New Westminster candidates vying to be the city’s next MLA tackled a variety of topics at Sunday’s all-candidates meeting. About 60 people attended the meeting sponsored by the Queen’s Park Residents’ Association and fielded questions about topics, including health care, seniors’ issues, transportation and the environment. Hector Bremner (B.C. Liberals); James Crosty (independent); Judy Darcy (NDP); Paul Forseth (B.C. Conservatives); and Terry Tether (Green Party of B.C.) attended the event. “I have to say that I am deeply, deeply concerned about waste incineration,” Darcy said. “I think that we need to be working very closely and encouraging all of the entities at a community level, the health authority, our schools, every level of government to be reducing waste. ... Our first line of dealing with this has to be reducing waste. We also have to look at the broad range of things that contribute to climate change.” Crosty said he opposes waste incineration in New Westminster. In addition to an industrial property in the Braid industrial area, he said there’s also been talk of a waste-to-energy facility being contemplated as a new heat source for Royal Columbian Hospital. “I am vehemently opposed to it,” he said. “The bigger picture here is the truck traffic coming through New Westminster.” Teather is also opposed to having an incinerator in New Westminster. “We view waste management as an investment. It’s an area we believe we produce a lot of jobs,” he said. “We firmly believe that we expect producers to carry a responsibility for the recycling all of their materials in order not to have to deal with incineration problems in the future.” One attendee questioned how candidates would prioritize health care, education and the environment. Forseth said the province has constitutional responsibilities to provide health care and education so those are priorities, while environmental issues are handled through a series of rules and regulations. New Westminster Environmental Partners is voicing health and environmental concerns about a proposal that would see coal exported from Fraser Surrey Docks. Members of the local environmental group have held meetings with representatives from the Surrey Citizens Transportation Initiative to discuss Fraser Surrey Docks’ proposal to Port Metro Vancouver to develop a direct transfer coal facility at the existing terminal in Surrey, which they say would handle up to four million metric tonnes of coal per year, with the potential to increase this volume to eight million metric tonnes. According to New Westminster Environmental Partners, the groups identified health, economic, and environmental impacts as important areas requiring public response, not only for local residents of both municipalities, but also for people across the region and province. In addition to a coal expansion proposal at Fraser Surrey Docks, Neptune Terminals has submitted an application to Port Metro Vancouver to expand its coal export capacity at its North Vancouver facility. “Decisions like this proposal that are based on economic activity around fossil fuels lock us into an outdated and destructive direction,” said Andrew Murray, coal issue spokesperson for the New Westminster Environmental Partners. The two groups are urging New Westminster and Surrey residents to communicate their concerns to the Port Metro Vancouver board and to ask it to: postpone the current approval process on the Fraser Surrey Docks coal export proposal; ask for a revised process that includes suitable and continuous public consultation and

Lack of education funding was on everyone’s mind Thursday night as more than 150 residents of New Westminster filled the high school library to hear what the local provincial MLA candidates will do to fix the system. Hosted by the District Parent Advisory Council, the New Westminster Retired Teachers’ Association and New Westminster Teachers’ Union, all five local candidates attended the debate, each providing what they believe are possible solutions to the current funding shortfall in the city and across the province. “(Money) is part of the answer,” said B.C. Conservative candidate, Paul Forseth. Forseth said early in the debate that while underfunding is a problem, it’s easy for governments to “say yes to funding,” but it’s up to the politicians to make the tough decisions, even if that means spending less. “(The Liberals have) misplaced priorities and the NDP has no information in their material of where the money is going to come from,” he said. B.C. NDP candidate Judy Darcy disagreed and said that the school districts are severely underfunded, resulting in layoffs and cuts to services, much like what is happening in the New Westminster school district right now. But Darcy admitted that money alone wouldn’t pull the education system out of disrepair and it’ll take some time before the system is fixed. “We think that if we’re elected we will inherit a pretty difficult fiscal situation,” she said. “We’re not in a position to fix all that, it’s been 11 or 12 years in the making, but what we are saying is we’re prepared to invest $100 million in order to hire a total of 1,000 more teachers, special education assistants, resource people and so on in order to give that direct support in the classroom.” Green party candidate, Terry Teather said that increasing funding is just one

