New West`s historic downtown has gone back to the future. On Thursday, the doors will officially open at the much-anticipated Trapp + Holbrook development. The project by the Salient Group includes the redevelopment of the historic Trapp Block at 668 Columbia St. and the Holbrook building at 660 Columbia St., as well as a new tower that includes 196 homes and 6,000-square-feet of commercial space on Columbia and Front streets. The landmark Edwardian-era Trapp Building proudly stood as one of the signature structures on Columbia Street in the early 1900s and was officially listed on Canada’s Historic Plac-
es registry in 2004. The Salient Group has been involved in a number of projects to retain and revitalize historic structures and neighbourhoods in Gastown. Robert Fung, president of the Salient Group, purchased the Trapp and Holbrook buildings in 2005. “The reason we are attracted to the area is because of that history, is because of that character, and there was a level of artistry originally and workmanship that’s really difficult to find these days,” Fung told the Record in 2014. “That tactile texture of the materials is very difficult to reproduce, and it’s important to keep that character.” Two weeks ago that vision became reality as new residents began moving into the sold-out development. “People are excited and want to
move in,” Fung said. “We’re very proud of it. It’s been a tricky, passionate long-term project,” he said. “There`s a ways to go before we get everybody moved in and everything finished up, but we felt it was probably appropriate in the process to celebrate the building.” Since the Army & Navy moved out in 1976, the historic Trapp Block has remained vacant, Fung noted. “It was a pretty big building to stay vacant for 40 years in a prime part of New West real estate and an area that`s so important to the economy locally. (It’s) really exciting for us and the project that is really symbolic of the evolution of New Westminster. It’s got a strong foundation in its history and it’s a great story and with such a great future.” continued on page 10

Council OK’s new ‘family friendly’ regulations New condo developments will need to have 30 per cent of units as two-bedroom or three-bedroom suites

The City of New Westminster is striving to be a bit more friendly to families. On Monday, council gave third reading to a bylaw to require family friendly housing by mandating a minimum percentage of twoand three-bedroom units in new multi-unit residential dwellings with more than 10 units.The bylaw will require new strata residential developments provide a minimum of 30 per cent two-
and three-bedroom units, with at least 10 per cent of the total units having three or more bedrooms. As well, the bylaw will require new rental residential developments provide a minimum of 25 per cent two- and three-bedroom units, with at least five per cent of the total units having three or more bedrooms. Mayor Jonathan Cote said he’s proud that New Westminster will be the first city in Metro Vancouver to mandate a percentage of three-bedroom units
in new buildings, as it’s “an important first step” in the creation of family-friendly housing. He noted that multi-family ground-oriented suites and amenities that meet families’ needs are other components of a family-friendly community. No delegations appeared before council to address the bylaw at the public hearing. Coun. Chuck Puchmayr said some in-depth analysis done by a consultation showed the three-bedroom units may not sell as quickly
as smaller apartments, but it wouldn’t be detrimental to developers. He also suspects larger units would be less attractive to speculators who buy condos and have them sit empty rather than move in. “I think it’s a good move,” he said. “I think it’s a good policy.”
Coun. Patrick Johnstone said the city is taking a leadership role on several issues in the region, with familyfriendly housing being one of them. Coun. Bill Harper said the bylaw is another step in the city’s goal of creating a family-friendly community. He noted the city

