Aseismic shift is underway in South Africa’s gambling market, with online betting rapidly eclipsing traditional casinos. Recent data compiled by The Outlier reveals that online betting now accounts for over half of the country’s gambling revenue, amounting to R47.2 billion in the last financial year. In stark contrast, brick-and-mortar casinos, which once dominated the market with 84% of revenue in 2010, now contribute just 37%.

This decline in casino revenue has been accelerated by the Covid-19 pandemic, which forced shutdowns and pushed gamblers online. With increased internet access and the proliferation of smartphones, gambling has become more convenient, allowing players to place bets anytime and anywhere. Sports betting, in particular, has surged in popularity making it easy for users to wager on their favourite events. As the industry adapts to these changes, it’s clear that the future of gambling in South Africa lies in the digital realm, presenting both challenges and opportunities for traditional casino operators.

In regulatory news, we celebrate a major milestone for South Africa’s National Gambling Board (NGB), which has achieved its ninth consecutive clean audit. This consistency signals a new era of transparent and accountable governance, a crucial element in building a strong regulatory framework for the country’s gaming industry. The Eastern Cape Gambling Board’s 10-year run of clean audits showcases the efforts the industry is making in rooting creating a clean image for the regulated gaming industry.

Ninth Consecutive Clean Audit For National Gambling Regulator

Consistency is a key factor against which the success of any organisation is measured. At the country’s national gambling regulator, the National Gambling Board (NGB), sentiments are running high following the achievement of a milestone ninth consecutive year of clean audits, signifying the birth of a clean administration era. This comes on the back of the external audit of the government entity’s 2023/2024 Financial Year (FY) performance.

At the helm of the NGB for the entire period of its clean administration, the Accounting Authority, Ms. Caroline Kongwa, comments: “For me, this is ample proof that we take accountability seriously at the NGB, that financial management is conducted with all due care, and that we continue to put in place the checks and balances that are needed to comply with the framework of good governance. The team at the NGB has achieved what we set out to do, and have become a formidable force for bringing the organisation firmly into this new era.”

The history of the NGB has not been without its challenges, with some detractors continuing to fixate on darker days of governance failures. “We have turned a corner in the administration of our organisation a long time ago,” Ms. Kongwa says. “The track record of the past nine financial years speaks louder than any words ever could – it exemplifies good governance in action.”

The letter of the law remains an important lodestar guiding the frameworks and policies at the NGB. A rigorous schedule of planning and implementation ensures that compliance is factored into all key performance targets, with regular checks conducted during the financial year and the necessary balances put in place. This mindset is echoed in the core function of the entity, where compliance and

enforcement of the law is conducted regularly through an oversight function, to ensure that Provincial Licensing Authorities are also towing a legal line. “Developments in an increasingly digital world keep us on our toes. Changes in society need to be echoed in our legal frameworks, and that is what we continue to grapple with as we steam ahead towards continuous improvement,” Ms. Kongwa concludes.

Sun International has delivered a robust trading performance in a fast-changing gaming and hospitality environment, underpinned by the strength of its diversified operating model, the resilience of its omnichannel portfolio, and disciplined strategic execution. Sunbet continued its phenomenal growth trajectory, with income surging by 71.8% and surpassing once again its aggressive growth targets.

The performance of the group and the successful execution of its strategy of growing its online gaming business and omnichannel offering has yielded a continuing adjusted EBITDA of R1.6 billion, up 4.0%, with group adjusted headline earnings up 8.7% to R524 million. Adjusted headline earnings per share  up 9.1% to 215 cents per share when compared to the prior period.

The group’s income for the period increased by 5.0%, to R6.0 billion. Gaming income, which constitutes 77.4% of the group’s total income, demonstrated sustained growth, increasing by 3.4%.

The group’s 5.0% increase in income, combined with effective cost control, yielded a continuing adjusted EBITDA margin of 27.3%, which was in line with the prior period. This consistency highlights the effectiveness of cost optimisation initiatives

implemented by the group and lower diesel costs following the reduction in load shedding.

The group is in a strong financial position, with South African debt (excluding IFRS 16 lease liabilities) at R5.4 billion, down from R5.7 billion as at 31 December 2023, with debt to adjusted EBITDA at 1.6 times. The debt levels take into account the payment of the 2023 final net dividend of R510 million.

As part of its shareholder value proposition, the group strategically bought back 3 871 138 Sun International ordinary shares in the open market at an average price of R36.54 per share during the period.

In line with Sun International’s dividend strategy to provide its shareholders with an appropriate, sustainable pay-out over the long term while maintaining a targeted debt to adjusted EBITDA ratio of two times and a dividend pay-out ratio of 75% of adjusted headline earnings per share, the board has resolved to pay an interim gross cash dividend of 161 cents per share, totalling R416 million.

The proposed acquisition of Peermont Holdings Proprietary Limited, which received overwhelming

shareholder approval on 4 March 2024, is progressing well. Sun International has received credit approved funding from its current lenders, for the total enterprise value of R7.3 billion. The group awaits Competition Commission and Gambling regulatory approval for the proposed acquisition, with a likely outcome in the first quarter of 2025.