of the tools that needs to be implemented in order to improve the province’s education system. “Appropriately spent money is part of the equation. The concern for the Green party is that we move education back to a local level,” he said. Teather has much experience in the education system. He has worked in the Surrey School District for a long time, both as a classroom teacher and currently as the teacher-in-charge at the Cloverdale Learning Centre. Teather said all districts are unique and should be dealt with on a more local level. Independent candidate James Crosty agreed to a certain extent. He said there needs to be an outside auditor brought in to help struggling districts find ways to manage their funding and save for “a rainy day.” “It’s a helpful audit,” he said. Throughout the evening the candidates were asked very hard-hitting questions about their polices regarding education. Some parents went so far as to challenge statistics presented by certain candidates. The B.C. Liberals’ candidate, Hector Bremner felt the brunt of attacks from parents who have been dealing with a tumultuous situation in the New Westminster school district. Layoff notices were sent out this week to teachers and support staff in the district who are losing their jobs due to a large deficit. But Bremner said his party has increased funding since it became the ruling party more than a decade ago. He said the key shouldn’t be money, per say, rather it should be the success of the
students and if that requires more money then that’s what’ll they’ll do. “Take all the emotion and partisanship out of it. Look at internationally agreed upon targets,” Bremner said. “Without measuring we’re really just racing to mediocrity.” While none of the candidates could provide a concrete alternative to the Foundation Skills Assessment (FSA) test, they all agreed it wasn’t the best way to evaluate students’ and schools’ productivity. Candidates were also asked how they would get capital projects back on track, including the long-awaited new Royal City high school. “I would immediately call for an inquiry into what has happened with these schools, why we’ve spent so much money, why the high school hasn’t been built,” Crosty said. He said it’s time to bring together stakeholders in order to move these projects forward, instead of just waiting around for results. And Bremner agreed that much of the delay comes from party squabbling at the legislature. “This has a human cost, this has a human impact,” he said. “The partisanship needs to get out of the way, kids need to be put first and we need to get our schools built and we need to get them built now.” The main focus of the debate was education, however there were some other issues that did surface, including seniors’ care. DPAC encouraged the public to submit questions throughout the evening. DPAC will send unanswered questions to the candidates and post the answers on its website at www.nwdpac.ca.

An independent seniors advocate is a critical, critical piece of the puzzle. needs of seniors. “When she (Turpel-Lafond) comes out with those independent reports concerning the delivery of social services for young people and how those make headlines, regardless of the government in power,” he said. “We need that same type of advocacy for seniors.” Bremner said the Liberals are in the process of creating a seniors advocate. “Our government is unequivocal in making sure that our aging population has the supports they need, has the voice they need,” he said. “We are committing the funds and the resources to do it through this new ministry and through this new advocate.”

Elections B.C. is taking action to address a website taking aim at James Crosty’s bid to become New Westminster’s next MLA. Crosty reported an online “smear campaign” to Elections B.C., after receiving a Google alert on Saturday morning informing him about a website established in his name – james crosty.com. The website features a photograph of Crosty alongside the smiling faces of former premiers Bill Vander Zalm and Gordon Campbell, and current premier Christy Clark. “The first thing I thought was wow, look at the company I am keeping,” he said. “I went, no, this isn’t quite right. There is something wrong with this picture. I was very concerned, especially when I read the caption.” Below the headshots, the caption read: “Please, on May 14th, make your vote count. Another friendly face or real change? Say no to James Crosty.” After reporting the incident to Elections B.C. Monday morning, Crosty received an email from an official who stated that www.james crosty.com constitutes unauthorized election advertising. As a result, Elections B.C. took steps to determine the identity of the sponsor and

