites even as it would shift away from harm reduction and toward recovery, federal party leader Erin O’Toole said in New Westminster on Sunday. The more progressive approach marks a change from the last Tory government’s moves to block the sites, but draws the line at decriminalization. O’Toole stopped short of a pledge to exempt possession of small amounts of illicit drugs from Criminal Code provisions, a request made to Health Canada by both the city of Vancouver and B.C. “We want recovery and treatment to be at the core of a national program that recognizes harm reduction,” O’Toole said at a campaign stop at the Last Door Recovery Centre in New Westminster. “People with addiction should not be the focus of the criminal justice system. People that are dealing and that are preying on people with addiction should be the focus,” he said. Asked whether that view should be etched into federal policy by decriminalizing simple possession, O’Toole stressed “judicial discretion” grounded in compassion. “I don’t think someone with an addiction should

be punished. I think they should be helped,” he said. The Tory election platform would invest $325 million over the next three years to create 1,000 residential drug treatment beds and build 50 recovery centres across the country. Health Canada is currently working with Vancouver on the city’s request for exemption from criminal provisions on simple possession of small quantities of drugs. Former prime minister Stephen Harper’s government fought the expansion of safe injection sites, passing legislation that tightened criteria for groups seeking a Health Canada exemption — required under the Controlled Drugs and Substances Act to establish a new site. Peter Julian, the New Democrat candidate for New Westminster-Burnaby, said the NDP has been “crystal clear” on its support for decriminalization of simple possession. “He doesn’t seem to be very clear on that,” Julian said of O’Toole, minutes after crossing paths with him outside the Last Door recovery centre. In the short term, the federal government should declare the opioid crisis a public health emergency and address safe supply, Julian said. Ottawa also needs to “take on Big Pharma” by

launching an investigation into the opioid epidemic and seeking compensation for its victims. “Seventeen Canadians die every day as a result of this crisis,” Julian said. “Without those two measures, it’s window dressing.” Jared Nilsson, executive director of Last Door, which provides services for male users, said recovery comprises one facet of a comprehensive approach to addictions. “The problem with just

decriminalization is you keep people just stuck where they are,” he said. “You can’t just have decrim, you have to have a full model done: treatment, recovery, consumption sites, harm reduction.” Chris Esnard, a 49-yearold father of three who has lived at Last Door since 2019, said the recovery centre has been critical to getting his life back on track amid a debilitating cocaine addiction. “The biggest piece

was connection,” he said. “Journaling every day and hanging out with the guys. “You get to a point where you’re just lost, like you don’t even realize what you’re doing and how you’re doing it — it’s five o’clock in the morning, driving to find some,” said the former food service worker. “You can put as many police as you want on the street. If I want to find my drugs, I’ll find them.” Garth Mullins, a representative of theVancou-

ver Area Network of Drug Users (VANDU), said the Tory approach marks an improvement from Harper’s stance, but he believes a focus on recovery and abstinence is “misplaced” as it misidentifies the crux of the crisis. “That always sort of says, ‘We want to do this instead of worrying about people’s lives,” Mullins said, stressing safe supply and expressing skepticism in the new promises. –With files from the Canadian Press

Massey society looking for volunteers for board of directors Do you want to help shape the future of New Westminster’s arts scene? The Massey Theatre Society is looking for new volunteer members for its board of directors. The society was established in 1983 as a venue-based organization, but its mission has since grown: it now operates two theatres and a 35,000-square-foot arts complex that encompasses parts of the old New Westminster Secondary

School. The theatres in question are the Massey, the 1,260seat facility established in 1949 that’s now at the heart of the new Eighth + Eight arts complex, and the Anvil Centre Theatre – a 360-seat flexible theatre established in 2014 in the city’s arts and convention centre downtown. Board members will be part of a vibrant and growing organization, the society notes. “The past five years

have brought significant growth in venue activities, organizational capacity and program development.The organization is a significant generator of artistic and community programs,” says a press release from the society. “It holds a longterm lease of the Massey Theatre and complex and a programming and operating service agreement at the Anvil Centre Theatre. (Massey Theatre Society) is poised to grow

and increase its impact.” The society is looking for people with one or more of the following: Ð a passion for the arts Ð an understanding of and interest in the not-forprofit sector and community development Ð experience with capital fundraising or with a major capital project Ð an interest and understanding in strategic development or financial planning Ð an understanding of and