Urban casino income was up 0.5%, with adjusted EBITDA, pre-management fees, of R1.1 billion for the period. The group‘s larger properties have continued to grow and protect margins, while regional properties lacked topline income growth. The adjusted EBITDA margin, pre-management

SL Benfica, one of Portugal’s most successful football clubs, competes in the UEFA Champions League and Primeira Liga.

The Eastern Cape Gambling Board (ECGB) is celebrating a remarkable achievement, marking a significant milestone in its history by achieving a clean audit outcome for the 10th consecutive year.

This remarkable achievement, announced by the Auditor General, showcases the regulator’s unwavering commitment to transparency, accountability, and fair play in the gambling industry.

Celebrating an unprecedented decade of excellence, ECGB Chief Executive Officer, Mabutho Zwane attributed the achievement to the implementation of basic financial principles.

“We are thrilled to have achieved this milestone, and it is all thanks to our team’s hard work, dedication, and professionalism. This clean audit streak is a testament to our robust internal controls, financial management, and commitment to transparent governance,” Zwane said.

Over the year, the ECGB has not only prioritized fiscal responsibility but together with its stakeholders has contributed immensely to socio-economic development, as such: - 3579 sustainable jobs created through the

- R13 million contributed to Corporate Social Investment (CSI) initiatives

- R184 million revenue collected, despite challenging economic conditions

New Botswana Gambling Equipment Standards Now Available

The Botswana Bureau of Standards (BOBS) has officially announced the availability of newly published Gambling Equipment Standards, which were gazetted on April 12, 2024. These standards are now available for purchase, marking a significant step forward in the regulation and oversight of the gambling industry in Botswana.

The newly released standards cover various aspects of gambling equipment, including casino equipment, monitoring

and control systems, jackpot equipment, limited payout machines, and record-keeping software. This initiative aligns with the Gambling

Authority’s ongoing efforts to ensure that gambling activities in Botswana are conducted in a fair, transparent, and regulated manner.

Stakeholders in the gambling industry, including casino operators, gaming equipment manufacturers, and software developers, are encouraged to purchase these standards to ensure compliance with the latest regulatory requirements. Dark Clouds Gather over Casinos in South Africa

South Africans are increasingly relying on online betting to get their gambling fix, reducing the role of physical casinos in the country’s gambling market.

This was revealed in data compiled by The Outlier, which showed that betting accounted for more than half of South Africa’s gambling revenue of R47.2 billion in the past financial year.

Casinos, on the other hand, accounted for just 37% of the total revenue in 2022/23, down from 84% in 2010.

The publication explained that, since the Covid-19 pandemic, there has been a shift to online betting and gambling triggered by pandemic-related shutdowns.

In addition, wider access to the internet and the increase in the number of smartphones means gamblers no longer have to rely on physical outlets and can gamble anywhere and anytime.

Sports betting, which involves placing a wager through bookmakers such as EasyPlay or

Yesplay on the outcome of a specific event, is very popular.

South Africans placed R418 billion worth of sports bets last year, an 80% increase from the R233 billion in 2021/22.

The total value of bets is significantly higher than overall revenue because winnings are often  ‘recycled’ to place further bets.

Revenue-wise, the National Gambling Board reported R47.17 billion of gross gambling revenue for 2022/23, with 50.3% – R23.75 billion – coming from betting.

Notably, in South Africa, online sports betting is legal, but online gambling – aside from sports betting – is not.

BizCommunity reports that this has prevented South Africa from developing an online gambling industry while other parts of the world have built substantial operations. The global

casino market is now worth over $60 billion.

However, several South African companies have managed to capitalise on the country’s booming online betting market.

For example, platforms like Betway and Hollywoodbets dominate the local online betting market.

One interesting company benefiting from the online betting boom but losing out due to the move away from casinos is Sun International. Sun International owns and operates casino, hotel and resort properties in South Africa and Nigeria. It also provides management service businesses in the hotel, resort, casino and gambling industry.

Founded in 1967, Sun International is headquartered in Sandton, South Africa, and is listed on the JSE’s main board.

Sun International pioneered gaming in Southern Africa, introducing casinos to this part of the world in the late 1970s.

However, in recent years, the company has had to switch up its strategy to remain relevant and up-to-date with the modern gambling market by launching SunBet, an online betting platform. In its 2023 results, the company said its urban casinos segment showed resilient performance, achieving R6.7 billion in income for the year.

“Our larger casinos, particularly GrandWest and Time Square, performed well, while our regional casinos’ performances reflected the challenging macro environment,” the company said.

“We continue to see resilience in casino income and drive margin protection strategies to maintain high levels of cash flow generation from this segment.”

While its casinos struggled, SunBet, the group’s online business, had a very impressive year with record earnings.

Overall, income was up 116.2% to R0.7 billion, and SunBet is now a significant contributor to group earnings.