email from Elections B.C. “If you are able to find out any more information about the person or group operating the website, please let me know.” Crosty believes the website contravenes British Columbia’s third-party elections advertising laws, and thinks it may break Canadian copyright laws by using unauthorized images from the B.C. Social Credit and Liberal parties. Crosty suggests that whoever is responsible for the domain registration is committing a form of cyber identity theft. He’s also concerned that the webpage is an example of political cyber bullying. “Identity theft, copyright infringement, breaking Canadian election laws, using overseas resources to influence a Canadian election and possibly cyber bullying – these are all very serious issues, some of which may be criminal,” he said. Crosty plans to report concerns about identity theft, cyber bullying and copyright issues to the New Westminster Police Department, the RCMP and the Canadian Security Intelligence Service, as he says the issue involves offshore interests interfering in a Canadian election. Crosty has no idea who is responsible for the website, but is taking action to find out. “Your mind starts to wander,” he

civic duty and venture into politics. Well, we’re sorry to say, but some of this stuff does matter. And, perhaps, more importantly how candidates respond to it resurfacing during political campaigns, matters greatly. Candidates who try to dodge questions on potentially questionable behaviour, in our opinion, don’t have what it takes to weather future political storms. Voters deserve human beings-cum-politicians who admit and learn from their mistakes, and don’t try to rewrite history. There is no shortage of examples
in B.C. where elected officials have screwed up, and voters have forgiven them if they fess up and promise not to do it again (Gordon Campbell’s drunk driving comes to mind). But potential political leaders who seem unaware, or in denial, of their own dishonesty or flaws are doomed to repeat them – often at the expense of good government. We’re not expecting only paragons of virtue to represent us – but we rightly hope for an honest conversation with a lot less hide-and-seek.

n a reversal of the 2009 campaign, the NDP appears much better organized than the B.C. Liberals this time around. I have run into a dozen or so former B.C. Liberal government staffers and veterans of previous election campaigns who are sitting this one out. The result, potentially, may be a weaker effort when it comes to the party identifying supporters and getting them to a polling station on election day. This can prove crucial (or fatal) in any tight riding races. ◆ When it comes to providing coherent, understandable answers to some straightforward questions, NDP leader Adrian Dix can display a knack for doing precisely the opposite. His convoluted, hazy explanation of how and why he publicly revealed his position on the proposed Kinder Morgan project is a classic example of just that. He may eventually provide a clearer response, but as of this writing that wasn’t the case. ◆ Another way of looking at Dix’s Kinder Morgan position is
that it demonstrates very clearly that he is in charge of his party, which certainly wasn’t always the case under previous leaders. Mike Harcourt and Carole James frequently left the impression that party activists, if not the caucus, were running the show and not them. That’s not the case with Dix. His one-man band dictation of the party’s position on a lightening rod issue shows who’s in control. ◆ B.C. Liberal leader Christy Clark has an extraordinary ability to take a bad issue and making it worse. She did that with the notorious “ethnic memo” scandal, where she offered a personal apology only after days of controversy (and a simmering internal revolt over her leadership). And she did it again when it was revealed she ran a red light with a Vancouver Sun reporter and her young son in the car. At first, she simply brushed it off when asked about it by a reporters. The next day, after current and past members of her caucus expressed serious concerns over what she had done, she admitted her actions were wrong. The fact her admission came the same day that five people were killed when someone ran a red light in Surrey only put her actions in a harsher light. ◆ I am getting a strong impression that some B.C. Liberal candidates (and former MLAs)