Time for action on affordable housing The saying, ‘Getting old isn’t for sissies’ could have been the title for Isobel MacKenzie’s report. MacKenzie, the B.C. Seniors Advocate, had her office canvas thousands of seniors in B.C. over the past year. What she found in general may not be a surprise to many, but the stark numbers should trigger action. For example: ! The median income for seniors is $24,000
! 35 per cent of seniors who rent live on a household income of $20,000 or less ! Average rents for a one-bedroom apartment vary from a high of $1,038 in Vancouver to a low of $547 in Quesnel ! While the average house price varies greatly in the province, the average annual costs of home ownership net of any mortgage payments is about the same regardless of where a se-
nior lives, averaging around $1,000 per month ! 36 per cent of seniors with household incomes less than $30,000 believe they will need to move in the future due to affordability The picture is not pretty. In the Lower Mainland there is not a huge stock of affordable housing being built or even planned for. The real estate market is intended to profit developers not build sustainable communities – despite claims
otherwise. While MacKenzie has made 18 important recommendations to help address the housing issues, we certainly haven’t seen an appetite from any levels of government to tackle the problems. The report calls on the province to increase subsidies for low-income seniors through the Shelter Aid for Elderly Renters program. It also wants a program that would allow se-
niors who own their homes to defer paying hydro, home insurance and major repairs until it is sold.This would not only help seniors stay in their own homes, but also reduce the number of seniors who end up in care homes – which would reduce another burden on taxpayers.Those are two recommendations which could be brought in immediately. Many seniors have to forgo basics like dental
care and decent food just to make sure they can pay their rent or keep their electricity going.This is simply not acceptable. And what is needed is a solution for today. Building more affordable housing for seniors, and, frankly, for everybody, is the ultimate solution – but that’s not likely to happen any time soon. And we’re already behind as we face the first ‘grey wave’ of an aging population.

Change seems to be in the air Is this country in for a political shakeup the likes of which we haven’t seen in years? It’s certainly easy to get that feeling.The “unthinkable” happened in Alberta, and one has to wonder if that was a seismic tremor that is signaling of a larger earthquake to come. The winds of change seem to be in the air, and I don’t envy an incumbent government having to test the voters right now, but that task falls first to Prime Minister Stephen Harper come this October. While political polls must be taken with a large grain of salt, federal Conservative strategists have to be alarmed at what four polls of individual ridings in B.C. uncovered last week. The polling done in B.C. by Insights West, on behalf of the environmental organization the Dogwood Initiative, revealed something more startling: an apparent collapse of support for the Conservative party right across the board. In four coastal ridings newly created by redistribution, the Conservative vote appears to be cut in half from what it was in the 2011 election. Even if we attach some healthy skepticism to polls, a loss of this proportion may signal that the electorate is exhibiting some extreme volatility, which is not good news for a sitting government. Before you dismiss all political polling, consider this: this polling by Insights West
was done the old-fashioned way, using methods employed back when polling was generally very accurate, time and again. The pollster, Mario Canseco, used telephones to reach a random sample of 301 voters in each riding and ensured his sample had a strong base of older voters (since they vote in much greater numbers than younger voters). If these riding polls showed a tight race between the parties, it would be hard to know how to read them. That’s because if you take the 2011 voting results and “transpose” them over the new riding boundaries, it would show four tight races between the Conservatives and the NDP. The Conservatives would be the incumbent in two ridings (Courtney-Alberni and Burnaby North-Seymour) while the NDP would be the incumbent in the other two (Cowichan-Malahat-Langford and Esquimalt-Saanich-Sooke). The Conservatives insist they will remain competitive because the other two options – the Liberals and the NDP – will split the vote in enough ridings for them to win with about 40 per cent of the vote. But another scenario may be developing: the Conservatives’ support begins dropping to the point where that split on the other side doesn’t matter any longer. Dear Editor Would you buy a house built in a Walmart parking lot or on a freeway? I certainly wouldn’t. Unfortunately, that is what living on Keary Street is like now. We bought our first home on Alberta Street in 1991 and then moved to Keary Street in 1996. I did extensive due diligence prior to buying our home on Keary and spent hours parked on the street to assess traffic and noise. The traffic on both Keary Street and Alberta Street was very similar and light. New Westminster has made a number of ill-advised decisions and changes that have destroyed the quiet and serene livability of Keary Street. There have also been a number of traffic changes that have pushed large volumes of traffic onto Keary Street. One major error was “traffic calming” on main thoroughfares where the bulk of the traffic should be. All day there is constant traffic and noise. We hear engines roaring, horns honking, swearing, and doors slamming all day as people come and go, fight for parking, and set or cancel their car alarms. We can no longer open our windows due to constant noise. We are unable to find a parking spot near our homes due to people parking for businesses, SkyTrain and the hospital. The most recent traffic counts show that Keary Street has an average of 1,620 vehicles per day. That is more traffic than Alberta Street and Simpson Street combined. When the parking circus ends around 3:30 p.m. Keary Street transforms into a freeway. This goes on for about four hours until rush hour eases and then starts again around 7 a.m. the next morning. Recently, there has been talk of traffic calming for Alberta Street. As a former homeowner there, I empathize with Alberta Street residents. Unfortunately, the situation on Keary Street is far worse. Any action to limit traffic on Alberta Street will push more traffic to Keary Street. We can’t take anymore. The entire area needs to have a reduction in traffic and the numbers prove Keary Street needs it most. David Hughes, New Westminster
Why on Sundays? Dear Editor Is it just me, or are others fed up with train noise at 3 a.m. on a Sunday morning? Why is it for the most part of the week the trains go in and out of New West with a minimal amount of noise, but on the weekend, when it seems to me that there would be no one out and about, it is beyond ridiculous! For the last two Sunday mornings a driver has enthusiastically blown the whistle long and loud at each and every level crossing, tree, blade of moving grass and shadow! You can hear him coming and going for as far as the ear can hear, at 3 a.m. I find it hard to believe it is necessary. I know the trains have been here for years and years, but we are supposed to be working on decreasing the noise level. For the most part I think that it has improved slightly but, for what feels like one driver with a vendetta it is disrespectful of an entire community. Also, I would like to add that we don’t even live at the quay, so I can’t imagine how loud it is down there. With summer coming, people should be able to sleep with their windows open without being disturbed to this extent. Judi Mulvaney, New Westminster