commitment to equity, diversity and inclusion. The Massey Theatre Society programming and facility operations are carried out by a team of arts professionals, with the volunteer board taking a governance role to support the long-term preservation and stewardship of the artistic facilities and relevance of programs in support of artists, the arts and its community service mandate.The next two years will see advance-

ment in a long-awaited capital renewal and expansion into the Massey Theatre and complex. The society is seeking to develop a diverse board that’s reflective of the full spectrum of heritages, ages, abilities and gender identities present in the community. Construction noise taking place on Saturday mornings at Royal Columbian Hospital will be considered on a year-byyear basis. EllisDon Design Build applied for an exemption to the city’s construction noise bylaw to allow crews to start work on the Royal Columbian Hospital expansion project two hours earlier than what’s allowed under city bylaws. Instead of starting at 9 a.m., the company requested it be allowed to start work at 7 a.m. on Saturdays for a three-and-a-half-year period from May 1, 2021 to Dec. 21, 2024. “I understand that this is a really big proj-

ect and requires a lot of work and a lot of time, but I did really hesitate when I saw that the request was for three-anda-half years. I have some concerns about that,” said Coun. Mary Trentadue. “I do feel sometimes as though … the community’s needs and the livability is sometimes considered last out of many of the other things that are involved in a project of this size. I think that having construction going on at 7 a.m. every Saturday morning for three-and-a-half years is a bit much.” The city allows construction activities that may create noise and may negatively impact the community to be done between 7 a.m. and 8 p.m. on weekdays and between

9 a.m. and 6 p.m. on Saturdays. Trentadue said she’d prefer to support one-year noise exemption, so the city can see how it goes and assess how Fraser Health responds to any complaints that may arise. “I do struggle here committing to three-and-a-half years without really knowing what the impact is going to be on the community,” she said. A staff report said work will be done during regular construction hours when possible, but there will occasional Saturday mornings when noisy work is required, such as trucks removing concrete debris from demolished buildings and trucks bringing cement mix to the work site for cement

pours for foundation/ forming work for the new buildings. Coun. Patrick Johnstone said he’d like to see a mechanism in place that allows staff to report back to council and let council know how it’s going, so if there are issues the city has an ability to address those concerns. He said the members of the public who may have complaints about the noise need to know their concerns are being heard. “I think it does behoove us a little bit to be careful about how we hand these out and, more importantly, how we follow up on it,” he said of exemptions to the construction noise bylaw. Instead of approving a three-and-a-half year ex-

emption to the construction noise bylaw, council approved a one-year exemption, with the understanding that renewals would be considered each year if everything is in order. Council also requested a “reporting back mechanism” so council can be provided with information about complaints and public input. Mayor Jonathan Cote said the RCH expansion is an “incredibly important health infrastructure project” and the city needs to ensure it’s successful and doesn’t face any undue delays because it’s a facility that will serve the public good. “Having said that, I have never seen a noise variance for three-and-a-

half years.That’s a pretty significant amount of time,” he said. “I think the suggestion of doing it at year increments, and to be able to get some of that reporting that Coun. Johnstone is referring to, is probably the most responsible way to work our way through this important, but obviously somewhat disruptive construction project in our community.” Phase 2 of the Royal Columbian Hospital expansion project, which is now underway, includes a new acute care tower, a new Emergency unit, more maternity beds and a maternity operating room, and a new rooftop helipad.

Bats, bees and butterflies will be taking centre stage at this weekend’s Super Saturdays event at Fraser River Discovery Centre. The next Super Saturdays event will have a “buzz” to it, as it’s focusing on the world of pollinators.This weekend’s

program, taking place on Aug. 28, is geared toward families with children aged six to 11. “When you hear the word pollinators, most people immediately think of bees, but there are quite a few animals in the Fraser watershed that help to pollinate our plants,” said Stephen Bruyneel, FRDC’s director of external relations and develop-

ment. “This Super Saturday, we will celebrate the important work that all pollinators do to help keep our watershed healthy.” At this weekend’s “pollinator party,” Fraser River Discovery Centre staff will help guests explore the different pollinators, including bees, bats, butterflies and hummingbirds, that live in the watershed and learn why they’re so

important.Without them, FRDC notes that plant life in the basin would have a very hard time growing the fruits or seeds needed to create new plants, and entire habitats could be in big trouble. “In addition, visitors will be able to build their very own bee house and learn how to clean and maintain it for future use,” Bruyneel said in a press

release. Super Saturdays is an ongoing series of public programs that celebrate the living, working Fraser River.Taking place on the last Saturday of every month from 10 a.m. to 4 p.m., Super Saturdays offers a series of public programs geared toward family-friendly activities, all focused on a different Fraser River topic.