Much has been said about the Quayside campaign to say no to coal. However, while Quayside has been getting all the attention, residents of Queensborough have been coming together, taking action and also sending a resounding no to the port authority. The letters that our MPs refer to as “flowing in” are likely coming largely from Queensborough. Good job guys! Congratulations to all the volunteers who did what they could to help. Gateway pipeline proposal has been subjected to intense scrutiny through a broad public review process, and has received extensive media coverage. In contrast, the proposals now before the port authority have received little attention until quite recently, even though, when considered cumulatively, they have similar significant implications for our climate and future generations. April 10. I cannot agree more with Ross Gibson’s comments. What Mayor Wayne Wright and council have done to our main streets is a huge disservice to New Westminster, especially 12th Street and the intersection at Sixth Street and Royal Avenue. With all their “traffic calming measures” they have brought this city’s traffic to a snail’s pace. If you’re on 12th Street and someone is turning left, no one can get by and it causes a backlog for blocks. At Sixth Street and Royal Avenue, taking out all the right hand turning lanes – what were you thinking? Does this mayor and council not realize that an idling vehicle creates far more Co2 and other emissions than a moving one? This mayor and council are also handing out building permits like candy. I have no problem with growth, (I encourage it) but along with it, we must have a realistic road infrastructure to move vehicles safely and quickly throughout our city. With all the new highrise projects being built our traffic is only going to get worse. In most cities, it is my understanding that to get a building permit, the developer must pay a (huge) fee to the city for things like parks, libraries, pools, rec centres, roads, infrastructure, etc.
Is this city charging and/or collecting these fees? If we are, what is the money going to? If we aren’t, why not? I also feel Mr. Gibson’s frustration with the Bailey Bridge. Wouldn’t it be wonderful if our mayor played nice with the other mayors and came up with solutions instead of creating more problems? G. Stuart, New Westminster

Re: Multiple offers for character home, The Record, April 26. I found your report on the lovely home on Third Avenue that sold interesting. I notice the home was built by Thomas D. Trapp. My grandmother was Marion Leslie Hoy, daughter of former alderman and mayor Henry Hoy. When she was a young girl, she was on a sled with Tom Trapp, flying down Eighth Street, when they hit a pole. My grandmother fractured her knee, and in those days they used sandbags to set the knee. She had arthritis all of her life in that knee and could always tell us when it was going to rain because her knee started to bother her. Just one of many stories my grandmother would tell us about growing up in beautiful New Westminster.

Liberals: Hoping for a change of leader? ◗ continued from page 6
are fervently hoping their party loses this election to facilitate the dumping of Clark as leader. There remains an uneasy tension between Clark and many of her colleagues (remember, only one MLA endorsed her leadership campaign) and a number of them are already planning a strategy to deal with rebuilding the party under someone else’s leadership should it go down to defeat on May 14. ◆ I predicted in this space some time ago that one of B.C. Conservative leader John Cummins’ biggest challenges would be to find credible candidates for his party and not people who would prove to be embarrassing to the party.
Well, he’s had to dump four candidates for socalled “bozo eruptions,” mostly involving their use of offensive language in the campaign. To say this has been a blow to the party’s credibility is an understatement, but given the resentment to the B.C. Liberals that seems entrenched in parts of the electorate, that credibility hit may not be enough to seriously erode the modest rise in the B.C. Conservatives’ standing in the polls. ◆ Has Green party leader Jane Sterk has undergone media training or something? Her television and radio appearances seem more polished (there was a consensus among many commentators that Sterk stood head and shoulders above
the other leaders in the radio debate) than in 2009. We’ll see if this pays off at the ballot box. ◆ Now that Clark cannot take action against any of her party’s candidates if they choose to stray from her message and run their own campaigns (the deadline for refusing to sign their nomination papers passed last week) it will be interesting to see if any do just that. Cabinet minister Dr. Moira Stilwell, for example, has considerable credibility when it comes to health policy and so she’s announced her own policies on that front. We’ll see if others follow suit. Coal: Negative impacts will far outweigh positive ones ◗ continued from page 3
information on the type of coal, where it comes from, and how it will be used by the end user; and include climate change impacts in the decision-making process for all hydrocarbon export proposals in British Columbia. AccordingtoMurray,ifPortMetro’splans are realized, Vancouver would become the largest exporter of coal in North America. He wants people to understand that this is American coal and that American citizens stopped exporting it through Washington and Oregon ports. “American citizens have already said ‘no’ to the risks associated with exporting this product,” he said in a press release. “And now Canadians need to say ‘no’ to expanding coal exports that take us down the wrong path in our quest for a sustainable future for our children.” By transporting coal, members of both groups say Canada plays a role in contributing to climate change. “Even though Canada isn’t the one creating greenhouse gases by burning this fossil fuel, we are an accomplice in adding it to our atmosphere,” said Steve Burke from Surrey Citizens Transportation initiative. “The key issue here is that it is low-grade coal. It is not the coal needed in steel manufacturing. It’s the junk power that we need to eliminate from our energy diet as we
move toward more sustainable energy.” The two groups share concerns about the health impacts to individuals, plants and animals living along the railway routes in case dust particles are dispersed from the uncovered open-top rail cars transporting the coal. They’re worried about the effects of people breathing in the potentially toxic components of coal and are particularly concerned about the potential exposure to toxins for children and youth along rail transport routes. According to the press release, trains pass near 17 public schools in North Delta before reaching Fraser Surrey Docks. Because the proposed transfer coal facility is located next to the Fraser River, members of both groups are concerned about contamination to salmon and other marine life from coal dust blown into the river. New Westminster Environmental Partners and Surrey Citizens Transportation Initiatives are hoping other citizens will take a position on this issue. “When the true cost of this project is understood, including the negative impacts to our environment and health that aren’t even being considered in this proposal. Taxpayers will see that the costs of these negative impacts will exceed the economic benefits of expanding coal shipments through the Lower Mainland,” Murray said.

