WELCOME

TO OUR EXHIBITION WHICH OUTLINES RCM’S PROPOSALS TO REDEVELOP COLLEGE HALL.

The purpose of this exhibition is to provide our neighbours with the opportunity to learn about our development proposals, and ask questions you may have concerning the scheme. We hope that the exhibition helps to clarify our proposals. However, if you do have any questions, please do not hesitate to ask any of the team members present, who will be delighted to help you.


2 ABOUT THE RCM THE ROYAL COLLEGE OF MUSIC (RCM) IS ONE OF THE WORLD’S LEADING CONSERVATOIRES. FOUNDED IN 1882, RCM TRAINS GIFTED MUSICIANS FROM AROUND THE WORLD FOR INTERNATIONAL CAREERS AS PERFORMERS, CONDUCTORS, COMPOSERS AND LEADERSHIP ROLES WITHIN THE ARTS. With circa 800 students from 60 countries studying at undergraduate, masters or doctoral level, RCM is a community of talented and open-minded musicians where excellence, individuality, creativity and diversity are prized. RCM is the only UK conservatoire in the position to award degrees and therefore attracts the highest quality of international students. The College is located opposite the Royal Albert Hall.

The College has committed itself to increase student numbers over the next 3-5 years and has recognised that the majority of these additional students will require accommodation. The College recognises that it must improve the quality of its ‘offer’ in all aspects of College life and in particular the living conditions at College Hall. In order to accommodate future growth and physical improvement, the College wishes to embark on a period of transformational change by investing significantly in College Hall.


3 COLLEGE HALL COLLEGE HALL WAS BUILT IN 1966 AND WAS ORIGINALLY USED AS A TRAINING CENTRE FOR A HIGH STREET BANK. THE FREEHOLD WAS PURCHASED IN 1994 BY RCM AS A HALL OF RESIDENCE. THE BUILDING COMPRISES 168 ROOMS IN TOTAL AND IS A SELF-CATERING ESTABLISHMENT. Each room has a hand basin, built in furniture, telephone and wireless access. The communal facilities include 6 selfcatering kitchens on every floor, 16 single sex bathrooms, two large television/ games rooms, laundry room, one IT room, courtyard car parking and cycle storage facilities. There are also 22 practice rooms situated in the basement. Some of these are acoustically insulated so they can be used 24/7 without interference with other residents or with neighbours.

Like many other Higher Education Institutions, RCM wishes to continue its aspiration to guarantee accommodation to first year undergraduates and if possible extend this offer to postgraduate students that require accommodation. To achieve this there is a need to undertake significant investment in delivering additional rooms and more modern student accommodation.

A quality facing brick with deep window reveals, punctuated by glass ‘breaks’ at key points. The facing brick would be a buff, light brick with the lighter brick reserved for framing the top floor set back. Materials will be carefully selected to chime with the conservation area setting.


9 SUSTAINABILITY BRITAIN’S GREENEST CONSERVATOIRE FOR THE FOURTH YEAR RUNNING, THE RCM HAS MAINTAINED ITS POSITION AS THE UK’S GREENEST CONSERVATOIRE IN THE PEOPLE & PLANET GREEN LEAGUE, WHICH ASSESSES THE ENVIRONMENTAL PERFORMANCE OF UK UNIVERSITIES. Environmental issues are incredibly important to the RCM and this will be reflected in the new hall of residence. The new building will meet BREEAM (British Research Establishments Environmental Assessment Method) ‘Very Good’. BREEAM sets the standard for best practice in sustainable building design, construction and operation and has become one of the most comprehensive and widely recognised measures of a building’s environmental performance.

The new building will include a combined heat and power plant (CHP). CHPs generate electricity whilst also capturing usable heat produced in this process. This contrasts with conventional ways of generating electricity where vast amounts of heat is wasted. This will be supplemented by a series of photovoltaics to the roof. Green roofs are also proposed; these will not only insulate the building but will also create a wildlife habitat.

10 THE PROPOSAL

The mature trees have been ‘ghosted’ in order to see the building behind.


11 MANAGEMENT OF COLLEGE HALL THE REDEVELOPED COLLEGE HALL WILL HAVE A DEDICATED MANAGEMENT TEAM CONSISTING OF A ‘LIVE IN’ HALL MANAGER, AN OPERATIONS MANAGER, A FACILITIES MANAGER, DUTY MANAGERS AND ADMINISTRATIVE ASSISTANTS. Supporting the management team will be a Senior Residence Assistant and six student Residence Assistants who are employed to enhance the overall student experience in College Hall. The main reception will be staffed 24hrs a day, 7 days a week, to ensure there is an appropriate amount of supervision and a single point of contact for neighbours and / or visitors to enter the hall.

Termly arrival and departure days will be staggered and managed effectively to minimise the impact on the surrounding area. Student residents will not be permitted to bring cars to College Hall and they will not be permitted to buy parking permits.