Fraser River Discovery Centre, located at 788 Quayside Dr., provides a variety of exhibits, programs and activities related to the Fraser River. New Westminster is getting some assistance from senior governments in its efforts to help local service organizations better support vulnerable people. The province’s ministry of municipal affairs has

announced that dozens of B.C. communities are receiving funding to provide increased local services in response to homelessness. New Westminster is receiving $446,083 in joint provincial and federal funding for several actions, including enhanced drop-in programs, meal

services, and outreach for people experiencing homelessness in the city. According to the province, New Westminster’s proposed plan would apply an Indigenous lens to service delivery and will seek input from people with lived and living experience.

“The pandemic has highlighted existing issues of inequality that contribute to homelessness,” Richmond-Queensborough MLA Aman Singh said in a news release. “As we continue our strong recovery, this funding is one of many actions we’re taking to ensure the most vul-

nerable in our community are supported now and into the future.” New Westminster MLA Jennifer Whiteside said the investment is part of the Strengthening Communities program. “Our government is working to address homelessness from all angles,

including creating more supportive and affordable housing,” she said in a press release. “Today’s announcement will mean better services will be available to people on the ground, so they can stay healthier and safer while accessing supports.”

Topic: Do we need strict vaccine mandates?

The “Election No One Wants” is sleepwalking through the dog days of summer and it remains far from clear whether Prime Minister Justin Trudeau’s gamble that an early vote will secure him a majority government will pay off. Many analysts agree that to form a majority, the Liberals will have to hold onto their B.C. ridings and perhaps add a few more, chiefly at the expense of the Conservatives. Trudeau and his party may well accomplish that feat, but for now the issue that seems to be winning out the most is apathy and disinterest.That can work for Trudeau, as it makes it harder for his opponents to be heard but it can also bite him if he cannot motivate his voting base to get out and vote. This province has 42 ridings and about 15 of them are strongholds for the various parties. The Conservatives, whose 17 seats are the most of any party, are almost unbeatable in the eastern Fraser Valley, some of the Interior and most of the northern region of the province. The Liberals, with 11 seats, are entirely confined to Metro Vancouver when it comes to areas of strength. Especially in Vancouver and Surrey, where they won six of nine ridings in 2019. The NDP is strongest on Vancouver Island, where it won five of seven ridings last time around (the Green Party won the other two) and the east side of Vancouver and nearby suburbs. Unless there is a significant shift in voting patterns, only about a dozen or so ridings can be considered truly competitive and liable to change hands on Sept. 20. Most of these ridings are located in Metro Vancouver, particularly in the suburbs, where the NDP is

strongest provincially. For example, the Conservatives won Port Moody-Coquitlam in 2019 by a mere 333 votes over the NDP, in what was the tightest threeway result in the province. Another nail biter was right next door in Coquitlam-Port Coquitlam, which the Liberals won by a tiny margin (339 votes) over the Conservatives. The Liberals won Burnaby North-Seymour over the NDP by fewer than 1,600 votes with the Conservatives well back (after candidate Heather Leung’s campaign imploded). What is interesting about these three ridings is they cover ground that is, for the most part, NDP-friendly at the provincial level. In fact, in last fall’s provincial election the NDP won all five of the seats that fit inside the boundaries for the federal ridings. The NDP also boosted its support by significant numbers of votes in places like Langley and Maple Ridge. Does that put a couple of ridings in those areas currently held by the Conservatives into play for the party? Situations like these ones raise the real possibility the NDP will improve its seat count in B.C. come Sept. 20 and, if so, that could be bad news for Trudeau and the Liberals to the point of them falling short of a majority. Throw in that NDP Leader Jagmeet Singh’s personal popularity has grown, along with the fact he is a more seasoned campaigner (and more effective communicator) now and we could seem surprisingly positive results for the federal NDP come election night. But the campaign will be in sleepwalk mode for a while yet. Keith Baldrey is chief political reporter for Global BC.