The awards recognize the long service provided by child-care centres across B.C. and the valuable contributions that are made in support of early learning and child care. “These awards honour licensed child-care programs that have been in operation since 1973,” Minister Stephanie Cadieux wrote in a letter to the daycare. “The efforts of child-care professionals working in licensed centres such as yours have contributed to the development and delivery of high-quality child-care services throughout British Columbia. “The enclosed plaque commemorates the 40th
anniversary of Queens Avenue Day Care and acknowledge you and your staff for your commitment to the care and nurturing of young children over the past four decades.” Queens Avenue Day Care’s board of directors is currently working on plans for a 40th anniversary celebration that will take place later this year.

In a creative effort to encourage multi-generational meal preparation, the B.C. Ministry of Health and the B.C. Dairy Foundation are co-sponsoring a video contest this spring, and New Westminster residents are invited to participate. The fourth annual Hands-on Cook-off contest is an open invitation to create a video showing two generations cooking or baking together, and contestants can win cash or prizes. “Research shows that kids who cook not only make healthier choices, but tend to eat together with family or friends, and with that comes improved social behaviour and better school performance,” said Sydney Massey, director of nutrition education at the B.C. Dairy Association and one of the creators of Better Together, in a
press release. “With this contest, we want to remind youth – and all people in B.C. – just how fun and powerful it is to cook together.” Videos must show two generations cooking together and be no longer than three minutes. No technical skills are required, and videos can be shot using any kind of device. The contest is open until the end of May. The grand prize is a $1,500 grocery store gift certificate or $1,000 cash. Quebec’s new development female hockey program paid instant dividends following the province’s first-ever national Esso Cup title. The midget girls’ development team Nord capped the province’s best-ever showing in the five-year history of the Esso national tournament, coming back in the third period to post a 5-2 victory over the North Bay Ice Boltz in the gold-medal final at the Bill Copeland Sports Centre in Burnaby on Saturday. Trailing 2-0 early in the final period, Quebec Nord exploded with five unanswered goals, including three in a two-minute span of the third frame, capped off with the game-winning tally by Katia Boulianne at 5:42. “I can’t believe it. I’m not a goal scorer. But I did it and I’m proud of myself and my team,” said Boulianne after the game. “It’s the most amazing feeling in the world.” While the five-goal Quebec rally caught some, including the Ontario supporters by surprise, Esso tournament stats paint a different picture. Of Quebec Nord’s 31 total goals scored in the tourney, 19 of them came in the final 20 minutes. Earlier in the roundrobin portion of the tournament, Quebec defeated North Bay 3-1 with three power play goals in the final stanza. Nord also erupted for five goals in the third period against the Atlantic champions from Halifax in an 8-1 rout on April 23. “We were just focussing on the third period,” said Boulianne. “We are good in the period. We have a lot of confidence, we never give up and that’s why we