I have seen so many run down the steps of the college and zip across the street while I jam on my breaks. Nathan Hall Just to be clear for everyone involved (ie. pedestrians and drivers), pedestrians still have the right of way at this intersection even when it is flashing green. They don’t have to ‘group’ and then cross. In other words, treat this area as before, only now pedestrians can stop traffic by pushing the button. Vance McFadyen Good for all. All one has to do is watch for about 10 minutes and watch the cars zip through with pedestrians in or waiting to cross.

Dear friends, It is with great humility and a small sense of disbelief that I am even writing this open letter to you all. Even though I worked for many years in nightclubs and spent many years travelling the world, I always had a dream of opening my own jazz and blues restaurant. The dream never died and ten years ago this weekend the dream became reality and The Heritage Grill was born right here on Columbia Street in New Westminster. It has never been easy. In fact several times during the early years I was close to throwing the towel in and launching my keys into the Fraser River! Thankfully I always got past it and soldiered on, refusing to let my dream die. Today I am proud that The Heritage Grill is still going stronger than ever and has become a hub in New West for so many different groups in our diverse society. I would like to thank you all for keeping my dream alive. From every poet that attended our Poetic Justice and Slam Poetry events, every painter and model that came to our life drawing sessions and our Paint Nite events, every ukulele player that has come every Monday (and now Thursday as well!), every burlesque dancer, every Open Mic performer, every Drag Queen, every person who supported our Gay in New West (G.I.N.) events and every single person who comes to discuss the issues of the day at our Philosophers Café. As many of you already know, The Heritage Grill has live music 7 days a week and has no intention of stopping! It is with huge pride that I would also like to send a huge thank you to every single band member who has performed at ‘The Grill’ over the years. My concept simply would not be here if it was not for all the hardworking musicians that have given me so much of their time and those who took a chance on me in the early days. I have always believed in giving back to the community and for several years we produced a free turkey dinner on Christmas day for everyone and anyone who wished to come. Sadly the event became so huge that our kitchen was unable to cope with the demand. In my last year of doing the community dinner we bought and prepared over 40 turkeys! Nevertheless, we still donate to many local charities and groups who do a wonderful job for all the citizens of New West and we are more than happy to help out when we can.