Girls receive obscene phone calls

New Westminster police were warning parents in October about a crank caller targeting young girls with obscene phone calls. A man posing as a school board official was calling local homes and asking children if they had had sex education classes. He then went on to spew graphic sexual comments at the girls, according to police. “In one case, he knew the child’s name. In another, he just asked for the child who lives there,” said Cpl. Greg Donnelly. He advised kids to hang up on the man and parents to call police.

The needs of Port Royal are being ignored by the City of NewWestminster Editor: The Port Royal neighbourhood of Queensborough is a beautiful neighbourhood within New Westminster, with parks, a small beach and the Port Royal riverfront walk. As the city website puts it: “A key feature of the Port Royal park is its connection to the Fraser River. The spectacular Port Royal riverfront walk provides accessible trails, views, interpretive signs, plantings, a sand beach and a lookout onto Poplar Island.” Unfortunately, these amenities do not get the attention they need from the city. Several years ago, Port Royal beach was a nice sandy beach often frequented by young families; now, it’s not nice, it’s not particularly sandy and hence it’s not frequented by young families.

I call on the city to coordinate with the port authority to ensure whomever is responsible for that beach gets it back to standard. Let’s make that beach a “sand beach” again. As mentioned by the city, the riverfront walk is surrounded by lush plants. Unfortunately, the city parks department does not regularly tend enough to the gardening and the path is often overrun by those plants. I call on the city to properly allocate its spring and summer gardening resources fairly to this beautiful neighbourhood to ensure the path is well kept. This path needs to be gardened more than once or twice a year, and perhaps as frequently as bi-weekly. Queensborough residents welcome all New Westminster residents to visit us, on the Q2Q ferry or otherwise, and explore the riverfront walk and Port Royal beach. It would be nice if the city would ensure the neighbourhood is well maintained for when you visit. Ken Armstrong, New Westminster

Local children took to the streets to urge elected leaders and federal candidates to address the climate crisis like the emergency it is. Babies for Climate Action, a non-partisan group started by New West moms concerned about climate change, organized a baby/child-friendly rally in Hyack Square on Aug. 21. About a dozen families

with children gathered in Hyack Square on Saturday for a playdate-protest. “Our babies and kids are inheriting a world that’s on fire, boiling, melting, shattering and dying,” organizer and local mom Meaghan Taylor-Reid said in a news release. “Today was demanding that climate emergencies must be declared, and action plans set that decrease emissions to sustain life for future generations. If we don’t raise our voices now, we

will regret not acting for generations to come.” Saturday’s event featured bubbles, sidewalk chalk and an urgent call for federal candidates to prioritize the climate crisis. Past events hosted by Babies for Climate Action have included a Climate Science 101 primer for activists in September 2019 and a climate change debate in October 2019 as part of that fall’s federal election campaign. In October 2020, the

group hosted an activity circle at Queen’s Park, which included a socially distanced storytime (featuring environment-themed kids’ books) and family advocacy. Interested families were able to join in a letter-writing campaign to politicians, while socializing with other families with children. Chief librarian ready for next chapter of her life Theresa McManus tmcmanus@newwestrecord.ca

Chief Librarian Julie Spurrell is embarking on the next chapter of her life after a 17-year career with the New Westminster Public Library – and an even longer career in libraries. Mayor Jonathan Cote recently acknowledged Spurrell’s “tremendous career” with the City of New Westminster. “Your passion toward library services has come through,” he said. “It’s been a really exciting time for the library. During your time we have seen an expansion into Queensborough with a new office in Queensborough.We have seen a major renovation of our main branch in uptown. More recently we have seen our new strategic plan for the library adopted. It certainly has been an important time. I’d say our library is one of our treasures and most important resources in the community. I really appreciate all the work you have done in our community to help lead our library, particularly during this very difficult period this past year.” The Record recently checked in with Spurrell about her career and retirement plans. Although Spurrell is leaving the library, she will continue to call New West home – when she’s not pursuing

her retirement dreams. When are you retiring? Why now? My last day of work will be Friday, Aug. 20. I have a major birthday this year, and it has always been my hope to be able to retire this year. I’ve been working in libraries for over 35 years, and while I love every minute of my work, I’d also like the chance to do other things now. What are your retirement plans? I have so many things I hope to do! I plan to travel and spend more time in Tofino, my favourite place in the world. I can hardly wait to be able to spend more time with friends and family. I have so much reading to catch up on – librarians always have a very long reading list, and I’m no different. I’m also looking forward to learning a lot of new things. I spend a lot of time learning library things, but now I want to branch out – I might even go back to school in the next few years.When I was young I also studied piano quite seriously, and I hope to be able to put a lot of time into practising and maybe regaining some of the skills I used to have. And, of course, I’m looking forward to being a library customer now! You received a master’s degree in library science at UBC – what was it about library work that appealed to you?