The New Westminster Salmonbellies got a lesson in the importance of solid goaltending. Senior attack Riley Loewen earned a second career Conference Carolinas player of the year honour after helping lead Limestone College to an undefeated league field lacrosse season last week. On Senior’s Day, Loewen paced the Saints with two goals and three assists in a 13-6 victory over Catawba on Saturday. Earlier in the month, No. 3-ranked Limestone claimed a fifth consecutive conference title following a 16-8 win over No. 11 Pfieffer on April 21. Loewen chipped in with a goal and
two helpers. He also tallied three times in a six-point output in the Saints’ 15-11 win over Belmont Abbey in the conference semifinal. Loewen’s six points moved him into second place all-time on Limestone’s career total points list ahead of Nick Carlson’s 248 points set back in 2002. Loewen currently holds the school record with 176 goals and is first overall in six other categories, including 252 shots on goal and game starts, with 63. The Burnaby Mountain grad has at least one more game to add to his totals, when Limestone opens the NCAA Division II national championships on May 11.

Aquasonics win silver at Canadian Open The B.C. Aquasonics senior national stream team won a silver medal in the senior FINA team free event at the Canadian Open Synchronized Swimming Championships in Quebec City last weekend. The team, including Sarah Mcateer of New Westminster, posted a score of 73.817 with their routine Mayan Calendar. The winning routine was choreographed by Aquasonics head coach Susan Kemper, who has an international reputation for her innovative routines and bringing out the best in her athletes. “Every member of the team brought their best to the pool tonight,” said Kemper of the eight-member team. “They gelled as a team at the right time. We believed that we were medal contenders and we accomplished what we set out to do. It is a proud day for the B.C. Aquasonics.” The Aquasonics were the only team from B.C. to place in any event at the competition. The Aquasonics entered five events at the Open, bringing home awards in four of them. Erin Williams of Cloverdale placed fifth in the senior FINA solo (technical) and sixth in the senior FINA solo (free) events. Duet pair Natasha Heine of Surrey and White Rock’s Mackenzy Higgins placed fifth in the senior FINA free event. Awards are given to the top six teams in each event. The Aquasonics placed seventh in the Canadian Open combo team event. The senior Aquasonics team will compete next at the U.S. Open Synchronized Swimming Championships from July 9 to 13 in Irving, Texas. The Aquasonics are British Columbia’s oldest, largest, and most successful synchronized swimming club. The Aquasonics have produced all but one Team Canada athlete from the province of B.C., all of the Olympic team synchronized swimmers from B.C., and two Olympic team coaches. Training in Coquitlam and Surrey, the club currently has its largest membership in over a decade with over 100 athletes, aged six to 20, in introductory, recreational and competitive streams.

CONTRACT FOR YOUR BRAND NEW HOME
O
nce you have found the right builder and decided on the home you want, you are ready to work out the contractual arrangements. This can be done at the builder’s sales office, where you and the builder (or salesperson) can work through the items that go into the contract. This is the most common approach with large or tract builders. Alternatively, the builder may write up the contract on their own and present it to you for consideration. Or you may choose to have your lawyer prepare the contract. Commonly referred to as the Agreement of Purchase and Sale, the contract is a legally binding document that outlines the terms and conditions of your purchase. There is no mandatory standard form; many professional new home builders use forms adapted from model contracts developed by their provincial Home Builders’ Association or new home warranty program. Often, the Agreement starts with your offer to purchase the home from the builder under certain terms and conditions. Once you sign it, the offer is binding on you. If your builder accepts the offer and signs the Agreement, it becomes binding on both parties. Similarly, if your builder presents you with a contract, it is an “offer to sell” that becomes legally binding on both parties once you accept. A sales representative may not be able to “close the deal” without a review by the builder. Approval or counter offer is usually quick. However, under some circumstances, you may consider adding an irrevocable date to your
offer-a deadline for the builder’s response, after which your offer is no longer valid. Read the contract carefully before signing it. Professional new home builders will go through the contract with you, point by point. This helps to eliminate errors or possible misunderstandings and is a great opportunity for you to ask questions. Here are some pointers for your contract review: • Verify the description of the home (e.g. model name) and lot. • Make sure you understand what’s included and not included in the base price of the home - particularly important if you have based your decisions on a model home with a mix of standard and upgraded features. • Check that any extras and upgrades you have chosen are documented accurately (e.g. model, brand name, size, colour, price). • If the price includes allowances -- for instance, for lighting and kitchen cabinets-the amount should be noted in the contract with a description of what happens if you go over or under budget. • Payment milestones should be clearly outlined -- e.g. initial deposit upon signing of the contract, additional deposit when conditions (if any) have been met, possible construction advances and amount due on closing (when you take possession of your new home). • The builder (or sales representative) should issue a receipt for the deposit and a copy should be attached to the contract. The builder’s refund policy and third-party deposit warranty should also be described in the contract--your protection in the unlikely event
that the builder for some reason is unable to honour the contract. • How will you pay for the home? This must be noted in the contract. It may be as simple as “cash”, or a description of your mortgage (amount, interest rate, term). If the contract is conditional on financing, this must be noted clearly, along with the number of days allotted for obtaining the mortgage, the process for notifying the builder and what happens if the mortgage application is turned down (i.e. the contract is null and void, and the deposit will be returned in full). • All other conditions, such as the sale of your current home or a favorable review of the contract by your lawyer, must be similarly detailed. That way, nothing is left to chance or misinterpretation. • If the new housing tax rebate is assigned to the builder, it should be noted. • All attachments or schedules that form part of the contract must be referenced in the main contract document. This includes site plans, drawings, specification list, design and approvals process for customized homes, and so on. • The closing date is the day you take possession of the home. Ask your builder to explain how possible delays will be handled. A home purchase is a significant investment, so consider having a lawyer review the contract before you sign it. A good approach is to go ahead and finalize the contractual arrangements with your builder first, but to
make them conditional on a favourable legal review. That way, you are certain that you have reached an agreement with your builder before you invest in legal advice. Supplied courtesy:

Harrington - Edwin Charles
February 19,1933 – April 26, 2013. It is with great sadness that we say farewell to Ed.
He was an inspiration for greatness in the arts, and a supporter of local performing artists. Ed was proud to live in the Royal City. He was born, raised and lived in New Westminster his whole life. Predeceased by his parents, Violet Mae and Charles Harrington, his sisters Audrey McLean (Elvin) and Shirley Carlson (Bob), and his brother Clifford. Left to mourn are his loving, devoted partner Dolores Kirkwood, sister Marlene (Chic) Sather, sister in-law Audrey Harrington, his two special grandchildren, Tyler and Vanessa, and many nephews and nieces, as well as many dear friends and his much-loved cocker spaniel, Daisy Mae. He received his bachelor degree from U.B.C. (1957), and Masters from the University of Oregon (1969). He taught at Port Coquitlam Secondary, (which became Terry Fox Secondary) from 1963 to 1989. Along with Dolores Kirkwood and James Bryson, he created musicals for 25 years at that school. Many lives were touched, and even changed as a result of those productions. He also taught in Zweibrucken, Germany, in Metz, France, and Millicent, Australia. Ed acted professionally in theatre and film. He was awarded many honours and awards as a result of his teaching, acting, and directing. He was a lifetime member of ACTRA, UBCP, and Actors Equity. He received the Sam Payne Award from Actor’s Equity, the Ovation Award from Applause Musicals, the key to the City of Port Coquitlam, inducted into the Hall of Fame at Terry Fox Secondary, the first recipient of the Bernie Legge Award for the Arts in New Westminster, and, ultimately, he was elected by his peers and inducted into the British Columbia Entertainment Hall of Fame. An active member of the Vagabond Theatre for many years, he also cofounded the Royal City Musical Theatre Company in 1989 and served as its Artistic Director for 16 years. He loved to travelling, going on many cruises, making annual trips to Mexico, and several trips to India. Ed was a man who lived life to the fullest. Family, career, travel, and the entertainment world filled his life with joy and fulfillment. He said, “I’ve lived a good life. I have no regrets.” His legacy is one of inspiring excellence in, and a love for, the theatre. He was very appreciative of the care he received from Dr. Metzak and Dr. Ryerson (St. Paul’s), as well as great support from Fraser Health. A farewell gathering will be held at Massey Theatre, at 8th Street, and 8th Avenue in New Westminster at 1:00 on Saturday, May 11.