Hammocks not for hosers By Theresa McManus tmcmanus@newwestrecord.ca Where does the fire department send their hoses when they’re past their prime? Just head to Westminster Pier Park and see for yourself. An urban beach featuring beach umbrellas, hammocks and a sandy area was the newest addition to the Westminster Pier Park when it was constructed last spring.
Last year’s temporary hammocks have been replaced with new hammocks, made of recycled fire hoses from the New Westminster Fire Department. “We have been working with a designer to develop a new hammock that’s actually made of recycled fire hoses.The webbing is actually made of fire hoses themselves,” said Dean Gibson, the city’s director of parks, culture and recreation.
The hammocks have been custom fabricated from retired fire hoses supplied by New Westminster Fire and Rescue Services. Visitors to Westminster Pier Park wasted no time in slipping into the new hammocks that returned over the Victoria Day long weekend. The biggest complaint? “They need more than six hammocks,” one woman said while waiting her turn.

Boomers out – newbies in In April, the New Westminster Police Department swore in six new constables. It was the largest swearing-in ceremony in recent memory for the department, according to deputy police Chief Laurin Stenerson, who led the new constables in the police officer’s oath for the final time in his 20-plus year career. The New Westminster Police Department, like many organizations across the country, is experiencing an increase in retirements, and as the baby boomers, who’ve led the department for decades, get ready to hand up their badge and gun, the department looks to the future to help fill the spaces left behind. Typically, the department swears in two to four officers every year; six is an anomaly.The new constables, who range in ages from 22 to 34 years are the future of the de-

partment.Twenty years from now, these new officers, along with the dozen or so who’ve been sworn in the last decade, could be leading the department. “So when we look at who we hire, we look at not only those who are qualified to take the job, but for those who will fit in to the organization of the New Westminster police,” police Chief Dave Jones told the crowd at the swearing-in ceremony on April 20. Jones chose New West because his father and brother work for the department and he wants to be part of the NWPD family.

Olatunbosun is the father of two little girls and has a background in research for the health-care sector. Policing has been a dream of his since he was young but it was something he pushed to the back burner, until now. He hopes the small New West department will give him the opportunity to grow as a police officer.

Bolour has studied criminology and social work, and was leaning towards a career in social work when she started volunteering for the crisis line. From there, she started working with the department’s victim services and decided that policing was the right path for her. She’s most excited about the diversity policing offers.
Following up a career in the military, Stewart says policing is a natural next step for him. He enjoys a dynamic work environment and expects policing to offer a variety of challenges and reward. Stewart is especially excited about getting out in the community and helping people in their times of need.
Before applying to the New Westminster Police Department,Tehennepe worked as a corrections officer. After attending a women-only info session, she felt like the department would be the right fit for her. She’s expects her biggest challenge to be learning all the different codes and policies related to policing.

Council endorses transportation initiatives Theresa McManus

The Royal City is putting pedestrians first in its transportation plan. New Westminster city council has endorsed the proposed transportation priority capital program that’s been developed by the mayor’s transportation task force. In order to complete the items being recommended by the task force, it’s anticipated the city would need to increase the capital budget by $4.1 million from 2015 to 2018. Jim Lowrie, the city’s di-
rector of engineering, said the mayor’s transportation task force has been reviewing the city’s master transportation plan and has extracted items deemed to be the “highest priority” for implementation in the near future. From that list, staff has developed a capital plan needed to deliver those items in the next four years. Eugene Wat, the city’s manager of infrastructure planning, said the master transportation plan included 123 different actions. He said the task force has narrowed those down to 12 to 20 actions it would like to

The month of May is almost over. From our local May Day history, here are a few items from earlier Mays. The year 1958 was special because May Day was unusually hot that year, and there were 4,000 children in attendance to see Lilias Bull crowned as May Queen. Celebrations included a new innovation – the Ancient and Honourable Hyack Anvil Battery salute. Bull received many gifts, including a trip to England where she placed a wreath at the grave of Col. Richard Clement Moody, founder of New Westminster. May Day was held in 1942 though the world was at war, but there were many restrictions and modifications.There was no parade except for two decorated open cars that drove along Columbia Street from 10th Street to the Pattullo Bridge and back. That same year, the May Day suite member from Queensborough was quarantined with the mumps and missed taking part. Her school elected her again in 1943. Today’s Hyack International Parade has many parade entries from the United States, but according to an account from 1940, that was the first time that an American band was in the May Festival parade. The band was from Bellingham’s Mt. Baker High School.