I’ve always loved libraries. I was a volunteer in my elementary school and high school libraries, and a constant user throughout my teens and 20s. Once I finished my undergraduate degree at SFU, I started considering what career path to take. I finally realized the answer was there all along. Being a librarian offered me the chance to do work I loved, and to help make communities better places to live. You’ve worked in libraries in other communities before coming to NewWest; what has your experience been like in NewWestminster? I have been so lucky to work at some of the best libraries in the province, large and small. New West library is a very special

place, though, and my experiences here have been wonderful. I’ve had the opportunity to do so many interesting things, work with so many staff both in the library and across the city, and with so many organizations in our community. I’ve enjoyed every day of it, and count myself very fortunate to have been given this opportunity. Any particular highlights during your time in New West? There have been so many! I’ve loved all the building projects we’ve done, such as creating the Queensborough branch and doing large and small renovations at the uptown branch. I’ve also had lots of lighter experiences during my time here. One year a family of ducks moved onto our roof. One year a swarm of bees tried to set up house in a bush near our loading bay – they got moved to a raspberry farm in the valley! I also experienced so many holidays,

And, of course, each year it has been my privilege to attend the medal ceremony for the Summer Reading Club – I’ve probably placed over 1,000 medals on young readers. Is there anything else you’d like the community to know? It has been an honour and a privilege to be part of the New Westminster Public Library for the past 17 years. Library users are the most fantastic people, and getting to know so many of them over the years has been a wonderful experience.Their love of reading, learning, technology and the library has kept me on my toes.They are passionate about their love of the library, but also honest and direct when they aren’t happy with us – it’s been a great challenge to meet their expectations, and one I hope I’ve been able to accomplish. Public libraries aren’t about chief librarians – they’re about all the hard-working staff, the many users, and the community we serve. I am just a very small part of the library, and grateful to have had this experience. I wouldn’t trade it for anything in the world – except retirement.

Mayor Cote

M

ayor Jonathan Cote has covered a lot of ground during his time as mayor.

While he’s big on policy work, New Westminster’s hardworking mayor is also known for some unique initiatives, such as his quest to visit all of the city’s 44 parks in one day, his decision to convert his city hall parking space into a mini-parklet to be enjoyed by all, and his goal of taking on a decade-long walking challenge that includes a goal of walking 55 million steps — the equivalent of a trek around the world — in the 2020s. That plan has been relegated to the back-burner, as Cote spent much of 2020 and 2021 helping to lead the city’s response to the COVID-19 pandemic. Cote served three terms as a councillor before being elected mayor in 2014 and 2018. With a master’s degree in urban studies/planning from Simon Fraser University, he’s championed policy work on a

variety of challenging issues in the community, including affordable housing, heritage and transportation. On top of his mayoral duties, Cote is chair of the New Westminster Police Board and is a member of the New West-

minster Utility Commission. In addition to representing the city on various regional committees, he’s also the chair of the TransLink Mayors’ Council on Regional Transportation and is a member of the TransLink board of directors.

Since James Garbutt and Jordan Foss teamed up to open the New West-based craft brewery, Steel & Oak has racked up numerous provincial and national beer awards. he Seniors Services Society of B.C. has been supporting older adults for nearly as long as some of its clients have been

The New West-based non-profit provides support services that help local seniors to live independently, such as Meals on Wheels, grocery shopping and phone call programs. The need for some of those support services has tripled during the pandemic, which has shone a light on the needs of seniors who may be going through difficult times and in need of some temporary support. In response to COVID-19, the society adjusted some of its programming to better meet

the needs of seniors. It expanded its Meals on Wheels service to ensure the needs of seniors were being met and it introduced a medication/ prescription pick-up for seniors — something it had never offered before. The society’s work extends beyond New Westminster, as it also provides outreach services for seniors in housing crisis all across Metro Vancouver. For more than 50 years, the Seniors Services Society has been working to improve the lives of adults who are 60 years and older for the better by providing programs and services for vulnerable older adults — and the city is fortunate to have them working on behalf of our seniors.