“With run-rate performance well ahead of our five-year plan, the board has set an even more ambitious target to more than triple GGR from the business to R3.0 billion by 2028, targeting approximately 10% of the fast-growing domestic online gaming market,” the company said.

“We also continue to evaluate opportunities to grow the SunBet brand in selected markets in the rest of Africa incrementally.”

Overall income for Sunbet, at R512 million, delivered a record adjusted EBITDA, pre-management fees, of R170 million (up 88.9% on the prior comparative period). Active players continued to grow, with additional games being offered and the overall player experience being enhanced.

While customer acquisition is key, retention of long-term players will deliver profitable results for Sunbet.  At the end of the period under review, Sunbet achieved substantial growth in its key performance indicators against 2023, which included:

Hospitality income (excluding casino income) from resorts and hotels exhibited exceptional growth, increasing by 12.3%, as Sun City and Table Bay enjoyed the benefits of local and international travel.

Total resorts and hotels income was up 6.2% to R1.5 billion on the prior comparative period. Overall, an adjusted EBITDA, pre-management fees, of R346 million was achieved, which is an improvement from the R314 million in the prior period.

Southern Sun to Invest R1bn to Retain Iconic Durban Beachfront Hotels

Hotel giant Southern Sun has been awarded a 50-year extension by the eThekwini municipality on its lease agreement for the lucrative Maharani and Elangeni hotels on Durban’s beach front thanks to a promise of a R1bn investment.

In November last year the city said Southern Sun’s 60-year lease would expire in 2025 and it wanted to evaluate new bids in keeping with its strategy to revitalise Durban’s promenade.The city said at the time it was inviting proposals from the private sector to redevelop properties where leases are expiring. In response Southern Sun said if the city accepts other lease bids, it would be disastrous for the beachfront.

Mayor Cyril Xaba said Southern Sun will, as part of the agreement, develop the hotel sites and also renovate the Sunken Garden, a municipal park opposite the property.

“The redevelopment entails an estimated capital investment of over R1bn. This includes R622m on the Elangeni and Maharani, R157m on movable assets and R348m on hotels owned by the same entity in line with a functionality requirement that required bidders to further invest on the Durban beachfront precinct and stipulate which property /properties the investment is going to be made,” he said.

“If bidders do not own a property on the beachfront, they must identify a municipal infrastructure asset that they will renovate or upgrade and additional R5m to be invested on Sunken Garden.”

While the municipality owns the land, the Elangeni and Maharani hotels were built and paid for by Southern Sun, in 1973 and 1983 respectively. They were built on the site of the old Myhill Mansions and Rialto Court.

Breaking down the financial commitments involved in redeveloping the two towers and

maintaining it five-star elements of the entire complex, Xaba said there will be a R226m capital investment for the Maharani tower which will be used for:

• An upgrade of the lobby.

• Enhancement of the second-floor level.

• Full refurbishment of the suites which will bring a five-star element back to the Durban beachfront.

• Rooftop pool bar which has some of the best views Durban has to offer.

The Elangeni tower will require R354.2m for the modernisation of the lobby and refurbishment of the bedrooms and introduction of a new restaurant concept.

Marcel von Aulock, Southern Sun Ltd CEO, confirmed they will also be paying more than R43m per year rent for the entire complex, which features 734 rooms, 11 food and beverage outlets and multiple conference spaces.

“There was a minimum rental that was required of about R43m a year that needs to be paid into the city and there is a reset mechanism with the city every five years to make sure that the rental stays market-related.”

He said Southern Sun built the hotels more than 50 years ago.

“The city had the land and after 50 years the land and whatever is on it goes back to the land so we’re renting back buildings that we built 50 years ago, which is how the original agreement worked.”

He described the two buildings as a “unique set-up” which is “more than iconic” on the Durban beach front.

“This was the first really big commercial hotel

that was built in the country. If you lose these buildings you really do lose the beach front so it was really important for us to stay committed to this.”

Despite being marred by negative publicity over the past few years, Von Aulock said the Durban beach front was not as bad as it is being portrayed and he was confident the city’s “enormous potential” would result in a positive return on their significant investment in the long term.

“The PR of Durban is worse than the reality. Some of this negative tone is absolutely wrong. It was the fastest recovering city from Covid-19. It gave us enough cash in 2022 that kept us alive when the hospitality industry was hammered by Covid and Durban came back quickly. I think the upside potential in this town is magnificent,” he said.

“Durban has a lot of problems but they are not hard to fix. It’s just the basics: maintenance, keeping it clean and enforcing bylaws. What you have got is a spectacular location. God and nature has given you the setting, just look after it and I think the city realises that so I’m confident this is going to work. It has enormous potential and that’s why we have stayed the course.”

The company is also expected to spend R348m on two other hotels in its stable — the Garden Court South Beach and the Edward Hotel.

Musa Mbhele, eThekwini municipal manager, said Southern Sun was a company that had always believed in Durban from the time it invested “a couple of billion rand” in the expansion of the Sun Coast complex.