key sugges"ons, mostly focused on a#ordable housing, and now it’s up to the provincial government to implement those recommenda"ons. The Seniors’ Advocate reports to Health Minister Terry Lake, who issued a statement in response to Mackenzie’s report.
“Some of the recommenda"ons have widereaching implica"ons for the health authori"es, for the ministry and for the seniors’ housing sector and will need further analysis before we can commit to an approach,” Lake said in a media release.

She was rescued from an industrial yard and has made great progress overcoming some of her fears since she came to us. Chester* was diagnosed with Feline Immunodeciency Virus (FIV) and went to a foster home where had been so happy and well for 4 1/2 years but sadly his foster mom got an agressive form of cancer and died one month a�er her diagnosis. He’s a real sweetheart, kinda shy, very loving and loves to be peled, really enjoys a shoulder scratching too! He needs to be an indoor cat only and preferably an only “child”.

Nina Schultz gave the defending B.C. high school girls’ track and field champions a step up on the competition. The Grade 11 New Westminster Secondary student won her second consecutive combined-events title at the provincial high school championships at the Apple Bowl in Abbotsford last weekend. Schultz garnered more than 5,000 points in the seven-event girls’ heptathlon, becoming the fourth high school female to reach the milestone mark since the competition was first run in 1982. “I was really happy with my performance overall. I had five personal bests and one seasonal-best in the high jump,” said Schultz. Last year’s most out-
standing female athlete scored a career-best 5,046 total points, winning the 100-metre hurdles in a personal-best time of 14.82 seconds, the high jump in 1.74 metres, the 200m in a personal-best time of 26.35, the long jump in 5.38m and the javelin, with a PB throw of 36.37m. She also posted PBs in the 800m, finishing third with a career-best time of 2:29.61, and the shot put, with a second-place heave of 10.30m. “I think after the first day I was happy with my results and thinking just to do my best (on Day 2). But after talking with my coaches I felt I could go for a really good score,” Schultz said. Robin Buckingham of Walnut Grove placed second in the heptathlon with 4,469 points. Calli-Ann Abbott of Brooks Secondary in Powell River was third with a 4,381 total.
Four-time B.C. high school champion Georgia Ellenwood holds the girls’ provincial record in the heptathlon with 5,296 points set in 2013, when she beat D.W. Poppy’s Kelly-Ann Kempf’s longstanding 1985 record of 5,262. The only other female athlete to reach the 5,000 mark in the heptathlon was Burnaby Central’s Allison Eades, who did it twice in 1982 and ’83, tallying 5,081 points in her first try and 5,156 in her second attempt. Schultz’s score is the fifth-best all-time total in the 33-year history of the girls’ event. Earlier this year, Schultz won the youth women’s heptathlon at the UBC Open in March, posting a 4,954-point score. At that meet, Schultz posted personal-best scores in the hurdles, shot and
long jump that were higher than what she achieved at the provincials. Adding those differences to her existing best to date would translate to a 5,243 point total, just 53 points off Ellenwood’s B.C. high school record. But Schultz says those numbers can wait until next season when she enters her final year at NWSS. For now, all the focus is on the upcoming high school provincial meet, she says. The New Westminster teen will compete in three individual events, including the high jump and long and triple jumps, at the upcoming B.C. high school championships to be held in Langley from June 4 to 6. “I’d really like to repeat what we did last year, seeing as we made history last year,” she said.