Hyack Festival

N

o one in New West plans a parade quite like the Hyack Festival Association.

The association didn’t let COVID-19 gathering restrictions stop it from providing fun, festive parades for families during its golden anniversary year — it found a way for the show to go on. In lieu of an international parade that travelled through the streets of New Westminster, Hyack hosted a Drive-By a Parade, where community members could enjoy floats, marching bands and more — all from the safety of their cars. “Despite these dark times in our world, we promise to do our absolute best to bring as much

joy and fun to the city as we possibly can in these difficult times,” says Hyack’s 2021 president Becci Dewinetz. “We have re-imagined, and we have pivoted whenever possible, to keep spirits bright.” Hyack followed up its Drive-By Parade with a Porch Parade — a ‘reverse parade’ where residents decorated their porches and invited community members to drive or walk by and vote for their favourites. Winners included themes like Movie Magic and Pirate Party. The Hyack Festival Association has been finding ways to celebrate and show community spirit since 1971 — and we can’t wait to see what they have planned for the future.

A New Westminster police officer is using her own family’s dementia journey to help others. Const. Camille Oliveira, the NWPD’s vulnerable person’s liaison officer, spearheaded the Silver Branch project in October 2020. It grew out of her own personal situation of having a family member with dementia. “This project is our family’s journey on how we worked with a local police agency to do good safety planning with this immediate family member who was engaged in wandering behavior in the community,” she explained. “Working with myself and my husband, who is also a police officer, I decided that the ability to do this shouldn’t just be relegated to our family; it should be available to all families.” Oliveira, a 23-year veteran of the NWPD, took part in the Minerva program, a leadership training program for women offered by the City of New Westminster.The Silver Branch was the topic of her Capstone project with the program. “When I started with Minerva, I didn’t know where it was going to end for me and where it was

going to begin,” she said. “But this project landed at my front door due to personal circumstances, where I had an immediate family member who, at the beginning of COVID, went through a period of very rapid decline and was subsequently diagnosed with dementia.” Silver Branch is a community outreach and prevention program for at-risk older adults with cognitive impairment and dementia issues.Working with police, families can create a customized safety plan, learn about helpful tools such as GPS smart technologies and door alarms and connect to additional resources in the community. The first goal of the Silver Branch program, accomplished with the help of Fraser Health, was to create a toolbox for members of the New Westminster Police Department to help them better understand what dementia is and what it looks like.The idea was to provide officers with the tools needed to help them identify when they may be dealing with a senior who has cognitive impairment issues. “When an officer either has a file – it could be something as simple as a check for welfare or even a traffic stop, or where they

come across a senior they think may have some confusion or some cognitive impairment – they send the file to me to do some follow-up with them or their families,” Oliveira explained. “I sit down and I share my story that has happened with my family. It’s that common bond where we can talk about, ‘Yeah, maybe it’s time to do some safety planning.’” Right from the start, seniors are encouraged to go to their family doctor and put a good care plan into place. “They need to talk with their family practitioner and make sure they get a

proper diagnosis,” Oliveira said. “Some of the decline could be as simple as a medical issue like a bladder infection or a urinary tract infection that can cause a very abrupt change in behavior, or something as simple as high blood pressure that’s undiagnosed.You never know. And it may be symptomatic of something more serious.” As of November 2020, Oliveira had completed training for all units of the police department, including patrol members, the major crimes unit and the victim assistance unit. She plans to do more training in the fall, as the NWPD

has hired new officers since the first round of training took place. MISSING PERSONS According to Oliveira, the New Westminster Police Department regularly responds to missing person calls related to the estimated 15,000 seniors living in the city. “In 2018 we had approximately 160 files of older adult missings. In 2019, we had 180,” she told the Record. “It doesn’t seem like a lot but when you put it in perspective, there are 365 days a year, so that’s every other day our agency is dealing with an older adult