Shasta Trampoline Club’s Declan McLean won three medals at the B.C. Gymnastics trampoline championships. The Grade 8 tumbler placed first on the trampoline in the Level 6, 17-andunder boys’ division. He also picked up a second gold medal on the synchronized trampoline with Shasta clubmate Duncan Blais and an individual silver medal in the Level 5 double-mini trampoline at TAG Sports Centre in Port Moody May 15 to 17. Duncan Blais also came second in Level 6 DMT and third on trampoline. The New Westminster-based Shasta club also picked up numerous other first-place finishes at the competition. Canada Games team performer Kyle Carragher won all three of his events, including the senior synch gold with teammate Ben Blais. Carragher also won the junior boys’ trampoline and senior DMT, while earning a fourth first-place medal on Shasta’s four-person double-mini team with CC Rundall, Alex Angus and Lucas Mayrand.
Angus was also second overall in Level 4 girls’ DMT. Ben Blais finished runner-up in both the junior tramp and double-mini. World team member Tamara O’Brien and Poppy Quinlan, who competed with Carragher in the sport’s debut at the Canada Games, also won the senior women’s synchro trampoline competition. O’Brien won the Level 6 18-plus women’s division on trampoline, while finishing second in senior DMT. Quinlan was second behind Shasta teammate Brittany Falconer in senior women’s trampoline. Jordan Wilmhurst and Cameron Atwell also won their respective Level 6, 18plus and Level 5 groups on trampoline.Wilmhurst also picked up a bronze on DMT. Silver medallists on synchronized trampoline included: Angus and Cyena McIntosh in Level 4 and Clare Hardjowowasito and Rundall in Level 5 girls, and Andrew Dodd and Ronan Livesey in opening level boys. Shasta’s Elisse Healy, Eleni Papkyriakopoulos, Maja Bonham, Liam Ames also picked up individual medals at the provincials.
Goalie retires Former New Westminster Salmonbellie goalie Tyler Richards announced his retirement from the game last Friday. Richards, who played seven seasons in the National Lacrosse League with the Vancouver Stealth franchise, cited ongoing concussions as the reason for hanging up his stick. The 28-year-old goalie also played six seasons in New Westminster with the senior A Salmonbellies of the WLA, including a rookie of the year debut in 2008 and two goaltender of the year honours, before being dealt to the Burnaby Lakers for two first-round draft picks prior to the 2014 season. “I feel very blessed to play with so many great players. Thank you to all who have been a part of my career both as teammates, coaches or management,” Richardson said in a Stealth press release. Drafted by the Stealth in the fourth round in 2007, Richards holds the franchise record of eight playoff wins and posted 33 regular season wins – second-best on the club. Richards appeared in three Champions Cup finals, including the team’s 2010 cup run. This season, Richards became the 13th goalie to record 3,000 career regular season saves. He also shared a gold medal with Team Canada in the World indoor lacrosse championships in 2011. –Tom Berridge

Hardball Royals fall in backdoor semifinals The Douglas College Royals made it to the consolation semifinals at the Northwest conference baseball championships. The Royals lost to Mt. Hood 9-2 in the backdoor playoff, scoring both runs in the bottom of the eighth inning. MattYee and pinch-runner Jacob Robazza scored the runs for Douglas. Jamie Whitehead took the loss for the Royals, allowing just three hits in seven innings and striking out five Mt. Hood batters.
The damage was done in the eighth inning when Mt. Hood scored six runs on four hits and five Douglas errors. The Royals opened the eight-team championship tournament with a 7-0 loss to Treasure Valley. Douglas responded with a 2-0 win over Everett to stay alive in the competition. Cory Duggan pitched a complete nine-inning shutout for the Royals, striking out nine batters while allowing just four hits. Jeff Bouchard knocked
in the game-winning run in the opening inning on a sacrifice fly to centre field. Bouchard also had a pair of hits in the win. Garrett Belanger also had two hits for Douglas, including a run-scoring double in the eighth inning. Mt. Hood advanced to the conference final against Lower Columbia with a 7-3 win over Tacoma. Mt. Hood won 2-1 in the opening game of the championship before losing 6-1 to Lower Columbia in the double-knockout final.