that has been reported missing.” The second goal of Silver Branch is to engage in timely and consistent safety planning for older adults who are living with cognitive impairment and dementia. Since November, NWPD patrol officers have made referrals for 52 families to the Silver Branch program. Those referrals have led in a variety of directions, including collaboration with Fraser Health to get folks on the waiting list for appropriate long-term placement, as their health had declined to the point where they could no longer live on their own. In other cases, those referrals have identified seniors who were not thriving at home because of issues related to lack of food and personal care, so arrangements were made for assistance to help them thrive. It’s also helped police find seniors who have been reported missing. The program’s third goal is to provide investigative assistance in high-risk missing person/ wandering person files involving older adults with dementia or cognitive brain impairment. In the inaugural week of the Silver Branch program, Oliveira met with a local family who was concerned about an elderly family member who tended to wander. “We did the safety plan right there with that family,” she recalled. “Later that evening, that same senior went for a walk again in the community. But because we had a photo on file and we documented where he had gone missing before, our members were able to find him right at the same bus stop with that photo right away – even before they (officers) got to the family res-

idence.” When meeting with families about the Silver Branch program, Oliveira gets information about the senior’s habits, such as where they shop and where they like to walk, and she takes their photo – all of which helps locate them quicker if they go missing. GPS technology has also been helpful in locating missing seniors. “One of the best parts of this program that worked for me and my family was engaging with technology,” she noted. “This is 2020. We can find a $1,000 iPhone; we should be able to find our seniors.” Mayor Jonathan Cote, chair of the New Westminster police board, commended Oliveira for developing a really meaningful program that supports lo-

cal seniors and their families.When Cote was growing, his grandfather, who had Alzheimer’s, lived with his family. “This was back in the ‘90s and there weren’t a lot of supports out there. I do know the stress it did cause our family,” he said. “My grandfather was in relatively good health except for the Alzheimer’s, which meant he could actually be incredibly mobile.There were many instances where he went missing and would actually travel very, very long distances, which was obviously a very frightening situation.” For more information on the Silver Branch program, contact Const. Staying active both mentally and physically is one of the top ways that older people can age well. But staying active at this time of year, especially during this dangerously hot summer, has been a challenge. Regular physical exercise is linked to healthy aging as it improves your balance, reduces falls, helps you stay independent longer and helps prevent disease such as stroke, osteoporosis, and Type 2 diabetes. Physical exercise is also linked to a decrease in the risk factors for dementia. Exercising the brain is correlated to healthy aging as well. It is linked

to physical mobility, stimulates our neural pathways, increases the quality of life, helps you stay connected to community and to stay independent. It can promote personal development and sustainability. By keeping our minds active we can share ideas, develop our thinking skills, and improve our memories. Many brain exercise activities can be social such as playing a game with other people (bridge, anyone?) or participating in a book club. Being isolated for a senior, it has been said, is as bad as smoking 15 cigarettes a day. But how do we get the physical exercise we need when our province has been experiencing heat wave after heat wave?

The heat waves have posed serious health and safety issues for seniors and, in fact, caused many heat-related deaths in the seniors’ population. In the worst of the heat, it has been advisable to keep abreast of simple heat relief steps such as staying hydrated and cool, dressing for the weather, avoiding the direct sun, finding air-conditioned spaces like libraries, community, and recreation centres to hang out in, or mist cooling centres stationed across our region, and curtailing some of your physical activities outdoors unless you choose the early morning. However, getting exercise is important even in this weather. So, you could try getting out for

walk which might mean getting up a little earlier or you could try going to the air conditioned indoor shopping centre for a mall walk. I walked around the Maplewood Mud Flats

nus of cooling you down. Or you could try an online exercise class held in the mornings before it gets too hot. If you go to one of the private gyms which are now open, make sure they have good air quality. Though brain exercise can be easier in this weather, the heat can cause us to be sluggish in our thinking, perhaps dizzy, or feeling fatigued. Take the opportunity to get to an air conditioned space both to cool down and get some brain exercise. Go to the library, seniors, community, or recreation centres where they have more activities on offer now that COVID-19 restrictions are on the wane. On their website, the Alzheimer’s Society states:

“The brain is one of your most vital organs. It plays a role in every action and every thought, and just like the rest of your body, it needs to be looked after.” With all the best intentions in the world we sometimes need help in this weather. All older adult British Columbians can call the “Safe Seniors, Strong Communities” initiative, at 211, if they require help with groceries, water delivery, or a friendly check-in. I know I’m going to try hard to get my mental and physical exercise, but I’ll keep in mind the heat smart tips for staying healthy in this heat wave. Now where’s that water bottle, wide-brimmed hat, and sunscreen?

Absolutely! Currently, there are no rules or standards set by any governing body in dog training, dog walking, dog daycares etc. Harmful, unethical practices like the use of force, fear & intimidation are often used to manage or train dogs. The damage that is done to our animals in this way is immense, and for consumers.. this can be a tough space to navigate. Technically, we’re all making up our own rules. Many companies (including ours) invest time & money into education and to belong to different organizations declaring our commitment to using non-invasive / nonaversive training and handling methods. Your best bet? Look for some sort of commitment to science based training (“R+”), and ask questions like “what happens if my dog does something ‘wrong’? And go with your gut!

Broaching the subject of bad bathing habits is a sensitive matter. Fears about falling in the bath or seeming incapable of self-care can motivate a contrary reaction. If the person does wash sometimes, compliment the behaviour. Say something like “That shampoo really made your hair look nice.” Overall, be positive. Don’t give commands like “You need to wash!” Instead, try “I think a spa day would make you feel good.” Ask the person’s doctor to emphasize regular bathing. A doctor’s order can carry more weight than a family member’s suggestion. A doctor might also detect problems that are interfering with washing, like reduced mobility. Install bathing aids, like a handheld sprayer, bathing chair, and grab bars.

How can you beat the heat?

With all the heat, it is appropriate issue a reminder, dogs suffer more from the heat than we do. Can you imagine walking on the blazing hot ground in your bare feet? How about being locked in a car at 50 degrees celsius (120 for the older crowd), even with windows down a bit? Or wearing a fur coat in the summer? Sassy, my 18 year old rescue, loves being in the kitchen sink with cool water running over her, with no soap involved. (cuz then it is bath)! Her bowl is full of fresh water in her daily washed dish. On returning from a brief walk, her paws are wiped with the wet cloth, cuz a girl gotta go! We pick areas that have lots of grass, like our local doggy park. Stay safe. HARKNESS, Carole Margaret Carole Margaret Harkness, born May 12, 1946 passed on August 16, 2021. Carole was born in Calgary, AB., and raised in Medicine Hat until she was 5, when they moved to New Westminster. Carole lost her fight with cancer after 5 long years. She will be greatly missed by her husband John of 49 years, son Brodie (Melissa), grandchildren Isabelle and Hudson, brother Dennis Tennant, niece Jessica and nephews Andrew and Solomon. Carole was predeceased by her parents, her brother Barry and niece Lindsay Tennant. She was a proud Grandma and enjoyed being a part of their activities. The sport she loved most was hockey and her hobby was cross-stitch, but most of all was family events and gatherings. I would like to thank the staff in the Oncology Dept. at RCH. Also I would like to thank Royal City Naturopath Clinic, and above all the staff at St. Michaels Hospice in Burnaby. There will be a small family celebration of life at a future date. HARDING, Howard E. June 27, 1939 − August 10, 2021 It is with heavy hearts that we say goodbye to Howard Harding. Son to Herbert Edmund Harding & Hilda May Harding nee Tidman, Howard was born and raised in Kingston, Ontario. He spent most of his life living in Burnaby, BC where he worked at Core−Mark International for many years. Howard attended KCVI in Kingston, 1960 and Carlton University in Ottawa, 1963. Along with his 3 brothers, he was a newspaper boy for the Whig Standard and played the trumpet in the Salvation Army Boys Band. He played hockey in full gear, taking risks when needed. He was awarded two broken arms for his prowess on the bicycle. He swam everyday and chatted with everyone poolside. He could venture fearlessly among strangers and pick the best of them to be his friends. During his retirement he lived the good life, traveling extensively throughout the world and always ensuring he was photographed on each trip enjoying his favourite beverage in front of a local pub or on board a cruise ship. Howard is survived by his 3 brothers Douglas (Siu), David, Wayne (Margaret), and his niece and nephews Nadine, Adrian, Darren, Ron, Mathew, Garth and Philip. We invite his friends to celebrate his life by raising a glass and remembering the good times. In lieu of a ceremony, Howard asks that you donate to the Family Services Branch, Salvation Army Kingston.
